The high radiation dose makes it inaccessible to humans, and it is still difficult to determine which parts of the containment vessels are damaged.

In 2005, they switched to the “in-air” method of removing debris without water, and are aiming to begin trial removal of debris from Unit 2 in the latter half of FY2011. However, since the method prioritizes easy access to the debris and uses a robot arm in a confined space, only about 1 gram of debris can be removed in a single operation. It is estimated that there is a total of 880 tons of debris in the three reactors, making it almost impossible to complete the removal using this method.
 Therefore, JAEA has switched to a method to remove a large amount of debris from the Unit 3 reactor. The work is expected to involve the scattering of enormous amounts of radioactive materials, such as by cutting the debris into chunks, and if the debris is not shielded by water, it will be very dangerous. Since the containment vessel cannot be filled with water, the idea of submerging the entire building outside of it has emerged. In other words, it is a flooding method that has been reshaped on a large scale.

Anti-nuclear activists’ tents forcibly removed from economy ministry premises after yearslong battle

Tokyo District Court officials on Sunday removed activists’ tents on the economy ministry’s premises nearly five years after they were erected by anti-nuclear campaigners protesting the government’s handling of the Fukushima nuclear crisis.

The removal of the three tents — which took place before daybreak Sunday — came after the government asked the court to enforce its order to dismantle the site.

Handed down in February 2015, the order was upheld by the Tokyo High Court last October. It became final after the Supreme Court in July rejected an appeal filed by the two anti-nuclear campaigners.

The three tents were set up in September 2011 on a roughly 50-sq. meter plot of land at the economy ministry, which oversees the nuclear power industry.

The site had been used as a base to conduct anti-nuclear activities outside the ministry after the March 2011 triple meltdown at the Fukushima No. 1 power plant, with activists uploading live video footage online, staging a hunger strike and forming human chains.

The forcible removal by court officials took place in the early hours of Sunday, a time when there were few passers-by.

About 10 citizens, including some who were staying in the tents overnight, protested as officials fenced off the encampment and blocked the road around the premises before dismantling the tents.

The government is pushing through the reactivation of nuclear power plants without taking responsibility (for the Fukushima crisis),” said a 53-year-old company employee who had been staying in one of the tents on Saturdays since the first one was erected in September 2011.

We will carry on with our protests,” he added.

In its ruling last year, the Tokyo District Court also ordered the activists to pay roughly ¥21,000 ($209) per day in fees for using the land for as long as they remained at the site. The unpaid amount has now totaled more than ¥30 million.

The district court said that while it “understands the campaigners’ compelling motive to join anti-nuclear activities after the atomic accident” that affected many people, they “do not have special rights to use the land” belonging to the Ministry of Economy, Trade and Industry in the capital.

NRA commissioner suggests plan to remove all fuel debris at Fukushima plant may not be best option

FUKUSHIMA – A Nuclear Regulation Authority commissioner has suggested that removing all fuel debris from reactors at the meltdown-hit Fukushima No. 1 nuclear power plant may not be the best option.
“I wonder if the situation would be desired that work is still underway to extract fuel debris 70 or 80 years after” the nuclear disaster, NRA Commissioner Toyoshi Fuketa told reporters Friday.
“There are a variety of options, including removing as much fuel debris as possible and solidifying the rest,” he added.
Fuketa and another NRA commissioner, Satoru Tanaka, visited the complex Friday, the last of the commissioners to do so ahead of the fifth anniversary of the March 11, 2011, earthquake and tsunami that triggered to the triple meltdowns at the atomic plant.
His remarks could affect the decommissioning plan drafted by the government and the plant’s operator, Tokyo Electric Power Co. Under that scenario, fuel debris is to be disposed of over the course of 30 to 40 years.
Fuketa said that unlike the disaster at the Chernobyl nuclear power plant, it is “not realistic” to construct concrete buildings to cover reactors at the Fukushima No. 1 plant because the situation is different.
The commissioner also questioned whether construction of an underground ice wall around the reactor buildings to prevent radioactive water buildup will prove effective.
