ABU DHABI (Reuters) – France and Pakistan are negotiating a partnership including nuclear cooperation and French President Nicolas Sarkozy could travel to Pakistan in the autumn to sign a deal, a source close to Sarkozy said on Monday.

The source said talks were ongoing on a wide variety of issues including nuclear security, an extremely sensitive question since a Pakistani scientist was at the centre of the world’s biggest nuclear proliferation scandal in 2004…………….Sarkozy met Pakistani President Asif Ali Zardari in Paris on May 15 and was reported by the Pakistani foreign minister as saying that France wanted Islamabad to obtain a wide-ranging deal to buy nuclear equipment like the one granted to India……………..Pakistan, which has also not signed the NPT, has dismissed concerns about the safety of its nuclear arsenal and its proliferation history.

Scientist Abdul Qadeer Khan, revered by many Pakistanis as the father of the country’s nuclear bomb, confessed to selling nuclear secrets to Iran, North Korea and Libya in 2004.

Washington, May 28 (IANS) Chronic political instability in Pakistan and the current offensive against the Taliban has raised fears that Islamabad’s strategic nuclear assets could be obtained by terrorists or used by elements in the Pakistani government, US lawmakers have been told.

While US and Pakistani officials have expressed confidence in controls over Pakistan’s nuclear weapons, continued instability in the country could impact these safeguards, according to a new US Congressional Research Report on “Pakistan’s Nuclear Weapons: Proliferation and Security Issues.”

Russian newspapers, like those in the West, are concerned about the ratcheting up of violence in Asia. They see the Russian – American nuclear armament race and potential outcome as a stalemate. Pakistan and India, however, play by different rules.

Front page news in Russia declares the concern that country has about the possibility of nuclear war between two powers that don’t play by the same rules as other nations have done. This is seen as having serious catastrophic consequences for the entire world, given the threats involved and the extreme political views held by certain factions, especially within Pakistan……………….

………..India already has enormous potential since it expanded its capabilities in 2001 given the fact that the country never signed the Nuclear Non-Proliferation Treaty. The government of India believes it is entitled to have the same privileges as Russia, the USA, China, Great Britain and France with nuclear weapons.
Here’s the terrible problem. It is recognized that Pakistan and India are enemies and have been so for decades. China and India have had border clashes that could easily manifest into war. Whereas Pakistan could attack India, it doesn’t have the capability of destroying most of India’s nuclear arms. Pakistan is smaller in size, and India has a greater nuclear capability. Add to that the Aghanistan War and the problems on the border with Pakistan. The chief, however, is China that has enormous capacity compared to either India or Pakistan; and if that sleeping giant enters the fray, the facts are this: war indeed will be hell, as newspapers in Russia detail.

These have killed senior Taliban or Al-Qaeda commanders but also many civilians. “Zardari may wish to be rid of the Taliban, Al-Qaeda, the LeT and other affiliated terrorist groups, but he cannot afford to be seen to cave in to western and Indian pressure”, said MJ Gohel, director of the Asia Pacific Foundation. “The terrorist infrastructure is being allowed to continue functioning with only cosmetic restrictions, whose main function is to impress the US. Yet until firm action is taken and training camps are closed down, the slow collapse of the Pakistani state will continue.”………………….

If nothing works, America could be confronted with the nightmare of a nuclear-armed and fragmented Pakistan in the hands of Islamic radicals.

For years the United States has been studying how to remove or disable Pakistan’s nuclear weapons in the event of an emergency, but it is highly delicate.
