Ukraine, Continued Aid, and the Prevailing Logic of Slaughter

War always commands its own appeal. It has its own frazzled laurels, the calling of its own worn poets tenured in propaganda. In battle, the poets keep writing, and keep glorifying. The chattering diplomats are kept in the cooler, biding their time. The soldiers die, as do civilians. The politicians are permitted to behave badly.

With Ukraine looking desperately bloodied at the hands of their Russian counterparts, the horizon of the conflict had seemingly shrunk of late. Fatigue and desperation had set in. Washington seemed more interested in sending such musically illiterate types as the Secretary of State Antony Blinken to Kyiv for moral cuddling rather than suitably murderous military hardware.

Russian President Vladimir Putin, mindful of the losses inflicted on his own side in the conflict, thought it opportune to spring the question of peace talks. On June 14, while speaking with members of the Russian Foreign Ministry, he floated the idea that Russia would cease combat operations “immediately” if Ukraine abandoned any aspirations of joining NATO and withdrew its troops from the regions of Donetsk, Luhansk, Kherson and Zaporizhzhia.

Rather than refrigerate the conflict into its previous frozen phase, Putin went further. It would end provided that Kyiv accepted Moscow’s sovereign control over the four regions as “new territorial realities”. Russian-speaking citizens in Ukraine would also be afforded protections; sanctions imposed by Western states would be lifted. “Today,” he stated, “we have put forward another concrete, genuine peace proposal. If Kyiv and Western capitals reject it as they have in the past, they will bear political and moral responsibility of the ‘continuation of the bloodshed.’”

He further added that, as soon as Ukraine began withdrawing its military personnel from Donbas and Novorossiya, with an undertaking not to join NATO, “the Russian Federation will cease fire and be ready for negotiations. I don’t think it will take long.”

Length and duration, however, remain the signal attributes of this murderous gambit. Ukraine’s defeat and humbling is unacceptable for the armchair strategists in the US imperium, along with their various satellites. NATO’s obsessive expansion cannot be thwarted, nor can the projection of Washington’s influence eastwards from Europe. And as for the defence contractors and companies keen to make a killing on the killings, they must also be considered.

This was unpardonable for the interests of the Biden administration. The Washington War Gaming Set must continue. Empires need their fill, their sullied pound of flesh. Preponderance of power comes in various forms: direct assault against adversaries (potentially unpopular for the voters), proxy enlistment, or the one degree removed sponsorship of a national state or entity as a convenient hitman. Ukraine, in this sense, has become the latter, a repurposed, tragic henchman for US interests, shedding blood in patriotic gore.

In keeping with that gore, US President Joe Biden, in announcing a funding package for Ukraine from the G7 group, promised that “democracies can deliver”. The amount on the ledger: $US50 billion. “We are putting our money to work for Ukraine, and giving another reminder to Putin that we are not backing down.” That particular amount is derived from frozen Russian assets outside Russian territory, most of it from the Russian Central Bank amounting to US$280 billion. The circumstances of such freezing will, in future, be the subject of numerous dissertations and legal challenges, but that very fact suggests that Ukraine’s allies are tiring from drawing from their own budgets. We support you, but we also hate to see the money of our taxpayers continually splurged on the enterprise.

The fig leaf, when offered, can be withdrawn at any given movement: South Vietnam, doomed to conquest at the hands of North Vietnam; Afghanistan, almost inevitably destined to be recaptured by the Taliban; Kurds the Marsh Arabs, pet projects for US strategists encouraged to revolt only to be slaughtered in betrayal.

Thus goes Biden: “A lasting peace for Ukraine must be underwritten by Ukraine’s own ability to defend itself now and to deter future aggression anytime […] in the future,” Biden explains, drawing from the echo of Vietnamisation and any such exultation of an indigenous cause against a wicked enemy. While Putin has turned his nose up at the UN Charter in its solemn affirmation of the sovereignty of states, Washington has taken its own wrecking ball to the text. It has meddled, fiddled and tampered with the internal affairs of states while accusing Russia of the very same thing. Spiteful of history and its bitter lessons, it has employed such saboteurs as former Assistant Secretary of State Victoria Nuland to undertake such tasks, poking the Russian Bear while courting and seducing the Ukrainian establishment. The horror is evident for all to see, and unlikely to halt.

Global spending on nuclear weapons up 13% in record rise

States are on course to spend $100bn a year, driven by a sharp increase in US defence budgets

Global spending on nuclear weapons is estimated to have increased by 13% to a record $91.4bn during 2023, according to calculations from the International Campaign to Abolish Nuclear Weapons (Ican) pressure group.

The new total, which is up $10.7bn from the previous year, is driven largely by sharply increased defence budgets in the US, at a time of wider geopolitical uncertainty caused by Russia’s invasion of Ukraine and the Israel-Hamas war.

All nine of the world’s nuclear armed nations are spending more, Ican added, with China judged to be the second largest spender with a budget of $11.9bn – though Beijing’s total is well below the $51.5bn attributed to the US.

