Tokyo Electric Power Co. (TEPCO) failed to locate melted nuclear fuel inside the No. 1 reactor at the disaster-stricken Fukushima No. 1 Nuclear Power Plant in a robot probe, though it found higher levels of radiation toward the bottom of the reactor container vessel, the utility said on March 27.
TEPCO made the announcement after analyzing data obtained from a probe conducted from March 18 through 22, in which a remotely controlled robot was sent into the No. 1 reactor’s container vessel for research.
The power company is set to finalize a decision to take out melted fuel from the No. 1 through No. 3 reactors as early as this coming summer, accelerating work to decommission the facilities. Like a similar robot probe inside the No. 2 reactor last month, however, the latest survey on the No. 1 reactor also failed to obtain data necessary to extract melted fuel, such as where the fuel is located. Therefore, the utility is compelled to consider fetching melted fuel in the absence of sufficient data.
TEPCO injected a robot that can move on a running belt into the container vessel of the No. 1 reactor. The robot hung a wire holding a camera and a dosimeter at its tip from a metal grating for workers and measured the condition of the contaminated water below. From March 18 to 22, the robot examined an area near a slot from which the device is injected into the vessel and measured 1.5 to 11 sieverts per hour of radiation. Between March 20 and 22, the robot explored an area around the openings for workers at the bottom of the container vessel, which is close where melted fuel is believed to be situated, and detected measurements of 3 to 9.4 sieverts of radiation.
Sand-like sediment was found to be spreading across the bottom of the container vessel. Because of accumulated sediment near the openings, the robot could gauge radiation doses only up to a height of 90 centimeters from the bottom of the vessel. Compared to the radiation levels at the same height of an area where melted fuel is believed not to exist, the area near the openings showed higher radiation readings.
It is believed that most of the melted fuel at the No. 1 reactor has spread across the contaminated water accumulating at the bottom of its container vessel. TEPCO believes that melted fuel is likely leaking from those openings.
Naohiro Masuda, head of TEPCO’s Fukushima Daiichi Decontamination & Decommissioning Engineering Co., told a press conference on March 7, “The results of this probe will be precious resources for us to make a decision on our plan.”

The study is entitled “Perspectives for the Energy Transition: Investment Needs for a Low-Carbon Energy Transition.” Its thesis is that increasing the the deployment of renewable energy and energy efficiency globally can achieve the emissions reductions needed to prevent global temperature from rising more than 2º Celsius while permitting the global economy to grow.

UK nuclear decommissioning debacle costs government nearly £100m
Business secretary orders inquiry into flawed tendering process for dismantling old reactors at 12 sites as US firms get paid for out of court settlement, Guardian, Adam Vaughan, 27 Mar 17, The government has been forced to pay nearly £100m in a settlement with two US companies for mishandling the way it awarded a £6.1bn nuclear decommissioning contract.
Ministers have ordered an inquiry headed by the former boss of National Grid to find out why the procurement process was so flawed. Labour said the payout showed “dramatic levels of incompetence”.
The government body tasked with decommissioning old reactors will also terminate the contract it awarded for cleaning up a dozen of the UK’s old nuclear sites nine years early……..
The government now has the daunting task of starting a new tendering process for the 12 sites, as the deal with Cavendish Fluor Partnership will end early, in September 2019 instead of 2028…….
The contract is being terminated early because the NDA underestimated the scale of the decommissioning required to clean up the Magnox sites, which form part of the UK’s first generation of nuclear power stations.
The share price of Babcock International Group, which has a stake in the Cavendish Fluor Partnership, has fallen by more than 3% since the government announcement…….

