Scepticism about the US Nuclear Regulatory Commission

The NRC was responsible — along with industry — for sitting nuclear power plants on earthquake zones in California, close to major population centers such as Indian Point near New York City and in coastal areas such as Seabrook. What were they thinking?

Time to phase out nuclear power plants, Newbury Port News,  BRUCE SKUD, 25 April 11, Japan’s nuclear crisis — amidst an earthquake and tsunami — has reignited the public’s concerns about living within a 10-mile radius of Seabrook nuclear power plant and about the safety of nuclear power generally. But the Seabrook operators, the nuclear industry, and the U.S. Nuclear Regulatory Commission continue to whistle past the graveyard. Continue reading →

Apparently, Pakistan’s nuclear program is “safe”

IAEA declares Pakistan nuclear program safe, Tehran Times, ISLAMABAD (APP) 25 April 11,  — International Atomic Energy Agency (IAEA) on Monday declared the nuclear program of Pakistan as safe and secure and appreciated the obvious dedication to the safety and security of the regulators as well of operators.

Talking exclusively to APP on the sidelines of “International seminar on nuclear safety and security”, held here from 21-23 April, Deputy Director General IAEA Denis Flory said the IAEA emphasizes the importance of national responsibility for security, which Pakistan takes seriously. In fact, Pakistan has had an Action Plan in place to strengthen nuclear security since 2006, he added.
Giving details he said this plan covers such items as Management of Radioactive Sources; Nuclear Security Emergency Co-ordination Center (NuSECC); Locating and Securing Orphan Radioactive Sources.
Pakistan has worked with the agency to implement that plan and to provide resources for its implementation, he maintained. ….. http://www.tehrantimes.com/index_View.asp?code=239445

Pueblo County Commission says NO to nuclear power proposal

Pueblo County Commission rejects land proposal for nuclear power plant, By Mark Jaffe, The Denver Post, 25 April 11, PUEBLO — The plan to build a nuclear power plant on the outskirts of this industrial city was rejected by the Pueblo County Commission due to “a significant lack of material information.”

The proposal by prominent, local attorney Don Banner would have taken 24,000 acres and turned it into a planned unit development area for energy development.

The 3-0 vote brought cheers and applause from the audience of about 100 people.

“This decision should send a message to nuclear everywhere,” said Ross Vincent, chairman of the Sierra Club Sangre de Cristo Group.

Banner sought rezoning, planned unit designation and a guarantee those land-use changes could not be rescinded……. Commissioner Jeff Chostner, a Republican said the demands the plant would make on the region’s limited water supply was the main reason for opposing the plan….Commissioner Anthony Nunez, a Democrat, also expressed concerns about nuclear wastes building up at the site since the federal government has yet to come up with a long-term storage plan.

“Before we get into this business we want to ask some questions so we don’t get into trouble later,” Nunez said……http://www.denverpost.com/breakingnews/ci_17925855

Trinamool Congress Party will scrap Haripur nuclear plant

We willscrap Haripur nuclear project: Mamata,  News One, Kolkata, April 24 (IANS) Hours after West Bengal Chief Minister Buddhadeb Bhattacharjee said his government would review the proposed nuclear plant at Haripur, Trinamool Congress chief Mamata Banerjee Sunday said she will scrap the project if her party came to power in the state.

‘Haripur is not the proper place for setting up a nuclear power plant because it is a densely populated area. Fishermen will also be affected. We will do it elsewhere,’ Banerjee said in an interview to a Bengali television channel Star Ananda Sunday night.

……Banerjee’s party has led an intense agitation for the last few years against the state government’s bid to set up the proposed plant in Haripur in East Midnapore district.

Assembly polls are being held in West Bengal April 18-May 10. The results will be declared May 13.

Earlier, Bhattacharjeee said his government would review the proposed plant in the wake of the crisis in the Fukushima nuclear plant in Japan after an earthquake and tsunami.

