ETHOS, Ethics and Lies – Chernobyl to Fukushima, Nesterenko to Takenouchi and beyond?
Mari is facing charges stemming from speaking out on radiation in Japan and advocacy for families relocating children out of the areas contaminated by radioactivity from the damaged Fukushima Daiichi reactor site, operated by TEPCO.
The group ETHOS in Japan supports the decision by some to stay and live in contaminated areas. Sadly, some of these families feel they have no choice due to economics and other factors. Certainly young children have no choice. ETHOS advocates monitoring radioactivity, but well established science supports Mari’s views that there is no safe dose of radiation and that children need to be protected. We support open discussion, access to information and free choice. We ask the Prosecutor to agree that writing and speaking about these issues are not a crime.

The late nuclear physicist Vassili B. Nesterenko (2 December 1934–25 August 2008) was hounded and persecuted by the KGB because he published inconvenient truths: research about the consequences of Chernobyl. Here is a short article about his achievements and here is his Wikipedia entry.

Pr. Michel Fernex is a Swiss medical doctor from the Medical Faculty University of Basel. Born in Geneva in 1929. Member of Physicians for Social Responsibility and International Physicians for the Prevention of Nuclear War (IPPNW). He worked at the World Health Organization (WHO) as member of the Steering Committee on Tropical Diseases Research for 15 years. In 1986, facing the reality of the WHO which attempted to downplay the consequences of the Chernobyl accident instead of helping the population, it compeled him to demand the independence of the WHO from the International Atomic Energy Agency (IAEA). Since 2007 he has been a leading campaigner of Independent WHO. With Solange Fernex, his wife and member of the French Green Party, Vassily Nesterenko, founder of the Institut Belrad, and film director Wladimir Tchertkoff, he also founded in 2001 the NPO Children of Chernobyl Belarus (Les Enfants de Tchernobyl-Belarus) to support the Institute Belrad as well as the independent recherches of the consequences of Chernobyl accident.
Q1. What were the policy measures undertaken by the IAEA in Chernobyl after the nuclear disaster in 1986?
In Chernobyl, the IAEA arrived soon. Together with Prof Pellerin, delegate from the WHO, they proposed to change the established limits of protection for external irradiation for professional workers in atomic industries and apply them for the population, ignoring that families living in contaminated areas were soon to suffer more from internal irradiation than external. The Soviet Union refused to increase the limits of 5 to 10 or even 20 mSv/year, which would delay the evacuations and would have increased risks for radio-induced diseases. The risks of cancers are only a small part of pathologies occurring, as we learned from Chernobyl.
They did not encourage the distribution of stable iodine to the children, which was recommend by Baverstock, doctor at the WHO. They did not accelerate the evacuation of populations at risk, but waited until the irradiation reached higher doses. They minimized the risk for the population. They financed the Ministry of Health to discourage independent research.
The French lobby arrived later than in Fukushima, with an NGO, the CEPN with M. Lochard, representing Electricité de France with 56 atomic reactors, the CEA which developed the French Bomb, and Areva which builds atomic power plants, stores atomic waste in La Hague, and sells uranium, plutonium and MOX. In the UN hierarchy, the IAEA remains on the top, other agencies have to follow. Even the FAO has to agree, when limits have to be imposed for food.
Their goal is to reduce the costs of the catastrophe and to reduce the impact of Chernobyl on the further sale of atomic power plants.
Insurance investment in the UK nuclear to corrupt science

