The U.S. Department of Energy (DOE) is planning a small test reactor that would burn a large amount of weapons-grade uranium, according to the project’s draft environmental assessment. The experiment, to be built in a cost-sharing arrangement, would provide data for a new type of power reactor being developed by TerraPower and Southern Company Services. But the use of highly enriched uranium, first reported by Physics Today, would contravene the U.S. policy of removing HEU from civilian reactors around the world to keep it from being made into bombs.
The decision is “discouraging,” says Edwin Lyman, a physicist and director for nuclear safety at the Union of Concerned Scientists. “When the U.S. preaches the nonproliferation gospel, it should practice what it preaches.” Alan Kuperman, a political scientist at the University of Texas at Austin, says, “There was not by any means adequate public disclosure by the department that they were planning to contradict
5 decades of U.S. nonproliferation policy.”
Neither DOE nor Idaho National Laboratory (INL), where the test reactor will be built, would comment on the issue
The Molten Chloride Reactor Experiment (MCRE) would differ dramatically from conventional power reactors. They consume uranium fuel enriched to roughly 4% uranium-235, the fissile isotope, and encased in metal rods. Some uranium atoms split or fission to release energy and neutrons, which then split other uranium atoms in a chain reaction. Pressurized water flows around the rods both to slow the neutrons so that they split atoms more effectively and to carry heat to steam generators that ultimately drive turbines to generate electricity.
The MCRE would instead be cooled by molten salt, into which the uranium would be dissolved. In theory, a molten salt reactor could burn used fuel from conventional reactors and generate less long-lived radioactive waste, Kuperman says. Because the salt would not slow the neutrons, the reactor would need fuel with higher enrichment, which would generate more neutrons.
TerraPower’s commercial reactor would use fuel enriched to as much as 19% uranium-235, so-called high-assay, low-enriched fuel. But the MCRE will run on HEU enriched to greater than 90%—630 kilograms of it. That’s hundreds of times more than some research reactors use and enough to make dozens of bombs, Kuperman estimates. The uranium is leftover from another research reactor that ran at INL from 1969 to 1990, he says.
Running on HEU should enable the MCRE to produce the data needed to design and license the molten-salt power reactor while remaining relatively small and inexpensive, Lyman says. DOE would cover $90 million of the MCRE’s $113 million cost, and the reactor would start up in a few years. But its thrifty design would cost the United States credibility, says John Tierney, executive director of the Center for Arms Control and Non-Proliferation. “This is going to be seen as hypocritical by many, many people.”
In the 1950s and ’60s, the U.S. helped build research reactors around the world, providing HEU for many of them. In the 1970s, it changed course and led efforts to remove HEU from those reactors and repatriate it. Of the 171 research reactors that ran on HEU, 71 have switched to low-enriched fuel and
28 have shut down, according to the International Atomic Energy Agency—although five U.S. research reactors still use HEU.
The issue highlights a tension between DOE’s Office of Nuclear Energy, which is eager to develop new reactors, and its National Nuclear Security Administration, which controls nuclear weapons and works for nonproliferation, Kuperman says. He and others have drafted a letter to DOE and President Joe Biden’s administration to encourage them to reconsider the plan. “If they make the wrong decision, I think they’re going to undermine much more of the nonproliferation regime than they realize.”

Starting on Saturday, the company will not accept insurance applications
for business and personal lines property and casualty insurance. The

Gordon Edwards explains and comments on Canada’s policy on radioactive waste and nuclear decommissioning

Until recently, Canada’s stated policy on radioactive waste management consisted of a flimsy 25-year-old statement of 143 words, making no mention of intermediate level waste (such as decommissioning waste) or plutonium extraction (reprocessing).
In 2019, a team of IAEA nuclear experts reviewed Canada’s nuclear regulatory practices and recommended that Canada produce an enhanced radioactive policy statement and articulate an accompanying national radioactive waste strategy for the first time ever.
In 2020 Canada accepted this recommendation and undertook a two year consultation period with hundreds of Canadian organizations and individuals.
Non-governmental organizations overwhelmingly recommended that Canada should have radioactive waste management and decommissioning agency that is independent of the nuclear waste producers and agencies that promote nuclear power, such as the Natural Resources Department (NRCan).
They also recommended that reprocessing (plutonium extraction) be banned altogether and that careful consideration be given to establishing a classification of radioactive waste materials based on toxicity, mobility, longevity, and radioactive progeny. Special attention was paid to the need for a policy regarding intermediate level wastes such as those resulting from rector decommissioning operations.
In 2022 a draft policy was released for public comment and an alternative policy was recommended by Nuclear Waste Watch, incorporating the policy recommendations mentioned in the preceding paragraphs.
In March 2023, the government — through NRCan, the very department that is obligated to promote nuclear power and uranium mining — released its final radioactive waste and decommissioning policy. That document ignores almost completely the input from civil society over the course of the previous two years. The policy is verbose and rhetorical with very little substance, and with a pronounced pro-nuclear bias.
On May 25, Nuclear Waste Watch hosted a “debriefing” webinar to inform other groups who had also participated in the consultation process of the nature of the government’s policy, and the distressing fact that NRCan has relegated to the nuclear waste producers the task of constructing a radioactive waste strategy for Canada.

