By Leonard Eiger On March 16th the United Kingdom announced (in its Integrated Review of Security, Defence, Foreign Policy and Development titled Global Britain in a Competitive Age) that it will increase the limit on its nuclear arsenal for the first time in decades. Instead of maintaining a cap of 180 warheads (as it had previously stated), the UK will increase its stockpile cap to 260 warheads — a 40% increase. The review also broadens the role of nuclear weapons to include the possible use of nuclear weapons to address emerging technologies (cyber attacks). This is shocking and unacceptable! Indeed, it seems the British Empire is flexing its imperial muscles as it breaks away from the rest of Europe.

The announcement comes at a precarious time. A new nuclear arms race is brewing. The US and Russia, the two largest nuclear powers (with some 93 percent of global nuclear warheads) are failing to lead the world away from reliance on nuclear weapons, and other nations are following their lead. At a time when most nations are calling for an end to nuclear weapons (UN Treaty on the Prohibition of Nuclear Weapons), rather than setting a positive example and supporting the treaty, the UK is instead fanning the flames of proliferation. And, it is getting loads of help along the way.

Just prior to the announcement a spokesperson for the UK Ministry of Defence reiterated the longstanding claim that the “UK is committed to maintaining its independent nuclear deterrent, which exists to deter the most extreme threats to our national security and way of life.” The British have been claiming their nuclear weapons systems to be “independent” for so long that the world seems to have accepted this fraudulent claim. In fact, the UK’s nuclear forces are anything but independent, and there is ample evidence to disprove the governments claim. To more fully understand the situation, we need to study a bit of history.

Although the US declared its independence when the original 13 American colonies severed their political connections to Great Britain, the two countries have since found it mutually beneficial to develop a strong alliance; what has become known as the “Special Relationship,” an unofficial term used to describe certain aspects of their relationship including political, diplomatic, cultural, economic, and military.
And nowhere has their relationship been quite as special as is the case involving nuclear weapons. The two countries signed the Mutual Defence Agreement (MDA) in 1958, a secretly negotiated bilateral treaty on nuclear weapons cooperation under which both countries agreed to exchange classified information to develop their respective nuclear weapon systems. 

The treaty permits “the transfer between the United States and the United Kingdom of classified information concerning atomic weapons; nuclear technology and controlled nuclear information; material and equipment for the development of defence plans; training of personnel; evaluation of potential enemy capability; development of delivery systems; and the research, development, and design of military reactors.”
The MDA was last amended in 2014. In 2018, officials from the UK and US met to celebrate the 60-year anniversary of the MDA. The official statement from the US State Department referred to “promoting peace to fighting terrorism” and “advancing each nations’ mutual understanding of the safety, security, and reliability of their respective nuclear weapon stockpiles,” while making no mention of the direct transfers of nuclear warheads and their delivery systems (missiles) currently deployed on British Trident submarines.

The MDA only came about after the UK developed its own thermonuclear weapons, and the US then agreed to supply delivery systems, and designs and nuclear material for British warheads. Both countries’ ballistic missile submarines are commonly referred to as “Trident” due to the missiles they both carry, which are the Trident II D5 submarine-launched ballistic missile manufactured by Lockheed Martin Aerospace, a US-based corporation.

The UK leases the Trident missiles, deployed on its four Trident submarines, from the US government. Those submarines return regularly to the US Trident submarine base in King’s Bay, Georgia, for the maintenance and replacement of the missiles. As of 2017, the UK paid an annual contribution of approximately $16.7 million towards the operations cost of Kings Bay. 

Both the Trident missile’s navigation and guidance systems are the same on both US and UK versions, and utilize US software. The US Navy supplies weather and gravity data to both US and UK submarines, which is vital to ensuring missile accuracy. Both hardware and software for the fire control system (used to assign targets to warheads) are produced by US companies. The hardware is produced by General Dynamics, a US-based corporation. 

All test launches of Trident missiles from British Trident submarines are conducted off the Florida coast and under US supervision. The test data is analyzed by the Applied Physics Laboratory (APL) at Johns Hopkins University and by the Charles Stark Draper Laboratories.

The UK’s warheads are what the UK calls “Holbrook”, and are mounted on Trident II D5 missiles carried on British Vanguard-class “Trident” nuclear submarines. The “Holbrook” thermonuclear warhead is nearly identical to the US W76 warhead deployed on those same Trident II D5 missiles on US OHIO-class “Trident” submarines. Is this a case of plagiarism or just an all-too cozy, mutually beneficial relationship between two nuclear-armed nations?

According to the British government, their nuclear warheads are designed, manufactured and maintained by the Atomic Weapons Establishment (AWE) in the UK. AWE has been managed since 2000 by AWE Management, of which US-based Lockheed Martin Corporation is a partner, holding a 51 percent stake in the operation. It was announced in late 2020 that the British government will regain direct control of operations and development of AWE as of June 2021. 

A UK Ministry of Defence fact sheet states that their warheads are “designed and manufactured in the U.K.” However, a declassified U.S. Department of Energy (DOE) document obtained by the Federation of American Scientists (FAS) under the Freedom of Information Act directly links the warhead designs on U.S. and U.K. Trident missiles. Alas, the British nuclear warheads are not so British (if at all)……………

Looking into the future, both the US and UK are engaged in programs to build the next generation of ballistic missile submarines to replace their current fleets. Both new subs will incorporate the US-built Common Missile Compartment. There has been talk about a replacement missile for the D5, and a new warhead called the W93 is already being planned, and the British government is engaged in extensive lobbying for it.