Takahama reactors may soon restart after court overturns injunction

OSAKA – The Osaka High Court overturned Tuesday an injunction issued against the restart of Kansai Electric Power Co.’s No. 3 and No. 4 reactors at its Takahama facility in Fukui Prefecture, paving the way for them to be switched back on.
The landmark injunction issued by the Otsu District Court in Shiga Prefecture in March last year cited safety concerns for preventing the reactors from restarting even though they were judged to have met new safety regulations set after the Fukushima No. 1 nuclear crisis.
While the injunction had been a temporary victory for the plaintiffs in Shiga, some had predicted the Osaka High Court would adhere to a more narrow technical view of nuclear safety.
In his ruling, Judge Ikuo Yamashita said the plaintiffs had the responsibility to prove allegations of any specific dangers that would result in restarting the plant, which the judge ruled they had not.
Part of the plaintiffs’ claim relied on the alleged inadequacy of current evacuation plans in the event of an accident. Therefore, starting up the Takahama reactors, located about 60 km from the city of Kyoto, posed a significant risk, they argued.
Yamashita ruled that measures were being taken in Fukui and that official attitudes and efforts had been proactive, so he could not accept the plaintiffs’ claims.
“Kepco showed proof that they drew up emergency response measures based on the largest scale earthquake and tsunami,” the judge ruled. “The judge’s decision is extremely regrettable,”It’s clear with the decision that no progress has been made in terms of learning the lessons of March 11, 2011,” Kenichi Ido, a lawyer for the plaintiffs, said after the verdict was announced. “The attitude of the courts hasn’t changed at all since the Fukushima accident. In particular, the evacuation plans aren’t really being taken into consideration by the courts.”
Yoshinori Tsuji, one of the chief plaintiffs, said: “In America and South Korea, the courts are defying the presidents of both countries. But in Japan, the courts — which were ignoring the wishes of the people to stop nuclear power before March 11, 2011 — fail to reflect on what happened then. The courts follow the wishes of the nuclear power lobby and the government.”
Kansai electric officials welcomed the decision, saying at a Tuesday afternoon press conference in Osaka the utility would move towards preparing to restart, although they did not say when the reactors were expected to go back online.
“With safety as the top priority, the period for restarts is not yet set,” Kepco president Shigeki Iwane said. He added that once the restarts took place, the firm would move to reduce electricity prices.
In Kansai region, reaction to the court’s verdict was mixed. Fukui Gov. Issei Nishikawa, a strong supporter of nuclear power, was relieved with the decision, saying it was a return to a reasonable and correct decision by the court system.
But in neighboring Shiga prefecture, Gov. Taizo Mikazuki said that, given more immediate concerns Japan’s nuclear power industry faces, including spent fuel storage and decommissioning of old reactors, it was the wrong environment to approve reactor restarts. Kyoto Gov. Keiji Yamada emphasized that the utmost had to be done to ensure safety.

