The head of the Nuclear Regulation Authority told Tepco’s top management he questions their attitude toward decommissioning the Fukushima No. 1 nuclear power plant and the company’s ability to resume operating its other reactors.
“I feel a sense of danger,” NRA Chairman Shunichi Tanaka said during a special meeting Monday with the top management of Tokyo Electric Power Company Holdings Inc.
Tanaka also said Tepco does “not seem to have the will to take the initiative” toward decommissioning the crippled nuclear power station that suffered three reactor meltdowns in March 2011.
Tepco Chairman Takashi Kawamura and President Tomoaki Kobayakawa attended the meeting. The authority felt it is necessary to hear from the top executives before it could make a decision on whether to approve Tepco’s plan to resume operation of reactors 6 and 7 at its massive Kashiwazaki-Kariwa plant in Niigata Prefecture.
Tepco filed for a safety assessment of the two reactors in September 2013 to reactivate them, hoping to restore its financial condition as it needed massive funds to pay compensation related to the Fukushima disaster and to scrap the plant.
The NRA’s safety screening found that Tepco failed to report insufficient earthquake resistance for an emergency response center at the Niigata complex even though it knew about the insufficiency for three years.
In June, Tepco submitted to the watchdog its revised safety measures for the Kashiwazaki-Kariwa complex.
“An operator lacking the will to take the initiative does not have the right to resume operation of nuclear reactors,” Tanaka said.
Tepco’s chairman responded by saying: “There are citizens who believe nuclear power is necessary. Operating reactors is our responsibility.”
But Kawamura also admitted there is room for only two more years’ worth of space in the tanks to accommodate the contaminated water building up at Fukushima No. 1.
During the meeting the NRA asked Tepco’s management about the company’s safety measures for the Niigata complex — the biggest nuclear power station in the world — as well as its safety awareness.
Tanaka said the NRA does consider Tepco’s responses at the meeting as sufficient and requested that it submit further explanations on its plan to decommission Fukushima No. 1 and resume operation of the two reactors at Kashiwazaki-Kariwa.
Tanaka plans to conduct on-site checkups at the two reactors, saying, “Tepco, which caused the (Fukushima) accident, is not an ordinary operator.”
The two boiling water reactors at the Niigata plant are the same type that suffered core meltdowns at Fukushima No. 1, and no such reactors have cleared the authority’s safety screening since the 2011 crisis.

Court dismisses request to halt restart of Saga reactors

SAGA – A district court on Tuesday dismissed a request from about 230 local residents for an injunction to stop the restart of two reactors at Kyushu Electric Power Co.’s Genkai nuclear power plant in Saga Prefecture over safety concerns.
The Saga District Court handed down the ruling concerning reactors 3 and 4 at the complex as the utility prepares for their restart this summer or later, having secured the necessary consent of the governor of Saga and the mayor of Genkai. The town hosts the four-reactor power station.
Reactors 3 and 4 have cleared Nuclear Regulation Authority screenings that were based on safety standards revamped after the Fukushima nuclear disaster triggered by the March 2011 earthquake and tsunami.
In Tuesday’s decision, presiding Judge Takeshi Tachikawa said the new safety standards are “reasonable.” The court has found no issues with earthquake resistance or steps taken against serious accidents and does not see any specific danger of radiation exposure at the plant, he added.
The focus of the lawsuit, filed by the residents in July 2011, was whether the operator has adequate measures in place against earthquakes. The plaintiffs argued that serious accidents could occur due to degradation in piping.
“The court is supposed to help the weak, but the ruling is based on economics and politics,” said Hatsumi Ishimaru, 65, who leads the group of residents. “We will continue to fight until we stop the nuclear plant.”
The plaintiffs said they will immediately appeal the decision to the Fukuoka High Court.
Kyushu Electric said in a statement it considers the latest decision “appropriate” and will continue to try to ensure safety at the plant.
The ruling may inject momentum into the government’s policy to restart nuclear plants that have fulfilled the new safety standards.
While declining to comment on the court decision itself, Chief Cabinet Secretary Yoshihide Suga said the government respects the Nuclear Regulation Authority’s judgment that the reactors meet the new safety standards.
Tuesday’s ruling followed a series of court decisions rejecting similar suits seeking to halt the operations of nuclear power plants.
