Japan’s Forestry Agency is checking for the possible spread of radioactive contamination following a forest fire near the crippled Fukushima Daiichi nuclear plant.
The fire started at the end of April and raged for almost 2 weeks. It destroyed 75 hectares in the area designated a no-go zone due to high radiation.
Officials and forest fire experts are inspecting the site looking for changes in radiation levels and the potential for landslides that could spread radioactive substances.
Fukushima Prefecture officials say they have not detected any major changes in radiation levels so far.
Inspections will continue for another day. The agency will publicize the results by the end of next month.

Forestry Agency to log and ship Fukushima trees in trial starting this fall

The Forestry Agency said Monday that it will resume felling and shipping trees in Fukushima Prefecture this fall on a trial basis.
Following the triple meltdowns at Tokyo Electric Power Company Holdings Inc.’s Fukushima No. 1 nuclear power plant in March 2011, logging was suspended in 12 municipalities in the prefecture.
But radiation levels appear to have declined enough to resume logging in some areas, the agency said.
For fiscal 2017, the agency plans to cut and ship trees in national forests in the town of Hirono and the village of Kawauchi.
The agency, which will pick contractors for the work later, said a local company has already expressed an interest.
Logged trees will be shipped after radiation checks. In the current fiscal year ending next March, the agency will also thin forests in the village of Katsurao and remove surplus trees in the town of Naraha, although they will not be shipped.
Forests in areas for which evacuation orders were issued following the nuclear meltdowns have become excessively overgrown as they have not been touched for six years. Work to thin forests is necessary as underbrush needed to maintain soil does not grow due to sunlight being blocked.
In order to prevent wood with contamination levels higher than national standards from going on sale, the agency intends to ship only trees logged in forests with radiation levels below 0.5 microsievert per hour.
Tepco plans to build a new incinerator to dispose of radioactive logs that have piled up in the premises, company officials said.
The logs amassed to about 78,000 cubic meters after the company felled trees to clear land in order to build containment tanks for contaminated water. Construction materials such as mortar was used to cover the soil to isolate radioactive materials.
The new incinerator is slated to begin burning logs in fiscal 2020 through March 2021 and the ashes will be moved to storage warehouses by fiscal 2026, according to the company.
The nuclear plant has an incinerator to burn protective gear worn by workers but the fast-growing pile of logs prompted the company to seek a new facility, which would be able to burn 95 tons of waste per day, they said.
Tepco plans to build four new warehouses to store debris and waste from the decommissioning of the nuclear plant in addition to the eight already in place, officials said.

FUKUSHIMA – A wildfire near the Fukushima No. 1 nuclear plant has finally been extinguished after a 12-day battle waged by firefighters and Self-Defense Force troops in special protective gear left 75 hectares of tainted forest scorched, and local officials scrambling to quash radiation rumors.
The wildfire, which was started by lightning, broke out in the town of Namie on April 29 and spread to the adjacent town of Futaba, which co-hosts the meltdown-hit power plant. It was declared extinguished on Wednesday.
Since the area has been a no-go zone since the March 2011 nuclear crisis, residents are basically banned from returning to large portions of the two irradiated towns.
A local task force said that no one was injured by the wildfire and that there has been no significant change in radiation readings.
Because a large swath of the area scorched hadn’t been decontaminated yet, firefighters donned protective gear in addition to goggles, masks and water tanks. They took turns battling the blaze in two-hour shifts to avoid heatstroke.
Ground Self-Defense Force troops and fire authorities mobilized close to 5,000 people while nine municipalities, including the Tokyo Metropolitan Government, provided helicopters.
The Fukushima Prefectural Government denied online rumors saying the fire was releasing radioactive material into the air from trees and other plant life that absorbed fallout from the power plant, which also lies partly in the town of Okuma. It published data on its website showing no significant change in radiation readings.
“We will let people not only in the prefecture, but also in other parts of Japan know about the accurate information,” a prefectural official said.
The Kii Minpo, a newspaper based in Wakayama Prefecture, said in its May 2 edition that once a fire occurs in a highly contaminated forest, “radioactive substances are said to spread the way pollen scatters,” explaining how radiation can get blown into the air.
The publisher said it received around 30 complaints, including one from a farmer in Fukushima, who criticized the evening daily for allegedly spreading an unsubstantiated rumor.
The daily issued an apology a week later in its Tuesday edition.
“We caused trouble by making a large number of people worried,” it said.
Atsushi Kawamoto, head of the news division, said that while story may have caused some people anxiety, the newspaper will continue to report on matters of interest to its readers.
“That there’s public concern about the spread of radiation is true,” Kawamoto said.
On Tuesday, reconstruction minister Masayoshi Yoshino emphasized that unspecified radiation readings have been unchanged since before the fire.
“We will provide accurate and objective information,” he said.
Commenting on the fact that there are no fire crews in the no-go zone, Yoshino said the Reconstruction Agency will consider what kind of support it can offer there the next time a major fire breaks out.

