Eighteen months after the nuclear disaster, the government markets the beautiful location and buys the doctors who explain the radiation exposure is insignificant. Interview with the nuclear power critic Kazihiko Kobayashi
Mr. Kobayashi, more than a year after the Fukushima disaster during the Tokyo demonstrations when hundreds of thousands of people were on the streets. Did this change something in your country?
If you mean by government and industry: no. The Government, with responsibility for the consequences of Fukushima, Ministry of Industry, the power plant operators and TEPCO are still working together closely, as they did formerly. They make a pact. It is with us long in Japan tradition that make large corporations, politicians and state officials common cause to protect their interests. For this they are willing to stop at nothing. The effects of the disaster will be covered up .
How does that work?
Initially, the government held to the internationally accepted limit of one millisievert of radiation per year, which a person can be exposed. After the disaster hit the triple pact agreed to increase the limit, so that nobody can make a compensation. So you have set up the limit arbitrarily to ten millisieverts/year. It is safe, it said. After a few months, it was found that this limit was exceeded. Because even in Tokyo there is radioactive contamination. The measurements also show a citizens’ initiative in a park that is close to my apartment. The measured values of these stress hotspots are staggering. And around Fukushima would require many more areas to be cleared. But that would cause compensation costs so again.
They have screwed up the limit so again?
The government could not afford to work at this, they would lose face if they did. They took a different route: a doctor and professor at the Medical College of Nagasaki was made in Fukushima as Vice Chief of the medical faculty at the University. (Prof S Yamashita) In return, he will represent the official government line. And he does it well: when he says that every year up to 100 millisieverts/year threatens no health risk. That is the limit of the original hundredfold!
How can a physician do that?
You need to know: medical radiation research is not studied in Japan. The Americans have after the dropping of two atomic bombs stopped after the war as an occupying power. Research on the radiation sickness was even banned by law – initially only for seven years. After that was a perpetual vow of silence and the consensus: There is no science on radiation sickness in Japan. So the doctors are corrupted. And that has continued into the present.
Can one treat radiation sickness in Japan at all?
There are hardly any specialists in that area. That is the long-range effect of the American prohibition. It was 1945, so yes, Japan to gain a military foothold and partner in the Cold War. This included the deployment of nuclear weapons. By the dropping of atomic bombs, the United States had of course made many enemies in Japan. The peaceful use of nuclear fission should serve to make the Japanese view more balanced. This explains why more than 50 nuclear reactors could be built in a country that has seen two nuclear bombs drops… Yes, these power plants are also highly political objects. They serve the military alliance between the U.S. and Japan. Only then this excessive expansion of nuclear power in Japan will ever be understood.
And the doctors were convinced?
The Government has equipped them with all sorts of privileges after the war. These include some tax advantages. Also dizziness and tricks when expenses are condoned. Tests do not exist. All this is an open secret in Japan.
What is the radiation medical care procedures in Fukushima now?
Specialists from around the world and also many from Germany have come to Fukushima. The German doctors and American colleagues have lamented the populations plight and were horrified when they measured values and found that: people may not live here any more.

That is, the 20-kilometre zone around the power plant of the disasters is not sufficient?
A laughable measure. Because the radiation spreads so not circular. Anyone who thinks logically, must see the round restricted zone as nonsense. However, the Government in Tokyo sticks to this nonsense.
Is trust given because the exaggerated recent limit?
Ordinary people believe the authority of the doctor from Nagasaki (Prof S Yamashita). The top earners pull in large part away from Fukushima. They can afford apartments and houses elsewhere. Who stays, has rather less money. These people are forced to stay. They want to bring their children to the doctor for a check up, for these parents know that radiation doses to children particularly sensitive. However, a regulation of the medical school for the doctors of the prefecture was adopted to keep the investigations restrictive and keep the results under the lid. The answers for the parents and patients are pre-formulated.
And all the doctors support that?

How does the Ministry and authorities respond to the new hospital?
This is uncomfortable for the course. They would like that the project is stopped. The citizens and doctors have presented the project before an international audience. German doctors have seen the new construction, the public is in the picture. The Government in Tokyo can no longer stop the clinic. The hospital could be operational by the end of the year. However, expensive special equipment must be purchased with which you can quickly identify radiation diseases. Therefore, I collect cash contributions in my lecture. I take the money to Japan and in Fukushima, I’ll present the amount before the invited media. This has a high symbolic effect and is an encouragement for the people of Fukushima. There also will be attending journalists that terminated at major media companies, because of government and industry pressure. Through the donations from Europe we put the government and local authorities in Fukushima on the spot.
Your criticism is also that the media in Japan are bad witnesses?
Energy and industrial groups are the largest funders of the private media in Japan. This includes also the nuclear industry such as TEPCO. They give a critical coverage, they are not interested in and want to stop them. Fukushima will be reported as little as possible. I also mention the major private television networks. Also comparable with the ARD and ZDF channels are placed under pressure from above. Some young journalists with moral convictions terminate therefore and make their own channel, an Internet News Center on Youtube about. They finance their work through donations and publish latest results from the Fukushima power. The move by these journalists is becoming increasingly important.
Who are critical of nuclear power and have the Government and TEPCO in their sights?

Currently, only two reactors running in Japan. In other words: it works also without nuclear power?
Of course. They always told the people: without nuclear power, Japan has not enough power. However, after the disaster, all the power reactors were stopped. The power gap was closed easily by conventional power plants. This was covered by half of all gas and coal power plants completely. The nuclear power plants are not about economics, but about interest policy..
This means that a change in energy policy after the German model is not possible in Japan?
The public pressure on the Government is growing. After the disaster, only 200 to 500 went people on the street, there are 200 000 people now a week in Tokyo. And this number will probably continue to grow. So I can imagine that a change in energy policy will be enforced.
What role can the new Green party have here?
Only a very small one. To understand this, one must know Japanese history and mentality. It is rooted in the rule of the Samurai. The founder of the last dynasty – the 250-year-long ruling Tokugawa – knew that he could dominate and one the country in the long term, not only with violence. He resorted to a kind of brainwashing on the basis of Confucianism. From this he developed a virtue of obedience. That means: everyone must believe the word of a senior or higher rank in the hierarchy and it followed. This is the highest virtue of Japan and all people to understand that. But who has benefited? The people at the top. This was the Shogun at that time and today are the leaders of politics and the economy.
Therefore, a Green Party has no chances against the establishment?
If no prominent people are active there, the Japanese react cautiously. And the Greens are missing these prominent heads, which reduces their success. It would help to win just as respected intellectual Japanese supporters. Meanwhile, actors, musicians and writers have come forward. They are also already been demonstrations and have spoken there. Such celebrities we must win. If these people as candidates for the engagement of citizens’ groups are ready, then the voters are interested. This has to do with our mentality. The Japanese need a strong personality whose word they listen and follow . The Green Party has its weakness there: Correct Here it is uttered, but it lacks prestige, because the activists are unknown.
Is a steep career of the unnamed eco activists to politicians and Ministers so unthinkable?
This is very difficult. Our current politicians are sons of previous politicians and these were also sons of politicians. In Japan, there are hardly any politicians who have come only through their work to the top. But the Fukushima disaster launched the process of the criticism of the industrial complex and the Government. Is the irreversible? A return to the original states in Fukushima can not happen, the policy will change.. But I’m afraid: We are left to wait with regard to the terrible consequences of the nuclear disaster and little time.