The evidence is abundantly clear. The British Trident system is dependent on and, in many ways controlled by, the US in essentially every aspect. It is by no means an “independent nuclear deterrent,” even if you believe in deterrence theory. And this has deeply important meaning under international legal norms.

Article I of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), to which the US and UK are both signatories, explicitly prohibits the “transfer to any recipient whatsoever nuclear weapons or other nuclear explosive devices or control over such weapons or explosive devices directly, or indirectly…” Under international law the NPT should take precedence over the the US-UK mutual defence agreement, and therefore the agreement would be in violation of the NPT. 

The US and UK have, for decades, undermined both the letter and intent of the NPT through their special nuclear relationship. They have found ways to make their nuclear arsenals more effective and continue to modernize in the name of deterrence and national security. And now, the UK has announced an increase in its nuclear warhead cap. While the UN and a number of countries have chimed in with grave concerns about the UK’s announcement, the US has been noticeably silent. Might the US be pondering such an increase? After all, aren’t treaties meant to be broken (as we saw in the prior US administration)?

sn’t it time to end the special nuclear relationship? Isn’t it time to re-think “deterrence” theory and “national security”? Isn’t it time to recognize that so long as nuclear weapons exist, humanity teeters on the brink of disaster?

And speaking of history, we need to learn the lessons of the past. We have come close to the nuclear precipice far too many times, and the (Doomsday) clock is still ticking. We can’t stop the Clock until we abolish nuclear weapons. Empires come and empires go, yet humanity has only one chance. As for the US and UK, it is time for citizens of both nations to come together to pressure our governments to end the special nuclear relationship, and sign and ratify the Treaty on the Prohibition of Nuclear Weapons, showing real leadership towards a world free of the threat of nuclear annihilation.

How the war industry captures government (extract from A People’s Guide to the War Industry )

  • Pull retiring military officers into war corporations
  • Stack the deck by placing ex-industry officials in the Pentagon’s leadership
  • Finance congressional campaigns
  • Lobby creatively and expansively
  • Fund think tanks & corporate media

War corporations recruit retired high-ranking military officers. War corporations use these eager retirees to open doors, influence policy, and increase sales. Generals and admirals retire from the U.S. Armed Forces and then join war corporations where they set to work converting their knowledge (about the acquisition process, senior military and civilian leaders, long-term military policy, and how the Pentagon works) and connections into profit.

Corporate jobs for these retired officers include manager, vice president, lobbyist, consultant, and director. Only a small number of 3- and 4-star officers declines this systemic corruption. War corporations have plenty to pull from, as there are more generals and admirals in uniform today in 2021 than there were at the end of World War II. Mere issuance of a bulletin announcing the hiring of a former high-ranking general or admiral often leads to a boost in stock price.

U.S. military officers benefit professionally and financially from implementing MIC aggression. There is no downside for high-ranking officers who support nonstop war. They’ll soon retire with full benefits, and likely go work for a war corporation. Officers who make it to the highest military ranks are very good at conforming to the system.

These officers support nonstop wars of choice and broad military deployments, and defer to pro-war pretexts and jargon coming from industry think tanks and pressure groups. They judge military activity in terms of numbers (dollars spent, weapons purchased, bases active, troops deployed) instead of clear soldierly goals.

Many officers are unable or unwilling to distinguish between the needs of a war corporation and the needs of a professional uniformed military. These U.S. military officers don’t see war corporations; they see a total force in which military and industry work together. An officer who dissents in a forceful manner risks their career. As the MIC crafts pretexts to justify its own existence and expansion, officers who go against the system from the inside are isolated, shed, or spit out.

Reality is difficult to stomach: There is an absolute dearth of class consciousness and moral courage within the Pentagon. The upper ranks of the U.S. Armed Forces are rife with a caliber of officer predisposed to seek out profit and reward upon retirement.


Executives move smoothly from corporations to the Pentagon, particularly the sundry civilian offices (secretary, deputy secretary, and assistant deputy secretary). These men and women who run the Pentagon have been raised in an environment of profiteering; they are steeped in corporate thought; their allegiance is to corporate success. They bring with them their industry contacts and an exploitative ideology. They turn to corporate products when presented with a military problem. They benefit professionally and financially.

Industry executives, the most rapacious of the capitalist class, enter “public service” and influence programs and policies. This invariably boosts the profits of former industry employers, who, thenceforth, capture and direct more of the U.S. military establishment. (Such actions, profit invested to make more profit, is money functioning as capital.)

Giant corporations finance the campaigns of people running for congressional office. Those people, once in office, help out the corporations. Washington is so corrupt that they’ve basically legalized this process — they’ve legalized bribery. In Buckley v. Valeo (1976), the U.S. Supreme Court ruled that limits on election spending are unconstitutional; in Citizens United v. Federal Election Commission (2010), the Supreme Court distorted the First Amendment’s free speech clause, allowing corporations to spend unlimited amounts on political contributions; and in McCutcheon v. Federal Election Commission (2014), the Supreme Court got rid of limits on the total number of political contributions one can give over a two-year period.

