MILAN/PARIS, Dec 4 (Reuters) – French power group EDF received a new blow on Tuesday when Italy’s biggest utility Enel announced its has pulled out from a project to build a next-generation nuclear reactor in northern France.

The French state-owned utility said earlier this week stricter regulation in the wake of Japan‘s Fukushima disaster has forced it to revise up theconstruction cost of its European Pressurized Reactor built in Flamanville, northern France, to 8.5 billion euros ($11.12 billion).

In 2005, EDF estimated the reactor’s cost at 3.3 billion euros.

Enel said in a statement its decision reflected the uncertain timeframe for other nuclear investments in France and a sharp drop in power demand.

A spokeswoman for EDF said Enel would receive about 700 million euros, including interest, to cover expenses the Italian group had already paid in relation to its 12.5 percent stake in the Flamanville 3 project.

Shares in EDF were the biggest losers on France’s CAC 40 index of French blue chips, closing down 2.3 percent, before Enel’s announcement.

Japan’s greenhouse gas emissions rose just 3.9% on Nuclear Shutdowns in last year

Please read the articles below. The Bloomberg article says that they need nuclear to meet the targets and the Point Carbon article says they will meet it anyway!

And Japan needs to follow Germany for further cuts. (In my opinion – Arclight)

Japan’s greenhouse gas emissions for the year ended March 31 rose 3.9 percent from the prior year on the increased use of fossil fuels in power plants after the Fukushima nuclear disaster shut all but two atomic reactors.

Excluding so-called carbon credits that can be used to offset greenhouse gas output, emissions increased to 1.307 billion metric tons in the 12 months or 3.6 percent higher than 1990 levels, according to Ministry of the Environment figures released today.

Under the Kyoto Protocol targets set in 1997, Japan committed to cut greenhouse gases by 6 percent from 1990 in the term from 2008 to 2012 when the first Protocol target period expires. Japan’s announcement today came as talks among envoys from more than 190 nations in Doha, Qatar, to negotiate cuts in greenhouse gas emissions seemed headed for a stalemate.

The ministry said that taking into account the absorption of carbon dioxide by forests and credits earned for offsets outside the country, Japan cut emissions in 2008 through 2011 by an average 9.2 percent.

South Korea uncovers new fake documents at nuclear plants -The Star

Officials in Asia’s fourth-largest economy have said they may have to resort to rolling blackouts as the grid will have less than a third of normal reserve capacity.

SEOUL (Reuters) – South Korean officials said on Wednesday they had uncovered new instances of fake certificates being supplied for parts operating in nuclear power plants, but a source indicated that the revelations would cause no further reactor shutdowns.

Authorities shut two of the country’s 23 reactors last month after a nuclear safety commission found fake certificates supplied by eight firms. With nuclear power providing a third of electricity, that raised the prospect of winter shortages.

A third reactor was subjected to extended maintenance after microscopic cracks were found in tunnels that control fuel rods. The commission subsequently found nearly 1,000 more parts had been supplied with fake certificates by two other firms, but said remaining reactors would stay in operation.

In the latest revelations, the Board of Audit and Inspection said two unidentified firms had forged a combined 87 documents affecting parts.

It gave no further details, but a source at Korea Hydro and Nuclear Power said the documents related to parts not directly linked to the nuclear process, including pumps and cylinder heads for diesel engines. The documents served as guarantees for the quality of raw materials used to make the parts.

R.I.P. Patti Redd – Depleted uranium poisoning

When will Americans stop, listen, and rebel against this evil?   Will we have to take it to the streets?   Is that what it will take?  I used to be proud to be an American. Today I am ashamed.

Our doctors tell us that we will most likely die of some type of cancer as a result of the uranium and tungsten poisoning that is just eating away at our organs.

What does it take for this to stop?  Or, will it ever?   This isn’t an “oops.” It’s a crime.

Thank you for trying to make a difference. We only hope that your message will get through. Take this bull by the horns and do it. You have an audience and a lot of guts.

I have just learned that Patti Redd, the author of these words and subject of this story, has passed away.  Patti had written to me about how she and her husband’s health had suffered as a result of uranium and tungsten poisoning.  She wanted others to understand the dangers of exposure.  Patti and Richard Redd had worked for a company that disposed of contaminated military hardware by dumping it in the Pacific Ocean.  The following is my posting of our most recent correspondence.

