THE TSUNAMI-DRIVEN SEAWATER that engulfed Japan’s Fukushima Daiichi nuclear plant has long since receded. But plant officials are still struggling to cope with another dangerous flood: the enormous amounts of radioactive water the crippled facility generates each day. More than 1 million tons of radiation-laced water is already being kept on-site in an ever-expanding forest of hundreds of hulking steel tanks—and so far, there’s no plan to deal with them.
The earthquake and tsunami that hammered Fukushima on March 11, 2011 triggered meltdowns in three of its six reactors. That left messes of intensely radioactive fuel somewhere loose in the reactor buildings—though no one knows exactly where. What is known, however, is that every day, as much as much as 150 tons of groundwater percolates into the reactors through cracks in their foundations, becoming contaminated with radioactive isotopes in the process.
To keep that water from leaking into the ground or the Pacific, Tepco, the giant utility that owns the plant, pumps it out and runs it through a massive filtering system housed in a building the size of a small aircraft hangar. Inside are arrays of seven-foot tall stainless steel tubes, filled with sand grain-like particles that perform a process called ion exchange. The particles grab on to ions of cesium, strontium, and other dangerous isotopes in the water, making room for them by spitting out sodium. The highly toxic sludge created as a byproduct is stored elsewhere on the site in thousands of sealed canisters.
This technology has improved since the catastrophe. The first filtering systems, installed just weeks after the disaster by California-based Kurion Inc. (which has since been bought by Veolia, a French resource management company), only caught cesium, a strong gamma radiation emitter that makes it the most dangerous of the isotopes in the water. The tubes in those arrays were filled with highly modified grains of naturally occurring volcanic minerals called zeolites. By 2013, the company developed entirely artificial particles—a form of titano silicate—that also grab strontium.
The filters, however, don’t catch tritium, a radioactive isotope of hydrogen. That’s a much trickier task. Cesium and strontium atoms go into solution with the water, like sugar in tea; but tritium can bond with oxygen just like regular hydrogen, rendering the water molecules themselves radioactive. “It’s one thing to separate cesium from water, but how do you separate water from water?” asks John Raymont, Kurion’s founder and now president of Veolia’s nuclear solutions group. The company claims to have developed a system that can do the job, but Tepco has so far balked at the multi-billion dollar cost.
So for now, the tritiated water is pumped into a steadily growing collection of tanks. There are already hundreds of them, and Tepco has to start building a new one every four days.
Tepco has at least reduced the water’s inflow. As much as 400 tons per day was gushing in just a couple of years ago. In an effort to keep the groundwater from getting in, Tepco has built a network of pumps, and in 2016 installed an underground “ice wall”—a $300 million subterranean fence of 30-yard-long rods through which tons of sub-zero brine is pumped, freezing the surrounding earth. JAPAN is lying to the world about nuclear-ravaged Fukushima’s recovery while forcing terrified evacuees to return to their radioactive homes, it is claimed.
More than seven years after the nuclear catastrophe rocked the world, many of the 154,000 people who fled their homes have not returned and towns remain deserted.
Thousands of irradiated wild boars and monkeys roam around while poorly paid and protected decontamination workers scrub homes, schools and shops down ready for people to come home.
Chilling footage of taken inside the evacuated areas of Fukushima City and Köryama lay bare the disaster that unfolded after an earthquake, measuring 9.01 on the Moment Magnitude scale, struck off the coast of Japan on March 11, 2011.
But it was the following 50ft tsunami that damaged reactors at the Fukushima nuclear power plant.
This led to the evacuation of thousands of people from a 12-mile exclusion zone, with roads guarded by roadblocks and officials in protective gear.
Now there is a big campaign is under way to make people return but residents, campaigners and experts believe it not safe.
They accuse the Japanese authorities of wanting to allay public fears over the nuclear power by downplaying the dire consequences of the leak.

But senior nuclear specialist Shaun Burnie, from Greenpeace Japan, said the nuclear nightmare continues.
He said: “They are not telling the whole truth either to the 127 million people of Japan or to the rest of the world – about the radiation risks in the most contaminated areas of Fukushima.
“The nuclear crisis is not over – we are only in year seven of an accident that will continue to threaten public health, and the environment, for decades and well into the next century.
“Attempts by the government and the nuclear industry communicate that it is safe and it’s over are a deliberate deception.”
Most of Japan’s power plants shut in the wake of the Fukushima nuclear disaster.
But in 2015 the Prime Minister announced plans to restart reactors because the economy needed cheap energy and using fossil fuels risked huge carbon emission fines.
Now five of them are back on – and it’s aimed to to have at least 12 in use by 2025.

Mr Burnie said: “If they can create the illusion of the region that that has recovered from the nuclear accident they think it will reduce public opposition.”
But meanwhile the crisis continues at the Fukushima plant.
He said: “The massive Ice Wall built at the nuclear plant to stop contamination of groundwater is a symbol of this failure and deception – this is no Game of Thrones fantasy but the reality of a nuclear disaster that knows no end.”