Russia is the third largest spender, at $8.3bn, followed by the UK ($8.1bn) and France ($6.1bn), although estimates for authoritarian states or the three countries with undeclared nuclear programmes (India, Pakistan and Israel) are all complicated by a lack of transparency.

Susy Snyder, one of the author’s of the research, warned that nuclear states are “on course to be spending $100bn a year on nuclear weapons” and argued that the money could be used on environmental and social programmes instead.

“These billions could have been used for combating climate change and saving animals and plants that sustain life on Earth from extinction, not to mention improving health and education services around the world,” Snyder said.

Over the past five years, since Ican began its research, nuclear weapons spending has soared by 34%, or $23.2bn. Spending by the US increased by 45% during that time and by 43% in the UK, and on current trends will surpass $100bn in 2024.

Russia’s president, Vladimir Putin, has referred repeatedly to his country’s nuclear arsenal to warn the west of a direct military intervention in Ukraine since launching the full-scale invasion in February 2022. Russia also began a series of exercises simulating the use of tactical nuclear weapons near the Ukrainian border in May.

Other data, complied by the Stockholm International Peace Research Institute (Sipri), shows that the number of active nuclear warheads is also slightly higher, at 9,585, driven largely by China increasing its arsenal to 500 from 410.

The largest nuclear states remain, as they have done since the 1950s, the US and Russia, who possess about 90% of all warheads. Russia has 4,380 nuclear warheads deployed or in storage, compared with the US on 3,708, the researchers added.

The Sipri researchers said “Russia is estimated to have deployed about 36 more warheads with operational forces than in January 2023,” though they added there was no firm evidence that Moscow had deployed any of its nuclear missiles in Belarus, despite public statements from Putin and Belarus’s president Alexander Lukashenko.

Britain’s nuclear weapon arsenal is estimated to be unchanged at 225 (as is France’s on 290), but three years ago the UK said it would raise a cap on the number of warheads it was willing to stockpile to 260 Trident warheads to counter perceived threats from Russia and China.

Wilfred Wan, the director of Sipri’s weapons of mass destruction programme, said: “We have not seen nuclear weapons playing such a prominent role in international relations since the cold war.”

He contrasted the numbers of warheads deployed with a joint statement signed by the US, UK, France, China and Russia in 2022. Building on earlier statements, the five countries declared that “a nuclear war cannot be won and must never be fought”.

Congress will hold a hearing about the Sentinel missile’s exploding budget, but is it too little, too late?

The Pentagon’s new multibillion-dollar intercontinental ballistic missile (ICBM) program has come under fire as a continual offender of overspending, but there has been little reaction on the issue from Congress. The most recent cost overrun for the Sentinel ICBM (previously known as the Ground Based Strategic Deterrent or GBSD) put the program’s budget an unprecedented 37 percent higher than previous estimates and extended its operational schedule by at least two years. As a result, the Pentagon is critically reviewing the program to determine if it will continue or be canceled.

Critics have called the land-based missile modernization project “wasteful and dangerous.” But much to the dismay of Sentinel’s many naysayers, the costly program is expected to be recertified.

While experts and activists have long called for a thorough reevaluation of the program, most of Congress has been silent on the issue. It is only last month that the chairs of a congressional working group on nuclear arms called for an oversight hearing on the controversial program. The hearing, set for July 24, seeks to “raise the alarm about our unsustainable, reckless nuclear posture,” working group co-chair Don Beyer, a Democrat of Virginia, said of the current US nuclear policy.

The upcoming hearing will be the first—and maybe only—opportunity for lawmakers to critically reevaluate US spending on modernization of its ICBM force. But it will come after the program is poised to be recertified by the Defense Secretary on July 10. This raises the question of whether Congress truly has any oversight on the US nuclear modernization program, or if the hearing is merely a performance.

Sentinel’s history of budget breaches. The Sentinel program is meant to completely replace the 400 deployed Minuteman III missiles that constitute the land-based leg of the US nuclear triad, producing 400 new ICBMs and refurbishing the 450 launch silos capable of holding them. The program also includes the acquisition of more than 250 additional ICBMs and the modernization of over 600 command and control facilities. Of the 659 total ICBMs that Sentinel will produce, 400 will be actively deployed in silos and 50 will be kept “warm,” leaving 209 extras for testing and other purposes. However, the US Air Force has yet to publicly justify why it needs these 259 warm and extra missiles not included in the current generation of Minuteman III missiles or how they increase national security

The Sentinel was chosen in large part for its supposed cost-effectiveness, but its price has skyrocketed since initial cost analyses: It nearly doubled in size from its original projections of $62.3 billion back in 2015 to over $130 billion today. That total is almost as much as what is planned to be spent on Medicaid health services for low income families over the next 10 years. A new report from government watchdog group Taxpayers for Common Sense projects the price tag might reach $315 billion by 2075.

