More approvals still needed for restart of two Japanese nuclear reactors

flag-japanTwo more Japan nuclear reactors get safety clearance TOKYO Thu Feb 12, 2015 (Reuters) Japan’s atomic regulator on Thursday cleared a second set of reactors for restart, another step towards returning the country to nuclear power after the Fukushima disaster of 2011 led to the shutdown of all units.

Two reactors at the Takahama nuclear station operated by Kansai Electric Power, Japan’s most nuclear-reliant utility before Fukushima, passed the basic standards for operation, Nuclear Regulation Authority (NRA) commissioners said at a meeting.

They must still get approval from the NRA on design upgrades and go through operational checks, as well as get the greenlight from local authorities to restart……..

Chicago Mayor Rahm Emanuel joins coalition for renewable energy, and against nuclear

The Illinois Clean Jobs Coalition, whose formation was announced today at Testa Foods on the Southwest Side, notably didn’t include Exelon, the state’s largest power generator, which is preparing to lobby state lawmakers for a financial rescue plan for its six nuclear plants in Illinois.

Emanuel’s unusual participation in the group potentially sets up the mayor as a political foe of Exelon, which in the past has counted on Chicago politicians, notably Emanuel’s predecessor, Richard M. Daley, for political support at the state level.

Speaking at a press conference, Emanuel endorsed the group’s call to boost the state’s already-ambitious renewable energy goal to 35 percent of the power generated in the state by 2030. Current state law calls for 25 percent renewable power by 2025.

The coalition also wants state lawmakers to boost energy efficiency standards to a 20 percent reduction in power consumption by 2025. State law now calls for annual improvements in efficiency, with a mandate to cut power consumption by 2 percent this year.

Finally, the group calls for “market-based strategies” to reduce carbon. One way to do that would be with a new system of charging carbon emitters for the pollution they generate. “A new revenue stream could be used to invest in areas such as workforce development, low-income bill assistance and research and development into new clean energy technology,” the coalition says in a statement.

But the move would be controversial in a nation where most oppose nuclear power, with memories still fresh of the worst atomic crisis since Chernobyl in 1986……..

Kyushu Electric Power Co will be given the greenlight to restart two nuclear units in southwestern Japan, with June penciled in for the first unit, according to three sources familiar with the government’s thinking. They declined to be identified as they were not authorized to speak with media.

By June, Japan’s Nuclear Regulatory Authority is expected to have completed the final checks and appraisal of the reactors at Kyushu Electric’s Sendai station, letting Abe give the final go-ahead after local authority approval late last year.

A June restart would also mean local elections scheduled for April would be out of the way, giving the government some leeway to take such a potentially unpopular step…….

“We urge the government to take into full consideration the tremendous suffering from the nuclear power plant accident and make sure that future policy ensures the safety and peace of mind of all citizens,” Fukushima Governor Masao Uchibori said, when asked about restarts………

Nuclear companies lobby USA States to legislate against renewables and energy efficienct

Why the nuclear industry targets renewables instead of gas, Midwest Energy news,  on 02/06/2015 by  Cheap natural gas has upended the nation’s energy landscape and made aging nuclear power plants increasingly uncompetitive.

Yet the nuclear industry, which generates almost a fifth of the nation’s energy, has declared war not on gas but on wind and solar, which represent about 4 and 0.2 percent of our energy mix, respectively.

fossil-fuel-fightback-1Nuclear generators have successfully fought against renewable and energy efficiency standards on the state level, and lobbied against tax incentives for wind and solar on the federal level. They’re in the process of securing changes in regional capacity markets that would benefit nuclear and harm solar and wind.

And as states develop their Clean Power Plans to fulfill the federal mandate to reduce carbon emissions, nuclear is often pitted against renewables.

In deregulated states like Illinois, Ohio, Michigan and Pennsylvania, nuclear generators have found it increasingly difficult to sell their power at a profit on open markets, because of competition primarily from gas but also from wind.

