Utah’s environmental regulatory boards getting cosier with nuclear industry

Merger of environmental boards stokes concerns, opposition from Utah Radiation Control Board, Deseret News, By , March 12 2015 SALT LAKE CITY — The Utah Radiation Control Board voted unanimously to voice its opposition to the state Legislature’s move to dismantle the organization, declaring the change is ill-advised and members should have been consulted.

In an emergency vote on a “position statement” Wednesday, the five members present approved sending the document to all 104 members of the Utah Legislature and Gov. Gary Herbert.

The action is in response to SB244, sponsored by Sen. Margaret Dayton, R-Orem, which passed the Utah Senate on Wednesday and now awaits Herbert’s signature.

Dayton’s measure, which has the nod of Utah Department of Environmental Quality’s executive director Amanda Smith, combines two divisions under Smith’s purview — Radiation Control and Solid and Hazardous Waste……..

Representatives from the radiological community, Smith added, feel their numbers have been “diluted” because the board’s composition is bigger…….

Radioactive waste watchdog organizations such as HEAL Utah complained that the board composition weakens oversight of industry in general and EnergySolutions in particular. EnergySolutions operates the low-level radioactive waste dump in Tooele County.

“We decided early on that we didn’t have any problem with the merger,” said Matt Pacenza, HEAL Utah director. “We waited and waited and waited to see what the board composition would look like, and we were really unhappy. It is significantly more dominated by the industry it regulates. It is going to make it that much more challenging of an environment to raise issues on nuclear waste and hazardous waste and that concerns us.”……..

Pacenza said Utah’s environmental regulatory boards are already too cozy with industry, and Dayton’s bill takes that relationship to an expanded degree of warmth.

“It’s not like it is an easy environment now for passing rules to require more strict oversight of industry,” he said.

Nuclear blackmail – South Korean computer hacker demands money

Korean nuclear reactors  Korea Times, SEJONG, March 12 (Yonhap) — A hacker who had posted inside information on South Korea’s nuclear power plants made a fresh threat Thursday, demanding money in exchange for not handing over sensitive information to third countries.

Using an account under the name of the president of an anti-nuclear group in Hawaii, the hacker posted additional files on Twitter, which reportedly included documents concerning the country’s indigenous advanced power reactor 1400.

“Need money. Only need to meet some demands… Many countries from Northern Europe, Southeast Asia and South America are saying they will buy nuclear reactor information. Fear selling the entire information will undermine President Park (Geun-hye)’s efforts to export nuclear reactors,” the posting said.

The hacker did not say how much money he wanted but warned that South Korea will end up losing much more if it tries to save a few hundreds of millions of dollars…….The latest posting marked the sixth of its kind since Dec. 15…….

In the latest posting, the hacker “congratulated” the KHNP for finding 7,000 viruses but claimed 9,000 more were awaiting his or her order.

Secrets and lies about the ‘safety’ of the Fukushima nuclear plant

I’ve seen a lot of sick stuff in my career, but this was sick on a new level.

Here was the handwritten log kept by a senior engineer at the nuclear power plant:

Wiesel was very upset. He seemed very nervous. Very agitated. . . . In fact, the plant was riddled with problems that, no way on earth, could stand an earth- quake. The team of engineers sent in to inspect found that most of these components could “completely and utterly fail” during an earthquake.

“Utterly fail during an earthquake.” And here in Japan was the quake and here is the utter failure.

The warning was in what the investigations team called The Notebook, which I’m not supposed to have.  Good thing I’ve kept a copy anyway, because the file cabinets went down with my office building ….

Two senior nuclear plant engineers were spilling out their souls and files on our huge conference table, blowing away my government investigations team with the inside stuff about the construction of the Shoreham, New York, power station.

The meeting was secret. Very secret. Their courage could destroy their careers: No engineering firm wants to hire a snitch, even one who has saved thousands of lives. They could lose their jobs; they could lose everything. They did. That’s what happens. Have a nice day.

On March 12 this year, as I watched Fukushima melt, I knew:  the “SQ” had been faked.  Anderson Cooper said it would all be OK.  He’d flown to Japan, to suck up the radiation and official company bullshit.  The horror show was not the fault of Tokyo Electric, he said, because the plant was built to withstand only an 8.0 earthquake on the Richter scale, and this was 9.0.  Anderson must have been in the gym when they handed out the facts.  The 9.0 shake was in the middle of the Pacific Ocean, 90 miles away.  It was barely a tenth of that power at Fukushima.

