French MPs pave way to dropping legal limit on nuclear in energy mix

The decision still needs to go through some legislative hoops before it is finalised – but it signals a stronger-than-ever willingness by the government to revamp nuclear power across the country. The Senate voted in favour of getting rid of the limit altogether in January.
A 2015 law to promote green growth limited the proportion of energy France could get from nuclear to 50% of its energy mix by 2035. With 69% of the country’s energy coming from nuclear, according to official data, the measure was thought to encourage investment in renewables and paved the way at the time of the closing of France’s iconic and then oldest Fessenheim plant in June 2020.

Lawmakers voted in favour of doing away with the 50% legal limit on nuclear in the country’s total energy mix on Thursday as part of France’s larger efforts to build newer, more modern nuclear plants.
The vote took place in the Committee for Economic Affairs on Thursday as part of a broader legislative package that would see the building of six new nuclear European Pressurised Reactors 2 (EPR2). The first one of those, EPR2 is expected to be operational in 2035………………………
A “nuclear alliance” in Europe, as France leads a pack of EU member states to count nuclear energy as “green and renewable” Others disagree.
The EU countries are at odds over the future role of nuclear energy. At a
meeting, eleven countries, including France, agreed to expand nuclear power
cooperation. Germany strictly rejects this.
Eleven member states of the
European Union have agreed on “enhanced cooperation” in the field of
nuclear energy. These include France, the Netherlands, Poland, Finland,
Bulgaria, Croatia, the Czech Republic, Hungary, Romania, Slovenia and
Slovakia. At the meeting of EU energy ministers in Stockholm, they
specifically decided to promote “new joint projects” alongside existing
nuclear power plants. They also decided to work closely together in the
areas of research and security.
On the one hand, countries like Germany,
Luxembourg, Austria and Spain are strictly against the expansion of nuclear
power in Europe to achieve climate goals. On the other hand, the “nuclear
alliance” led by long-standing nuclear power France wants to further expand
nuclear power. According to a joint statement by the eleven EU countries,
nuclear energy is one of many tools to achieve climate goals. With nuclear
energy, electricity should be produced for the needs of consumers in order
to guarantee “security of supply” in the future. France is committed to
allowing its nuclear power to count toward renewable energy and “green”
hydrogen targets.

UK government’s commitment to nuclear power wavering, as Hinkley Point C’s costs and delays escalate?
EDF’s reactor for its first nuclear plant in the UK for 30 years arrives by
ship. While the arrival of the reactor could be a positive signal that
progress is being made on the nuclear rollout, some critics say that new
nuclear power will not come online soon enough to ease the current energy
bill crisis.
Hinkley Point C, for instance, is not expected to finish
construction until 2026 at the earliest. Meanwhile, energy bills are at
record highs and the Government has been urged to find a way to quickly
ease the burden of high energy costs.
Hinkley Point C’s repeated delays
have raised concerns as the Government has appeared to hedge its bets on
nuclear. The Somerset project was initially meant supposed to start
producing electricity by 2017 at a cost of £18billion. Now expected to cost
£32billion, the delays have thrown into question whether building more
nuclear plants is an appropriate response to the energy crisis.

Boris Johnson champions small nuclear reactors
Conservative former Prime Minister Boris Johnson faced claims of wanting
his “old job back” as he accused Labour of being anti nuclear. Mr
Johnson urged the Energy Secretary, Grant Shapps, to “accelerate the tech
selection process” as he backed the rollout of British nuclear power. His
comments prompted Labour former Opposition leader, and shadow climate
change secretary, Ed Miliband, to joke: “It’s important to welcome
ex-party leaders to their place, but my only piece of advice is it’s
important to not want your old job back.” Mr Johnson said: “I
congratulate (Grant Shapps) on his continuing commitment to Great British
Nuclear, but is it not vital that we reaffirm the target of 24 gigawatts by
2050 and that we also accelerate the tech selection process, so that small
modular reactors whether made by Rolls Royce or anybody else (can commence
operating). “I think it would be wonderful if they came from this
country, are on contract with Great British Nuclear by the end of the year,
so that we can get back to the nuclear tradition that this country once had
and undo the baleful, luddite, Atomkraft Nein Danke legacy of the party
opposite.” Commons Speaker Sir Lindsay Hoyle intervened during Mr
Johnson’s comments, saying: “I want to get everybody else in as well.”
Mr Shapps replied: “(Mr Johnson) is of course absolutely right about
this. He will know as the whole House will know that every single nuclear
reactor currently operational in the UK was given permission under the
Conservative Party and he is right to champion Great British nuclear and we
will get the nuclear industry going again. “Indeed, I was the first
energy secretary to put money, £700 million, into nuclear power since
1986.”

