While thousands gathered in San Francisco to protest the Asia Pacific Economic Cooperation (APEC) and Philippine President Ferdinand Marcos Jr.’s presence at its meetings, United States Secretary of State Anthony Blinken signed a new Section 123 Nuclear Agreement with the Philippine Energy Secretary Raphael Lotilla. This agreement would allow the United States to export nuclear technology and material to Manila. Negotiations for the agreement began upon Kamala Harris’ November 2022 trip to the Philippines, making it the fastest Section 123 agreement ever signed, according to Blinken.

President Marcos Jr. portends the so-called “peaceful nuclear cooperation,” to be an alternative energy solution for the Philippines. The agreement must now go before the US Congress for approval.

Here are five reasons why we must act now to oppose it: 

  1. In a country already prone to climate disaster, vulnerable communities in the Philippines will be further at risk. Located in the notoriously active seismic zone known as the “ring of fire,” the Filipino people are among those that climate change and natural disasters most endanger, seen in the yearly typhoons and major disasters such as Typhoon Haiyan in 2013, which some estimate affected around 16 million people. History meanwhile provides no doubt about the potential disasters that can come with nuclear energy; we are already witness to the devastation caused by the nuclear accidents in Chernobyl and Fukushima. US-based nuclear companies are pivoting their projects to the Philippines, making the country a guinea pig for their untested and risky technologies. 

2 Nuclear energy poses a threat to the health and safety of communities in the Philippines. Exposure to toxic nuclear waste is linked to increased rates of cancer, cardiovascular disease and other adverse health effects, particularly in sensitive populations including children. The Philippines is highly abundant in safer forms of renewable energy, and it is better to use precautionary principles than put already vulnerable communities at further risk. There is no confidence in the Philippine government to handle this type of radiation processing of energy, especially if they are privatized and the main objective is profit.


3 Fashioned in the style of the Marcos Sr. Dictatorship, this deal benefits only the US and Philippine elite.
This is not the first attempt of the Philippine government to prioritize nuclear energy with the United States. Marcos Sr., following his declaration of Martial Law, worked with US companies to begin the building of the Bataan Nuclear Plant. The Bataan Plant, a point of protest for activists in the Philippines, quickly failed and was mothballed when the Marcos dictatorship, full of corruption and plundering of public funds for personal use, could not complete the construction. Now, Marcos Jr., known for his lavish spending on global travel, has sought to revive a nuclear project like his father’s to earn foreign investment. House of Representatives Member Mark Cojuangco, a billionaire and long-time supporter of the Marcos family, has been a proponent of nuclear projects. These families support said nuclear project because it benefits their widespread power over land and profit in the Philippines Creating a deal with the US and foreign corporations will serve their business interests, not those of the Filipino people. For the US and US based corporations, it gives the opportunity to control and profit further from the resources in the Philippines, a country which, since 2022, has allowed 100 percent foreign ownership over “clean” energy projects. 


4 The so-called “peaceful transfer” of nuclear materials thwarts the Filipino people’s right to peace, development and self-determination.
Known as the deadliest country for land defenders, environmental activists, indigenous people, farmers and people in rural areas of the Philippines are currently facing brutal attacks under the Marcos’ counterinsurgency program – recently documented by UN Special Rapporteur Ian Fry. In its attempts to squash the CPP-NPA-NDF, the Marcos regime has continued the US-designed counterinsurgency policy of Duterte and many presidents before him that result in the militarization of indigenous and rural communities, indiscriminate aerial bombings, forced surrender of civilians and mass displacement of people from their homelands. At the roots of the armed conflict in the Philippines is the Filipino people’s struggle for land and sustainable, national development, free from foreign intervention and control. The transfer of nuclear materials paves the way for more displacement of indigenous people, land grabbing for the sake of foreign corporations and further militarization of the countryside. The potential monopoly of foreign ownership over energy in the Philippines further aggravates the people’s aspiration to control and determine the development of their own economy. The US agreement with the Marcos regime gives further approval of Marcos’s policies and rewards his family for their ongoing plunder and exploitation of the Filipino people. 