Today he says “there were areas of Fukushima where radiation levels could give a person’s maximum annual recommended dose within a week.”
He said: “This is of particular concern with regards to poorly paid decontamination workers, thousands of whom have been involved in attempts to decontaminate radiation around people’s homes, along roads and in narrow strips of forest.”
Mr Burnie said the government claims decontamination has been completed in 100 percent of affected areas after a £8bn clean up operation.
But he added: “What they don’t explain is that 70-80 percent of areas such as Namie and Iitate – two of the most contaminated districts – are forested mountain which it is impossible to decontaminate.
“In areas opened in March 2017 for people to return – radiation levels will pose a risk until the middle of the century.
“These areas are still to high in radiation for people to return safely – and is one reason so few people are returning.”
Meanwhile heavy-handed tactics are being used with some fearful residents reporting that they have been warned they won’t receive lifeline compensation cash if they don’t comply.
Dr Keith Baverstock, a radiation health expert who was at the World Health Organization at the time disaster, told Sun Online: “For the past two years the Japanese government has encouraged the evacuees to return to their homes, but relatively few people have taken up this offer, even though there is a threat – it may even now be a fact – that their compensation will cease.”

annual US$2 billion (220 billion yen) until 2021, an unnamed source told
the Japan Times. Half of the money will be used to tackle the radioactive
water buildup at the site of the plant and for removing radioactive fuel
from the fuel pools. A small amount of funds will be used to research ways
of retreating melted fuel from the reactors that got damaged during the
2011 tsunami disaster.
The US$6 billion for the three years is only part of
the total estimated cost for taking Fukushima out of operation. The total
decommissioning tally came in at US$75 billion (8 trillion yen), as
estimated by the specially set up Nuclear Damage Compensation and
Decommissioning Facilitation Corp (NDF).
That’s four times more than the initial estimate of the costs around the NPP’s decommissioning. Now theoperator of Fukushima, Tepco, and the NDF are due to submit their financial plan for the facility to the government for approval by the energy industry
minister. In addition to the US$6 billion allocated for the cleanup, Tepco
will spend another US$1.88 billion (200 billion yen) on preparing to start
extracting the melted fuel from the three damaged reactors. This seems to
be the biggest challenge for the cleanup efforts because of the still high

World Nuclear News 22nd March 2018,Unmanned aerial system technology is being developed to fly into the containment vessels of the damaged reactors at the Fukushima Daiichi nuclear power plant in Japan to assess their condition.
Tokyo Electric Power Company contracted the Southwest Research Institute (SwRI) of the USA
to carry out the work. The greatest challenge in decommissioning the plant will be removing the fuel debris from the three reactors that suffered meltdowns in the March 2011 accident.
However, radiation levels in those reactor buildings remain too high for workers to enter. Therefore remotely
operated equipment, such as robots, is needed to carry out investigations and tasks within those areas. A number of ground- and underwater-based robotic systems have already been sent inside the containment vessels of
units 1, 2 and 3.

Hero rescues pets from Fukushima nuclear wasteland
The 3/11 kitten that wasn’t The “forbidden life” of those caring for abandoned animals in Fukushima, Beyond Nuclear , By Linda Pentz Gunter, 20 March 18 “………. countless animals were indeed abandoned in Japan due to the natural disasters and the forced exile of those living too close to the stricken nuclear plant. Some international rescue groups did go in to try to help, but early on found conditions and access restrictions challenging if not prohibitive.
However, there were also individuals and groups in Japan who were not willing to sit back and watch animals starve. In addition to the rescue operations, a spay-neuter organization began work to prevent the inevitable proliferation of pets who, if they had survived at all, had now become strays. Shelters were eventually built with funds donated by supporters.
But there were some, chronicled in several remarkable films, who either never left, or who quickly returned to Fukushima Prefecture, with one sole purpose in mind: to look after the animals. Their charges soon multiplied and for some, it has become a full-time vocation.
In a 2013 ITN short news segment, we are introduced to 58-year old Keigo Sakamoto, who had already established an animal sanctuary in Nahara, just over 12 miles from the Fukushima plant. He was one who refused the order to evacuate, then found himself completely trapped within the zone, cut off from supplies. He survives on the generosity of individuals and stores outside the zone where he regularly collects discarded food and other supplies essential to keeping his animals — and himself — alive.
Then there are farmers who returned to save their livestock. One such, 53-year old Naoto Matsumura, is featured in the 18-minute Vice documentary, Alone in the Zone. He lives in what was then the ghost town of Tomioka — whose station reopening story we featured last week. But Matsumura could not accept the idea that dogs, cows, goats, ducks and even ostriches should be cast off without a care.
At first he evacuated with his family, fearing all the reactors were going to blow. But when his family faced rejection by relatives who said they were “contaminated”, and the hassle of evacuation shelters became unendurable, he returned home alone. And stayed. “I couldn’t leave the animals behind,” he said. “I am opposed to killing off the animals in the zone.”