The one-year anniversary of Russia’s invasion of Ukraine has seen countless emotional news segments and heartstring-plucking articles, wall-to-wall social media posts, and public demonstrations decrying the evils of Vladimir Putin throughout the western world.
For what’s probably the first “anti-war” protest of most of their lives, American liberals gathered at the Lincoln Memorial in Washington DC over the weekend to bravely condemn the leader of a foreign government thousands of miles away. There they were joined by empire managers like the virulent warmonger Samantha Power, who spoke at the rally opposing Russian warmongering at the capital of the most warlike nation on the planet.
For the last year, mainstream westerners have been using this war to act out their fantasies of being courageous up-punching anti-imperialists, fighting powerful bloodthirsty tyrants in defense of the needful, all while living directly under the thumb of the most tyrannical regime in the world.
They mindlessly regurgitate the propaganda of the most powerful empire that has ever existed, parrot the same lines that are already being said all day long by all the most powerful institutions in the western world, all in service of the hegemonic agendas of the largest and most murderous power structure on earth, while pretending to be standing in opposition to the powerful.
The way the war in Ukraine allows mainstream liberals to play-act as rebellious anti-imperialists is a good illustration of how the empire gives people the illusion of fighting the power without their ever opposing the empire……………………..
In exactly the same way, Trump’s presidency allowed right wingers to pretend they were part of a movement against the establishment, despite Trump never actually challenging the establishment in any meaningful way. Well it’s another big day for Democrats doing Democraty things.
At a Friday event commemorating the 20th anniversary of the President’s Emergency Plan For AIDS Relief (PEPFAR) hosted by the George W Bush Institute, former House Speaker Nancy Pelosi spoke glowingly of the president who instituted the program in 2003 at the same time he was preparing to launch an invasion which would inflict unfathomable horrors upon our world which continue to unfold to this day.
“I’ll just say this honestly, that the Bush family, it’s because of their humanity, their faith, their generosity of spirit, their compassion,” said Pelosi. “Once again, it’s an honor to be associated with President Bush in this.”
Pelosi then pointed to the former president, who was also joined by former Secretary of State Condoleezza Rice and oligarch Bill Gates, with video appearances by Secretary of State Antony Blinken and Bono of U2 fame.
Also on Friday we witnessed what Glenn Greenwald described as the “most Elizabeth Warren tweet ever,” in which the Massachusetts senator took a bold stand against Big War Profiteering to advocate on behalf of the little guy (by which I mean Small War Profiteering).
“In the 1990s, America had 51 major contractors bidding for defense work,” tweeted Warren from her government account. “Today, there are only five massive companies remaining. Defense contracting should be reworked to break up the massive contracts awarded to the big guys and create opportunities for firms of all sizes.”
Yeah that’s the real problem, Liz. It’s not that the war industry reaps huge profits from global militarism and nonstop warmongering, it’s that the war industry doesn’t include enough plucky small businesses. Won’t somebody please think of the mom and pop war profiteers? They’ve been forced to close their small community military-industrial complex shops by Walmartian “big guys” like Raytheon and Northrop Grumman!
This is almost as embarrassing as Warren’s 2019 push to convert the US war machine to clean energy, saying “We don’t have to choose between a green military and an effective one” on the campaign trail during her run for president.
Because that’s what being a progressive Democrat means in 2023: backing the imperial war machine to the hilt and gushing about how wonderful and compassionate the Bush family is while calling for sustainably powered aircraft carriers and more small businesses in the military-industrial complex. A Ukrainian flag on an electric car. This is as far left as you’re allowed to go in the political landscape of the most powerful nation on earth without being branded a treasonous Kremlin operative.
This is the Democratic Party’s true face. This is the Democrats telling you who they really are. Their whole function is to divert all meaningful leftward movement away from inconvenient areas like demilitarization and economic justice and toward convenient areas like whether there should be solar panels on Abrams tanks. And toward that end they have been very, very successful.
The sooner Americans stop falling for the fake two-party puppet show and begin pushing for real change, the sooner our world can move toward health. These people do not care about you.