Meanwhile, energy efficiency and distributed solar generation have reduced demand for electricity and are part of a fundamental shift which could significantly shrink the role of large, centralized power plants……..

Chicago-based Exelon, the country’s largest nuclear generator, has said that three of its six Illinois plants could close if state lawmakers don’t provide “market-based solutions” to help them become more profitable. Continue reading

Dismantling nuclear weapons industry could become a political possibility in Britain

It is not just the SNP who oppose the continuation and renewal of Trident. The Green Party of England and Wales also support the abolishment of weapons and are rising steadily in the polls and could play a part in the waking-up of arapidly-rising share of the population’s younger voters to green issues, including the abolishment of these weapons. The Campaign for Nuclear Disarmament (CND) has for decades looked to end the madness and recently attracted tens of thousands of protestors to London for their“Wrap-up Trident” demo.

Majority of US Republicans support action on Climate Change

In a finding that could have implications for the 2016 presidential campaign, the poll also found that two-thirds of Americans said they were more likely to vote for political candidates who campaign on fighting climate change. They were less likely to vote for candidates who questioned or denied the science that determined that humans caused global warming.
Among Republicans, 48 percent say they are more likely to vote for a candidate who supports fighting climate change, a result that Jon A. Krosnick, a professor of political science at Stanford University and an author of the survey, called “the most powerful finding” in the poll. Many Republican candidates question the science of climate change or do not publicly address the issue………

 67 percent of respondents, including 48 percent of Republicans and 72 percent of independents, said they were less likely to vote for a candidate who said that human-caused climate change is a hoax.

The results came as climate change was emerging as a source of debate in the coming presidential campaign.

In 2012, all the Republican presidential candidates but one — Jon M. Huntsman Jr. — questioned or denied the science that determined that humans caused global warming, and opposed policies to curb greenhouse gas emissions. But over the past year, President Obama has proposed aseries of Environmental Protection Agency regulations intended to reduce carbon pollution from coal-fired power plants, which Republicans in Congress have attacked as a “war on coal.”……..

And while the poll found that 74 percent of Americans said that the federal government should be doing a substantial amount to combat climate change, the support was greatest among Democrats and independents. Ninety-one percent of Democrats, 78 percent of independents and 51 percent of Republicans said the government should be fighting climate change…….

Renewable energy a more practical option than nuclear, for Pakistan

Instead of providing nuclear reactors, China should be asked to provide money for power generation through solar and wind, said the experts while speaking at a workshop on ‘proposed karachi nuclear power plants: preparing for the environmental impact assessment and public hearing’ jointly organised by the Pakistan Institute of Labour Education and Research (PILER) and the Pakistan Fisherfolk Forum (PFF) at a local hotel.

“The citizens of Karachi should take part in a large number in the expected public hearing for the Environmental Impact Assessment (EIA) by the government after the orders by Sindh High Court,” said Dr AH Nayyar, Professor of Physics at Quaid-e-AzamUniversityIslamabad. It is for the first time that an EIA and public hearing is being held for a nuclear power plant.

They stressed the need to sensitise the local communities especially fishermen about dangers of radiations which may be great threat to their lives.

Dr Nayyar said the present government was setting up two nuclear power plants, K2 and K3, along Karachi coast without acquiring the mandatory EIA report. The SHC order has asked the government to arrange a public hearing for the EIA. But for that the EIA document should be made available for the general public much before the actual hearing so they can study and understand.

He pointed out that some concerned citizens had gone to the court against the nuclear power plants and during the hearing, the PAEC had confessed that earlier it had done the EIA process in a “wrong way,” without following the legal process. Civil Society in Pakistan challenges government, questioning nuclear power plans

flag-pakistanAlternative energy: Civil activists prepare for public hearing on nuclear power plants, Express Tribune, By Our Correspondent February 1, 2015 KARACHI:  Despite the Pakistan Atomic Energy Commission’s (PAEC) claims that nuclear power is the ‘most cost efficient’ energy source for the developing country, civil society activists want it to be replaced with alternative sources of energy because they say the Chernobyl, Three Mile Island, Fukushima and Bhopal disasters are not forgotten.

