A race against time to swiftly reduce carbon emissions in order to prevent ramping climate harms on the path to a fifth hothouse extinction. For the current burning of fossil fuels and the ongoing dumping of carbon into the atmosphere at the rate of 13 billion tons each year is an insult to the global climate system that has likely never been seen before in all of the deep history of planet Earth. And the swifter we draw that emission down to zero and net negative, the better.

China hopes to jointly counter Fukushima’s radioactive pollution with S. Korea

BEIJING, June 3 (Yonhap) — China’s foreign ministry said Friday it hopes to strengthen communication with relevant countries such as South Korea to resolve pollution from the Fukushima nuclear disaster.

“Japan should take effective measures with responsibility for its people, neighboring countries and the international community,” China’s foreign ministry spokeswoman Hua Chunying said during a regular press briefing.

Earlier on Friday, China’s official Xinhua News Agency reported that an official from Tokyo Electric Power Co., the plant’s operator, admitted to concealing the harmfulness of the disaster. It also cited a U.S. expert who said “80 percent of the leaked radioactive substances have flown into the sea.”

Hua urged Japan to beef up its capability to deal with the disaster and provide relevant information to international society in a “timely, comprehensive and accurate” manner.

China has been warning its citizens and organizations to be cautious in visiting Fukushima since the disaster took place, and the suggestion is still valid, Hua said.

A devastating earthquake struck off Japan’s northeast coast in March 2011, triggering a tsunami that led to the reactor meltdown and radiation leak.

Rosatom, Japan discuss decommissioning of Fukushima installations

The Russian corporation has developed unique water treating technology.

Tokyo is interested in partnering with the Rosatom state corporation to decommission nuclear power plant installations in Japan, Rosatom Chief Executive Sergei Kirienko told Rossiya 24 on June 1.

“Our partners are showing ever greater interest in the final stage of the life cycle: decommissioning. We are currently discussing this with the Japanese partners,” Kirienko said.

Rosatom enterprises have fulfilled the order to develop unique technology for treating water at Fukushima for the Japanese partners, he added.

Tokyo Electric Power : Giant vacuum cleaner used to remove radioactive debris in Fukushima

Tokyo, Jun 1 (EFE).- The operator of the plagued Fukushima nuclear plant has deployed a large device similar to a vacuum cleaner to clean up radioactive debris scattered over the plant’s Reactor 1, the company explained to Efe.

Technicians of Tokyo Electric Power (TEPCO) on Monday started using the apparatus, 13 meters high and 5 meters wide, which is operated through a crane and is capable of safely absorbing objects of up to 20 kilograms.

The top floor was rocked by an explosion caused by hydrogen concentration one day after being hit by the earthquake and tsunami that devastated northeastern Japan on Mar. 11, 2011.

The blast destroyed the roof of the plant, which remains covered with highly contaminated pieces of debris – from cement to metal fragments – and this will hinder the complicated process of removing the molten fuel inside the reactor vessel.

TEPCO plans to finish this operation in July and then proceed to remove larger debris.

According to the company’s roadmap, the withdrawal of molten nuclear fuel inside Reactor 1 is to be done within about four years.

The accident at the Fukushima Daiichi plant was the worst nuclear accident since the Chernobyl disaster in Ukraine in 1986. Its resultant emissions and radioactive discharges still keep thousands of people who lived near the plant out of the area and have severely affected agriculture, livestock and local fishing.

NUCLEAR safety experts are calling for households in the UK to be supplied with anti-radiation pills as fears grow of the potential for terrorists to strike highly-sensitive sites around the country. Express, By TOM BATCHELOR May 31 A new report warns British nuclear plants are at risk of mass drone strikes, sophisticated cyber attacks and terrorist infiltrators.

Analysis for the Nuclear-Free Local Authorities (NFLA) found nuclear facilities at Faslane – where the UK stations its Trident missile system – was vulnerable to attack. Sensitive nuclear sites at Hunterston, Torness and Dounreay are also at risk, the study claims. More worrying still, UK authorities were deemed to be underestimating the risk of devastating terrorist attacks.