Higher court backs restart of halted Takahama reactors

OSAKA (Kyodo) — A Japanese high court on Tuesday revoked a lower court order to halt two nuclear reactors at the Takahama plant in central Japan, accepting an appeal by Kansai Electric Power Co. against the first injunction ever issued in the country to shut operating reactors.
But it is unlikely that the operation of other nuclear reactors in Japan will be resumed soon due to pending legal matters, analysts say.
The decision, made by the Osaka High Court, legally allows Kansai Electric to resume operating the Nos. 3 and 4 reactors at the nuclear power plant on the Sea of Japan coast in Fukui Prefecture. The two reactors have been idled for around a year.
The higher court said that quake-resistance standards were not overestimated under tougher regulations set following the 2011 Fukushima nuclear disaster and that necessary measures have been taken to prevent significant damage of the reactor core.
The latest decision bodes well for Prime Minister Shinzo Abe’s government, which has been promoting the restart of nuclear reactors in a bid to bolster the economy by cutting the cost of fossil fuels and exporting nuclear technology abroad.
Yoshihide Suga, the government’s top spokesman, said at a press conference in Tokyo, “We want Kansai Electric to put top priority on safety and make every effort to obtain understanding from the local government and others involved.”
Kansai Electric President Shigeki Iwane said at a news conference in Osaka that his company has yet to decide when to restart the operation of Takahama’s Nos. 3 and 4 reactors, pledging to “make safety our top priority.”
Iwane also expressed eagerness to push down electric charges as soon as possible after the resumption of the two reactors.
A group of residents in neighboring Shiga Prefecture who won the landmark injunction from the Otsu District Court in March last year are expected to consider countermeasures, including filing a special appeal with the Supreme Court.
Amid widespread concern about the safety of nuclear power following the 2011 Fukushima meltdowns, the residents in Shiga filed a request with the district court in January 2015, seeking an order halting the two reactors at the plant.
On March 9, 2016, the district court ordered operation of the two nuclear reactors to be halted, casting doubts about the utility’s safety measures and Japan’s post-Fukushima nuclear regulations set by the Nuclear Regulation Authority.
Last July, Kansai Electric filed an appeal against a district court decision rejecting its request to suspend the injunction order.
In Tuesday’s decision, the Osaka High Court determined that the post-Fukushima safety measures were “not unreasonable” because they were devised on the basis of the “latest scientific and technical knowledge” that reflects lessons learned from the nuclear disaster.
The utility has criticized the injunction, claiming it was not an objective judgment based on scientific knowledge. It also says the injunction is costing the utility 200 million to 300 million yen ($1.8 million to $2.7 million) more per day to generate power from other fuel.
Kansai Electric removed nuclear fuel from the Takahama reactors between August and September last year given the prolonged court battle.
As of Tuesday, only three of Japan’s 42 commercial reactors nationwide are now operating — the Nos. 1 and 2 reactors at Kyushu Electric’s Sendai plant in Kagoshima Prefecture, southwestern Japan, and the No. 3 reactor at Shikoku Electric Power Co.’s Ikata plant in Ehime Prefecture, western Japan, according to the Agency for Natural Resources and Energy.
On Thursday, the Hiroshima District Court is set to rule on an appeal filed to halt the operation of the No.3 reactor at the Ikata power plant, the first ruling since it resumed operations in August last year.

Dive Insight:
Dominion has not committed to building a third unit at North Anna—so far the utility appears to be keeping its options open in pursuing the license—but despite uncertainty in the industry and objections from clean energy advocates, the project is chugging along.
But recent bad news within the nuclear sector shows signs of upheaval and uncertainty.
Toshiba recently announced a $6 billion writedown at its Westinghouse subsidiary, which is managing construction of new nuclear generation at the Vogtle plant in Georgia and V.C. Summer in South Carolina. Reuters reports Westinghouse could file for bankruptcy as early as today.
MIT Technology Review believes a Westinghouse bankruptcy means an end to new nuclear construction in the United States. The news outlet also reports analysts doubt Toshiba will find a buyer for its stake in Westinghouse, nor any construction partners willing to forge ahead with the nuclear plants it planned to build.
- The Vogtle and VC Summer plants are years behind schedule and costs are mounting. Development of those plants will likely continue, but within the industry there has been speculation that if Westinghouse fails, it will likely spell the end of new nuclear development for the time being.
In Virginia, Dominion is spending upwards of $600 million to obtain approval from the federal government. Long-term costs could exceed $19 billion, with the project possibly taking until 2029 to complete. The utility could spend $2 billion in just the planning stages alone. Dominion would use a new kind of nuclear design developed by GE Hitachi Nuclear Energy.

