 GE Hitachi, Holtec Announce Cooperation to Accelerate Commercialization of SMR-160 Small Modular Reactor, Power Magazine 
02/14/2018  GE Hitachi Nuclear Energy (GEH), Global Nuclear Fuel (GNF), Holtec International and SMR Inventec, LLC (SMR, LLC), today announced a collaboration to advance the SMR‐160, a single loop, 160 MWe pressurized light water reactor based on existing light water technologies.In a Memorandum of Understanding, the companies have agreed to enter into a procompetitive collaboration to progress the SMR-160 which SMR, LLC intends to develop, design, license, commercialize, deploy and service globally. The cooperation will initially include nuclear fuel development supported by GNF and control rod drive mechanisms designed by GEH, and may later extend to other areas.

Blow to Russia’s nuclear marketing ambitions – other investors back out of Turkey nuclear build

Bellona 12th Feb 2018, In a major blow to one of Russia’s most ambitious international nuclear
deals, three investors backed out of the Akkuyu Nuclear Power Plant,
leaving Russian state nuclear corporation Rosatom adrift on how to finish
the $20 billion station.

Russian President Vladimir Putin touted progress
on the plant as recently as November during a state visit to the Turkish
capital, and the Kremlin propaganda news network RT pushed the narrative
that the plant’s first reactor would be finished ahead of its scheduled
2023 launch date.

That was all thrown into doubt last week when a Turkish
consortium, representing 49 percent of the funding for the Akkuyu plant’s
construction, backed out of the deal, citing a failure to agree on a number
of project’s “commercial conditions,” Russian and Turkish news
outlets said. Rosatom is now in talks to secure other investors, but the
corporation wont’ say by how long the loss of half the project’s
financing will delay the station’s launch, or by how much the project’s
price tag is likely to increase as a result of the back out.

International Atomic Energy Agency trying hard to market nuclear power to Indonesia (never mind the earthquakes)

IAEA Director General Visits Indonesia: Highlights Close Cooperation in Using Nuclear Technology, Aabha Dixit, IAEA Office of Public Information and Communication 9 Feb 18 

IAEA Director General Yukiya Amano praised the cooperation between Indonesia and the IAEA in bringing the benefits of nuclear technology to countries in Asia and Africa, during his visit to the country earlier this week. He pointed to areas such as enhancing food security, cattle cultivation, and plant breeding, where Indonesia has assisted trainees from Mozambique and Papua New Guinea.

During the visit, Director General Amano and Minister of Research, Technology and Higher Education Muhammad Nasir, further strengthened this cooperation, signing Practical Arrangements on enhancing technical cooperation among developing countries. The Practical Arrangements cover a three-year period (2018-2021).

“Indonesia is an advanced user of nuclear technology in many areas and shares its expertise with other countries,” he said………

Mr Amano was also briefed on the consideration being given to possible nuclear power development and areas in which IAEA support would be required.  He noted that having nuclear energy is a Member State’s internal decision and the IAEA stands ready to support efforts when a national decision is made. China reorganising its nuclear companies in order to export nuclear technology

BEIJING (Reuters) 2 Feb 18, – China National Nuclear Corp (CNNC), China’s No. 2 nuclear power producer, will take over the country’s top nuclear power plant builder to create a company worth almost $100 billion, the latest state-orchestrated marriage in the nation’s vast power sector. 

Approval for the tie-up between CNNC and China Nuclear Engineering & Construction (CNEC) was announced by the State-Owned Assets Supervision and Administration Commission (SASAC) on Wednesday in a one-line statement posted on its website…….

Beijing wants to overhaul its nuclear sector in order to create globally competitive firms and reduce overcapacity across its broader power market. The nuclear industry is struggling with project delays and a slowdown in approvals for new domestic projects.

By creating a unified home-brand series of reactors, and combining firms, China will be better positioned to bid for and finance overseas projects, experts say.

