Fukushima disaster evacuees told to return to abandoned homes
Thousands who fled 2011 disaster must choose between financial hardship or return to homes they believe are unsafe

Thousands of people who fled the meltdown at the Fukushima Daiichi nuclear power plant six years ago will soon lose their housing subsidies, forcing some to consider returning despite lingering concerns over radiation in their former neighbourhoods.
The measure, condemned by campaigners as a violation of the evacuees’ right to live in a safe environment, will affect an estimated 27,000 people who were not living inside the mandatory evacuation zone imposed after Fukushima became the scene of the worst nuclear accident in Japanese history.
The meltdown in three reactors occurred after a magnitude-9 earthquake on 11 March 2011 triggered a powerful tsunami that killed almost 19,000 people along Japan’s north-east coast and knocked out the plant’s backup cooling system.
As a “voluntary” evacuee, Noriko Matsumoto is among those who will have their subsidies withdrawn at the end of this month, forcing them to make a near-impossible choice: move back to homes they believe are unsafe, or face financial hardship as they struggle on living in nuclear limbo.
“Many of the other evacuees I know are in the same position,” Matsumoto said at the launch of Unequal Impact, a Greenpeace Japan report on human rights abuses affecting women and children among the 160,000 people who initially fled from areas near the plant. As of last month, almost 80,000 were still displaced.
Matsumoto said: “They would still have to contend with high radiation if they returned, but the government is forcing them to go back by withdrawing housing assistance – that’s tantamount to a crime.”
At the time of the incident, Matsumoto was living with her husband and their two daughters in the city of Koriyama, 43 miles (70km) west of the stricken facility, well outside the area where tens of thousands of people were ordered to leave.
Matsumoto initially stayed put, but three months later, with her youngest daughter, then aged 12, having nosebleeds, stomach ache and diarrhoea, she left her husband behind and took their children to Kanagawa prefecture, more than 150 miles south of Fukushima.
She said: “The government is playing down the effects of radiation exposure … Yet people who don’t return to places like Koriyama after this month will be left to fend for themselves. They will become internally displaced people. We feel like we’ve been abandoned by our government.”
Many of the people who left their homes of their own volition after the triple meltdown were mothers and their young children, who experts say face greater risks to their health from prolonged exposure to relatively low levels of radiation.
The voluntary evacuations have forced families to live apart, while parents struggle to earn enough money to fund their new accommodation and keep up mortgage payments on their abandoned homes.
Kazuko Ito, a lawyer and the secretary general of Tokyo-based NGO Human Rights Now, said: “The government has a responsibility to protect the human rights of evacuees but it doesn’t recognise this obligation. Instead, it downplays the health impact of the accident, especially the dangers associated with long-term radiation exposure.”
In an arrangement repeated among thousands of other Fukushima families, Matsumoto’s husband decided to stay in Koriyama, a city of 330,000 people that was never subject to an evacuation order, and run their restaurant, rather than risk becoming unemployed by joining his wife and children in Kanagawa. The high cost of travel means the family gets together once every two months.
The housing subsidy for households of two or more people from Matsumoto’s neighbourhood is typically 90,000 yen (£640) a month, according to local officials, who say some households will receive smaller sums after the subsidy is withdrawn.
Matsumoto said: “The nuclear accident is to blame for this situation, yet it’s been turned around to make it look like it’s our fault, like we are being selfish.”
Residents who were not living in the mandatory evacuation zone when they fled have been campaigning to retain housing subsidies, in a challenge to the authorities’ attempts to convince more evacuees that some neighbourhoods have been properly decontaminated.
Campaigners have called on the government to declare Fukushima neighbourhoods unfit for human habitation unless atmospheric radiation is brought to below one millisievert (mSv) a year, the maximum public exposure limit recommended by the International Commission on Radiological Protection.
While 1 mSv a year remains the government’s long-term target, it is encouraging people to return to areas where radiation levels are below 20 mSv a year, an annual exposure limit that, internationally, applies to nuclear power plant workers.
Matsumoto said the unprecedented decontamination effort in Fukushima had brought radiation levels in and around her home to below government-set limits, but insisted that children were still at risk from “hotspots” in places such as parks and forests. “Those areas have not been decontaminated,” she said. “It’s true that atmospheric radiation has been lowered, but that’s not the case on the ground and in the soil.”
At the end of this month, evacuation orders will be lifted in four more towns and villages near Fukushima Daiichi, with only those closest to the plant, where radiation is more than 50 mSv a year, still off-limits.

The evacuees have not been told they must return to their homes if they want to keep their subsidies, as originally suggested. The subsidies are being withdrawn regardless, which will force many to return out of financial necessity.

SIX YEARS AFTER: Aftershocks at more than twice usual quake rate since 2011 event
Temblors thought to be aftershocks of the Great East Japan Earthquake have rocked the Tohoku and Kanto regions at more than twice the pre-3/11 rate in the past year, according to the government’s Earthquake Research Committee.
Figures released by the committee on March 9 showed that 368 magnitude-4 or higher earthquakes occurred over the past year. That is more than double the number that occurred in 10 years before the 2011 disaster, when an annual average of 136 was recorded.
“Seismic activity still remains high and impacts wide areas,” said Naoshi Hirata, head of the committee and professor of seismology at the University of Tokyo’s Earthquake Research Institute.
“It is still more likely that earthquakes that can cause significant damage will occur. So be prepared and keep your guard up.”
According to the committee, 5,383 magnitude-4 or higher temblors occurred in the year immediately following the magnitude-9 Great East Japan Earthquake.
Although the frequency has decreased since then, between 245 and 368 quakes have occurred annually over the last three years.
Furthermore, magnitude-7 or higher major tremors have occurred once every year since 2011, except in 2015.
March 11 marks the sixth anniversary of the quake and the tsunami, which triggered a triple meltdown at the Fukushima No. 1 nuclear power plant.
40% of local leaders doubt 3.11 disaster area recovery by 2020 due to Fukushima crisis

