Nuclear weapons now an incentive to terrorism , says Dick Cheney
Cheney: Nuclear Terrorism Is ‘Most Dangerous Threat’ We Face, The American, By Bridget Johnson, September 9, 2011, Former Vice President Dick Cheney said that the “most dangerous threat” we face is nuclear materials falling into the hands of terrorists.
“Nuclear weapons will no longer be a deterrent; they’ll be an incentive,” he said at AEI today
9/11 anniversary – a time for bipartisan effort to prevent nuclear disaster
The nuclear bottom line remains ominous. ….During the last two U.S. presidential elections, both the Republican and Democratic nominees recognized the nuclear danger and agreed on the broad outlines of a response. ……
the public deserves a debate whose goal is not to score political points, but to focus solely on reducing nuclear threats to the American people.
Too much to ask? Not if we expect to act with the urgency necessary to avoid what President John F. Kennedy once referred to as “the final failure.”
The Final Failure, This is no time for either President Obama or the GOP to forget the threat of nuclear weapons., FP, BY SAMUEL R. BERGER, STEVE ANDREASEN | SEPTEMBER 8, 2011 In the decade since Osama bin Laden masterminded the 9/11 attacks, U.S. security policy has centered on al Qaeda and the wars in Iraq and Afghanistan — fueled by a deep and bipartisan concern that a terrorist group might acquire the means to strike again, this time perhaps with nuclear weapons…..
Time for all to ratify and enforce The Comprehensive Nuclear-Test-Ban Treaty (CTBT)
With her “Baby Tooth Study,” the American physician Louise Reiss, who died earlier this year, proved in the 1960’s that radioactive fallout from nuclear testing had entered the food chain — and thus into human babies — all across the US.
Some isotopes linger for tens of thousands of years. Plutonium-239 from a nuclear test conducted at the end of the Stone Age, for example, would have lost a mere sixth of its radioactivity by now.

“……….As of 1961, some 200 nuclear bombs had been exploded, most of them in the atmosphere, but two on the Japanese cities of Hiroshima and Nagasaki.
Three years earlier, in October 1958, nuclear testing had ground to a halt after the United States, the Soviet Union, and the United Kingdom agreed on a moratorium. During most of this period, one could get the impression, although it was deceptive, that nuclear testing was actually over. Continue reading

Pentagon’s lack of transparency about China’s nuclear weapons
The most noticeable new development compared with last year’s report is that the Pentagon this year has decided to significantly reduce the transparency of China’s land-based nuclear missile force. Continue reading
China stregthening nuclear missiles, in distrust of India
China has strengthened nuclear missiles as deterrent against India: U.S. THE HINDU, NARAYAN LAKSHMAN, 25 AUG 11, China has substituted liquid-fuelled, nuclear-capable missiles with “more advanced and survivable solid-fuelled” rocket systems, and this has been explicitly aimed at “[strengthening] its deterrent posture relative to India,” according to an annual report on the developments within the Chinese military, authored by the United States Pentagon…..
Despite burgeoning defence rapprochement manifested in the Sino-Indian Annual Defence Dialogue established in 2007, India had pulled out of high-level military exchanges following China’s denial of a visa to a senior Indian general in 2010, the Pentagon report said.
Although Premier Wen Jiabao attempted to mend fences during his December 2010 visit to New Delhi “he did not address serious irritants… [and] a high degree of mistrust continues to strain the bilateral relationship,” the report added…..http://www.thehindu.com/news/national/article2397247.ece
Silex laser uranium enrichment process classified secret under Atomic Energy Act

