………The two sides welcomed the establishment of The U.S.-China Energy Cooperation Program (ECP), a partnership between government and industry to enhance energy security and combat climate change. The ECP will leverage private sector resources and expertise to accelerate the deployment of clean energy technology.

The two sides agreed to work together to advance global efforts to promote the peaceful use of nuclear energy. They welcomed the recently-concluded Third Executive Committee Meeting of the Global Nuclear Energy Partnership, and the commitment of the partnership to explore ways to enhance the international framework for civil nuclear energy cooperation. They agreed to consult with one another in order to explore such approaches — including assurance of fuel supply and cradle-to-grave nuclear fuel management so that countries can access peaceful nuclear power while minimizing the risks of proliferation.

— A top official in charge of China’s civilian and military nuclear programmes has been placed under investigation, state media said Wednesday, in what appeared to be another case of high-level graft.Kang Rixin, party secretary and general manager of state-owned China National Nuclear Corporation, is being probed for possible involvement in “grave violations of discipline”, the Xinhua news agency said.The term “discipline violations” often means acts of corruption in the language of Chinese officialdom………………………

The China National Nuclear Corporation is responsible for both civilian and military nuclear activities, such as nuclear weapons production, power generation and waste disposal.

China is facing a growing problem with more and more accidents in the workplace involving radiation exposure, experts have said.

……………………….. most of them are due to human error,” said Wang Zuoyuan, former chief of the radiation protection and safety department under the Chinese Center for Disease Control and Prevention. He was speaking to China Economic Weekly in an article published yesterday.

Transportation errors, equipment failure and radiation sources that were stolen or abandoned were among the main causes of the accidents, Wang said.

The number of radiation sources in the country reached 106,000 at the end of 2008, according to the Ministry of Environmental Protection………………

People can get cancer when exposed to certain types of radiation, said Liu Ying, who works for the Chinese Center for Medical Response to Radiation Emergency under the National Institute for Radiological Protection.

While most of the residents of Henan province’s Qi county had returned by Monday amid government assurances it was safe, last week’s mass exodus  — some residents estimated that hundreds of thousands of people left — illustrates how quickly rumors can spread and cause alarm in China……………..

“…………………….protest in Fengshan in Kaohsiung County Saturday, voicing their strong opposition to the government’s plan to establish a nuclear waste storage site on a Penghu islet.

The protesters, headed by Penghu County Magistrate Wang Chien-fa, chanted anti-nuclear slogans at the rally held at a local temple and vowed to use whatever power they had to stop the plan from being carried out.

The Ministry of Economic Affairs (MOEA) announced in mid-March that it has listed Daren Township in Taitung County and Dongjiyu of Penghu County as the two suggested sites to store low-level radioactive waste.

The two counties are required to decide whether or not to accept the proposal by holding a referendum, according to the MOEA…………………………..Dongjiyu covers more than 140 hectares of land, 100 hectares of which have been listed by the Penghu County government as a “nature conservation zone” in an attempt to block the state-run Taiwan Power Company (Taipower) from opening a nuclear storage facility on the islet.

Taipower, however, can still appropriate the other 40 hectares of land, Wang said, and he urged county residents to unite in opposition to the referendum………………………………“Since the government wants to develop tourism in Penghu, it should not act to set up a nuclear waste storage site there, ” he argued, vowing to fight to the death against the facility.

In addition to Wang, Yeh Chung-ju, chief of Wanan Township, and Legislator Wong Chung-Chun of the ruling Kuomintang also joined the protest.

A public hearing discussing the possibility of storing low-grade nuclear waste in a Taitung County village ended on a note of strong opposition yesterday after two protesters had been taken away by police.After years of controversy and protests, the government decided to select Nantien Village in the county’s Tajen Township as one of the possible disposal sites for low-radioactive waste from its three existing nuclear power stations…………………………..Participants in yesterday’s hearing voiced strong opposition to the Tajen site. The area was geologically unstable, making it unsuitable to provide a permanent home for the low-radioactive materials, geologist Chiang Kuo-chang said.

The chairman of the county’s tourism association, Yang Wen-ta, said the issue was larger than just Tajen and concerned not only environmentalists and the local aboriginal population, but the whole of Taitung County.

Before the hearing got under way, an organic farmer carrying a banner with an anti-nuclear slogan was prevented entrance to the meeting and shown into a police vehicle. An environmental activist who came outside to ask about the situation was also forced into the car and taken to a police station, reports said. Both said they were kept at the precinct office for two hours.

Power originally stored its waste on Orchid Island, a remote island off southeast Taiwan mainly inhabited by aboriginals.

The China Post 31 March 09 “…………………….a preferred storage site for such low-radiation waste is somewhere reasonably remote with a small population………………………..Taipower has selected two sites they believe are best suited as storage locations. The first is Wan-an Township located on the Penghu archipelago’s Dongji Island. The second site is Taitung County’s Da-ren Township. Predictably, many of the residents of both sites are strongly against the proposal. The opposition is fiercest in Wan-an where some 90% are said to be against the plan……………………Many at the two proposed sites feel as if their ancestral lands are being polluted. Therefore, the company is offering a NT$5 billion (US$146 million) “friendly-neighbor” payment to the residents of the selected site…………………….Taitung is one of the poorest counties in Taiwan and is home to a significant number of Paiwan aboriginal people……………….hopefully through consultations and outreach, Da-ren Township will come to see that this plan could be in their interest.

Mongolia to host meeting for nuclear weapons free zone

Mongolia Web 2 March 09 Mongolia will hold a regional meeting of nations to discuss issues related to maintaining the area as a nuclear weapons free zone. Announced by the Ministry of External Relations, the meeting will be held in Ulaanbaatar on April 27 and 28. Specifically, attendees will discuss preparations for the third preparatory committee for the 2010 Treaty on the Non-Proliferation of Nuclear Weapons (NPT) review conference as well as for the second Conference of the States parties and signatories to the nuclear weapons free zone treaties, which is scheduled in 2010. Nearly 120 nations have declared themselves members of the nuclear weapons free zone. The creation of such zones are considered important regional measures of strengthening international peace and security, reinforcing the nuclear non-proliferation regime and effective means for achieving nuclear disarmament.

China plans to continue bolstering its nuclear forces to maintain the nation’s strategic deterrence, two generals stated yesterday in a journal affiliated with the Communist Party of China (see GSN, Jan. 26).

“We will accelerate the building of our nuclear and conventional combat strength,” said Gen. Jing Zhiyuan, who commands China’s nuclear forces as head of the Second Artillery Corps, and Gen. Peng Xiaofeng, the corps’ political commissar. “We will strengthen the buildup of combat systems and improve the training of high-quality personnel.”
