Since the 1940s, nuclear weapons tests, power plant failures and uranium mining have left radioactive contamination at hundreds of sites around the world. Whether the contamination is from weapons tests, accidents, or just reckless routine operations, the story of the affected people unfolds in much the same way, as if it were a formulaic plot for a generic television soap opera. Communities that have been chemically contaminated follow much the same script, but radiation adds some distinctive elements to the situation.

Radiation is invisible, and it has always been imbued with a diverse range of magical powers in science fiction. Ironically, in a very real sense, radiation does make people invisible (the phenomenon is fully explained by Robert Jacobs in “Radiation Makes People Invisible”) [1]. Once groups of people have become victims of a radiological contamination, they are, in addition to being poisoned (or being traumatized by the possibility that they have been poisoned), marginalized and forgotten. Their traditions and communities are fragmented, and they are shamed into concealing their trauma. When contamination occurs, there is a strong impulse even among many victims to not admit that they have been harmed, for they know the fate that awaits them if they do.

The victims are helped in this denial by those who inflicted the damage on them because nuclear technology, both for weapons and electricity production, has always been treated as two sides of a single national security problem that requires secrecy and the occasional sacrifice. Its workings must be hidden from enemies, terrorists and citizens themselves. Thus governments have never been interested in helping their citizens investigate nuclear accidents and environmental damage left in the wake of nuclear development.

As secretive programs of nation states, nuclear complexes operate free of any governing body that could provide checks and balances. In this sense, they are a more intractable problem than the corporate villains that are occasionally held in check by government supervision. The American tobacco industry was eventually forced into retreat by government, and it had to pay enormous damages to state governments for health care costs, but the nuclear weapons and energy complexes still operate free of any higher power that could restrain or abolish them.

Thus it is that hibakusha (the Japanese word for radiation victims) become invisible. When a new group of people become victims, such as in Fukushima in 2011, they feel that they have experienced a unique new kind of horror. For them, for their generation, it is new, but for those who know the historical record, it is a familiar replay of an old story. The people of Fukushima should know by now that they are bit players who have been handed down a tattered script from the past.

A case in point is “Blind Faith,” the superb 1981 book by journalist Penny Sanger, about the small irradiated Canadian town of Port Hope on the shores of Lake Ontario. (See the timeline at the end of this article) [2] In the 1970s it faced (and more often failed to face) the toxic legacy of processing first radium, then uranium for nuclear weapons and nuclear power plants.

In a saner world this book would not be out of print and forgotten. It would be a classic text known by everyone who has ever had to share his town with a dangerous corporate citizen. Then there would be no surprises when a nuclear reactor explodes or a cancer cluster appears somewhere new. It wouldn’t be a shock to see the victims themselves fall over each other in a rush to excuse their abuser, beg for a continuation of jobs and tax revenue, and threaten the minority who try to break the conspiracy of silence.

On the back cover of the 1981 paperback edition of “Blind Faith” there was an endorsement by the late great Canadian writer Farley Mowat, who passed away in the spring of 2014:

Penny Sanger has written a fascinating and fearsome account of the emotional turmoil that engulfs a small town when it discovers that its major industry is a threat to the health of its citizens. This is a classic account of how economic power enables industry to ride roughshod over those who must depend on it for their daily bread.

Although I wrote above that “Blind Faith” illustrates universal truths about what happens to communities contaminated with radiation, there are always unique aspects of the situation that come into play. In this case, we see the extreme complacency and obliviousness of Canadian society to the role that the country played in the development of nuclear weapons and nuclear power.

The uranium refinery in Port Hope was a key element in the Manhattan Project. It was the main facility for refining uranium ores from the Congo and northern Canada. However, as a subordinate nation in the American-led war, Canada just had to go along in complete secrecy. As was the case even in the US, there was never any debate in public or in elected legislatures. Canada was just taking orders and didn’t have to feel responsible. Canadians are still largely ignorant about their complicity in making the bombs that fell on Japan, as they are about being one of the sources of the uranium that was in the reactors of Fukushima Daiichi.

Another factor in our sense of irresponsibility is the comfortable delusion that all bad things are done by the evil empire south of the border. We’re the good guys, with universal health care and multiculturalism……..

The Port Hope refinery began operations in the 1930s to produce radium from uranium ore. The ore came from the recently discovered rich deposits in the Port Radium mine on the shore of Great Bear Lake in the Northwest Territories (previous post on this topic here). This mine would later become one of the primary sources of uranium for the first atomic weapons, but in the 1930s radium was the only product that had value for its use in making luminescent paint and medical applications.

By the 1930s it was well understood that radium and uranium mines were extremely dangerous. The high lung cancer rates of miners in Czechoslovakia had been noted for a long time, but there were others who failed to acknowledge any connection. Marie Curie died in 1934 from aplastic anemia, and she never acknowledged that her numerous health problems had been related to the vials of radium that she carried around in her pocket or perhaps to the unshielded x-ray machines she worked with. [3] Today her diaries and papers still have to be stored in a lead box.