Blimey! This has been one hell of a year on the blog here at nuclear-news.net .. Our subscribers have grown and the links and info is getting out.. And this can be seen all over the web.
Activists with different views are getting their voices and opinions heard. It wasnt always like this.
In the early stages of the Fukushima nuclear disaster, as the news organisations began shying away from the topic for a variety of reasons. The main driving force for this was the beleaguered nuclear and energy corporations and more importantly the insurance and investment sectors who had invested a staggering amount on the “new green hope” since the 2008 crash in the banking sector.
Using the PR companies like Ogilvy and Maher who also “smoothed” the Gulf Oil spill in the USA, the UK government used the very Biased science from their “nuclear professionals” from the Science Media Stable. I called many independent nuclear scientists and professionals in the UK and Europe and discovered that the Science Media Centre had blocked all of them for a number of years. The Science media centre has been recorded as taking its orders from the Department of Environment and climate change DECC (65 percent of whose budget goes on nuclear decommissioning).
To my astonishment as the years began to role by, I realised that UK science had been bought of by the corporations. This point on corrupted science and academia in the UK was mentioned by Noam Chomsky in his recent speech in the UK as well as a critique of the same by Chris Busby. I independently discovered this with the help of many astute blog researchers at enenews, exskf and fukushima diary to name but a few.
So, I decided that someone had to look at the science behind radiation myself. After seeing Yablakovs book on Chernobyl being attacked and false rumours of the book not being peer reviewed, so was not valued, I decided to research further. The Independent WHO (Allison Katz) did research on the Chernobyl Forums report (ICRP and IAEA) version of events and found many more peer reviewed articles in Yablakovs book than the international Chernobyl Forum.
After that I decided to find as much info on the nuclear effects and share far and wide.
And that brings me to nuclear-news.net . The news balance is still not even but people are starting to wake up it would seem. The nuclear industry workers have to come to blogs like this one to find out information about their own industry. More censorship is on the way too! In the UK under corporate law. In japan with the corporate secrecy law.

The UK has decided to take the cheapest option for decommissioning according to a recent report by the badly named Department of the Environment and Climate Change (DECC), as 65 percent of their annual budget goes just on the costs of decommissioning it should be named British Nuclear Fools.
The processes involved with “decommissioning” are a “corporate secret” but a quick google says that the cheapest option is dissolution that involves melting everything in Nitric acid (or similar) and this has been the cause of high NO2 levels in the UK that are regularly blamed on other industries or countries. Though La Hague in France does contribute.
The UK has been reprimanded by the EU for the deaths caused by this NO2. And in the UK parliament we hear calls to cut the pollution detection monitors as they give the nuclear hazard away and threaten profits. These NO gases and particulates make it to even the arctic region of Russia (as Bellona has reported on many occasion whilst defending Norway from unjust blame)
As EDF and the French government begin the plans to reduce French nuclear and the shutting down of La Hague, they plan to increase use of Sellafield and other sites in the UK for these environmentally polluting nuclear processes.