The most recent cost overrun happened when the production cost per unit jumped from $118 million to $162 million, a 37-percent increase that set off alarms in the Pentagon…………………………………………………………………………………………………………………………………………….

The July 24 hearing is a first step in the direction of more public accountability in government spending for nuclear weapons programs. But, unless representatives advocate for a full and candid review of Sentinel, the hearing will merely blow hot air at a decision already made. UN: Israel killed own citizens on October 7 under ‘Hannibal Directive’

The Israeli military likely killed more than a dozen of its own citizens during the October 7 attacks, a United Nations investigation has alleged.

Comment: Bearing in mind the UN is extremely conservative (and even biased in favor of Israel-the West) in its verdicts, this is rather damning; and one would expect that further, even more incriminating, revelations of Israel’s role in Oct 7, its incitement of the attack, and stand down order, are still to come.


The report by the UN commission investigating the attack on Israel and the subsequent war in Gaza documented “strong indications” that the “Hannibal Directive” was used in several instances that day, “harming Israelis at the same time as striking Palestinian militants.”

The directive – officially revoked in 2016 – was put in place to prevent the capture of Israeli soldiers by enemy forces who may use them as bargaining chips, allowing troops to open fire even if it caused the death of a comrade.

UN investigators, led by Navi Pillay, a former UN human rights chief, concluded that at least 14 Israeli civilians, including 12-year-old twins and a 68-year-old grandmother, “were likely killed as a result of Israeli security forces fire.”


These specific accusations have not yet been addressed by Israel, but the government angrily rejected the overall report, which accused both Palestinian groups and Israel of committing war crimes. The UN panel also claimed Israel’s conduct of the war included crimes against humanity.

The Israeli government said the report was “reflective of the systematic anti-Israel discrimination of this commission of inquiry“, noting that it had ignored Hamas’s use of civilians as “human shields”.

It has also criticised the commission for “outrageously and repugnantly” drawing a false equivalence between Hamas and the Israeli military in relation to sexual violence.


Comment: Thus far it seems Israel is guilty of using sexual violence as a weapon of war, not Hamas. Moreover, with Israel it’s institutional and systematic: ‘Extermination, torture, starvation, sexual violence’: UN finds Israel guilty of numerous crimes against humanity

The report examines both Hamas’s actions on October 7 and Israel’s military response in Gaza and provides legal analysis that could be used in future criminal proceedings.

The UN commission was denied access to Israel, Gaza and the West Bank and said Israel did not respond to six requests for information. It based its conclusions on remote interviews with survivors and witnesses, satellite imagery, forensic medical records, and open source data.

Buried in the detail are several examples when Israeli civilians may have been intentionally targeted by their own armed forces on the day thousands of armed Hamas terrorists violently attacked the Nova music festival and Kibbutz settlements near the Gaza border.

The investigation’s conclusions on this question, much of which is derived from local media, refer to a video statement by an IDF tank crew which “confirms that at least one individual tank team knowingly applied the ‘Hannibal Directive‘ that day.”

It adds: “In a statement given to an Israeli news channel, a tank driver and commander stated that they targeted two Toyota vehicles with militants and Israelis. This occurred at point 179, close to Kibbutz Nir Oz.”

The commander, who believed his troops could be on the vehicles, was quoted as saying: “I prefer stopping the abduction so they won’t be taken,” although he adds that, to his knowledge, he did not kill any soldiers.

Much of the information at the centre of the “Hannibal Directive” accusation stems from the death of Efrat Katz, 68, some 150m from the Gaza border, and another 13 Israelis who were “likely” killed either by tank shelling or caught in the crossfire after being trapped by terrorists in the house of Pessi Cohen in Kibbutz Be’eri.

In their account of the Be’eri incident, investigators say that about 40 terrorists brought 15 civilians, including twins Liel and Yannai Hetzroni, aged 12, into the house of local resident Pessi Cohen, leading to a standoff with the Yamam police counter-terrorism unit and the IDF.

At 3pm, Hasan Hamduna, the terrorists’ leader, called the Yamam through one of the female hostages, threatening to execute all the abductees unless they were given safe passage to Gaza.

At 4pm, the first large IDF contingency, led by Brig Gen Barak Hiram, arrived at the site.

According to the testimony of a surviving hostage, the Yamam commandos opened fire on the terrorists while seven hostages were in the yard, trapped between them, the report says………………………………………………………………………………………………………………………………..

NATO chief says members considering deployment of more nuclear weapons, Kremlin warns it’s an ‘escalation of tension’

The Kremlin said on Monday a remark by NATO chief Jens Stoltenberg that the military alliance was holding talks on deploying more nuclear weapons was an “escalation of tension”.

Stoltenberg told Britain’s Telegraph newspaper that NATO members were consulting about deploying more nuclear weapons, taking them out of storage and placing them on standby in the face of a growing threat from Russia and China.