Because there was no consensus on the dangers of radium by the early pioneers (DNA wasn’t even understood until the 1950s), there were few safety controls in place when radium became an industrial product. Radium paint workers got sick and died for mysterious reasons, as did workers in processing plants like the Eldorado Mining and Refining facility in Port Hope. Almost nothing was done to protect workers or properly dispose of the waste product. The wastes were isolated in a dump, but when that became problem, the dirt was sold as fill to unsuspecting (or unscrupulous) buyers and used at construction sites all over town.

It wasn’t until the 1970s that a few citizens of Port Hope started to notice radioactive wastes turning up in various locations. This new awareness was the beginning of bitter social divides that would be familiar to anyone who has followed what has happened in Fukushima prefecture since 2011. The enormous implications of the necessary cleanup forced political and economic powers to downplay or ignore the dangers, and ostracize anyone who dared to threaten real estate values and tarnish the image of the community. The mayor even boasted of what a great role the town had played in the Cold War by refining uranium so that America could beat back the Soviet threat, as if the contamination had been worth it.

There was a minimal recognition of the need to do something about the worst hot spots, to placate critics and relocate residents in the worst danger. Everyone agreed, for example, that something had to be done to clean up a contaminated school, but for the most part the problem was denied in favor of keeping the town’s biggest tax payer and employer satisfied. At the same time, the federal government was not motivated to do anything that would set back the expansion of the nation’s nuclear energy program. The Darlington and Pickering nuclear plants were built nearby in this era on the shores of Lake Ontario.

By this time, Eldorado was no longer selling uranium for American nuclear weapons, but it had become a major player in the uranium fuel market. It would provide the fuel for the large fleet of CANDU reactors that Ontario was building, and by the 1980s Eldorado was privatized, turned into Cameco, and was then selling about 80% of its output to the US where the uranium was enriched for use in light water reactors.

Thus a full acknowledgment of the extent of the problem—the cost of cleanup and the health impacts—would have jeopardized the refinery’s role as a major supplier in a growing nuclear energy industry. Eldorado might have seemed like a wealthy giant to outsiders, but the uranium business was perilous and changing rapidly. Just as the public was becoming aware of the extent of the pollution, Eldorado was stuck in long-term contracts that were a bargain for its customers but disastrous in a time of soaring costs.

The situation presented especially difficult obstacles for opponents because Eldorado was a crown (publicly owned) corporation. One obstacle was secrecy. Since 1942, the operations of Eldorado have been state secrets, and much remains locked up in archives that are yet to be opened to historians. [4]

The other problem was in the fact that the government had no interest in investigating its own corporation, and because Eldorado was a federal crown corporation, the province of Ontario had no authority to investigate it for environmental crimes. Thus complaints from citizens ran into this dead end.

Similar situations in the United States, such as at the Rocky Flats plutonium pit factory, involved the Department of Energy hiring large defense contractors like Rockwell to manage the plant. This meant there was a possibility the Environmental Protection Agency and the Federal Bureau of Investigations could act if enough public pressure were applied and evidence of crimes became apparent. As much as the American nuclear weapons complex was a monstrous crime against nature, there is at least something redeeming in the fact that the American system of government consisted of various institutions that could sometimes keep the others in check. In the dying days of operations at Rocky Flats in 1989, the EPA and the FBI raided the facility which was then operated by Rockwell under contract for the Department of Energy. The US government essentially raided and prosecuted itself. [5]

Unfortunately, no such checks and balances existed in Canada’s nuclear industry. The federal government and its crown corporation had a monolithic grip on the historical records and on decisions about environmental safety and health related to radiation. There was no outside force that had legal authority to prosecute them and force them to divulge information.

There are some further details in “Blind Faith” that stand out in my memory. Some are unique to the Port Hope story, while others are typical of stories of other irradiated and poisoned communities.

At one point, a doctor in a nearby town grew alarmed at the number cancer cases that appeared in his patients from Port Hope. He tried to bring the issue to the attention of health authorities, but was slandered and opposed by city officials to a degree that he found alarming. He had foolishly thought that his efforts to speak up for public health would be appreciated.

Instead, city officials made a pathetic attempt to sue him for defaming Port Hope, and when that immediately failed, they complained to the provincial medical association. They had thought that this would succeed in getting him stripped of his license to practice, but they were quickly rebuffed by the medical association that found no fault in a doctor expressing his opinion about a serious public health concern. Such was the sophistication of the strategies of the town fathers as they floundered for ways to preserve the tax base.

Eldorado and the federal government, and even the Workmen’s Compensation Board were equally combative in the lawsuits that former workers eventually managed to bring to court. Lung cancer was the only health issue that was admitted for consideration in the lawsuits, and once it became a legal battle, all ethical considerations went by the wayside. It became a matter of winning at all costs, of admitting to absolutely no wrongdoing no matter how absurd the defendants had to appear. The government lawyers played hardball, abandoning any thought that the government corporation owed anything to the citizens who had lost their health working on a project so essential for national security. The government side was not too ashamed to engage in extreme forms of legalistic hair-splitting.