Senior State Department officials Victoria Nuland and Antony Blinken are “dangerous fools,” Paul Gosar declared
Senior officials at the US State Department are attempting to get the country “involved in another world war” with Russia, Arizona Congressman Paul Gosar tweeted on Friday. Gosar, Twitter CEO Elon Musk, and former president Donald Trump, have all named Victoria Nuland as the most dangerous among this group in recent days.
Responding to an RT article on Musk accusing Nuland of “pushing this war” in Ukraine, Gosar declared that the billionaire “is correct.”
“Both Nuland and Blinken have a deeply rooted irrational hatred of Russia, and they seek to get the US involved in another world war,” he continued. “These are dangerous fools who can get us all killed.”
In a follow-up tweet, Gosar wrote that “as a non-soldier, Nuland is quite willing to endorse violence and war.” The Republican lawmaker then quoted the article, which stated that Nuland had “endorsed regime change in Russia, celebrated the US’ destruction of the Nord Stream pipelines, and called for the indefinite flow of arms into Ukraine.”
As assistant secretary of state for European and Eurasian Affairs in 2014, Nuland helped to orchestrate the pro-Western coup that unseated democratically elected president Viktor Yanukovich. Nuland traveled to Kiev and promised military aid to the rioters, and was recorded plotting to install a successor to Yanukovich.
As Biden’s secretary of state, Blinken has promised to keep weapons flowing into Ukraine “for as long as it takes,” and advised Kiev in December not to seek the kind of negotiated settlement that would liken to a “phony peace.”
Gosar has been a persistent critic of the Biden administration’s Ukraine policy since Russia’s military operation began a year ago on Friday. However, although the Republican Party now controls the House of Representatives, there is little the Arizona congressman can do to change the administration’s course. A significant bipartisan majority supports continued military aid to Ukraine, with only 11 Republicans, Gosar included, sponsoring legislation that would cut funding for Kiev.
These Republicans are all allies of former president Donald Trump. In a campaign video released on Tuesday, Trump blamed the situation in Ukraine on Nuland and “others like her” in the Biden administration. Nuland, he said, was “obsessed with pushing Ukraine towards NATO,” adding that the conflict would have “never happened if I was your president.”
Canada launches $30 million small modular reactor funding program

Canada is launching a new funding program to help promote the commercial deployment of small modular reactors (SMRs). The announcement was made Feb. 23 at the Canadian Nuclear Association’s annual conference.
The program would provide $29.6 million over four years to develop supply chains for SMR manufacturing and fuel supply and security. Funding would also be used for research on safe SMR waste management solutions.

A few months prior to the contract signing, the Canada Infrastructure Bank (CIB) committed C$970 million ($708 million) in debt financing toward the Darlington SMR. This is the bank’s largest investment in clean [?] power to date.