5 As tensions with China escalate, the storage of nuclear materials will set a precedent for the US to allow a nuclear arsenal to be stored in the Philippines. The required technology and infrastructure for facilities to hold nuclear materials will open up the door for conversations to allow for the potential storage of US nuclear weapons on Philippine soil. President Marcos has already allowed the ongoing Kamandag war game exercises between the US, Philippines, South Korea, and Japan, only serving to escalate tensions in the region and drag the Philippines into conflict between the US and China. By allowing the US to store nuclear materials in the Philippines, Marcos is setting the stage to welcome US nuclear weapons as an opportunity to advance his foreign affairs relationship with US President Biden. 

For these reasons, we, members of the Filipino community and allies in solidarity, demand that members of US Congress halt the Section 123 US-PH Nuclear Deal.

Hydro- Quebec decides against restarting Gentilly 2 nuclear station

Hydro-Québec has decided not to go ahead with recommissioning Gentilly 2 but nuclear remains an option it is considering to increase its production capacity beyond 2035, and it will keep studying nuclear energy, CEO Michael Sabia has said. Earlier this year the government-owned corporation launched a feasibility study on the possible restart of the 675 MWe unit which closed in 2012.

AtkinsRéalis “did a 50,000-foot analysis of the viability of Gentilly”, Sabia said. “For now, given the social acceptability issues, we have decided not to proceed with this. But there are a lot of evolutions in technologies”, SMRs “could be very well structured for some places in Quebec”, he added, according to the Montreal Gazette.

RE: Hamas-Israel-Gaza-Genocide

We are writing to exercise our First Amendment to petition Congress for redress of grievances.  We are urging Congress to end the United States’ unconditional, close, and continual military and intelligence support of Israel in its ongoing physical destruction of 2.3 million Palestinians residing in Gaza. The United States is responsible for genocide under any plain reading of the Genocide Convention.

Congress commands plenary power over the foreign policy of the United States. It employed the power of the purse to end United States combat in Indochina on August 16, 1973. It prohibited the CIA from intermeddling in Angola with the Clark Amendment in 1975. And by statute, Congress has insisted that Israel receive weapons that ensure a Qualitative Military Edge over its neighbors.

Words only diminish our revulsion at the congressional dereliction in enabling President Joe Biden to transfer weapons and share real-time intelligence with Israel to destroy Palestinian civilians in Gaza in violation of multiple laws: the Genocide Convention, the federal prohibition of genocide,18 U.S.C. 1091, the Leahy Amendments, the Declare War Clause of the Constitution, and the statutory restriction on the use of American arms for defensive purposes only.

Why has Congress neglected public hearings to expose and redress these offenses to the rule of law?

Congress should enact a Joint Resolution endorsing a two-state solution featuring a Palestinian state initially administered by a United Nations caretaker mission to organize free and fair elections.

The United States’ current unlawful foreign policy is indistinguishable from “the strong do what they can and the weak suffer what they must” voiced by Thucydides in History of the Peloponnesian War.

Section 2 of the Genocide Convention defines the crime as including “intentionally creating conditions of life calculated to physically destroy a racial, religious, ethnic, or national group in whole or in part.” Evidence in the public domain authoritatively establishes that Israel is intentionally creating conditions of life in Gaza intended to physically destroy the 2.3 million Palestinian occupants. Israeli officials, without dissent, announced a siege of Gaza including the genocidal refrain, “no food, no water, no power, no electricity, no medicine, no shelter, no anything.” See e.g., “‘Erase Gaza’: Conflict Unleashes Inflammatory Rhetoric From Israeli Leaders,” New York Times, A7, November 16, 2023. Palestinians are even prohibited from collecting or storing rainwater which is considered the property of the Israeli government.

The siege of Gaza’s population has been fortified by a land invasion and bombings of hospitals, clinics, ambulances, bread bakeries, water mains, schools, apartment buildings, marketplaces, fleeing refugee families to nowhere, journalists, mosques, churches, and clearly marked United Nations schools and relief sites. Death certificates are prepared before the ink on birth certificates dries. Fires cannot be extinguished. Diseases are spreading. Deaths are at least 20,000 and probably twice or three times that number increasing by the hour, from lack of water, food, and urgent medical treatment, for those homeless battered families being driven south under Israeli bombardment and communications blackouts. There are no safe sanctuaries whether in North or South Gaza – even in hospitals they blockaded. Gaza is a free fire zone for the IDF.