Japan’s nuclear disaster gave everyone on Earth extra radiation
It’s been over half a decade since Japan’s Fukushima-Daiichi nuclear plant suffered a catastrophic meltdown due to the effects of a tsunami which struck the island nation, but scientists are only just now confirming its far-reaching effects. After conducting the first worldwide survey to measure the ultimate radiation exposure caused by the reactor meltdown, researchers at the Norwegian Institute for Air Research finally have a figure on exactly how much extra radiation humanity was exposed to.
According to the group’s data, over 80 percent of the radiation that was released by the meltdown ended up in either the ocean or ice at the north and south poles. Of the remaining radiation, each human on the planet received roughly 0.1 millisievert, which equates to about “one extra X-ray each,” according to the team.
That amount of radiation isn’t likely to have much of an effect on humanity, however, and in comparison to the normal amount of radiation each of us receives over the course of a year, which can be as high as 3.65 millisieverts on average, it’s hardly anything. In fact, as NewScientist notes, a typical CT scan exposes you to 15 millisieverts on its own, and radiation sickness doesn’t occur until you reach the 1,000 millisievert threshold.
Obviously, those living the the vicinity of the reactor, especially in the immediate aftermath of the meltdown, can expect to have received a good deal more radiation as a result, but the researchers still believe the overall exposure to have been negligible in the grand scheme of things. Of course, the robots sent in to do the dirty work haven’t been nearly as lucky.

Mount Juman forest fire in Namie

A forest fire has been burning in the no-entry zone of Namie in Fukushima since April 29th, and is now in its fourth day. This has been the subject of many news reports of varying quality, and we are following the situation closely.
The site is among the most highly-contaminated by the Fukushima disaster, well within the “difficult-to-return” zone. Clicking this link will center the Safecast web map on the site of the fire at Juman-yama, which we derived by comparing terrain in news videos and in Google Earth.
To summarize what has been reported so far:
— The fire is in a mountainous area of Namie Town called Juman-yama, about 10 km from the Fukushima Daiichi plant. The Daiichi plant itself is not at risk from this blaze.
— The fire appears to have begun on Sat. April 29, caused by a lightning strike.
— Fire-fighters used helicopters to dump water on it, and it appeared to have largely died out on the morning of April 30, but high winds revived it shortly after.
— The burned and burning area has been growing, and as of May 2 was approximately 20 hectares.
— We don’t have much information about wind direction, which is variable, but predominant winds would blow the smoke eastward towards the ocean (generally over the Daiichi plant site and the towns of Okuma and Futaba).
— The most informative news report we’ve seen so far is from Fukushima Chuo TV, on May 1. Prof. Kenji Namba from Univ. of Tokyo notes that the fire can be expected to spread radioactive cesium from the trees in smoke and ash, a general risk pointed out by many experts in the past. He also notes that a monitoring post at Tomioka Station, about 15 km to the southeast of the fire site, has shown what appears to be a very small increase in radiation levels there since the start of the fire. We believe that data from many more points should be examined before ascribing any significance to this kind of reading.
Our closest Pointcast fixed sensor in the area is in Namie, about 7.8 km to the east-northeast of the fire. Its readings have remained relatively constant since the start of the fire, with no appreciable change in radiation levels detected. The time series graph for this sensor showing the change in radiation over the past 30 days can be accessed here.
We also have Pointcast sensors in the nearby towns of Tomioka and Odaka. Neither these nor any other Pointcast sensors show any appreciable increase in radiation levels so far.
Examining readings from government radiation monitoring posts shows what appear to be noticeable “bumps” at some locations around May 1. But these are not large spikes, and in general appear to be within the range of the variation seen in recent months. However, any detection at all would depend on the direction the wind is blowing the smoke plume.
Though any increases in radiation dose rates seen so far appear to be very small, inhaling the smoke from this fire could lead to an internal dose of radioactive cesium. We strongly suggest that people avoid inhaling this smoke. The area surrounding the fire where such risks would be highest are in fact closed to the public and therefore inaccessible, but the additional radiation risk to firefighters is making it difficult to send adequate personnel to battle the blaze.