We are told that the Supreme Court defends liberty and provides a check against the executive and legislative branches, however, the function of the Court, as its rulings demonstrate, is to abet corporate authority and financial interest in line with what the Executive and Legislative branches pursue.

The war industry targets both houses of Congress, particularly elected officials on relevant committees (Armed Services, Appropriations, Intelligence, Foreign Relations). The war industry finances many political action committees, or PACs. These are tax-exempt organizations that aggregate donations to fund political campaigns or influence federal elections. Super PACs (a.k.a. independent expenditure-only committees) allow unlimited contributions. Funding congressional campaigns directly impacts the way U.S. elected officials vote.

Politicians and their war industry bosses are proficient at claiming the “defense” industry creates jobs. Take caution when a war corporation throws the word “jobs” around. Many of these jobs are part-time, temporary, or menial (e.g. painter, welder, roustabout), parsed out to an increasingly desperate workforce. Some are construction jobs that vanish in a year or so. Working-class jobs in the war industry are often in difficult conditions.

Industry jobs that pay very well typically require advanced degrees, which the majority of the population does not have. Furthermore, some jobs are non-U.S. jobs (e.g. microchips manufactured overseas). Other jobs are induced (e.g. the mom making less-than-minimum wage on a ridesharing app driving an industry executive from work to a pub, or the waiter at a St. Louis restaurant where a missile engineer dines). Industry inflates job tallies. The goal is to confine the congressional side of the MIC, which cites the inflated jobs numbers and goes along for the ride.

The claim that the “defense” industry brings jobs is a stale public relations ploy. It hides the truth: Spending on healthcare, education, or clean energy creates more jobs than spending on the military.

The war industry can inflate job numbers because there is no accountability coming from Washington: Capitol Hill is largely content letting Corporate America police itself. Readers are likely familiar with cases where corporations get to inspect their own product (e.g. the airline industry, the pork industry) instead of external government inspectors doing the job.

Corporations policing corporations is rampant in the war industry, like when the advertising agency GSD&M measures the effectiveness of its own efforts at recruiting working class youth into the military. New technology comes nowhere close to solving the problem of nuclear waste, Toronto Star, By Thomas Walkom May 27, 2021  What is to be done with nuclear waste? It is a question that dominates the Atomic Age. It is also one that has never been satisfactorily answered…..

nuclear waste is a relentless certainty. A plant that produces nuclear power creates nuclear waste. It is that simple.But what to do with that waste? Up to now, the assumption was that such waste would be buried in deep geological caverns, or repositories. Two potential sites for such repositories have been identified — one in Northwestern Ontario and one near Lake Huron. The usual political battles are being waged over whether either or both sites are safe.

But over the last few years, more attention has been paid to a different solution — using radioactive waste as fuel to create more nuclear power from so-called small modular reactors (SMRs). The governments of Saskatchewan, Ontario and New Brunswick have been particularly interested in developing this new SMR technology.

One New Brunswick start-up, Moltex Energy of Saint John, has received $50.5 million in federal funds.

The new technology has its critics. In the first place, it can create new and even more dangerous radioactive waste. As the Globe and Mail reports, Moltex says it produces an impure form of plutonium as a waste byproduct from its SMRs. Pure plutonium is used in the manufacture of atomic bombs.

Indeed, some nuclear experts, including former senior U.S. officials, were so alarmed that seven of them took the unusual step of penning an open letter this week to Prime Minister Justin Trudeau.

In that letter, they warned that reprocessing waste in a manner that creates plutonium would undermine global efforts to limit nuclear proliferation.

They also noted that the new technology wouldn’t solve the waste problem. Rather, it would just produce different kinds of nuclear waste.

“Moltex, even in the R&D stage, would create a costly legacy of contaminated facilities and radioactive waste streams and require substantial additional government funding for cleanup,” the letter said.

All of this is true. But none of it is enough to derail the new interest in SMR technology. Governments like it because it promises to be cheaper to build than classic Pickering-style nuclear power plants. The nuclear industry sees it as a political lifeline at a time when atomic power is not particularly popular.

So regardless of what its critics say, don’t expect this new technology to fade away. It may not be the silver bullet that its adherents claim it to be. It comes nowhere close to solving the waste problem.

The sixth high-ranking FirstEnergy executive fired, in Ohio nuclear corruption scandal

Eileen Mikkelsen’s dismissal makes her the sixth high-ranking FirstEnergy executive fired since the U.S. Department of Justice alleged last July that the company had secretly funded a $60 million bribery scheme aimed at winning legislative approval of a bailout of two nuclear power plants operated at the time by a wholly-owned FirstEnergy subsidiary.

CEO Chuck Jones and two other vice presidents were fired in October for what FirstEnergy said were violations of company policies and its code of conduct. Two of the company’s top attorneys were fired the following month.

FirstEnergy did not specify the reason for their dismissals.

Jones was appointed CEO in 2015.

A message seeking comment was left for Mikkelsen on Thursday. A FirstEnergy spokesperson declined to comment about the firing.

While FirstEnergy has not named the regulator in question, it has not been disputed that it was Samuel Randazzo, appointed by Republican Gov. Mike DeWine in early 2019 as chair of the Public Utilities Commission of Ohio. Randazzo resigned last November after the FBI searched his Columbus townhome and FirstEnergy disclosed it had paid him $4.3 million before his appointment to end a consulting contract in place since 2013.

