Navajo uranium miners have died of lung cancer and other respiratory illnesses. They weren’t told of the risks, and they want compensation for radiation exposure continued.

”…………… Despite the stunning beauty of the 27,000-square-mile Navajo Nation, which encompasses parts of Arizona, New Mexico and Utah, the land is marred by a toxic history: a “horrible legacy” of uranium mining and processing that began in 1944, with the U.S. nuclear weapons program and has slowly killed Navajo miners and their families, littered the land with 523 abandoned mines and tainted pristine aquifers with radioactive ore and the dry air with radioactive dust. 

Harrison, 70, and his father Phil Harrison Sr., were both uranium miners. Harrison worked in the mines for only three months, but his father worked there for 20 years and died at 44 from lung cancer. The 1990 Radiation Exposure Compensation Act presumes that an increased incidence of lung cancer and other respiratory illnesses among the miners was caused by large doses of radiation and other airborne hazards they were exposed to. 

The Navajo fought for years to have this law enacted. To date, $2.5 billion in benefits have been paid out to 37,000 claimants—uranium miners and so-called “downwinders” affected by nuclear weapons testing in the 1950s and 1960s at the Nevada Test Site, 65 miles northwest of Las Vegas. 

Now, with the law scheduled to “sunset” in July 2022, another reckoning is at hand, as Harrison and other Navajo activists, downwinders, Catholic leaders and peace and environmental organizations like the Union of Concerned Scientists lobby Congress to extend the act and add new beneficiaries. Those include all uranium miners who have come down with cancer or respiratory illnesses since 1972 and thousands of additional downwinders in Nevada and Arizona.

“The tragic legacy of uranium mining on the Navajo Nation continues to this day, perhaps to an extent that would not have occurred if it weren’t taking place in a rural American Indian community,” Navajo Nation President Jonathan Nez told a House Judiciary subcommittee in March. In prior testimony, he referred to the Navajo’s “horrible legacy,” and said that “past uranium activity has devastated Navajo families, traditions, and our Mother Earth.”

With the Biden administration making environmental racism a top priority, and pressure building to extend the radiation compensation act, an international campaign is gaining momentum to make “ecocide”—systematic and longlasting environmental devastation—a crime, like genocide, before the Internaitonal Criminal Court in the Hague. 

The United States is not among the 123 member nations of the court and thus would not be subject to sanction for environmental destruction in America, should ecocide eventually become a crime, in a process that could take seven years or more. But ecocide’s champions say that making it an international crime would have a powerful moral impact by associating environmental destruction with genocide, crimes against humanity and war crimes that are an affront to humanity at large. 

In their 1995 book “Ecocide of Native America: Environmental Destruction of Indian Lands and Peoples,” Donald A. Grinde Jr. and Bruce E. Johansen wrote that Kerr-McGee opened the first uranium mine on the Navajo Nation in 1948: 

“There were no taxes at the time, no health, safety or pollution regulations, and few other jobs for the many Navajos recently home from service in World War II,” they wrote. “Labor was cheap. Thirty years after mining began, an increasing number of deaths from lung cancer made evident the fact Kerr-McGee had held miners’ lives as cheaply as their labor. As Navajo miners continued to die, children who played in water that had flowed over or through abandoned mines and tailing piles came home with burning sores.”

That campaign looks to gain support at a municipal level for the first legally binding international agreement to ban nuclear weapons.

They got endorsements from organizations including the Canadian Museum for Human Rights, the Rotary Club of Winnipeg and Manitoba’s Mennonite Central Committee, and gave presentations to city committees and councillors across Winnipeg — all while balancing homework and other commitments at River East Collegiate.

It’s a cause the students have been working on for years, they told CBC’s Weekend Morning Show host Stephanie Cram on Sunday.

“This cause is incredibly important for us because, among other things that our generation will be inheriting, it will still be a world still full of nuclear weapons. And so we aren’t going to stay silent as this happens,” Singh said.

“I think by far the most important reason is that [a nuclear incident] doesn’t have to be with intent. It could also be through an accident that something catastrophic could happen. And so [if we’re] trying to eliminate that risk totally, disarmament is the only guarantee toward that. No other solution exists.”