Wildfires in Namie
Wildfire is raging in the highly radio-contaminated area in Namie, Fukushima prefecture. Japanese authorities are minimizing the radiation risk. It is time to provide information from civil movement point of view. We are publishing here the translation of an article by Suzuki Hiroki, a freelance journalist.
What is happening in Namie, the 74th month after the Fukushima Daiichi accident?
There is a wildfire in the forest in the “difficult-to-return zone” causing rising concerns about the secondary dispersion of radioactive substances.
“Is it safe?” Voices of rage from the townspeople towards the central and local governments that hurried the evacuation order lifting.
A forest fire broke out on 29 April in Namie Town, Fukushima Prefecture, where one month had passed since the evacuation orders were lifted from a large part of the town. Moreover, it happened in the “difficult-to-return zone” where radio-contamination is especially high even in Namie town. Strong winds and high concentrations of contamination have made it difficult to fight against the fire and the fire has not been extinguished as of the night of May 1. Although the evacuation orders have been lifted as “the environment for everyday life is sufficiently in order”, it has been made clear that Namie has a perpetual risk of secondary dispersion of radioactive materials in the future. The fact that there is no means to prevent internal irradiation of firefighters as well as of returning residents brought home again the “reality” of the nuclear power plant accident.
[Firefighters cannot get close to the scene]
At the Sports Center near Japan Railway Joban Line Namie station fire-fighting helicopters in Fukushima and Miyagi prefecture land in the parking lot every few minutes. Water is put in the tanks with the hose connected to the fire hydrant. In the direction where the helicopter flew, smoke was still rising from the ridge of the mountain. Only the sound of the propeller echoes in the city empty of its population. Since April 29, the day when “Namie Town Security Watch Corps” rushed to the fire station, the feared forest fire is still ongoing 2 days later. The concern of secondary dispersion of radioactive materials is heightened.
The burned area has exceeded 10 hectares. Although the fire is weakening, the fire department is cautious in declaring the judgment of “repression” and “extinguishing” of fire, for the fire became strong once again after it was judged being “repressed”. On May 2, since 5:00 am, BABA Tamotsu, the mayor of Namie, and OWADA Hitoshi, head of the headquarters of the Futaba Regional Communities Area Union Fire Department, have been busy inspecting the area from the sky by helicopter.
“Jyumanyama” (altitude 448.4 meters), where lightning caused the fire, is located in the Ide district, which is designated as a “difficult-to-return zone”. Although the evacuation orders were partially lifted on March 31 from Namie, the “difficult-to-return zone” is still severely restricted from entering. The town’s fire brigade was called up, but its members cannot go close to the scene. It takes two hours on foot from the entrance of the mountain trail to the site, according to the headquarters of the Futaba Regional Communities Area Union Fire Department. The spot could not be specified easily. As soon as it was localized from the sky by the helicopter, firefighters climbed the steep slopes without trails while receiving the guidance of the Forestry agency and Iwaki Forest management office staff. In the meantime, smoke fueled by strong winds reduced visibility like a dense fog. But it’s not just smoke that is dangerous – there is the danger of radioactivity as well The effect of the absorption can attached to the protective mask only functions up to three hours. The exchange in the contaminated smoke is accompanied by the irradiation risk. Considering the health hazards of the members, it is not a good idea to enter the virgin forest without a discussed plan. On April 30 at noon, UCHIBORI Masao, the governor of Fukushima Prefecture requested to dispatch the 6th Division of the JGSDF (Yamagata Prefecture) for the disaster. The amount of water spray exceeds 400 tons by GSDF alone.
However, it is not possible to stop the secondary dispersion of the radioactive material even by the SDF. This is the specificity and danger of this forest fire.

“The secondary dispersion of radioactive materials is an alarming thing, but it has been expected. Judging that ‘the living environment is generally in order’, evacuation orders have been lifted, but once the wildfire starts, this is what happens. Did the government lift the evacuation orders after presenting these risks to the townspeople? I do not have any confidence in the central government nor in the local administration. They are good at appealing that everything is going well in this country. It was the same during the war. In that sense, it is a system of ‘self-responsibility’. I have no choice but to take care of myself”, said a man in his 40s, who was evacuated from the Hiwatari-Ushiwata administrative district. No active effort to announce the secondary dispersion of radioactive materials associated with forest fires was made by the town. It was delivered at last in the Mail magazine of the town at 10:00 a.m. on May 1. The following warning sentence was diffused: “Please do not approach carelessly, for it is dangerous”. It was not known to the townspeople for more than a full day because the fire report is dated Saturday evening. “The administration is difficult to move on Saturdays and Sundays,” said the General Affairs Disaster Security Division. On May 1 at 7:00 a.m., the same content was announced to the entire neighborhood by the disaster prevention radio, and “Notice of forest fire conditions” was published on the town homepage. However, there was no call for wearing a mask related to secondary dispersion of radioactive materials.
No emergency calls have reached the town council members. A certain council member said, “It is a good thing that I happened to learn about it by the television news. Otherwise, I wouldn’t have been able to answer when questioned by the townspeople about this. I want to request to make a contact system because the forest fire in the “difficult-to-return zone” is an emergency situation.”
This council member says, “it is only a personal opinion, but it is natural to assume that radioactive cesium will scatter with smoke and ash, and the fire extinguishing activity should be carried out while measuring how much radioactive material there is in the one square meter. However, it is not realistic, and I have to say that it is not possible to prevent internal irradiation exposure after all.” Another council member also said, “the risk was not examined when the evacuation order was lifted. The danger has been proven by the forest fire this time.” He is ready to take the matter to the Town Council.
As for the irradiation risk of the fire brigade, the headquarters of the Futaba Regional Communities Area Union Fire Department admit that while they can make a point “not to carry out the contaminated materials from the area”, there is no means to prevent the exposure of the fire brigade member. They can only try to shorten the time of stay in the “difficult-to-return zone”, but in reality it takes time to reach the site, and it is difficult to reach it. We have to admit that the exposure is unavoidable.” I wonder if we can consider the situation as “nuclear accident is under control”?