Britain’s new nuclear build – a profitable “golden era” for China’s State-owned nuclear companies

Xinhuanet 1st Feb 2018, China General Nuclear Power Corporation (CGN), a major Chinese nuclear
power operator, said Wednesday that nuclear projects in Britain were
proceeding well. He Yu, chairman of the board of CGN, said since the deals
were inked in 2016 with French energy company EDF and the British
government, CGN has invested 1.7 billion British pounds in order to advance
the projects. CGN signed agreements in 2016 for Hinkley Point C (HPC), a
nuclear project in Somerset, and a suite of agreements relating to the
Sizewell C (SZC) in eastern England and Bradwell B projects (BRB) in Essex.
“A total of 15 Chinese suppliers and contractors have passed a preliminary
qualification assessment for the HPC project,” He said. “HPC, which is
Britain’s first new nuclear power station in a generation, is the largest
construction in Europe.”

station which is being built by China General Nuclear Power Corp and the
British arm of France’s EDF (EDF.PA), while British firms, such as Rolls
Royce (RR.L), have won large deals from Chinese firms to supply items like
plane engines. Both May and senior Chinese officials have restated their
commitment to the “golden era” in ties but a row over May’s decision
to delay approval for the Chinese-funded Hinkley nuclear plant in late 2016
chilled relations. However, Britain was the first Western country to sign
up to the China-backed Asian Infrastructure Investment Bank and it sent
Finance Minister Philip Hammond to a Beijing summit last year about
President Xi Jinping’s flagship ‘Belt and Road Initiative’ – a
trillion-dollar infrastructure-led push to build a modern Silk Road.

Under the Russian wing, Zambia becomes a Rosatom nuclear power customer

Zambia establishes an Interim Secretariat on Nuclear Science and Technology, Lusaka Times, January 23, 2018, Government has established an Interim Secretariat on Nuclear Science and Technology (ISNST) constituted by senior officers from various Government Ministries and Institutions. The Units under the ISNST include Nuclear Applications, Public Awareness and Consultation, Economics Assessment, Legal and Regulatory, and Programme Development.

The ISNST will spearhead implementation of Zambian’s nuclear energy programme as well as the development of the Centre for Nuclear Science and Technology (CNST). The officers have since commenced work, which among others, will involve public awareness and consultations……..Government is hopeful that the nuclear energy programme will transform the country into an industrial hub in the region. A group of students have already been sent to Russia to study in various areas of nuclear science, who upon completing their studies would work in the CNST.

Government has since signed various agreements with the Russian Federation that have culminated into the implementation of the nuclear energy programme………

2018 – a lovely year ahead for America’s bonanza of weapon sales abroad

the global deregulation of American firearms which could, in turn, according to critics, put such weaponry ever more easily in the hands of both criminal gangs and extremist groups

As Donald Trump might put it, major weapons contractors like Boeing, Raytheon, and Lockheed Martin cashed in “bigly” in his first year in office.

This year will undoubtedly be a banner year for arms companies. The only question is: Might it also mark the beginning of a future movement to roll back unconstrained weapons expenditures?

Here’s a cheery note for you: the last mass killing of 2017 took place moments before midnight on New Year’s Eve. A 16-year-old New Jersey boy picked up a semi-automatic rifle, “lawfully acquired” by a member of his family, and killed his father, mother, sister, and a family friend. In doing so, he helped ensure that 2017 would be the deadliest year for mass killings in our modern history. (There is now, on average, slightly more than one mass killing a day in this country.) Nonetheless, guns of all sorts, including military-style assault rifles and even bump stocks like the 12 Stephen Paddock evidently used to turn his semi-automatics into functional automatics and slaughter 58 people from a hotel window in Las Vegas, are still readily available. Nowhere on Earth, not even in ravaged Yemen (which takes second place in gun ownership), is more weaponry available to more types of people. As the years go by here, such weapons are more easily and openly carried with only the most minimal of background checks (or less than that). Think about this: Americans, 4.4% of the people on this planet, own 42% of the guns and commit 31% of the mass killings.

Oh, and I did promise you that there was something cheery in all this, didn’t I? So here it is: the Trump administration, knowing a good thing when it sees it, is now hard at work ensuring that American weapons makers will make it a remarkably similar world. Its officials are intent, it seems, on recreating the planet in an American image. Keep in mind that U.S. arms makers like Lockheed, Raytheon, and General Dynamics already monopolize the global arms market in a way that should (but in this country regularly doesn’t) stagger the imagination. Negotiations continue, as USA keen to market nuclear technology to Saudi Arabia