Israel has turned its brutal war machine on the entire Palestinian population in Gaza. Israel’s President declaimed, “It is an entire nation out there that is responsible. It’s not true about civilians not aware, not involved. It’s absolutely not true.” An Israeli Knesset member echoed, “The Children of Gaza brought it upon themselves.” The Defense Minister insisted, “We are fighting human animals and will treat them accordingly.”

Prime Minister Netanyahu added that the Gaza conflict is between 21st century progress and “the barbaric fanaticism of the Middle Ages” and a “struggle between the children of light and the children of darkness.” He reminded Israeli Jews of the Lord’s ordering the destruction of Amalek in the Book of Samuel, “This is what the Lord Almighty says,” the prophet Samuel tells Saul. “I will punish the Amalekites for what they did to Israel when they waylaid them as they came up from Egypt. Now go, attack the Amalekites and totally destroy all that belongs to them. Do not spare them; put to death men and women, children and infants, cattle and sheep, camels and donkeys.’”

The Nazis in World War II attempted to conceal the Holocaust fearing legal accountability.  Israel’s genocide is unfolding in plain view confidant of impunity, including unconditional callous congressional support and gross misdirection of taxpayer dollars for violence, in lieu of satisfying the critical needs of the American people.

Congress is poised, without even public hearings and witnesses, to spend an additional $14.3 billion of taxpayer dollars to compensate for a staggering blunder of Israeli intelligence. Why?

Israel has taken an eye for an eye, a tooth for a tooth standard of justice of Leviticus to a criminal, genocidal level: 10,000 eyes for an eye, 10,000 teeth for a tooth. It is turning Gaza into a vast sick and dying huddle of civilian families exposed to American bombs and missiles. As the Washington Post reported, “hunger, thirst and disease are quickly spreading.” Babies are dying alone having lost their parents.

Had the touted Israeli defenses and intelligence not been colossally AWOL, the October 7th attack could never have occurred. As one elderly Holocaust survivor told The New York Times, “It should never have happened…”

President Biden has made the United States a belligerent and co-belligerent with Israel against Hamas without a constitutionally required declaration of war by Congress. Systematically providing the IDF with massive weapons made us a co-belligerent and sharing real-time battlefield intelligence made us a belligerent.

Such presidential wars are impeachable high crimes and misdemeanors as Mr. Biden himself vigorously underscored in his presidential campaign for the 2008 Democratic nomination in an interview with Chris Matthews on Hardball on December 4, 2007.

Listen further to the fundamental, historical provocation of the war as elaborated by David Ben-Gurion, founder and first Prime Minister of Israel:

“If I were an Arab leader, I would never sign an agreement with Israel. It is normal; we have taken their country. It is true, God promised it to us, but how could that interest them? Our God is not theirs. There has been anti-Semitism, the Nazis, Hitler, Auschwitz, but was that their fault? They see but one thing: we have come and we have stolen their country. Why would they accept that?” Printed in “The Jewish Paradox,” (p. 121) by Nahum Goldmann.

Ben Gurion’s recognition was echoed by Israel’s acclaimed war hero Moshe Dayan. Standing close to the Gaza border in 1956 eulogizing a 21-year-old Israeli security officer who had been slain by Palestinian and Egyptian assailants, Dayan reflected, “Let us not today cast blame on his murderers. What can we say against their terrible hatred of us? For eight years now, they have sat in refugee camps of Gaza and watched how, before their very eyes, we have turned their land and villages, where they and their forefathers previously dwelled, into our home.”

Also often forgotten by most Members of Congress is P.M Netanyahu’s widely quoted strategy of supporting and funding Hamas over the years to thwart a two-state solution with the Palestinian Authority. Roger Cohen of the New York Timeswrote on October 22, 2023, “All means were good to undo the notion of Palestinian statehood. In 2019, Mr. Netanyahu told a meeting of his center-right Likud party: ‘Those who want to thwart the possibility of a Palestinian state should support the strengthening of Hamas and the transfer of money to Hamas. This is part of our strategy.’”