On Wednesday, the USS Gerald R. Ford arrived in Oslo, Norway. The USS Ford is the largest warship ever constructed and the first of a new generation of such carriers commissioned by the United States.
The carrier strike group led by the Ford includes two nuclear-powered attack submarines, two Ticonderoga-class cruisers and a squadron of destroyers. Manning the strike group are many thousands of naval military personnel, who will be operating within striking distance of Russian territory.
Vice Admiral Thomas E. Ishee, the commander of the US Sixth Fleet, explained that upon leaving Oslo the carrier strike group would travel north to the Arctic to carry out “freedom of navigation” operations—a term used by the United States to describe provocatively sailing ships into contested waters.
In other words, this massive armada with its thousands of troops will sail near the Russian coastline under conditions of a rapidly escalating proxy war that Biden said last year would threaten a nuclear “Armageddon.”
What weapons this massive armada carries are not known to the public. Antiwar has an article out about how New York congressman Jerry Nadler told an Epoch Times reporter that he “wouldn’t care” if Ukraine used US-made F-16s to strike Russian territory, and doesn’t find the possibility that they might do so concerning.
This comes days after we learned that the Biden administration has signed off on Ukraine getting F-16s while also greenlighting an offensive on Crimea using US-made weapons, a nightmare scenario which greatly escalates the risks of nuclear war.
There are no adults behind the wheel of the vehicle that’s driving us toward World War Three. We’re on a bus that’s being driven straight toward a cliff, and it’s being driven by infants. If we survive this it will not be because of the experienced leadership of western governments, but completely in spite of it.
It’s getting more and more dangerous, and it’s getting more and more stupid. The other day the Ukrainian government tweeted a video in which the faces of characters from the Harry Potter film series are superimposed over Ukrainian soldiers, a perfect compliment to an earlier tweet by NATO about the Ukrainian military saying “We are Harry Potter and William Wallace, the Na’vi and Han Solo. We’re escaping from Shawshank and blowing up the Death Star. We are fighting with the Harkonnens and challenging Thanos.” This truly is the phoniest, most PR-intensive proxy war of all time.