About a year ago, an American woman who had worked as a civilian contractor for the U.S. military wrote to me about the severe health effects of being poisoned by uranium and tungsten contaminated hardware sent to U.S. territories in the Pacific Ocean for disposal in the ocean.  As a civilian contractor, Patti Redd is able to talk about how she and her husband have suffered, something U.S. military personnel are not able to do.  Patti’s emails to me describe the hellish suffering that thousands of Americans have gone through as a consequence of being poisoned by the military’s use of depleted uranium munitions.  Her comments have been copied below for the benefit of the public.

After reading this: http://www.bollyn.com/dustin-brim-how-du-kills-us-soldiers  – the light began to dawn in my heart and head.  My husband and I were in charge of rolling stock coming onto the Kwajalein Atoll 13 years ago that had been bought very cheap by the Army for either depo or re-furb from the Gulf War to use on the atolls in the Marshall Islands.  We were employees of R……n (company name removed on request for fear of retribution) – and as civilian contractors, we were thrilled to have a jobs in the Pacific — on off-days we scuba dived and enjoyed the various islands in the region.

Our jobs were – I was the custodian of all rolling stock in the region and my husband was the equipment inspector.

At work we were more exposed (my husband Richard, in particular) to this uranium and tungsten-poisoned pieces of junk left over from the Gulf War than any other employees.  The Army managed a quick and clever move with much of the equipment that was poisoning over there – – they simply put it on ships and shipped it to out of the way bases away from CONUS for either destruction, which means we just threw it in the ocean around the Marshall Islands or our mechanics worked on the equipment to make it usable for contractors and military personnel at these bases.

No notice of the dangers.  No protection in any way.  No nothing.  We were poisoned.

Seven more years for Hinkley and Hunterston B -WNNews

UK nucelar utility EDF Energy is to extend by seven years the life of four of its Advanced Gas-cooled Reactors – two each at Hinkley Point B and Hunterston B.

Both plants had been expected to shut down in 2016. Today’s announcement should see operations continue until at least 2023 – good news for the more than 1500 employees and contractors employed at the plants. It should also reassure UK policy makers worried about the possibility of a looming supply gap facing the country as AGRs approach the end of originally anticipated lifespans, and coal-fired power plants close down to meet EU air quality rules.

The UK Office for Nuclear Regulation (ONR) does not set fixed licence periods for nuclear plants; rather they can continue to operate as long as they are deemed safe and pass periodic safety reviews. According to a spokesman, the ONR is “broadly content” with EDF’s proposal to manage aging at the plants and the next periodic safety reviews for both stations is scheduled for 2015.

EDF Energy CEO Vincent de Rivaz noted that each year EDF Energy invests some £300 million ($483 million) in parts and for its nuclear fleet while a further £350 million (564 million) is spent on plant operations – with over 90% of total spend remaining inside the UK. This fleet comprises the UK’s 14 remaining AGRs as well as a single 1188 MWe pressurised water reactor at Sizewell B. The two units at Hunterston B have a combined output of 890 MWe while those at Hinkley Point B are rated at 870 MWe.

Mr. Kobayashi, more than a year after the Fukushima disaster during the Tokyo demonstrations when hundreds of thousands of people were on the streets. Did this change something in your country?

If you mean by government and industry: no. The Government, with responsibility for the consequences of Fukushima, Ministry of Industry, the power plant operators and TEPCO are still working together closely, as they did formerly. They make a pact. It is with us long in Japan tradition that make large corporations, politicians and state officials common cause to protect their interests. For this they are willing to stop at nothing. The effects of the disaster will be covered up .

How does that work?

Initially, the government held to the internationally accepted limit of one millisievert of radiation per year, which a person can be exposed. After the disaster hit the triple pact agreed to increase the limit, so that nobody can make a compensation. So you have set up the limit arbitrarily to ten millisieverts/year. It is safe, it said. After a few months, it was found that this limit was exceeded. Because even in Tokyo there is radioactive contamination. The measurements also show a citizens’ initiative in a park that is close to my apartment. The measured values ​​of these stress hotspots are staggering. And around Fukushima would require many more areas to be cleared. But that would cause compensation costs so again.