And as DECC were threatened with non co-operation if they asked for certain technical details or even the names of people involved, the Irish were likely not to be aware of the processes that the UK was planning to expand nor has their been a proper discussion concerning radionuclide’s and air quality issues being released due to these nuclear processes.
In fact not even the British public could be expected to know. In fact the UK NGO steering group who was supposed to be discussing this very issue over the past two years were not even allowed to know.
Who needs Leveson inquiry to silence information when the corporations and governments are doing the job so well anyway, I find myself asking.
I might point out that DECC also masterminded the Science Media Centre UK (SMC) to cover up or “manage” the Fukushima incident press coverage in 2011, which they then did and were rewarded by their sponsors (The big corporations and nuclear interests).
Bloggers and free press elements in Japan got too much truth out and the Japanese nuclear family had to close ranks with the USA and the Olympic Committee and have came up with the new “Secrets Act” , a shocking attack on free speech from a supposedly western country. It is now up to the Japanese Press to mobilize the people to reject this new Law, there are some signs of dissent in the media. We wish them well!
DECC has contracts of understanding with ROSATOM as well as some dubious eastern nuclear states. China, an authoritarian and pushy country will have the same leverage over DECC as the French and USA partners and therefore the Chinese communist (mostly)will have control of the information we hear on the news etc.. Have you heard the one about the Dalai lama recently? No? And you probably never will again!
Elements of the UK Media have had enough and are beginning to look a little harder at the Pro nuclear spin and analyse the sources of this drive for nuclear. The UK media is beginning to wake up to the deception but how deep will they dig?
It began after the crash of 2008 and 200 billion Euro moved directly into nuclear investments (A Norwegian insurance investment company has just sold its stocks in TEPCO at a massiviely reduced price and has beeen left licking its wounds). The Insurance and banking industry saw this as a safe bet for three more years and are heavily invested, in fact, the UK insurance industry will be proping up this PONZI scheme with a staggering 25 billion investment that is a curiously small amount considering the Total investment accrued in the Nuclear Industry by now. Just the normal monthly “Top Up” perhaps?
And if you dont think the Insurance Corporations view this as their own private nuclear “gravy train” why was the liability capped in Canada to only 1 billion? when the Japanese have paid TEPCO 50 billion in just the first year after the disaster. It seems it is the beleaguered Tax Payer is always the end recipient of this PONZI shaped dept burden.
Finally, the UK corporations have been supporting the Pro nuclear Corporations in Japan from the start and are still supporting Japan as it becomes a fascist state to protect their investments. These investments are very long term, measured in decades, and any country with nuclear power could be facing the same control of the population and of information.
Orwell would be not surprised perhaps at technology being used to enslave people by reducing their knowledge and controlling them totally.. No dissent, no illegal thoughts or 5 years in prison and a criminal history to stop you getting work for the rest of your life. Poor Japan! Poor UK!

Owing to the loss of the Fukushima Appeal Blog because Mia has some health difficulties to attend to, I would like to thank Mia on behalf of Christina and myself and I presume the readers of this site for her dedication to translating Japanese blogs and articles so that we in the west and Japan could appreciate her Japanese perspective .
In fact I would like to thank many of the bloggers (English speaking and other) that have strived to get the facts from a country that is slowly slipping into a police state, where freedom of speech is now illegal.
The Big Energy oil and nuclear corporations in Japan, USA, Canada, Australia, France and the UK (largely supported but the media) who have lied and prevaricated all the way through this ongoing disaster and it has been the alternative news groups and individuals that have shone a light onto the seedy side of this buisness.
We have seen the rejection of solar, wind and thermal by Japan as shown in the recent oil report I posted yesterday, the denial of health effects with the support of the Science Media centre in the UK, that is directed by the Department for the environment and Climate Change (The UK government), that use industry supported Proffessors that will only admit to the psychological impacts of the disaster on the seriously affected populations of Fukushima and Myagi Prefectures.
So, thank you Mia for all your hard works over the last two years!
I will list but a few of her posts and encourage you all to research her blog as it is an excellent insight to one bloggers perception of this “hidden” disaster from a Japanese perspective.