“FirstEnergy continues to believe that payments under the consulting agreement may have been for purposes other than those represented within the consulting agreement,” according to Thursday’s SEC filing.

FirstEnergy has been engaged in damage control over the last year as it tries to restore is corporate reputation, emphasizing efforts the company has made to strengthen its internal controls. FirstEnergy officials have said the company is cooperating with investigations by the DOJ, SEC and Federal Energy Regulatory Commission and that it has discussed a deferred prosecution agreement with DOJ attorneys.discussed a deferred prosecution agreement with DOJ attorneys.

The Legislature earlier this year repealed the $1 billion bailout in the wake of the scandal and the plants’ new owner, Energy Harbor, indicating it did not want the subsidy worth about $150 million a year. Energy Harbor took control of the plants and other assets of the FirstEnergy subsidiary in February 2020 as part of a deal struck in U.S. Bankruptcy Court.

Two sets of lawsuits seeking certification as class action complaints have been filed against FirstEnergy since July. Outside attorneys representing the company have said in recent motions to dismiss the lawsuits that FirstEnergy’s actions regarding its contributions to dark money groups controlled by former Ohio House Speaker Larry Householder were legal.

Householder and four others were indicted on racketeering charges shortly after the DOJ unveiled criminal complaints against them in July. Householder has pleaded not guilty.

BY JULIA ROCK, 26 May 21, According to a new Congressional Budget Office report, we’re set to spend well over a half a trillion dollars over the next decade on nuclear weapons. Yet we’re somehow told that Medicare for All is too expensive.

As Capitol Hill lawmakers continue to insist that initiatives like Medicare for All are too expensive, a new congressional report shows that the United States government is on a path to spend more than a half-trillion dollars on nuclear weapons in just the next decade. The report emerges at the same time a separate analysis shows that a handful of top executives at defense contractors are being wildly enriched by a Pentagon spending spree.

The first report from the Congressional Budget Office (CBO) finds that the federal government is on track to spend $634 billion over the next decade to maintain its nuclear forces. Almost two-thirds of those costs are for the Department of Defense, mostly to maintain ballistic missile submarines and intercontinental ballistic missiles. About one-third is for the Department of Energy.

The new CBO estimate represents a 28 percent increase over the last ten-year estimate that the CBO made on US nuclear forces two years ago.

The figures were released just a few weeks after a new analysis from the Center for International Policy, a foreign policy think tank in Washington, found that “In 2020 alone, the CEOs of the [Pentagon’s] top five contractors received a total of $105.4 million in compensation.”

When accounting for all top corporate officials, these firms paid out more than a quarter billion dollars of total executive compensation in 2020 — and paid out more than $1 billion over the last four years.

About half of the Pentagon’s budget goes directly to corporations such as Lockheed Martin and General Dynamics, according to the report.

So far, the deficit scolds who wanted to narrow eligibility for stimulus checksstudent debt cancellation, or rent relief haven’t complained about the spending.

Rethink backing the Moltex reactor, urge nine non-proliferation heavyweights.

Michael Harris TheTyee.ca, 6 May 21, A blue-ribbon group of American nuclear non-proliferation experts warns that Canada’s investment in new nuclear technology could lead to the spread of nuclear weapons and new threats to the environment.

“We write as U.S. non-proliferation experts and former government officials and advisors with related responsibilities to express our concern about your government’s financial support of Moltex — a startup company that proposes to reprocess CANDU spent fuel to recover its contained plutonium for use in molten-salt-cooled reactors.”

The warning came in the form of an open letter to Prime Minister Justin Trudeau that was delivered on Tuesday and signed by the nine experts.

The group is spearheaded by Frank von Hippel, professor and senior research physicist at Princeton University; it includes Matthew Bunn, the Schlesinger professor of the practise of energy, national security, and foreign policy at the Harvard Kennedy School; and Thomas Countryman, former U.S. assistant secretary of state for non-proliferation.

“We understand your government’s motivation to support nuclear power and to reduce fossil fuel use but saving the world from climate disaster need not be in conflict with saving it from nuclear weapons. Also, like other reprocessing efforts, Moltex, even in the R&D stage, would create a costly legacy of contaminated facilities and radioactive waste streams, and require substantial additional government funding for cleanup and stabilization prior to disposal,” they wrote.

Rory O’Sullivan, CEO of Moltex North America painted a very different picture of his company’s experimental technology in an interview with World Nuclear News: “We are working to develop a technology that uses the fuel from the first generation of nuclear power to the next. This reduces the challenges associated with spent nuclear fuel, while expanding nuclear power to help Canada achieve its climate change objectives.”

The Trudeau government has invested $50.5 million in Moltex, and backs the company’s plan to build a 300 MW molten salt reactor in New Brunswick on the Bay of Fundy. Theoretically, it would then reprocess spent fuel from the Point Lepreau nuclear plant, which is set to be decommissioned in 2040.

The Moltex reactor belongs to a class of nuclear power plants termed small modular reactors or SMRs that generate small amounts of electricity in comparison with typical CANDU reactors.

Natural Resources Minister Seamus O’Regan has said that Canada can’t get to net-zero carbon emissions by 2050 without nuclear as part of the equation, along with renewables.