For example, the victims were forced to prove their exposure, but everyone involved knew that the only party that had the information were the defendants, and Eldorado did its best to conceal it. One victim was denied compensation because the records showed his cumulative exposure was 10.8 working level months. Expert witnesses were brought in to say that the threshold of danger to health was 12 working level months.

Another segment of the book that stands out is that in which Penny Sanger was able to discover that at one time, before the contamination was known by townspeople, the Canadian military had used Port Hope as a training ground for operating in the aftermath of nuclear warfare. The military knew what the citizens of the town didn’t know at the time: there were sizzling hot spots of various sizes all over town, so it made for an ideal training ground for soldiers who would have to map radiation levels and move through contaminated terrain after a nuclear attack. After the training exercise, they might have bothered to tell the locals about what they were living with, but the contamination remained a secret until residents started to figure it out for themselves.

As the years of legal struggles and activism dragged on, there were signs that the government was tacitly admitting to the scale of the problem, even if it refused to accept legal responsibility for health damages. The management of Eldorado was routed, and it would eventually be privatized and turned into Cameco. The refinery became the object of pork barrel politics when the federal Liberals came back to power in 1980. They announced that the more dangerous uranium trioxide operation would be relocated to Blind River, a town in the north that had voted Liberal. Eldorado wanted the refinery kept in place close to markets. (I wonder if anyone saw the ironic symbolism of progress in the names; going from hope to blind—a fiction writer couldn’t have come up with anything better).

One stand-out account is that of a widow whose husband, a long-time Eldorado worker, had died of lung cancer at age 50. He had worked at Eldorado for over twenty years, during the era when workplace monitoring and standards were non-existent. Her husband was no longer there to say whether he too was “philosophical” about it and “couldn’t be bitter about it” like his wife and his daughter claimed. The widow said that in spite of her husband’s shortened life, they were grateful for the good jobs and university education that the children were able to get. Thanks to Eldorado, they had come up in the world.

Penny Sanger passed no judgment on this thinking, but I find it to be a rather disturbinging example of working man’s Stockholm Syndrome. The victim has internalized the values of the captor, and lost self-esteem and critical thinking skills in the process. The bereaved family shrugs that they “can’t be bitter about it.” They’ve internalized the value that children have to go to university to live worthwhile lives, and it’s alright if parents have to kill themselves to accomplish this goal.

It seemed to never occur to any of the Port Hope boosters that there were dozens of similar towns in rural Ontario that had found ways to survive without hosting toxic industries. I know a family of Polish immigrants who landed in Port Hope in the 1960s, and they managed to get by without working for Cameco. The children had the sense to leave town after high school when they saw their friends going straight to grim lives working with the yellowcake down at the plant. One of them managed somehow to get a couple of university degrees after he left town.

This lack of imagination among the terminally hopeful applies more widely. Not only do company towns fail to imagine less toxic ways to live, but large nations also fail to imagine new paradigms for energy and economic systems.

Port Hope’s troubles with its radioactive legacy didn’t end with the privatization of the refinery and other varied forms of resolution that came about in the 1980s. A cleanup was done in the 1980s, but twenty years later hot spots were still turning up, and the Canadian Nuclear Safety Commission finally admitted the extent of the problem and committed taxpayer funds to a billion-dollar decontamination project which is presently underway—an amount that is, ironically, about the same as the budget for the new Chernobyl sarcophagus under construction now. [6][7]

There is further irony in the fact that while the Fukushima and Chernobyl exclusion zones have become the famous global icons of radiation-affected communities, the Port Hope disaster has no place in Canada’s national consciousness. [8] There is little public awareness of the history, and the present billion-dollar decontamination project has received scant media attention and no public alarm over the high cost.

Opposition parties in Ontario have focused in recent years on stoking citizen outrage over cancelled plans to build gas-powered electric generating stations. That loss was comparatively little, amounting to “only” a few hundred million dollars. The same can be said of the province’s plan to spend $20 billion or more to refurbish nuclear power plants to operate them beyond their originally planned expiry dates. This issue receives little attention, as none of the major political parties wish to use it to stoke debate with rivals. Nuclear energy has vanished from political discourse.

Meanwhile, Cameco has continued to practice its philosophy of good corporate citizenship by funneling all its uranium sales through Switzerland in order to avoid Canadian taxes. The company is in an ongoing legal battle with Canada Revenue Agency, while it has warned stockholders it may owe as much as $850 million in back taxes[9]. Note that this amount falls a bit short of the cost of the decontamination project in Port Hope, but it would provide a big chunk of it.

North Korea’s environment paying a heavy price for Kim’s nuclear bomb tests

The first casualty of North Korean nuclear tests? The country’s environment, LA Times, Barbara Demick, 5 Oct 17 

Mt Paektu is an active volcano that occupies a revered place in Korean legend as the birthplace of the Korean people. But it may be paying a price for their division.