The machine is sending data to Safecast, an NGO born after the March 2011 Fukushima nuclear disaster that says it has now built the world’s largest radiation dataset, thanks to the efforts of citizen scientists like Seirinji’s priest Sadamaru Okano.
Like many, Okano lost faith in the government after the nuclear meltdown seven years ago.
“The government didn’t tell us the truth, they didn’t tell us the true measures,” he said.
Okano was in a better position than most to doubt the government line, having developed an amateur interest in nuclear technology 20 years earlier after the Chernobyl disaster. To the bemusement of friends and family, he started measuring local radiation levels in 2007.
“The readings were so high, 50 times higher than natural radiation,” he said of the post-disaster data. “I was amazed. The news told us there was nothing, the administration was telling us there was nothing to worry about.”
That dearth of trustworthy information was the genesis of Safecast, said co-founder Pieter Franken, who was in Tokyo with his family when disaster hit. Franken and friends had the idea of gathering data by attaching Geiger counters to cars and driving around.
“Like how Google does Street View, we could do something for radiation in the same way,” he said. “The only problem was that the system to do that didn’t exist and the only way to solve that problem was to go and build it ourselves. So that’s what we did.”
Within a week, the group had a prototype and got readings that suggested the 20-kilometer exclusion zone declared around the Fukushima plant had no basis in the data, Franken said.
“Evacuees were sent from areas with lower radiation to areas with higher radiation” in some cases, he said.
The zone was eventually redrawn, but for many local residents it was too late to restore trust in the government.
Okano evacuated his mother, wife and son while he stayed with his flock.
A year later, based on his own readings and after decontamination efforts, he brought them back. He learned about Safecast’s efforts and in 2013 installed one of their static counters on his temple.
“I told them: ‘We are measuring the radiation on a daily basis… so if you access the (Safecast) website you can choose (if you think) it’s safe or not’.”
Norio Watanabe has been a Safecast volunteer since 2011. In the days after the disaster evacuees flocked to Koriyama, which was outside the evacuation zone. He assumed his town was safe.
He sent his children away, but stayed behind to look after his mother, a decision he believes may have contributed to his 2015 diagnosis of thyroid cancer.
“As a scientist, I think the chance that it was caused by the Fukushima accident might be 50-50, but in my heart, I think it was likely the cause,” he said.
His thyroid was removed and is now healthy, but Watanabe worries about his students, who he fears “will carry risk with them for the rest of their lives.”
“If there are no people like me who continue to monitor the levels, it will be forgotten.”
Safecast now has around 3,000 devices worldwide and data from 90 countries. Its counters come as a kit that volunteers can buy through third parties and assemble at home.

After the disastrous events of the March 2011 Fukushima-Daiichi nuclear meltdown in Japan, France-based Kurumi Sugita, a retired Japanese social anthropologist, and her American partner, Jon Goman, started a website for the French citizens group, Nos Voisins Lontains, 311(Our Far Away Neighbors 311.) At first published only in French, it is now also published in English and Japanese at Fukushima 311 Voices.
In a particularly revelatory article last October, the pair highlighted the extent to which efforts to “normalize” the devastating consequences of the nuclear disaster are pervasive in Japan.
They detailed how the Mainichi Shimbun ran a story about the reopening of a stretch of railway line that had been closed since the Fukushima accident. The photo that accompanied the piece showed a train in the background. But the foreground of the picture was dominated by row after row of black trash bags filled with radioactive waste. (Shown in headline photo at the top of the article.)
Apparently, the radioactive trash bags photo at the train station caused some public (or possibly corporate) protest. The photo abruptly vanished from the Japanese online version of the paper (but not the English language one), to be replaced by a picture showing cheerfully smiling train personnel and passengers on the station platform.
Rows of such radioactive waste-filled bags now litter that region of Japan, sometimes stretching as far as the eye can see. Watch RT’s extraordinary drone footage of waste bags.
They are a reminder of the impossibility of effective “cleanup” after a radioactive accident. In a desperate attempt to restore confidence among exiled residents, top soil and other debris was scooped up intro trash bags in the name of “cleanup”. However, all this achieves, if the bags are ever “disposed of,” is to move the radiation somewhere else.
The story is one small example — but nevertheless a poignant one — of the extent to which the Japanese public are being subjugated, silenced and even threatened into an acceptance of the widespread radioactive contamination of their country.

Newspaper changes an “annoying” photo
When we are outside of Fukushima, or of Japan, it is difficult for us to realize to what extent it has become difficult to speak of radio-contamination and the risk of exposure.
To illustrate this, we are reporting on the case of a photo replacement in the Mainichi Shimbun. This took place only in the Japanese edition. The original photo seems to have remained in the English edition.
