June 5 (Bloomberg) — Areva SA, the world’s biggest maker of atomic reactors, has offered India stakes in African uranium mines to ensure supplies for fuel-starved plants, the head of the nation’s monopoly nuclear generator said.
State-run Nuclear Power Corp. of India is considering investing in as many as four mines, including projects in South Africa and Nigeria, Chairman Shreyans Kumar Jain said in an interview in Mumbai. Patricia Marie, a spokeswoman for Areva in Paris, confirmed “strategic talks” with partners to develop some mines and declined to comment on specific proposals.
India would gain resources for its atomic expansion after Australia, with the world’s largest known uranium reserves, refused to sell to countries that haven’t signed the Nuclear Non-Proliferation Treaty. Areva is building the first large- capacity reactor project in the South Asian nation, which plans a 14-fold increase in nuclear generation by 2030………………………Areva, which is building the first large-capacity atomic project in India with overseas equipment, will also supply uranium to run the reactors for 60 years, Chief Executive Officer Anne Lauvergeon said in February after signing a preliminary sales agreement………………………..
The two companies are waiting for France’s parliament to approve an inter-governmental agreement before raising 3 billion euros ($4.25 billion) for the project, he said.
A final accord may be signed next year after obtaining French parliamentary and regulatory approvals, Jain said.

France, Pakistan seek nuclear cooperation deal
ABU DHABI (Reuters) – France and Pakistan are negotiating a partnership including nuclear cooperation and French President Nicolas Sarkozy could travel to Pakistan in the autumn to sign a deal, a source close to Sarkozy said on Monday.
The source said talks were ongoing on a wide variety of issues including nuclear security, an extremely sensitive question since a Pakistani scientist was at the centre of the world’s biggest nuclear proliferation scandal in 2004…………….Sarkozy met Pakistani President Asif Ali Zardari in Paris on May 15 and was reported by the Pakistani foreign minister as saying that France wanted Islamabad to obtain a wide-ranging deal to buy nuclear equipment like the one granted to India……………..Pakistan, which has also not signed the NPT, has dismissed concerns about the safety of its nuclear arsenal and its proliferation history.
Scientist Abdul Qadeer Khan, revered by many Pakistanis as the father of the country’s nuclear bomb, confessed to selling nuclear secrets to Iran, North Korea and Libya in 2004.

Government Urged To Step Up Anti-nuke Campaign Voxy.co.nz 26 May, 2009 – 15:14
The Government should take the advice of former Australian Prime Minister Malcolm Fraser and launch a new anti-nuclear campaign, says Labour’s disarmament spokesperson Phil Twyford.
Mr Fraser met the Prime Minister yesterday and is advocating New Zealand and Australia form a ginger group of countries to push for the abolition of nuclear weapons in light of US President Obama’s strong support for the cause.
“After meeting Mr Fraser, Mr Key told Radio New Zealand he would consider ‘whether we may maybe take a bolder and… larger step forward’,” Phil Twyford said.
“Because of our anti-nuclear legislation and longstanding commitment to disarmament New Zealand is well placed to champion the cause of ridding the world of nuclear weapons.
French Court Turns Away Veterans Plea for Compensation
French Court Turns Away Veterans Plea for Compensation The Chosun Ilbo 23 May 09 A French appeals court has rejected demands by military veterans for millions of dollars in compensation for illnesses allegedly contracted during 30 years of nuclear testing in Algeria and French Polynesia. Still, the French government is preparing draft legislation to compensate some nuclear testing victims.
The court case is just one in a series of long-running complaints that French nuclear testing between the 1960s and the 1990s sickened many people. The latest case involves a dozen French veterans who claim the cancers they subsequently fell ill to are linked to radiation exposure from the testing. France conducted 210 nuclear tests in Algeria and French Polynesia over the three decades. But a Paris appeals court rejected their compensation demands, claiming they pertained to events before 1977 — when a law on compensation took effect………………………….Separately, another court in French Polynesia began to hear this year complaints from former workers at France’s nuclear test sites there.
US lawmakers reject nuclear in renewable power goal
US lawmakers reject nuclear in renewable power goal
Wed May 20, 2009 By Ayesha Rascoe
WASHINGTON, May 20 (Reuters) – U.S. lawmakers pushing to include greater recognition for existing nuclear power in a national renewable energy standard failed to win new breaks for the industry when a U.S. congressional panel on Wednesday voted down an amendment to a controversial climate change bill.
The sweeping bill, which seeks to cap greenhouse gas emissions, includes a renewable energy mandate that would require utilities to generate 15 percent of electricity from renewable sources such as wind and solar by 2020………………………………
Under the legislation sponsored by Democratic Representatives Henry Waxman and Edward Markey, utilities’ renewable mandate would be reduced in proportion to the portion of any electricity sales from new nuclear plants, but not existing nuclear plants…………
……..Waxman argued that the bill was not discriminating against nuclear power, but that nuclear was not renewable energy because it requires uranium, a limited resource. Also, he said the renewable standard was aimed at promoting new power sources and technology.