Despite marketing its roll of the dice on Moltex as part of its war on climate change, Ottawa isn’t getting much love from environmentalists, or many other people. Three federal political parties, the NDP, the Bloc and the Greens; the Green Budget Coalition; and the Canadian Environmental Law Association all oppose the federal investment in small modular reactors. University of British Columbia professor of public policy and global affairs M.V. Ramana has levelled criticisms in these pages as well.

One who has closely followed and opposes the two experimental SMR reactors planned for New Brunswick, the ARC-100 and the Moltex SSR, is Dr. Susan O’Donnell, an adjunct professor of sociology at the University of New Brunswick. O’Donnell is also the primary investigator of Raven, a research team based at the university dedicated to highlighting rural environmental issues in the province.

O’Donnell points out that Moltex has never built a nuclear reactor before. In fact, only two molten salt reactors have ever been built — 50 years ago. Neither of them produced electricity. One of them lasted four years before shutting down, the other, just 100 hours.

On the environmental side, O’Donnell says that SMR pollution or a serious failure could lead to “disasters and no-go zones.”

On the non-proliferation front, she denounces the plan to broadly “export” the Moltex technology, assuming it ever gets up and running.

“What we have learned from Canada’s role in making India a nuclear power is that one of the dangers of the Moltex proposal is its plan to export the technology. We’re exporting bomb-making capacity,” she told The Tyee.

O’Donnell has pushed for public consultations to help develop a national radioactive waste policy. Last Aug. 13, she made an offer to the federal minister of natural resources to have the Raven project organize such a public consultation in New Brunswick. It would be online because of the pandemic, in both official languages, and would include Indigenous nations and rural communities. Minister O’Regan responded two months later, on Oct. 30, turning her down.

“Strangely, he cited the pandemic, even though our offer clearly stated the consultation would be virtual,” the professor said.

O’Donnell’s take on the Moltex project is backed up by Allison Macfarlane, former chair of the U.S. Nuclear Regulatory Commission. The specialist in the storage of nuclear waste told the CBC in January that the molten salt technology is totally unproven with respect to viability, costs and storage risks.

“Nobody knows what the numbers are, and anybody who gives you numbers is selling you a bridge to nowhere…. Nobody’s been able to answer my questions yet on what all those wastes are, and how much of them there are, and how heat-producing they are and what their compositions are,” Macfarlane said. She is now the director of the School of Public Policy and Global Affairs at UBC.

But the Trudeau government does have allies at the provincial level for its nuclear ambitions. The governments of New Brunswick, Ontario, Saskatchewan and Alberta have all signed a memorandum of understanding to develop SMRs, which means promoting them.

They are excited about the promises by Moltex that it will be able to produce clean energy at a low cost by recycling something that everyone wants to get rid of — the three million spent fuel bundles in Canada that the government still doesn’t know how to dispose of safely and permanently.

The U.S. experts made clear to the PM in their letter that they are not convinced by the company’s assertions. They want the Trudeau government to convene a high-level review of both the non-proliferation and environmental implications of Moltex’s reprocessing proposal. Key to that proposal is including “independent international experts,” before Ottawa makes any further investments in support of the Moltex proposal.

The earliest projects to reprocess nuclear waste extracted plutonium to make nuclear weapons. The letter signees worry Canada’s new generation of reactors will afford the same opportunity to anyone who buys them.

“Our main concern is that, by backing spent-fuel reprocessing and plutonium extraction, the government of Canada will undermine the global nuclear weapons non-proliferation regime that Canada has done so much to strengthen. Canada is a founding member of the Nuclear Suppliers Group, which was established in 1974 in response to India’s misuse of a Canada-supplied research reactor and U.S.-supplied reprocessing technology to acquire the plutonium needed for its first nuclear weapons.”

The reprocessing of nuclear waste was “indefinitely deferred” in the United States by president Jimmy Carter in 1977 after India tested its first nuclear weapon. At the time, the Americans discovered that several other countries including Brazil, Pakistan, South Korea and Taiwan were all surreptitiously headed down the same nuclear weapons path that India had taken. Of that group, only Pakistan managed to get the bomb.

The U.S. experts who signed the letter to Trudeau also rejected the claim by Moltex that by using spent fuel from older Canadian CANDU reactors, its reactor would reduce the long-term risk from a deep underground radioactive waste repository.

The Trudeau government promised it would base its major policies on science. It’s time for the public consultation, far from the greasy paws of lobbyists, and with the best minds that can be brought to the table.

This is a letter to take to heart.

The new information was provided to the Times by Daniel Ellsberg, the whistleblower who in 1971 leaked the Pentagon Papers that detailed the US government’s duplicity in its handling of the Vietnam War.”US first use of nuclear weapons should not be contemplated, prepared, or threatened anywhere, under any circumstances, including the defense of Taiwan,” Ellsberg said in a post to his Twitter on Sunday.

The Taiwan leak comes from previously classified sections of a 1966 report by think tank Rand Corporation on the 1958 Taiwan Straits crisis, written by M. H. Halperin for the Office of the then-Assistant Secretary of Defense.After the Communist Party took power in mainland China in 1949, following a brutal civil war, the Nationalist government fled to Taiwan. But Beijing viewed the island as part of its territory, and the two sides clashed intermittently over the following decades.