At left is the original picture (used also in the Japanese 1st version) with the caption : “A train leaves Tomioka Station in Tomioka, Fukushima Prefecture, after services on the JR Joban Line were resumed between Tomioka and Tatsuta on Oct. 21, 2017. (Mainichi)”.
As you can see, the picture clearly tries to attract the attention of the readers to the black bags containing contaminated waste. In fact, the Japanese caption mentions also: “In the foreground, a temporary storage site of bags containing decontamination waste”. You can see other pictures here by the same photographer.
Here is the link to the togetter (in Japanese) through which you can see in what kind of language these people protesting against the first picture express themselves. They are pointing out crudely “the malicious intention” of the Mainichi Shimbun to devalue the event and the reconstruction of Fukushima.
First samples of Fukushima plant nuclear fuel debris to be collected in FY 2019 https://mainichi.jp/english/articles/20180316/p2a/00m/0na/018000c (Mainichi Japan) The government and Tokyo Electric Power Co. (TEPCO) are set to extract a small sample of melted nuclear fuel from the bottom of the No. 2 reactor’s containment vessel at the disaster-stricken Fukushima No. 1 nuclear plant as early as fiscal 2019.
The operation will be a test before starting full-scale collection of the fuel, targeted for 2021 or earlier. If development of technologies for debris retrieval shows promise, the operation may be moved up to the end of fiscal 2018. The government and TEPCO hope to ascertain the properties of the melted fuel and use the information for developing collection devices and debris containers.
This will be the first attempt to sample nuclear fuel debris from a reactor. Other materials, including those floating in contaminated water and substances stuck to robot probes, have been extracted from the plant’s reactors before. The No. 1, 2 and 3 reactors at the Fukushima No. 1 plant melted down in the March 2011 nuclear disaster.
The road map for collecting the melted fuel, last revised in September 2017, states that TEPCO would choose a first reactor to tackle by the end of fiscal 2019 and decide on a collection method. The utility would then start the retrieval process in 2021. As deciding on this process requires finalizing ways to contain, transfer and store the debris, the government and utility concluded that they would need to grasp the fuel’s current condition by extracting samples beforehand.
In January this year, a camera and dosimeter were sent into the containment vessel of the No. 2 reactor through an existing passage to find pebble- and clay-like masses at its bottom believed to be melted fuel. A source close to the government says the plan is to remotely guide a robot arm equipped with a camera and dosimeter into the containment vessel through the same passage, and extract a small amount of the suspected fuel debris.
The January probe of the containment vessel revealed radiation around the pebble-like masses measured 8 sieverts per hour — a level potentially lethal to humans after just one hour of exposure. Due to the ultrahigh radiation, the sampled material will be placed in a special radiation-shielded container before being removed from the reactor. After that, the sample will be brought to a Japan Atomic Energy Agency facility in Ibaraki Prefecture for analysis.
A government source told the Mainichi Shimbun that sampling the suspected fuel debris is different from the debris collection specified in the road map, and stressed that extracting samples should be beneficial to determine a method for retrieving the fuel.
Fukushima today is the focus of the nuclear lobby’s most egregious lies. It’s hard to know where to start in examining them.
Let’s start with ionising radiation. This year’s March 11 report, by Shin-ichi Hayama, on the macaque monkeys of Fukushima reveals that they have radioactive cesium in their muscles, and significantly low white and red blood cell counts. They have reduced growth rate and smaller head sizes. These “snow monkeys” are close relatives to humans. Hayama’s 10 year study of the macaque provides a unique examination of the effects of chronic low level radiation affecting generations of monkeys.
New nuclear power for Japan, and nuclear technology as a profitable export? A visitor from another planet might well marvel at these fantasies – noting Fukushima’s radioactive shattered reactors, and ever growing masses of radioactive water – with Japan’s vulnerability to earthquakes.
The social costs continue – the rise in childhood and adolescent thyroid cancer, the worried evacuees, the stigma to Fukushim survivors. The financial costs of it all are unimaginable – and will be exacerbated by many legal cases won against the nuclear industry.
So – how does the global nuclear industry, backed by banks and governments respond?
Why – by deciding to hold the 2020 Olympic Games in Tokyo, and pretending that everything is safe, clean green under control in North Eastern Japan!

Seven years after the Fukushima, Japan nuclear disaster began, forcing evacuations of at least 160,000 people, research has uncovered significant health impacts affecting monkeys living in the area and exposed to the radiological contamination of their habitat.
Shin-ichi Hayama, a wild animal veterinarian, has been studying the Japanese macaque (Macaca fuscata), or snow monkey, since before the Fukushima nuclear disaster. Now, his research has shown that monkeys in Fukushima have significantly low white and red blood cell counts as well as a reduced growth rate for body weight and smaller head sizes.
Hayama, who began his macaque research in 2008, had access to monkeys culled by Fukushima City as a crop protection measure. He continued his work after the Fukushima nuclear explosions. As a result, he is uniquely positioned to discover how low, chronic radiation exposure can affect generations of monkeys.
