More than 150 Roosevelt crew members have so far tested positive for Covid-19, the Navy said on Saturday. Forty-four percent of the crew has been tested, while more than 1,500 sailors have moved ashore as a smaller crew remains on board to sanitize the ship and keep its essential systems running.
Democrats in the House and Senate are now asking the Pentagon’s top watchdog to investigate whether Modly acted improperly [in firing Captain Crozier]. In my opinion, it’s just a complete breeding ground, a cesspool for this,” said one man, who spoke on condition of anonymity to MediaNews Group out of fear of losing his job.
The contractor said supplemental workers began showing up at the plant days before a Unit 1 refueling outage began on March 27. Montgomery County officials have said they were informed that up to 1,400 contractors may have been summoned to work on the project as a coronavirus outbreak was taking shape in the county.
The workers interviewed claimed that social distancing measures of standing at least six feet apart, which have repeatedly been recommended by health officials during the outbreak, were not in place at the plant as they initially reported for their jobs.
From the first day I got there, there were no less than 100 people in the training room being processed. I have pictures from that day of people literally sitting on top of each other, no one enforcing social distancing,” the man said on Friday. “There were computer labs for people to take the tests they need to get into the plant, people sitting at every computer elbow to elbow. So, I’ve been concerned since the minute I walked in there.”
During shift changes, he said, people from both shifts congregated in the break room “standing room only, just packed in there.”
“They did not enforce any social distancing whatsoever until this past Wednesday (April 1) when the news got to the media. Limerick nuclear station worker tests positive for coronavirus
Exelon notified county health officials that a contract worker at the Limerick Generating Station tested positive for the coronavirus on Thursday night. The worker, who is from central Pennsylvania, was last on site on Monday. The areas that the worker used have been decontaminated and plant employees were notified, the company said in a statement.
Two other full-time Limerick workers were diagnosed recently with COVID-19 at the plant, but they have not been on site since March 20, Lacy Dean, director of communications for Exelon Generation, said in a statement.

LIMERICK — A state senator who represents parts of Montgomery, Berks and Chester counties called upon Exelon to improve its commitment to worker and community safety during a refueling at the Limerick Generating Station amid the COVID-19 outbreak.
“Thus far, Exelon has provided an inadequate pandemic response plan, withheld information from county and state officials, and failed to prioritize the safety of its employees, contract workers, community first responders, as well as all residents of the 44th senatorial district and entire region,” Senator Katie Muth (D-44th) wrote in an April 1 letter addressed to Exelon executives. “This is grossly irresponsible as Exelon has brought at least 1,400 workers to the epicenter of Pennsylvania’s Covid-19 pandemic.”…….
Arkoosh said she was “deeply concerned” to learn that a number of the estimated 1,400 contract workers were staying at AirBnBs, private homes, campsites, hotels and other rental units in the Tri-county region, which saw its first cases of coronavirus on March 7.

Last week, the American Petroleum Institute (API) sent a 10-page letter to the White House requesting a loosening of regulations, citing the COVID-19-related crash in oil and gas prices and the threat it posed to the fossil fuel industry. The White House, via Environmental Protection Agency Administrator Andrew Wheeler, granted their wish list and then some.

Five days later, Wheeler issued an order that gave API even more than it asked for, calling for a suspension of any enforcement of EPA regulations if any company, fossil fuel-based or not, or local government can prove that COVID-19 was the cause of its failure to comply.
Former EPA Administrator Gina McCarthy, now the President and CEO of the Natural Resources Defense Council, called the move “an open license to pollute.”

(AP) — Plans to transfer radioactive spent fuel at the Pilgrim Nuclear Power Station in Plymouth to steel-lined dry casks will go on as scheduled despite the coronavirus pandemic.
Pilgrim permanently shut down last May and was subsequently sold by Entergy Corp. to Holtec International for decommissioning.
There have been concerns about moving the fuel during the pandemic because some of the workers brought in to do the job were from out of state.
A Holtec spokesman says the company understands the concerns and in response, some workers were sent home and requested to self-quarantine for two weeks prior to beginning the work.