As the impacts of climate disruption become more frequent and intense, we need a range of solutions. One that’s getting a lot of attention is nuclear power.
Industry is pushing hard for it, especially “small modular reactors,” and the federal government has offered support and tax incentives. After 30 years without building any new reactors, Ontario is also jumping onto the nuclear bandwagon again. How should we react?
Along with its many known problems, as an inflexible, costly baseload power source, nuclear is becoming as outdated as fossil fuels. Small modular reactors will create even more waste and cost more — and slow the necessary transition to renewable energy.
Many disadvantages of nuclear are well known. It can contribute to weapons proliferation. Radioactive waste remains highly toxic for a long time and must be carefully and permanently stored or disposed of. And while serious accidents are rare, they can be devastating and difficult to deal with, as the Chernobyl and Fukushima disasters demonstrated.
Along with its many known problems, as an inflexible, costly baseload power source, nuclear is becoming as outdated as fossil fuels.
Uranium to fuel nuclear also raises problems, including high rates of lung cancer in miners and emissions from mining, transport and refining. Add that to the water vapour and heat it releases, and nuclear power produces “on average 23 times the emissions per unit electricity generated” as onshore wind, according to Stanford University professor Mark Jacobson.
But the biggest issues are that nuclear power is expensive — at least five times more than wind and solar — and takes a long time to plan and build. Small modular reactors are likely to be even more expensive, especially considering they’ll produce far less electricity than larger plants. And because the various models are still at the prototype stage, they won’t be available soon.
Because we’ve stalled for so long in getting off coal, oil and gas for electricity generation, we need solutions that can be scaled up quickly and affordably.
The last nuclear plant built in Ontario, Darlington, ended up costing $14.4 billion, almost four times the initial estimate. It took from 1981 to 1993 to construct (and years before that to plan) and is now being refurbished at an estimated cost of close to $13 billion. In 1998, Ontario Hydro faced the equivalent of bankruptcy, in part because of Darlington.
Ontario’s experience isn’t unique. A Boston University study of more than 400 large-scale electricity projects around the world over the past 80 years found “on average, nuclear plants cost more than double their original budgets and took 64 per cent longer to build than projected,” the Toronto Star reports. “Wind and solar, by contrast, had average cost overruns of 7.7 per cent and 1.3 per cent, respectively.”
China has been building more nuclear power plants than any other country — 50 over the past 20 years. But in half that time, it has added 13 times more wind and solar capacity.
As renewable energy, energy efficiency and storage technologies continue to rapidly improve and come down in price, costs for nuclear are rising. As we recently noted, the Intergovernmental Panel on Climate Change’s Sixth Assessment report shows that nuclear power delivers only 10 per cent of the results of wind and solar at far higher costs. In the time it takes to plan and build nuclear, including SMRs, and for much less money, we could be putting far more wind, solar and geothermal online, and developing and increasing storage capacity, grid flexibility and energy efficiency.
The amount it will cost to build out sufficient nuclear power — some of which must come in the form of taxpayer subsidies — could be better put to more quickly improving energy efficiency and developing renewable energy such as wind, solar and geothermal.
Putting money and resources into nuclear appears to be an attempt to stall renewable electricity uptake and grid modernization. Small modular reactors are likely to cost even more than large plants for the electricity they generate. And, because more will be required, they pose increased safety issues.
David Suzuki Foundation research shows how Canada could get 100 per cent reliable, affordable, emissions-free electricity by 2035 — without resorting to expensive and potentially dangerous (and, in the case of SMRs, untested) technologies like nuclear.
New nuclear is a costly, time-consuming hurdle on the path to reliable, flexible, available, cost-effective renewable energy. The future is in renewables.
Canadian reactors that “recycle” plutonium would create more problems than they solve

In 2021, nine US nonproliferation experts sent an open letter to Canada’s Prime Minister Justin Trudeau. In their letter, the experts expressed their concern that the Canadian government was actually increasing the risk of nuclear weapons proliferation by funding reactors that are fueled with plutonium. Earlier that year, the Federal Government had provided 50.5 million Canadian dollars to Moltex Energy, a company exploring a nuclear reactor design fueled with plutonium. The linkage to nuclear weapons proliferation has also led several civil society groups to urge the Canadian government to ban plutonium reprocessing.
Much of the concern so far has been on Canada setting a poor example by sending a “dangerous signal to other countries that it is OK to for them to extract plutonium for commercial use.” But Moltex plans to export its reactors to other countries raise a different concern. Even if a country importing such a reactor does not start a commercial program to extract plutonium, it would still have a relatively easy access to plutonium in the fuel that the reactor relies on to operate. Below we provide a rough estimate of the quantities of plutonium involved—and their potential impact on nuclear weapons proliferation—to help explain the magnitude of the problem. But there is more. By separating multiple radionuclides from the solid spent fuel and channeling it into waste streams, Moltex reactors will only make the nuclear waste problem worse.
Moltex’s technological claims. Moltex established its Canadian headquarters in the province of New Brunswick after it received an infusion of 5 million Canadian dollars from the provincial government. The company offers two products: a molten salt reactor and a proprietary chemical process that Moltex terms “waste to stable salts” technology. Moltex claims that, by using its chemical process, it can “convert” spent fuel from Canada’s deuterium uranium nuclear reactors (CANDUs) into new fuel that can be used in its reactor design. Moltex essentially claims it can “reduce waste.” In light of the problematic history associated with molten salt reactors, Moltex’s proposed reactors, and especially the chemical process needed to produce fuel, deserve more scrutiny. These will have serious implications for nuclear policy.
In its response to the open letter from the US nonproliferation experts, Moltex dismissed the ability of outsiders to comment, arguing that experts “are not aware of [its proprietary] process as only high-level details are made public.” Moltex has been indeed sparse in what it shared publicly about its technologies. Still, there is much one can surmise from earlier experiences with the processing of spent fuel and from basic science. With some simple calculations based on these high-level details provided by Moltex so far—and taking those at face value, i.e., without evaluating the feasibility of the design or their plans—we show that there is reason to be concerned about the amounts of plutonium that will be used in the reactor.