Conn. high court backs anti-nuke plant activist
By DAVE COLLINS , 05.20.09 A Connecticut environmental activist on Wednesday scored a significant legal victory in her fight over how the Millstone nuclear power complex manages its wastewater.
The state Supreme Court unanimously decided to allow Nancy Burton to challenge the state process that led to a preliminary decision to allow Millstone to renew its wastewater discharge permit. The state Department of Environmental Protection released a draft decision in August 2006 to renew the permit
Burton claims Millstone’s water intake and discharge system has destroyed billions of fish and other marine life in Long Island Sound and alleges the permit renewal process that began in 1997 has been tainted by bias, state favoritism toward Millstone and a disregard for environmental laws.
The five justices overturned a lower court judge’s ruling that Burton had no standing under state law to challenge the permit process.
“We conclude that the plaintiff’s complaint adequately sets forth facts to support an inference that unreasonable pollution, impairment or destruction of a natural resource will probably result from Millstone’s operation,” Justice Richard N. Palmer wrote in the court’s decision………………………A federal appeals court ruled in 2007 that power plants, including nuclear facilities, must use the best technology available to avoid harming aquatic life…………

Protests as nuclear ship docks
Protests as nuclear ship docks
Herald Sun May 18, 2009 10:00pm
AN armed vessel with a load of recycled nuclear fuel from France arrived amid heavy security today at a Japanese port where it was greeted by dozens of protesters.
The Pacific Heron – carrying a British police team to head off possible hijackers on its secretive two-month voyage – delivered a load of mixed-oxide or MOX fuel, a blend of plutonium and reprocessed uranium.
Several dozen anti-nuclear activists and residents rallied at a pier of the Omaezaki fishing port as the cargo ship docked under heavy police guard and cranes unloaded metal containers of the nuclear fuel.
Environmental group Greenpeace has called the cargo, which left France in March, “the largest shipment of plutonium in history”, saying the 1.8 tonnes would be enough to make 225 nuclear weapons.
The Pacific Heron is believed to have travelled around Africa, escorted by a second ship, the Pacific Pintail, which was not seen in the port.
Quick answer unlikely for nuclear hot potato
Quick answer unlikely for nuclear hot potato TriCity Herald by Rick Larson, 11 May 09 A piece of President Obama’s budget that hasn’t drawn as much attention as other high-profile programs would finally bury the controversial Yucca Mountain nuclear waste project in Nevada.Scrapping Yucca Mountain will leave a $13.5 billion hole in the ground, which is how much the Department of Energy has spent on the project since 1983, and it leaves unanswered the question of what to do with waste from nuclear power plants. It’s a question the nation has struggled with for some 30 years………………………………
Scrapping Yucca Mountain isn’t as simple, however, as just walking away from a massive hole in the ground. The problem of what to do with the 55,000 tons of used nuclear fuel sitting in 39 states in “temporary” storage at nuclear power plants — including the Energy Northwest plant at Hanford — remains.
And lawmakers from states with nuclear plants are getting angry, threatening to stop or reduce their payments to the federal government for nuclear waste management until a solution for nuclear waste emerges. The New York Times reported in April that at least four states — Maine, South Carolina, Michigan and Minnesota — were considering measures.
All of this comes as nuclear power plants are being promoted as potential sources of clean and reliable base power……………………