The report demands urgent action from ministers as it warns governments and regulatory agencies are struggling to keep up with evolving threats. Such is the fear of an attack that the NFLA is demanding anti-radiation pills be distributed to households in Glasgow, Edinburgh and surrounding areas.

The medication is a preventative measure which would help protect people from a radiation leak – either accidental or a deliberate attack.

The report on nuclear security, compiled by Dr David Lowry, a senior research fellow with the US Institute for Resource and Security Studies, argues that nuclear materials transported by road, rail, sea and air are also potential targets. He said: “The main consequences would be, whatever the level of attack, mass public panic and sensationalist media reportage. “We would inevitably see total road gridlock, as everyone tries to flee by car en masse at once.”

drone-1Drones could carry shaped charges, poison gas, booby traps or decoys, and could come individually or in large groups. The report said: “One heavily laden small drone could probably travel at least 20mph with a load of 5-10kg. “Just one 5kg shaped charge can penetrate 0.75 metres of reinforced concrete, or 0.25 meters of steel.”

The second report for NFLA, written by Dr Ian Fairlie, an independent radiation scientist, focuses on the stable iodine tablets that can prevent radiation poisoning after some nuclear accidents.

Several other European countries distribute the pills across a wide area, but in Scotland they are only given to residents who live within two or three kilometres of nuclear plants……..

Among the disturbing conclusions: possible radioactive waste has in fact been found “off site” in the nearby foliage. What’s more, groundwater wells outside the perimeter of the landfill were found to be contaminated with carcinogens like benzene in “high concentrations,” the state said

What do you do when there’s 10,000 barrels of illegally dumped uranium two miles away from your home and the government tells you not to worry about it?

Dawn Chapman and her family are stuck in an absurd and depressing situation: Less than two miles from the Chapmans’ neighborhood in Bridgeton, Missouri, sits a landfill where radioactive uranium was illegally dumped by a government contractor forty years ago. Since the Environmental Protection Agency is not required to warn people of such things, most people in the area—including many elected officials—knew nothing about the dump for decades.

“It would be great to be able to leave this area, but we couldn’t honestly sell our house right now, ” Chapman says. “Even ethically, with what’s going on, I wouldn’t want to sell my house to another family.”

Karen Nickel learned about the dump site during a town hall with the Army Corps of Engineers. The Corps have successfully removed illegally dumped nuclear waste from other sites across the nation but because this particular site, West Lake Landfill, is under the control of the Environmental Protection Agency, the Corps does not have the authority or funding to conduct a clean-up here. Nickel and other mothers are fearful about what health problem such close proximity to radioactive waste could cause their children. “A lot of their children are coming forward with cancers and such, a couple of my daughter’s friends have brain tumors,” Nickel says……

In the past four years, the “Just moms” have become a surprisingly powerful force, successfully lobbying the state health department to challenge some of the federal government’s findings that downplayed the site’s risks, revealing possible inconsistencies in public statements made by the EPA, and pissing off both the EPA and landfill operator Republic Services. Ed Smith, the policy director for the non-profit Missouri Coalition for the Environment is an admirer of the women. “There’s a lot those moms have done that wouldn’t have been done otherwise,” he says.

The first major success for Just Moms came when Karen and Dawn sniffed a foul odor in their neighborhood. The landfill owners told them that it was due to a “smoldering event,” created by underground gasses that can ignite some of the landfill garbage. The landfill, the moms were told, was in it’s third year of a sustained underground trash smolder, something that’s common among underground landfills—but landfills are typically not next to tons of uranium. Nevertheless, officials assured the moms that a limestone wall between the uranium and the trash would keep the fire from reaching the toxic materials. There were two landfills, the operators insisted: one for nuclear waste, one for trash……….

Chapman and Nickel countered the paid lobbyists with their own attack. For one week in 2014, they focused their sites on United States Congressman Roy Blunt, their federal representative who had previously been publicly silent about the landfill. From their Facebook page:

“EVERY DAY from 8am-4pm please call his WASHINGTON DC office. Make it a part of your daily routine!!!!,” the moms urged supporters in an online post. “Emails are good, but 2,000 phone calls everyday will make a bigger impact!!!”