I was ready to vomit.  Because I knew who had designed the plant, who had built it and whom Tokyo Electric Power was having rebuild it:  Shaw Construction.  The latest alias of Stone & Webster, the designated builder for every one of the four new nuclear plants that the Obama Administration has approved for billions in federal studies.

But I had The Notebook, the diaries of the earthquake inspector for the company.  I’d squirreled it out sometime before the Trade Center went down.  I shouldn’t have done that.  Too bad.

All field engineers keep a diary. Gordon Dick, a supervisor, wasn’t sup- posed to show his to us. I asked him to show it to us and, reluctantly, he directed me to these notes about the “SQ” tests.

SQ is nuclear-speak for “Seismic Qualification.” A seismically qualified nuclear plant won’t melt down if you shake it. A “seismic event” can be an earthquake or a Christmas present from Al Qaeda. You can’t run a nuclear reactor in the USA or Europe or Japan without certified SQ.

This much is clear from his notebook: This nuclear plant will melt down in an earthquake. The plant dismally failed to meet the Seismic I (shaking) standards required by U.S. and international rules.

Here’s what we learned: Dick’s subordinate at the nuclear plant, Robert Wiesel, conducted the standard seismic review. Wiesel flunked his company. No good. Dick then ordered Wiesel to change his report to the Nuclear Regulatory Commission, change it from failed to passed. Dick didn’t want to make Wiesel do it, but Dick was under the gun himself, acting on direct command from corporate chiefs. From The Notebook:…….

Many of the sailors have now joined in a class action lawsuit against Fukushima operators and builders Tokyo Electric Power Company (Tepco), Toshiba, Hitachi, Ebasco and General Electric.

Even if they wanted to — which many do not — the sailors would be unable to sue the Navy. According to a Supreme Court ruling from the 1950s known as the Feres Doctrine, soldiers cannot sue the government for injuries resulting directly from their military service.

Mocked and attacked

On March 11, 2011, a massive earthquake and tsunami triggered multiple meltdowns at the Fukushima Daiichi nuclear power plant in Japan. It was the worst nuclear disaster in history, releasing twice as much radioactive material as the 1986 Chernobyl disaster.

That same day, the aircraft carrier USS Ronald Reagan was redirected to the coast of Japan to participate in relief work for tsunami survivors. When sailors from the ship later began to fall ill, Congress asked the Defense Department for a report on the issue. The Pentagon report concluded that the sailors had not been exposed to enough radiation or contaminated water to cause health effects.

Yet in the four years since the disaster, at least 500 sailors have fallen ill, and 247 of them have joined the class-action suit. The 100-page legal complaint chronicles their symptoms: an airplane mechanic suffering from unexplained muscle wasting; a woman whose baby was born ill; a sailor told his health problems must be genetic, even though his identical twin is perfectly healthy; and case after case of cancer, internal bleeding, abscesses, thyroid dysfunction and birth defects.

The defendants initially claimed that they could not be sued in a U.S. court, so plaintiffs’ attorney Paul Garner asked the sailors to come to a court hearing in San Diego, to offer moral support.

Nearly all of them refused, for fear of public attack. Initial plaintiff Lindsey Cooper, for example, had already been mocked by atomic energy experts on CNN and by conservative radio hosts. Others were afraid of being perceived as anti-military, or un-American.

Make public the Terms of Reference fo investigation of Nuclear Energy Corporation of South Africa (Necsa).

In terms of the Public Finance Management Act and the Prevention and Combating of Corrupt Activities Act, Necsa is compelled to institute an independent forensic investigation with proper terms of reference.

On 20 February, Minister of Energy, Tina Joemat-Pettersson, appointed a Department of Energy (DoE) Task Team to conduct a thorough investigation into the affairs of the Necsa Board.

While there is a genuine case for an investigation into NECSA, we are concerned that the Task Team’s terms of reference, its composition and the complete scope of its investigation are yet to be made public.

This follows allegations that the Task Team is being used as a smoke screen by the Minister to protect the politically connected CEO, Phumzile Tshelane.

It is reported that on 28 January Mr Tshelane, upon suspension pending a disciplinary inquiry into his actions, contacted the President’s Nuclear Advisor, Senti Thobejane, to intervene regarding his suspension. A board meeting – that was opened by the Minister but led by Thobejane – was hastily called on 2 February. At this board meeting, Thobejane asked the board to stay disciplinary proceedings against Tshelane. The Minister, after giving a directive that the CEO must return to his normal duties, announced the appointment of the Task Team.