They have screwed up the limit so again?

The government could not afford to work at this, they would lose face if they did. They took a different route: a doctor and professor at the Medical College of Nagasaki was made in Fukushima as Vice Chief of the medical faculty at the University. (Prof S Yamashita) In return, he will represent the official government line. And he does it well: when he says that every year up to 100 millisieverts/year threatens no health risk. How can a physician do that?

You need to know: medical radiation research is not studied in Japan. The Americans have after the dropping of two atomic bombs stopped after the war as an occupying power. Research on the radiation sickness was even banned by law – initially only for seven years. After that was a perpetual vow of silence and the consensus: There is no science on radiation sickness in Japan. So the doctors are corrupted. And that has continued into the present.

Can one treat radiation sickness in Japan at all?

There are hardly any specialists in that area. That is the long-range effect of the American prohibition. It was 1945, so yes, Japan to gain a military foothold and partner in the Cold War. This included the deployment of nuclear weapons. By the dropping of atomic bombs, the United States had of course made many enemies in Japan. The peaceful use of nuclear fission should serve to make the Japanese view more balanced. This explains why more than 50 nuclear reactors could be built in a country that has seen two nuclear bombs drops…   Yes, these power plants are also highly political objects. They serve the military alliance between the U.S. and Japan. Only then this excessive expansion of nuclear power in Japan will ever be understood.

And the doctors were convinced?

The Government has equipped them with all sorts of privileges after the war. These include some tax advantages. Also dizziness and tricks when expenses are condoned. Tests do not exist. All this is an open secret in Japan.

Specialists from around the world and also many from Germany have come to Fukushima. The German doctors and American colleagues have lamented the populations plight and were horrified when they measured values ​​and found that: people may not live here any more.

72 microsieverts/hour spike -Cattenom France, during emergency response exercise -Not noticed?

I was measuring the radiation in the air in London and tonight i got a 0.19 mcSv/h or about 73 cpm average over a one hour count. Recently, the air quality has been around 0.10 mcSv/h or about 36 cpm.

i checked the Eurdep mapping for radiation spikes and found that Cattenom in the north east of france to have switch offs to hide the levels but also i found a 72 mcSv/h spike and in Germany a high level of beta too.

i have posted my findings for posterity. there are no warnings of why this level of release or contamination is present. It is reaching London in the UK via the north sea via denmark, most likely.

Interestingly there is an ongoing exercise for a radiological disaster response.. wonder if they know they are sucking up large amounts of radon and its daughters?? the Eurdep map is designed for the emergency services and they havent mentioned a 72 microsievert spike?? the full article is posted below the maps and graph evidence below.

My gieger counter is an Inspecter Alert and new.. The levels in the second hour seemed to have dropped a bit but there are small clouds of radioactive particles and gases obviously in the air in europe. Definately in the UK..

“Luxembourg is to participate in a disaster exercise to test emergency responses in the event of a crisis at the neighbouring French nuclear power plant in Cattenom. The Grand Duchy is joining forces with local authorities in Saarland, Rhineland-Palatinate, Lorraine and Belgium to participate in the second phase of tests on December 5 and 6. The exercise, which involves teams from the emergency and civil protection, is designed as a “dummy run” in the event of a disaster at the plant, which may put lives at risk.”

REPORT: Anonymous Hacks Top Nuclear Watchdog Again To Force Investigation Of Israel

It appears the hacking collective Anonymous has compromised the internal computer systems of the world’s top nuclear watchdog for the second time in two weeks, Adam Kredo of The Washington Free Beacon reports.

The hackers claim to have seized “highly sensitive” nuclear data and satellite imagery from the International Atomic Energy Agency (IAEA) and threaten to published the confidential information if the IAEA does not investigate Israel’s unofficially acknowledged nuclear program.

The group, called Parastoo (Farsi for bird), declared that it obtained documents from the IAEA’s internal “nuclear data section” – including ” Confidential ‘SafeGuard’ Documents, Satellite Images, Official letters, [and] Presentations” – and published a couple of satellite images, screenshots of the IAEA’s internal system, an internal IAEA letter as well as the names and emails of IAEA judges and  IAEA auditors.

