President-elect Joe Biden could get some quick wins by using executive orders to roll back several of President Donald Trump’s Pentagon policies. For example, very little will stand in the way of Biden’s pledge to allow transgender service members to serve openly in the military. It would take only an executive order to reverse Trump’s 2017 ban on most transgender Americans from joining the military. Nuclear weaponsThe Pentagon budget, like other federal spending, will be under new pressure regardless of the outcome of the election, forcing some major acquisition programs to be cut or scaled back. The Biden administration is expected to take an especially close look at one particular set of programs: nuclear weapons. One program considered especially vulnerable is the Long-Range Standoff Weapon, or LRSO, an air-launched cruise missile slated to be outfitted on the Air Force’s B-2 and future B-21 bombers and under development by Raytheon. The land-based leg of the nuclear triad, the intercontinental ballistic missiles deployed in underground silos throughout the American West, is also expected to come under new scrutiny. But a $13 billion contract was awarded by the Air Force on Sept. 8 to Northrop Grumman for the so-called Ground Based Strategic Deterrent and may be difficult for the incoming administration to roll back. Still, “I know in the Biden administration the necessity for the ICBM force would be a point of debate, as would the LRSO,” said Robert Work, who served as deputy secretary of defense in both the Obama and Trump administrations. “There’ll be debates over whether those are necessary.” Arms controlAlong with changes to the nuclear weapons portfolio will likely be a fresh emphasis on arms control treaties. The Democratic party platform takes aim at what party leaders consider the Trump administration’s reckless abandonment of several nuclear and other arms treaties with Russia, including the Intermediate-range Nuclear Forces Treaty and the Open Skies Treaty. Trump withdrew from both. “Its brash nuclear threats, ill-considered withdrawals from critical arms control treaties and nuclear agreements, and reckless embrace of a new arms race have made the United States, and the world, less safe,” the platform states. Biden may have an early opportunity to go in a different direction. The New Strategic Arms Reduction Treaty, which limits the number of deployed nuclear weapons on both sides to 1,550, is set to expire Feb. 5, 2021, just a few weeks after inauguration, unless Washington and Moscow agree beforehand to extend it for up to five years. Trump administration officials have signaled that they are open to an extension if they can get Russian agreement to temporarily freeze all nuclear weapons while negotiating a new pact that covers more classes of atomic arms. But Biden pledged last year to extend it regardless for the full five years permitted, calling New START “an anchor of strategic stability” and “a foundation for new arms control agreements.” War powersBiden also pledges to reverse course from the Trump administration when it comes to presidential war powers. That means reengaging with Congress to repeal and rewrite the Authorizations for the Use of Military Force. Congress first adopted that in 2001 to wage the war on terrorism, and then again in 2002 before the U.S.-led in invasion of Iraq. The beginning of the end for nuclear weapons? https://www.aspistrategist.org.au/the-beginning-of-the-end-for-nuclear-weapons/, 6 Nov 2020|Tara Gutman The ratification on 25 October of the Treaty on the Prohibition of Nuclear Weapons (TPNW) by Honduras, the 50th nation to sign, marked the beginning of the final chapter of the legitimacy of nuclear weapons.Even without the nuclear-armed states and their allies, the TPNW will now automatically enter into force on 22 January 2021, and immediately set a new benchmark against which all other nuclear disarmament measures will be judged.