The macaque is an old world monkey native to Japan, living in the coldest climates of all of the non-human primates. Like humans, macaques enjoy a good soak in the mountain hot springs in the region. It is even said that they have developed a “hot tub culture” and enjoy time at the pools to get warm during winter.
However, snow monkeys and humans share more than a love of hot springs. Human DNA differs from rhesus monkeys, a relative of the snow monkey, by just 7%. While that 7% can mean the difference between building vast cities to living unsheltered and outdoors, for basic processes like reproduction, these differences begin to fade. Consequently, what is happening to the macaques in Fukushima should send a warning about the implications for human health as well, and especially for evacuees now returning to a region that has been far from “cleaned up” to any satisfactory level.
Hayama’s research group has published two studies, each comparing data before and after the nuclear catastrophe began, and also between exposed and unexposed monkey populations. In a 2014 study, researchers compared monkeys from two regions of Japan, one group of monkeys from the Shimokita region, 400 Km north of Fukushima, and a second group of monkeys from contaminated land in Fukushima.
The monkeys in Fukushima had significantly low white and red blood cell counts. Other blood components were also reduced. The more a radioactive isotope called cesium was present in their muscles, the lower the white blood cell count, suggesting that the exposure to radioactive material contributed to the damaging blood changes. These blood levels have not recovered, even through 2017, meaning that this has become a chronic health issue.
Changes in blood are also found in people inhabiting contaminated areas around Chernobyl. Having a diminished number of white blood cells, which fight disease, can lead to a compromised immune system in monkeys as well as people, making both species unable to fight off all manner of disease.
Hayama followed up his 2014 study with another in 2017 examining the differences in monkey fetus growth before and after the disaster. The researchers measured fetuses collected between 2008 and 2016 from Fukushima City, approximately 70 km from the ruined reactors. Comparing the relative growth of 31 fetuses conceived prior to the disaster and 31 fetuses conceived after the disaster revealed that body weight growth rate and head size were significantly lower in fetuses conceived after the disaster. Yet, there was no significant difference in maternal nutrition, meaning that radiation could be responsible.
Smaller head size indicates that the fetal brain was developmentally retarded although researchers could not identify which part was affected. The mothers’ muscles still contained radioactive cesium as in the 2014 study, although the levels had decreased. These mothers had conceived after the initial disaster began, meaning that their fetuses’ health reflects a continuing exposure from environmental contamination. This study mirrors human studies around Chernobyl that show similar impacts as well as research from atomic bomb survivors. Studies of birds in Chernobyl contaminated areas show that they have smaller brains.
Although Hayama has approached radiation experts to aid with his research, he claims they have rejected it, saying they don’t have resources or time, preferring to focus on humans. But humans can remove themselves from contaminated areas, and many have chosen to stay away despite government policies encouraging return. Tragically, monkeys don’t know to leave, and relocating them is not under discussion, making study of radiation’s impact on their health vital to inform radiation research on humans, the environment, and any resettlement plans the government of Japan may have.
Hayama presented his work most recently as part of the University of Chicago’scommemoration of the 75th Anniversary of the first man-made controlled nuclear chain reaction. His work follows a long, important, and growing line of research demonstrating that radiation can not only damage in the obvious ways we have been told, but in subtle, yet destructive ways that were unexpected before. Clearing the Radioactive Rubble Heap That Was Fukushima Daiichi, 7 Years On
The water is tainted, the wreckage is dangerous, and disposing of it will be a prolonged, complex and costly process, Scientific American, By Tim Hornyak on March 9, 2018 Seven years after one of the largest earthquakes on record unleashed a massive tsunami and triggered a meltdown at Japan’s Fukushima Daiichi nuclear power plant, officials say they are at last getting a handle on the mammoth task of cleaning the site before it is ultimately dismantled. But the process is still expected to be a long, expensive slog, requiring as-yet untried feats of engineering—and not all the details have yet been worked out………
In the years since the disaster and the immediate effort to stanch the release of radioactive material, officials have been working out how to decontaminate the site without unleashing more radiation into the environment. It will take a complex engineering effort to deal with thousands of fuel rods, along with the mangled debris of the reactors and the water used to cool them. Despite setbacks, that effort is now moving forward in earnest, officials say. “We are still conducting studies on the location of the molten fuel, but despite this we have made the judgment that the units are stable,” says Naohiro Masuda, TEPCO’s chief decommissioning officer for Daiichi.
Completely cleaning up and taking apart the plant could take a generation or more, and comes with a hefty price tag. In 2016 the government increased its cost estimate to about $75.7 billion, part of the overall Fukushima disaster price tag of $202.5 billion. The Japan Center for Economic Research, a private think tank, said the cleanup costs could mount to some $470 billion to $660 billion, however. ……….
The considerable time and expense are due to the cleanup being a veritable hydra that involves unprecedented engineering. TEPCO and its many contractors will be focusing on several battlefronts.