“IAEA cannot just keep us away by turning off their Servers (either old or new ones!),” the group said in a statement, which also lists parts of the IAEA system it says is under its control. “There are plenty more of where this information came from but we guarantee that these information will stay in a very safe place with us. This information only released to open eyes of IAEA and independent media to real threat of world peace, Israel.”

Recently, the congress and the Obama administration has approved what could be up to $225 million in federal funding for a new generation of reactor design called Small Modular Reactors.  I am working on a blog post on this particular topic and in doing research on it, i have come across a report which is worth it’s own blog post.

Nuclear Power: Still not viable without subsidies is a 146 page report that you can download.  But let me save most of you the work by giving you this key disturbing statistic which comes up in the first few pages of this pretty accessible document.

Between 1960 and 2009 the total subsidy for nuclear power plants in the US works out to US$ 0.072/kwh which is 140% of the wholesale cost of electricity during that period.

In other words, the amount of money the government has paid for these reactors to exist and operate exceeds significantly the value of the electricity they produced.

Put even more simply, from an economics perspective we would be way ahead if we had never build these reactors at all.  The money was wasted.

The author  of this 2011 report for the Union of Concerned Scientists is Doug Koplow.  He has been working on energy subsides for 20 years and has an MBA from Harvard.

1st December marks ‘Prisoners for Peace’ day. For more than 50 years, War Resisters’ International has used this opportunity to make known the names and stories of those imprisoned for their actions for peace. Some are conscientious objectors, detained for their refusal to join the military. Others have taken nonviolent direct actions to disrupt preparations for war.

This day is also a chance for you to demonstrate your support. We invite you to put aside some time on December 1st, andsend cards that express your solidarity. You might want to gather a group of friends and write together.

Sergeiy Sandler, a conscientious objector in Israel, was imprisoned for this refusal to undertake military service.

“As one who once was on WRI’s Prisoner for Peace list, I can testify to the importance of the scores of support messages I received from people all over the world. They lifted my spirit when I was behind bars”, he said.

One person you could contact is Lee Young-chan, who is detained in South Korea. Lee Young-chan is a Jesuit Priest and campaigner against the construction of a naval base on the Island of Jeju. He was arrested on October 24 on charges of obstruction of business, whilst protesting against the arrest of another peace activist, and remains in custody.

Or, you could write to is Kimberly Rivera, a conscientious objector in the USA. Kimberly served with the US Army in Iraq before developing a conscientious objection. She went absent without leave between deployments in 2007, travelling to Canada with her husband and children, where they claimed refugee status. This was refused, and she returned to the U.S. on 20th September 2012. She she was immediately taken into military custody, where she remains.

Kim has four children. She is likely to be court-martialled for desertion and jailed for between two to five years.

In writing your cards, think about what you would like to receive if you were in prison – maybe include photos, or drawing, telling them about your life, and what you are doing to stop war. Include your name and address, but don’t expect a reply – this may not be possible.

Akiko talks of the children of fukushima being allowed to have 20 millisieverts/year and draws attention to the protest movement. This allowance was for children in the school.

The parents of the children were angry and protested.

On the 23 may 2011. Hundreds of parents surrounded the MEXT government offices demanding a lowering of this limit.They had more than 50 thousands of signatures to deliver.

The diet conceded and rolled back the limit to 1 millisievert/year. Though this target has not been met.

European doses are 1 milisieverts/year and nuclear workers are allowed 5 millisieverts/year.. the Japanese levels were shown to be too high.

Looking at the contamination evacuation levels in  the Chernobyl disaster zone, 5 millisieverts/year was the mandatory evacuation level with 1 millisievert/year being a “right of resettlement” level as well.

Some small areas have been designated evacuation areas but the way the Japanese government assessed the terrain left many still in contaminated areas exceeding the 20 millisievert/year dose allowance. Residents of theses contaminated areas are not going to get compensation. Children have been returning to these areas.

Concerning the worst hit mandatory evacuation area there are 100,000 people affected. Their compensation comes to 1,250 dollars US a month with no payments given to anyone outside the most stricken area. by December 2011, the effect of the protests the area was expanded

The larger expanded compensation scheme area received a one of payment of about 1,000 US dollars with about 5000 US  dollars per child. The costs of the childrens and mothers voluntary evacuation soon used this payment up and forced mothers and children to return to these areas.