About 40 percent of 42 local leaders along the coasts of Iwate, Miyagi and Fukushima prefectures doubt their areas will recover from the March 2011 Great East Japan Earthquake by the time of the 2020 Tokyo Games due to the ongoing Fukushima nuclear crisis, a Mainichi Shimbun survey shows.
A large majority of the pessimistic local chiefs represent cities, towns and villages in Fukushima Prefecture where many residents were forced to evacuate following the triple meltdown at the Fukushima No. 1 nuclear plant. The survey results show that these municipalities have yet to recover from the meltdowns.
The central government has categorized a five-year period from fiscal 2011 as an intensive recovery period, and another five-year period from fiscal 2016 as a recovery and building period. It plans to spend as much as 32 trillion yen over a 10-year period ending in fiscal 2020 to complete recovery operations and abolish the Reconstruction Agency. It aims to support Fukushima and other disaster-stricken prefectures, but has no clear budget provision.
The Mainichi Shimbun received written responses from all 12 city, town and village mayors it queried in Iwate Prefecture, and from all 15 mayors queried in each of Miyagi and Fukushima prefectures.
While only two municipal chiefs in Iwate and one in Miyagi did not anticipate an end to recovery efforts by fiscal 2020, 13 local leaders in Fukushima Prefecture — including those in evacuation zones — shared this view. Only the Shinchi town mayor replied that recovery will be possible by fiscal 2020, while the mayor of Soma said he did not know.
Many local leaders in Fukushima Prefecture say they do not expect recovery operations to be completed by fiscal 2020 due to negative effects from the nuclear disaster. The town of Namie says it does not anticipate an end to recovery operations in three years, pointing out that the recovery speeds in areas hit by tsunami versus the nuclear disaster are obviously different.
The town of Futaba, 96 percent of which is designated as a difficult-to-return zone, says post-disaster restoration has not even started. Kawauchi village, which has already seen its evacuation order lifted, laments that its population is set to drop drastically due to a very low birthrate and a rapidly aging citizenry.
Rikuzentakata and Otsuchi in Iwate, and Yamamoto in Miyagi, responded that they are unlikely to witness a full recovery by fiscal 2020. Rikuzentakata explained that its new city hall isn’t scheduled to be completed until fiscal 2021. The town of Otsuchi cited a delay in a land redevelopment project and other reasons. The town of Yamamoto said that community formation at mass relocation sites and psychological recovery take a long time.

Govt. to lift more Fukushima evacuation orders

The Japanese government is set to lift evacuation orders in 2 municipalities in Fukushima Prefecture, issued after the 2011 nuclear disaster.
The government will hold a joint meeting between the reconstruction taskforce and the nuclear disaster task force on Friday. On Saturday, it will be 6 years since the earthquake and tsunami.
Participants will decide on whether to lift an evacuation order in part of Namie town on March 31st and a portion of Tomioka on April 1st.
Following the accident at the Fukushima Daiichi nuclear plant, the government issued evacuation orders for 11 municipalities in the prefecture and has since gradually lifted them.
With the latest measure, the orders will be in effect only in no-entry zones with high radiation levels as well as part of the towns of Futaba and Okuma that co-host the nuclear plant.
About 1,150 square kilometers were initially subject to the government evacuation order. That number is now expected to shrink to about 369.
The central government hopes to continue decontamination work and infrastructure projects in some no-entry zones. It says it wants to create a hub for reconstruction by the end of fiscal 2021, where residents and decontamination workers will live.
But the government faces challenges in rebuilding communities as an increasing number of people, mainly the young, say they don’t want to return to their hometowns even if evacuation orders are lifted.
The Politics of Invisibility: Fukushima, 6 years after 3.11
Yesterday, the event “The Politics of Invisibility: Fukushima, 6 years after 3.11” (INFO) was held at the University of British Columbia with sponsorship from the Centre for Japanese Research. I was honoured to present at the conference, which was organized by Geography Professor David Edgington. I had the honour of presenting here two years ago also at the invitation of Dr. Edgington.
Split into two sessions, the lunchtime workshop began with Dr. Edgington’s presentation “A day out in Fukushima: Reflections on a field trip to the Dai-chi Nuclear Power Plant” focused on his recent experience touring the crippled facility complete with photographs from inside the plant. Dr. Matsui, Professor of Law, presented his talk “Restarting Nuclear Power Plants in Japan After the Fukushima Disaster”, which focused on law, policy and public opinion regarding nuclear power in Japan following the meltdown.
In the evening, there was a screening of the work-in-progress of my documentary “Sezaruwoenai” (“Unavoidable”, working title), which eventually will be the 3rd film in my series about young people living in Fukushima, following “In the Grey Zone” (2012) and “A2-B-C” (2013). It was a rare and extremely meaningful experience for me to share this work-in-progress, and the feedback I received from this study session held at the university will stay with me as I move forward in thinking about the direction I will take with the film.

At the lunchtime presentation preceding the screening, Dr. Edgington had asked me to focus on the plight of the so-called “voluntary evacuees” who are facing tough decisions as financial support for them is being terminated at the end of this month. In addition to sharing about the press conference for which I served as the MC in January (INFO), I had decided the best way to for the audience to understand the situation for these families was through their own words. I asked Noriko Matsumoto, who I had first met at the press conference, and another young mother who wished to remain anonymous (and whom I had met through one of the mothers who appeared in my documentary “A2-B-C”) to write statements about how they would be affected by the termination of financial support for those who had chosen to leave Fukushima with their children.