In view of the PAEC’s public hearing scheduled for March, on the proposed nuclear sites near Karachi, the civil society is bracing itself to meet it fully prepared and question the power project’s significance, benefits, hazards and possible alternatives.

“It is suspected that the K-2 and K-3 Chinese-manufactured nuclear power plants are being installed here on an experimental basis,” said physicist Abdul Hameed Nayyar, speaking to a workshop on Sunday, organised by the Pakistan Institute of Labour Education and Research (Piler). “No such power plant is operating anywhere in the world.”

He asserted that according to international standards, a 30-kilometer-radius around nuclear plants was vulnerable. The proposed nuclear sites were too close to Karachi and put the lives of millions of people at risk, he said.

Nayyar claimed that many regulations were being neglected in conducting the Environmental Impact Assessments (EIA). “PAEC wrongfully obtained certificates for the nuclear plants from the Sindh Environment Protection Agency (SEPA) without seeking public consent,” he said. “The SEPA was bound by law to incorporate and consider public comments into the procedure before issuing such a certificate to any industry.”

Another activist, Roland deSouza, added that in Pakistan, the institutions supposed to assess the environmental impact of growing industrialisation were very poor. “The SEPA is understaffed, incompetent and influenced by political and bureaucratic circles,” he said, adding that the prosperity of a country depended on the conservation of its environment.

He narrated stories of the DHA Cogen project and constructions near the Abdullah Shah Ghazi’s shrine, claiming that even in those cases, the proper course of action for assessment were not followed until the civil society took the matter to court.

On the PAEC’s claim that radiations caused by the nuclear plants would not be harmful, he said, that no independent verification could be made as yet. Concluding his presentation, he questioned why we didn’t import solar energy projects from China, since it was the largest producer of this less hazardous and modern source of energy.

The nine-hour-long programme at the Regent Plaza was divided into sessions to give attendees an understanding of nuclear power projects and the significance of the forthcoming formal public hearing.

Sums add up for solar power in India, but NOT for nuclear power

I’m afraid the sums simply don’t add up for nuclear power, purely from an economic point of view. The fully loaded cost (including decommissioning and waste management) of a unit of power would be probably 100 times that of a unit of conventional power today.

On the other hand, it appears as though the time has come for solar power. Plummeting costs of photovoltaic panels, improvements in storage and transmission, and other technological factors now mean that solar lifecycle cost is approaching conventional costs in the West. Given India’s inherent availability of sunlight, I am of the opinion that we would be better off spending the billions needed for nuclear power on a crash program of research into solar power, and maybe even on subsidizing it heavily to kick-start it.

Many a slip twixt the much touted USA-India deal and commercial reality

Hurdles Remain in Nuclear Deal, Indian Express  By B B Singh 30th January 2015  For almost two weeks prior to president Barack Obama’s visit to India, the negotiators from both the countries had been burning the midnight oil to operationalise Indo-US nuclear cooperation but hurdles seem to be emerging one after another. The first and the most talked about hurdle arose from Section 17 (b) of the Civil Liability for Nuclear Damage Act 2010, giving the right of recourse to the operator of the nuclear installation if nuclear incident resulted as a consequence of an act of the supplier or his employee which includes supply of equipment or material with patent or latent defects or sub-standard services.

This provision was introduced to ensure that the suppliers took utmost care since they would be liable even for “latent” defects that may exhibit their appearance in their equipment later on after extended exposure to nuclear related stresses. This problem seems to have been solved by India’s proposal for an insurance cover of `1500 crore out of which 50 per cent would be government contribution and the remaining from a pool of insurance companies which are public sector units.

Oddly, it would mean victims compensating victims.

