Obama’s nuclear concessions to India, despite India not joining Nuclear non Proliferation Treaty

Obama Eases Nuclear Export Controls on India, Washington and New Delhi also inked a memorandum of understanding that outlines areas the United States can collaborate with India as the South Asian state establishes the Global Center for Nuclear Energy Partnership, the White House announced, Global Security Newswire, Nov. 8, 2010 President Obama on Saturday declared the United States would ease some controls on high-tech trade with nuclear-armed India, restrictions originally put in place in response to the South Asian nation’s 1998 nuclear tests, the Los Angeles Times reported (see GSN, Oct. 5). His administration also announced it would back New Delhi’s entry as a full member to a number of nonproliferation groups (Parsons/Lee, Los Angeles Times, Nov. 7). Washington plans to promote Indian membership in four international export control groups — the Nuclear Suppliers Group; the Missile Technology Control Regime;………..”This realignment will remove India from categories within the dual-use regulations that connote India as a ‘country of concern,” the fact sheet added. “In return, India will harmonize its national control list with the multilateral regimes and incorporate re-export controls on certain U.S.-origin items to address the potential transshipment of these items” to third-party nations (White House release, Nov. 8).
India’s Atomic Energy Department, however, is not to be removed from the U.S. Entity List, the Hindustan Times reported (Hindustan Times, Nov. 6)…..