States and Saudi Arabia on an agreement for civil nuclear cooperation.
Concluding a bilateral civil nuclear agreement (often called a “123
agreement,” after the section of the Atomic Energy Act mandating such
agreements for nuclear cooperation with other countries) would enable US
companies to participate in the Saudi Kingdom’s ambitious plans to build a
fleet of nuclear power reactors to meet its growing electricity
requirements.
Previous negotiations stalemated over the treatment of
uranium enrichment, with the United States insisting that Saudi Arabia
accept a legally binding commitment not to engage in enrichment or
plutonium reprocessing and the Saudis refusing to foreclose what they
regard as their sovereign right to pursue nuclear technologies of their

China unlikely to go ahead with AREVA’s nuclear reprocessing plan, despite Macron’s support

Reuters 11th Jan 2018, So close yet so far: China deal elusive for France’s Areva. A deal long
sought by French company Areva to build a $12-billion nuclear waste
reprocessing plant in China looks increasingly unlikely to go ahead despite
a visit to Beijing by President Emmanuel Macron meant to drum up business.

During Macron’s state visit this week, Areva and China National Nuclear
Corp (CNNC) signed a new “protocol agreement” to build the plant but,
not for the first time, no definitive contract was signed.

Since talks began more than a decade ago – when uranium prices UXXc1 were near record
highs – a series of non-committal French-Chinese memorandums of
understanding have been signed for building a reprocessing plant in China
modeled on state-owned Areva’s plant in La Hague, northern France.

The reprocessing of nuclear fuel waste involves separating plutonium from the
spent uranium and reusing it in “Mixed Oxide” (MOX) fuel at nuclear
power stations.

But the 2011 Fukushima nuclear disaster and competition
from renewable energy are weighing on the nuclear sector, and uranium
prices are down 80 percent from a decade ago, making the expensive and
dangerous recycling process less attractive. Chinese nuclear scientist Li
Ning, dean of Xiamen University’s College of Energy and a member of State
Nuclear Power Technology Corporation’s (SNPTC) expert committee, sees
“a fairly low probability” that China will sign a formal contract for
the project.

China, France sign deal to enhance cooperation on nuclear energy Xinhua | 2018-01-10 07:17 GUANGZHOU — A Chinese nuclear power operator signed an agreement Tuesday with a French energy organization to deepen cooperation on nuclear power technology.

The deal, between China General Nuclear Power Corporation (CGN) and the French Alternative Energy and Atomic Energy Commission (CEA), focuses on areas such as nuclear reactor technology, advanced fuels and materials, and nuclear fuel cycles.

Under the agreement, CGN and CEA will deepen cooperation in the upstream and downstream nuclear power industry chain, including reactor life management and the concept design of the fourth-generation nuclear energy technology.

He Yu, chairman of CGN, said the new agreement will enhance bilateral exchanges in nuclear power technology and open new space for Sino-French nuclear power cooperation.

Founded in 1994, CGN is the largest nuclear power operator in China, with 39,000 employees worldwide. It focuses on the development of clean energies such as nuclear power, nuclear fuel, wind power and solar power.

The CEA is a key organization in research, development and innovation in France. Its main areas include defense and security, nuclear and renewable energy, and physical and life sciences.

Russia’s nuclear corporation Rosatom extending its grip on Uzbekistan

Russia And Uzbekistan Sign Nuclear Energy Deal, By RFE/RL staff – Dec 30, 2017, Russia’s Rosatom State Atomic Energy Corporation and Uzbekistan have signed a nuclear-cooperation agreement that Rosatom says will pave the way for bilateral cooperation “in many aspects of civil nuclear energy.”Rosatom said the agreement was signed on December 29 by its Director-General Aleksei Likhachyov and Uzbek Deputy Prime Minister Nodir Otajonov.

“The collaboration could include creation and development of infrastructure in Uzbekistan, training, construction of nuclear power plants and research reactors, as well as operational and maintenance support during their life cycle,” the Rosatom statement said.

“It could also cover exploration and mining of uranium, handling of uranium waste, and the production of radioisotopes for use in medicine, agriculture, and academic research,” the state-owned firm said.

Likhachyov said Rosatom was ready to build a two-unit nuclear power plant in Uzbekistan and has offered to start training Uzbek nuclear experts-to-be at Moscow’s expense beginning in September 2018.

In early November, during a visit to Tashkent by Russian Prime Minister Dmitry Medvedev, a memorandum on cooperation between Rosatom and Uzbekistan’s Academy of Science was signed, along with an agreement on production and provision of nuclear fuel by Uzbekistan for Rosatom.