The treaty’s activation will begin to shift the international legal norm and generate a stigma around these cruellest of indiscriminate weapons. This will have ramifications for defence policy, military doctrine, weapons manufacturing, banks and super funds, as was the case when cluster munitions, chemical and biological weapons, and landmines were outlawed. The TPNW couldn’t be more timely. Numerous organisations, including the International Red Cross and Red Crescent Movement, the 2017 Nobel-prize winner ICAN, and the Bulletin of the Atomic Scientists have judged that the risk of nuclear conflict is higher now than it has been for decades. This is because nuclear-armed states are expanding their arsenals by, for example, including smaller, tactical atomic weapons; modernising their nuclear-weapon delivery systems to include underwater drones and nuclear-capable hypersonic missiles; and abandoning longstanding arms-control agreements. Some, too, are vulnerable to cyberattacks. Last month, 56 former world leaders were in furious agreement with humanitarians, civil society and the science. Their unequivocal statement in support of the TPNW asserted that without a doubt ‘a new nuclear arms race is underway’. Here was no pollyannaish crowd of flower-holding peaceniks. The gathering included two former secretary-generals of NATO and one of the United Nations, prime ministers, foreign ministers and defence ministers from 20 NATO member countries plus South Korea and Japan, all urging their governments to join the treaty. Having such diverse backing is one of the TPNW’s greatest strengths and why it will eventually upend the status quo. Since the treaty’s adoption in 2017, nuclear-armed states and allied nations have denounced it as weak and a distraction that will undermine the existing legal architecture, the cornerstone of which is the Nuclear Non-Proliferation Treaty (NPT) drafted in 1968. While the NPT was a monumental accomplishment, its implementation stagnated as nuclear-armed states came to believe that they were entitled to maintain their own nuclear weapons in perpetuity. Its integrity eroded as it repeatedly failed to fulfil its aspiration to ‘facilitate the cessation of manufacture of nuclear weapons, the liquidation of all existing stockpiles, and the elimination from national arsenals of nuclear weapons and the means of their delivery’. Disappointingly and fatally, it made no substantial progress on the key obligation to ‘pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control’. While the NPT will remain a key pillar of the legal architecture with a leading role to play, the TPNW is designed to complement it and remedy its critical shortcomings while reinforcing the same norms and institutions championed by the NPT. Some nuclear-armed states and their allies continue to argue that these weapons are a necessary component of their defence posture and that they keep us safe. Former NATO leaders disagree and argue strongly that these weapons unleash obscene humanitarian consequences. As long as there are nuclear weapons there is a risk that they will be used, intentionally, by accident or by miscalculation, and no adequate humanitarian response can be mounted. The argument ignores the shocking and painful deaths and injuries inflicted on hundreds of thousands of Japanese by two relatively small bombs in 1945. Today in Hiroshima and Nagasaki, Red Cross hospitals continue to treat the survivors and research is being conducted to determine whether the illnesses being experienced by their descendants two generations later can be explained by mutations in their DNA caused by radiation. Nuclear-aligned countries, such as Australia, were reticent to engage with the TPNW treaty-making process, reasoning that it may be inconsistent with their legal obligations under their defence arrangements. But a recently published legal analysis of whether joining the TPNW would undermine the ANZUS security treaty found that it creates no legal impediment. The ANZUS treaty makes no reference to nuclear matters, and even if subsequent practice and statements have effectively redrawn its terms, there is still no legal barrier to entering negotiations to vary it. Similarly, the former world leaders said their governments ‘could remain in alliances with nuclear armed states, as nothing in the [NATO] treaty or our defence pacts precludes that’. In the commercial sector, the onset of the TPNW was being felt even before Honduras’s ratification. The flow of investment funds away from nuclear weapons manufacturers has been steadily increasing. Sixteen Japanese banks, two of the top five major global pension funds, the Norwegian Government Pension Fund, KBC Bank Ireland, Deutsche Bank and others have now divested or in the process of divesting. Significant numbers of banks, super funds and pension funds have included in their environmental social governance frameworks commitments not to fund controversial weapons. Nuclear weapons should now, belatedly, be assigned to this category and excluded from their portfolios. Manufacturers of nuclear weapons and their banks and shareholders must re-examine their policies, practices and investment screening criteria to preserve their reputations, avoid regulatory risks and stranded assets, and demonstrate to shareholders that they are behaving in accordance with international standards and best practice. As the International Red Cross and Red Crescent Movement welcomes the January 2021 commencement of the nuclear weapons ban regime in the midst of a global pandemic, we remind all governments that Covid-19 has taught us that even low-probability events can and do occur, to devastating effect. Just like the Covid-19 response, we will eliminate this threat only with sensible, ethical, global action. There will never be a vaccine for the bodily effects of nuclear weapons or their impact on our fragile environment. Prevention is the only course. We have worked towards this new era for 75 years, motivated by the interests of humanity and the principles of international humanitarian law. We hope that all states will join the 50 early adopters and support this sensible, ethical treaty sooner rather than later. Sudden resignation of head of USA’s National Nuclear Security Administration
Gordon-Hagerty, who became the first woman to lead the NNSA in February 2018, sent her letter of resignation to the White House Friday, according to a pair of senior NNSA officials, speaking to Defense News on background.