In March, the Osaka High Court overturned a lower court order to halt two nuclear reactors at the Takahama plant in Fukui Prefecture, while in the same month the Hiroshima District Court dismissed a request by local residents to order the halt of a nuclear reactor that was restarted last year at the Ikata plant in Ehime Prefecture.
Of the more than 40 commercial reactors nationwide, five are currently in operation. At the Genkai plant, the No. 1 unit is set to be decommissioned due to aging.

Former chief of Fukushima probe criticizes reactor restarts
The leader of the Diet investigation into the 2011 Fukushima nuclear disaster blasted the Abe administration’s policies on restarting reactors, noting that proper evacuation plans are not in place.
“What are you going to do if a tsunami comes?” Kiyoshi Kurokawa, former chairman of the Fukushima Nuclear Accident Independent Investigation Commission, said at a June 12 meeting of the Lower House ad hoc committee for research of nuclear power issues. “How can you go (there) to rescue people if cars cannot move forward on roads?”
Kurokawa was referring to the restarts of the No. 4 and No. 3 reactors of the Takahama nuclear power plant in Fukui Prefecture in May and June.
The reactors cleared the Nuclear Regulation Authority’s safety standards that were established after the accident unfolded at the Fukushima No. 1 nuclear power plant in March 2011.
Prime Minister Shinzo Abe has said these standards are the strictest in the world.
But Kurokawa said, “I cannot accept such rhetoric.”
Kurokawa, also a professor emeritus of medical science at the National Graduate Institute for Policy Studies, was selected as chairman of a third-party advisory body established by the ad hoc committee in May.
He and other experts of the advisory body responded to questions at the meeting of the ad hoc committee on June 12.
Kurokawa also raised questions about the rules for personnel at the NRA, the country’s nuclear watchdog.
In January, Masaya Yasui, an official of the Ministry of the Economy, Trade and Industry, assumed the post of secretary-general of the NRA’s secretariat
Kurokawa said he was concerned that an official of the economy ministry, which has promoted nuclear power generation, is now at the top of the secretariat.
Previously, a “no-return rule” was in place that prohibited employees of the NRA secretariat from returning to the economy ministry.
However, the Abe administration changed the rule to allow them to return to the ministry at bureaus not directly related to nuclear power generation.
Regarding the change, Kurokawa said, “The most important thing is to protect the no-return rule.”

Saga, April 13 (Jiji Press)–The Saga prefectural assembly on Thursday voted to accept the restart of the No. 3 and No. 4 reactors at Kyushu Electric Power Co.’s Genkai nuclear power station in the southwestern Japan prefecture.
Following the decision by majority vote, Saga Governor Yoshinori Yamaguchi said he will make his final judgment as early as this month on whether his prefecture should approve the restart.
The mayor and the town assembly of Genkai, the host municipality of the power plant, have already given the green light. Local government procedures needed for reactivating the reactors will finish if the governor approves.
The resolution to accept the Genkai reactor restart was introduced mainly by members of the Liberal Democratic Party, which holds a majority in the assembly.
Two other assembly groups, including members of the Japanese Communist Party, submitted a resolution to call on Yamaguchi not to jump to a hasty decision.

One year after Kyushu quake, and 2,000 active faults beneath us
Novelist Michiko Ishimure, 90, was in Kumamoto when a megaquake jolted the southwestern region exactly one year ago.
“It felt as if my legs had been ripped off from the knees and I was being dragged over a grassy field. The excruciating pain was something I’d never experienced before,” she wrote for the Seibu edition of The Asahi Shimbun for the Kyushu region.
Ishimure blacked out while trying to make an escape after grabbing some food and a ream of writing paper.
Her injury was minor. But when the “main shock” of the 2016 Kumamoto Earthquake struck more than 24 hours after the initial jolt, she was taken to a hospital.
Upon discharge, she returned to the nursing home for the elderly where she was a resident. But her sense of alienation deepened.
“I’d never felt I really belonged there, to begin with,” she explained. “I think this feeling intensified–along with a sense of emptiness–after being shunted around because of the quakes.”
April 14 marks the first anniversary of the massive Kumamoto Earthquake. Many citizens are still unable to return to their prequake lives and are experiencing inconveniences of all sorts. More than 40,000 people are still living in emergency shelters and temporary housing.