Moltex’s proposed technology has not yet been evaluated by the International Atomic Energy Agency for how well it can be safeguarded; nor is it possible to evaluate how well the technology can be safeguarded in advance of a final design. But there is good reason to think that a determined country—one that might not play by the rules set by the IAEA—might find a way to divert some plutonium from Moltex’s chemical process to use it in nuclear weapons.

Groups Warn Biden that Ukraine War Shows Attacks on Nuclear Plants ‘Could Happen Here’

“The recent catastrophic train derailment in East Palestine, Ohio, and the crash of two Boeing 737 Max jets demonstrate the real-world consequences of inadequate or capriciously enforced safety regulation and oversight. We can’t add radiological releases from U.S. nuclear plants to this list.”
In the wake of another nerve-wracking outage at a Russian-held Ukrainian nuclear energy facility this week, 90 groups and dozens of individuals wrote to U.S. President Joe Biden expressing “grave concerns regarding security at U.S. nuclear power plants.”
“We commend and wholeheartedly support your administration’s much-needed efforts to make nuclear plants in the Ukraine war zone more secure in the face of daunting political and military challenges,” states the letter, spearheaded by Nuclear Energy Information Service (NEIS) and sent to the White House Wednesday. “This work protects not only Ukraine but the entire planet.”
“Our concern is that the security of U.S. nuclear power plants does not seem to be receiving a commensurate amount of attention, neither from the U.S. Nuclear Regulatory Commission (NRC), nor the administration,” the coalition explained. “Worse, your administration is also seeking to expand the nuclear industry in dangerous ways that compound nuclear plant security threats.”
While the letter argues that given the associated security threats, “federal funding should prioritize scaling up renewables, storage, efficiency, and transmission upgrades, so as to phase out nuclear power as quickly as possible,” it also calls for immediate action.
“Nuclear plant security MUST begin at home,” the groups declared, urging the U.S. government to “learn the lesson” from Zaporizhzhia Nuclear Power Plant (ZNPP) since Russian forces invaded Ukraine early last year—that “attacks on nuclear facilities and other external dangers they face are credible threats and could happen here.”……………………………
The coalition also sent the president a separate document detailing security concerns and recommendations for U.S. facilities, but the letter highlights the top takeaways:
- The 92 operating reactors and 19 reactors in various stages of decommissioning in the U.S. are vulnerable to sabotage, terrorism, cyberattack, dam breaches, and other threats of a deliberate nature.
- Shipments of spent nuclear fuel to consolidated interim storage facilities (CISFs) are similarly vulnerable.
- NRC nuclear plant security policy is reactive rather than proactive, leaving it up to licensees. The NRC also takes a “hands-off” approach to securing spent nuclear fuel.
- Independent analysis shows this approach has failed, and that as a result, U.S. nuclear plants are not secure.
In a statement, Kevin Kamps—a radioactive waste specialist with Beyond Nuclear, which signed the letter to Biden—took aim at Holtec International, a U.S.-based company that owns a proposed New Mexico CISF, has handled spent fuel in Ukraine, and recently signed a contract to deploy small modular nuclear reactors in the war-torn country.
“Holtec’s performance in handling spent fuel has been abysmal in Ukraine and similarly abysmal in the United States,” said Kamps. “That’s one illustration among others that the problem is not limited to Ukraine, and that U.S. nuclear plants are subject to security threats we need to start addressing.”
NEIS director Dave Kraft asked, “What sense does it make to send tens of millions of dollars to Ukraine to enhance security and safety, when our own 92 operating reactors and 90,000 tons of high-level radioactive wastes are not secure?”
“What sense does it make to sprinkle the next-generation micro- and mini-nuke reactors around the nation and the world, boasting they can be mobile on flatbed trucks or housed in factories or Walmarts, when it is daily demonstrated that silent drones are capable of turning heavily armored tanks and military vehicles into shredded heaps of burning metal?” he added. “This is the real world nuclear power now exists in, and this administration is not prepared to provide the safety and security necessary for it to survive.”………………………………. more https://www.commondreams.org/news/zaporizhzhia-nuclear-power-biden

While Sullivan and Wang build ‘guardrails’: where is Mr Blinken?

