If Indian Point Nuclear Reactor melted down – who would pay ?
NEW YORK WONDERS WHERE NUCLEAR CLEANUP FUNDS WOULD COME FROM, Next Gov 25 Sept 13 Who — and what pot of money — would drive cleanup after a severe nuclear-power-plant incident is a question still left unanswered by the federal government, New York state officials say in a recent legal filing with the Nuclear Regulatory Commission.
Under the Price-Anderson Act, which Congress first passed in 1957 and has renewed several times since, the nuclear-power industry’s liability in the event of a catastrophe at one of its facilities is limited. The industry pays into an insurance account — which NRC officials say has a current value of $12 billion — that would be used to compensate the public for various damages incurred as the result of an incident. Those costs could be related to hotel stays, lost wages and property replacement.
However, how actual cleanup of the contaminated area surrounding a compromised facility would be paid for remains unclear, the New York state attorney general’s office notes in the Sept. 13 filing with the commission. In 2009, NRC officials informed their counterparts at the Homeland Security Department and the Environmental Protection Agency that the Price-Anderson money likely would not be available to pay for offsite cleanup — a revelation made public a year later when internal EPA documents were released under the Freedom of Information Act.
Another three years have gone by and the federal government has yet to provide a clear answer, the New York AG office says. Last year, NRC Commissioner William Magwood acknowledged in a presentation to the Health Physics Society that “[t]here is no regulatory framework for environmental restoration following a major radiological release.”……….
In the new filing, the state again asks the commission to identify which federal agency would be responsible for cleaning up radiation released by the Indian Point reactors and spent-fuel pools, as well as whether Price-Anderson funds would be available to support such a cleanup.
“Given the unique characteristics of Indian Point, the State believes it is especially important that the public have access to this information,” the New York AG office says, adding that more than 17 million people live within 50 miles of the facility.
“The communities within the 50-mile radius around Indian Point also contain some of the most densely-developed and expensive real estate around the country, critical natural resources, centers of national and international commerce, transportation arteries and hubs, and historic sites,” the state says. “Thus, the decontamination costs of a severe accident at Indian Point have the potential to be larger than an accident at any other reactor in the country.”

The perpetual question of whether to pursue the nuclear arms race or eradicate nuclear weapons has divided international opinion. Experts, politicians and world leaders have traditionally sided either for or against nuclear arms. Some believe that nuclear weapons help preserve peace, yet surely many more believe these weapons are a certain path to another world war and the eventual obliteration of mankind.
But although there has been much discussion of the issue, few on either side have turned for advice to the victims of nuclear tests and explosions. We have a lot to say and a right to be heard.
I was born in 1968, about 100 kilometers away from the notorious Semipalatinsk nuclear test site in eastern Kazakhstan where the Soviet Union tested hundreds of nuclear devices over four decades. I was born without arms, a result of the horrific impact of nuclear radiation on the health of our people. As I grew up, I saw that I was not alone.
I saw mothers and midwifes shocked at the sight of other babies born with birth defects. I saw families too embarrassed to show their children to the outside world, hiding them deep inside their homes and bringing them out only briefly to have some fresh air and sun. I saw families and whole communities decimated by radiation-related cancers. As the United Nations notes, more than 1.5 million people in Kazakhstan suffered the effects of Soviet nuclear weapons testing, which lasted from 1949 until 1991. Continue reading

Fukushima radiation leaks an international crisis
The water flowing through the site is also undermining the remnant structures at Fukushima, including the one supporting the fuel pool at Unit Four.
The immediate bottom line is that those fuel rods must somehow come safely out of the Unit Four fuel pool as soon as possible.
Spent fuel must somehow be kept under water. It’s clad in zirconium alloy which will spontaneously ignite when exposed to air.
Each uncovered rod emits enough radiation to kill someone standing nearby in a matter of minutes. A conflagration could force all personnel to flee the site and render electronic machinery unworkable.

There is no excuse for not acting. All the resources our species can muster must be focussed on the fuel pool at Fukushima Unit 4. Fukushima’s owner, Tokyo Electric (Tepco), says that within as few as 60 days it may begin trying to remove more than 1300 spent fuel rods from a badly damaged pool perched 100 feet in the air. The pool rests on a badly damaged building that is tilting, sinking and could easily come down in the next earthquake, if not on its own.
Some 400 tons of fuel in that pool could spew out more than 15,000 times as much radiation as was released at Hiroshima.
The one thing certain about this crisis is that Tepco does not have the scientific, engineering or financial resources to handle it. Nor does the Japanese government. The situation demands a coordinated worldwide effort of the best scientists and engineers our species can muster.