The “From the river to the sea” expression originated with Prime Minister Netanyahu’s Likud party pressing for a “Greater Israel” in all of Palestine, not with Hamas. Further, the idea is also consistent with peaceful coexistence between Palestinians and Jews, by people advocating a one-state solution.

Dante observed, “The hottest places in hell are reserved for those who, in times of great moral crisis, maintain their neutrality.” The Congressional positions against Palestinian civilians, three-quarters of whom are children and women, are far beyond neutrality. Read the front-page article of the New York Times (November 26, 2023) headlined: “Israel Has Killed More Women and Children Than Have Been Killed in Ukraine.”

Congress should follow the example of President Dwight D. Eisenhower in 1956 who interceded in the Suez crisis to stop the attacks by Israel, France, and the United Kingdom, on Egypt. He also initiated the United Nations peacekeeping force in the Sinai.

Congress should conduct public hearings in the House and Senate featuring prominent and longtime Israeli peace advocates, holding past high-level government positions, along with Israeli and Palestinian human rights groups. Their voices have been excluded from Capitol Hill since 1948. You know why? Shame!

Congress cannot escape the judgment of history which will endure for the ages over its defining role in the annihilation of innocent Palestinian families – mostly children and women – inside Gaza – long described as Israel’s illegally blockaded open-air prison.

We look forward to a congressional response, from U.S. Senators and U.S. Representatives respectful of citizen petitions.

Pentagon struggling to pay for Middle East buildup – Politico

The US military has to make do with a stopgap budget that freezes defense funding at the previous year’s levels

The Pentagon is scrambling to find money to pay for a military buildup in the Middle East amid the Hamas-Israel conflict due to gridlock in the US Congress, which has so far been unable to approve full defense funding, Politico reported on Tuesday.

The US Department of Defense, along with many other federal agencies, is now operating under a stopgap funding bill which was signed by US President Joe Biden earlier this month to avert a potential government shutdown. The measure, which did not satisfy Biden’s request for additional money for Israel and Ukraine, also freezes other types of defense spending at the previous year’s levels.

Pentagon spokesman Chris Sherwood told Politico that since no one planned for a massive redeployment of US forces to the Middle East after the October 7 Hamas attack on Israel, the military “had to pull money from existing operations and maintenance accounts.” This means less funding for exercises and deployments that had already been planned.

“We’re taking it out of hide,” the spokesman said.

Since the start of the Middle East crisis, the US has deployed two aircraft carriers with escorts, additional missile and air defense systems, more than 1,000 troops, and an Ohio-class nuclear-powered missile submarine to the region.

The military buildup came as the US declared unequivocal support for Israel in its conflict with the Palestinian armed group Hamas, as well as fears that hostilities could lead to a major regional escalation involving Iran and Islamist organizations with ties to Tehran.

US defense officials had previously sounded the alarm about the congressional stalemate, warning that a lack of funding could harm not only shipbuilding and procurement programs, but the industrial base itself.

Speaking to Defense News, Deputy Under Secretary of Defense Radha Plumb did not rule out the possibility of an “additive domino effect of delays,” noting that suppliers could be especially hard-hit by this.

Meanwhile, Under Secretary of Defense Bill LaPlante warned of potential layoffs in contractor companies due to the lack of Pentagon funding.

According to Politico, if US lawmakers are unable to pass a full spending bill by spring, the Pentagon and other federal departments will have to cut their overall expenses by 1%.

Portland nuclear power startup NuScale hit with investor lawsuit

Investors have hauled a Portland-based nuclear power company into federal court claiming the company misled them about a major project promised to usher in a new age of nuclear power.

NuScale Power canceled a partnership earlier this month with Utah Associated Municipal Power Systems that would have seen the first small modular nuclear reactors built in the United States. The project called for six NuScale reactors to be built at the U.S. Department of Energy’s Idaho National Laboratory. The deal collapsed earlier this month under the weight of rising interest rates and inflation, according to NuScale. The project could have delivered nuclear power to 16 states.