There was a warning about forest fires since even before the nuclear accident. The airborne radioactivity of Tsushima District, which is designated as “difficult-to-return zone” like Ide district, is still high. It is sad to say, but the risk of secondary dispersion of radioactive materials with a fire is high.
【Difficulty to monitor fine particles 】
There is no significant fluctuation in the airborne radioactivity measured by the monitoring posts installed inside and outside the town. The local media also actively convey the point. However, Mr. Yoichi Ozawa of the citizen’s group in Minamisoma City, “Fukuichi Environmental Radiation Monitoring Project”, pointed out that “radioactive particulates cannot be caught by a dosimeter or monitoring post.” In response to the forest fire, the above Project and the Citizen Radioactivity Monitoring Center “Chikurin-sha” (Hinode Town, Nishitama County, Tokyo) put several linen cloths in the town of Namie. It is thought that the secondary dispersion situation can be estimated by examining the adhesion of the fine particles that cause the internal irradiation.
The central government also faces a cautious posture about the secondary dispersion of the radioactive materials by combustion. On April 20, at the meeting with the residents of Iitate village the person in charge of the Cabinet Office asked the villagers “not to burn the field until the results of experimentation and analyses about how much radioactive materials scatter and adhere to crops etc. come out.” It is a reality that even the bureaucrats of the central government who rushed the evacuation order lifting are not able to affirm that it is safe.
According to the research by Mr. Ozawa and his colleagues, radioactive cesium of 17,000 Bq/kg was found in the fallen leaves near the Ogaki dam last autumn in the “difficult-to-return zone”. “The radioactive material is concentrated by several dozen times by burning. Some experts have pointed out hundreds of times”, says Ozawa. However, neither the central government nor Fukushima prefecture nor the Namie town warn about the internal irradiation at all.
“They lifted the evacuation order saying that it is safe and secure, but it’s not at all,” says a 70 year old resident angrily. A lot of worries about the exposure risk were voiced at the residents consultation meeting just before the lifting of evacuation orders. Some say, “it is useless to worry all the time. Since the nuclear power plant accident has happened, we have to think in a constructive way now”, but unfortunately many townspeople’s worries have become real. Moreover, it’s quite possible that the forest fire was caused by lightning. Namie will have to take the same risks in the future. The fire site continues smoldering. Radioactive materials are slowly spreading.

Sparking Fears of Airborne Radiation, Wildfire Burns in Fukushima ‘No-Go Zone’

A wildfire broke out in the highly radioactive “no-go zone” near the crippled Fukushima nuclear power plant over the weekend, reviving concerns over potential airborne radiation.
Japanese newspaper The Mainichi reports that lightning was likely to blame for sparking the fire Saturday on Mount Juman in Namie, which lies in the Fukushima Prefecture and was one of the areas evacuated following the 2011 meltdown. The area continues to be barred to entry as it is designated a “difficult-to-return zone” due to continually high radiation levels.
Local officials were forced to call in the Japanese military, the Ground Self-Defense Force (GSDF), to help battle the blaze, which continued to burn on Monday. At least 10 hectares of forest have burned so far.
“A total of eight helicopters from Fukushima, Miyagi and Gunma prefectures as well as the SDF discharged water on the site to combat the fire,” The Mainichi reports. “As the fire continued to spread, however, helicopters from the GSDF, Fukushima Prefecture and other parties on May 1 resumed fire extinguishing operations from around 5 am [local time].”
An official with the Ministry of the Environment said Monday that there has been “no major changes to radiation levels” in the region, according to the newspaper, but added that they will “continue to closely watch changes in radiation doses in the surrounding areas.”
In a blog post last year, Anton Beneslavsky, a member of Greenpeace Russia’s firefighting group who has been deployed to fight blazes in nuclear Chernobyl, outlined the specific dangers of wildfires in contaminated areas.
“During a fire, radionuclides like caesium-137, strontium-90 and plutonium rise into the air and travel with the wind,” Beneslavsky wrote. “This is a health concern because when these unstable atoms are inhaled, people become internally exposed to radiation.”
Contaminated forests such as those outside fallout sites like Fukushima and Chernobyl “are ticking time bombs,” scientist and former regional government official Ludmila Komogortseva told Beneslavsky. “Woods and peat accumulate radiation,” she explained “and every moment, every grass burning, every dropped cigarette or camp fire can spark a new disaster.”
Wildfire continues in Fukushima