Summer nuclear plant, where it is teaming with South Carolina Electric & Gas Co. to build two additional nuclear reactors.
Santee Cooper officials would not discuss a plan they approved Monday.
The lead contractor of the $14 billion expansion, Westinghouse Electric Co., is experiencing serious financial problems amid media reports that it could file for bankruptcy protection.
Concerns are rising about how much it would cost to complete the plants and, in a worst case, whether the reactor project would be finished. The project already is about $3 billion over budget and years behind schedule.
Santee Cooper senior vice president and general counsel Michael Baxley would only say that a resolution approved by its board Monday in a closed telephone conference “authorizes certain contingency actions by management in the fluid situation with respect to new nuclear construction,’’ The Post and Courier reported.
Baxley would not elaborate, but said the plan would put the Moncks Corner utility “in a position to be able to immediately respond to issues or conditions that may occur with respect to the V.C. Summer project.”
Santee Cooper is responsible for 45 percent of the cost. SCE&G’s parent company, SCANA Corp., is paying the other 55 percent. The two utilities also share the costs of the existing nuclear reactor at the site in Fairfield County.
Santee Cooper spokeswoman Mollie Gore wouldn’t say Tuesday whether the power company would release the resolution.
“Santee Cooper is continuing to monitor the situation,’’ she said. “It is complicated. While they continue to work through the details, Santee Cooper can’t really provide any speculation about this.’’
SCANA has said it has a plan to complete the project, with or without Westinghouse and its parent company, Toshiba.
If Westinghouse sought bankruptcy protection, it could lead to higher rates for utility customers to help pay for the reactors, plant critics have said.

“We estimate the water level of the reactor’s collection tank increased after coolant was leaked,” said Lim Dae-hyun, the spokesman at Korea Hydro & Nuclear Power Co Ltd (KHNP).
Lim added that there was no release of radioactivity and that the cause of the water level increase was being investigated.
The 950-megawatt Kori No. 4 reactor is near Busan, a city more than 300 km (190 miles) southeast of the capital, Seoul.

At around the same time, the UK Government gave the go-ahead for a new generation of new nuclear power plants, starting with Hinkley Point C in Somerset. Again, it was the first new nuclear build to be sanctioned since the catastrophe of Chernobyl, which had similarly traumatised public opinion and turned it against nuclear energy.
Enough time had elapsed, policymakers calculated, for people to have forgotten. Air Force pilots of the 1980s-era stealthy B-2 Spirit bomber plan to arm the B-2 with new weapons and upgrade the aircraft to fly the aircraft on attack missions against enemy air defenses well into the 2050s, service officials said.
In coming years, the B-2 will be armed with with next generation digital nuclear weapons such as the B-61 Mod 12 with a tail kit and an Long Range Stand-Off weapon or, LRSO, an air-launched, guided nuclear cruise missile, service officials said.
The B-61 Mod 12 is an ongoing modernization program which seeks to integrate the B-61 Mods 3, 4, 7 and 10 into a single variant with a guided tail kit. The B-61 Mod 12 is being engineered to rely on an inertial measurement unit for navigation.