This weeks calamities for this blogger included, all dongle data Sims were blocked for half a day, I was unable to get into WordPress to post for whilst I availed my self of the free wireless network at my local library, During another session at the library my wireless became defunct.
Not a boring week by any means..
I thought I would get some thoughts down as the Internet seems to dislike me for some reason..
Heres why,
I uncovered a document where the UK Government body called DECC (Department foe Energy and Climate Change) instructed the UK Science media Centre to “manage” the news on Geo-Engineering, This got me thinking as you might well imagine.
The Science Media Centre (SMC) received a £300,000 boost to their income in the charity fiscal year of 2011. As I have previously mentioned that this “charity” sent a mental health professional to deal with the disaster at Daichi, as far as I could work out the psychologist was paid by a secondary aim of the “charity” that deals in mental health issues.
Considering the recent hurried push to sign nuclear contracts in the UK and get control of the epidemiological research, it makes sense that the SMC was advised by the UK government to shut the bad news down concerning Fukushima nuclear disaster in Japan, The Home office even sent diplomats to play cricket in Fukushima prefecture the day before the Japanese won the Olympic 2020 bid.
So, we have DECC instructing the SMC to manage the Geo engineering news and it is obvious that the SMC UK was behind the coverup of Fukushima with Ogilvey and Maher from the WPP group (Tony Blair works for WPP for a large retainer).
I have been made aware that the government is possibly undermining representations being made by NGO`s and civil pressure groups and have been helping find the data on this and that is likely why I had was targetted for disruption this week,
I am still awaiting an official statement on behalf of the NGO`s etc and will post the statement when it arrives on my email.
The recent showing of Pandora’s box and many “nuclear is the only solution to climate change” articles and videos are designed to show how pro nuclear the UK is and how ready for nuclear investment the UK is. Offers from China (The BBC does their children’s programming), Japan (Japan is ensnared into the nuclear fuel cycle and decommissioning strategies) and from a broke EDF (currently trying to pollute the whole of the English channel, north sea and just about anywhere they can get away with it) are flowing into the UK as quickly as the dissolution process for the nuclear fuel rods that pollutes our air space and waterways flows outwards. And the UK government wants lots of little La Hagues and Sellafields poisoning the waterways for multiple generations to come and MOX run reactors that give a guaranteed BIG BANG if there are any serious cooling lose incidents (ref; Daichi 3 nuclear reactor).
DECC has reported that the private companies will not share the technical data nor even the names of persons involved with the data. There is also some idea that there are no independent epidemiologists who will be accepted by the private corporations, so therefore they support Richard Wakefords (Ex BNFL) posit of “no effect from nuclear accidents worth talking about”.
I am not going to bash the BBC at this point as they tie in to every aspect of this marketing of nuclear materials and cash because it would make the article to long.. But you can imagine…
In short, DECC appears to be going all out for the large and very expensive nuclear projects that will not reap any rewards for a number of years and likely push Fracking as the interim solution. Meanwhile BP, the Anglo American corporation, is still drilling for the oil like there will be no tomorrow.
EDF charge about £65.00 per mega watt in France whilst in the UK the spot price, on offer, seems to be settling around £100.00? EDF are pretty broke and still have to find a cheap solution to the nuclear waste problem for their existing nuclear sites.
I will be reporting more on the processes that are being used and the new ideas that they are thinking of to cut costs at a later date.
In the recent government report it shows that they value cost cutting as a priority issue and following up that with secrecy concerning epidemiological research. And they didnt seem to interested in any other science from Yablakovs New York Academy of Science presented book that is now in its second edition with the needed corrections. Nor do they take into account the voices of dissent in the nuclear industry in Belgium, USA, Japan, Belarus and UK. Instead they close ranks and hide everything and everyone who might be responsible for a future UK nuclear health tragedy (though radiation has already reached Norway and Ireland (AM241 found near Dublin Bay recently in growing amounts).
That all I have to report for now, UKColumn is doing an in depth investigation on the BBC next week, I will post a viideo up. They have connected the BBC to WPP and they are generally not happy with our great British broadcaster, that appears to be now an arm of the global advertising and media corporations.

The role in the Fukushima cover up of the BBC in supporting corrupt Science Media Centres!
At the dawn of the 21st century in a little room in the UK an idea was hatched to provide media with scientists.. this 2 woman enterprise was to be funded by Monsanto and 80 odd other organisations.. The founder and director of this service was the brainchild of Fiona Fox.

