Mr. Kobayashi, more than a year after the Fukushima disaster during the Tokyo demonstrations when hundreds of thousands of people were on the streets. Did this change something in your country?

If you mean by government and industry: no. The Government, with responsibility for the consequences of Fukushima, Ministry of Industry, the power plant operators and TEPCO are still working together closely, as they did formerly. How does that work?

Initially, the government held to the internationally accepted limit of one millisievert of radiation per year, which a person can be exposed. How does the Ministry and authorities respond to the new hospital?

Your criticism is also that the media in Japan are bad witnesses?

Energy and industrial groups are the largest funders of the private media in Japan. This includes also the nuclear industry such as TEPCO. They give a critical coverage, they are not interested in and want to stop them. Fukushima will be reported as little as possible. I also mention the major private television networks. Also comparable with the ARD and ZDF channels are placed under pressure from above. Some young journalists with moral convictions terminate therefore and make their own channel, an Internet News Center on Youtube about. They finance their work through donations and publish latest results from the Fukushima power. The move by these journalists is becoming increasingly important.

The nuclear power plants are not about economics, but about interest policy..

This means that a change in energy policy after the German model is not possible in Japan?

The public pressure on the Government is growing. After the disaster, only 200 to 500 went people on the street, there are 200 000 people now a week in Tokyo. And this number will probably continue to grow. So I can imagine that a change in energy policy will be enforced.

What role can the new Green party have here?

Only a very small one. To understand this, one must know Japanese history and mentality. It is rooted in the rule of the Samurai. The founder of the last dynasty – the 250-year-long ruling Tokugawa – knew that he could dominate and one the country in the long term, not only with violence. He resorted to a kind of brainwashing on the basis of Confucianism. From this he developed a virtue of obedience. That means: everyone must believe the word of a senior or higher rank in the hierarchy and it followed. This is the highest virtue of Japan and all people to understand that. But who has benefited? The people at the top. This was the Shogun at that time and today are the leaders of politics and the economy.

Therefore, a Green Party has no chances against the establishment?

If no prominent people are active there, the Japanese react cautiously. And the Greens are missing these prominent heads, which reduces their success. It would help to win just as respected intellectual Japanese supporters. Meanwhile, actors, musicians and writers have come forward. They are also already been demonstrations and have spoken there. Such celebrities we must win. If these people as candidates for the engagement of citizens’ groups are ready, then the voters are interested. This has to do with our mentality. The Japanese need a strong personality whose word they listen and follow . The Green Party has its weakness there: Correct Here it is uttered, but it lacks prestige, because the activists are unknown.

Is a steep career of the unnamed eco activists to politicians and Ministers so unthinkable?  

This is very difficult. Our current politicians are sons of previous politicians and these were also sons of politicians. In Japan, there are hardly any politicians who have come only through their work to the top.   But the Fukushima disaster launched the process of the criticism of the industrial complex and the Government. Is the irreversible?   A return to the original states in Fukushima can not happen, the policy will change.. But I’m afraid: We are left to wait with regard to the terrible consequences of the nuclear disaster and little time.