A poem by Jun Tsukamoto depicts the plight of survivors fearing aftershocks and sleeping in their cars: “Unable to sleep and wide awake/ Night after night/ Parked cars cover the ground.”
Last summer, “Gendai Tanka” (Contemporary “tanka” poetry) magazine featured verse about the Kumamoto disaster. The pieces reveal the hardships of evacuees, as does this one by Rika Hamana: “My father starts shuffling his feet along a street at night/ The lavatory he is headed to is far away in the driving rain.”
The Kumamoto Earthquake claimed 50 lives. Another 170 died later and their deaths were ruled to have been quake related.
Even after the jolts subsided, survivors were still fighting in the midst of a long battle. How difficult it is to continue providing them the care they need to ensure they don’t feel alone and helpless.
About 2,000 active faults run beneath the Japanese archipelago. I try to imagine what it will be like to have my life completely disrupted and changed, even tomorrow. And I think about what I should do to ensure my own survival.

Two Tepco Kashiwazaki-Kariwa reactors may pass geared-up safety checks by March
Nuclear regulators have decided to gear up the safety assessment of two reactors operated by Tokyo Electric Power Company Holdings Inc. in central Japan, raising the possibility of finishing the process by next March, sources said Tuesday.
Reactor Nos. 6 and 7 at the Kashiwazaki-Kariwa plant in Niigata Prefecture are boiling water reactors, the same type as the ones that suffered core meltdowns in 2011 at Tepco’s Fukushima No. 1 complex.
All reactors in Japan — either BWRs or pressurized water reactors — are required to meet tougher safety criteria imposed after the Fukushima crisis, but the BWR assessment has been delayed due to the need to install safety equipment that involves extensive work.
If reactors 6 and 7 clear the assessment, they will become the first BWRs technically qualified to resume operation under the post-Fukushima rules.
Facing massive decommissioning costs and compensation payments after the Fukushima disaster, Tepco applied for the safety assessment of the two reactors in September 2013, hoping that restarting the units will help turn around its business.
But it is unclear whether the development will lead to their swift restart because Niigata Gov. Hirohiko Izumida has said he will “not talk about restarting” the reactors unless a study on the Fukushima calamity is sufficiently carried out.
The Kashiwazaki-Kariwa complex on the Sea of Japan coast is one of the world’s largest nuclear power plants in capacity if all of its seven reactors were in operation.
Allowing Tepco to reactivate its reactors can be controversial, as the utility is still struggling to scrap the crippled reactors at the Fukushima plant. Tens of thousands of people who lived nearby also remain displaced evacuees.
The Nuclear Regulation Authority decided last August to prioritize checking the two Kashiwazaki-Kariwa reactors, hoping to make them a model case of the BWR assessment process. But it retracted the decision in March after Tepco failed to offer sufficient explanation on questions raised by the regulators.
But Tepco has come up with the necessary documents and the NRA decided to reinstate the priority status of the Kashiwazaki-Kariwa reactors at least until mid-September. The NRA has conveyed its plan to other utilities whose BWRs are being checked, the sources said.
Under the new safety requirements, BWRs must be equipped with filtered venting systems so that radioactive substances will be reduced when gas and steam need to be released to prevent damage to containment vessels.
The venting facilities are not an immediate requirement for PWRs as they are housed in containers larger than those of BWRs, allowing more time until pressure rises inside the containers.
Currently, two reactors at Kyushu Electric Power Co.’s Sendai plant and another reactor at Shikoku Electric Power Co.’s Ikata plant are operating in Japan after passing the safety checks. They are all BWRs.
Plant operator to reactivate another reactor
The operator of Japan’s only active nuclear power station plans to prepare to restart a second reactor at the plant.
Kyushu Electric Power Company on Friday told the Nuclear Regulation Authority, or NRA, of its plan to start putting fuel rods into the Number 2 reactor of the Sendai plant in the southwestern prefecture of Kagoshima on September 11th.
The company says loading the 157 units of fuel rods into the facility will take 4 days.
NRA officials are to then inspect emergency equipment and procedures for handling severe accidents. If no problems are found, the utility plans to reactivate the reactor in mid-October, aiming at starting commercial operations in mid-November.
The firm restarted the plant’s Number 1 reactor on August 11th. The reactor is to undergo final checks by the NRA next Thursday and, if it passes them, become the first in Japan to supply electricity in 2 years.