The effort worked……..

The resolution also directs Seattle City Light Department to use its position on the Energy Northwest board to consider replacing its electricity with carbon-neutral alternatives.

Energy Northwest operates the Northwest’s only nuclear power plant, the Columbia Generating Station near Richland.Its production goes to the Bonneville Power Administration, which supplies a portion of Seattle’s electricity, including about 4 percent of the city’s electricity that comes from the nuclear plant.

The activist group that spearheaded the resolution said the resolution gives Seattle City Light the goal of closing the Richland reactor.

The document, which the Seattle council passed unanimously, is intended to oppose new nuclear efforts and require an ongoing evaluation of existing nuclear power generation on the basis of health, safety, reliability and cost. It also opposes the use of fossil fuels to produce electricity.

The resolution does not explicitly call for a shutdown of the Richland nuclear plant, “but it still is a very important tool that activists believe they can use to put pressure on all those who decide the fate of Columbia Generating Station,” said Councilwoman Kshama Sawant. She called the language in the resolution a compromise. It was written by activist organizations, including Physicians for Social Responsibility and Heart of America Northwest.

Physicians for Social Responsibility said in a statement before the council voted that the resolution would establish Seattle City Light as the first utility in the Northwest to set parameters for closing the Columbia Generating Station.

The resolution makes note of the workforce at the nuclear plant, saying there should be retraining programs, retirement plans and reassignment to decommissioning as part of a transition to clean, healthy and renewable electricity production…..

Those participating in the public comment period of the council meeting supported the resolution. They said the reactor is aging and not designed to withstand a severe earthquake and that the nation has no way to dispose of used nuclear fuel.

They said it has similarities to the reactors involved in the Fukushima, Japan, nuclear disaster. They said nuclear power was not economical and that the electricity it produced — the equivalent of the electricity required by a city the size of Seattle — could be replaced at a reduced cost by a combination of renewables such as wind and solar and conservation.

High time the media stopped the lie about nuclear energy being “clean”

 

a-cat-CANIt’s high time that the media came clean about nuclear energy being supposedly “clean”.  Nuclear proponents were hand in glove with the coal and oil interests for decades – denying global warming.  They’re still hand in glove, helping those dirty industries keep going until aven dirtier nuclear takes over.
 
The climate argument is a hoax. So they nuclear reactor itself produces few (not zero) carbon emissions. So we are supposed to ignore all the carbon emissions from uranium mining and milling, fuel conversion, fuel fabrication, reactor construction, and all the transport involved in this chain. Then there’ s the chain at the end  – the building of spent fuel pools, waste containers, then eventual tomb for the wastes, and the dismantling, transport and burial of the dead reactor. The whole chain is not only carbon intensive, it’s also dangerous, and a chain of targets for terrorism.  Time to stop the lies about nuclear solving climate change!

Russia moving in on America as a market for its nuclear fuel

In partnership with General Electric Co. (GE), Russian state-owned Rosatom is expanding its nuclear fuel supply to the US, hoping to gain a 10-percent market share—adding to the 20 percent of the US enriched uranium market it already controls.

Last week, Rosatom’s TVEL signed an agreement with U.S. Global Nuclear Fuel-Americas, a subsidiary of GE-Hitachi, on cooperation in licensing, marketing and fabrication of fuel for U.S. Pressurized Water Reactors (PWRs).

According to Russian news agencies, Russia currently holds 17 percent of the global nuclear power plant fuel market. That means it has covered all of its own supply for 76 reactors, along with the reactors in 14 more countries. By 2019-2020, Rosatom hopes to be supply nuclear fuel to the U.S..

Speaking at the Atomexpo-2016 on Monday, where it signed US$10 billion in deals, Rosatom TVEL Fuel Company vice-president Oleg Grigoryev said: “We expect the share of our deliveries to be more than 10% of the US market for this kind of fuel.”

TVEL’s exports already exceed US$1 billion annually, according to Russia’s Tass news agency. The move to gain this extra nuclear fuel market share still requires approval from the U.S. Nuclear Regulatory Commission.