Located on the border of North Korea and China, the volcano has been appropriated by Pyongyang as the “sacred mountain of the revolution.” Propagandists for the Communist state spin a tale, most likely apocryphal, that the late leader Kim Jong Il was born there while his father was a guerrilla fighting the Japanese.

The sacred mountain, however, is just 60 miles from the site where North Korea, now led by Kim’s son, Kim Jong Un, tested its sixth and most powerful nuclear weapon on Sept. 3.

Shortly afterward, Chinese authorities closed part of the tourist park on their side of the border because of rock slides. Chinese authorities would not say definitively whether the nuclear test was to blame, but seismologists think it is likely. The explosion registered as a 6.3 magnitude earthquake and was blamed for water bottles rolling off tables and furniture toppling in China, and apartment buildings rattling all the way to the Russian port city of Vladivostok.

It is just one example of the way that North Korea’s headlong rush to become a nuclear power is degrading the environment in and around the country’s borders.

The first casualty is inside North Korea itself, around the rugged, granite mountains of North Hamgyong province. All six of North Korea’s nuclear tests have taken place there at a site known as Punggye-Ri. Satellite images taken after the last test show numerous landslides around the site as well as water leaking from the entrance to one of the tunnels, according to 38 North, an academic website on Korea run by John Hopkins University.

“These disturbances are more numerous and widespread than seen after any of the North’s previous five tests, and include additional slippage in pre-existing landslide scars and a possible subsidence crater,’’ the report said.

Another analysis of satellite data found that Mt. Mantap, a 7,000-foot peak above the test site, actually lost a little elevation from the force of the underground explosion……

North Korea has conducted all six of its nuclear tests around the same site. The Sept. 3 test involved a device estimated at 250 kilotons — 17 times the force of the bomb that destroyed Hiroshima, Japan, in 1945.

“Every country that has developed a nuclear program has harmed its own people,” said Matthew McKinzie, director of the nuclear program at the Natural Resources Defense Council. He compares the situation to East Germany, where the extent of environmental degradation wasn’t known until after reunification in 1990.

The satellite photographs taken after the last test show water draining from the test site that was likely forced out from underground by explosion and could leach into the groundwater. A stream near the test site runs to the nearest sizable city, Kilju, some 25 miles away.

Even closer is the Hwasong labor camp, which is nestled next to Mt. Mantap and houses an estimated 20,000 political prisoners and their families. North Korean defectors in South Korea have said they believe prisoners were used to dig the tunnels of the nuclear test complex.

Satellite images also show that North Korea has failed to dispose safely of nuclear waste. In Pyongsan, north of the capital, Pyongyang, tailings are routinely dumped from North Korea’s largest uranium mine into an unlined pond, which is likely to contaminate the groundwater, 38 North has reported.

Defectors have complained as well about the environmental and safety risks of the nuclear program.

Very high radiation levels in Europe’s wild boars: record high in boar shot in Sweden

The reason for the unusually high radiation is that the animal lived in fields which are still affected by fallout from the nuclear disaster in Chernobyl, 31 years ago.

After the explosion at the reactor in what is now Ukraine, much of Sweden was covered in a toxic cloud of radioactive iodine and cesium-137. When the rain came, the area around Gävle in the centre-east of the country took the brunt of the radioactive pollution.

But while levels of radiation in animals such as elk and reindeer have been continually decreasing, wild boar have now begun to move north into the areas worst affected by the nuclear fallout – meaning the level of radiation among the boar population seems to be on the rise.

One boar shot in August had a radiation of 13,000 becquerel per kilogram (Bq/kg), whereas the limit set by Sweden’s Food Agency (Livsmedelsverket) for safe consumption is 1,500 Bq/kg.

And another boar, which was shot a while ago but was kept in freezer storage, has just had its radiation level measured at 16,000 Bg/kg, or in other words, more than ten times the safe limit. That animal was killed in Tärnsjö, located between Uppsala and Gävle.

“This is the highest level we’ve measured,” Ulf Frykman, an environmental consultant who tests radiation levels in game meat, told SVT.

Frykman said his team had measured around 30 samples of meat so far this year, and found that only five or six of those were below the safe limit.. The animals themselves rarely suffer any negative health effects from the radiation due to their short life spans, but people who consume meat with high radiation levels face an increased risk, albeit still a small one, of developing cancer.

German authorities puzzled over increase in radioactive particles in air

Organisations agree on radioactive contamination of Tri-Valley Tracy site

A citizen watchdog group and the Environmental Protection Agency agree that continued funding is the only way to make sure a polluted test site near Tracy is fully cleaned up.

Tri-Valley Communities Against a Radioactive Environment, a private organization that monitors work at Lawrence Livermore National Laboratory, hosted a town hall Thursday evening with the EPA. The group is concerned about contamination of an 11-square-mile facility along Corral Hollow Road southwest of Tracy called Site 300. The site is managed by the Department of Energy and has been used for years for experiments to test America’s nuclear arsenal.

Russia’s Mayak, where “People have become a sort of radioactive waste.” 