‘The crisis that has engulfed the Japanese nuclear plant after the recent earthquake has led to a re-think and resentment in the world about such nuclear power projects. This is very logical as such a thing has happened even in a developed country like Japan. We have also decided to do a review of the plant,’ Bhattacharjee told a media meet here…….http://www.inewsone.com/2011/04/25/we-will-scrap-haripur-nuclear-project-mamata/45716

Germany determined to close down nuclear power

Germany reaffirms nuclear retreat The Irish Times , Apr 16, 2011 DEREK SCALLY A MONTH after her spectacular U-turn on nuclear energy, Chancellor Angela Merkel yesterday gave her officials six weeks to formulate a new national power plan for renewable and gas energy.

After regional election losses thanks to public anxiety over Fukushima, the chancellor admitted yesterday the days of nuclear power in Germany were numbered.

“We all want out of nuclear energy as soon as possible and make the switch to supplying renewable energy,” said Dr Merkel, adding there “is political will to speed things up”…….

Everything changed after Fukushima, when the German leader moved quickly to close seven ageing nuclear plants to permit security tests. They are unlikely to return to the national grid.

Ms Merkel summoned governors of all federal states that have nuclear plants to Berlin yesterday and agreed to seal a deal by June.

Most details of the plan have yet to be drawn up, but a draft has plans for a €5 billion programme to boost renewable energy production. It is likely to include new legislation to speed up planning for renewable energy facilities.

Germany already generates some 17 per cent of its electricity from renewables, a total it wants to increase to 40 per cent by 2020.

Shares in Germany’s big four energy companies fell yesterday in otherwise buoyant trading as investors reacted to the uncertainty. They have launched a legal challenge to the shutdown of the seven plants and have stopped paying into a renewable energy research fund established last October…..Germany reaffirms nuclear retreat – The Irish Times – Sat, Apr 16, 2011

UK nuclear companies protected from financial risks

Nuclear risks , The Guardian, Donald Power  15 April 2011 An estimate of the cost of compensation to Fukushima victims of $133bn has been reported by Reuters (Japan raises nuclear alert, 12 April). The UK has nuclear sites closer to major cities than Fukushima is to Tokyo, so costs could be even greater here. So it’s scandalous that nuclear operators are being allowed to cap their liability at €0.7bn or at most €1.3bn – barely 1% of the possible Fukushima compensation. No other industry is allowed to do this: BP has a $20bn fund for compensation to victims of last year’s oil spill. Why should nuclear be let off?

  • The industry says the public have a poor perception of risk. That although a nuclear accident could be catastrophic and cause us to lose our homes and towns, the chances of it happening are so small that we should not worry about it. How strange then that their shareholders are not willing to accept the same small risk that they might lose their money.A more suitable measure would be to remove the protection of limited liability from the owners and directors of these companies in the event of a major accident. If we are to lose our homes, they should too, not walk away with bonuses and pensions intact as the bankers did. Readers may like to make their own views known to the Department of Energy and Climate Change nuclear third party liability consultation, which ends on 28 April. ..Letters: Nuclear risks | Environment | The Guardian

Nuclear barons queasy, as UK turning anti-nuclear?

The bosses at EDF, Centrica, RWE npower, E.ON and all must be feeling distinctly queasy, after all the time and money they’ve spent on pushing for nuclear power in Britain. They’ve been pretty successful at gaining subsidies for it too – with UK billpayers expected to pay at least £17 more per year by the middle of the decade to encourage the construction programme. Could the years of lobbying fail to pay off?

Is Chris Huhne preparing for his second U-turn on nuclear? – Telegraph, By Rowena Mason 12 April 11, The previously anti-nuclear Lib Dem, who famously became pro-nuclear on appointment to Energy Secretary, is yet to pronounce definitively on what the Japan atomic disaster may mean for UK plans for 10 new stations. But he has ordered an inquiry into safety concerns and several ministers seem to be smoothing the way for a new official line – that we don’t need nuclear power after all. Continue reading →