This is tantamount to the Board being asked to ignore their fiduciary duty.

I will therefore be writing to the Minister requesting that all relevant details of the Task Team be made public without delay. Until this information is released publicly, the independence of such a Task Team remains questionable. The report must be made public and tabled in Parliament so the true intentions of the probe can be thoroughly interrogated.

If political interference has been used to protect close allies of President Zuma, appropriate remedial steps – which could include dismissal and possibly jail time – must be instituted.

South Africa: jobs-for-friends among a tightknit clique of government nuclear mandarins

Jobs for pals at state nuclear firm, Mail & Guardian,  06 MAR 2015  LIONEL FAULL A whistle-blower has claimed that the South African Nuclear Energy Corporation created a job for the chief executive’s wife, Ngeniswa Tyobeka. The embattled South African Nuclear Energy Corporation (Necsa) has hired the wife of the chief executive of the National Nuclear Regulator, which polices Necsa’s compliance with stringent safety regulations.

Ngeniswa Tyobeka’s appointment is just one example of a position that “did not exist on the approved Necsa organisational structure”, a Necsa whistle-blower says. It was “unbudgeted and unfunded, which translates into [an] irregular appointment and unauthorised expenditure”.

Both Necsa and the regulator are earmarked to play key roles in the imminent R1-trillion nuclear build programme, the biggest known procurement in South Africa’s history.

The latest allegation of jobs-for-friends among a tightknit clique of government nuclear mandarins raises concerns about decision-makers’ ability to run a process that is in South Africa’s best interests.

Ngeniswa’s appointment as a human resources officer at Necsa places her husband, Bismark Tyobeka, the nuclear regulator’s chief executive, in a difficult position.

It could cloud his judgment when he makes decisions regarding Necsa, from which his wife reportedly draws a R490 000 annual salary.

Ngeniswa was appointed to Necsa last year; her husband has been the head of the regulator since 2013.

corruptionBut virtually all of that can be attributed to one Canadian company — SNC Lavalin, the construction and engineering giant whose name is becoming a paragon of Canadian corruption.

Of the more than 600 companies now listed as barred from doing business with the World Bank over corruption, 117 are Canadian, the most of any one country. And of those, 115 represent SNC-Lavalin and its subsidiaries, the Financial Post reports.

Among the listed SNC subsidiaries are Candu Energy, which designs CANDU nuclear reactors, and Evergreen Rapid Transit Holdings, the SNC-Lavalin company established to build Vancouver’s new Sky Train line.

The World Bank’s head of corruption investigations, James David Fielder, told the paper the SNC subsidiaries’ inclusion was due to “a World Bank investigation relating to the Padma Bridge project in Bangladesh where World Bank investigators closely cooperated with the Royal Canadian Mounted Police in an effort to promote collective action against corruption.”……

Bangladesh is not the only place where SNC-Lavalin is alleged to have engaged in bribery.

The company’s former CEO, Pierre Duhaime, was arrested last year on corruption charges related to $56 million in “questionable payments” believed linked to some of the company’s overseas operations. Duhaime was arrested again earlier this year in connection with allegations of corruption surrounding a contract to build a new facility for the McGill University Health Centre (MUHC) in Montreal.

SNC-Lavalin’s links to the former Gadhafi regime in Libya are said to have been so close that the company offered one of the dictator’s sons a vice-president position in 2008, according to news reports.

Medical disability for radiation awarded to airman who attended UFO site 30 years ago

Now, after a long legal battle, the VA is finally giving Burroughs full medical disability for the incident.

The incident took place in December of 1980. At the time, Burroughs, a policeman in the U.S. Air Force stationed in Suffolk, England, was investigating a mysterious craft in the forest, The Inquisitr reports. As Burroughs and his team ventured into the forest and closer to the source, the lights suddenly disappeared, leaving the team grasping for an explanation.

The next day, the lights reappeared, and the team again investigated. Burroughs stated that he came in direct contact with lights flying around the forest—in other words, UFOs. Out of nowhere, the lights beaming down blasted him with a wave of radiation. The UK government eventually confirmed the incredibly high levels of radiation in that exact location.

“I’m still trying to work out what I saw,” Burroughs told The Mirror. “I think this is a phenomenon the government is aware of, but are still trying to work out exactly what it is.

This exposure to radiation left him sick, and since then, he’s been battling the military for over 30 years to receive benefits. For him, it isn’t about proving the existence of UFOs, but rather convincing the military that because he suffered from serious radiation exposure, he should receive the health treatment he needs.