Ali says she hopes their achievement with city council inspires other young people to get involved in issues that matter to them.

“No cause or activism work is too impossible to achieve,” Ali said.

“The key to making change is to start. And we started this not knowing where it could end up, but we took it so far and we’re so happy for that.”

The move means Winnipeg joins 14 other Canadian cities, including Toronto, Vancouver and Montreal, in support of the nuclear weapons prohibition treaty, the campaign’s website says.

However, while Canada has said it’s committed to nuclear disarmament, it has so far not signed the UN treaty.

Ali says that’s why getting Winnipeg’s support felt like such a win — it added one more city to the list of those willing to go on the record that it stands in support of the ban, and potentially sends a message to Ottawa.

“Not one city is going to make a difference,” she said.

“But when more cities do it — especially here in Canada, as Winnipeg joins the list — then hopefully we can turn that conversation up to the national level and make this a priority, because right now it’s not as discussed as it should be and that needs to change.”

The biggest issue is still awareness, so Ali and Singh’s work isn’t done yet. Next, they say they plan to take the campaign to other cities and municipalities in Manitoba and Canada.

Uranium is recovered from the earth in two ways. The first is conventional mining of the ore, in which miners dig the rock out of open pits that strip away the topsoil. The second, which is the most common extraction method in the United States, pumps chemicals into groundwater to dissolve uranium from the rock, known as “situ leaching.”

After the extraction, the ore is taken to mills, where it is crushed, ground up and dissolved to be solidified, dried and packaged.

Regardless of the extraction method, mining and milling uranium leaves behind radioactive waste that contaminates water and the land, according to the Environmental Protection Agency. Waste from open pit mines is often left in piles outside the mine, while tailings from the milling process remain radioactive and contain hazardous chemicals. 

“Wind can blow radioactive dust from the wastes into populated areas and the wastes can contaminate surface water used for drinking. Some sites also have considerable groundwater contamination,” according to the EPA website. 

The EPA is conducting water studies at three areas on the reservation that have been affected by historical mining to “inform future investigations and potential cleanups by EPA and private parties.”

The Journal of Contemporary Water Research & Education said in a June 2020 study that while high concentrations of uranium and arsenic may be found naturally in some areas, contamination is “especially troublesome on the Navajo Nation, where past (uranium) mining activity may have contaminated water supplies.”

Out of 82 unregulated wells sampled for the study, nine exceeded the maximum contaminant level for drinking water standards for uranium and 14 exceeded standards for arsenic. Because of these contaminants, a study published by the Journal of Vacuum Science & Technology in March 2020 found that nearly 30 percent of Navajo homes had to rely on hauling water to meet their needs.

The lack of drinking water affects not only the Navajo living on the reservation, but their livestock and land usability, as well.

The EPA began investigating the effects of the uranium mines in the Cove region in January 2015, after a settlement from Tronox, a company spun off from Kerr-McGee in 2006, provided almost $4.4 billion for cleanup of more than 50 abandoned uranium mines. Forty-two of the mines are on or near the Navajo Nation, which received $45 million in the settlement, and 32 are in the Cove area, where more than 7 million tons of ore were mined, according to the EPA

The funds allowed for the assessment and cleanup of 230 of the 523 abandoned uranium mines across the reservation, which is ongoing. In the Northern Abandoned Uranium Mine Region, where the Cove Chapter is located, 121 of the 229 mines are targeted in the cleanup process.

Kerr-McGee was among the companies that extracted a total of 30 million tons of uranium ore from the Navajo land from 1944 until 1986. Report backs NASA proposal to change astronaut radiation exposure limits, Space News, by Jeff Foust — June 25, 2021  WASHINGTON — A National Academies committee has endorsed a NASA proposal to change the radiation exposure limits the agency sets for its astronauts but cautioned that the revised limit is still insufficient for human Mars missions.

The June 24 report by a committee established by the National Academies and sponsored by NASA backs the agency’s proposal to set a single lifetime radiation exposure limit for astronauts, rather than different limits based on age and gender.

Currently, lifetime exposure limits range from 180 millisieverts for a 30-year-old woman to 700 millisieverts for a 60-year-old man. Those limits are based on models intended to set a limit of no more than a 3% risk of radiation exposure-induced death (REID) at the 95% confidence level.