When US National Security Advisor Jake Sullivan met face-to-face with Mr Antony Blinken’s China counterpart Mr Wang Yi for eight hours in Vienna on May 10-11, a meeting both sides described as “constructive”, where was America’s top diplomat, Mr Blinken?
The Sullivan-Wang meeting not only makes US Treasury Secretary Janet Yellen’s long-awaited China visit a distinct possibility but also paves the way for a meeting between President Biden and President Xi Jinping at APEC in San Francisco this November.
…………………. “Both sides agreed to maintain this channel between Director Wang and the National Security Advisor”, and “Both sides see that a channel between Director Wang and National Security Advisor is one means of managing that competition (between the US and China).”………………….
So where is Mr Blinken?
Not only does Blinken’s portfolio require him to be the top line of communication with China, but President Biden also specifically named him his China man after meeting with Xi Jinping on November 14 last year. “The two leaders agreed to empower key senior officials to maintain communication and deepen constructive efforts”, and “The two leaders agreed that Secretary of State Blinken will visit China to follow up on their discussions,” President Biden announced.
Mr Blinken failed to deliver on both fronts. He makes no secret that he is keen to visit China. But China gently shuts the door on him and looks the other way when he tries to talk.
As the US President’s chief foreign affairs advisor and fourth in line of succession to presidency, the Secretary of State wields enormous sway in US foreign policy. Played constructively, Mr Blinken can be the guardrails that keep Sino-US relations on track. But he chose destructiveness.
Actually China had been all set to roll out the red carpet for Mr Blinken. On January 17 this year, two months after the Xi-Biden meeting, a Chinese Ministry of Foreign Affairs (MFA) spokesman said that: “We welcome Secretary Blinken to visit China and are in communication with the US on the specifics of the visit.”
But Mr Blinken hasn’t learned from the March 2021 Alaska talks, at which he got a lecture from his then China counterpart and Wang Yi’s predecessor Yang Jiechi, that the US is “unqualified to speak to China in a condescending way from a position of strength”.
After China’s “welcome” gesture, instead of creating favourable conditions for what could be a historic visit, Mr Blinken again resorted to his “position of strength” tactic during the lead up to his visit, reviving old issues and creating new ones to suppress China, including issues around the origin of covid, Taiwan, military base in the Philippines, NATO links with Korea and Japan, new export controls, new bans on Huawei – the list goes on.

Almost three weeks after the shoot-down [of the Chinese weather balloons], Mr Blinken still stuck to his “don’t let a crisis go to waste” mindset, escalating it further to denounce China for “Violating US sovereignty and international law,” while repeating the China threat narrative.
……… In stark contrast, Mr Sullivan’s spokesman Mr John Kirby said at a press briefing on February 16 at the height of the balloon hype: “We assessed whether they posed any kinetic threat to people on the ground. They did not. We assessed whether they were sending any communications signals. We detected none. We looked to see whether they were manoeuvring or had any propulsion capabilities. We saw no sign of that. And we made sure to determine whether they were manned. They were not. “
Back to Mr Sullivan. His statement after the meeting with Wang was all positive. The word “communication” was used 11 times, “productive” four times, “constructive” three times. The only adjective used to characterise US-China relations is “competition”, appearing eight times. All the usual suspects attached to China like “threats” “aggressive” “coercion” “confrontation” were used zero times.
…………………….“friends of China” do not exist in today’s US politics. Mr Sullivan is pro-China? You must be kidding. Same in Australia. People like Mr Paul Keating and Mr John Menadue have been painted red from head to toe by “white men’s media” for their China-friendly comments. But it is a joke to say Mr Keating or Mr Menadue are pro-China. They are true Australian patriots, 100 per cent pro-Australia. They treat China with fairness and reasonableness for no other reason than doing that is in Australia’s best interest. Lowering oneself to become a US spear for attacking China is in US interest and against Australia’s.
Mr Blinken will still have a chance to set foot in China before he steps down, as China would stand ready to honour the agreement with President Biden for such a visit to happen. But the top diplomat of any country who doesn’t have an open line of communication with Beijing cannot possibly be an effective diplomat.

N.B. Power is finding itself mired in another slow-moving and pricey maintenance shutdown at the Point Lepreau nuclear generating station after a faulty seal on a pump delayed a restart of the plant last week.
It’s the fifth planned outage at the station since 2018 to hit delays and go over its budget.
The recurring problem is one that an outside review blames largely on optimism inside N.B. Power that maintenance work at the station will go according to plan — despite years of experience showing it rarely does…………………..