According to Bloomberg, Rosatom has been supplying low-enriched uranium to the U.S .since 1987.

Rosatom is apparently not targeted by U.S. sanctions.

In 1992, according to Bloomberg, an anti-dumpling investigation prompted trade controls that affected how much low-enriched uranium Rosatom could supply to the U.S.. From 2002 to 2011, Rosatom had to stop commercial supplies to the U.S. For now, the Russian giant has long-term uranium delivery contracts with Centrus Energy Corp. ,NextEra Energy Resources and Exelon Generation Company LLC.

– In less than 24 hours this week Kenya signed two pacts on nuclear energy cooperation with South Korea and Russia, setting the stage for a dead-heat race against China to clinch the east Africa nation’s forthcoming nuclear energy development contract.

The first deal was in Moscow on May 30, 2016 where Russia’s state nuclear agency, Rosatom Deputy Director Nikolai Spasskiy and Deputy Head of the Kenyan Embassy to Russia Hillary N. Kyengo signed a Memorandum of Understanding (MoU) that involves the creation of a working group to identify peaceful nuclear projects and also continue consultations on the possibility of building the first nuclear power plant in Kenya.

A day later and thousands of miles away in the Kenyan capital, Nairobi host President Uhuru Kenyatta and Korean President Park Geun-Hye witnessed the signing of a nuclear corporation pact after they held bilateral talks.

The MOU on electric power and nuclear energy development was signed by Energy and Petroleum Cabinet Secretary Charles Keter and Korean Trade, Industry and Energy Minister Joo Hyunghwan.

-…….The China General Nuclear Power Corporation operates third-generation HPR 1000 nuclear power plants. Russia offers a number of reactor designs, the most prominent currently being VVER-1200.

Barely two weeks ago, Rosatom said it plans to sign cooperation agreements with Kenya, Uganda and Zambia to lay the groundwork for an expanded presence in Sub-Saharan Africa beyond its planned bid to build nuclear power plants in South Africa.

Rosatom has voiced confidence in its ability to see off competition from China, France and South Korea in a planned South African tender to build a 9,600 megawatts (MW) nuclear power fleet in the continent’s most industrialized country.

India’s ambassador to the US Arun Singh says the issues that remain to be worked out are related to cost and financing. Washington: Toshiba Corp.’s Westinghouse Electric and India are in “advanced discussions” for the company to build six nuclear reactors there, the country’s ambassador to the United States said on Wednesday, ahead of Indian Prime Minister Narendra Modi’s planned visit to Washington next week.

A deal with Westinghouse would be the first such contract reached under the 2008 US-India civil nuclear accord.

“There is a very detailed and advanced negotiation between Westinghouse and India,” Ambassador Arun Singh told reporters. “The issues that remain to be worked out are related to cost and financing.”

Progress on the deal to build six AP-1000 nuclear reactors is one of the key developments anticipated during the 7-8 June visit by Modi to Washington, where he will be hosted by President Barack Obama for a final summit before the US presidential election in November. Modi will address both houses of Congress.

The US and India agreed in 2008 to cooperate in the civil nuclear arena, but there have been no agreements yet to build any plants. Reuters reported on Tuesday that Westinghouse and India reached a breakthrough after officials said it will relocate the planned project in Andhra Pradesh. The original site proposed for the multi-billion-dollar project, in Modi’s home state of Gujarat, faced local opposition.

Another obstacle had been to bring India’s liability rules into line with international norms, which require the costs of an accident to be channelled to the operator rather than the maker of a nuclear power station.

That issue had been largely resolved to the satisfaction of the US government in January 2015 after the US and India reached a “breakthrough understanding” on nuclear cooperation.

Singh told reporters “to the best of my knowledge” insurance was no longer an issue in the discussions.

Westinghouse had hoped to clinch a deal to build six nuclear reactors in India by the end of March, during Modi’s last Washington trip to attend a global nuclear summit.

US lawmakers ratified the civil nuclear accord three years after it was struck in 2005, as part of an attempt to deepen the strategic relationship with India, but have expressed growing dismay over its failure to yield follow-on deals for US-based reactor makers. Reuters