The NNSA is a semi-autonomous office located within the Department of Energy. While the Defense Department manages the delivery systems of the nuclear force — ships, planes and missiles — NNSA has oversight over the development, maintenance and disposal of nuclear warheads. While the agency falls under the purview of DoE, much of its budget is set by the Nuclear Weapons Council, which is largely controlled by Defense Department officials.
Per the sources, the resignation was driven by almost a year of clashes between Gordon-Hagerty’s office and Secretary of Energy Dan Brouillette. That fight first seeped into public earlier this year, when Brouillette sought to cut NNSA’s budget request. Defense officials, backed by supporters from Congress, went to the White House and forced the issue in NNSA’s favor.
Tensions never truly receded and continued to play out in Congress during the fiscal 2021 budget season. Senate Armed Services Committee chairman Sen. Jim Inhofe, R-Okla., led pro-defense lawmakers in an effort to give the Pentagon more official control over NNSA; House lawmakers created several pieces of legislation that would give the Energy department more control.
The issue seemed to come to a head when the Department of Energy Organization and Management Improvement Act, passed by the House Committee on Energy and Commerce Sept. 9, changed language that made the NNSA a quasi-independent entity, in essence folding the agency more fully under DOE’s control. It indicated that the Atomic Weapons Establishment (AWE) headquartered on the former site of RAF Aldermaston is effectively going to be re-nationalised. Stripped of civil-servant speak, the statement says that the UK Government is exercising its right to end early a 25-year contract with a consortium of companies that run AWE plc. From next year AWE will become an arms-length operation wholly owned by the Ministry of Defence. That will include AWE’s presence at the Royal Naval Armaments depot at Coulport on Loch Long which services the Clyde Submarine Base at Faslane, home to Britain’s Trident submarines. The statement indicates the change is on grounds of efficiency. It read: “The change in Model will remove the current commercial arrangements, enhancing the MoD’s agility in the future management of the UK’s nuclear deterrent, whilst also delivering on core MoD objectives and value for money to the taxpayer. Forgive the cynical view but that all says “in other words, we’re back in complete charge and will spend what we like on the replacement for Trident with no need for reports to shareholders and that public sort of stuff”. WHEN WAS AWE ORIGINALLY PRIVATISED? THE Act to effectively privatise Aldermaston was passed under John Major’s Tory Government in 1991. The transfer of a previously MoD-run facility to the private sector caused some controversy at the time, but went ahead anyway……….. WHY IS THIS HAPPENING? GOOD question. Obviously somebody somewhere is not happy. Ending a 25-year contract four years early is not a usual tactic of HM Government – quite the opposite with contracts often renewed “on the nod”. It could also be an advance move in a long-rumoured possible project for the MoD to take back more sites and facilities and run them as arms-length operations. Babcock and other private contractors at Faslane and elsewhere will have taken note of the move. ARE ALDERMASTON AND SCOTLAND LINKED? THE convoys that take nuclear weapons between Coulport/Faslane and Aldermaston have been a worry for anti-nuclear campaigners for decades. In an independent Scotland, the Westminster Government would be asked to remove Trident and its ilk, which has always begged the question – what is the MoD’s plan B for Trident or its replacement after independence? Larter 6 Nov 20, WASHINGTON — The U.S. Navy announced Thursday it had inked a $9.47 billion contract with builder General Dynamics Electric Boat for the full construction cost of the lead boat of the Columbia-class ballistic missile submarine, as well as advanced procurement money for the second boat, the future USS Wisconsin.
The announcement marks the end of the beginning for the Columbia class, which the Navy has for years said is its top priority. The 12-ship class will replace the retiring Ohio-class submarines. The Columbia is slated to make its first patrol in 2031, and the Navy says it must meet the timeline to maintain continuous sea-based deterrent patrols……. The Columbia program is a massively expensive undertaking, with the Navy estimating it will run about $7.5 billion per hull over the class. At the conclusion of the programme, Rear Admiral John Weale tells us that no-one really wants nuclear weapons … but “we are planning to have them for the next 50 years”.
