Nuclear Risk Reduction Center expanding its role to security in cyberspace

In U.S.-Russia deal, nuclear communication system may be used for cybersecurity Washington Post, By Ellen Nakashima,  April 26 A secure communications channel set up to prevent misunderstandings that might lead to nuclear war is likely to expand to handling new kinds of conflict — in cyberspace.

The Nuclear Risk Reduction Center, established in 1988 under President Ronald Reagan so that Washington and Moscow could alert each other to missile tests and space launches that could be mistaken as acts of aggression, would take a central role in an agreement nearing
completion between U.S. and Russian negotiators..

…The secure channel would be a milestone in the effort to ensure that misperceptions in
cyberspace — where it is difficult to know who is behind a digital attack or even whether a computer disruption is the result of deliberate action — do not escalate to full hostilities, say U.S.officials and experts from both countries…….. http://www.washingtonpost.com/world/national-security/in-us-russia-deal-nuclear-communication-system-may-be-used-for-cybersecurity/2012/04/26/gIQAT521iT_story.html?tid=pm_wo

Military experts condemn USA’s wasteful and unnecessary nuclear weapons spending

Redirect the nuclear weapons budget, The Hill, By Brigadier General Keith Kerr (Ret.)         – 04/19/12   Every few years, some outrageous abuse of the taxpayer’s dollars rightfully grabs headlines. Many will remember the infamous $400 toilet seats that were part of the defense procurement scandals of the 1980’s. More recently, there was the “bridge to nowhere,” a $25 million dollar boondoggle that perfectly exemplified poor Congressional oversight of our taxes.

The problem with these headline grabbers is that they often focus on comparatively small matters in the relative scheme of federal spending and arguably distract attention from vastly more wasteful spending.

You need look no further for an example of this than the hundreds of billions of dollars that the U.S. is projected to spend on redundant and unnecessary nuclear weapons over the next decade. Continue reading →

India wants to be seen as ‘non proliferation’ state, but won’t sign the Nuclear non Proliferation Treaty

India pitches for membership of global non-proliferation regimes Indrani Bagchi, Times of India | Apr 19, 2012, NEW DELHI: India on Wednesday made the most persuasive case for India’s “full membership” of the global non-proliferation regimes. In a major policy statement, foreign secretary Ranjan Mathai told a gathering of nuclear experts that “the logical conclusion of partnership with India is its full
membership of the four multilateral regimes.”..

.. India’s membership is not an easy decision. First, there is an NPT adherence that is seen
as crucial criteria. India has not signed the NPT and is not likely to do so, as a non-nuclear weapons state. So India’s membership into these groups would have to take this refusal into account….

Nuclear test moratorium no longer respected by North Korea

North Korea says no longer bound by nuclear test moratorium (Reuters) 17 April 12,  North Korea on Tuesday dismissed a rebuke by the U.N. Security Council of its failed long-range rocket launch and said it was no longer bound by an agreement with the United States for a moratorium on missile and nuclear tests and arms inspection.

The Security Council on Monday condemned the North for Friday’s rocket launch and warned of further action if Pyongyang carried out a nuclear test, reflecting concern that it may follow a pattern it set in 2009 with its second nuclear test…… The fate of a planned visit by international inspectors to the North’s nuclear site under the February agreement is also in doubt since Pyongyang raised tensions by going ahead with the rocket launch against international warning…… http://www.reuters.com/article/2012/04/17/us-korea-north-us-idUSBRE83G12H20120417

USA military bases in Australia – making Australia a nuclear target?

If too closely aligned with the US, Australia will be associated with any mistakes. US actions, mounted from Australia, will implicate Australia. In the Cold War US joint intelligence facilities were a target for Soviet nuclear weapons……

Australia needs to be careful that it does not make inevitable the future that it should fear the most. Current decisions are being made without public debate or discussion. Once made they will be difficult to reverse.

We must not get too close to the US, BY: PETER LEAHY  The Australian April 12, 2012 “……. there can be too much of a good thing, especially if it involves putting unnecessary pressure on China. By substantially increasing its
close relationship with the US, Australia may unduly complicate its relationship with China. Care needs to be taken to ensure that Australia is not caught between the US, as security guarantor, and China as economic underwriter.

As a sovereign nation Australia should maintain the ability to say no to the US and separate itself from its actions. This will require careful thought and deft diplomacy……By agreeing to the US Marine Corps and potentially more extensive air and naval access requests, Australia has confirmed that it is firmly in the US security camp……. USA has the hugest nuclear arsenal

The U.S. Still Has More Nukes Than Russia, US News, April 10, 2012 The United States has hundreds more nuclear weapons deployed and aircraft capable of dropping atomic bombs than Russia, according to State Department data released Tuesday.

Under a nuclear-arms reduction pact the Cold War-era rivals struck last year, both nations are in the midst of reducing their nuclear arsenals…… The State Department data shows the U.S. has 812 intercontinental ballistic missiles, submarine-launched ballistic missiles and heavy bombers deployed. Russia possesses 494.

The report also says the the military has nearly 1,740 nuclear-tipped ICBMs and sub-based ballistic missiles, and warheads “counted for deployed heavy bombers.” Russia has around 1,490. Washington also has the edge in the number of total—meaning those that are and aren’t currently deployed—nuclear ballistic missile launchers, submarines and bomber aircraft: 1040 to Moscow’s 881.

Obama has talked of a “nuclear-free world,” and has pushed hard for nuclear weapons reductions between the Cold War foes. More pragmatic Obama administration officials simply want nuclear arsenal cuts because they feel the nation has more than enough and it would perhaps free up billions annually.

But hawkish Republicans on Capitol Hill vow to block big reductions….. http://www.usnews.com/news/blogs/dotmil/2012/04/10/the-us-still-has-more-nukes-than-russia

USA military industry wants dangerous nuclear powered drones

“It’s a pretty terrifying prospect. Drones are much less safe than other aircraft and tend to crash a lot. There is a major push by this industry to increase the use of drones and both the public and Government are struggling to keep up with the implications.”

Years of development work on nuclear powered drones, NZ Herald, Apr 4, 2012 Drones have become a key weapon of the Obama Administration and US intelligence services and the military uses them in several countries, including Pakistan and Yemen.
They are operated by “pilots” thousands of kilometres away and sometimes remain in the air for days. A new generation of nuclear-powered drones would be capable of flying for months on end without refuelling. Continue reading →