The 2 reactors are the first to meet regulations introduced after the nuclear accident at the Fukushima Daiichi power plant in 2011.

Japan’s NRA has given the go ahead to restart two reactors at the Sendai nuclear plant. The needed local approvals are expected to permit the plant to restart even though public opinion is about two to one against restarts. The first reactor could restart as early as July.
Warnings for a minor eruption at one of the five volcanoes near the Sendai nuclear plant were sent out. The volcano 64km from the nuclear plant has seen increased activity, enough so that experts put out a warning. Japan’s government has been pushing to restart the Sendai reactors without a viable plan for dealing with volcano risk.
We also found other risks that are unaddressed with the Sendai plant related to any disaster response.
While the nuclear plant restarts are largely a political move to shore up the profit margins of struggling electrical utilities, other challenges go unaddressed. Meanwhile fuel storage at nuclear plants may be at capacity within two years of reactor restarts.
With experts disputing the safety of restarting the Sendai reactors due to the proximity of so many active volcanoes they may be tempting fate.
Risks at Sendai
The Sendai nuclear power plant located in Kagoshima Japan has been selected as the one Japanese authorities would focus on attempting to approve for restart. Intakes reside at: 5ft above sea level Intake pump buildings 13 feet above sea level Reactor blocks at about 35-40 ft above sea level
Road routes are problematic at the plant. The plant is bordered by a large river to the north, the sea to the west and a large expanse of mountains to the east. Roads route either north along the river or south following the coastline a considerable distance before you reach an area that might be undamaged. The major road that routes towards Sendai crosses the river north of the plant before a road to get to the plant could be reached, requiring another trip across the river. Miyazaki sits further to the east but again requires a north route and river crossing.
All roads to the plant from the north are dependent on a bridge across the river to travel from the north or the east. The roads to the plant from the north as they each require a bridge crossing, circled in red. The road faces the river edge and varies from 5 feet above sea level to 31 feet above sea level.
The south route goes through areas like Tsuchikawa, an area that would likely be subjected to any tsunami that would hit the plant, potentially preventing travel further east to Kagoshima. This would cause a station blackout at the plant just like at Fukushima Daiichi.
The even bigger challenge is that the conditions that would take out offsite power can’t be overcome. That had been the 500th eruption for the year and was just past the half way point of 2013.
The problems a volcano can cause a nuclear power plant is a well known problem. Ash can also cause mechanical damage to anything with moving parts that the ash may get into including pumps and generators.
The isolation of the plant due to the terrain and roads could hinder any response effort.
Non evacuation plans for Sendai
Prime minister Abe said that he approves of the evacuation plans around the Sendai nuclear plant and that he considers them “concrete and reasonable”. There is currently no agency or authority to evaluate evacuation plans in Japan.
The governor of Kagoshima said he was reluctant to develop plans to rescue all the people within 30km. “There are 17 hospitals and welfare facilities within 10 km of the plant. “We could spend long hours creating something unrealistic, but it won’t function” in the event of an actual disaster, Ito told reporters last month.”
The prefecture told the remaining facilities to figure it out for themselves how to evacuate anyone between the 10 to 30km zone.
Critics of the evacuation plans around Sendai pointed out that damage from earthquakes, landslides and tsunami were not given consideration in planning.
2 Sendai reactors cleared by NRA for restart
Japan cleared the way for a resumption of nuclear power, four years after the world’s worst atomic disaster in more than two decades led to the shutdown of all the country’s reactors and fueled public opposition to the industry.
Regulators said Kyushu Electric Power Co.’s two-reactor Sendai nuclear plant had cleared safety hurdles introduced after the triple meltdowns at Tepco’s Fukushima No. 1 plant in 2011.
The Sendai plant, in Kagoshima Prefecture, still needs to go through operational checks before a restart but these are expected to be completed without major hitches.
Volcano explodes off Kyushu 151 km from Sendai, forcing small island to evacuate
A volcano exploded Friday morning on sparsely populated Kuchinoerabu Island, sending smoke and ash soaring into the sky above Kagoshima Prefecture and residents fleeing to the safety of nearby Yakushima Island.
The 9:59 a.m. eruption of 626-meter Mount Shindake, the island’s main peak, produced a plume over 9 km high and a pyroclastic flow that reached the shoreline, the Meteorological Agency said.