So it’s a done deal, whether we Scots support it or not. Our UK Union membership means we will be forced against our will to be party to this inhumane weapon system, and the increased danger it puts us in with its continued location at Faslane.
Trident’s replacement is currently reckoned to cost around £200 billion, before any expected design, construction, operational cost overruns and other usual ongoing cost increases. With the potential for a further cycle of replacement during the next 50 years, going forward, the cost to the nation will rise exponentially.
Clearly the Royal Navy took the unprecedented step to permit this programme being made at the behest of the UK Government trying to warm our feelings about nuclear weapons, recognise a “need” for them and in the hope this will drive a wedge in Scotland’s drive to call upon its Claim of Right and independence.
Isn’t the UK Government’s mistake assuredly that Scots are nae sae daft?

warheads back in house will enable it to better “invest in technology”.
Since 1993, the Atomic Weapons Establishment – which is responsible for
developing, manufacturing, and managing the UK’s arsenal of nuclear
weapons – has operated as a private company, under contract from the
government.
Hunting-BRAE held the contract until 1999, at which point a
25-year deal was awarded to AWE Management Ltd, a joint venture led by 51%
shareholder Lockheed Martin, supported by Serco and Jacobs Engineering.
Defence secretary Ben Wallace announced in parliament this week that,
following a review, the “Ministry of Defence has concluded that AWE will
revert to a direct government ownership model”. From as early as next
summer, the nuclear agency will become an arm’s-length government body,
wholly owned by the ministry.
Basingstoke Gazette 3rd Nov 2020, THE government will take control of a nuclear weapons manufacturer in
Aldermaston. AWE, which also has a site in Burghfield, is to be taken over
by ministers to “simplify and further strengthen” the relationship between
the operator and the Ministry of Defence. It means that Lockheed Martin,
which owns 51 per cent of AWE Management Ltd, and Serco, which owns 24.5
per cent, will be stripped of their control of the base when the lucrative
25-year contract comes to an end, with Sky News reporting that it could be
as soon as next year.

Public opinion is, however, in favour of the treaty, with one poll showing that 84 per cent of Finns would support signing up. Three parties in Finland’s coalition government also want the country to join. Foreign ministry officials have argued in hearings of the Finnish parliament’s Foreign Relations Committee that joining would weaken the Non-Proliferation Treaty (NPT) – a faulty reasoning that the Committee unanimously rejected.
“The prohibition treaty is an important reinforcement to the half-century-old Non-Proliferation Treaty, which, though remarkably successful in curbing the spread of nuclear weapons to more countries, has failed to establish a universal taboo against the possession of nuclear weapons. The five nuclear-armed nations that had nuclear weapons at the time of the NPT’s negotiation — the United States, Russia, Britain, France and China — apparently view it as a licence to retain their nuclear forces in perpetuity. Instead of disarming, they are investing heavily in upgrades to their arsenals, with plans to retain them for many decades to come. This is patently unacceptable.”
It is precisely the frustration at the lack of progress with nuclear disarmament – to which the nuclear weapons states committed themselves in the grand bargain to get the non-nuclear countries to accept the NPT treaty signed in 1968 – that gave decisive impetus to the prohibition treaty. Obviously, without the participation of the nuclear weapons states, not one nuclear weapon will be dismantled. But without pressure from the non-nuclear weapons states in the form of this treaty, neither will they engage in serious efforts at disarmament. Nuclear weapons states will instead continue the present trend of modernising existing and developing new nuclear weapons systems.
Support in NATO countries for doing away with all weapons of mass destruction is growing, as evidenced by the signatories to the statement above. This is important because one argument made in Finland and Sweden, although it is rarely made in public, for opposing joining the prohibition treaty is the displeasure the US would show at such a step, which could hinder the deepening of these countries’ partnership relations with NATO. Given the growing demand in non-nuclear NATO countries to sign the treaty this is just as spurious as the NPT argument against joining.
The time has come for all states in the world to bring an end to the misguided, illegitimate, and immoral reliance on nuclear weapons. An all-out nuclear war is a threat to human life as a whole and would immediately bring about all the disasters we are trying to avoid with our efforts to curtail climate change and implement the Sustainable Development Goals of Agenda 2030.