Those words were spoken to me by the Russian human rights lawyer, Nadezhda Kutepova. For years she, with her NGO, Planet of Hopes, defended people who suffer in one of the most radioactively polluted places on this planet: the area surrounding the nuclear waste and reprocessing complex, Mayak, in Russia’s Southern Urals. Kutepova continues to stand up for her people from Paris where she has been exiled to because she was no longer safe in her home town. She made the comment when we were discussing the latest radiation measurement findings that Greenpeace published this week.

The people around Mayak are suffering from the third biggest nuclear catastrophe in history: The Kyshtym disaster that happened 60 years ago today. The radioactive pollution from Mayak continues to this day.

The Kyshtym Disaster is named after the nearest known town on the map. In 1957 a mistake in the reprocessing plant led to an explosion that contaminated 20,000 square kilometres – an area that did not appear on any map. Nor did the nearby town of Chelyabinsk, which was a so-called “secret” or “closed town” for Mayak nuclear complex workers. It is also Kutepova’s birth place. Around 270,000 people were directly affected by the disaster.

Only in the 1990s, after the fall of the Soviet Union, did the true impact of the accident become apparent. Only then did the Russian nuclear industry, now known as Rosatom, take some responsibility. Only after Kutepova started supporting local victims and photographer, Robert Knoth, who recorded the the lives of those affected, did Rosatom concede to evacuating those who suffered most.

Well, kind of.

First of all, not everyone in the village was moved. Some of the people’s documents were not in order. They had to stay in a ghost town without services. And five other villages were not evacuated at all.

The pollution from Mayak never really stopped, either. Radioactive waste-water continues to be dumped in ponds around and connected to the Techa river. In all the local villages Greenpeace Russia found highly elevated strontium-90 levels. The same levels as found in the evacuated village of Muslyumovo.

Rosatom already acknowledged several times that water is seeping out of the ponds into the Techa river system. And the people of Muslyumovo and it’s surroundings are still depending on that water for their gardens. Still, Rosatom continues to dump its waste into the ponds. But, they are not called “ponds” anymore. They are now called “special industrial ponds”, “objects of nuclear energy use”, and the dumping is called “inserting liquid radioactive waste for storage”.

Mayak is everywhere. Rosatom may be polluting a Mayak near you: by reprocessing spent nuclear fuel from your nearby nuclear power station, by building a nuclear power station that will later send its spent fuel to Russia for reprocessing, or by loading your neighbouring nuclear plant with reprocessed uranium fuel from Mayak.

Rosatom’s operation in Mayak illustrates that the nuclear industry is not interested in people. After all, 60 years since the disaster the people around Mayak are “a sort of radioactive waste”.

A radioactive ‘Plutocene’ – more dangerous than the Anthropocene?

We may survive the Anthropocene, but need to avoid a radioactive ‘Plutocene’ The Conversation, On January 27, 2017, the Bulletin of the Atomic Scientists moved the arms of its doomsday clock to 2.5 minutes to midnight – the closest it has been since 1953. Meanwhile, atmospheric carbon dioxide levels now hover above 400 parts per million.

Why are these two facts related? Because they illustrate the two factors that could transport us beyond the Anthropocene – the geological epoch marked by humankind’s fingerprint on the planet – and into yet another new, even more hostile era of our own making.

My new book, titled The Plutocene: Blueprints for a post-Anthropocene Greenhouse Earth, describes the future world we are on course to inhabit, now that it has become clear that we are still busy building nuclear weapons rather than working together to defend our planet.

I have coined the term Plutocene to describe a post-Anthropocene period marked by a plutonium-rich sedimentary layer in the oceans. The Anthropocene is very short, having begun (depending on your definition) either with the Industrial Revolution in about 1750, or with the onset of nuclear weapons and sharply rising greenhouse emissions in the mid-20th century. The future length of the Plutocene would depend on two factors: the half-life of radioactive plutonium-239 of 24,100 years, and how long our CO₂ will stay in the atmosphere – potentially up to 20,000 years.

During the Plutocene, temperatures would be much higher than today. Perhaps they would be similar to those during the Pliocene (2.6 million to 5.3 million years ago), when average temperatures were about 2℃ above those of pre-industrial times, or the Miocene (roughly 5.3 million to 23 million years ago), when average temperatures were another 2℃ warmer than that, and sea levels were 20–40m higher than today.

Under these conditions, population and farming centres in low coastal zones and river valleys would be inundated, and humans would be forced to seek higher latitudes and altitudes to survive – as well as potentially having to contend with the fallout of nuclear conflict. The most extreme scenario is that evolution takes a new turn – one that favours animals best equipped to withstand heat and radiation……….

If global warming were to reach 4℃, as suggested by Hans Joachim Schellnhuber, chief climate advisor to the German government, the resulting amplification effects on the climate would pose an existential threat both to nature and human civilisation.

Barring effective sequestration of carbon gases, and given amplifying feedback effects from the melting of ice sheets, warming of oceans, and drying out of land surfaces, Earth is bound to reach an average of 4℃ above pre-industrial levels within a time frame to which numerous species, including humans, may hardly be able to adapt. The increase in evaporation from the oceans and thereby water vapour contents of the atmosphere leads to mega-cyclones, mega-floods and super-tropical terrestrial environments. Arid and semi-arid regions would become overheated, severely affecting flora and fauna habitats.

