That is because it is not. That park is less active than Denver, Finland, and hundreds or thousands of other places on earth.

actually to get a reading of 0.40 on a gieger counter is showing above the evacuation limit of 0.29 mcSv/h .. but the reading is not constant..
i was at the edge of bodmin moor and managed a quick peak to 0.40 mcSv/h but it was not at that level at a steady read.. the people in the sorrounding area to bodmin have radon protection measures..
i hope you are getting your personal dose radon data from the UNSCEAR studies measured in homes and not from the averaged radon maps? you will find the doses away from these low populated areas (the lakes of finland, bodmin, mountains of Iran etc) much lower..
0.40 mcSv/h in Particulates. gases or ground shine?? that means bio accumulation..
have you a link to a radon map showing thousands of places on the earth? or even hundreds?? are they populated?
this is where children play.. i think that is worrying.. imo

Your reading of about .4uSv/h is about 3.6mSv/a which is lower than much of the natural backgound reading around the world. And the evacuation reading was more like 2uSv/h (20mSv/a). It is the “return” level that is so absurdly low. You do the people of Japan and Fukushima Prefecture a disservice by harping on negligible levels of radiation.

This explains the lack of good independent reporting in Japan.. of course the UK likely help set up Japans SMC along uk lines

Now thats what i call a decent risk assesment of the situation.. 27 children with thyroid cancer already!! ?? Minimise any radionuclide intake and dont let the lessons of chernobyl be missed .. though there are deniers!!
At least the locals are fighting back imo