In a class-action lawsuit filed Nov. 15, investors say NuScale “made materially false and/or misleading statements and failed to disclose material adverse facts about the Company’s business, operations, and prospects.” They are seeking unspecified monetary damages to recoup their losses plus interest.

While there are a number of U.S. companies trying to perfect the technology, NuScale has the only small modular nuclear reactor design approved by the U.S. Nuclear Regulatory Commission…………………

The lawsuit claims NuScale withheld from investors that the proposed Idaho project wasn’t financially viable after it failed to attract enough customers. Over the course of several investor calls in 2023, NuScale executives told investors progress acquiring the needed customer base was “looking pretty good” and that “we continue to make progress.”

But research published in October by Iceberg Research, a short-selling firm specializing in revealing “substantial earnings misrepresentation and accounting irregularities,” contradicted that narrative, claiming no new customers had agreed to buy the nuclear power since March.

The same report suggested a second planned NuScale project supplying nuclear power to two Standard Power data centers in Ohio and Pennsylvania stood little chance of success. NuScale claimed the project would consist of 24 reactors producing 1,848 megawatts of power.

“They need the power like last year. These guys are building data centers. They need it now,” Clayton Scott, NuScale’s chief commercial officer, told investors in October. “We’re going to start work right away.”

Again, researchers with Iceberg called foul.

“This contract has zero chance of being executed as Standard Power clearly does not have the means to support contracts of this size,” the firm’s report claimed.

Based on statements on Standard Power’s website, the report said the company’s demand for electricity was dramatically lower than what NuScale said it was delivering………………………..

Musk’s Lawsuit Is About Destroying Free Speech

The point of this lawsuit is to intimidate anyone who speaks out against antisemitism, white supremacy and other forms of bigotry.

He wasn’t bluffing.

After threatening to sue liberal media watchdog Media Matters for America (CNBC11/18/23), Twitter’s principal owner Elon Musk did just that, arguing in papers filed in a Texas court that the group “manipulated” data in an effort to “destroy” the social media platform, causing major advertisers to pull back (BBC11/20/23

The world’s richest human was responding to an MMFA report (11/16/23) about Twitter—which Musk has rebranded as X since purchasing the once publicly traded company—and its promotion of far-right, antisemitic content. It said that while “Musk continues his descent into white nationalist and antisemitic conspiracy theories,” the social media network has been “placing ads for major brands like AppleBravo (NBCUniversal), IBM, Oracle and Xfinity (Comcast) next to content that touts Adolf Hitler and his Nazi Party.”

The report came just as the world stood in shock of Musk’s latest outburst of antisemitism: Just before the lawsuit was filed, he “publicly endorsed an antisemitic conspiracy theory popular among white supremacists: that Jewish communities push ‘hatred against whites’” (CNN11/17/23). This received widespread condemnation, including from the White House (Reuters11/17/23).

A few weeks earlier, the South African–born billionaire had endorsed the “white genocide” conspiracy theory (Mediaite10/27/23), a central myth of white supremacy: “They absolutely want your extinction,” he replied to a Twitter user who claimed that the melting down of a statue of Robert E. Lee was proof that “many seek our extinction.” The reported exodus of advertisers from Twitter in such a brief time span has been enormous (AP11/18/23).

The AP (11/20/23) reported that Twitter’s lawsuit claims MMFA “manipulated algorithms on the platform to create images of advertisers’ paid posts next to racist, incendiary content,” and that the lawsuit states that the instances of hateful content near such advertisements were “manufactured, inorganic and extraordinarily rare.” (By “manufactured,” Musk means that MMFA got its results by following far-right accounts on Twitter as well as the accounts of Twitter‘s major advertisers.)

Antisemitic vitriol

It isn’t a secret that antisemitic vitriol has increased on the site under Musk’s management (New York Times12/2/22Washington Post3/20/23Vice5/18/23). What’s different now is that the MMFA report and the anger toward his last outburst happened as he is losing the business he desperately needs, as the brand has been rapidly tanking since he spent $44 billion to acquire it (Fortune5/30/23).