Today, the lead article in the Asahi Shimbun newspaper stated that on March 31 or April 1, evacuation orders will be lifted for some areas within 20 kilometers of Fukushima No. 1 nuclear power plant—the towns of Namie, Kawamata, Iitate, and Tomioka.
Why do the Japanese and Fukushima prefectural governments not give us the right of evacuation, instead attempting to return even children to these areas where the level of radiation is still high?
I am so angry and sad that it is difficult for me to express it in words. However, once this happens, evacuees like us from outside of the restricted zone will find it harder to obtain the right of evacuation, which is a matter of human rights. How can we help people in a position of weakness, and those who care for children or disabled persons?
I feel a deep sadness at the foolishness of Japan, where only the affluent ever hold power, and the weak are discarded.
I want to protect the children somehow, with accurate information! I hope for the support of many people to this end.

Mother who evacuated with her children to Niigata (wishes to remain anonymous)
The background to my deciding to voluntarily evacuate (with my children) came after I comprehensively evaluated the incidents which I describe below.
At the time of the accident, I learnt that, previously, the radiation dose limit for the general public was stipulated by law as one millisievert in a year (or 0.23 microsievert per hour).
Before the nuclear power plant accident, the radiation level in Fukushima city was 0.03 microsievert per hour. Immediately following the 2011 accident, even inside homes, the level was 0.6 microsievert (approximately 20 times the normal level), and outside, the level was commonly 2 microsievert or higher (some 66 times the normal level). This amounts to levels far in excess of one millisievert per year. I thought that this was abnormal (and a violation of law).
On April 19, 2011, in Fukushima prefecture, the level at which children were permitted to engage in outdoor activities was changed to 20 millisievert a year, or 3.8 microsievert per hour. Thus, the former standard of 1 millisievert per year was raised to 20 times that level.
In May, the Board of Education issued notice limiting the outdoor activities of elementary, junior high, and high school students to a maximum of three hours per day.
On April 29, Toshiso Kosako, advisor to the Cabinet Office, held a press conference announcing his resignation in protest against the height of the levels. In tears, he stated the following:
“It is very rare even among the occupationally exposed persons to be exposed to radiation levels even near to 20mSv per year. I cannot possibly accept such a level to be applied to babies, infants and primary school students, not only from my scholarly viewpoint but also from my humanistic beliefs.”
The press repeatedly reported the government’s explanation that “the levels would not have an immediate effect on the human body or on health.”
Meanwhile, amid a confusion of various other information, I resolved to evacuate from Date city to Niigata, wanting to take care of my children in a safe environment in peace of mind. Now, Fukushima prefecture has started to discard evacuees, under the banner of “Acceleration of Reconstruction.”
In June 2015, Fukushima prefecture announced that it would stop providing rental housing for voluntary evacuees at the end of March 2017. The provision of free housing for voluntary evacuees will end.
Five years ago, when I voluntarily evacuated from Fukushima prefecture to Niigata, I had to start from zero. Many people were kind in their support, including local people I met, and those at my children’s school. But with the upcoming changes, the livelihood which I have finally built up after five years will be taken from me, and I will be deprived of my right to evacuation.
In Fukushima, decontamination of residential grounds has reduced radiation levels from the post-accident levels, and a false sense of security is spreading, even though radiation has not reached pre-accident levels.
With its eyes set on the 2020 Tokyo Olympics, Japan is lifting the evacuation orders and discontinuing compensation, and it is firming up policy to end housing support for voluntary evacuees. I strongly resent that Japan is gradually cutting financial housing support, and forcing people into poverty, after which they are encouraged to return home and are then abandoned. Rather than the proclamation which Prime Minister Abe made for the Olympics that everything is “under control,” I want to convey a message to him of “One for all, all for one.”
I want Prime Minister Abe to retract his statement, and instead, I want him to tell the world that support will continue “One for all, all for one,” for all of the people who suffered so much from the disaster, while TEPCO was said to be “under control.”
People who were previously under evacuation orders were known as compulsory evacuees. The term “voluntary evacuation” is widely used. However, this is in no way voluntary evacuation. Using the term “voluntary evacuation” in contrast to “compulsory evacuation” implies that people made a choice of their own volition, therefore the term which should be used is “evacuation from areas outside of areas designated under evacuation orders.” Voluntary evacuees from outside of designated areas are being forcibly returned home, or forcibly evicted.
I want to tell the whole world that this is what is really occurring in Fukushima now.

Roaming, Radioactive Boars Slow Return of Japan’s Nuclear Refugees

The ongoing scourge of Japan’s Fukushima — radiation — is now roaming the disaster-hit area on four legs.
Hundreds of radioactive wild boars moved into deserted towns after the nuclear crisis.
Now they scour the empty streets and overgrown backyards of the Namie town for food, an unexpected nuisance for those returning home six years after the meltdown.
Namie and another town, Tomioka, are within the 20 kilometer exclusion zone from the Fukushima plant and set to partly reopen for nuclear refugees this month.
But the boars have been known to attack people.
Local authorities are hiring teams of hunters to clear out the uninvited guests.

“After people left, their ecosystem changed,” said local hunter Shoichi Sakamoto. “They began coming down from the mountains and now they aren’t going back. They found plenty of food, and no one will come after them. This is their new home now.”
Since last April 300 animals have reportedly been caught just in Tomioka.
The boars have been destroying local farms and eating plants contaminated with radiation.
Some of the boars tested by the government showed levels of radioactive material 130 times above Japan’s safety standards.
Five towns in Fukushima have partially reopened since the disaster so far.
But three weeks before the evacuation order is to be lifted in Tomioka, the average radiation level is still well above Japan’s goal. Homes are still damaged or abandoned, and the streets are littered with bags of radioactive waste.