Kimberly Roberson, speaking as a parent and an activist/organizer does not mince her words. They are heart, mind and soul piercing. She is in our faces about the horrific dangers of nuclear power – especially for our babies and children. Her purpose is to inform and rouse to action all those not already involved and aware. “Startling clear to me: radioactive fallout from nuclear power and food do not mix, and children are especially at risk”.But as parents, aunts, uncles, grandparents and caregivers we have a responsibility to our children. And remember, radiation from nuclear fallout is transgenerational, meaning that it has been proven to damage DNA for generations to come. The bigger picture after all is really about food safety and human health.
I marked every page in the book as I was reading. I am focusing on food in this review because that is a major issue for both Roberson and me. What are we doing to our babies and children when we give them milk? Alarmed, I read from Roberson that “strontium 90 has been detected in the U.S. milk supply, as well as other radioisotopes linked directly to Fukushima”.Radioactive strontium is attracted to the body, much like calcium, only rather than nourishing bones it causes cancer. Children’s cells divide and multiply at an accelerated pace which makes the youngest especially vulnerable to radiation.”
Roberson tells us, “The late Dr. Rosalie Bertell, PhD and Gray Nun of the Sacred Heart was an accomplished scientist who warned in No Immediate Danger; Prognosis for a Radioactive Earth not only of the damage to the person coming in contact with radioactive fallout in their food and water, but also to their children, grandchildren, and great grandchildren suffering mutations in their DNA as well.”
Roberson continues, again alarmingly, “Probably the one question that perplexed so many of the people I was working with was how could the biggest industrial and nuclear accident in world history be allowed to continue to affect our food supply unchecked .” [emphasis mine]. That continues to this day.
Roberson puts it this way, “One thing I’ve realized in the past two years is to always consider the source”The list goes on and on. Grass fed beef, free range poultry, miso [see the paper I wrote about miso “Fukushima, Miso Soup and Me” ], nori, strawberries”pesky questions, but we all need to be asking them.” Begin today, now, all the time, to ask this question about everything you eat and drink. This is urgent: what is the country of origin?
From my experience working on the many issues about food and drink safety since Fukushima, here are some questions we must understand and work to change since Fukushima: What food and drink does the USA import from Japan? How was and is our food here in the USA contaminated from Fukushima? Who tests the food in each country, including the USA? How do they test it? Is how the food is tested adequate? Who decides? How honest are our labelling laws? [Not honest at all; but that requires a whole other paper.] Thank goodness the Trans-Pacific Partnership (TPP) has been defeated by the actions of we the people and as immoral and misleading as our food labeling laws are here in the USA, at least it willl still be mandatory to put counrty of origin on our food. What Trump will do, who is now talking about “binary arrangements” instead of the TTP, remains to be seen.
Be wary also, Roberson warns us, of “fish oil, carrageenan, and sea salt [which] all come from ocean waters.” I say, please read all labels. Use pink salt from the Himalayas, not sea salt. This pink salt from the Himalayas sometimes is called sea salt – but from oceans millions of years ago. I eat nothing from the ocean. There is really only one ocean. Look at any map. You might want to read a paper I have written called “The Pacific Ocean Does Not Belong to Japan: It Belongs to All of Us.”
Also pay attention to iodine and where it comes from, continues Roberson. Iodine often comes from kelp “but where is the kelp sourced? Much of the kelp spanning the California coastline has shown significantly increased levels of Iodine-131 since Fukushima began. Not exactly the kind of iodine I want in children’s gummy vitamins.”
While we are here talking about food and drink, note also that most non-mercury fillings that your dentist puts in your mouth come from Japan!!! As does most bonding material at your dentist’s office. Instead, there is a company in Germany – Grandio – where dentists, not you, can get non-mercury fillings. Please ask your dentist to do so for you.
Since Fukushima, I myself do not knowingly eat or drink any food or beverages that come from Japan. My first question about anything that goes into my mouth always is – what is the country or countries of origin? I am an organic vegan now, since Fukushima, and before that was an organic vegetarian for 40 years. For those who eat organic, Roberson notes, “And trust me, radioactive fallout does not distinguish if it lands on conventional or organic items. You may be asking why is radioactive fallout alllowed in organic food but irradiation is not? The answer is because the regulations are not yet in place to test from nuclear accidents and nuclear power production. That clearly needs to change.” She wrote Silence Deafening; Fukushima Fallout, A Mother’s Response in 2013. It is now 2016. Nothing has changedI love this from Roberson, “Perhaps Dr. Seuss said it best in The Lorax, ‘Unless someone like you cares a whole awful lot, Nothing is going to get better. It’s not.”
On my birthday two years ago, before I read Roberson’s book, I went to the Dr. Zeuss museum in Springfield, MA and read that quote there for the first time and bought myself a Lorax then. Consider buying a Lorax for a constant reminder and keep her with you = in mind, heart, body, soul. You can buy a Lorax through The Manhattan Toy Store.
A final truth telling from prophet Roberson, “Another lesson learned. Much of what happens to protect our food and water or anything else for that matter starts with us.”

Around the world children who are currently adolescent and possibly younger are in training to compete at the 2020 Summer Olympics and Paralympics in Japan. Their parents most likely have no idea that some of the venues are near the most devastating and ongoing nuclear and industrial disaster in world history, Fukushima Daiichi.