No responsible leader disputes this. Yet we continue to conduct exercises in preparation for a nuclear war. The risk of accidental or miscalculated nuclear weapon use may today be even greater than at the height of the cold war. The Treaty on the Prohibition of Nuclear Weapons is, as the statement quoted says, “a beacon of hope in a time of darkness”.
There is one nuclear weapons state in the EU (formerly two) and 21 EU member states in NATO, but nuclear weapons and related issues have never formed part of the EU’s agenda. This is a fundamentally European issue, given the likelihood that Europe would face the greatest level of destruction in the event of a conflict and because of the European preference for achieving change through rules-based processes. All EU member states should address it and join the treaty banning all nuclear weapons. Three member states in the EU have already done so; others should follow them.

For 13 days from Oct. 16, 1962, to Oct. 28, 1962, America and the Soviet Union nearly killed each other in a nuclear war. Today, the passing of that anniversary should warn us that through a crisis that spirals out of control, sheer accident, or miscommunication, Washington could still find itself in a nuclear exchange with Moscow, Beijing, or Pyongyang.
Today, relations with China are strained and tensions with North Korea — though on an uneasy pause — will likely resume sooner rather than later. America’s relationship with Russia is also contentious and only one arms control treaty remains in place between Washington and Moscow. The 2011 New Strategic Arms Reduction Treaty (New START) is set to expire in February 2021, but last-minute negotiations are underway to extend that treaty for another year.

The list goes on. Shortly after being ordered to Defcon 2, General Thomas Powers, commander of America’s nuclear bombers and intercontinental ballistic missiles (ICBMs) dangerously broadcast some of his orders without code and out in the open. America also conducted a routine ICBM test even though such a move may have looked like an attack.
A guard at Duluth Air Base mistook a bear for a saboteur and pulled an alarm, which accidentally rang the nuclear attack warning at Volks Field in Wisconsin. The nuclear-armed fighter jets nearly took off but were halted by an officer who drove onto the runway with his lights flashing.
There were also not one — but two — simultaneous U-2 spy plane incidents. One American spy plane accidentally got lost over the Soviet Union for at least an hour and a half, while another U-2 over Cuba was actually shot down by Russian troops that acted unilaterally without authorization from Moscow.

Atomic Weapons Establishment PLC builds nuclear weapons inBritain and has been operated since 2000 by a groupof manufacturers led by Lockheed Martin.
The contract was expected to be completed in 2025 but British Defense Secretary Ben Wallace told Parliament this week that the AWE will be wholly owned by the Ministry of Defense, beginning in June 2021.
“Following an in-depth review, the MOD concluded that AWE plc will become an arms-length Body, wholly owned by the MOD,” Wallace wrote in a Ministry of Defense statement.
“The change in model will remove the current commercial arrangements, enhancing the MOD’s agility in the future management of the U.K.’s nuclear deterrent, whilst also delivering on core MOD objectives and value for money to the taxpayer,” Wallace wrote.
AWE is based at Aldermaston, England, and develops nuclear warheads for the Royal Navy’s submarines.
In February, the ministry announced plans to develop new nuclear warheads, and nationalizing the British nuclear weapons industry reflects the government’s interest in creating a better alignment between AWE and the ministry’s priorities.
The end of the lucrative 25-year contract can be seen as a blow to Lockheed Martin, Serco Group and Jacobs Engineering, all AWE owners. In 2019, AWE paid $105 million to shareholders, despite controversial cost overruns and worker safety violations, and has been the subject of criticism from Britain’s National Audit Office.
The Ministry of Defense has also been a target of demands by the government, under Prime Minister Boris Johnson‘s leadership, to control wasteful spending.

Sam Nunn on Cold War & nuclear weapons, Technique, Hope Williams on November 2, 2020 2020 marks the 75th anniversary of the end of World Word II and the start of the Cold War, a conflict that shaped former United States Senator Sam Nunn’s time while serving in Congress, as well as his work afterwards with the Nuclear Threat Initiative.On Oct. 14, Nunn discussed how nuclear weapons still pose a threat to the world today in a talk with the Georgia Historical Society.