Fukushima Radioactive Debris: 2 Bangladeshis tricked into cleanup job
Two Bangladeshi asylum seekers in Japan cleared up radioactive contamination from one of the world’s worst nuclear disasters on the false promise doing so would win them permission to stay in the country longer, media reported yesterday.
The Fukushima nuclear plant suffered multiple meltdowns after being hit by a tsunami triggered by a big earthquake on March 11, 2011. Companies decontaminating areas around the plant, which usually involves removing radioactive top soil, have struggled to find workers willing to do the job.
The two men, who arrived in Japan in 2013 saying they were escaping political persecution, said they were told by brokers and construction companies that their visas would be extended if they did decontamination work, the Chunichi newspaper reported.
“We believed the visa story because they said it’s a job Japanese people don’t want to do,” Chunichi quoted one of the men, Monir Hossain, as saying.
Reuters was not able to reach the two men.
The men did the decontamination work in Iitate village, about 50 km (30 miles) south of the plant, from January to March 2015, Chunichi said.
Japan maintains tight controls on the entry of foreign workers but asylum seekers are allowed to work while their applications are reviewed. Many have permits allowing them to stay and work that have to be renewed every six months.
Mitsushi Uragami, a justice ministry official who oversees refugee recognition, said there were no residence permits on offer for people doing decontamination.
“The length of asylum seekers’ residence permits and them doing decontamination work are unrelated. If anyone is giving inaccurate explanations about this, it’s problematic,” Uragami told Reuters.
The department was investigating the case, he said.
Takuya Nomoto, an environment ministry official overseeing decontamination, said the Chunichi report did not give the names of the companies or labour brokers involved, and as such the ministry was not able to confirm it.
“The ministry expects all contractors involved in decontamination to comply with the law,” he said.
The Fukushima Labour Bureau said this month more than half of the 1,020 companies involved in decontamination violated labour and safety laws last year.
Reuters revealed in 2013 that homeless men were put to work clearing radioactive soil and debris in Fukushima for less than the minimum wage.
Reuters also found the clean-up depended on a little scrutinised network of subcontractors – many of them inexperienced with nuclear work and some with ties to organised crime.
Fukushima laden with piles of radioactive soil that can’t be moved into storage

FUKUSHIMA — As decontamination planned in the wake of the Fukushima nuclear disaster nears an end this fiscal year, focus is shifting to the massive amount of radioactively tainted soil that has piled up during decontamination work. But the construction of interim storage facilities that are supposed to hold this waste within Fukushima Prefecture for up to 30 years before it is finally disposed of has been delayed.
As of the end of February, only about 20 percent of the 16,000 hectares earmarked for interim storage has been acquired through land contracts. It thus appears inevitable that provisional and onsite storage that was only supposed to last for three years will drag on for a long time. The situation casts doubt on the prospects of finding a final resting place for the waste outside Fukushima Prefecture within 30 years.
Six years after the disaster at the Fukushima No. 1 Nuclear Power Plant, the Fukushima Prefecture village of Iitate remains completely evacuated. With the exception of a so-called “difficult to return zone” in the south of the village, the central government plans to lift the evacuation order upon completion of decontamination work at the end of March.
Masaaki Sakai, 39, who now resides in the city of Fukushima, has a home in the Komiya district of Iitate, right next to the village’s “difficult to return” zone. A dosimeter during a recent visit showed the area around the 60-year-old, snow-covered farmhouse stood at more than 1 microsievert per hour. The level equates to more than 5 millisieverts per year — five times the 1 millisievert exposure limit for a regular person.
Sakai points out that level of radiation is sometimes higher. “Today the level is low because there is snow,” he says. In the near future he plans to have his home pulled down, as the deadline for applying for the government to cover the cost of doing so is approaching.
“Even if I want to return to Iitate, if they say, ‘Decide now’ then the only thing I can do is decide not to return,” he murmurs.
One of the reasons behind Sakai’s decision not to return is the radioactively contaminated soil that remains in the village. Walking around the village, one can see mounds with green covers over them, concealing flexible containers that hold contaminated soil. According to the Ministry of the Environment, the amount of tainted soil stored temporarily like this, as of the end of January, totals roughly 2.4 million cubic meters for the village of Iitate alone, or enough to fill the Tokyo Dome baseball stadium twice.
So far, however, only about 6,000 cubic meters of soil have been transported to interim storage facilities, while the amount due to be transported next fiscal year stands at about 22,000 cubic meters. At this pace, under a simple calculation, it would take over 100 years to transport all of the waste to interim storage facilities.
“There’s no way I’m going to live surrounded by mountains of contaminated soil,” Sakai says.
Makeshift storage of radioactive soil in areas that have not been evacuated also looks likely to be prolonged. In areas that aren’t under evacuation orders, it is the local municipalities, not the government, that handle the decontamination work. In five municipalities including the cities of Fukushima and Koriyama, the contaminated soil left after decontamination work is mostly buried onsite.
Six years have passed since the outbreak of the Fukushima nuclear disaster, and in many cases people have asked for the waste to be removed so they can extend or rebuild their homes or resume farming activities, but the delay in building interim storage facilities means the only solution for the time being is to change the spot where the waste is buried.
It costs several hundred thousand yen to rebury waste in a single case, but until now the Ministry of the Environment has not allowed funds to be used for the reburying of such waste, on the premise that it is supposed to be stored for only a short period of time. Local bodies have still billed the central government by quietly tacking on the cost to the fee for other decontamination work, but this will become more difficult to do next fiscal year when decontamination work is completed.
In January, the Ministry of the Environment adopted a new policy of granting funds for the reburying of waste if the original location hindered the construction of a new home. An official at one local body commented that the move was a relief, but there are outstanding issues. As a rule, the government collectively bills Tokyo Electric Power Co. (TEPCO), operator of the Fukushima No. 1 Nuclear Power Plant, for the cost of decontamination work, but it is unclear whether TEPCO has to pay for the reburial of tainted soil.
Separately, decontamination work has also been carried out in prefectures besides Fukushima — extending to 57 municipalities in seven prefectures, including Tochigi and Miyagi. The amount of contaminated soil in these cases stands at about 320,000 cubic meters. In about 95 percent of cases, the soil is stored onsite. But since interim storage facilities are designed for contaminated soil from Fukushima Prefecture alone, it has not even been decided what should be done with this waste.