The closest the US and China came to armed conflict was during the Taiwan Strait crisis in 1958, when the People’s Republic of China fired artillery at Taipei’s outlying islands. Washington worried the shelling could be a precursor to a full invasion.he shelling focused on the Quemoy and Matsu island groups, which lie between Taiwan and mainland China and are described by Rand Corporation as “the first line of defense” for Taipei.Although it is already public knowledge that the Eisenhower administration debated whether to use nuclear weapons to deter China from attacking Taiwan, the documents appear to reveal the extent of the planning for the first time.According to the leaked documents, some US Defense and State department officials were concerned the loss of the outlying islands in 1958 could lead to a full “Chinese Communist takeover of Taiwan.”

In the event of an air and sea attack on the islands, US Air Force Gen. Nathan Twining said the US would have to use nuclear weapons against Chinese air force bases “to prevent a successful air interdiction campaign,” beginning with “low-yield ten to fifteen kiloton nuclear weapons.”If this didn’t lead to a break in the assault from mainland China, “the United States … would have no alternative but to conduct nuclear strikes deep into China as far north as Shanghai.”According to the documents, the Chairman of the Joint Chiefs acknowledged this would “almost certainly” lead to nuclear retaliation against Taiwan and the US military base at Okinawa in Japan. “But he stressed that if national policy is to defend the offshore islands then the consequences had to be accepted,” the document said.Given China had yet to develop its own nuclear capabilities, any nuclear retaliation would have come from the Soviet Union, possibly sparking an even more devastating global conflict. The report said it isn’t clear where the nuclear retaliation would have originated.

The document said the US Joint Chiefs, and Twining in particular, saw the use of atomic weapons as “inevitable.” In one section, Gen. Laurence S. Kuter, the top Air Force commander for the Pacific, “flatly” states that any US air action against a Chinese attack on the outlying islands “had no chance of success unless atomic weapons were used from the outset.”In the end, Eisenhower was hesitant to use nuclear weapons and pushed for the US troops to stick to conventional arms. Joshua Pollack, editor of the Nonproliferation Review, said on Twitter Sunday that the idea the US would have risked a nuclear exchange with the Soviet Union over islands with “no military value” was “jarring.”“It’s no surprise the White House said no,” he said.A ceasefire was reached in the Taiwan Strait on October 6, 1958, although there have been ongoing tensions between Beijing and Taipei.

In January 2019 speech, Chinese President Xi Jinping warned he would take “all means necessary” and not “renounce the use of force” to rejoin Taiwan to the Chinese mainland.Beijing claims full sovereignty over Taiwan, a democracy of almost 24 million people located off the southeastern coast of mainland China, even though the two sides have been governed separately for more than seven decades.With military tensions rising again between the US and China, whistleblower Ellsberg said in his interview with the Times that he had supplied the documents due to his concerns over the possibility of a new war over Taiwan.

Kevin Reed21 May 2021  Two reports over the past week have revealed that the Pentagon is carrying out secret operations within the US and internationally without congressional oversight and in violation of basic constitutional rights.

An exclusive report by Newsweek on Monday explained that the US military is operating “[T]he largest undercover force the world has ever known.” The secret army of 60,000 people works under “masked identities and in low profile” and is part of a special program called “signature reduction.”

The Newsweek report—written by journalist William M. Arkin following a two-year investigation of the program—says that the secret military force is “more than ten times the size of the clandestine elements of the CIA, carries out domestic and foreign assignments, both in military uniforms and under civilian cover, in real life and online, sometimes hiding in private businesses and consultancies, some of them household name companies.”

Arkin examined “over 600 resumes and 1,000 job postings, dozens of Freedom of Information Act requests, and scores of interviews with participants and defense decision-makers” to uncover the “completely unregulated practice” of the US military. The giant clandestine operation has never been the subject of a hearing in Congress, and Arkin says that it “challenges U.S. laws, the Geneva Conventions, the code of military conduct and basic accountability.”

The infrastructure of the Pentagon’s covert “signature reduction” program is based upon 130 private companies with the support of dozens of “little known and secret government organizations” that award “classified contracts” and “oversee publicly acknowledged operations.”

Among the functions of these private businesses are creating false documentation; paying the taxes of individuals operating under assumed identities; manufacturing disguises and other devices used to avoid identification; building invisible devices used to photograph and listen in on the conversations and activity of people around the world…………….

The fact that the Pentagon has been conducting warrantless surveillance of Americans was exposed in a May 13 letter from Senator Ron Wyden (Democrat from Oregon) to Secretary of Defense Lloyd Austin that was published by Vice’s Motherboard Tech.

Wyden asked the Department of Defense (DoD) for detailed information about its data purchasing practices after Motherboard revealed special forces were buying location data last February. The initial DoD responses—which revealed that the military or intelligence agencies were using internet browsing and other types of data—prompted Wyden to demand more answers about warrantless spying on American citizens.

The cost estimate for the nuclear forces from 2021-2030 represents a 28 percent increase compared to the last CBO 10-year cost estimate two years ago.

About half of the $140 billion increase comes from the fact that the new estimate now includes 2029 and 2030 when nuclear modernization is expected to be further along and “more expensive,” CBO said.