There was no warning.
Situated some 100 km off the southern tip of Kyushu, Kuchinoerabu has only about 100 full-time residents. The same mountain had 178 small eruptions in March alone and produced one last week that created a plume 4.3 km high.
Nobuo Geshi of the National Institute of Advanced Industrial Science and Technology claims Friday’s eruption is the same type as the one seen at Sakurajima but much larger.
Geshi, who heads a group of scientists conducting research on massive eruptions, said it is very similar to the one the island experienced in 1966.
He said it can also be regarded as part of the volcanic activity that continued after the eruption last August.
Geshi pointed out that none of the past cases was a one-off eruption, suggesting the activity may continue for a while.
Kuchinoerabu, located in an area south of Kyushu with a large concentration of active volcanoes, has experienced numerous bouts of volcanic activity since Shindake’s colossal eruption in 1841, which scorched nearby villages and killed many residents.
Shindake’s volcanic activities continued in the 1960s, resulting in another massive eruption in November 1966 that hurt three people and caused shock waves and pyroclastic flows that hit Kagoshima and Tanegashima Island, one of the Osumi Islands.
The mountain also experienced a small phreatic eruption in September 1980.
Since the 2000s, a large increase in volcanic quakes and tremors has been reported.

A prominent volcanologist disputed regulators’ conclusion that two nuclear reactors are safe from a volcanic eruption in the next few decades, saying Friday that such a prediction is impossible.
A cauldron eruption at one of several volcanoes surrounding the Sendai nuclear plant in Kagoshima Prefecture could not only hit the reactors, but also cause a nationwide disaster, said Toshitsugu Fujii, a professor emeritus at the University of Tokyo who heads a state-commissioned panel on eruption prediction.
The Nuclear Regulation Authority last month said two Sendai reactors fulfilled tougher safety requirements set after the 2011 Fukushima crisis began.
The NRA ruled out a major eruption over the next 30 years until the reactors reach the end of their usable life span.
The surprise eruption of Mount Ontake on the border of Gifu and Nagano prefectures on Sept. 27 has renewed concerns about the volcanoes in the region.
“It is simply impossible to predict an eruption over the next 30 to 40 years,” Fujii said. “The level of predictability is extremely limited.”
He said eruptions can only be predicted in hours or days, at best.
Studies have shown that pyroclastic flow from an eruption 90,000 years ago at one of the volcanoes near the Sendai plant reached as far as 145 km (90 miles) away, Fujii said.
He said that a pyroclastic flow from Mount Sakurajima, an active volcano that is part of the larger Aira cauldron, could easily hit the nuclear plant, which is only 40 km (25 miles) away.
Heavy ash falling from an eruption would make it impossible to reach the plant, and could also affect many parts of the country, including Tokyo, he said. Many nuclear power plants could also be affected in western Japan.
The Sendai reactors are the first to pass the safety checks, which added resistance to volcanic eruption as part of the new evaluation.
Prime Minister Shinzo Abe is pushing to restart any viable reactors deemed safe, saying nuclear power is stable and relatively cheap compared to other energy sources and key to Japan’s recovery. Ironically, the utilities, many of which operate atomic plants, are revolting against the feed-in tariff system — for producing a solar energy glut.
Kyushu Electric Power Co., which runs the Sendai plant, promised steps to ensure worker access in up to 15 cm (6 inches) of ash and a monitoring system to detect changes in volcanic activity.
It also promised to transfer fuel rods to safer areas ahead of time if eruption signs are detected — a time-consuming process experts say is unrealistic.
Fujii said 10 cm (4 inches) of ash will render any vehicle except tanks virtually inoperable. Power lines would be cut by the weight of the ash, causing blackouts that could shut reactor cooling systems.
Only after approving the reactors’ safety did the NRA establish a volcano panel to discuss eruptions and countermeasures.
Fujii, a member of that panel, said experts are opposed to the NRA’s views.
Even though a catastrophic eruption might occur only once in 10,000 years, the likelihood of one cannot be ruled out either, he said.
“Scientifically, they’re not safe,” he said of the Sendai reactors. “If they still need to be restarted despite the uncertainties and risks that remain, it’s for political reasons, not because they’re safe, and you should be honest about that.”