The connections to the BBC and other outlets in the UK gives the UK Science media an unparalleled power to manipulate the scientific argument.
Journalism would usually be looking from the outside of the science community as a check balance to fraud, incompetence or just plain mistakes.. A trained science journalist would assimilate the technical data and make a report based on unbiased oversight (depending on which newspapers they come from ).
Fionna Fox and the UK SMC decided that this oversight was getting in the way of her preferred scientists and has had many campaigns to sideline any other independent scientists or researchers.
Not content with fully corrupting UK science discussion especially on the BBC (who she has deep connections with ), as well as other main stream outlets. Fionna decided to open another in Australia.. Killing off some good critical thinking journalists and news outlets with the help of the likes Ashursts legal corporation (A UK headquartered corporation, currently trying to silence an Australian blogger – Christina Macpherson from http://www.nuclear-news.net ), therby, silencing the last of the independent voice in Australia (nearly)
Then came the Fukushima tragedy.. Fionna Fox then came swinging into action with her nuclear contacts to counter the truth of the situation in japan along side the likes of PR corporations like WPP (PR conglomerate and think tank and employer of Tony Blair and Peter Mandelson ). She opened the pre crime division of the SMC Japan to counter “illegal rumour”, though this branch of her SMC empire was to fail only a year later as some truth escaped her “science blockade” .
As most people are aware by now that there are some serious deceptions going on concerning the Japanese nuclear disaster and Fionna has been quoted as supporting the nuclear Science Media Centre lobby who says “no health implications as the dose was to low”. this SMC in Japan was supported by the Australian SMC and was further enhanced by the UK SMC “experts.. The problem occurred as the news of the thyroid cancers in Fukushima began their steady upward rise.. The Japan SMC was abandoned and now lies idle as far as its public presence is concerned. However Geraldine Thomas (imperial College Uni. and Chernobyl Tissue bank)was recently quoted once again saying ther is no health effects and that the sudden rash of thyroids cancers are not proved to be from radiation. And this is good balanced science? So, maybe Fionna still has a contract in Japan or the Empire of SMC has left licking its wounds in this case. Proving the adage that ” THE TRUTH CAN HURT”
Still supporting the Japanese in an open way is good old BBC favourite, Geraldine Thomas and the small cohort of UK nuclear advisors giving an outdated and simplistic approach to explaining nuclear events such as Fukushima.
The SMC`s and the chosen ones of the science community will not allow other points of view concerning the dose arguments that are raging across the planet. They also spread rumours to usurp any faults in their corporate backed view of radiation risk assessments. A good example of this is attacks on the likes of independent researcher and scientist Prof. Chris Busby, or even attacking a huge research paper such as the New York Academy of Science (NYAS) released “http://www.globalresearch.ca/chernobyl-consequences-of-the-catastrophe-for-people-and-the-environment/17571“
The NYAS book review was taken up by the BBC and their SMC friends and a rumour was spread that the book (a research of Chernobyl of staggering importance to the dose argument) was flawed and not reliable. This was an outright lie perpetrated by science “experts” from the BBC then onto the rest of the media. Dr Yablakovs book will NOT be seen in any of the 3 UNSCEAR meetings set for October 2013. No balanced research allowed there.

Ashurst is advising Imperial College London of Science, Technology and Medicine as a major shareholder of Imperial Innovations Group on a £140 million rights issue and issue of warrants by Imperial Innovations Group. Imperial College London of Science, Technology and Medicine was issued with warrants to subscribe for new convertible shares in consideration of the undertaking not to take up rights under the rights issue.
J.P. Morgan Cazenove placed the whole of the warrants allocated to the College with Invesco, another major shareholder of Imperial Innovations Group plc.
The Ashurst team was led by corporate partner Anthony Clare, assisted by associate Karin Kirschner.
Mayer Brown International LLP advised Imperial Innovations Group plc and Macfarlanes LLP advised J.P. Morgan Cazenove.

The Mail, Telegraph and Financial Times were the only papers to publish the story in their print editions. According to our source, who wished to remain anonymous, the BBC had two programmes lined up to cover the study on the day it went public but mysteriously pulled the broadcasts.

The director of the Science Media Centre (SMC), a charity that seeks to improve public trust in science, has been awarded an OBE. Fiona Fox, who has been given the award for services to science, founded the SMC in 2002 following a House of Lords report that called for better communication between scientists and the media.