A wildfire has been raging for more than 2 days near the damaged Fukushima Daiichi nuclear power plant.
The fire started in a mountain forest on the outskirts of Namie Town in Fukushima Prefecture. The area is part of a zone designated as “no-entry” due to high radiation levels following the 2011 nuclear disaster.
Fukushima and Miyagi prefectures and the Self-Defense Forces are using helicopters to fight the blaze. They are also looking at the possibility of using ground crews.
Footage from an NHK helicopter on Monday morning showed smoke rising from wide areas and fires burning in several locations.
Local officials and firefighters say the blaze abated somewhat on Monday afternoon thanks to rainfall. The wildfire is estimated to have burned about 20 hectares of land so far.
Fukushima authorities ask troops to help deal with forest fires near crippled nuclear power plant

Fukushima prefecture has asked the Japanese Self-Defense Forces for help in handling forest fires that have swept areas near the crippled Fukushima power plant, local media report. Strong winds are hindering the firefighting efforts, however.
The forest fires broke out near the town of Namie, some seven kilometers from the disabled Fukushima Daiichi Nuclear Power Plant, on Saturday evening, Japanese NHK broadcaster reported.
Namie was evacuated following the 2011 tsunami and subsequent nuclear disaster in Fukushima.
The prefecture has deployed several helicopters to extinguish the fires, which are believed to have been caused by lightning. According to police, at least 10 hectares of forest have burned in the area.
There have been no reports of injuries or damage to buildings so far, Japanese media say.
With strong winds stoking the flames, the Fukushima Prefecture has requested help from the Self-Defense Forces, Japan’s de-facto army, on Sunday.
Earlier in April, residents of Namie, as well as those from the village of Iitate and the town of Kawamata’s Yamakiya neighborhood, totaling 22,100 people in all, were told they could return home – with the exception of those with houses in so-called no-go zones, where radiation levels are still too high, according to Japanese media.
So far, the homecoming has not been as successful as the government had hoped, as few residents have been eager to go back.
Results of a Fukushima Prefectural Government survey released on April 24 show that some 78.2 percent of the evacuated households have no intention of returning to their previous residences and plan to remain in the area they evacuated to.

Incredible contamination in Namie, Fukushima
The evacuation orders of the most populated areas of Namie, Fukushima were lifted on March 31st this year.
“Fukuichi area environmental radiation monitoring project” has published airborne radiation measurements map and soil surface density map. The results are simply incredible. This is far much worse than in Radiation Control Zone. Any area becomes designated as such when the total effective dose due to external radiation and that due to radioactive substances in the air is likely to exceed 1.3mSv per quarter – over a period of three months, or when the surface density is over 40,000Bq/m2. In the Radiation Control Zone, it is prohibited to drink, eat or stay overnight. Even adults are not allowed to stay more than 10 hours. To leave the zone, one has to go through a strict screening.
Namie’s radio contamination is far over these figures! And people are told to go back to these areas.

We are uploading the map of airborne radiation rate map measured by GyoroGeiger, the Android supported Geiger counter, during the 38th monitoring action between 3 and 7 April 2017. Dose rate is measured at 1m from the ground.
At 56 points over 100 measuring points, the dose rate was over 1µSv/h. These points are indicated in red. The highest measure was 3.71µSv/h. Conversion to annual dose gives 32mSv. Is it allowed to make evacuees return to such areas?

Here is the soil contamination map uploaded on April 15th. They even had to introduce 7 scales, for the contamination is so high and they couldn’t deal with the scales they were using before! It is a violation of human rights to let people live in such areas.