The next conflict has arisen in respect of Section 46 of the Act which provides that its provisions shall be in addition to and not in derogation of any other law for the time being in force. It further provides that nothing contained in this Act shall exempt the operator from any proceeding which might, apart from this Act, be instituted against such operator or the suppliers directly or through the operator. The victims of nuclear incidents are thus entitled to file tort suits for unlimited damages and even criminal proceedings against the operator as well as suppliers. ………….

The story does not end here. There is still some more to come. Under the Hyde Act, the US president is further required to submit to an appropriate Congressional committee any significant changes in the nuclear activities of India including construction of nuclear facilities, production of nuclear weapons or changes in nature and amount of fissile material produced and the purpose and operational status of any unsafeguarded new nuclear facility.

Still further under the Hyde Act, the US president shall have to inform the Congress an estimate of the amount of uranium mined and milled in India and amount of such uranium that has likely been used or allocated for weapons; the rate of production of nuclear devices and the material used therein. Some procedure will have to be worked out in the administrative arrangements to achieve this objective and procure such information on India’s non-civilian nuclear activities for information to the US Congress. 100% nuclear-free- Austria’s ban on nuclear imports comes into effect

logo-NO-nuclear-SmAustria is 100 percent nuclear-free, Renewables International, 27 Jan 15  On 1 January 2015, Austria’s “ban” on imports of nuclear power went into effect as planned. The event has gone as unreported in the English-speaking world as was the original announcement.

On Twitter this morning, Stephen Tindale asked me a good question – did Austria go ahead with its “ban” on imports of nuclear power? The Austrians are easily the fiercest opponents of nuclear in the EU. In 1978 – a year before Three Mile Island – they voted in a referendum to prevent the country’s first nuclear plant from being switched on; construction had been completed. And this month, Austria also filed suit with the EU against British plans to provide special financial incentives for a new nuclear plant at Hinkley.

Now, the country is 100 percent nuclear free even in terms of imports. Because there were no reports on the event at all, I contacted the press spokesperson at Verbund, Austria’s largest utility and got the following response (my translation of the German):

Starting in 2015, there is an obligation in Austria to demonstrate the origin of electricity. The sale of the ENTSOE mix, which theoretically includes a share of nuclear power, is no longer possible. We therefore also only offer our industry customers electricity with a certificate of origin (which then does not even theoretically contain any nuclear power).

As I explained in my previous report, the Austrians have also gone about the matter in a way that will make it difficult for Brussels to file suit. Essentially, the government merely requires proof of origin. The utilities then voluntarily agreed not to purchase any nuclear power; they are not forced to by law, but are merely responding to market demand. Yet another delay for UK’s Hinkley nuclear project – no deal till after May election

Hinkley-nuclear-power-plantHinkley Point nuclear deal faces fresh delay, Ft.com Jim Pickard, Chief Political Correspondent January 28, 2015 The UK’s parliamentary watchdog has abandoned plans to scrutinise the Hinkley Point C nuclear project after predicting that a deal over state support would not be struck before May’s general election ……

The Commons public accounts committee has given up any hope of examining the contract before the election, according to Margaret Hodge, who chairs the group of MPs that scrutinises public spending……..

Tim Yeo, who chairs the energy committee, said any more delays to the scheme would be “extremely worrying” for long term supporters of nuclear power in the UK. “It will be disappointing if it slips to after the election. We do not need yet another element of doubt,” he said……….

In the deal struck with the government, EDF is due to get £92.50 per megawatt hour for 35 years.

But concern is growing over whether this offers good value for money for taxpayers, given the recent slump in oil prices………

Paul Flynn, a Labour MP, recently pressed Sir Nicholas Macpherson, the Treasury permanent secretary, during a hearing of the public affairs committee. “You have agreed to a contract, in this time of falling fuel prices . . . to guarantee a price of £92.50 per megawatt hour, which is twice the present going rate for electricity,” he said. “Is this sensible planning?”

Sir Nicholas accepted these were “good questions” and said he would report back to the committee.