WATERWORKS
Water is being deliberately circulated through each reactor every day to cool the fuel within—but the plant lies on a slope, and water from precipitation keeps flowing into the buildings as well. Workers built an elaborate scrubbing system that removes cesium, strontium and dozens of other radioactive particles from the water; some of it is recirculated into the reactors, and some goes into row upon row of giant tanks at the site. There’s about one million tons of water kept in 1,000 tanks and the volume grows by 100 tons a day, down from 400 tons four years ago……….
FUEL MOP-UP
A second major issue at Fukushima is how to handle the fuel¾the melted uranium cores as well as spent and unused fuel rods stored at the reactors. Using robotic probes and 3-D imaging with muons (a type of subatomic particle), workers have found pebbly deposits and debris at various areas inside the primary containment vessels in the three of the plant’s reactor units. These highly radioactive remains are thought to be melted fuel as well as supporting structures. TEPCO has not yet worked out how it can remove the remains, but it wants to start the job in 2021. There are few precedents for the task………
Shaun Burnie, senior nuclear specialist with Greenpeace Germany, doubts the ambitious cleanup effort can be completed in the time cited, and questions whether the radioactivity can be completely contained. Until TEPCO can verify the conditions of the molten fuel, he says, “there can be no confirmation of what impact and damage the material has had” on the various components of the reactors—and therefore how radiation might leak into the environment in the future.
Although the utility managed to safely remove all 1,533 fuel bundles from the plant’s unit No. 4 reactor by December 2014, it still has to do the same for the hundreds of rods stored at the other three units. This involves clearing rubble, installing shields, dismantling the building roofs, and setting up platforms and special rooftop equipment to remove the rods. Last month a 55-ton dome roof was installed on unit No. 3 to facilitate the safe removal of the 533 fuel bundles that remain in a storage pool there. Whereas removal should begin at No. 3 sometime before April 2019, the fuel at units No. 1 and 2 will not be ready for transfer before 2023, according to TEPCO. And just where all the fuel and other radioactive solid debris on the site will be stored or disposed of long-term has yet to be decided; last month the site’s ninth solid waste storage building, with a capacity of about 61,000 cubic meters, went into operation.
This month marks the seventh anniversary of the triple disaster that hit the east coast of Japan on March 11, 2011, when a 9.1 magnitude quake and tsunami led to a meltdown at the Fukushima Daiichi Nuclear Power Plant. Almost 16,000 people were declared dead.
While the nuclear disaster is becoming a distant memory for most Japanese, for some others it is their everyday reality. Nuclear refugees and evacuees face discrimination, separation from loved ones, and in some cases, they are even forced to return to the former evacuation zone.
The government, worried about people getting exposed to radiation, declared a 20-km evacuation zone around the plant and uprooted close to 165,000 people. As of today, there are still 50,000 people who haven’t returned to Fukushima.
Keiko Owada, 66, is one of them. When I meet her in Tokyo, she refers to the Japanese capital as her home for the past seven years. That will soon change due to the government’s decision to withdraw her free housing subsidies.
Because decontamination work has made progress and food declared safe from radiation, it has been deemed safe to return to most villages within the evacuation zone. The same goes for Owada’s village Naraha, where the evacuation order was lifted two years ago.
Owada is not excited about the prospect of returning to Naraha. “Would I continue to get financial support for my apartment here in Tokyo, I would have stayed here, yes. I’ll tell you why: there is no hospital in Naraha, only a small hospital for first aid. There is no supermarket, only a small convenience store. And the reason is simple: only a few people have returned.”
Life as an evacuee hasn’t always been easy, Owada explains. “It wasn’t like people were treating me any different, but my neighbors never greeted me. I think it’s because of the compensation I received and the free housing. They knew I was from Fukushima, that’s why.”
According to Owada, some of the other evacuees in Tokyo she knows have faced harsher treatment. “I know of others whose cars were damaged on purpose because they had a Fukushima license plate. That’s why I never parked my car in the middle of the parking lot, but always in a corner, so no one could see it.”
If anything, Owada’s story illustrates how many evacuees continued to live in fear. Displaced from their homes, dropped in a new community—the disaster is anything but over for them.
As an evacuee in Tokyo, Owada went back to Fukushima on numerous occasions. She can still recall her first time back in June 2011. The town of Naraha was still a no-go-area, and she and her family only had one hour to visit. “We wore protective clothes against radiation, with only a small plastic bag for gathering some personal belongings. We had too little time, and the bag was too little for our entire family. But I can remember the smell—[there were] rats everywhere and small animals’ feces.”
Of course, there are things she misses about her old town, like growing vegetables and fruits on her land. But it doesn’t take away the concerns she has about the dangers of radiation exposure, despite the government’s reassurance that it is safe to live there.
“Even though the streets and houses are decontaminated, they didn’t even touch with mountains and forests. Radiation hasn’t been cleaned everywhere. My house is right next to the mountains, so my house might get contaminated.”