Fukushima’s Upcoming Olympics

Japan will hold soccer and baseball events in Fukushima Prefecture for the Tokyo 2020 Olympics. This is not a spoof. Effective March 2017, the Japan Football Association displaces Tokyo Electric Power Company’s emergency operations center at J-Village, the national soccer training center before the nuclear meltdown occurred.
To naysayers that say this is a joke, the answer is ‘no this is not a joke’. It is absolutely true Olympic events will be held in Fukushima Prefecture, thereby casting aside any and all concerns about the ongoing nuclear meltdown; after all that’s history.
Or, is it?
Here is the announcement as carried in The Japan Times some months ago: “The men’s and women’s national soccer teams for the 2020 Tokyo Olympics will use the J-Village national soccer training center, currently serving as Tokyo Electric Power Co.’s forward base in dealing with the Fukushima nuclear crisis, as their training base, the Japan Football Association revealed Saturday.”
For those who missed the past few classes, Fukushima is home to the worst industrial accident in human history as three nuclear reactors experienced 100% meltdown, the dreaded “China Syndrome.” Molten core, or corium, in all of the reactors, highly radioactive and deadly, frizzles robots. Tokyo Electric Power Company (TEPCO) says it may take 40 years to clean up the disaster zone, but that is a wild guess.
Nobody on planet Earth has any idea where the radioactive molten cores are, within the reactor containment vessels or burrowed into the earth, and/or what happens next, e.g., there’s speculation that Unit #2 is rickety and could collapse from another big earthquake (Japan is riddled with earthquake zones, experiencing an earthquake on average every day) thus collapsing, which leads to an untold, massive disaster, rendering the city of Tokyo uninhabitable.
According to Dr. Shuzo Takemoto, Engr. / Kyoto University, February 2017: “The Fukushima nuclear facility is a global threat on level of a major catastrophe… The problem of Unit 2… If it should encounter a big earth tremor, it will be destroyed and scatter the remaining nuclear fuel and its debris, making the Tokyo metropolitan area uninhabitable.”
Numerous efforts by TEPCO to locate the melted cores have been useless. As of recently: “Some Nuclear Regulation Authority members are skeptical of continuing to send robots into reactors in the crippled Fukushima No. 1 plant to collect vital data on the locations of melted nuclear fuel and radiation levels… investigations utilizing robots controlled remotely generated few findings and were quickly terminated” (Source: Nuke Watchdog Critical as Robot Failures Mount at Fukushima Plant, The Asahi Shimbun, March 24, 2017).
All of which inescapably brings to mind the following question: How could anybody possibly have the audacity to bring Olympic events to the backyard of the worst nuclear meltdown in history whilst it remains totally 100% out of control?
Answer: Japan’s PM Shinzō Abe and the International Olympic Committee (IOC).
According to Naohiro Masuda, the head of decommissioning, TEPCO does not know how to decommission the nuclear facilities. Meanwhile, ongoing radiation is a constant threat to air, soil, food, and water, e.g., state inspectors have discovered deadly high levels of cesium pooling at the base of Fukushima’s 10 big dams that serve as water reservoirs (drinking water and agriculture). For example, Ganbe Dam 27,533 Bq/kg and Mano Dam at 26,859 Bq/kg whereas Japan’s Environment Ministry’s safe limit for “designated waste” is set at 8,000 Bq/kg. That limit is for “waste,” not drinking water. Japanese officials are ignoring the extraordinarily high levels of cesium at the bottom of the dam reservoirs because the top water levels do meet drinking water standards. The prescribed safe limit of radioactive cesium for drinking water is 200 Bq/kg. A Becquerel (“Bq”) is a gauge of strength of radioactivity in materials such as Iodine-131 and Cesium-137. As it happens, Cesium-137 is one of the most poisonous substances on the face of the planet.
Additionally, open storage and incineration of toxic and radioactive rubble is ongoing throughout the prefecture. In fact, the entire prefecture is a toxic warehouse of radioactive isotopes, especially with 70% of Fukushima consisting of forests never decontaminated, yet the Abe administration is moving people back to restricted zones that Greenpeace Japan says contain radioactive hot spots.
According to Greenpeace Japan, which has conducted 25 extensive surveys for radiation throughout Fukushima Prefecture since 2011: “Unfortunately, the crux of the nuclear contamination issue – from Kyshtym to Chernobyl to Fukushima- is this: When a major radiological disaster happens and impacts vast tracts of land, it cannot be ‘cleaned up’ or ‘fixed’.” (Source: Hanis Maketab, Environmental Impacts of Fukushima Nuclear Disaster Will Last ‘decades to centuries’ – Greenpeace, Asia Correspondent, March 4, 2016).
With the onset of the Fukushima Diiachi meltdown, the Japanese government increased the International Commission on Radiological Protection guidelines for radiation exposure of people from 1 millisievert (mSv) per year up to 20 mSv/yr. As such, according to the standards set by the International Commission on Radiological Protection, ICRP Publication 111, Japan’s Olympics will expose Olympians and visitors to higher than publicly acceptable levels of radiation. After all, the emergency guideline of 20 mSv/yr was never meant to be a long-term solution.
With the onset of Olympic venues in Fukushima, maybe that will open the way for the 2024 Olympics in Chernobyl. But, on second thought that will not work. Chernobyl’s Exclusion Zone is 1,000 square miles (off limits for hundreds, maybe thousands, of years) because of an explosion in one nuclear power plant that is now under control whereas Fukushima has three nuclear meltdowns that remain, to this day and into the unforeseeable future, radically out of control and extremely hazardous.
Mystifying and Confusing?
Yes, it’s mystifying and confusing, but the games go on.