Only 20% of planned waste site secured

Six years after the Fukushima Daiichi nuclear disaster, the government has secured only 20 percent of the site planned for intermediate facilities to store contaminated waste, such as soil.
The environment ministry plans to build the facilities at a 16-square-kilometer site surrounding the crippled Fukushima Daiichi nuclear plant in Futaba and Okuma towns.
The site will store radioactive waste produced from the cleanup of nuclear contamination in Fukushima for about 30 years.
The facilities started going up in November of last year. The ministry says it plans to start their operation in the autumn of this year.
But as of the end of February, it has secured 3.36 square kilometers, or 21 percent, of the needed land.
Six years on, decontamination-related waste is still kept at about 1,100 temporary storage sites. Also individuals are keeping some waste in about 146,000 gardens and other sites.
Environmental experts urge the ministry to accelerate land negotiations to improve the situation.
After Fukushima disaster, Japanese mothers don lab coats to measure radiation

IWAKI, Japan, March 9 (Thomson Reuters Foundation) – At a laboratory an hour’s drive from Japan’s Fukushima nuclear plant, a woman with a white mask over her mouth presses bright red strawberries into a pot, ready to be measured for radiation contamination.
Six years after a massive earthquake off the coast of Japan triggered meltdowns at three of Fukushima’s reactors, local mothers with no scientific background staff a laboratory that keeps track of radiation levels in food, water and soil.
As some women divide the samples between different bowls and handmade paper containers, others are logging onto computers to keep an eye on data – findings that will be published for the public to access.
The women on duty, wearing pastel-coloured overalls, are paid a small salary to come in for a few hours each day, leaving them free to care for their children after school.
“In universities, data is handled by qualified students, who have taken exams qualifying them to measure radiation. Here, it’s done by mothers working part-time. It’s a crazy situation,” laughed Kaori Suzuki, director of Tarachine, the non-profit organisation that houses the mothers’ radiation lab.
“If a university professor saw this I think they would be completely shocked by what they see.”
Tarachine was set up 60 km (40 miles) down the coast from the Fukushima plant, in the city of Iwaki. After the magnitude 9 quake struck on March 11, 2011, triggering a tsunami, authorities declared a no-go zone around the plant.
Iwaki lay outside its 30 km radius, with lower radiation levels compared to the rest of Fukushima prefecture.
But with public announcements advising locals to stay indoors in the aftermath of the worst nuclear calamity since Chernobyl, the “invisible enemy” of radiation has continued to worry the mothers working at the lab.
“As ordinary citizens we had no knowledge about radiation at all. All we knew was that it is frightening,” said Suzuki.
“We can’t see, smell or feel radiation levels. Given this invisibility, it was extremely difficult for us. How do we fight it? The only way is to measure it.”
To supplement readings by the Japanese government and the Tokyo Electric Power Company (TEPCO) that manages the nuclear plant, Tarachine publishes its own findings every month.
With donations from the public that helped them buy equipment designed to measure food contamination, the mothers measure radioactive isotopes caesium 134 and 137, and collect data on gamma radiation, strontium 90 and tritium, all of which were released during the Fukushima disaster.
Strontium-90 gravitates toward the bones when absorbed by breathing it, drinking it in water, or eating it in food. It can remain for years, potentially causing bone cancer or leukaemia.
Tritium goes directly into the soft tissues and organs of the human body. Although it is less harmful to humans who are exposed to small amounts of tritium every day, it could still be a hazard for children, scientists say.
The mothers say other parents trust the lab’s radioactivity readings in local food more than those from the government.
“This issue is part of everyday life for these mothers, so they have the capability to spot certain trends and various problems rather than just accumulating expert knowledge,” said Suzuki.
To handle potentially dangerous materials, the mothers have to study for exams related to radiation and organic chemistry.
“At the beginning I was just completely clueless. It gave me so much of a headache, it was a completely different world to me!” said Fumiko Funemoto, a mother of two, who measures strontium 90 at the lab.
“But you start to get the hang of it as you’re in this environment every day.”
As the lab only accepts items for testing from outside the exclusion zone, most results show comparatively low radiation levels.
But Suzuki says this is an important process and is especially reassuring to the parents of young children. The women also measure radiation levels in sand from the beach, which has been out of bounds to their children.
“If the base is zero becquerels (unit of radiation), and there is, say, 15 or 16 becquerels of caesium, that’s still higher than zero. That means there is slightly more risk,” Suzuki said.
“There are also times when you’re like, ‘Oh, I thought levels were going to be high there – but it’s actually ok’. The importance lies in knowing what’s accurate, whether it’s high or low … unless you know the levels, you can’t implement the appropriate measures.”
Since official screenings began following the nuclear accident, 174 children in Fukushima prefecture have been diagnosed with – or are suspected of having – thyroid cancer, according to figures from Fukushima’s local government.
Despite the International Atomic Energy Agency (IAEA)reporting in 2015 that an increase in thyroid cancer is unlikely, the mothers insist there is value in their work.
The first pictures from inside the nuclear plant were released by TEPCO in January, announcing it may have found nuclear fuel debris below the damaged No. 2 reactor – one of three affected by the 2011 disaster.
“In general, the issue of nuclear power is not really talked about much these days. It was talked about after the accident for about a year or so, but today, conversations mentioning words like ‘radiation’ don’t happen anymore,” Funemoto said.
“But I think the reality is different. The radiation isn’t going to go away. That’s why I’m doing this. So many places are still damaged. This idea that it’s safe and that we shouldn’t be anxious doesn’t really add up.”
Ai Kimura, another mother agrees. “My parents think I’m a bit paranoid. They keep saying, ‘it’s okay isn’t it?” she said.
“But what if there’s a chance that in 10 or 20 years time, my own child gets thyroid cancer? And I could have done my bit to minimise the risks. My children are mine and I want to do whatever I can to protect them.”