NASA proposed changing that to a limit of about 600 millisieverts, regardless of age or gender. That limit is based on the mean 3% risk of REID for a 35-year-old woman, the most conservative case but measured to a different standard than the earlier calculation.

The change, the committee noted, will allow more opportunities for female astronauts given the higher radiation limits. “Taken together, the proposed standard creates equality of opportunity for spaceflight with the trade-offs of somewhat higher allowable exposure to radiation for a subset of astronauts (primarily women) and limiting exposures below otherwise acceptable doses for others (primarily older men),” the committee’s report stated………

While the revised levels will increase flight opportunities for many NASA astronauts, the levels are still more conservative than many other space agencies. Roscosmos, the European Space Agency and the Canadian Space Agency all set lifetime exposure limits of 1,000 millisieverts for their astronauts and cosmonauts, without any age or gender differences. The Japanese space agency JAXA does have age and gender differences, varying between 500 and 1,000 millisieverts.

Even those higher levels fall short of projected radiation exposures for round-trip Mars missions, which the report noted would exceed 1,000 millisieverts. Any astronauts who fly on a Mars mission would need a waiver to NASA’s radiation exposure limits, which raises ethical questions. “NASA should develop a protocol for waiver of the proposed space radiation standard that is judicious, transparent, and informed by ethics,” the committee recommended.

The settlement, reached with the Central Coast Regional Water Quality Control Board, was the result of a thorough Water Board investigation into alleged violations stemming from the plant’s use of water from the Pacific Ocean in its cooling system since 1985 and was officially filed on May 25 with the San Luis Obispo Superior Court.

According to Thursday’s report by Cal Coast News, the nuclear power plant takes in water from sea to condense steam after it passes through two electrical generators in a process called “once-through cooling” and the used water is then released back into the ocean.

Under the power plant’s local permit, public water was allowed to be piped from nearby sea area into the ocean, but environmentalists argued the discharge of water into the ocean harmed marine life.

Ailene Voisin, spokesperson for the Central Coast Regional Water Quality Control Board, estimated the thermal discharge to be about 20 degrees Fahrenheit (11.1 degrees centigrade) above the ambient ocean temperature in that area and that alterations to the nearby ecosystem “are well-documented and well-understood,” yet with “no feasible technological alternatives or modifications.”

Another problem was that the induction system that pumps water from Diablo Canyon into the power plant also sucked up an estimated 1.5 billion fish larvae per year, causing disruptions to the reproductive cycle of local fish.

The Water Board said in a press release on June 18 that the settlement funds received from PG&E would be used for water quality projects that benefit the region. In addition to the settlement, the release indicated that PG&E had also been making yearly payments to mitigate the issues from their overheated discharges.

Washington (June 25, 2021) – Senator Edward J. Markey (D-Mass.), Chair of the Subcommittee on Clean Air, Climate, and Nuclear Safety in the Senate Committee on Environment and Public Works, today sent a letter to the Nuclear Regulatory Commission (NRC), urging the agency to address safety and security concerns before approving the draft rule, “Regulatory Improvements for Production and Utilization Facilities Transitioning to Decommissioning,” and putting out a proposed rule for public comment. “The Nuclear Regulatory Commission must prioritize the safety and security of the nuclear plants it oversees,” said Senator Markey. “As currently written, the proposed rule would allow the NRC and plant operators to cut corners on safety and limit public participation, which is critical to the decommissioning process. The communities around our nuclear plants deserve better than this.”

  • propose a defined and exact set of rules on how plants should navigate the decommissioning process;
  • improve public participation during the NRC’s consideration of any license transfers requested in connection with a nuclear plant’s decommissioning process;
  • acknowledge and address the fact that spent fuel could remain onsite for long periods of time, perhaps indefinitely; and
  • reevaluate its proposal to reduce financial protections for offsite and onsite liability claims for plants that are in the process of decommissioning.

Senator Markey also requests that the NRC ensure that the twenty-three nuclear reactors, such as Pilgrim Nuclear Power Station, that have already begun the decommissioning process adapt their operations to reflect stronger standards. The NRC should also establish the proper checks to ensure the safety and security of the eight additional nuclear power plants that have already declared their intent to decommission. Senator Markey has consistently urged the NRC to prioritize safety and public participation in the nuclear decommissioning process. Last Congress, Senator Markey reintroduced the Dry Cask Storage Act, which was aimed at improving the storage of spent nuclear fuel at nuclear plants across the nation.