The transition to such conditions is unlikely to be smooth and gradual, but may instead feature sharp transient cool intervals called “stadials”. Increasingly, signs of a possible stadial are being seen south of Greenland………..

Mounting our defence

Defending ourselves from global warming and nuclear disaster requires us to do two things: stop fighting destructive wars, and start fighting to save our planet. There is a range of tactics we can use to help achieve the second goal, including large-scale seagrass cultivationextensive biochar development, and restoring huge swathes of the world’s forests.

Space exploration is wonderful, but we still only know of one planet that supports life (bacteria possibly excepted). This is our home, and there is currently little prospect of realising science fiction’s visions of an escape from a scorched Earth to some other world.

Yet still we waver. Many media outlets operate in apparent denial of the connection between global warming and extreme weather. Meanwhile, despite diplomatic progress on nuclear weapons, the Sword of Damoclescontinues to hang over our heads, as 14,900 nuclear warheads sit aimed at one another, waiting for accidental or deliberate release.

If the clock does strike nuclear midnight, and if we don’t take urgent action to defend our planet, life as we know it will not be able to continue. Humans will survive in relatively cold high latitudes and altitudes. “I’m sorry Australia, wake up,” Suzuki said. “The oceans are a mess and a great deal of the mess is a reflection of climate change. Climate change is the overarching issue that is hammering the oceans as well as terrestrial areas. And it is absolutely disgusting that coal is still considered a great economic input to Australia.

“When you’ve got something that [other countries] would die for – you’ve got sunlight up the ying yang, why isn’t Australia the world leader in this incredible form of energy? It makes me sick. You’ve got great research facilities. You’ve got great scientists. You’ve got everything going to be a world leader in the energy of the future and you’re not doing it. And it’s not surprising then that you are doing the same to the oceans. What is it going to take for Australia to wake up to the opportunities?”

Australia is currently considering the world’s biggest downgrading of a protected area with a reduction in the size of its network of marine reserves.

“If Australia does something progressive in 2012, and then walks back from that, what the hell are we going to expect [from] international cooperation?” said Suzuki, who described the move as “sickening”.

In 2012 the Australian government created what was then the world’s largest network of marine reserves. The move followed years of consultation, and despite limited protection for the most biodiverse coastal areas, it was welcomed by environmental groups.

Since then, global momentum has been building for marine protection. In 2014 at the once-a-decade World Parks Congress in Sydney, conservation scientists called for fishing to be banned in 30% of each type of marine habitat globally – a call supported two years later by about 90 countries and hundreds of NGOs that are members of the International Union for Conservation of Nature.

In 2016, the US president Barack Obama created the world’s largest marine reserve by expanding an existing ocean reserve off Hawaii. That year he also established a large marine park in the Atlantic Ocean.

Similarly, Chile, France, Kiribati, New Zealand, Russia and the UK have created large areas where fishing is banned.

In contrast, the Australian government recently announced draft plans to reduce by 40% the amount of its marine parks that are “no-take” fishing or construction zones.

According to WWF-Australia, that would represent the world’s largest downgrading of protected areas on record. More than 433,000 sq km would be downgraded to allow commercial fishing – more than half of that in the Coral Sea marine park, adjacent to the Great Barrier Reef, one of the few remaining large parts of the Pacific Ocean still in good health.

Australian waters contain rich biodiversity ranging from the tropics to Antarctica. A statement signed by Suzuki and 1,461 scientists described these waters as a “global asset” and called on the government to increase protections.

“They support six of the seven known species of marine turtles and more than half of the world’s whale and dolphin species. Australia’s oceans are home to more than 20% of the world’s fish species and are a hot spot of marine endemism. By properly protecting them, Australia will be supporting the maintenance of our global ocean heritage,” the statement said.

It’s absurd to think this is really Australia’s water,” Suzuki told the Guardian. “These oceans belong to the world – you just happen to be the caretakers in that particular area.”

Jessica Meeuwig, director of the Centre for Marine Futures at the University of Western Australia, said Australia’s move set a dangerous international precedent.

“Australia’s move to go backwards undermines that progress,” she said. “In Australia we will be supporting an international benchmark that says we’re happy to have paper parks [areas technically set aside but with minimal actual protections].”

Paper parks have been a major concern in the conservation world.

Meeuwig said Australia’s precedent is particularly dangerous given the Trump administration is mulling cuts to protected areas on land and in the ocean.

“Australia will pip Trump to the post,” she said.

The Trump administration is examining 27 protected areas for the rollback of protections, with a leaked memo revealing 10 – including the two marine parks established by Obama – earmarked to allow “traditional uses” such as mining, logging and hunting.

She said Australia’s unwinding of protections would help normalise radical moves to unwind protection in the US, as well as set a poor example for other countries.