Kremlin spokesman Dmitry Peskov said Stoltenberg’s comments appeared to contradict a communique issued at a weekend conference in Switzerland that said any threat or use of nuclear weapons in the Ukraine context was inadmissible.

The talks, held at the behest of Ukrainian President Volodymyr Zelenskiy, were billed as a “peace summit” although Moscow was not invited.

G7 Leaders Agree To Provide Ukraine With $50 Billion Using Frozen Russian Assets

The step will mark a significant escalation in the economic war against Russia

Group of Seven leaders agreed at a summit in Italy on Thursday to give Ukraine $50 billion using frozen Russian Central Bank assets, a step that marks a significant escalation in the economic war against Russia.

The plan is to provide the $50 billion to Ukraine by the end of the year in the form of a loan, which will be paid back using profits from the approximately $280 billion in frozen Russian assets held by the US and its allies.

The idea is seen as a compromise between the US and Europe, as President Biden wanted to steal all of the frozen Russian funds to give to Ukraine. But the vast majority of the money is held in Europe, and EU leaders were hesitant to do that.

Instead, the EU devised a separate plan to provide Ukraine with about $3 billion per year using the interest made by the Russian assets. Ukraine said that amount wasn’t enough, and the US proposed the $50 billion loan.

“This has been something that the United States has put a lot of energy and effort into,” National Security Advisor Jake Sullivan told reporters. “We see proceeds from these assets as a valuable source of resources for Ukraine at a moment when Russia continues to brutalize the country, not just through military action on the front but through the attempted destruction of its energy grid and its economic vitality.”

Russia has made clear it would view either plan as the theft of its sovereign funds and is preparing to retaliate. Stealing the money makes reconciliation between Russia and the West even less likely since lifting sanctions would mean having to give assets back to Moscow that have already been spent. The move will also reduce faith in the Western banking system and speed up global de-dollarization.

GAZA HORROR: UN FINDS ISRAELI FORCES GUILTY OF SEXUAL ABUSE AND TORTURE

UN-mandated Independent International Commission of Inquiry has uncovered evidence of egregious sexual violence committed against Palestinian men and women in the Gaza Strip. This adds to a mounting series of reports indicating the issue is widespread and systematic.

The United Nations report, released on June 12 under a Human Rights Council resolution, revealed that Israeli forces “systematically targeted and subjected Palestinians to SGBV [Sexual and Gender-Based Violence] online and in person since October 7, including through forced public nudity, forced public stripping, sexualized torture and abuse, and sexual humiliation and harassment.

The report noted specific types of sexual violence perpetrated by Israeli soldiers targeting men and boys during ground operations and arrests. Soldiers took videos and photos of Palestinians after stripping them partially or fully naked. The captives were also “coerced to do physical movements while naked.”

Families of men and boys taken captive were made to watch as they were paraded in the street, either fully naked or in their underwear while being subjected to sexual harassment.

The commission concluded that the gender-based violence “directed at Palestinian women was intended to humiliate and degrade the Palestinian population as a whole.” The report asserted that “forced public stripping and nudity and other types of abuse by Israeli military personnel were either ordered or condoned.

“Sexual violence has been perpetrated throughout the OPT [Occupied Palestinian Territories] during evacuation processes, before or during arrest, at civilian homes and at a shelter for women and girls,” the report stated.

Sexual acts were carried out by force, including under threats, intimidation and other forms of duress, in inherently coercive circumstances due to the armed conflict and the presence of armed Israeli soldiers.”

In February, a UN panel of experts stated there was “credible evidence” of sexual violence against Palestinian women in both Gaza and the West Bank. This followed a UN report noting two cases of rape and various other cases of sexual abuse against Palestinian women.

“We might not know for a long time what the actual number of victims are,” said Reem Alsalem, the UN’s special rapporteur on violence against women and girls.

A recently released UNRWA report included testimony from a 34-year-old Palestinian woman detained in the Sde Teiman detention center, a makeshift interrogation facility for detainees seized from Gaza:

“They asked the soldiers to spit on me, saying ‘she is a b****, she is from Gaza.’ They were beating us as we moved and saying they would put pepper on our sensitive parts [genitals]. They pulled us, beat us, they took us in the bus to the Damon prison after five days. A male soldier took off our hijabs and they pinched us and touched our bodies, including our breasts. We were blindfolded and we were feeling them touching us, pushing our heads to the bus. We started to squeeze together to try to protect ourselves from the touching. They said ‘b****, b****.’ They told the soldiers to take off their shoes and slap our faces with them.”

The testimonies in the UNRWA report correlate with those collected by The New York Times in their recent expose on the Sde Teiman facility, which included allegations of rape, including with metal rods, and one male detainee dying after experiencing anal rape as a form of sexual torture.

Various other accusations of rape have been recorded, including those from Canadian physicians working in Gaza, with one claiming a woman was “raped for two days until she lost her ability to speak.” There has been no extensive investigation into the mountains of evidence and allegations of rape of Palestinians. In contrast, unsubstantiated Israeli government claims of a mass rape campaign on October 7 have received significant international attention.