Boris Johnson demands that UK government declares nuclear to be “a green energy” source, and boosts the industry .
Boris Johnson has increased pressure on Rishi Sunak to boost nuclear
capacity with funding for two more large-scale projects before the next
election.
In a new intervention since leaving No 10, Johnson, accompanied
by Priti Patel, the former home secretary, warned that the country had a
“damaging gap in our nuclear capabilities and a weakness in our energy
supply”.
In a letter seen by The Times signed by 57 Tory MPs, Sunak was
urged to fund the development of two more projects before the end of this
parliament. the 57 Tories — including Anne-Marie Trevelyan, the Foreign
Office minister, and Sir Graham Brady, chairman of the 1922 Committee —
said that more had to be done.
In the letter, organised by Virginia
Crosbie, the MP for Ynys Môn, they said the government needed “at all
costs” to avoid errors they say that Labour made in not recognising the
“good value” of nuclear power.
They demanded that the government
declare nuclear “unambiguously” to be a green energy source, set out
binding nuclear targets for 2035 and 2050 and order officials to start
talks with Rolls-Royce to fund small modular reactors. The letter said:
“We are the only major nuclear nation in the world without a sovereign
reactor design to deploy or export. It is time we changed that.”

NFLAs call on Chancellor not to class nuclear as ‘green’

Fearing the UK Government may – for once – follow an unwanted lead set in Europe, the Chair of UK/Ireland Nuclear Free Local Authorities network has written to the Chancellor of the Exchequer requesting that he refrain for reclassifying nuclear as a ‘green investment’ under revised taxonomy rules.
There has been much speculation in the corridors of power, in the press and amongst the anti-nuclear community that Jeremy Hunt may soon choose to reclassify ‘nuclear’ as a green investment to unlock more private investment in the government’s planned future civil nuclear programme.
A reclassification in the revised taxonomy rules would make such investment more ‘attractive’ and ‘acceptable’ to certain large pension funds and investment companies.
The European Commission has previously adopted an identical strategy, but it was one which met with significant political and societal opposition and led to legal challenges from member states.
In his letter, Councillor Lawrence O’Neill outlines how nuclear power is both carbon-intensive and environmentally damaging. Commenting he said:
“It would be a complete misnomer to describe nuclear as ‘green’. From mining the uranium ore through to dealing with the legacy of radioactive waste, civil nuclear power leaves a massive carbon footprint and contaminates all it touches. The NFLAs hope that the Chancellor will see the logic of leaving things as they are and accede to our request, but if not we shall be ready to stand shoulder-to-shoulder with all those opposed to this change. Nuclear is not ‘green’ and never will be.”

Yet another £6 billion cost hike for UK’s Hinkley Point C nuclear project
Hinkley C’s £6bn cost hike tests UK’s nuclear resolve. A further £6 billion
cost increase at Hinkley Point C will test the government’s commitment to
funding future large-scale nuclear projects, according to energy industry
experts.
The figure was revealed alongside EDF’s accounts last week, with
construction of the 3.2GW power plant now estimated to cost as much as
£32.7 billion. That is a £6 billion increase on the revised construction
price set last year and is almost double the £18 billion figure set in 2016
when EDF first started work on the project.
The latest cost hike has been
attributed to rising inflation, however engineering problems and complex
ground conditions have previously pushed the cost up, as well as a £500
million cost increase due to Covid-19 and pandemic-related working
restrictions.

Do not bring nuclear energy plants to Scotland, SNP tells new UK energy minister
The SNP has warned new energy minister Andrew Bowie to keep new nuclear power out of Scotland.
Energy policy has long been one of the most contentious issues between the UK and Scottish governments, with disagreements around the future of oil and gas and potential new nuclear stations raging in recent years.
Now, the SNP has urged the UK Government to focus on renewables as opposed to the creation of new nuclear power, which they say would not immediately solve the country’s current energy security issues.
According to a report from Politico, Mr Bowie is set to become the UK’s first ever nuclear energy minister, putting the West Aberdeenshire and Kincardine MP at odds with the Government in Edinburgh.
The SNP’s Westminster energy spokesman Alan Brown said: “Andrew Bowie must be taking up one of the most pointless ministerial positions in the UK government.
“If the Tories think they will bring down energy bills by building nuclear power stations that won’t be ready for years to come then they are more delusional than we thought.
“Scotland is awash with renewable energy potential and Andrew Bowie should be focusing his efforts there, as it will create jobs for his constituents for decades to come and will ensure we are using Scotland’s energy potential to the fullest.”
He added: “Households across Scotland are desperate for solutions to sky-high energy bills now and nuclear power will not provide that answer – indeed, the Government has confirmed it will increase our energy bills.
“Scotland is rich with renewable energy potential and we cannot have our resources squandered once again by successive Westminster governments, that is why the only way we can harness the potential of Scotland’s energy is by becoming an independent country.”