The dangers presented by fires at French nuclear power stations must be “taken very seriously” after a report showed there were around 100 fire incidents at nuclear sites in 2011, Jean-Christophe Niel, managing director of national nuclear safety regulator ASN, said in an interview published Wednesday.
Earlier this month, ASN published a report which said that around 40% of the 100 fire incidents reported in 2011 at French nuclear sites — which includes power plants as well as fuel reprocessing and research sites — were caused by electrical faults.
“Out of the hundred fire incidents in 2011, around 10 were considered significant in terms of nuclear safety,” Jean-Christophe Niel told Le Parisien newspaper in an interview.
State-controlled power firm EDF operates all 58 of France’s nuclear power reactors, which typically provide around three-quarters of the nation’s power.
EDF estimates that some Eur55 billion ($73.5 billion) of investment is required to extend the lifespans of its entire fleet for a further 10 years, including around Eur10 billion to cover further safety demands from the ASN following the Fukushima disaster in 2011.
Fires are a particular concern for nuclear power plants as they can can damage generators used for shutdown procedures as well as lead to emissions of radioactive substances, Niel told Le Parisien.
“We are putting pressure on operators to improve fire safety. EDF has made progress, particularly in the design of buildings and the isolation of different parts within a site… Further efforts must be made concerning the management of flammable materials at the sites to avoid further spreading. EDF must increase fire safety exercises,” Niel said.
In its report, ASN said that fire safety could be “broadly improved” in areas such as the protocol for handling materials flammable under extreme heat as well as the containment of fires and the procedure for dealing with them.
Around 80% of the fire incidents reported in 2011 were resolved by fire extinctions or “simple maneuvers,” the watchdog said.
ASN wants to further strengthen safety guidelines through distribution of “fire permits” for areas of nuclear sites in which flammable material or components are used.
The lessons from the Fukushima disaster in 2011 continue to impact the French nuclear sector, which remains dominated by state controlled firms such as EDF and Areva, the nuclear plant and fuel supplier.
As well as commitments made by EDF to improve the safety of its plants, the French government pledged in May to invest Eur50 million in research projects focusing on the impacts of power plant accidents.
The government wants to improve the “management of such accidents [as Fukushima] by operators and public authorities, better understand the consequences of these accidents regarding the release of radioactive materials, and quantify their impact on safety and the environment,” it said.
The safety projects are to include studies on the impact of extreme weather conditions including heatwaves, droughts and tidal surges, government documents showed.
The government is also planning to tighten security against terrorist threats at nuclear installations including fuel sites, and is to propose new laws in the autumn which will hike the financial liability of nuclear power operator EDF in the case of accident from Eur92 billion to Eur700 billion.
These laws are to include new areas of liability for the operator, including non-material damages from accidents, costs from unusable natural resources, as well as emergency procedure costs.
Looming over the nuclear sector is the prospect of downsizing the power plant fleet, as President Francois Hollande has pledged to reduce the share of nuclear power from 75% of generation to 50% by 2025.
However, legislation which puts into practice the multi-year legal process for shutting nuclear power plants is yet to be presented to parliament, and the only closure announced by the government is the shutdown at the end of 2016 of the two oldest operational reactors at the Fessenheim site.
The government is expected to announce this autumn initial proposals for its long-term energy policy, which should include further details on its plan to gradually shut down nuclear plants.
Africa, a future nuclear insurance “gravy train”

On Nuclear-news.net we have covered many stories concerning Africa and the Nuclear aspirations of this dark continent. I say dark because at night it is the only continent not lit up by street lighting and advertisements.
From the corporations point of view this is a new continent to develop using western choices of energy that that includes nuclear power options.
The IAEA is even going to approve a nuclear reactor in Ghana, that is one of the few earthquake zones in NW Africa (information on link)

But nuclear materials are already proliferate over Africa in the form of food irradiation processes, medical and industrial uses to name but a few. And many wonder of the security implications of this.
Of course the nuclear industry is bigger than just the technology.