Nunn, who was born in Macon, Georgia, attended Tech, Emory University and Emory Law School. He then served in the U.S. Coast Guard and Georgia House of Representatives before being elected in 1972 to the U.S. Senate. One of his earliest experiences with the intersection of foreign policy and nuclear war was the Cuban Missile Crisis in October 1962, during which he was attending a NATO Conference with the Armed Services Committee in Europe. “We were actually briefed by the Air Force with photographs and all the classified information, sort of every step of the way once the Cuban Missile Crisis broke out,” said Nunn. “… We were at Wiesbaden Air Force Base, which was sort of the head of the U.S. Air Force Europe, on the night where it really looked like we were going to war.” That night, Nunn sat next to the top Air Force General in Europe during dinner. “He had a whole big computer back [with] him with all sorts of communication equipment,” said Nunn. “During the course of the dinner, he told me that he had about 20 to 30 seconds, once he got the signal, to basically turn loose his aircraft to go after the Soviet Union, because we thought we were going to war.” This experience shaped his view of nuclear war. “That brought home a sense of reality to me about the dangers of nuclear war that had an effect on the rest of my life,” said Nunn. “… It brought home to me two things: how close we came to war and how much subjective judgment was involved in the [John F.] Kennedy decisions and the [Nikita] Khrushchev decisions to avoid war and second, how little warning time we had.” Nunn points out that during the 1960s, leaders had more decision time because planes flew much slower. “Having very little decision time in a moment of great crisis is extremely dangerous for the world and that’s, to me, one of the prime goals we should have today, which is to give both U.S. and Russian leaders more time so that we do not move into a nuclear war by blunder,” said Nunn. New technology adds additional danger. “When you introduce cyber and possible interference in command and control and warning systems, I still very much worry about compressed decision time,” said Nunn. “And if I had my way today, and I’ve told President Obama this, I’ve told President Trump this and I’ve told President Putin this, that if I had my way, the leaders would call in their military and say ‘Look, we have a mutual existential interest to give each other more warning time.’”………. Relating decisions about the usage of nuclear weapons to presidential politics, Nunn served under six presidents during his terms as a Senator: Presidents Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan, George H.W. Bush and Bill Clinton. As commander-in-chief, presidents have the sole authority to authorize the use of nuclear weapons. “It is a moral question, but every military commander is charged with the responsibility of carrying out orders from the commander-in-chief,” said Nunn. “But those orders have to be moral orders, and how do you determine that?”……. In conclusion, Nunn reiterates there is currently less of a chance of premeditated nuclear attacks than there was during the Cold War, but with a more compressed decision time for leaders, there is a higher risk of a mistake. “We’ve got a lot of work to do so that our children and grandchildren can live in a world that does not have the perils of nuclear, biological and climate change, all of those things hanging over us,” said Nunn. “So it’s very hard under these circumstances to get out to the voters, to get seen.”…….. Shares in nuclear weapons company Serco crash, As UK govt nationalises the industry
Serco shares crash as outsourcer loses role on nuclear weapons consortium, City A.M. Edward Thickness, 2 Nov 20,
Shares in Serco plummeted this morning after the outsourcing giant confirmed that the government had taken back management of its atomic weapons development facility.
Shares dropped nearly 12 per cent as markets opened as traders digested the news.
Yesterday Sky News reported that the government was due to announce that it would take over the running of the Atomic Weapons Establishment (AWE) from next year.
AWE has been run by a consortium made up of US defence giant Lockheed Martin, Serco and Jacobs since 2000.
The contract was due to expire in 2025, so the government’s decision to renationalise the facility is a considerable blow to the FTSE 250 company.
Serco said that it was expecting to make £17m in profit from its 24.5 per cent stake in AWE this year. In its last full year results the firm reported profit of £120m.
However, it said that it would stick to its full year financial forecasts for 2020/21……..
AWE, which makes nuclear warheads for the UK’s submarines, will pass back into government ownership on 30 June.

Now climate change, rising seas, swamping Kiribati and the Marshall Islands, victims of nuclear racism

Kiribati. In 1954, the government of Winston Churchill decided that the UK needed to develop a hydrogen bomb (a more sophisticated and destructive type of nuclear weapon). The US and Russia had already developed an H-bomb and Churchill argued that the UK “could not expect to maintain our influence as a world power unless we possessed the most up-to-date nuclear weapons”.