Damning verdict on Japan’s ability to stop radioactive groundwater leak

The former chief nuclear regulator in the United States has delivered a damning verdict on Japanese authorities’ ability to stop contaminated groundwater from the crippled Fukushima nuclear plant flowing into the sea. Gregory Jaczko was responding to comments by the Japanese Prime Minister that the situation at Fukushima was under control.
Mr Jaczko told foreign journalists in Tokyo that the surging groundwater “was beyond human control”, warning that a planned underground ice wall around the site would also fail to stop the sea becoming contaminated.

Tatsuya Murakami, Mayor of Tokai-mura in Ibaraki Prefecture: When I consider what has been done in the past, the national government has had the state policy of promoting nuclear power.
And the way that they have promoted nuclear power has been very similar to the way a kind of bad government would operate.
In other words, they have used sort of military, police state methods in order to promote nuclear power, and I’m not in favor of that kind of action at all.
But having said all of this, concerning the severity of this accident I think the state must step in.

World’s largest solar thermal plant now in action
World’s biggest solar thermal power plant fired up in California Grist By John Upton 25 Sept 13 Business Wire Ivanpah The 3,500-acre Ivanpah Solar Electric Generating System is a startling sight in the Mojave Desert. Three sprawling units each contain a circular array of mirrors reflecting rays from the sun toward a 459-foot central tower. Water in the tower is heated by the rays to produce steam, which spins turbines and — voila — electricity is produced.
It all seems a bit magical, but as of Tuesday, the world’s largest solar thermal power plant began feeding energy into a power grid for the first time.
How much energy? Once fully operational, the project is expected to produce 377 megawatts of power that will be sold to two Californian utilities, helping the state’s electricity sector meet ambitious, state-mandated renewable energy goals. During some days it could provide enough power for more than 200,000 homes.
Partners in the project include NRG Energy, BrightSource Energy, Google, Bechtel and, of course, you and me. But in fact, we’ve now realized that that’s no longer a safe assumption—we can see, with certain phenomena in certain parts of the world, that the activity today is not simply the average of history.”This pronounced shift can be seen in extreme rainfall events, heat waves and wind storms. The underlying reason, he says, is climate change, driven by rising greenhouse gas emissions. CRA says Saskatchewan uranium giant Cameco has avoided paying hundreds of millions in Canadian taxes by offshoring profits in Switzerland http://business.financialpost.com/2013/09/25/cameco-cra-tax/ John Greenwood | 25/09/13 The Canada Revenue Agency says Saskatchewan-based Cameco Corp. hasn’t been paying its taxes and it wants the money. Now Saskatchewan premier Brad Wall has joined the fray, calling for Cameco, the world’s largest publicly traded uranium producer, to pay up.
Speaking to reporters this week, Mr. Wall said part of the tax revenue that Ottawa collects ends up going back to the provinces, so when the CRA says it’s not getting what it believes it should, “that’s a concern to [Saskatchewan] as well, and it should be. It doesn’t matter who the company is, or the individual. We should pay taxes that are due.”
At issue is Cameco’s alleged practice of shifting profits to a Switzerland subsidiary where taxes are lower. And while the Cameco case has been going on for several years and though the CRA won the most recent round, the ruling is being appealed and observers say it is unclear who will come out on top.
“The CRA has had a lot of trouble proving some of these cases in court,” said Dennis Howlett, executive director of Canadians for Tax Fairness.
Observers say the practice of transfer pricing as a way to lower tax rates is widespread across corporate Canada, engaged in by many of the biggest and best known players across a swath of industries.
The politicians are wrong – 100% renewable energy is possible Guardian UK Dr Nafeez Ahmed 25 Sept 13, If Miliband wants to beat the Big Six and deliver energy price freeze promise, he must fix his party’s broken policies first “…….In May this year, a report by the Committee found that investing in renewable energy, as opposed to a new ‘dash for gas’, would be the cheapest option for keeping the lights on while cutting greenhouse gas emissions. Investing in renewable energy was the best option even if shale gas prices were relatively low. The report identified “a clear benefit in committing to invest in low-carbon generation over the next two decades”, rather than “an alternative strategy of investing in gas-fired generation through the 2020s and delaying investment in low-carbon technologies.”
In other words, we don’t need shale gas to keep the lights on. Renewables can not just keep the lights on, they can keep them cheap, and perhaps therefore back-up a proposed price freeze. But it seems, politicians and ministers are not interested in listening to the independent scientific advice that they themselves are commissioning with taxpayer’s money. Continue reading