There were many children also voluntarily evacuated from areas outside of the evacuation zone. The cost being carried by the parents.

The issue of excluding “hot spot” contamination from the official measured average is mentioned and some footage from the presented footage from Fukushima shows very high levels above the governments measured levels. These hot spots are found all over the non-evacuation zone as well.

FOE and other NGO`s are demanding a re-think of the compensation scheme and an expansion of the evacuation area to reflect actual contamination and not a line drawn on a map using inaccurate data.

The pressure on families concerning financial ties to their home and the health of their children is a constant strain that threatens to break up families.

The residents demands to the Japanese diet and local officials are;

  • Repeal the 20 millisievert/year standard
  • A special limit is required for children and pregnant women as has been negotiated in the city of Minamisouma the demands are for this to be taken up also in the city of Fukushima city
  • A temporary evacuation of children and pregnant women during the decontamination process
  • No single small spots for recommended evacuation, but zones covering larger areas of hot spots
  • Compensation for evacuees matching the compensation of those remaining

The centre of Fukushima city was highly contaminated and the eastern part of the city has many hot spots of contamination.

The  Watari district near eastern part of Fukushima city has 16,000 residents and many children have been there throughout the disaster. The Government has denied this area to be an evacuation zone.

U.S. asks India to consult IAEA on liability law

To enter the international mainstream civil nuclear commerce, a top United States official said India should consult the International Atomic Energy Agency (IAEA) on its nuclear liability law as a means to ensure the objective.

“While we understand that India’s law is currently being examined by the courts, we believe that consultations with the IAEA would be useful as a means to ensure that the liability law accomplishes our shared objective of moving India into the international mainstream of civil nuclear commerce,” Principal Deputy Assistant Secretary of State for South and Central Asian Affairs Geoffrey Pyatt has said. In his remarks to the Pillsbury NEI Nuclear Export Controls Seminar in Washington, Mr. Pyatt identified the nuclear liability law as a major challenge in implementing the “historic” India-U.S. civilian nuclear deal. A copy of his remarks was released by the State Department on Friday. “India’s nuclear liability law is not in line with the international nuclear liability principles reflected in the Convention on Supplementary Compensation for Nuclear Damage,” he said.

San Onofre nuclear power plant and the Monks

I live less than 5 miles from San Onofre Nuclear Generating Station (SONGS) here on the coast in Orange County. The plant has been shut down since January when workers discovered a small radioactive leak. Southern California Edison, which owns 78% of San Onofre, and the Nuclear Regulatory Commission assured us it was a tiny leak that was perfectly harmless. Nothing to see here. Move along.

Now, Edison feels that it can restart (at reduced power) one of the two reactors that did not leak back in January. And so they presented their case before the NRC at an overflow crowd public meeting yesterday in Laguna Hills. Although there was extensive questioning, the regulators have not indicated how they expect to rule. If this is a typical case, the regulators will side with industry and Edison will get its way and re-start reactor 2.

Meanwhile and eerily coincidental, Edison has reported that there has been tampering, perhaps sabotage, with the coolant used to keep the reactors within safe range. The FBI is taking over the investigation. As Democratic Underground reports:

This facility has the worst safety record of any nuclear plant in America, its workers are speaking out to warn of dangers, and 9 cities within the evacuation zone have now raised serious concerns.

And because we are in Southern California, a small group of Buddhist monks held a protest march from Dana Point to San Clemente where they plan to fast and pray near the pier. Their mission is to block the restart of the reactor and to shut down the plant permanently. From the Orange County Register:

“We need to shut down the San Onofre,” Gyosen Sawada of Los Angeles, who said he was born in Fukushima, Japan, told the group before beginning a three-hour walk from Dana Point Harbor. “No more Hiroshima. No more Nagasaki. No more Three Mile Island. No more Fukushima. No more San Onofre.”

Sawada and two Seattle-area monks – Senji Kanaeda and Gilberto Perez, who told the group he was a “homey from the projects in New York city, born in Cuba” – then set off down Pacific Coast Highway.

Curiously, Edison has added a virtual tour of the power plant to its site. No mention of sabotage on this tour.