Radiation brings fear, and kids let it all out

Radiation is a fearful thing. Colorless, odorless, undetectable except by special instruments, it’s one of those evils you can dismiss from your mind altogether, until the special instruments start registering. Then suddenly it’s everywhere, or seems to be — a ubiquitous and ineradicable contaminant.
Children, as we all know, say and do the damnedest things. They mean no harm, they just know not what they do, sometimes. Their innocence is terrifying. Sometimes innocence looks anything but innocent. But all societies recognize it.
Children are not legally responsible for their actions. Parents and teachers may punish them in order to teach them responsibility. But it’s a long process. Until it’s complete, the evil they do, when they do evil, gets filed under “mischief,” in recognition of the spirit in which it was — probably — committed.
When Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant cracked under the strain of a tsunami six years ago and irradiated large swaths of Fukushima Prefecture, refugees streamed out of the stricken area, settling where they could. Forty thousand of them remain out-of-prefecture, 5,100 in Tokyo. Most of them will never go home again. Will they ever be at home where they are?
Josei Seven magazine raises the issue of “nuclear bullying.” Children too young, one might think, to even know the word “radiation” picked it up under the circumstances, and flung it with what seems like gleeful malice at disoriented new classmates who had enough to cope with already. Six years on, says Josei Seven, they’re still flinging it.
“It started immediately,” says one refugee, recalling her son’s transfer to a Tokyo elementary school in the immediate aftermath of the disaster. “‘Fukushima kids are weird,’ they’d shout at him. Kids would crawl under his desk and jab his feet with pencils. In the mornings he began saying he wasn’t feeling well. At the time, frankly, I was too traumatized myself to take much notice.”
Lawyer Yukio Yamakawa, director-general of the Tokyo Disaster Support Network, takes up the story with an account of other children he’s spoken to. What starts with name-calling (“Hey, Radioactive!” “Hey, Bacteria!”) easily escalates into what’s hard not to call torture. One kid is forced to drink a bottle of ink. Another has his shoes tossed into the toilet. A third is met in the corridor by classmates poised as if brandishing guns: “Radiation! Bang! Bang!” A fourth suffers extortion of what adds up over time to ¥1.5 million: “You can afford it, your family gets (disaster victim) compensation payments!”
Yamakawa reports this taunt making the rounds: “Fukushima kids won’t live past junior high school anyway, so you may as well die now.”
“Tanaka-san,” as we’ll call the mother cited above, began to fear her son might commit suicide. A poem he wrote contained the line, “Oh, to be able to go to heaven.” Fully focused now, she transferred the boy to another school. The peace that followed was short-lived. Name-calling, exclusion — it started all over again. The homeroom teacher was well-intentioned and put a stop to it — what she could see of it. What went on behind her back was beyond her control. A lot did, its viciousness increasing.
“I’d been bullied myself as a child,” Tanaka says, incidentally reminding us that the problem is neither new nor necessarily nuclear-related. “I understood what he was going through.”
She transferred him again. That seems to have ended the ugliest persecution, but, once a victim, you don’t simply get over it. The boy as a small child had dreamed of being a botanist when he grew up. Now he simply says, “I have no dreams.” Fukushima No. 1 destroyed much that is quantifiable — lives, property, livelihoods — and much that isn’t.
What to make of little kids who inflict this torment on other little kids? Can innocence itself be evil? Or fictitious? One hypothesis Josei Seven raises is that children merely absorb what they hear from their parents. Lacking critical faculties and adult inhibitions, they act where grown-ups merely talk.
The energy and imagination they put into it make it hard not to suspect they enjoy it. Enjoyment of other people’s sufferings is a well-attested human trait, exploited for mass entertainment at least as far back as the Roman circuses. Nothing has happened since to root it out of us, and if radiation stimulates it today, in that respect at least it breaks no new ground.
Naked fear is a factor too. Radiation, unseen, unheard, is the most fearful of stalkers. Might school kids seriously believe their Fukushima classmates are contagious? If so, the rational response would be to stay away from them, but fear and hatred merge, short-circuiting rationality and generating “Radiation, bang, bang!”
Radiation today, tuberculosis a century ago, different causes producing similar effects. Novelist Ayako Miura (1922-1999), herself a sufferer, made what might be called “tuberculosis bullying” a sub-theme of her novel “Shiokari Toge” (Shiokari Pass), set in late-19th-century Hokkaido: “It was an age when sufferers of tuberculosis were so hated and feared that they were even forced to leave the neighborhood.” A character who innocently brings up the subject arouses horror in his listener: “Mr. Nagano, even if you only mention the name of that dreadful disease it makes your lungs rot!”
“Radiation, bang, bang!” Last July a 26-year-old man slipped into a facility for disabled patients in Kanagawa Prefecture and slaughtered 19 of them, his apparent intention being to free the world from the scourge of disability. Disability, bang, bang. In February Satoshi Uematsu was declared fit to stand trial. A psychiatric evaluation found in him symptoms of a personality disorder but not of incapacity to distinguish right from wrong.
The disorder in question, writes psychiatrist Rika Kayama in the weekly Spa!, amounts to an extreme form of self-love. “Of course,” she writes, “we all love ourselves; we all at one time or another fantasize about being king or queen of the world …” We’d all, in short, be insane, more or less, if we let our fantasies rule our actions. Most of us know when to stop.
Uematsu’s self-love, Kayama hypothesizes, took the form of a conviction of having a mission, a destiny to fulfill. Maybe we all have that too, to some degree. Adults usually stifle it. Children often don’t.
SYMPOSIUM: Locals, experts discuss radiation risks, solutions, future in Iitate