The newly issued UN report allocated roughly 3,400 words to its section on the singular day of October 7 and approximately the same amount to its segment on crimes committed by Israeli Security Forces until December 31, 2023, in their Advanced Unedited version of the report. The section on crimes committed since October 7 is roughly the same in length but contains 65 footnotes, while the section on crimes committed on October 7 has only 24. The report drew strong conclusions about both Hamas and Israel.

Putin details Ukraine peace proposal

Russian President Vladimir Putin on Friday promised a ceasefire in Ukraine, provided that several conditions are met by Kyiv.

During a wide-ranging speech to foreign ministry officials, Putin stated that Russia would be ready to enter talks as soon as “tomorrow” to negotiate an end to conflict in Ukraine, provided that Ukrainian troops are withdrawn from several key regions. He also demanded that Ukraine give up all plans to join NATO, saying that the “moral responsibility for the continuation of bloodshed” would be on the West if the proposal was rejected.

Putin said: “I want to emphasize, it must be from the entire territory of these regions within their administrative borders as they existed at the time of their incorporation into Ukraine.

“As soon as Kyiv says they’re ready for such a decision and start the real withdrawal of forces from these regions and officially declare rejection of plans to join NATO, from our side, immediately, literally the same minute, will come an order to stop the fire and start negotiations.

“We will do it immediately. Obviously, we will guarantee the uninterrupted and safe withdrawal of Ukrainian forces.”

In order for the ceasefire to go through, Kyiv would need to withdraw troops from the Zaporizhzhia, Kherson, Donetsk and Luhansk regions, effectively giving Moscow control.

Comment: Footage of the announcement: The essence of our proposal is not some kind of temporary truce or stop of fire, as the West wants, in order to restore losses, rearm the Kiev regime, and prepare it for a new offensive.

I repeat: we are not talking about freezing the conflict, but about its final but about its final completion. And I will say again: as soon as #Kiev agrees to a similar course of events proposed today, agrees to the complete withdrawal of its troops from the DPR and LPR, Zaporozhye and Kherson regions and really begins this process, we are ready to to begin negotiations w/out delaying them.

I repeat, our principled position is the following: the neutral, non-aligned, non-nuclear status of #Ukraine, its demilitarization and denazification. Moreover, everyone generally agreed with these parameters during the Istanbul negotiations.

Ukrainian President Volodymyr Zelensky has repeatedly said that he will continue to fight until all disputed regions of Ukraine have been liberated.

Ukraine has repeatedly lobbied to join NATO since before the escalation of the conflict. Putin has consistently branded the expansion of NATO, which admitted Finland into the organization in 2023, as a threat to Russian security and an escalation of tensions in the region.

Putin also claimed that there was never an intention of Russian forces attacking Kiev directly, and that the original motive for the advance in 2022 was to force Ukraine to agree to a peace deal.

Russian media outlet Meduza reported that Putin was seeking a ceasefire beyond a “temporary truce”, and that peace negotiations would also require the lifting of Western sanctions on Russia, which have continued to damage the economy since the conflict began.

Putin said: “We would like such decisions — regarding the withdrawal of troops, non-aligned status, and starting a dialogue with Russia, on which the future existence of Ukraine depends — to be made independently in Kyiv, guided by the genuine national interests of the Ukrainian people. Not at the behest of the West. Although there are significant doubts about this.

“If Kyiv and Western capitals reject it, that is their choice, their political and moral responsibility for the continuation of bloodshed.”

Notably this occurs just a day or so after NATO announced its ‘readiness’ of 300,000 troops and their potential takeover of Europe, as well as Zelensky’s widely ridiculed ‘peace’ summit.

It also occurs amidst an unscheduled, ‘secret’ meeting of Prince William with MI6, the UK’s intelligence service for foreign operations; allegedly the last time he met with them was just prior to Russia’s SMO in Ukraine.

Rather than this being some kind of appeasement from Russia to NATO, one might suppose Putin is making one last ditch attempt to propose a resolution with the agreement-incapable West, before it is, yet again, forced to take extraordinary measures:

Why the West should take Russia’s nuclear threats more seriously.

Russian nuclear threats have returned to the forefront of the war in Ukraine, but
this time with a new feature: exercises involving tactical nuclear weapons.
These exercises come in response to Western powers signaling broader
support for Ukraine.

On April 29, for instance, French President Emmanuel
Macron reaffirmed his position that France remains open to sending ground
troops to Ukraine to bolster European security against Russian aggression.
Shortly after, the United Kingdom’s Foreign Secretary, David Cameron,
announced that the UK government would support Ukraine using UK-supplied
weapons against Russian territory.