Of the CBO’s $634 billion estimates, about $551 billion is what would be needed to fulfill the Defense and Energy departments’ current nuclear plans. The remaining $83 billion is what CBO projects could be cost overruns based on how much costs have grown for similar programs in the past, according to the report.

Of the $551 billion, about $188 billion is projected to go toward modernizing nuclear weapons and their delivery systems, the report said.

The United States is in the midst of plans to modernize all three legs of the nuclear triad that the Government Accountability Office has projected could cost $1.7 trillion over 30 years. The triad refers to delivering nuclear weapons by sea, air and land.

“Over the coming years, the Congress will need to make decisions about what nuclear forces the United States should field in the future and thus about the extent to which the nation will continue to modernize its nuclear forces,” the CBO report said. 

The report could also inform the Biden administration’s expected review of U.S. nuclear policy and programs, with CBO noting “the Biden Administration is widely expected to undertake a nuclear posture review to determine the nuclear policies and forces it will pursue.”

The new CBO estimate is likely to fuel calls from some Democrats to curb the costly nuclear modernization plans, which were largely started during the Obama administration. In particular, some Democrats have frequently targeted plans to replace aging intercontinental ballistic missiles (ICBM), arguing it would be more cost-efficient to extend the life of the current arsenal.

Earlier Monday, a group of Democrats in the Senate and House, led by Sen Ed Markey (Mass.) and Rep. Earl Blumenauer (Ore.), introduced a bill to cut $73 billion from the nuclear budget.

The bill, dubbed the Smarter Approach to Nuclear Expenditures (SANE) Act, would do that by barring the development of new ICBMs, air-launched cruise missiles and submarine-launched cruise missiles. It would also cap the number of Columbia-class submarines the Pentagon can buy at eight, cut the existing ICBM fleet from more than 400 to 150 and reduce deployed strategic warheads from about 1,500 to 1,000.

COLUMBIA, S.C. (AP) – Court documents show a former official for the contractor hired to build two South Carolina nuclear reactors that were never completed will plead guilty to lying to federal authorities.

Carl Churchman was the Westinghouse Electric Co. project director for the failed plant that cost ratepayers and investors billions of dollars.

Authorities say Churchman lied about whether he communicated with utility executives on completion dates for the reactors.

Utility executives swore construction was on track to keep regulators approving rate increases and maintain support from investors, even though the project fell behind.

Two top-level executives have already pleaded guilty in the multi-year federal fraud investigation.

This legislation would restore budget sanity and advance U.S. national security by cutting redundant and destabilizing nuclear programs, and factoring in affordability analysis into programs, a course of action recommended by the Government Accountability Office

Upgrading and maintaining nuclear warheads and their associated infrastructure through FY2046 is anticipated to cost $1.7 trillion, adjusted for inflation, forcing tradeoffs in other areas of the U.S. discretionary budget.“President Biden can create a future safe from nuclear weapons, not for them, by stopping production of unnecessary nuclear weapons acquisition programs,” said Senator Markey. “The United States can deter our adversaries and reassure our  allies without making an insane investment in nuclear weapons overkill, including capabilities that may invite rather than prevent a nuclear exchange. While President Trump’s actions tilted the ‘Doomsday Clock’ towards midnight, President Biden has a chance to build back a better nuclear weapons policy that does more with less. We must bring the same energy in arresting the climate crisis to reducing another existential threat – that posed by nuclear weapons – and that begins with smart cuts to our nuclear arsenal.”

“These disastrous weapons will never be the answer to solving our complex and ever-changing national security threats,” said Rep. CBO estimates that the current plans for nuclear modernization would cost $494 billion through FY2028; the proposed cuts to these plans could reduce those estimates by at least $73 billion over the same number of years. The Smarter Approach to Nuclear Expenditures (SANE) Actwill prohibit the fielding of so-called “low-yield” warheads, prohibit space-based missile defense, remove the nuclear mission from the F-35 and reduce the purchase of Columbia-class submarines from 12 to eight, cut the existing ICBM fleet from over 400 to 150, and reduce deployed strategic warheads from approximately 1,500 to 1,000 – saving at least $13.6 billion.

Additionally, the bill would:

Cancel the development of a new air-launched cruise missile and an associated warhead life extension program – saving $13.3 billion.Cancel the development of new ICBMs and a new nuclear warhead – saving at least $13.6 billion.Cancel the development of a new submarine-launched cruise missile – saving $9 billion.Limit the plutonium pit production target to 30 per year – saving $9 billion.Prohibit funding for a nuclear processing facility – saving $2.6 billion.Retire the B83-1 megaton bomb as previously planned – saving $4.4 billion.

Canadian government in the grip of the nuclear lobby’s NICE dishonest spin about small nuclear reactors.

”…………….To date, not a single SMR has been built in Canada, but no matter, the technology is the current darling of nuclear power circles, and not just at home, either; other countries, from China to the United States, are pursuing the development of SMRs. Currently, 12 proposals for SMR development are winding their way through the Canadian Nuclear Safety Commission’s (CNSC) pre-licensing vendor review process, which enables CNSC staff to provide feedback on proposed designs at a company’s request. But not a single project has yet been approved.