FUKUSHIMA–Even after six years, lingering concerns over radiation loom large over the lives of evacuees from a village in northeastern Tohoku ravaged by the Great East Japan Earthquake and nuclear disaster in 2011.
Residents have agonized over whether to return to their homes in the village of Iitate, one of the most heavily contaminated areas, since evacuation orders are to be lifted on March 31.
Masanobu Akaishizawa, 67, head of an administrative district of Iitate, expressed his concerns at a recent symposium held here in mid-February.
“Experts say radiation doses don’t affect us as long as we stay home,” he said. “But I wonder about the quality of my life if I can neither go to the mountains nor the river.”
Iitate was in the direct path of radioactive materials that spewed from the Fukushima No. 1 nuclear power plant, operated by Tokyo Electric Power Co., following the triple meltdown due to the earthquake, tsunami as well as the government and TEPCO’s shortcomings on March 11, 2011.
Ahead of the lifting of the evacuation order for most of the village of Iitate on March 31, researchers and journalists, who have conducted field surveys since immediately after the accident, shared their views on radiation effects on health and avoiding health risks with villagers at the symposium.
The symposium, titled “Think about the future of Iitate villagers,” was hosted by the Iitate-mura Society for Radioecology, which comprises academics and citizens who committed themselves to continue their support for residents through their expertise.
During the session, Tetsuji Imanaka, a researcher at the Kyoto University Research Reactor Institute, estimated the annual average radiation exposure to residents if they immediately return to the area after the evacuation orders are lifted. He put the figure at approximately 5 millisieverts of radiation.
“How can residents come to terms with the health risks caused by radiation exposure? That’s the issue,” Imanaka said.
Katsumi Furitsu, a doctor at the Hyogo College of Medicine, highlighted the government’s responsibility.
Furitsu has conducted research in the areas devastated by the crippled Chernobyl nuclear plant in Ukraine, site of the world’s worst nuclear accident in 1986.
“Low-dose radiation exposure also has health risks in accordance with the amount,” Furitsu said.
“Offering appropriate health management and medical benefits (for the disaster victims who have been exposed to radiation) is the government’s minimum responsibility just like it issued ‘hibakusha’ (A-bomb victims) health books in Hiroshima and Nagasaki,” Furitsu emphasized.
Hibakusha health books have been awarded to those certified by the government as radiation victims of the 1945 atomic bombings, making them eligible for special health-care benefits, including allowing them access to free medical assistance.
Such a book could also become a powerful weapon to force the government to take responsibility for Fukushima evacuees for future damage to their health potentially related to radiation exposure.
Villagers expressed, however, concern that this could lead to possible future discrimination.
“We understand the necessity of issuing the radiation exposure record books to protect victim’s health,” said one resident. “But high school girls have fears and worries about possible future discrimination that is likely to be caused by possessing the books by posing such questions as, “Can we get married?” or “Can we have children?”
In response to those poignant voices from the disaster victims, Furitsu said, “In Hiroshima and Nagasaki, the same concerns were expressed. However, unjustified discrimination occurred not because of the health book, but because those who should take responsibility didn’t take it.”
“The government should take measures that help residents who had been burdened with unnecessary risks,” Furitsu said, referring to such matters as providing health management, medical benefits, education and other activities to raise awareness of discrimination against disaster victims, especially if they have been exposed to low-dose radiation.
Yoshinobu Ito, 73, a farmer who moved to Iitate before the disaster, was especially worried about the risk radiation could have on children when they return to the village.
He released the results of measurements of radiation levels around his house that he has taken since the Fukushima nuclear disaster.
“Although the levels of radiation dose have dropped, they are still 10 times higher than the figures before the disaster. Even if I return to Iitate, rebuilding agriculture is a hardship,” said Ito.
The effects of radiation also cast a shadow over Japanese cattle farmers such as Kiyomi Shigihara, 62, of Nagadoro in the southernmost section of Iitate. Nagadoro was designated as the only “difficult-to-return zone” in the village.
With regard to the government policy of decontaminating only reconstruction base areas and then lifting an evacuation order after five years, Shigihara said, “Under these circumstances, even if I return home, there’s nothing I can do.”
Unable to repress his emotions, Shigihara wiped tears from his eyes.