America’s Wars and the US Debt Crisis

To surmount the debt crisis, America needs to stop feeding the Military-Industrial Complex, the most powerful lobby in Washington.

In the year 2000, the U.S. government debt was $3.5 trillion, equal to 35% of the Gross Domestic Product (GDP). By 2022, the debt was $24 trillion, equal to 95% of GDP. The U.S. debt is soaring, hence America’s current debt crisis. Yet both Republicans and Democrats are missing the solution: stopping America’s wars of choice and slashing military outlays.
Suppose the government’s debt had remained at a modest 35% of GDP, as in 2000. Today’s debt would be $9 trillion, as opposed to $24 trillion. Why did the U.S. government incur the excess $15 trillion in debt?
The single biggest answer is the U.S. government’s addiction to war and military spending. According to the Watson Institute at Brown University, the cost of U.S. wars from fiscal year 2001 to fiscal year 2022 amounted to a whopping $8 trillion, more than half of the extra $15 trillion in debt. The other $7 trillion arose roughly equally from budget deficits caused by the 2008 financial crisis and the Covid-19 pandemic
Facing down the military-industrial lobby is the vital first step to putting America’s fiscal house in order
To surmount the debt crisis, America needs to stop feeding the Military-Industrial Complex (MIC), the most powerful lobby in Washington. As President Dwight D. Eisenhower famously warned on January 17, 1961, “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.” Since 2000, the MIC led the U.S. into disastrous wars of choice in Afghanistan, Iraq, Syria, Libya, and now Ukraine.
The Military-Industrial Complex long ago adopted a winning political strategy by ensuring that the military budget reaches into every Congressional district. The Congressional Research Service recently reminded Congress that, “Defense spending touches every Member of Congress’s district through pay and benefits for military servicemembers and retirees, economic and environmental impact of installations, and procurement of weapons systems and parts from local industry, among other activities.” Only a brave member of Congress would vote against the military-industry lobby, yet bravery is certainly no hallmark of Congress.
America’s annual military spending is now around $900 billion, roughly 40% of the world’s total, and greater than the next 10 countries combined. U.S. military spending in 2022 was triple that of China. According to Congressional Budget Office, the military outlays for 2024-2033 will be a staggering $10.3 trillion on current baseline. A quarter or more of that could be avoided by ending America’s wars of choice, closing down many of America’s 800 or so military bases around the world, and negotiating new arms control agreements with China and Russia.
Yet instead of peace through diplomacy, and fiscal responsibility, the MIC regularly scares the American people with a comic-book style depictions of villains whom the U.S. must stop at all costs. The post-2000 list has included Afghanistan’s Taliban, Iraq’s Saddam Hussein, Syria’s Bashar al-Assad, Libya’s Moammar Qaddafi, Russia’s Vladimir Putin, and recently, China’s Xi Jinping. War, we are repeatedly told, is necessary for America’s survival.
A peace-oriented foreign policy would be opposed strenuously by the military-industrial lobby but not by the public. Significant public pluralities already want less, not more, U.S. involvement in other countries’ affairs, and less, not more, US troop deployments overseas. Regarding Ukraine, Americans overwhelmingly want a “minor role” (52%) rather than a “major role” (26%) in the conflict between Russia and Ukraine. This is why neither Biden nor any recent president has dared to ask Congress for any tax increase to pay for America’s wars. The public’s response would be a resounding “No!”
While America’s wars of choice have been awful for America, they have been far greater disasters for countries that America purports to be saving. As Henry Kissinger famously quipped, “To be an enemy of the United States can be dangerous, but to be a friend is fatal.” Afghanistan was America’s cause from 2001 to 2021, until the U.S. left it broken, bankrupt, and hungry. Ukraine is now in America’s embrace, with the same likely results: ongoing war, death, and destruction.
The military budget could be cut prudently and deeply if the U.S. replaced its wars of choice and arms races with real diplomacy and arms agreements. If presidents and members of congress had only heeded the warnings of top American diplomats such as William Burns, the U.S. Ambassador to Russia in 2008, and now CIA Director, the U.S. would have protected Ukraine’s security through diplomacy, agreeing with Russia that the U.S. would not expand NATO into Ukraine if Russia also kept its military out of Ukraine. Yet relentless NATO expansion is a favorite cause of the MIC; new NATO members are major customers of U.S. armaments.
The U.S. has also unilaterally abandoned key arms control agreements. In 2002, the U.S. unilaterally walked out of the Anti-Ballistic Missile Treaty. And rather than promote nuclear disarmament—as the U.S. and other nuclear powers are required to do under Article VI the Nuclear Non-Proliferation Treaty—the Military-Industrial Complex has sold Congress on plans to spend more than $600 billion by 2030 to “modernize” the U.S. nuclear arsenal.
Now the MIC is talking up the prospect of war with China over Taiwan. The drumbeats of war with China are stoking the military budget, yet war with China is easily avoidable if the U.S. adheres to the One-China policy that properly underpins U.S.-China relations. Such a war should be unthinkable. More than bankrupting the U.S., it could end the world.
Military spending is not the only budget challenge. Aging and rising healthcare costs add to the fiscal woes. According to the Congressional Budget Office, debt will reach 185 percent of GDP by 2052 if current policies remain unchanged. Healthcare costs should be capped while taxes on the rich should be raised. Yet facing down the military-industrial lobby is the vital first step to putting America’s fiscal house in order, needed to save the U.S., and possibly the world, from America’s perverse lobby-driven politics.