USA’s Inflation Reduction Act is a game-changer for the nuclear industry -says Public Service Enterprise Group
PSEG to consider nuclear plant investments, capitalizing on the IRA’s production tax credits, CEO says

The passage of the IRA last August will “help to preserve the financial viability of our carbon-free nuclear fleet into the next decade,” the Newark, New Jersey-based parent company of Public Service Electric and Gas said in a statement.
“While the industry waits for clarifications, we believe the Inflation Reduction Act is a game-changer that should provide the stability required for long-term viability of the U.S. nuclear fleet,” LaRossa said.
Guggenheim analyst Shahriar Pourreza said in a client note Tuesday that “longer term upsides for nuclear” could come from U.S. Treasury Department guidance on production tax credits. Guidance will take time and “further drive strategic decision-making,” he said……….
Daniel Cregg, executive vice president and chief financial officer, said PSEG is engaged in a “waiting game” as the Treasury Department provides details on the nuclear production tax credits. “I don’t even have a date to tell you when Treasury is going to come out with it,” he told analysts.
The IRA, with $369 billion in climate provisions, provides tax credits for existing nuclear power plants and new facilities, advanced reactors and small modular reactors. The law provides a choice between a technology-neutral production tax credit of $25/MWh for the first 10 years of plant operation or a 30% investment tax credit on new zero-carbon power plants that begin operating in 2025 or later.
Tax credits have drawn interest from other energy companies. Constellation announced Tuesday it will spend $800 million for new equipment to increase the output of two nuclear generating stations in Illinois by about 135 MW.
“Support for nuclear in the IRA has made extending the lives of U.S. nuclear assets to 80 years more likely assuming continued support,” Constellation said. “It has caused Constellation to examine nuclear uprate opportunities that were canceled a decade ago due to market forces.”

France’s government may switch funds from social housing to the cause of propping up the nuclear industry.
Will we be forced to choose between heating and housing one day? This
question may appear absurd at an individual level but much less so at the
level of the French state which constantly has to make trade-offs on
subjects as uncomfortable as this one.
According to French business daily
Les Echos, the government is contemplating the possibility of setting aside
a portion of the Livret A [savings account proposed by French banks] –
whose €375 billion is mainly devoted to social housing funding – and
investing a portion of the money in nuclear power.

Despite massive losses of nuclear company EDF, and reactor corrosions, France plans to build a new fleet of EPR reactors.
Despite corrosion leaving nearly half of French atomic power fleet idle
last year and huge cost overruns at new construction, state-backed power
comapny insists on building even more reactors.
A plunge in nuclear power
output related mostly to inspections and repairs for stress corrosion that
left nearly half of France’s atomic generation fleet idled for much of last
year has cost EDF €29.1bn ($30.99bn), pushing the embattled state-owned
utility into a massive loss.
Forty-three of the company’s 56 reactors are
currently operational again, up from only 30 at the beginning of November
2022. But last year’s decline in nuclear output – which the company had to
compensate for with power purchases at a time when market prices were very
high – linked to the impact of price caps for French consumers last year,
triggered a loss in generation and supply segment earnings before interest,
taxes, depreciation and amortisation (Ebitda) of €23.14bn.
Gains in other
areas, such as regulated activities or renewables were not able to
compensate for the nuclear drain on finances. That was the main cause of a
€17.94bn net loss for the entire group, compared to a €5.11bn net
profit in 2021.
Despite the massive losses at EDF, as well as dozens of
billions in cost overruns and decade-long delays at the construction of a
new EPR (European Pressurised Reactor) at Flamanville, French President
Emmanuel Macron last year launched a programme to build six further EPRs in
France, with the option for eight more at later stage.