“Such a backwards step just gives other countries an excuse to do less. [Australia is] a developed economy with good governance. If we can’t get this right, all we’re doing is putting the responsibility to protect oceans to nations that have less and are dealing with bigger challenges. That’s not leadership.”

Suzuki, who owns a house in Queensland’s Port Douglas and has spent a lot of time on the Great Barrier Reef, is angry about Australia’s rollback.

“We’re an air-breathing land animal. We’ve trashed the terrestrial environment with vast clearcuts and monocultures of rubber trees and corn and wheat. We’ve used the land and air to spread potent pesticides and toxic compounds. We’ve really fucked up the land that is our ecosystem. And now we go into the oceans that cover 70% of the planet and we’ve trashed that,” he said.

Suzuki said after the devastating bleaching of the Great Barrier Reef in 2016, he visited it and wept.

He said Australia needed to face up to the interconnected issues of climate change and ocean health, both of which it was failing to address.

Petition to National Assembly of Wales to suspend licence for dumping rdaioactive mud into Welsh inshore waters

We further request that the suspension of the licence is used to ensure that a full

Consultation take place before any dump of the Hinkley sediments is

Concern over plan to dump 300,000 tonnes of potentially radioactive mud into the sea off Cardiff

BBC 25th Sept 2017, Plans to dredge 300,000 tonnes of mud from near a disused nuclear plant and
dump it off Cardiff and Vale of Glamorgan’s coast have been criticised. A
pollution consultant claims the mud from near Hinkley Point in Somerset
could expose people to radioactivity. EDF Energy, the company behind the
plans, said the work was not harmful to humans or the environment. The
Welsh Government said all applications were considered in line with legal
requirements.

Dredging is proposed in Bridgewater Bay near the
decommissioned Hinkley Point A and B as part of construction work for the
new £19.6bn Hinkley Point C nuclear power station. Welsh ministers granted
permission in 2013 for developers to dispose of the sediment at a site know
as Cardiff Grounds, previously used to deposit waste from Cardiff and
Newport docks.

But consultant Tim Deere-Jones, who specialises in marine
radioactivity, claimed sampling of the mud to check for potentially harmful
contaminates had been “inadequate”. He told BBC Wales low level waste from
the nuclear plant had entered the site for more than 50 years and there was
a lack of knowledge about the potential harm of moving the mud.

“Rather than being relatively stable at the Hinkley site it is being churned up and
brought over here to be dumped,” he said. “Radioactive and non-radioactive
pollutants will inevitably enter inshore waters and coastal environments.
“Several studies have shown that wastes dumped into the sea transfer to the
land in sea spray and episodes of coastal flooding.

Dangers of radioactivity in the dumping off Cardiff, of mud from old nuclear site

power station is to be dumped off Cardiff’s coast when the UK’s newest
nuclear power station is built.

EDF Energy, which is building the Hinkley
Point C reactor in north Somerset, has a marine licence to dump up to
200,000 cubic metres of dredged material close to Cardiff Bay.

One expert has raised concerns about the proposed dumping, saying he fears that the
mud may have a higher level of radioactivity that is currently believed.
Expert Tim Deere-Jones has been analysing data about the tests conducted on
mud and waste which could be dumped off the coast of Wales.

He says he has three concerns about the waste. Mr Deere-Jones says that there are 50
different radionuclides and that testing has only taken place on three of
those. Secondly, he says that he believes only surface samples have been
taken. He says that while samples of from between 0 and 5cm have been
taken, research from other sites has shown that if samples are taken from
five times deeper, there can be a five times higher collection of
radioactivity. Thirdly, he says tides in Wales mean that waste could be
transferred from the sea into land, that can be through coastal flooding or
even sea spray heading up to 10 miles inland. However, it is understood
dredging has not yet begun and no date set for it to begin.

Peak contamination levels from Fukushima off North America now known

 September 29, 2017For the first time since 2011, peak contamination levels in Pacific Canadian waters from Japan’s Fukushima Daiichi nuclear disaster are known, says a University of Victoria scientist who has been monitoring levels since the meltdown of three reactors at the plant.

Releases of radioactive elements from the Fukushima Daiichi Nuclear Power Plant accident in 2011 were the largest unplanned discharges of radioactivity into the ocean. The disaster, triggered by a 15-metre tsunami caused by a magnitude-9 earthquake, created widespread concern over the potential impact on marine life and human health.

“Contamination from Fukushima never reached a level where it was a significant threat to either marine or human life in our neighborhood of the North Pacific,” says UVic chemical oceanographer Jay Cullen.

The sign says “Danger Zone.” An explosion on September 29, 1957, contaminated an area of 23,000 square kilometers and exposed more than 270,000 people to significant levels of radiation.

The village of Karabolka is 30 kilometers from the Mayak nuclear plant, where the explosion occurred. For decades afterwards, it did not appear on maps, only reappearing 20 years ago. But life there continued.

Gulshara Ismagilova has lived in Karabolka all her life. She is campaigning for official recognition for the suffering of the villagers. Rates of cancer and genetic abnormalities here are significantly higher than the national average. “We are all handicapped here,” she says.