No, it wasn’t out of the water—it hit an underground mountain, and nearly sank. The USS San Francisco is an American nuclear powered submarine, one of the large Los Angeles-class submarines first laid down in 1972 and are among the U.S. Navy’s quietest submarines. At the time of the collision, or grounding in Navy parlance, the USS San Francisco was near Guam on a peacetime training mission en route to Australia. The sub was at a depth of about 525 feet and skipping along at a crisp thirty-ish miles per hour. The grounding was massive. Sailors in the dining room were tossed up to twenty-five feet across the mess-hall. One of the sub’s Petty Officers, Brian Barnes, recalled the incident during an interview with 60 minutes. “I remember just bodies everywhere,” he said. “Broken glass, stepping on plates, your shipmates moaning because they’re in pain, yelling.” The bow of the USS San Francisco was shattered, the frontal thirty feet or so were crushed and exposed to the sea. “Being part of the nuclear industry, we have to be prepared for everything,” plant spokesman Bill Downey said. “We have to protect the plant and keep the power running. To do that, we’ve got to have some critical employees that are here and available in a moments notice.” Cook employees with access to travel trailers have toted them over to the parking lot at the plant in case the need should arise for them to be sequestered in place on site during the coronavirus pandemic. “We’re ready should things get bad. But because the accelerating torrent of news tends to blast away each day’s events and make them hard to register—even a moment like this, which I expect will be included in histories of our times—I think it is worth noting this episode while it is fresh.Until a few days ago, Brett Crozier would have been considered among the U.S. Navy’s most distinguished commanders………
The four-page letter, which you can read in full at the Chronicle’s site, used the example of recent cruise-ship infection disasters to argue that closed shipboard environments were the worst possible location for people with the disease. It laid out the case for immediate action to protect the Roosevelt’s crew, and ended this way:
7. Conclusion. Decisive action is required. Removing the majority of personnel from a deployed US. nuclear aircraft carrier and isolating them for two weeks may seem like an extraordinary measure. A portion of the crew (approximately 10%) would have to stay aboard to run the reactor plant, sanitize the ship, ensure security, and provide for contingency response to emergencies.
This is a necessary risk. It will enable the carrier and air wing to get back underway as quickly as possible while ensuring the health and safety of our Sailors. Keeping over 4,000 young men and women on board the TR is an unnecessary risk and breaks faith with those Sailors entrusted to our care…
This will require a political solution but it is the right thing to do. We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset our Sailors. Request all available resources to find NAVADMIN and CDC compliant quarantine rooms for my entire crew as soon as possible.
“Breaks faith with those Sailors entrusted to our care.” “We are failing to properly take care of our most trusted asset our Sailors.” “Unnecessary risk.” In any walk of life, such language would have great power. Within the military—where terms like faith and trust and care have life-and-death meaning, and are the fundamental reason people follow leaders into combat—these words draw the starkest possible line. This course is right. The other course is wrong. Thus a leader spoke on behalf of the people “entrusted to our care.”…….
- Based on information available as I write, it appears that he took a stand, and is paying the price.
Brett Crozier will no longer be one of the Navy’s most powerful commanders. He remains in the service, but his command has been taken away.

…….. in removing Captain Crozier from command, senior Navy officials said they were protecting the historic practice that complaints and requests have to go up a formal chain of command. They argued that by sending his concerns to 20 or 30 people in a message that eventually leaked to news organizations, Captain Crozier showed he was no longer fit to lead the fast-moving effort to treat the crew and clean the ship.

Videos have emerged on social media showing sailors on the aircraft carrier USS Theodore Roosevelt giving their fired captain a rousing sendoff as he left the ship.
Capt. Brett Crozier was relieved of duty for a “loss of confidence” following the leak of a letter in which he advocated for stronger measures to protect his crew from an outbreak of coronavirus aboard the ship.
The videos show hundreds of sailors gathered in the ship’s hangar clapping and cheering loudly for Crozier as he walked down a ramp towards the pier in Guam where the ship is docked. ……
In one of the videos capturing that moment, voices can be heard saying “We love you, too!” and “Thank you skipper!”
Later, the ship’s crew is heard rhythmically clapping and chanting, “CAPTAIN! CROZIER!”
Earlier on Thursday, Crozier was relieved of duty by acting Secretary of the Navy Thomas Modly who said he had lost confidence in his leadership abilities following the leak of a letter where Crozier advocated for stronger measures to protect his ship’s crew from further infection by the coronavirus.
Modly said Crozier had expressed valid concerns for the safety of his ship but had exercised “poor judgment” in distributing the letter to senior commanders to a broad group of people when he could have expressed his concerns to the admiral aboard the carrier.
In the letter Crozier advocated Navy leaders to speed up the removal of the nearly 5,000 sailors aboard the carrier to appropriate accommodations on Guam that met social distancing guidelines set by the Centers for Disease Control and Prevention.
