India’s Left parties want to tighten up Nuclear Liability Bill
The initial licence period is five years. But the Left argues that this “either or” provision is aimed at helping the foreign suppliers, and that the nuclear accidents can happen after the initial licence period which can still be the fault of the suppliers.

Trouble for govt on nuclear liability rules Jayanth Jacob, Hindustan Times New Delhi,
December 28, 2011 In a move that could bring fresh troubles for the government, the Left parties have moved amendments to the rules of the nuclear liability bill that deals with limiting of supplier liability.
The foreign suppliers have been maintaining that Indian liability law is not consistent with international norms owing to the stringent supplier liability of provisions. The amendments moved by the CPI(M) pertain to the rule 24 that deals with supplier liability.
The first amendment is for omitting the words “or the value of the contract itself, whichever is less” that aimed at limiting the compensation. Continue reading

Big money pushing for Virginia uranium, rather than water safety

Virginia. election, uranium’s future among the top political, government stories of 2012, Washingtn Post, 25 Dec 11 RICHMOND, Va. — The list of top stories includes whether money can speak loudly enough to open Virginia to uranium mining despite serious environmental concerns and whether the Republican right rules all of Virginia policymaking…..
A long-awaited independent study by the National Academy of Sciences in December raised serious concerns about whether a massive uranium ore deposit can be safely mined and milled in Pittsylvania County…..
It’s up to the Virginia General Assembly to weigh the appeal of an economic boom in
Southside Virginia — an area hit hard by declines in the textile, furniture and tobacco industries — against the prospect of contaminating water supplies for huge areas of Virginia and North Carolina.
The deep-pockets consortium of investors and corporations eager to recover the 119-million-pound deposit has hired Capitol Square’s most expensive and influential lobbyists to shepherd legislation to end a 30-year uranium mining ban through a deeply divided House and Senate.
This is one of those issues more likely to create geographic divisions than partisan ones…..

Stop uranium exploration and all nuclear activities, demand Northern Quebec communities
Northern Quebec Communities Demand End of Uranium Prospecting by
Uracan, MarketWatch, Dec. 18, 2011 “…..All eight municipalities in Minganie, a
region of Northern Quebec, have already voted in favour of a resolution against uranium prospecting on their territory. On November 23rd, the Regional County Municipality of Minganie also adopted a resolution outlawing all uranium-related activities within an area of
50 kilometers north of the coastline. Clearly, there is no social support for uranium mining in Minganie.
Uracan’s drilling sites are located in the area covered by the resolution. This is why we ask that Minister Gignac act immediately and tell Uracan to pack its bags and leave. We will not tolerate more drilling. We demand that the company cease all its activities and move its installations, equipment and machineries elsewhere. If it fails to do so, actions will be taken.
We also ask that Uracan provide compensation to those who have been negatively affected by its activities. Continue reading
Sanctions against Iran’s central bank may bring about global economic repercussions
What Happened to Obama’s Nuclear Option? In a showdown over how to deal with Iran, it appears that the president has bowed to Congress. Mother Jones. By Hamed Aleaziz Dec. 16, 2011 Now that the essential Defense Authorization Bill has
passed through the House and Senate, it carries with it a hard-line amendment that would level sanctions against Iran’s central bank. The policy, experts say, could not only inflict pain on Iran for its nuclear weapons ambitions, but also potentially cause global economic
repercussions. The White House has been against the amendment. Congress overwhelmingly voted for it.
If signed into law by President Obama, the new sanctions will be enforced against foreign institutions in Europe and around the world that do business with the Central Bank of Iran. Continue reading
USA has a Nuclear Party, as well as Republicans and Democratss
this isn’t just about Republicans vs. Democrats….”There is a sort of nuclear party that transcends Republican and Democratic labels,” …… “The four signers of the letter are all very much in the nuclear party, and the chairman is not.”
U.S. Nuclear Agency Suffers Leadership Meltdown NPR, by CHRISTOPHER JOYCE December 14, 2011 The government organization charged with keeping nuclear power safe is
having a meltdown. The Nuclear Regulatory Commission consists of five commissioners who direct the work of hundreds of nuclear engineers and other experts. They write the rules for how nuclear reactors operate.
Now four of those commissioners say the chairman of the NRC is a bully who’s destroying their ability to do their job. Continue reading