These are Ismagilova’s relatives who have died over the last 60 years. It includes an aunt, her mother, and her brother, who all died of cancer. Ismagilova herself has liver cancer.

In 1957, the village had about 4,000 residents; in 2010, just 423. The village had two distinct parts: a mostly Tatar part, which was not evacuated, and a mostly Russian part, which was. Some locals say they were used in an experiment on the effects of radiation.

The village has eight cemeteries. Seven of them are a resting place for residents who died of cancer. Children here are often born with cancer and die before reaching adulthood.

Only Muslims are buried here. Following their beliefs, some relatives prevent autopsies being performed. This can prevent some deaths being classified as cancer-related.

A pile of coffins at the ready. Families usually bury their dead by noon of the day following their death. “People don’t know what to eat and how to survive,” Ismagilova says. “They have been left here to die as guinea pigs.”

This house has a pile of firewood outside. In the 1990s, local people were warned that wood stored radiation and should not be used for burning. But the village was not connected to a gas supply until 2016.

A Greenpeace report 10 years ago said the Mayak site was “one of the most radioactive places on Earth.” It added that thousands of people in surrounding towns and villages still lived on contaminated land

Sellafield nuclear processes trashing the River Hehen, home to endangered fresh water pearl mussels.

Scisco Media 23rd Sept 2017, The domestic supply of fresh water from Ennerdale to West Cumbrians is to
cease by 2022. This is (so the official narrative goes) to safeguard water levels on the River Ehen flowing from Ennerdale Water that provides a “delicate habitat” for one of the last populations of endangered fresh water pearl mussels.

The enormous sums of money and effort to save the pearl mussels are meaningless while the integrity of the River Ehen is
being trashed by the nuclear industry. The volumes of fresh water abstraction from the River Ehen by the Nuclear Decommissioning Authority for Sellafield’s cooling and processing is staggering (remember they take
four million gallons daily from Wastwater as well as other sources too).

HUNDREDS OF RADIOACTIVE PUPPIES JUST GOT SPAYED, NEUTERED AT CHERNOBYL DISASTER SITE http://www.newsweek.com/hundreds-puppies-got-spayed-and-neutered-chernobyl-year-669093, BY KATE SHERIDAN An American nonprofit organization, Clean Futures Fund, has started a spay and neuter clinic for the four-legged descendants of survivors of one of history’s worst nuclear disasters.

After the Chernobyl nuclear reactor melted down on April 26, 1986, some dogs and cats left behind survived and began to breed. More than 400 animals were spayed and neutered in the first year of the clinic’s operation at the former reactor, which ended earlier this month.

The laws governing the exclusion zone around Chernobyl strongly advise people to avoid feeding or touching the dogs, due to the risk of contamination. Not only is the dogs’ fur potentially loaded with radioactive particles, but their food and water is contaminated. The radioactive molecules they ingest may also linger in their bodies.

“We could find areas in their bones where radioisotopes had accumulated. We could survey the bones and we could see the radioactivity in them,” a Clean Futures Fund co-founder, Lucas Hixson, told Newsweek. The program funds medical treatment for locals in addition to running the spay and neuter program at the power plant and in the neighboring city.

“These dogs run through [contaminated areas] and it gets stuck on their coat and on the end of their noses and their feet.”

There are nearly 1,000 dogs in the area around the power plant. Only a few dozen cats live in the highly contaminated areas that the dogs frequent.

Hixson has been traveling to Chernobyl for about five years, initially as a radiation specialist. “I go over there expecting to do my work, and I step off the train at the power plant and there’s a dog in my face. Honestly, it was one of the last things I expected to see at Chernobyl,” he said.

To keep the veterinary hospital as free from radioactive contamination as possible, dogs that come to the facility are examined and washed down until their levels of radioactivity are deemed safe.

Despite the potential risk, Hixson said he’s continued to interact with the dogs. “There is a fair amount of handling that happens. This is a natural reaction between humans and dogs,” he said. “You can’t help yourself.”

“They’re not hazardous to your immediate health and wellbeing. But anytime you go pet the dogs, go wash your hands afterwards before you eat.”

Clean Futures Fund got approval from the Ukranian government for its operations. Other partners include SPCA International, Dogs Trust and two U.S. universities, including Worchester Polytechnic Institute and the University of South Carolina.

Hixson also noted the local workers have welcomed the team. “I remember there was a lot of skepticism when we showed up,” he said. “But after about two or three days of us catching dogs, processing them, releasing them, the attitude immediately changed,” he said. “I can’t thank them enough for everything they did.”

Even if every dog and cat in Chernobyl is sterilized and vaccinated, the wider stray dog issue in Ukraine means that more dogs could move into the contaminated area and Clean Futures Fund’s efforts could be somewhat for naught. Ultimately, Hixson would like to work with the Ukranian government on a wider rescue program to get the dogs out of the area and into homes.

He will be returning in November to measure the impact of the program, which is expected to run for five years. The next spay and neuter clinic will happen next summer.