Some New Wrinkles in Nuclear Weapons Secrecy, Secrecy News, August 22nd, 2011 by Steven Aftergood “………At this late date in the nuclear era, there are still other “innovations” in nuclear technology and nuclear secrecy. The New York Times reported last weekend on an apparent breakthrough in the use of lasers to enrich uranium. This laser enrichment process, known as SILEX (Separation of Isotopes by Laser Excitation), also poses new proliferation issues. See “Laser Advances in Nuclear Fuel Stir Terror Fear” by William J. Broad, August 21.
Though the Times story did not mention it, the SILEX process is also a unique case in which information that was privately generated was nevertheless classified by the government. …..
As far as could be determined, the decision to classify this non-governmental information under the Atomic Energy Act is the first and only time that such authority has been exercised. See this 2001 “Record of Decision to Classify Certain Elements of the SILEX Process as Privately Generated Restricted Data.” (See also “A Glimpse of the SILEX Uranium Enrichment Process,” Secrecy News, August 22, 2007.) A new route to more nuclear bombs – Silex laser enrichment
Laser advance may increase spread of nuclear bomb, SMH, William Broad, August 22, 2011 In a little-known effort, General Electric has successfully tested laser enrichment for two years and is seeking permission from the US government to build a $US1 billion ($960 million) plant that would make reactor fuel by the tonne.
That might be good news for the nuclear industry, but critics fear that if the work succeeds and the secret gets out, rogue states and terrorists could make bomb fuel in much smaller plants that are difficult to detect……. critics want a detailed risk assessment. Recently, they petitioned Washington for a formal evaluation of whether the laser initiative could backfire and speed the global spread of nuclear arms.
”We’re on the verge of a new route to the bomb,” said Frank von Hippel, a nuclear physicist who teaches at Princeton University. ”We should have learnt enough by now to do an assessment before we let this kind of thing out.” New varieties of enrichment are considered dangerous because they simplify obtaining the fuel……http://www.smh.com.au/technology/sci-tech/laser-advance-may-increase-spread-of-nuclear-bomb-20110821-1j4mm.html
USA to cut military spending: will it be jobs cut or nuclear arsenal cut?
Factbox: For cuts, Pentagon must choose among weapons, personnel (Reuters) Reporting by David Alexander; Editing by Warren Strobel and Kieran Murray, 15 Aug 11– A decision to cut $350 billion in security spending over the next decade will force the Pentagon to make difficult trade-offs that could lead to layoffs, canceled weapons systems or a smaller nuclear arsenal……
NUCLEAR ARSENAL The U.S. government could make substantial savings by reducing the size of its nuclear arsenal. Under the New START nuclear arms treaty with Russia ratified this year, deployed nuclear warheads are due to be cut to 1,550 in seven years. In securing Senate approval, the administration promised to spend billions on modernizing the nuclear arsenal.
Analysts say the United States could save huge amounts of money by reducing the nuclear arsenal even further and eliminating one leg of the so-called triad of delivery systems — missiles, bombers and submarines.
The Sustainable Defense Task Force recommended cutting deployed nuclear warheads to 1,000 on seven nuclear submarines and 160 Minuteman missiles while eliminating the nuclear bomber force. It estimated savings of $113.5 billion through 2020….http://www.reuters.com/article/2011/08/15/us-usa-defense-cuts-idUSTRE77E4JH20110815

Critical need for China to be more transparent about nuclear issues
it’s critical that the nation develop a clear understanding of the challenges and potential dangers. A certain amount of transparency, including when things go wrong, will help alleviate unnecessary misperceptions and misunderstandings in the region and beyond.

China’s nuclear sub needs, The Diplomat, By Manpreet Sethi, August 15, 2011 The past couple of weeks have seen a number of reports over a rumoured radiation leak from a 094 type Chinese nuclear submarine stationed near Dalian port. The incident is said to have occurred as electronic equipment was being installed on the sub.
Court rules compensation for soldier exposed to depleted uranium