The IAEA has been helping to develop nuclear technology in Africa and sets the ground for these corporations to step in. The IAEA works with the big nuclear powers in a bid to solve the waste crisis with the MOX fuel system.
Selling hundreds of reactors to light up the African night, running off the waste products of the domestic, medical and military uses of nuclear materials from the west. Even as western energy companies such as EDF are being forced to invest in wind and solar energy due to financial and environmental concerns;

The Insurance companies do well on these deals as there is a cap on the amount that needs to be paid out to victims of the nuclear fuel cycle. To give an example of this payment system at work, the British Nuclear Test Veterans got around £6,000-$12,000 per head for their radiation induced damages (including genetic damage to future off spring) Link to the BNTV report to be found here ;

The affected Japanese from Fukushima expect to receive under £3000 or-$6000 per head in a country that is more expensive to live in than th UK and has higher cost implications for future health problems.
However the children and pregnant women will get under £5000 or $10,000 as they are likely to develop thyroid problems including cancer and have miscarriages etc.
It is interesting to note the similarity in the payments to those victims affected in the UK and Japan. I have seen no quotes for Miyagi prefecture so far though;

In fact, the Insurance liability caps system are not welcome everywhere and it is a point of contention that the insurance companies want to limit the costs to them, so that the nuclear financial and insurance “gravy train” is not interrupted.

Nuclear Security Summit, a start, but limited
What the summit did not address in any detail was the likelier and more easily achievable possibility that a terrorist organisation might obtain highly radioactive material and attach it to a conventional, crudely made dirty bomb that could still spread lethal material over a wide area.
World takes aim at nukes , THE AUSTRALIAN, Brad Norington, April 16, 2010 Obama’s plan, endorsed at the summit by all attending countries including Australia, is to conduct an enormous accounting exercise with the objective of securing all nuclear materials across the world during the next four years.A 12-point communique not only affirmed the responsibility of countries to maintain security of nuclear materials under their control. It also agreed to the goal of stopping “non-state actors” from obtaining the information or technology required to use nuclear materials for malicious purposes……
A further nuclear security summit has been scheduled for Seoul in 2012 to check progress.
If Obama succeeds in prompting a large-scale lockdown of nuclear materials, this week’s summit could turn out to be significant moment in redefining the global order and combating the scourge of terrorism in the modern age……
There are weaknesses, however, in the commitments given by nations this week.
Chief among them, apart from the ambitious four-year timeframe, is the lack of anything legally binding or a regime of enforcement.
Obama acknowledged at a media conference at the summit’s end that the agreement was voluntary and its success would depend on goodwill…..
As evidence of likely success, he singled out Ukraine, Chile and Mexico for their willingness to give up their entire stockpiles of highly enriched uranium, and Canada for giving up a significant portion.
Other nations, such as Pakistan and Argentina, agreed to measures to prevent nuclear smuggling and strengthen port security.
Russia used the occasion to announce it would close its last weapons-grade plutonium production reactor.
The US and Russia signed an agreement for each to eliminate about 70 tonnes of plutonium or enough for 17,000 nuclear weapons…..
Obama focused the attention of countries on securing materials that could be used by al-Qa’ida to construct a nuclear weapon.

Romanian government’s secret plans for nuclear reactors in earthquake zone
Greenpeace 8 April 2010 Romania has currently one nuclear power plant with two functional reactors in Cernavoda (South-East of Romania). Cernavoda is situated in an area with high earthquake risk. The Romanian Government plans to build two more nuclear reactors (Cernavoda 3 and 4). These reactors are of an outdated Canadian design, the CANDU 6.
The Romanian government proposes yet another nuclear power plant in the North of the country, in Transilvania. It announced that it chose three sites on the Somes River, but keeps the information secret because of fear for protests.