Akiko Kamata, 66, still remembers how she was surprised by the alarm warning for a tsunami in her village of Odaka. When I meet her at a Tokyo café, she recalls how she sheltered in Fukushima the first few weeks after the disaster. “I still remember taking my first bath after 10 days, it felt so good.”
When Kamata got in touch with relatives living in other parts of Japan, she was shocked to hear one sister-in-law’s initial response. “After the disaster, I wanted to flee to Chiba [a prefecture next to Tokyo], my sister-in-law picked up the telephone and told me I didn’t have to come to their house. ‘You’re contaminated,’ she told me.”
Eventually she did manage to find a place in Chiba, the region she grew up in as a child. “People were nice to us in Chiba. But still I noticed some skepticism. After I asked the regional authorities for financial support their answer was, ‘No, people in Chiba are victims of the earthquake as well.’”
Kamata did receive a one-off compensation payment from TEPCO: 7 million yen per person, or just over $65,600. Her husband received a similar amount.
Although Kamata is thankful for the financial support, they have not been compensated for the loss of income from their family business in Odaka. “I’m thinking about calling in the help of an organization that specializes evacuees with these type of claims,” she says.
Kamata has decided not to return to Odaka. Her husband’s illness (he suffers from a nerve disease that makes him reliant on Kamata’s support) got worse during the evacuation. She fears that it might worsen if they move back to Fukushima.
As Kamata remembers what life was like back in Fukushima, she uses a handkerchief to wipe a tear from her cheek. She barely speaks to her friends anymore.
“The disaster divided our communities, both physically as well as mentally. People got separated. One friend of mine in Chiba is thinking about divorcing her husband. He wants her to come back to Fukushima, but she doesn’t want this. One reason is exposure to radiation, but there are more reasons, such as her child’s school and the fact that they’ve gotten used to life in Tokyo.”
There is one more story she would like to share, Kamata says while crying. “One friend of mine is a farmer in Odaka. She had 10 cows. They evacuated to Chiba just like me and couldn’t go back to Fukushima to feed the cows. Once they could return for the first time to check on the animals, only three of them were still alive. The others died from starvation, and they were all looking at the same direction—the road the farmers would come from to feed them.”
How long will treated water be stored at Fukushima nuclear plant?Japan News, March 09, 2018, The Yomiuri ShimbunSteadily progressing with the decommissioning of the reactors at Tokyo Electric Power Company Holdings, Inc.’s Fukushima No. 1 nuclear power plant will accelerate Fukushima Prefecture’s recovery. TEPCO must make safety the top priority when doing this work.
According to a schedule drawn up by the government and TEPCO, fuel from reactor No. 3’s spent nuclear fuel pool is slated to be removed in fiscal 2018. Equipment necessary for this work is already in place.
The large volume of nuclear fuel should not be kept inside the heavily damaged reactor. It is vital to reduce the risks posed by this fuel.
The schedule stipulates that the method for removing molten nuclear fuel from Nos. 1, 2 and 3 reactors — which suffered meltdowns — will be decided in fiscal 2019. To accomplish this, it also will be necessary to more precisely gauge the extent of the damage to the nuclear reactors and the levels of radioactive contamination.
In January, a camera sent in from the side of reactor No. 2 captured images of sediment that appears to be melted fuel at the bottom of the reactor. Moving forward, it is essential to retrieve some of this fuel to confirm its exact condition. …….
the “frozen soil wall” — constructed at a cost of ¥34.5 billion from government coffers — has had some effect in preventing water from seeping into the buildings. The underground wall freezes soil in a perimeter around the building and prevents groundwater from flowing through. The volume of contaminated water generated has declined from about 500 tons per day to about 150 tons. ……..
The frozen soil wall was expected to be a trump card for reducing the volume of contaminated water. While it cannot be counted on to be quite so effective, the government’s Committee on Countermeasures for Contaminated Water Treatment, a panel of experts, on Wednesday positively assessed the overall effort, saying, “A groundwater management system has been constructed.” It is vital to have multiple measures in place to prevent water contamination.
Yet challenges still abound. The committee pointed to the difficulties in dealing with heavy rain at the nuclear plant. Rainfall causes the volume of contaminated water to surge. Efforts to prevent rain from entering through damaged sections of the buildings and through drains must be sped up.
Contaminated water at the plant is treated and all radioactive materials, except tritium, are removed. What to do with this treated water also is a knotty problem. At other nuclear power facilities, treated water is released into the sea in accordance with discharge standards. About 850,000 tons of such water is being stored in tanks on the Fukushima nuclear plant grounds.
At some point, there will be no more room for new tanks. Nuclear Regulation Authority Chairman Toyoshi Fuketa has repeatedly said, “There is no option but to dilute the water and release it into the sea.” The government and TEPCO should not put off making a decision.