Republican Sen. John McCain eventually decided to advocate for his cause, but was ultimately unable to track down all of the necessary medical records to prove his case.

Finally, the legal team working with Burroughs found documents from the British Ministry of Defense which proved that significant levels of radiation were detected at exactly the location where Burroughs encountered the strange lights. After the documents surfaced, the U.S. government could no longer deny that Burroughs suffered from radiation exposure, and now the Department of Veterans Affairs is set to grant Burroughs full medical disability.

“In citing the [MoD radiation documents] and in granting John Burroughs full disability for his injuries in Rendlesham Forest, the US Government has by de facto acknowledged the existence of unidentified aerial phenomena which, in John Burroughs’ case, resulted in physical injury,” Pat Frascogna, a ‘UFO Lawyer’said in an email to The Mirror.

Link between earthquakes and fracking: scientists under pressure to deny this

In 2014, the state had 585 quakes of at least magnitude 3. Up through 2008, it averaged only three quakes of that strength each year. Something odd is happening.

But scientists at the Oklahoma Geological Survey have downplayed a possible connection between increasing fracking in the state and the increasing number of tremors. Even as other states (Ohio, for example) quickly put two and two together and shut down some drilling operations that were to blame, OGS scientists said that more research was needed before their state took similar steps.

Now, though, emails obtained by EnergyWire reporter Mike Soraghan reveal that the University of Oklahoma and its oil industry funders were putting pressure on OGS scientists to downplay the connection between earthquakes and the injection of fracking wastewater underground.

n 2013, a preliminary OGS report noted possible correlation between the two, and OGS signed on to a statement by the U.S. Geological Survey that also noted such linkages. Soon after, OGS’s seismologist, Austin Holland, was summoned to meetings with the president of the university, where OGS is housed, and with executives of oil company Continental Resources. Continental CEO Harold Hamm was a major university funder, while the university president David Boren serves on Continental’s board, for which he earned $272,700 in cash and stock in 2013. Other scientists at OGS weren’t happy to see the agency downplay the link between one oil and gas project, called the Hunton dewatering, and an earthquake swarm near Oklahoma City. One wrote to a family member, “I am dismayed at our seismic people about this issue and believe they couldn’t track a bunny through fresh snow!”

Even the USGS picked up on something fishy when Holland suggested alternative hypotheses to explain earthquakes instead of linking them to fracking processes. A science adviser with the federal agency wrote to Holland saying one alternative theory was “unlikely” and “could be very distracting from the larger issue of earthquake safety in Oklahoma … and the role that wastewater injection may be playing.”

In July 2014, Holland told Bloomberg that if a link between fracking and the quakes were to be discovered, he’d have to advise the state to shut some drilling operations down. “If my research takes me to the point where we determine the safest thing to do is to shut down injection — and consequently production — in large portions of the state, then that’s what we have to do,” he said. “That’s for the politicians and the regulators to work out.”

The research is there, even if UO President David Boren or Continental CEO Harold Hamm aren’t pleased about it.   On Tuesday, Feb. 24, the National Council of Resistance of Iran (NCRI), the political front for the “cult-like dissident group” known as the Mujahedeen-e-Khalq (MEK)revealed the location of what it claimed was an underground centrifuge facility in the suburbs of Tehran. The announcement was, evidently, intended to derail ongoing negotiations toward a diplomatic settlement over Tehran’s nuclear programs. The State Department spokeswoman stated, “Well, we don’t have any information at this time to support the conclusion of the report.”

That’s not quite the same thing as saying it’s a load of bullfeathers, but we’ll get there in due course. The story may be false, but it demonstrates both the culture of leaks in Washington and the way open-source information can challenge that culture………
there is every reason to think the latest allegations by NCRI represent a politically motivated effort to derail the engagement of Iran over its nuclear program.

Almost immediately, there were reasons to doubt NCRI’s claim. A review of commercial satellite images reveals no evidence of large-scale excavation or tunneling during the 2004-2008 period identified by NCRI. The site seems to lack a suitable transformer substation for electricity to power centrifuges or evidence of ventilation systems so workers underneath can breathe. (It turns out workers tend to insist on breathing.) And if Iran had excavated a massive 2,000-square-meter underground facility, where’d all the dirt go? It just doesn’t add up.