Last month, the Export–Import Bank of the United States (EXIM) and the Development Finance Corporation (DFC) announced financing of up to $3 billion and $1 billion, respectively, to deploy US small modular reactors (SMRs) in Poland.[1] SMRs—smaller, more uniform designs intended to be factory-manufactured to lower nuclear energy costs—have benefited from congressional support and interagency interest in the Biden administration. This follows the Trump administration’s reversal of a legacy prohibition on DFC funding of US nuclear energy exports.

The Polish Opportunity
With EXIM Bank and DFC having just signed letters of intent to support the deployment of the GE-Hitachi BWRX-300 SMR with Orlen Synthos Green Energy as the most recent example,[3] Poland has been the epicenter of the revival of US commercial nuclear diplomacy.
The 2020 US-Poland Intergovernmental Agreement (IGA) on nuclear energy cooperation[4] was a political commitment, and in 2021 the US Trade and Development Agency funded a front-end engineering (FEED) study for potential deployment of a AP1000 nuclear power plant.[5] These developments likely facilitated Poland’s selection of the Westinghouse AP1000 for large reactor builds in 2022.[6]
Separately, Poland-headquartered mining company KGHM announced a plan in 2023 to deploy modular reactors designed by the US company NuScale Power, and in April submitted an application to the Polish Ministry of Climate and Environment to build NuScale SMRs in Poland.[7]
Successfully deploying both large-scale reactors and SMRs in Poland could accelerate progress throughout a region (Romania, Slovakia, Estonia, Czech Republic, and Ukraine) that has coal plants in need of retirement by mid-century to meet decarbonization goals. Poland’s neighbors have, in some cases, handshake agreements to adopt US nuclear technologies. For example, at the 2021 United Nations Climate Change Conference in Glasgow, US special presidential envoy for climate John Kerry and Romanian president Klaus Iohannis jointly announced Romania’s intention to build NuScale SMRs. A May 2023 announcement at the G7 Leaders’ Summit included support for the Romanian SMR project of up to $275 million from the United States, Japan, Republic of Korea, and United Arab Emirates, as well as Letters of Interest issued by EXIM and DFC for potential support of up to $3 billion and $1 billion for project deployment – similar to potential package for Poland.[8] US diplomatic efforts also contributed to the Czech Republic at least excluding Russian and Chinese companies from a tender to build a new reactor that will entail roughly $6.6 billion of investment into the country.[9]
Financing the Deal
For all of the announcements, there are no done deals just yet. Part of Russia’s competitive edge in the past has stemmed from the ability of Rosatom, its state-owned enterprise, to offer a “one-stop shop” including favorable financing terms that private sector companies cannot match alone.[10] The United States will ultimately have to grapple with this challenge if it expects to be competitive in international markets.
To date, the US playbook in Poland has consisted of an IGA demonstrating US political commitment and an intent to finance; funding for FEED work from USTDA; and now, letters of intent from EXIM Bank and DFC. The process has been improvised and tactical, but it could be replicated elsewhere as part of a long-term, sustainable approach. The missing piece at the end—US government financing agencies’ ability to quickly finalize deals—could make the difference, especially as the United States competes with Russia and China for reactor supply deals.