In response, Russia characterized these
statements as a “completely new round of escalation of tension” and
announced on May 6 that it would conduct drills simulating the use of
tactical nuclear weapons, or—as Russia describes
them—“non-strategic” nuclear weapons. Although these drills
constitute a new kind of nuclear threat, they have been dismissed as not
credible by a growing number of European countries. But the fine line
between skepticism and complacency could pose significant risks for crisis
stability in Europe.

GENEVA (Reuters) – Both Israel and Hamas committed war crimes in the early stages of the Gaza war, a U.N. inquiry found on Wednesday, saying that Israel’s actions also constituted crimes against humanity because of the immense civilian losses.

The findings were from two parallel reports, one focusing on the Oct. 7 Hamas attacks and another on Israel’s military response, published by the U.N. Commission of Inquiry (COI), which has an unusually broad mandate to collect evidence and identify perpetrators of international crimes committed in Israel and the occupied Palestinian territories.

Israel does not cooperate with the commission, which it says has an anti-Israel bias. The COI says Israel obstructs its work and prevented investigators from accessing both Israel and the occupied Palestinian territories.

Israel’s diplomatic mission to the U.N. in Geneva rejected the findings. “The COI has once again proven that its actions are all in the service of a narrow-led political agenda against Israel,” said Meirav Eilon Shahar, Israel’s Ambassador to the U.N. in Geneva.

Hamas did not immediately respond to a request for comment.

By Israel’s count more than 1,200 people were killed and 250 taken hostage in the Oct. 7 cross-border attacks that sparked a military retaliation in Gaza that has since killed over 37,000 people, by Palestinian tallies.

The reports, which cover the conflict through to end-December, found that both sides committed war crimes including torture; murder or willful killing; outrages upon personal dignity; and inhuman or cruel treatment.

Israel also committed additional war crimes including starvation as a method of warfare, it said, saying Israel not only failed to provide essential supplies like food, water, shelter and medicine to Gazans but “acted to prevent the supply of those necessities by anyone else”.

Some of the war crimes such as murder also constituted crimes against humanity by Israel, the COI statement said, using a term reserved for the most serious international crimes knowingly committed as part of a widespread or systematic attack against civilians.

“The immense numbers of civilian casualties in Gaza and widespread destruction of civilian objects and infrastructure were the inevitable result of a strategy undertaken with intent to cause maximum damage, disregarding the principles of distinction, proportionality and adequate precautions,” the COI statement said.

Sometimes, the evidence gathered by such U.N.-mandated bodies has formed the basis for war crimes prosecutions and could be drawn on by the International Criminal Court.

MASS KILLINGS, SEXUAL VIOLENCE AND HUMILIATION

The COI’s findings are based on interviews with victims and witnesses, hundreds of submissions, satellite imagery, medical reports and verified open-source information.

Among the findings in the 59-page report on the Oct. 7 attacks, the commission verified four incidents of mass killings in public shelters which it said suggests militants had “standing operational instructions”. It also identified “a pattern of sexual violence” by Palestinian armed groups but could not independently verify reports of rape.

The longer 126-page Gaza report said Israel’s use of weapons such as MK84 guided bombs with a large destructive capacity in urban areas were incompatible with international humanitarian law “as they cannot adequately or accurately discriminate between the intended military targets and civilian objects”.

It also said Palestinian men and boys were subject to the crime against humanity of gender persecution, citing cases where victims were forced to strip naked in public in moves “intended to inflict severe humiliation”.

The findings will be discussed by the U.N. Human Rights Council in Geneva next week.

The COI composed of three independent experts including its chair South African former U.N. human rights chief Navi Pillay was set up in 2021 by the Geneva council. Unusually, it has an open-ended mandate — a fact criticised by both Israel and some of its allies.

Russia was ready to withdraw from southern Ukraine – Putin

Kiev could have retained sovereignty over two of its former regions if it had agreed to guarantee Moscow free land access to Crimea, the president has revealed

Russia was open to withdrawing its troops from Kherson and Zaporozhye Regions early in the Ukraine conflict on the condition that Kiev agreed to an uninterrupted land connection between Crimea and the mainland, President Vladimir Putin stated on Friday.

Speaking at a meeting with the country’s senior diplomats, Putin revealed that in early March 2022, as Russian troops were advancing into southern Ukraine, a senior foreign politician representing the West proposed mediating the conflict between Moscow and Kiev. While Putin did not name the leader, former Russian President Dmitry Medvedev identified him as then-Israeli Prime Minister Naftali Bennett.

According to the Russian president, Bennett asked officials in Moscow at the time why Russian troops were operating in Kherson and Zaporozhye Regions, given that their stated goal was to help Donbass.

Bennett was told the decision to send Russian troops to those regions was made based on the plans drawn by the General Staff, which sought to bypass heavily fortified Ukrainian positions in Donbass, Putin explained. According to the Russian leader, when Bennett asked whether Russian troops would remain in Kherson and Zaporozhye Regions after the end of the conflict, Putin said he was open to the idea of pulling them back to their bases.

