WHTC: Nuclear Regulatory Commission officials said that 79 gallons of the tainted water had escaped, but by the time it got to the shore, it was highly diluted and posed no threat.

Still the danger of radioactive scrap metal in Delhi

The National Green Tribunal (NGT) will on Wednesday hear a petition, which has claimed the mechanism to detect radiation is withering away. There is no screening of scrap before it finds its way to the market. The National Disaster Management Authority is still in the process of procuring devices, to be given to the police, to detect radiation.

It as been reported that engineers at Japan’s fast breeder reactor plant Monju made a mistake during testing of the plant’s emergency power generator, which subsequently resulted in the release of black smoke and the ringing of the plant’s fire alarm. […]
JAERI [Japan Atomic Energy Research Institute] reported this latest incident to the country’s Nuclear Regulation Authority, claiming that the conduct of the staff at the plant is clearly in breach of security regulations. It also made the following statement:
“In order to prevent a recurrence of the same problems, it is necessary to pay meticulous attention to the way in which personnel at the plant carry out their work.”

A plastic bag,tape and broomstick fix for San Onofre nuclear leak

An inside source gave Team 10 a picture snapped inside the San Onofre Nuclear Generating Station (SONGS) showing plastic bags, masking tape and broom sticks used to stem a massive leaky pipe.
San Onofre owner Southern California Edison (SCE), confirms the picture was taken inside Unit Three, but did not say when. The anonymous source said the picture was taken in December 2012.
Unit Three is the same unit that leaked radiation in January 2012. SONGS has been shutdown since then as a precaution.
“[Staff] identified a small leak in the water box and will perform maintenance per our scheduling process,” SCE spokeswoman Maureen Brown wrote in a statement. “In the meantime, plastic is in place to direct the water from the small leak to a drain.”(Team 10 took the picture to the Nuclear Regulatory Commission (NRC) to see what federal regulators had to say about the quick fix. “If that’s nuclear technology at work and that’s how we’re going to control leaks I think the public should know,” the inside source said.
More than one anonymous source talked about the picture with Team 10. They said the public has a right to know about the plant’s condition, as the NRC decides whether the plant will be allowed to restart.
Unit Two is the generator under consideration for restart – not Unit Three – where the picture was taken. Currently there are no plans to restart Unit Three.
Sources also pointed to what appears to be corrosion on the pipe as a sign of the power plant’s age.
They claim rust is rampant throughout SONGS — including what sources call a fire suppression pipe, which protects both units.
“There’s a pipe that runs along the security fence, from one side of the plant to the other side of the plant — it’s totally blistered,” one inside source told Team 10.
“To take an isolated picture and leap to some kind of conclusion about maintenance is a pretty big leap,” SCE’s Brown said in a phone conversation.
“We are dealing with unknown territory here which has never been explored before,” another inside source said. Two inside sources called restarting SONGS “risky.”
SCE disputes those claims and told Team 10 the plant is safe to restart.

Anti-Radiation Pills Available in 13 SC Counties, WLTX.com Apr 29, 2013 COLUMBIA, S.C. – South Carolina has received 1.2 million adult doses of potassium iodide (KI) for distribution to residents living within the 10-mile Emergency Planning Zone of five nuclear power plants in or adjacent to the state, the S.C. Department of Health and Environmental Control announced.
“Potassium iodide provides additional protection for the thyroid gland against one form of radiation,” according to DHEC Director Catherine Templeton. “It is critical to remember this is not a magic pill that protects against all types of radiation. In the event of a nuclear power plant emergency involving the release of radiation, the best advice is to follow the instructions of public safety officials to either stay inside or to evacuate the area in an orderly manner.”
The Nuclear Regulatory Commission has provided the doses to the state for distribution. Supplies of these potassium iodide tablets, also referred to as KI tablets, are being distributed to health departments in 13 counties for residents living within a 10-mile radius of nuclear power plants. Residents can pick up tablets for themselves and their families beginning Monday, April 29th. Participation by the public is voluntary.
Templeton said, “Our agency continues to explore ways to help the public understand that KI is not a radiation shield, and that residents should follow any recommendations given by the state in the event of a radiological release.”
Templeton said 2.4 million KI tablets, enough doses for 1.2 million adults, have been delivered throughout the state for distribution to residents. The expiration date for the new tablets is October 2017. Residents in possession of tablets with the May 2013 expiration date may dispose of those tablets once a new supply has been picked up.

The York Daily Record says the U.S. Nuclear Regulatory Commission issued an information notice last week detailing how moisture can degrade structures and components associated with spent fuel storage…… Water was also blamed for cracks on concrete storage units protecting spent fuel and debris from the damaged core of Three Mile Island’s Unit 2, which is stored in Idaho. In 1999, Transnuclear installed the concrete enclosures to cover and protect the material but a year later officials started noticing insignificant cracks in the units. USA: Jail sentence for under-reporting injuries at nuclear plants.
An American court has sentenced a former engineering safety manager to 6.5 years in prison for falsifying information about injuries at three nuclear power plant sites. Walter Cardin was convicted in November 2012by a federal grand jury of eight counts of major fraud against the Tennessee Valley Authority (TVA), a US government corporation. The offences were committed from 2004 to 2006. Cardin was convicted of providing false information by under-reporting the number of injuries and their severity.
At the time of the offences, Shaw Group subsidiary Stone & Webster Construction had been contracted by the TVA to provide maintenance and modification services at the Browns Ferry, Sequoyah and Watts Bar nuclear sites, including construction work for the restart of Browns Ferry 1. False injury rates were then used by Stone & Webster to collect safety bonuses of over $2.5 million from TVA. Stone & Webster paid back US$6.2 million to the USA as part of a civil settlement over the false claims and contract fraud in early 2009. During the trial, evidence was presented covering more than 80 injuries that were not properly recorded by Cardin. HMS Torbay nuclear submarine evacuated, BBC News Devon 25 April 13 A nuclear submarine in Devonport dockyard had to be evacuated after a fire broke out while maintenance work was being carried out.About 55 people had to leave when the fire broke out as welding was being done on the outside of the Trafalgar class submarine, said the Royal Navy.The “small fire” among protective blankets was put out within five minutes by a fire crew, it said.The Royal Navy said no-one was injured and an investigation would take place. Anger at USA government’s new lax radiation safety rules
New radiation guidelines outrage anti-nuclear groups Apr
18 – McClatchy-Tribune Regional News – Pam Sohn Chattanooga Times Free Press, Tenn. At the same time that citizens are cooling on nuclear power in Fukushima’s wake and both nuclear regulators and operators are pushing emergency preparedness for worst-case scenarios, the EPA has moved to update radiation exposure rules.
They include some health-related guidelines to help responders determine evacuation needs and short-term exposure measures for situations not previously spelled out, according to Jonathan Edwards, chief of the Environmental Protection Agency’s radiation division, and David McIntyre, a spokesman for the Nuclear Regulatory Commission. The guide is intended to be used by emergency planners.
But at least two environmental groups charge that the new guidelines, announced Monday in the Federal Register, relax existing rules.
“The new [protective action guides] eliminate requirements to evacuate people in the face of high projected thyroid, skin, or lifetime whole body doses,” according to statements from the Nuclear Information and Resource Service and the Committee to Bridge the Gap.
Daniel Hirsch, president of Committee to Bridge the Gap, said the guide also recommends dumping radioactive waste in municipal landfills not designed for such waste and proposes options for drinking water that would increase the permitted concentrations of radioactivity “by as much as 27,000 times.”….