Nuclear Security: Department Of Energy Should Take Actions to Fully Implement Insider Threat Program

The Department of Energy has several programs to ensure proper access to and handling of the nation’s nuclear weapons and related information. DOE started a program in 2014 to further protect against insider threats from employees, contractors, and trusted visitors.
But as of 2023, DOE hasn’t fully implemented the program. For example, DOE doesn’t ensure that employees are trained to identify and report potential insider threats. Also, the agency hasn’t clearly defined contractors’ responsibilities for this program.
DOE changed the program’s leadership in February 2023, but there’s more to do. We recommended ways to improve the program.
What GAO Found
The Department of Energy (DOE) has not implemented all required measures for its Insider Threat Program more than 8 years after DOE established it in 2014, according to multiple independent assessments. Specifically, DOE has not implemented seven required measures for its Insider Threat Program, even after independent reviewers made nearly 50 findings and recommendations to help DOE fully implement its program (see fig. for examples). DOE does not formally track or report on its actions to implement them. Without tracking and reporting on its actions to address independent reviewers’ findings and recommendations, DOE cannot ensure that it has fully addressed identified program deficiencies.

Nuclear power won’t help Maine reach its clean-energy goals

The industry lobby is promoting a renewed call for investments in nuclear technology, but there are less complex, more affordable choices.

In Maine and in state legislatures across the nation, the nuclear industry lobby is promoting a renewed call for investments in nuclear technology as a source of clean energy. In the Maine Legislature, there have been three bills this session – L.D. 486, L.D. 689 and L.D. 1549 – that would promote nuclear power plants in our state.
While it’s important that Maine pursues solutions to provide affordable, clean energy, nuclear power isn’t the answer – and likely never will be.
Since launching my career in the energy industry in 1975, I have repeatedly witnessed campaigns heralding the pending emergence of nuclear power.
In the mid-’70s, there was a promise that 1,000 reactors would be up and running by 2000, producing power “too cheap to meter.” As recently as a decade ago, the U.S. was reportedly again on the cusp of a nuclear renaissance. But this renaissance and other, earlier predictions never materialized. In this latest campaign, the spotlight is on small modular reactor technology.
However, there is no market for commercial nuclear power plants in this country, and there has not been one for 30 years, if ever. Only one new nuclear site, Plant Vogtle in Georgia, has been built on American soil since the mid-1980s. Public apprehension, concerns over nuclear waste and the environmental movement are often cited as reasons that nuclear energy hasn’t lived up to expectations. But none of these issues has been the real roadblock to the construction of nuclear plants – it has just been plain old economics.
Commercial nuclear power is a business, and like all businesses, it requires a market-competitive, customer-appealing product. The hard truth is that when a product isn’t financially viable and there are more cost-effective alternatives available, market demand evaporates. Nuclear power has failed in the competitive market of electricity generation, where there are less complex, more affordable choices.
Vogtle is expected to start operations this year, six years behind schedule. Its total cost is at least $35 billion, more than double the original projections. And its electricity will cost several times more than its most expensive alternative. Vogtle is by no means unique in this regard; similar plants in France and Finland that have started operations in the last few months have experienced the same exorbitant costs and late delivery. Vogtle is just the most recent example of nuclear technology consistently falling short of lofty expectations.
Will small modular reactors change this narrative? No matter the kind of nuclear plant, all units require an operating license from the U.S. Nuclear Regulatory Commission, a grueling process that can span decades. To date, only three developers of small modular nuclear technology have initiated an application with the NRC. The one company making the most progress, NuScale, started its application in 2009, yet it is still roughly a decade from completion. Earlier this year, NuScale declared delivery setbacks and a doubling of projected costs that may already be uncompetitive. It seems inevitable that their costs will continue to climb and delays will stretch further – a familiar refrain.
A few experimental, small, liquid sodium-cooled fast breeder reactors are also being promoted. Despite research into this technology dating back to the early 1950s, commercial success has yet to be achieved. These “fast” reactors are even further away from becoming commercially viable than the three that have already filed applications with the NRC.
Maine will undoubtedly need more clean and affordable electricity sources as we head into the future, and there are a variety of technologies that should be considered as we build our portfolio. Those options include technologies that are nearing commercialization and offer credible delivery and affordable electricity without the baggage of nuclear power.
It’s important that the state not be swayed by this most recent campaign promising cheap nuclear electricity just over the horizon. It was just over the horizon 50 years ago, and will remain just over the horizon 50 years from today.