“I replied that, in general, I do not rule out that Ukraine will retain its sovereignty over these territories, provided that Russia will have a solid land connection to Crimea.”

Putin noted that to secure the guarantee, Moscow and Kiev would have to sign a legally binding “servitude” agreement, a property law that ties rights and obligations to the ownership or possession of land.

The deal would then have to be finalized with the involvement of the UN Security Council, as well as local citizens and the Russian public.

However, when Bennett traveled to Kiev to present Moscow’s proposal to the Ukrainian government, it was rejected, and the Israeli leader was branded a Russian sympathizer, Putin noted.

Now, this proposal is off the table, given that Kherson and Zaporozhye Regions, along with the two Donbass republics, voted to join Russia in public referendums in the fall of 2022, Putin stated. “There can be no talk of violating our national unity… This question is closed forever and beyond any debate.”

At the same time, Putin signaled that Moscow was ready for talks with Ukraine on the condition that Kiev fully withdraws its troops from Donbass, Kherson, and Zaporozhye regions and abandons plans to join NATO. But the proposal has been rejected by Kiev, which insists upon returning the country to its 1991 borders.

A majority of Iranians now favor possessing nuclear weapons. Their leaders take note.

Iran is currently in a state of nuclear latency; it possesses the necessary materials to develop nuclear weapons should it decide to proceed. However, Iranian leaders have consistently stated that the country has no such intentions. Historically, public opinion polls since the mid-2000s have consistently demonstrated that while Iranians favored a peaceful nuclear program, a majority of them opposed developing nuclear weapons.

A recent survey, however, suggests that Iranian citizens are growing more receptive to nuclear weapons.

The survey, conducted between February 20 and May 26, was designed and carried out by the author in collaboration with the Toronto-based company, IranPoll. It used an online panel of 2,280 Iranian citizens that closely reflects the demographic structure of the national population, with targeted quotas across region, age, income, and gender.

The survey included two questions about Iran’s nuclear program. First, to what extent participants agreed or disagreed with the statement that “Iran should be able to use nuclear energy for peaceful purposes,” to which they were provided with four options: “strongly agree,” “somewhat agree,” “somewhat disagree,” and “strongly disagree.” An overwhelming majority of respondents (92 percent) either strongly or somewhat agreed with the statement, aligning with previous surveys about support for Iran’s civilian nuclear program—87 percent agreed with this statement in a 2011 survey, and a similar number (90 percent) agreed in 2020.

Respondents were then asked to what extent they agreed or disagreed with the statement that “Iran should possess nuclear weapons” and were given the same response options. Over 69 percent of them responded they support Iran pursuing nuclear weapons. This marks a departure from earlier opinion polls in which most Iranians consistently rejected the weaponization of the country’s nuclear program. Our government is planning a big draft, conscripting millions of young Americans for an even bigger war!

I call to your attention a Democratic amendment to the National Defense Authorization Act (NDAA), which was slipped into the almost trillion-dollar Pentagon war spending bill, by voice vote, in the House Armed Services committee.

The Democratic Amendment to H.R. 8070, the National Defense Authorization (NDAA) reads

Section 531. Selective Service System:  Automatic Registration.  SEC. 3. (a)(1) “Except as otherwise provided in this title, every male citizen of the United States, and every other male person residing in the United States, between the ages of eighteen and twenty-six, shall be automatically registered under this Act by the Director of the Selective Service System.” 

This amendment is in the NDAA legislation and there is no pending amendment to strip it from the bill.  So, when the NDAA passes, as early as this week, Congress will have taken steps to make automatic conscription the law of the land.

Why an automatic draft?  Members of Congress and the President have an obligation to explain to the American people to which foreign land will their sons, and perhaps their daughters, be sent to die?

The U.S. has been in a continuous “State of Emergency” since September 11, 2001, which provides a president with over 100 powers he would not ordinarily have.   Notwithstanding that the automatic draft provision will go into effect in a year,   a presidential order invoking emergency powers and/or an Act of Congress, could readily move millions from their civilian lives to the front lines of a war.

WHAT WE KNOW:

We know that America is fomenting wars around the world

We know that the military industrial complex controls our government

We know that we are on the precipice of a global war, provoking aggression rather than resolution with Russia, China and in the Middle East.  

The only winners in these wars are the war profiteers.

They’re now going to take our children to fight in unnecessary, destabilizing, dangerous, debt-creating wars.

Just today President Biden committed the U.S. to an additional decade of support for Ukraine’s war with Russia.

 There is no other conceivable reason to require more than 16 million American males to be automatically registered for the draft, other than to prepare for a large-scale war. 

The Selective Service System is the vehicle by which individuals are inducted into the armed forces.  This NDAA Automatic Registration amendment facilitates an efficient, large-scale draft.

The new law will automatically register all males between the ages of 18 and 26.  Selective Service will notify in writing every young American male that they have been registered and will prescribe regulations which can require the registrant to provide “date of birth, address, social security account number, phone number and email address….”