The governments of Australia and New Zealand refused to allow a hydrogen bomb test to be conducted on their territories so the British government searched for an alternative site. Kiritimati Island and Malden Island in the British Gilbert and Ellice Islands Colony in the central Pacific Ocean (now the Republic of Kiribati) were chosen. Nine nuclear weapons tests – including the first hydrogen bomb tests – were carried out there as part of “Operation Grapple” between 1957 and 1958.
Military personnel from the UK, New Zealand and Fiji (then a British colony) and Gilbertese labourers were brought in to work on the operation. Many of the service personnel were ordered to witness the tests in the open, on beaches or on the decks of ships, and were simply told to turn their backs and shut their eyes when the bombs were detonated. There is evidence that Fijian forces were given more dangerous tasks than their British counterparts, putting them at greater risk from radiation exposure. The local Gilbertese were relocated and evacuated to British naval vessels during some of the tests but many were exposed to fallout, along with naval personnel and soldiers.
After Grapple X, the UK’s first megaton hydrogen bomb test in November 1957, dead fish washed ashore and “birds were observed to have their feathers burnt off, to the extent that they could not fly”. The larger Grapple Y test in 1958 spread fallout over Kiritimati Island and destroyed large areas of vegetation.
Despite evidence that military personnel and local people suffered serious health problems as a result of the tests, including blindness, cancers, leukaemia and reproductive difficulties, the British government has consistently denied that they were exposed to dangerous levels of radiation and has resisted claims for compensation.
Like the Marshall Islands, the low-lying Republic of Kiribati is now bearing the brunt of the effects of climate change. Salt water washed in on king tides has contaminated the islands’ scarce freshwater resources. Pits that are used to grow taro plants have been ruined and the healthy subsistence lifestyle of local people is under threat.
It is predicted that rising sea levels will further impact freshwater resources and reduce the amount of agricultural land, while storm damage and erosion will increase. Much of the land will ultimately be submerged. In anticipation of the need to relocate its entire population, the government of Kiribati bought 20km2 of land on Fiji in 2014.
The UK is set to spend £3.4 billion a year on Trident nuclear weapons system between 2019 and 2070. If Trident were scrapped, a portion of the savings could be provide to the Republic of Kiribati in the form of climate finance (see section 1.2.1). Scrapping Trident would also allow money and skills to be redirected towards measures aimed at drastically cutting the UK’s carbon emissions (see section 1.2.2) – action that Pacific island nations are urgently demanding.
The Marshall Islands. The most devasting incident of radioactive contamination took place 8,000 km from the US mainland during the Castle Bravo test in 1954. The US detonated the largest nuclear weapon in its history at Bikini Atoll in the Marshall Islands, causing fallout to spread over an area of more than 11,000km. Residents of nearby atolls, Rongelap and Utirik, were exposed to high levels of radiation, suffering burns, radiation sickness, skin lesions and hair loss as a result.
Castle Bravo was just one of 67 nuclear weapons tests conducted by the US in the Marshall Islands between 1946 and 1958. Forty years after the tests, the cervical cancer mortality rate for women of the Marshall Islands was found to be 60 times greater than the rate for women in the US mainland, while breast and lung cancer rates were five and three times greater respectively. High rates of infant mortality have also been found in the Marshall Islands and a legacy of birth defects and infertility has been documented. Many Marshallese were relocated by the US to make way for the testing.
Some were moved to Rongelap Atoll and relocated yet again after the fallout from Castle Bravo left the area uninhabitable.
Rongelap Atoll was resettled in 1957 after the US government declared that the area was safe. However, many of those who returned developed serious health conditions and the entire population was evacuated by Greenpeace in 1984. An attempt to resettle Bikini Atoll was similarly abandoned in 1978 after it became clear that the area was still unsafe for human habitation.
A 2019 peer-reviewed study found levels of the radioactive isotope caesium-137 in fruits taken from some parts of Bikini and Rongelap to be significantly higher than levels recorded at the sites of the world’s worst nuclear accidents, Chernobyl and Fukushima.
Compounding the injustice of nuclear weapons testing, the Republic of the Marshall Islands is now on the frontline of the climate emergency. The government declared a national climate crisis in 2019, citing the nation’s extreme vulnerability to rising sea levels and the “implications for the security, human rights and wellbeing of the Marshallese people”.