Moreover, the press release contained a number of details that were obviously fabricated. NCRI claimed that the facility had “3 by 3 m radiation proof doors that are 40 centimeters thick and weigh about 8 tons … to prevent radiation leak.” There is no reason for such doors at a uranium-enrichment facility, which is not subject to massive radiation leaks. Almost immediately, others were able to determine that the picture of the door released by NCRI was actually lifted from an Iranian commercial website. That detail is just balderdash, despite NCRI’s lame defense that the firm supplies doors to the Iranian nuclear industry.

The site that NCRI identified is, in fact, a facility operated by a firm calledMatiran. NCRI described Matiran as a firm that produces identification documents, like passports, for the Iranian government. Helpfully, that’s how Matiran describes itself, as well. You may not have heard of it before — I had not — but its representatives attend international conferences and its employees post their CVs on social networking sites. The construction of the new facility roughly corresponds with Matiran’s successful bid to produce the new Iranian national identification card.

Hey, what do I know, but it seems unlikely that Iran has decided to double-upproducing ID cards and enriching uranium at the same site.

…….The important thing is that open-source tools, plus a little investigative shoe leather, allowed us to quickly determine that the allegation was false. …….

There is, today, an enormous amount of information that can help the public sort fact from fiction. It is really is just a matter of having skilled nongovernmental groups working in the public interest. There isn’t, at the moment, much funding available for this sort of work and only a few institutions really do it for nuclear issues, including the Institute for Science and International Security as well as my home institution, the James Martin Center for Nonproliferation Studies. Nuclear power is said to be cheap—but only if one doesn’t count costs that either have been offloaded or are yet to be fully funded, such as accident liability, waste management and the debts incurred in reactor construction. USA’s climate change denial machine investigate by Democrats

Soon never disclosed the grants from the Charles G. Koch Foundation, ExxonMobil, Southern Company, and American Petroleum Institute, while publishing research that blamed climate change on anything but pollution (Soon faulted the sun) and spun the impact as a net benefit for the environment (helping trees and polar bears thrive, according to Soon).

By itself, the revelation isn’t likely to slow Soon’s lucrative romp through GOP talking points. When the Boston Globe reported in 2013 that the same companies had contributed more than a million dollars to Soon’s climate research, Republicans continued to cite his work and his double-barrelled affiliation with the Harvard-Smithsonian Center for Astrophysics. Mossad knew that Iran is not producing nuclear weapons

A new joint report produced on Monday by Al-Jazeera and the Guardian shows top secret files – correspondances with the South African intelligence services – suggesting that Mossad, the Israeli security agency, has believed since 2012 that the Islamic Republic of Iran was “not performing the activity necessary to produce weapons,” according to the leak.

The revelation would seem to undermine claims by other branches of the Israeli state – including the prime minister – that Iran presented a threat to Israelis through its desire to produce nuclear weapons.

Allegations by Iranian dissident group that Iran has a secret nuclear facility

Iran blockbuster: Group claims proof of secret nuclear facility By Guy Taylor – The Washington Times – Tuesday, February 24, 2015 Claiming that Iran’s government has been lying for years to U.N. nuclear inspectors, a prominent Iranian dissident group on Tuesday asserted that scientists in the Islamic Republic have actually been running a secret uranium enrichment operation at a facility buried deep beneath the ground in the northeast suburbs of Tehran since 2008.

The facility, known as “Lavizan-3,” has been used for clandestine nuclear program research and development, as well as for enrichment with advanced IR-2m and IR-4 centrifuge machines, according to the National Coalition of Resistance of Iran, which claims that the operation’s existence has never before been revealed to international officials.

The NCRI’s claim was not immediately verifiable, and the dissident group is known for its controversial history in Washington. However, the group is seen to have deep sources inside Iran’s nuclear community and its members are credited with having made game-changing revelations about Tehran’s activities in the past.

Most notably, during the early 2000s, similar NCRI claims exposed the existence of Iran’s Natanz uranium enrichment facility and the Arak heavy-water plutonium facility — two operations that have been at the center of international scrutiny and distrust of Tehran during the years since then.

The group said its latest claims were the result of a “decade-long, detailed, risking and complex” intelligence gathering effort by members of the Mujahedin-e Khalq. The so-called “MEK” is a main component of the NCRI, but has long drawn scrutiny in Washington because the State Department had listed it as a terrorist organization until 2012.

While the MEK is seen as virulently against the current regime in Tehran, U.S. officials have said the group’s terrorist listing was related to attacks its members carried out against U.S. interests in the Middle East decades ago……..

It was not immediately clear on Tuesday how the new claims by the NCRI may impact the ongoing nuclear negotiations between Iran, the U.S. and other world powers………