For the time being, any vision of SMRs is largely aspirational. A Conference Board of Canada report in March on SMRs outlined that from concept to commercialization, the technology will require about a billion dollars of development expenditure. The same report noted that as an emerging technology, costs are still uncertain, and the “risky pre-commercial phase needs capital investment, but governments will be reluctant without major private capital commitment.”

It’s early days for financing the technology. For instance, one infusion of federal funds, the $50 million granted to New Brunswick’s Moltex Energy in mid-April, only supports research and development, employee recruitment and the expansion of academic, research and supply chain partnerships, not the physical construction of that firm’s SMR.

Beyond financial considerations, the Liberal government will have a tough time convincing environmentalists to embrace the merits of SMRs, or any nuclear power, as a clean energy source. More than 100 groups have signed a letter issued by the Canadian Environmental Law Association condemning the government’s push to pursue nuclear power and SMRs. Among their concerns are that SMRs are more expensive to develop than renewable energy and that the reactors are “dirty and dangerous,” creating new forms of radioactive waste that are especially dangerous to manage.

For now, however, nothing is slowing the momentum. In mid-April, the Canadian Nuclear Association triumphantly announced Alberta was joining Ontario, New Brunswick and Saskatchewan in the development of SMRs.

Those aren’t the only recent developments in the burgeoning SMR industry. Ontario Power Generation is teaming up with SMR developer Ultra Safe Nuclear Corporation to develop a micro modular reactor at Chalk River. Ontario Power Generation is also carrying out engineering and design work on SMRs with GE Hitachi, Terrestrial Energy, and X-energy…….

Europe is now shifting away from nuclear power. In 2019, solar installed capacity exceeded nuclear for the first time in the EU, with 130 gigawatts versus 116 gigawatts, according to the World Nuclear Industry Status annual report, which provides independent assessments of global nuclear developments. And a technical expert group convened in the EU chose not to recommend nuclear energy when asked to advise on screening criteria that would substantially contribute to climate change mitigation or adaptation while “avoiding significant harm” to other environmental objectives.,…..

the federal government has been lobbying hard on behalf of the industry since at least 2019. The Department of Natural Resources, for instance, is a member of the international initiative Nuclear Innovation: Clean Energy Future, or as it’s better known, NICE,  Besides Canada, members include Japan, the United States, and a number of nuclear associations. The goal “is to ensure that nuclear energy receives appropriate representation in high-level discussions about clean energy.”

Freelance researcher Ken Rubin turned up a number of documents using freedom-of-information requests that showed the federal government is collaborating with NICE and others to promote nuclear power and SMRs. The federal government, for example, offered $150,000 for the development of a “Top 20 book of short stories” on “exciting near-term nuclear innovations” designed to showcase nuclear power as an environmental force for good. The book includes stories on the safe storage of nuclear waste as well as on the emerging SMR market.

According to the book, uses for the latter technology include “energy parks” providing heat for industrial processes, steam for heating and electricity for cooling homes, offices and shops, all without emissions. The story breathlessly declares: “This isn’t science fiction.”

No matter how hard the government lobbies the public for a NICE future, though, it’s going to remain a tough sell to Canadian environmentalists. While the environmentalists have nothing specific to fight yet, given that a viable SMR has yet to be built, they’ll be ready when the technology reaches development. Already, a who’s who of groups has signed a letter protesting the next thing in nuclear.

Theresa McClenaghan, CELA’s executive director and counsel, told Canada’s National Observer: “It’s not a climate answer for many reasons, including the fact it’s not realistic and it’s way too far down the road for us to meet any serious climate targets. We’ve characterized it as a dirty, dangerous distraction.”

Susan O’Donnell, a researcher and adjunct professor in the Department of Sociology at the University of New Brunswick and a nuclear activist, says SMRs are too slow and costly as a climate crisis solution. “It’s important to remember that these technologies basically don’t exist yet,” she said. “They’re at a very early stage in development. They are speculative technologies. US planners also assumed that the Soviet Union would aid China and retaliate with nuclear weapons – a price they deemed worth paying to protect Taiwan, according to the document, first reported by The New York Times.

Former military analyst Ellsberg posted online the classified portion of a top-secret document on the crisis that had been only partially declassified in 1975.

Ellsberg, now 90, is famous for his 1971 leak to US media of a top-secret Pentagon study on the Vietnam war known as the Pentagon Papers.

llsberg told the Times that he copied the top-secret Taiwan crisis study in the early 1970s, and is releasing it as tensions mount between the United States and China over Taiwan.

Had an invasion taken place, General Nathan Twining, the chairman of the Joint Chiefs of Staff at the time, “made it clear that the United States would have used nuclear weapons against Chinese airbases to prevent a successful air interdiction campaign,” the document’s authors wrote.

If this did not stop an invasion, then there was “no alternative but to conduct nuclear strikes deep into China as far north as Shanghai,” the document said, paraphrasing Twining.

In the event, US president Dwight D Eisenhower decided to rely initially on conventional weapons.

The 1958 crisis ended when Communist forces halted artillery strikes on islands controlled by Taiwan, leaving the area under the control of Nationalist forces under Chiang Kai-shek.

China considers Taiwan to be a rebel province that will one day return to the mainland’s fold, by force if necessary.

Washington has recognised Beijing since 1979, but maintains relations with Taipei and is its most important military ally.

In recent months the Chinese air force has increased incursions into Taiwan’s air defence identification zone.