Reasons for Japan to dump nuclear power more obvious now than ever
It has been nearly six years since the triple-meltdown at the Fukushima No. 1 nuclear plant. Two things seem symbolic of this time: the simultaneous lifting of evacuation orders for the Fukushima Prefecture village of Iitate and other nearby communities, and the recent glimpse of what appears to be melted nuclear fuel in the plant’s No. 2 reactor.
One is significant for all those residents who had no idea when they would be able to return to their hometowns, and the other for how much we understand of what is going on inside the stricken Fukushima No. 1 plant reactors, which until recently had been very nearly nothing. Considering how things were going before, these developments can be considered a step in the right direction.
However, if we take a cold, hard look at the situation, there are facts that must be seen as equally representative of the current reality: that the disaster has stolen so much from so many, and that real recovery will be a decades-long struggle with reconstruction and plant decommissioning.
Any visitor to the Fukushima plant will get a keen sense of how demanding the work is to dismantle its ruined reactors. The area where full face masks are required has been significantly reduced, and working conditions have certainly been improved. However, there is still no target for removing the melted nuclear fuel from the reactors — the greatest challenge to decommissioning — and no prospect for setting one.
Last month, plant operator Tokyo Electric Power Co. (TEPCO) inserted a “scorpion” robot into the No. 2 reactor containment vessel, and tried to steer it to a spot right under the core. However, its path was blocked by piles of dark material, and in the end the robot was unable to determine the state of the reactor’s nuclear fuel.
There are more than 800 workers at the Fukushima plant. Some have been exposed to excessive radiation due to unexpected tasks. They are barred from working inside the reactor buildings, where radiation is extremely high, and absorb higher doses just by getting near them.
Nevertheless, the state of the nuclear fuel in each reactor must be ascertained, and a plan must be devised to remove it.
The No. 1 and 3 reactors are thought to be in worse shape than the No. 2 reactor. The government and TEPCO are aiming to extract the fuel from all the reactors starting in 2021, but that is wildly optimistic. A drastic rethink of the entire decommissioning strategy and schedule — including the development of the robots that will take on much of the work — is likely needed.
The burdens placed on Japanese society by the nuclear disaster include the swelling financial cost of dealing with its aftermath.
The Ministry of Economy, Trade and Industry says that reactor decommissioning, victim compensation, decontamination and other nuclear disaster-related costs will hit 21.5 trillion yen — twice the initial estimate. However, even this figure does not include the cost of disposing of the melted nuclear fuel among other expenses, and is thus certain to rise.
We also cannot overlook the creation of a new system to charge third-party power suppliers to cover part of the compensation costs — a charge the power supply companies will pass on to their customers, thus effectively making a wide swath of Japanese society pay for TEPCO’s compensation liabilities. There are also apparently plans to implement a similar system to cover the decommissioning costs for Japan’s aged reactors.
It has been less than a year since the power supply market was opened to competition. Making not just the big utilities but also the new third-party electricity suppliers with no connection whatsoever to the nuclear power business pay for reactor decommissioning is a blow to the very heart of electricity market liberalization. The government’s insistence that “nuclear power is comparatively cheap even including accident countermeasure costs” no longer holds water.
If the government is to demand the Japanese people take on this financial burden, it must admit that the “cheap nuclear power” line doesn’t match the facts, and reroute Japan’s power generation plan to a nuclear-free future.
Looking at the harsh realities of dealing with the Fukushima nuclear disaster, we cannot consent to the ongoing string of reactor restarts. Utilities have applied to the Nuclear Regulation Authority (NRA) to restart 26 reactors at 16 plants under standards drawn up in the wake of the March 2011 Fukushima meltdowns. Just three reactors have been put back on line so far, but 12 more at six plants have or are expected to pass NRA inspections. Among them are three reactors that have been in operation for 40-plus years.
A majority of Japanese citizens are opposed to the restarts, conflicting with the government’s evident enthusiasm for getting reactors back on line despite its stated goal of reducing dependence on nuclear power.
Over the past six years, we have learned that Japan would not run short of electricity if it abandoned nuclear power. A more deeply rooted argument in favour of nuclear generation is that it is needed to combat global warming.
Certainly, replacing nuclear plants with fossil fuel-driven power generation would increase carbon dioxide emissions. It is impossible to ignore the negative effect this would have on global warming.
However, Japan’s greenhouse gas emissions have in fact begun to dip slightly even as reactor restarts remain stalled. According to the Environment Ministry, fiscal 2015 greenhouse gas emissions were down 5.2 percent from fiscal 2005 levels, and 6 percent down from 2013 levels.
Japan is obliged by international treaty to reduce its greenhouse gas emissions by 3.8 percent from 2005 levels by fiscal 2020. The country has already met that commitment even without nuclear power. Nevertheless, for Japan to strive for even greater reductions that it promised under the Paris Agreement, it must yet expand energy saving measures and renewable power generation.
Global investment in energy is shifting in force to renewables. According to the International Energy Agency (IAE), of the $420 billion U.S. invested in power generation in 2015, some $290 billion was put into renewables.
The prices of solar panels and wind turbines are falling fast, and offer a cheaper alternative to traditional thermal generation in an increasing number of cases.
The nuclear business is in decline in the developed world, as is evidenced by the deep troubles of Japan’s Toshiba Corp. and France’s Areva SA. At the same time, the renewable energy industry is growing by leaps and bounds.
If Japan shuts its eyes to this reality and continues to pour more of its resources into keeping nuclear power going than into renewable energy, it will likely be left behind by the rest of the world.
We have no choice but to carry the burden of the Fukushima nuclear disaster for decades to come. We will overcome this crisis, but we will need support.
To make sure we never have another nuclear disaster like the one in Fukushima, Japan should take the decision to abandon dependence on nuclear power. That would be the best support of all.