As the Pilgrim Power Station commenced its decommissioning process, Senator Markey continued to fight to ensure that the NRC prioritized safety and public participation. In August 2019, Senators Markey and Elizabeth Warren (D-Mass.), and Representative William Keating (MA-09) wrote to the NRC to urge it to delay ruling on the proposed license transfer for Pilgrim from Entergy Nuclear Operations, Inc. to Holtec International until after the Commission considered and ruled on extant petitions and motions. In October 2018, Senator Markey and Rep. William demanded clear details from Holtec and Entergy about the safety and security issues involved in the ownership, transfer, and eventual decommissioning of the power plant.

The bill, led by Senator Ben Cardin, provides a production tax credit of $15 per megawatt hour for existing nuclear plant owners or operators in states such as New York, Illinois, and Pennsylvania which have deregulated power markets. They plan to use the plutonium as fuel for a new nuclear reactor, still in the design stage. If the project is successful, the entire package could be replicated and sold to other countries.

However, American scientists and non-proliferation experts say that Canadian government support for the Moltex plutonium-extraction project is undermining the global nuclear weapons non-proliferation regime. Plutonium is the primary nuclear explosive material in the world’s arsenals of nuclear weapons.

On March 18 this year, federal Intergovernmental Affairs Minister Dominic LeBlanc announced a $50.5 million grant for the Moltex project, adding to the $5 million the New Brunswick government gave the company in 2018. During the announcement, LeBlanc and Premier Blaine Higgs described the Moltex project as “recycling” nuclear waste, although less than one percent of the used nuclear fuel is potentially available for use as new reactor fuel, leaving a lot of radioactive waste leftovers.

On May 25, nine US non-proliferation experts sent an open letter to Prime Minister Trudeau expressing concern that by “backing spent-fuel reprocessing and plutonium extraction, the government of Canada will undermine the global nuclear weapons non-proliferation regime that Canada has done so much to strengthen.”

The nine signatories to the letter include senior White House scientist appointees and other US government advisors who worked under six US presidents: Kennedy, Johnson, Nixon, George H.W. Bush, Clinton, and Obama; and who hold professorships at the Harvard Kennedy School, University of Maryland, Georgetown University, University of Texas at Austin, George Washington University and Princeton University.

Plutonium is a human-made element created as a byproduct in every nuclear reactor. India exploded its first nuclear weapon in 1974 using plutonium extracted from a “peaceful” Canadian nuclear reactor given as a gift many years earlier. In the months afterwards, it was discovered that South Korea, Pakistan, Taiwan and Argentina – all customers of Canadian nuclear technology – were well on the way to replicating India’s achievement.

The US and its allies acted swiftly to prevent these countries from acquiring the necessary plutonium extraction facilities. To this day South Korea is not allowed to extract plutonium from used nuclear fuel on its own territory due to proliferation concerns.

Several years after the Indian explosion, the US Carter administration ended federal support for civil reprocessing of spent nuclear fuel in the US out of concern that making plutonium more available would contribute to the proliferation of nuclear weapons. At that time, Canada’s policy on reprocessing also changed to accord with the US policy.

Moltex is proposing extract plutonium at Point Lepreau using “pyroprocessing,” in which the solid used reactor fuel is converted to a liquid form, dissolved in a very hot bath of molten salt. What happens next was described by Moltex Chairman and Chief Scientist Ian Scott in a recent article in Energy Intelligence. “We then — in a very, very simple process — extract the plutonium selectively from that molten metal. It’s literally a pot. You put the metal in, put salt in the top, mix them up, and the plutonium moves into the salt, and the salt’s our fuel. That’s it … You tip the crucible and out pours the fuel for our reactor.”

From an international perspective, the federal support of the Moltex project can be seen as Canada sending a signal – giving a green light to plutonium extraction and the reprocessing of used nuclear fuel.