An automatic draft is a preparation for war, dramatically altering the lives of young Americans.   They deserve an answer.  We all deserve an answer. America’s future is literally on the line.

Postscript:  For my part, as a former member of Congress who is seeking re-election to the House of Representatives in November – –  upon my return to Congress, I will  bring forth legislation which will abolish automatic registration for the draft.  I believe it is honorable, a sacred obligation, to serve in defense of one’s country.   But our leaders have a deeper obligation, a solemn duty to explain why. Ukraine confirms deep strikes into Russia with Western weapons

The head of Kiev’s military intelligence claims Moscow is “already feeling” the attacks

Ukraine is already using Western-supplied weapons for long-range strikes on Russian territory, the head of Kiev’s Main Intelligence Directorate (GUR) confirmed on Wednesday.

Asked by reporters how the use of foreign weapons has changed the situation on the battlefield and how Moscow is planning to respond to these attacks, Kirill Budanov said the Russian forces are “already feeling them.” 

He added that easing of restrictions on the use of Western-made munitions against Russian forces has “definitely made the situation easier” but “no more or less than that.”

The intelligence chief was also asked how Russia might perceive the crossing of a potential “red line.” Budanov argued that no such lines actually exist, claiming they have already been crossed multiple times.

Several of Kiev’s Western backers recently gave Ukraine the green light to use weapons supplied by them to strike targets deep inside Russian territory. The US and other countries claimed the move was needed to stall Moscow’s push into Kharkov Region, which borders on Russia’s Belgorod Region.

Russian forces have recently been making advances near Kharkov, Ukraine’s second-largest city, taking over key settlements and inflicting heavy casualties on the Ukrainian military. The cross-border operation, announced in response to Kiev’s repeated attacks on Belgorod, is aimed at creating a buffer zone to prevent further artillery and missile strikes on Russian cities. 

Top Ukrainian officials, including Budanov, have admitted that the situation in Kharkov Region is critical, and have ramped up demands for longer-range Western weapons. In late May the Biden administration granted permission to use the munitions on parts of Russia not claimed by Ukraine.

Russia, however, has repeatedly warned against using Western-produced weapons to strike deep into its territory, with President Vladimir Putin warning that such attacks amount to direct Western participation in the conflict and could lead to disastrous consequences.

“If someone deems it possible to supply such weapons to the war zone, to strike our territory… why shouldn’t we supply similar weapons to those regions of the world, where they will be used against sensitive sites of these countries?” the Russian president said last week. “We can respond asymmetrically. We will give it some thought.”

Russia ready to strike NATO airfields hosting Ukrainian jets – MP

The head of Kiev’s air force, Sergey Golubtsov, previously stated that some F-16s donated to his country will be based abroad

Any airfields hosting Ukraine’s F-16 fighter jets, whether they are in or outside the country, will be legitimate targets for the Russian military if they participate in combat missions against Moscow’s forces, the chairman of the Russian State Duma Defense Committee, Andrey Kartapolov, has warned. 

The comments come as Kiev prepares to receive the first delivery of US-made fighter jets from its Western backers, after Ukrainian pilots were trained to fly them.   

In a statement to RIA Novosti published on Monday, Kartapolov clarified that if the F-16s “are not used for their intended purpose” or are simply held in storage at foreign airbases with the intent to transfer them to Ukraine, where they will be equipped, maintained, and flown from Ukrainian airfields, then Russia would have no claims against its “former partners” and would not target them.  

However, if the jets take off from foreign bases and carry out sorties and strikes against Russian forces, both the fighter planes and the airfields they are stationed at will be “legitimate targets,” according to Kartapolov. 

“As for [our ability] to shoot [them] down, we can shoot down anyone, anywhere,” the MP insisted. 

Kartapolov’s statement comes after the chief of aviation of Ukraine’s Air Force Command, Sergey Golubtsov, stated in an interview with Radio Liberty on Sunday that some of the F-16 fighter jets donated to Kiev by the West would be stationed at foreign airbases. 

He explained that only a portion of the jets would be stationed directly on Ukrainian territory, corresponding to the number of pilots trained to operate the aircraft. The other jets would be kept in reserve at “safe airbases” abroad so that they are not targeted by the Russian military. 

Golubtsov stated that so far four countries have agreed to transfer F-16s to Ukraine, namely Belgium, Denmark, Norway, and the Netherlands. While he did not specify exactly how many aircraft would be donated, he claimed it was between 30 and 40 planes, with potentially more to come in the future. 

Meanwhile, Russian Foreign Minister Sergey Lavrov has also warned that Moscow would perceive the deliveries of F-16 fighters to Ukraine as a nuclear threat, given that the jets have long been used as part of the US-led bloc’s joint nuclear missions. 

At the same time, the minister stressed that the US-designed jets would not change the situation on the battlefield, and would be shot down and destroyed like any other foreign weapons supplied to Ukraine.