Survey: Many dissatisfied with 3/11 recovery

NHK conducted a survey of survivors and nuclear evacuees of the March 2011 earthquake and tsunami, and a majority of respondents were dissatisfied with recovery efforts so far.
The survey was conducted from November to February, ahead of the 6th anniversary of the disaster on Saturday.
NHK got responses from 1,437 people from the hardest-hit northeastern prefectures of Iwate, Miyagi and Fukushima.
Asked about recovery efforts in the areas where they lived before the disaster, 26 percent of the respondents replied they don’t feel any sense of progress, and 36 percent said they’ve seen slower-than-anticipated recovery.
On the other hand, 34 percent said they’ve seen progress at a reasonable pace, and 2 percent said they’ve seen faster-than-expected recovery.
But even among those who gave positive answers, most of them apparently felt there has been little improvement to regional economies and standards of living. Only 4 percent of them said they think the regional economy is better than before the disaster, and 8 percent said they feel their community is more vibrant.
Associate Professor Reo Kimura of the University of Hyogo says the challenge ahead is to provide support for daily life, and come up with ideas on how to make those regions more attractive.
Fukushima Catastrophe at 6: Normalizing Radiation Exposure Demeans Women and Kids and Risks Their Health

Since the election of President Trump, certain words have taken prominence in our lexicon: “alternative facts”, “gaslighting”, “normalization”. But the techniques these words represent have been used by the nuclear industry and its purveyors in government since the Cold War love affair with nuclear weapons began.
And as we deal with the continuing fallout 6 years after the Fukushima, and 31 years after the Chernobyl, catastrophes began, the nuclear industry continues to put these techniques to good use. They have labeled “radiophobic” those who question nuclear power or who refuse to move back to contaminated areas or eat contaminated food. They shame people into taking health risks and socially isolate those who refuse to comply. They sell the lie of decontamination despite the fact that what has been decontaminated one day, may be recontaminated the next.
Women and children are often the focus of these “normalization” techniques. And they are the ones with the most to lose including supportive social and familial structures, and ultimately, health. Females, children and pregnancy pay a disproportionate price for nuclear energy because they are especially vulnerable to radiation damage. When a catastrophe like Fukushima happens, they become targets: targets of gaslighting, social isolation, radiation damage.
Japan’s radiation refugees
The Internal Displacement Monitoring Center (IDMC) estimates that as of Nov 2016, the number of people displaced because of the earthquake, tsunami and radioactive contamination remains at 134,000. Of this number, 84,000 are still displaced around Fukushima, where evacuation orders are not yet lifted around the reactor.
In 2017, Japan is lifting evacuation orders and basically forcing people to move back to towns that were, and still are, contaminated with radioactivity from the ruined Fukushima nuclear reactors. Those who return are promised a one-time sum for doing so. For those who will not go back, the Japan government will cut off compensation. The IDMC frames the issue as a horrible choice: return to risk or try to reintegrate elsewhere without any resources. Greenpeace, in their February 2017 report, demonstrates that the uncertain risks and unpredictable nature of radiological contamination mean there is no return to normal.
Taking radiation into your psyche, as if it is normal
Radiation is associated with disease, even at low levels. Nuclear power proponents incorrectly contend that if you think you are sick from radiation exposure, it is all in your head and your health problems resulted from your worry. In other words, it was your fault, not theirs. They term it “radiophobia”. This pernicious label was first coined in the United States in the 1950’s. Like much of the initial Cold War nuclear policy, it attempted to “normalize” nuclear technology so that above ground atomic bomb tests could continue unhindered.
In fact, an opinion piece in the Western journal of surgery, obstetrics and gynecology, a medical journal which addressed women’s health issues, blamed caretakers for inciting fear of nuclear weapons in children. In the piece, entitled “RADIOPHOBIA; a new psychological syndrome,” the author claims “Anxiety-ridden parents or teachers who fear atomic bombs probably project the same fears to their children…” And that this “conditioning amounts to psychological punishment”. In essence the author, who was not a qualified mental health practitioner, was accusing these parents of abuse. The not-so-subtle implication was that radiophobia was a woman’s disease that she passed to any children she contacted.
The unscientific radiophobia label has persisted through the larger nuclear power catastrophes. For instance, according to a Macmillan dictionary entry, “Chernobyl has left an enduring legacy of opposition to nuclear power, now often referred to as radiophobia by technical experts…” However, the targets of this dismissive and derisive label are not just those who oppose nuclear power. The mysogynistic overtones of the radiophobic label are clearly present as the Fukushima and Chernobyl catastrophes continue to unfold.
In the wake of a nuclear catastrophe, exposed women and children are specifically berated into silence. If they continue to express concerns about health impacts, they risk becoming social outcasts. In this context, radiophobia is a social label used to stigmatize, not a scientific or medical diagnosis. In the case of Japan, radiophobia is called “radiation brain mom“. This epithet particularly refers to women who question whether food is contaminated; and it implies that they are irrational, overly emotional and unscientific, merely for asking the question.
Radiophobia accusations at Fukushima put children and women’s health at risk
After Fukushima began, doctor of psychosomatic medicine, Katsuno Onozawa, was interviewed by the Asahi Shimbun in 2013. As an actual expert on psychosomatic disorders, she stated: “children were exhibiting a range of symptoms including sore throats, nosebleeds, diarrhea, fatigue, headaches and rashes…” Yet these symptoms were written off as “radiophobia” and the mothers were accused of making their children sick by worrying. “Many reproach themselves, thinking, ‘Maybe I’m the one who’s strange,’ and become depressed.” She concludes: “If we say ‘it’s safe’ despite the risks only to erase fears, then we simply leave in place the danger that defenseless children may be contaminated.”
For the record, here are some symptoms of short-term, higher radiation exposure: “nausea, vomiting, headache, and diarrhea…swelling, itching, and redness of the skin” Many around Three Mile Island complained of similar symptoms following the partial meltdown there. The higher the radiation dose, the quicker the symptoms manifest. Children are more vulnerable to radiation exposure than adults, women more vulnerable than men.