NEI, based in Washington, lobbied the government on measures designed to ensure the nation’s 104 commercial reactors can withstand natural disasters, cyber attacks, and on a proposal that would require the president to issue guidance on a federal response to a large-scale nuclear disaster. It also lobbied on a measure that would require nuclear operators to transfer radioactive spent nuclear fuel from cooling pools inside or near reactor cores to dry casks further fromthe reactors….
NEI also lobbied the government over environmental regulations….

UK government and its crazy economics of a plutonium Mox nuclear plant
“This is crazynomics – the reality is that the nuclear fairytale is a nuclear nightmare. Having announced the closure of a Mox plant because it was colossally inefficient and because there was no market for its service, the government now wants to build another one that will fast become a hugely expensive white elephant.
Mox plant U-turn by coalition stuns anti-nuclear campaigners, Guardian UK, Terry Macalister, 2 Dec 11 Having closed down a massively loss-making mixed-oxide fuel
reprocessing plant at Sellafield, the government amazes Greenpeace by proposing to build a new one

South African government owes people an explanation for its decision on dirty, costly, nuclear energy
“The government owes its citizens an answer as to why it is choosing a dangerous and expensive solution, when it has an abundance of renewable energy sources such as solar,” says Ferrial Adam, Greenpeace Africa climate and energy campaigner.
“Nuclear energy is a dangerous distraction from the clean energy development needed to prevent catastrophic climate change. Nuclear power simply delivers too little, too late, and at too high a price for people and the environment.”
Nuclear: Part of the solution – or the problem?, FT, By Siseko Njobeni, 1 Dec 11 “.. Under the plan, about 9,600MW new nuclear capacity should be commissioned up to that period. This has set in motion the jockeying for what will certainly be one of the biggest capital projects in South Africa. The planned nuclear programme could be worth R400bn, according to Nelisiwe Magubane, director-general at the department of energy. Continue reading
A warning from credit rating agency on doubtful future for France’s nuclear industry
In our view, the pact could have significant adverse credit implications for both EDF and AREVA over the longer term.
TEXT-S&P comments on French Green-Socialist Electoral
Pact, Reuters Nov 28- The French Green and Socialist parties’ announced an electoral pact to reduce France’s dependence on nuclear power on Nov. 15, 2011.
Based on its reading of the pact, Standard & Poor’s Ratings Services understands that:– 24 out the 58 nuclear reactors operated by Electricite de France S.A. (EDF; AA-/Stable/A-1+) in France would close by 2025, of which two reactors in Fessenheim would be immediately shut down. The pact aims to reduce France’s dependence on nuclear power to 50% from 75% currently.
– No new nuclear projects would be initiated. Continue reading
Nuclear industry getting anxious about anti nuclear politics in France
Uranium and the French threat [to the nuclear and uranium industries] 9 News, 30 Nov 11 France will hold presidential elections in two rounds in April and May followed by parliamentary elections in June. Polls currently suggest Socialist Party candidate Francois Hollande would knock off incumbent president Nicholas Sarkozy if elections were held today.
Assuming presidential polls also reflect parliamentary preferences, Deutsche suggests the nuclear industry should be rather concerned about a policy agreement between the Socialist Party and the French version of the Greens. The agreement, which is yet to be formerly signed, is to undertake to close 24 of France’s 58 nuclear reactors by 2025. Two would be closed immediately and a moratorium would be placed on any new construction outside of the one plant currently being built.
In the scheme of things, suggests Deutsche, such a move would be a lot more significant than Germany’s decision to wind down nuclear power made earlier this year after the Fukushima disaster. It would likely also prompt a nuclear rethink across all of the European Union, with Belgium an obvious first candidate for change…..
Deutsche will watch political developments closely given the potentially “profound” implications for uranium prices on the one hand and gas prices on the other, …. http://finance.ninemsn.com.au/newscolumnists/greg/8381663/uranium-and-the-french-threat