They will also need to take steps to thoroughly prevent harmful rumors from spreading, such as by ensuring that the safety of this process is widely known. http://the-japan-news.com/news/article/0004293218
On the seventh anniversary of the 2011 earthquake, tsunami and Fukushima nuclear accident, our thoughts and deepest sympathies continue to be with the people of Japan.
Every one of the tens of thousands evacuees from the 2011 Fukushima Daiichi triple reactor meltdown has a story to tell.
In our latest radiation survey we had the privilege to hear the experience of Mrs Mizue Kanno. As we entered the exclusion zone of Namie, Ms Kanno told us of the events seven years ago that were to change her life, her family and those of thousands of others.
Mrs Kanno was a social worker in Futaba less than 10 km from the nuclear plant. Eventually she made her way home after the devastating earthquake, and over the next few days thousands of people were evacuated to her home district of Tsushima. Families moved into her home. But soon they were warned by men in gas masks and protective clothing to get out immediately. The radioactive fallout from the nuclear plant, about 32 km away, had deposited high levels of contamination in this mountainous area of Namie.
Mrs Kanno now lives in western Japan, many hundreds of kilometres from her home in Fukushima. While she is a victim of nuclear power, she isn’t passive observer – instead she’s a female activist determined to tell her story. She campaigns across the Kansai region against nuclear power and for renewable energy.
Like thousands of other evacuees, she has joined lawsuits filed against the Tokyo Electric Power Company (TEPCO), and the Japanese government. Already found guiltyin multiple court proceedings of being criminally negligent in failing to take measures to prevent the meltdown, TEPCO and the government can expect many more rulings against them.
Because of the support of Mrs Kanno and her friends and neighbours, Greenpeace has been able to conduct a wide ranging survey inside the exclusion zone of Namie, published in our report, Reflecting in Fukushima.
While our survey report is filled with microsieverts and millisieverts, it’s far more about the lives and the land of Mrs Kanno her family, friends and neighbours.
Measuring thousands of points around homes, forests and farmland, it’s clear that this is an area that should not be opened to the public for many decades. Yet the government opened a main artery, route 114, while we were working in Namie.
One consequence is that people are stopping off and visiting areas high in radiation. At one house, radiation hot spots were over 11 microsieverts per hour (μSv/h) at one meter, and 137μSv/hat 10 centimetres. These levels are thousands of times the background level before the nuclear accident, and mean you’d reach your recommended maximum annual exposure in six days.
Yet, two people were working 10 meters away from the hot spot with no dosimeters or protective clothing. Mrs Kanno and our radiation specialists explained the levels of contamination and why it was necessary to take precautions.
In one zone in Obori, we measured radiation that would expose a decontamination worker to the 1 mSv/y limit in just 10 working days. The whole area is contaminated to varying high levels that will remain a threat into next century. How could the government be thinking of opening this area as early as 2023? More importantly, why?
It’s actually simple and wholly cynical. The Japanese government is desperate to restart nuclear reactors. Today only three are operating. Having areas of Japan closed to human habitation because of radioactive contamination is a very major obstacle to the government’s ambitions to operate 30-35 nuclear reactors. It’s a constant reminder to the people of Japan of the risks and consequences of nuclear power.
Yet, there are signs of positive change. Last month a panel of experts established by the Foreign Minister called for a mass scaling up of renewables, and warned of the risks from depending on coal plants and nuclear power. The voices of Mrs Kanno, the other thousands of Fukushima evacuees and the majority of people in Japan, and their demand for a different energy future, will be heard.
Throughout our time in Namie, as we visited the highly contaminated area of Obori and Tsushima – quiet, remote areas of natural beauty – Mrs Kanno told us about the life and traditions of families who for generations had supported themselves by farming. Now all of them are displaced and scattered across Japan. Yet the government is failing to even acknowledge their rights under domestic and international human rights law.
This week, we will be traveling to Geneva with mothers who are evacuees from Fukushima to the United Nations Human Rights Council session on Japan. The Japanese government has been under pressure to stop its violations of the human rights of Fukushima evacuees. Last week it accepted all recommendations at the UN to respect the human rights of Fukushima citizens. This included the German government recommendation to restore to a maximum annual public exposure of 1 mSv. This global safety standard has been abandoned by the Abe government.
The government’s decision is important, but now they need to be implemented if they are genuine in their commitments to the United Nations. On the 16 March this year, Mrs Kanno and other evacuees and their lawyers will attend the Tokyo high court for a ruling on Fukushima against TEPCO and the Government. One of the evacuee mothers, Akiko Morimatsu, together with Greenpeace, on the same day will speak at the United Nations to challenge the Japanese government to now fully apply the UN recommendations.
While we will be thousands of kilometers apart, we will be with Mrs Kanno on her day in court in Tokyo and she will be with us in Geneva. The Fukushima nuclear disaster has shattered lives but it has also brought us together determined to prevent such a terrible event from ever happening again and to transition Japan to a secure and safe energy future based on renewables.