In Japan, the “radiation brain mom” label has resulted in a self-censoring of concern about radiological contamination, leaving women and children unprotected after exposure to the initial radiation cloud. Subsequently their health is continually put at risk from food and environmental contamination. “Silence was not imposed by an iron fist of government, but rather wrapped around people like soft velvet, gently making women feel that they had to be silent.”
Taking radiation into your body, as if it is normal
Since the Fukushima catastrophe started, recommendations for radiation exposure limits in Japan were increased by 20 times. The International Commission on Radiological Protection (ICRP) sets non-binding recommendations internationally for post nuclear catastrophes. Their limit is 1 mSv per year in addition to background radiation. This effectively would double the dose from unavoidable natural background, which is already 0.8 to 1 mSv per year. However, according to the IAEA, 1-20 mSv per year “is acceptable and in line with the international standards and with the recommendations from the relevant international organisations, e.g. ICRP, IAEA, UNSCEAR and WHO”.
Therefore Japan is, under controversy, encouraging resettlement in areas up to 20 mSv/yr. The increase in the allowable exposure limit occurred after contamination created wide-reaching negative economic impacts. Before the radioactive release contaminated Fukushima province, it was a center for organic farming and the “eat locally” movement. Since the contamination, consumer instinct has been to avoid Fukushima products.
Since studies show cancer and other disease impacts can occur within the range of natural background, clearly, the decision to allow a higher exposure level had nothing to do with health. Instead, it was an economic decision that took advantage of the fact that many diseases induced by this radiation exposure may not show for years, or may show as hard-to-attribute subclinical impacts, masking radiation’s disease-causing role. For those health impacts that do appear, nuclear proponents can always fall back on the argument that “it is all in your head”–i.e. radiophobia.
International agencies and industries normalize eating contaminated food to save face and money.
The ICRP is guilty of encouraging radiation ingestion, despite known risks. One recommendation is the encouragement of growing, selling and consuming, contaminated food, as an economic imperative for those in contaminated areas.
ICRP has also supported an effort in the wake of Fukushima called ETHOS that encourages “practical radiation protection culture” (PRPC). ETHOS was an effort originally started with the French nuclear industry, after the Chernobyl catastrophe began, when they realized that the cost of evacuation and compensation was starting to impact the nuclear industry’s financial and public standing worldwide.
Encouraging PRPC is a cowardly way of saying it’s too expensive to move people away from contaminated areas or allow them to eat clean eat food, so officials need to tell people there is no health risk from contamination. This is done under the guise of empowering the local populations by providing them with monitoring equipment, training, and a sense that eating contaminated food is okay. Mothers in Belarus were trained to measure the radioactive contamination of their children and to accept a certain level, resigning them to the fate of living with and eating radioactivity.
ETHOS goes one step further in claiming that individuals bear the responsibility to keep themselves safe from radioactive contamination with little to no help or resources from the industry that caused the contamination in the first place. Now, ETHOS is in Fukushima, protecting the nuclear industry from those whose lands it has defiled and whose lives it has marred.
The U.S. will be no different
For those who are hoping the U.S. will somehow escape the radiation normalization process, think again. We are learning from Fukushima and Chernobyl that international bodies like the World Health Organization (WHO) or ICRP will provide no support for clean food and relocation to uncontaminated land should we suffer a nuclear catastrophe.
We are further learning that our U.S. Environmental Protection Agency (EPA) admits that decontamination is a lie. Using very colorful and demeaning language regarding radiological cleanup, an EPA employee said in 2013 “‘U.S. residents are used to having ‘cleanup to perfection,’ but would have to abandon their ‘not-in-my-backyard’ mentality in such cases. ‘People are going to have to put on their big-boy pants and suck it up…’”.
Dove-tailing on this egregiously tone-deaf statement, EPA proceeded to institute “protective” action guides (PAGs) meant to provide levels of acceptable contamination in food and water subsequent to a radiological incident. A radiological incident can include a catastrophic release but also lesser releases from transport accidents, for instance. The limits EPA recommends are hundreds to thousands of times higher for some radionuclides than previously allowed. Exposure could continue at these levels for years, endangering women and children the most. Just like women have been resigned or bullied into silence at Chernobyl and Fukushima, we can expect the same modus operandi here.
UN Human rights instruments offer women and children radiation protection when other national and international agencies fail to
Women and children are more susceptible to radioactivity, therefore any attempt to label women as irrational for fearing radioactivity is ludicrous. The fact is, women and early life stages are not protected by the recommendations of international experts. Women and children have, and will continue to, pay a disproportionate price for the use of nuclear power, it’s routine radioactive releases, and the catastrophes it causes.
Increasing allowable levels of exposure post accident for economic convenience or to tamp down fear is unacceptable. Encouraging women and children to eat contaminated food appears to be in violation of Article 24 of the Convention of the Rights of the Child (CRC), particularly the principle of needed access to “adequate nutritious foods and clean drinking-water, taking into consideration the dangers and risks of environmental pollution”.
Women’s voices should count for more, not less
Women are often the most concerned about social health, and are the first and most vociferous in protecting public health following a nuclear catastrophe. And science shows they should be. Women and children are more vulnerable to radiation’s impacts and the life-stage of pregnancy is uniquely sensitive. They pay the highest price for nuclear power and it releases, so their voices should count for more, both in the energy decisions we currently face and in how we protect those whose lives are upturned by nuclear catastrophes.