DEPLETED URANIUM CONTINUES TO CLAIM VICTIMS, 14 AUGUST 2011 VOICE OF RUSIA Kosovo, (Pal Telegraph) – A court in Cagliari in Italy has ruled that the Ministry of Defence must pay a half million euros in compensation to the family of a soldier who died from exposure to depleted uranium in NATO bombs that were dropped on Kosovo.
Depleted uranium is used in rockets and bombs for increasing their piercing capacity. It is slightly radioactive and highly toxic. The first Italian death from exposure to it was reported in 2001.
NATO widely used DU munitions during its 1990s campaigns in Kosovo and Bosnia.http://www.paltelegraph.com/world/world-news/9844-depleted-uranium-continues-to-claim-victims.html
Nuclear weapons an obsolete defense strategy, says Ahmadinejad
Need to rewrite U.S. President’s guidance for use of nuclear weapons
Although the administration’s Nuclear Posture Review is widely said to reduce the role of nuclear weapons, it doesn’t actually reduce the role that nuclear weapons have today because all the adversaries in the current strategic nuclear war plan are exempt from the reduction. They are either nuclear weapon states, not members of the nuclear Non-Proliferation Treaty, or are in violation of their NPT obligations and have chemical or biological weapons. The new guidance would have to remove some of these adversaries from the war plan to reduce the role, or reduce the role that nuclear weapons are required to play against each of them. There are many ways this could be done:
- Reduce the numer of target categories that are held at risk with nuclear weapons.
- Reduce the damage expectancy to be a achieved against individual targets.
- Reduce the number of adversaries in the plan.
- Reduce the number and types of strike options against each adversary.
- Remove the requirement to plan for prompt launch of nuclear forces.
- Remove any requirement to plan for damage limitation strikes.
- End counterforce nuclear planning.
- End the requirement to maintain standing fully operational strike plans…….
we have a new op-ed in the Bulletin of the Atomic Scientists that describes what a new presidential directive could look like: A Presidential Policy Directive for a new nuclear path. http://www.fas.org/blog/ssp/2011/08/nuclearguidance.php
USA to cut social welfare, health, but increase spending on nuclear weapons
Some say Social Security and Medicare are under the gun, yet nobody’s talking about the $185 Billion increase to “modernize” America’s Nuclear arsenal and delivery systems…..
President ‘Nuclear Free World’ Obama and the Tea Party have resurrected policies that led to America’s First Great Depression.
The FY 2012 budget for the National Nuclear Security Administration includes 7.6 billion for nuclear weapons research and production.
66 Years of Nuclear Insanity and Real Change will do US good, Eileen Fleming Salem-News.com (CLERMONT, Fla.) 8 August 11, – This August 6th and 9th mark the 66th anniversaries of the most brutal acts of terrorism upon innocent people; America’s atomic bombings of Hiroshima and Nagasaki.
It has been spun ad’nauseum those actions “saved thousands of American lives” but the Pentagon and White House knew that Japan was ready to surrender and all they wanted was to “save face” and retain their emperor.
But the Manhattan Project was the steamroller for the Industrial Military Complex Continue reading
USA to spend $185 billion on nuclear weapons
How to Save a Quarter of a Trillion Dollars, HUFFINGTON POST, Lawrence Wittner, 8 Aug 11 In the midst of the current stampede to slash federal spending, Congress might want to take a look at two unnecessary (and dangerous) “national security” programs that, if cut, would save the United States over a quarter of a trillion dollars over the next decade.
The first of these is the Obama administration’s plan to spend at least $185 billion in the next ten years to “modernize” the U.S. government’s nuclear weapons arsenal. At present, the U.S. government possesses approximately 8,500 nuclear warheads, and it is hard to imagine that this country would be safer from attack if it built more nuclear weapons or “improved” those it already possesses. Indeed, President Barack Obama has declared — both on the 2008 campaign trail and as President – that he is committed to building a world without nuclear weapons. This seems like a perfectly sensible position — one favored by most nations and, as polls show, most people (including most people in the United States). Therefore, the administration should be working on securing further disarmament agreements — not on upgrading the U.S. nuclear arsenal in preparation for future nuclear confrontations and nuclear wars…….
by scrapping plans for nuclear weapons “modernization” and for national missile defense — programs that are both useless and provocative — the United States would save $271 billion (well over a quarter of a trillion dollars) in the next ten years. Whether used to balance the budget or to fund programs for jobs, healthcare, education, and the environment, this money would go a long way toward resolving some of the nation’s current problems.– …http://www.huffingtonpost.com/lawrence-wittner/budget-cuts-nuclear-missile_b_921157.html