At Runit Island, one of 40 islands in the Enewetak Atoll, rising sea levels are threatening to release radioactive materials into an already contaminated lagoon. In the late 1970s, the US army dumped 90,000 cubic metres of radioactive waste, including plutonium, into a nuclear blast crater and covered it with a concrete cap. Radioactive materials are leaking out of the crater and cracks have appeared on the concrete cap. Encroaching salt water caused by rising sea levels could collapse the structure altogether. The Marshallese government has asked the US for help to prevent an environmental catastrophe but the US maintains that the dome is the Marshall Islands’ responsibility. Hilda Heine, then President of the Republic of the Marshall Islands, said of the dome in 2019: “We don’t want it. We didn’t build it. The garbage inside is not ours. It’s theirs.”
The Runit Island dome offers a stark illustration of the ways in which the injustices of nuclear weapons testing and climate change overlap. Marshall Islanders were left with the toxic legacy of nuclear weapons testing conducted on their territory by another state. The country is now being forced to deal with the effects of a climate crisis that they did not create, including the erosion of the Runit dome.
The nations that contributed most to the crisis are failing to cut their emissions quickly enough to limit further global heating, leaving the Marshallese at the mercy of droughts, cyclones and rising seas. A recent study found that if current rates of greenhouse gas emissions are maintained, the Marshall Islands will be flooded with sea water annually from 2050. The resulting damage to infrastructure and contamination of freshwater supplies will render the islands uninhabitable.
If the US scrapped its nuclear weapons programme, it could give a portion of the billions of dollars that would be saved to the Republic of the Marshall Islands to help the country mitigate and adapt to climate disruption (see section 1.2.1 on international climate finance). The US could also use the freed-up funds to invest in its own Just Transition away from a fossil-fuel powered economy. Read the full report.
Superannuation funds getting out of investments on nuclear weapons

It would probably come as a surprise, and a disappointment, to most Australians to hear that some of their superannuation is invested in nuclear weapons. Especially given the strong community backing for nuclear disarmament, with two surveys in 2018 and 2020 (IPSOS) showing that between 71 and 79% of respondents supported Australia signing and ratifying the Treaty on the Prohibition of Nuclear Weapons. Yet the vast majority of superannuation funds have holdings in companies involved in the manufacture and maintenance of nuclear weapons. While many funds exclude investments in “controversial weapons”, astoundingly this definition often still allows nuclear weapons investment. But this is about to change. With the Treaty on the Prohibition of Nuclear Weapons (TPNW), which was endorsed by 122 countries at the United Nations in 2017, having just reached the milestone of 50 countries ratifying it, the treaty becomes international law in less than three months. Nuclear weapons, the worst of the weapons of mass destruction, will finally be on the same illegal footing as chemical and biological weapons. This means assistance of any sort, including financial assistance, towards nuclear weapons becomes illegal under international law. Only 26 companies support these weapons. Boeing, for example, the second largest weapons producer in the world, has contracts worth more than US$1.7 billion: building new nuclear weapons for the US, key components for the long-range nuclear Minuteman Intercontinental Ballistic Missiles system, sustaining the UK Trident II system and making tail-kit assemblies for the new B61 bombs. Divestment is accelerating. Globally, major investors are already ceasing their exposure to nuclear weapons activities. This includes two of the top five pension funds in the world, the Norwegian Government Pension Fund and ABP, which have divested from the 26 companies tied to nuclear weapons. Deutsche Bank and KBC are also divesting. In Japan, 16 banks (including three mega banks) have flagged ceasing investment in nuclear weapons companies. With accelerating divestment, the risks of holding nuclear weapons stocks increases. Superannuation funds in Australia are starting to consider the financial risks, reputational risks and ethical imperatives surrounding investments in nuclear weapons. Some, like Australian Ethical, Future Super and Bank Australia have already acted……… As with climate change, there is little point accumulating funds on behalf of the community if they contribute to the deaths of billions and a severely damaged future. Quit Nukes, an Australian-based campaign launched late last year, is working to get super fund portfolios out of the financing of nuclear weapons. The campaign members have met with senior executives at more than a dozen funds, the regulator APRA, several banks, index setters and a number of industry bodies. Blackrock, MSCI and other index setters have recognised the increasing demand from the public for ethical funds and have created products to suit.