The US experts are concerned other countries could point to Canada’s support of the Moltex project to help justify their own plutonium acquisition programs. That could undo years of efforts to keep nuclear weapons out of the hands of countries that might want to join the ranks of unofficial nuclear weapons states. The Moltex project is especially irksome since its proposed pyroprocessing technology is very similar to the one South Korea has been trying to deploy for almost 10 years.

Despite the alarm raised by the nine experts in their letter to Trudeau, the government has not yet responded. The only response has come from the industry, Moltex CEO Rory O’Sullivan. His reply to a Globe and Mail reporter: the plutonium extracted in the Moltex facility would be “completely unsuitable for use in weapons.”

But the International Atomic Energy Agency (IAEA) has stated that “Nuclear weapons can be fabricated using plutonium containing virtually any combination of plutonium isotopes.” All plutonium is of equal “sensitivity” for purposes of IAEA safeguards in non-nuclear weapon States.

Similarly, a 2009 report by non-proliferation experts from six US national laboratories concluded that pyroprocessing is about as susceptible to misuse for nuclear weapons as the original reprocessing technology used by the military.

In 2011, a US State Department official responsible stated that pyroprocessing is just as dangerous from a proliferation point of view as any other kind of plutonium extraction technology, saying “frankly and positively that pyroprocessing is reprocessing. Period. Full stop.”

And, despite years of effort, the IAEA has not yet developed an approach to effectively safeguard pyroprocessing to prevent diversion of plutonium for illicit uses.

Given that history has shown the dangers of promoting the greater availability of plutonium, why is the federal government supporting pyroprocessing?

The answer: the Canadian nuclear lobby wants it. In the nuclear industry’s report released in March, “Feasibility of Small Modular Reactor Development and Deployment in Canada,” reprocessing (which they call “recycling”) spent nuclear fuel is presented as key to the industry’s future plans.

To date however, there has been no democratic open debate or public consultation over the path Canada is charting with nuclear energy. Important national and international issues are at stake, and conscientious New Brunswickers and all Canadians should sit up and take notice. Political representatives in the Canadian Parliament and the New Brunswick Legislature owe it to their constituents to demand more accountability and ask why our governments are supporting a plutonium-extraction project that raises such serious international concerns.

A Wisconsin advocacy group argued Tuesday that the state’s last operational nuclear power plant shouldn’t have their license extended given the environmental impact and safety concerns about the aging infrastructure.

Physicians for Social Responsibility Wisconsin (PSR), an anti-nuclear nonprofit group of health care professionals based in Madison, filed a petition in March challenging the application to renew Point Beach Nuclear Plant’s licenses for an additional 20 years.

The Two Rivers power plant is owned by NextEra Energy and its current licenses expire in 2030 and 2033.

The U.S. Nuclear Regulatory Commission’s Atomic Safety and Licensing Board held a remote hearing Tuesday to consider the nonprofit group’s challenge.

Terry Lodge, an attorney representing PSR, argued the nuclear power plant has caused “50 years of carnage” to fish, fish larvae and some migratory birds because the plant pulls water from Lake Michigan.

“There’s considerable local kill that occurs,” Lodge said during the hearing. “So long as this system is allowed to operate as it does, it is inevitable, with the uptake of approximately a billion gallons a day for purposes of cooling the two units at Point Beach.”

Lodge also claimed NextEra Energy didn’t adequately consider utility-scale solar energy systems as an alternative to continuing to operate the nuclear power plant. They argue solar technology will continue to progress before Point Beach’s current license expires and will be a more environmentally-friendly alternative to nuclear power.

“There is a fixation that is manifest in the Point Beach application that centralized, large baseload power units are somehow the most satisfactory and effective way of addressing the electric power needs in their jurisdiction. That is very false and in fact, Point Beach is an obstacle to the future,” Lodge said.

Lodge argued the 50-year-old plant hasn’t done sufficient testing or safety improvements to ensure there is a low probability of a reactor or turbine failure……..

One of the biggest power companies in the U.S., is planning to run its fleet of 11 nuclear reactors until they’re 80 years old.

The company filed an application with the U.S. Nuclear Regulatory Commission to renew the license for its Oconee power plant for 20 years, Charlotte-based Duke said in statement Monday. The South Carolina facility began producing power in 1973 and the extensions would keep the three reactors in service until 2053 and 2054.