Saudi Arabi keen for nuclear power – and for nuclear weapons?

Saudi-US talks on civilian nuclear program to begin within ‘weeks’  Riyadh’s energy minister insists kingdom seeks energy for peaceful purposes, but will not agree to American limitations on uranium enrichment

US law forbids cooperation with nations that have not signed a so-called Section 123 Agreement, which limits nuclear work to peaceful uses only. Trump’s disturbing willingness to sell nuclear technologies without the usual restrictions, to Saudi Arabia

U.S. To Boost Saudi Nuclear Power Development. Lobe Log., DECEMBER 14, 2017, THOMAS LIPPMAN Almost a decade has passed since President George W.  Bush promised that the United States would help Saudi Arabia develop commercial nuclear energy plants. When he visited Riyadh in May 2008, he pledged to sign a “memorandum of understanding,” or MOU, committing the United States to “assist the Kingdom of Saudi Arabia to develop civilian nuclear power for use in medicine, industry and power generation” and “establish a comprehensive framework for cooperation in the development of environmentally sustainable, safe, and secure nuclear energy.”

In return, Saudi Arabia, a signatory to the Nuclear Nonproliferation Treaty, would also join the worldwide Proliferation Security Initiative, a U.S.-sponsored program to confront the threat of nuclear proliferation.

The text of that MOU has never been made public, and nothing much happened as a result of it until last week. Then, Energy Secretary Rick Perry, after meeting senior officials in the kingdom, urged the Saudis to choose a U.S.-based vendor, Westinghouse Electric Co., to participate in the nuclear energy program to which the Saudis have long been committed.

The Energy Department’s official statement about Perry’s talks with Khalid Al-Falih, Saudi Minister of Energy, Industry, and Mineral Resources, did not use the word “nuclear,” but numerous reports from the region said the Saudis heard Perry’s arguments for Westinghouse and were receptive to them.

“We heard that message that … ‘we want the United States to be our partner in this’,” Perry told the Reuters news agency. Westinghouse spokeswoman Sarah Casella said in a statement to Bloomberg News that “Westinghouse is pleased that Saudi Arabia has decided to pursue nuclear energy. We are fully participating in their request for information and are pleased to provide the AP1000 plant, the industry’s most advanced technology.” The Energy Department did not respond to several requests to go beyond its original statement or to confirm Perry’s reported remarks, but neither has it denied them.

There was a time when the words “nuclear” and “Saudi Arabia” in the same sentence would set off alarms all over Washington, because any such development in Saudi Arabia is bound to raise fears that the Saudis would use their program to develop nuclear weapons to counter what they fear is happening in Iran……….

Saudi Arabia has discussed nuclear development with China, Russia, and France, among other potential suppliers.

Under U.S. law, Westinghouse or any other U.S.-based vendor can sell material and technology to Saudi Arabia only after the two countries negotiate a nuclear cooperation agreement, known as a 123 Agreement for the section of the law setting the requirement. The U.S.-Abu Dhabi agreement is known in the industry as the “gold standard,” because the government of the United Arab Emirates agreed to forgo both ends of the nuclear fuel cycle–it will neither enrich its own uranium nor reprocess its spent fuel to extract the plutonium.

The Saudis have made clear that they do not want to accept the same restrictions because their country has extensive uranium resources, which they want to process domestically. In articles in the trade press in 2010, an executive of a Finnish firm that was consulting with the Saudis on their program said that it could eventually include enrichment of uranium.

That was a non-starter while Barack Obama was president, but reports of Perry’s commitment to expedite an agreement have ignited speculation that the United States is preparing to soften its terms to accommodate the Saudis on this point, especially because of the close ties that have developed between the Trump administration and Crown Prince Mohammed bin Salman, the kingdom’s de facto ruler…….

Daryl Kimball, executive director of the Arms Control Association, said in a statement that “The Trump administration’s willingness bend key rules and standards designed to restrict the spread of sensitive nuclear technologies that can be used to make nuclear weapons to in order to help U.S. companies profit from nuclear commerce with Saudi Arabia is  disturbing and counterproductive.” He said Congress, “which will have to review any such agreement, should insist on the highest possible nonproliferation standards for nuclear commerce, especially in a troubled and unstable region.”……..https://lobelog.com/u-s-to-boost-saudi-nuclear-power-development/