The company plans to submit similar extension requests for its five other nuclear plants in the Carolinas, which all went into service in the 1970s and 1980s. Duke is part of a growing number of U.S. nuclear owners that are planning to keep their reactors in service for eight decades. Exelon Corp., Dominion Energy Inc. and NextEra Inc. have already been granted similar extensions, creating what will eventually be the world’s oldest nuclear fleet……….

U.S. NRC launches investigation at Southern Georgia Vogtle 3 nuclear unit, June 21 (Reuters) – The U.S. Nuclear Regulatory Commission (NRC) said Monday it launched a special inspection at Southern Co’s (SO.N) Vogtle nuclear power plant in Georgia to identify what led to remediation work at the third unit, which is under construction.

The NRC said its team will focus on the electrical cable raceway system, which is designed to prevent a single event from disabling redundant safety-related equipment.

Southern has said the two units under construction at Vogtle, which are billions of dollars over budget and years behind schedule, were on track to enter service next year with Unit 3 in January and Unit 4 by its regulatory-approved in service date of November 2022. …………

When Georgia approved the Vogtle expansion in 2009, the two 1,117-megawatt Westinghouse AP1000 reactors were expected to cost about $14 billion and enter service in 2016 and 2017.

Some analysts estimate costs have ballooned to more than $27 billion due to delays related to a nuclear accident at Japan’s Fukushima plant in 2011 and the 2017 bankruptcy of Westinghouse, the project’s former contractor.

US President Joe Biden and Russian President Vladimir Putin have concluded a high-stakes summit aimed at cooperation but dominated by deep disagreements.

US President Joe Biden and his Russian counterpart Vladimir Putin have ended their highly anticipated summit in Geneva.

The leaders’ first in-person meeting since Biden became president took place at a lakeside villa amid soaring tensions between their two countries.

As talks ended after less than the five hours either side thought they would need, Biden gave a thumbs up. Members of the US team said the meeting had been “quite successful.”

After the meeting, the two sides released a joint statement on one of the main topics of discussion, nuclear proliferation. The statement read, “Nuclear war cannot be won and must never be fought.” 

DW Moscow correspondent Emily Sherwin said, “Biden managed to walk a fine line with Putin,” recognizing Russia’s desire to be seen as a major geopolitical power.

The joint US-Russian statement said progress on shared goals could be achieved, “even in periods of tension,” going on to state, “The United States and Russia will embark together on an integrated bilateral Strategic Stability Dialogue in the near future that will be deliberate and robust.”

Nathan Strout, 17 June 21, WASHINGTON — The head of the Space Force acknowledged that the U.S. is developing the “appropriate” directed-energy systems to maintain American space superiority, although he declined to provide details in the unclassified setting of a June 16 congressional hearing.

Noting that directed-energy systems could be a possible defensive tool for American satellites, Rep. Jim Langevin, D-R.I., asked Chief of Space Operations Gen. Jay Raymond whether the United States was adequately developing a directed energy portfolio “to be an effective capability for space dominance.”

“Yes sir, we are,” Raymond responded, suggesting that they discuss the issue in more detail in a classified setting. “We have to be able to protect these capabilities that we rely so heavily on.”

n a statement to C4ISRNET, a Space Force spokesperson said, “General Raymond has stated many times that China and Russia have directed energy capabilities that are designed to damage or destroy our satellites. His response to Congressman James Langevin’s question was confirming that our architecture developments in the face of these threats are appropriate.”

The Missile Defense Agency has explored using space-based lasers to intercept ballistic missiles in the past, and other nations have fielded ground-based laser dazzling weapons that can blind on orbit sensors. However, the Space Force has been effectively mum on what weapon systems — conventional or directed energy — it is developing to protect its satellites or defeat enemy satellites. Raymond’s acknowledgement at the hearing might be the first time he’s publicly confirmed the directed energy systems are under development.

The government cited the development of anti-satellite (ASAT) weapons by China and Russia as a justification for the creation of Space Command and the Space Force, and since their establishment military space leaders have been quick to criticize ASAT development and testing. U.S. Space Command’s Gen. James Dickinson has heavily criticized direct-ascent missile tests by Russia, which demonstrated the ability to take out satellites in low Earth orbit and the potential to cause dangerous space debris. Perhaps more concerning is a mysterious Russian satellite that has shown the ability to fire a projectile in space. Raymond refers to the spacecraft as an on-orbit weapon system.

Russia has made space a war-fighting domain by testing space-based and ground-based weapons intended to target and destroy satellites. This fact is inconsistent with Moscow’s public claims that Russia seeks to prevent conflict in space,” said Dickinson after a Russian ASAT test in December. “Space is critical to all nations. It is a shared interest to create the conditions for a safe, stable and operationally sustainable space environment.”

However, the Space Force — and the Air Force before it — have always been secretive about what ASAT weapons the U.S. military has or is developing. The one with the most public details is the Counter Communications System, a transportable system that can jam enemy satellites. And while the Air Force is developing laser weapons, it’s not clear what plans — if any — there are to attach them to space systems or direct them at enemy satellites. The U.S. also has missiles that can reach satellites in low Earth orbit.

Reports from the intelligence community and observers have highlighted the development of kinetic weapons — such as those mentioned above — as well as non-kinetic weapons — such as ground-based jammers or laser systems that can effectively blind satellite sensors — by nations deemed American adversaries.

In a report earlier this year, the Center for Strategic and International Studies suggested that the Space Force develop orbital laser weapons to defend American satellites. Titled “Defense Against the Dark Arts in Space,” the report lays out the various types of ASAT weapons and describes several ways the Space Force could defend against them. That includes passive defenses, like building a redundant space architecture that could survive the loss of one or even multiple satellites, and active defenses, such as satellite-mounted lasers that could blind incoming threats.

The U.S. has invested heavily in building passive defenses, such as a distributed architecture like the one described in the report, but it’s less forthcoming on its active defenses. Other nations are less secretive. Most notably, France has stated that it could equip its satellites with weapons — possibly lasers — to defend themselves from adversaries.

While Raymond’s brief comments didn’t give any insight into what the U.S. is developing in regards to directed energy systems for space, they didn’t rule out the types of weapons laid out in the CSIS report.

“It was a limited exchange, but the context of the statements and the statements themselves certainly leave the door open to nonkinetic defensive space capabilities of some kind,” said Todd Harrison, director of the CSIS Aerospace Security Project. “As we noted in our report, on-board electronic countermeasures, such as laser dazzlers and radar jammers, can be an effective way to defend satellites against certain types of kinetic attacks. And it has the advantage of protecting satellites without producing space debris, which is important to the long-term viability of the space domain for all users, not just the U.S. military.”

The Energy Information Administration (EIA) reported the data and said that renewable energy was the only source that increased in 2020 from 2019; fossil fuel and nuclear consumption declined.

Hydroelectric power accounted for about 22% of U.S. renewable energy consumption. Consumption has remained relatively flat since the 1970s, but fluctuates with seasonal rainfall and drought conditions.

Financing set for Texas solar project

Black & Veatch unit Diode Ventures said it reached financial close on the Grizzly Ridge Solar Project, a 137.7 MW solar project located in Hamilton County, Texas, southwest of Fort Worth. The project was co-developed with RKB Energy. Details of the financing were not disclosed.

Once complete, Grizzly Ridge will provide energy to the ERCOT North Zone, a growing economy and power market where there is high demand for all forms of electricity.

The project has an executed interconnection agreement with Brazos Electric Cooperative, the transmission service provider. The area will undergo an upgrade from 69 kV to 138 kV. Diode also is in discussions to add an on-site battery energy storage system to the project.

Rockefeller Foundation partners to bolster renewables

The International Finance Corp., the private sector arm of the World Bank Group, and The Rockefeller Foundation announced a partnership to deploy $150 million of capital in blended finance to leverage up to $2 billion of private sector investment in distributed renewable energy.

The two will prioritize countries in Sub-Saharan Africa and other regions, where both organizations have identified immediate opportunities.

By blending philanthropic and private investment funding, the Rockefeller Foundation and IFC hope to de-risk capital investment in distributed renewable projects in emerging markets and help to address global energy access needs.

An initial “rapid deployment” phase will distribute $30 million in blended concessional finance and grant capital to leverage an active pipeline of distributed renewable energy projects developed by IFC.