The case was filed in Texas, although Twitter is based in California and MMFA is in Washington, DC. Musk’s choice of venue has everything to do with his right-wing politics and nothing to do with compliance with the law. …………………………………………………………………

I have written for several years about the right’s attempt to use the courts and legislatures to destroy press freedom to suppress reporting and opinions the rich and powerful don’t like (FAIR.org3/26/215/25/2211/2/223/1/23). The lawsuit sends a warning to reporters and advocates that can be easily interpreted: Musk isn’t just interested in taking over one social media network, but also drowning out the voices of anyone who challenges him. The point of this lawsuit is to intimidate anyone who speaks out against antisemitism, white supremacy and other forms of bigotry.

What is going on in the 81 year old soul of Joe Biden?

He looks out from his privileged life in safe America and sees about half of Gaza’s buildings turned into rubble. Over 14,000 mainly innocents dead with likely thousands more buried under the rubble. Food, water, medicine, electricity largely denied the 2.3 million Palestinians with over three quarters now refugees.

All of this enabled and supported by President Biden. He’s sent billions in weapons to Israel to complete the removal of Palestinians from Gaza.

Even the NY Times acknowledges the historical mass killing in Gaza. “People are being killed in Gaza more quickly, than in even the deadliest moments of US-led attacks in Iraq, Syria and Afghanistan, which were themselves widely criticized by human rights groups.”

They quote former former Pentagon analyst Marc Garlasco, “It’s beyond anything that I’ve seen in my career.” He cited Israel’s use of US 2,000 lb. bombs as being the worst use of superpower bombs in densely crowed areas “since Vietnam or World War II.”

But those two thousand pounders are not enough for Biden. He’s moved to lift restrictions on additional weapons to Israel prevented by government regulations. Current restrictions only allow transfer of weapons to Israel that are obsolete or surplus. Biden wants a blank check to send any weapons, surplus/obsolete or not. He also calls for reducing the concessions Israel must offer for such weapons, eliminate the 30 day waiting period for weapons transfers and scrap the $200 million annual cap on the US replenishing weapons transfers.

Pivoting to Ukraine, Biden is demanding another $61 billion in weapons for Ukraine. His first $113 billion simply extended the US proxy war against Russia for 20 months, causing hundreds of thousands of Ukrainian deaths. In one of the most murderous acts in presidential history, Biden torpedoed the Zelensky-Putin peace agreement in the first month of the war to ‘weaken Russia.’

The most important football in the world is not a ball at all, rather it is the ‘nuclear football’ carried with the President of the United States that tells them how to launch a nuclear attack – and its contents may surprise most Americans.

Moran Cerf, 46, a neuroscience professor who studies the procedures of how a president can order a nuclear attack, told The Sunday Times what steps the leader of the free world has to take to launch a strike.

Cerf said the satchel does not contain the technology to directly launch missiles. Instead, it holds a number of plans for the president to pick through.

‘There’s a book, a really thick book with all the nuclear options. Essentially it’s like Choose Your Own Adventure,’ said Cerf. 

‘You open the book and it says, “If you want to bomb North Korea, go to page 470. And if you want to bomb North Korea and you’re going to focus on Pyongyang, go to 471.”‘

Next, the commander in chief will tell an aide what plan they have selected and that begins moving through a chain of command.

‘[This aide] has a communications device that he uses to have the president connect the command and control center, of which there are two,’ said Cerf.

One of these command posts is aboard a plane that is constantly in the air as three planes fly in shifts.

‘There’s always a plane in the air. It’s called the “Looking Glass,”‘ said Cerf.

The command then goes to a military bunker that is ‘spherical, floating on springs in a hollow cavity in the ground’ where two officers are required to launch the missiles. 

Cerf said: ‘Someone reads to them the authentication code, so that they know it’s a real thing. Each one of them has a chain with a key round his neck and they both go to a safe and insert the keys, and then they unlock the safe that has in it two other keys. And those are the keys that are actually the keys.’

‘They have to turn the keys at the same time and hold for eight seconds. And then it launches and from then on, no one can stop it.’

One of five military aides to the president – one from each branch of the armed forces: army, navy, air forces, marines and coast guard – always carries the ‘nuclear football’ in close proximity to the leader.

It has been carried by every president since Dwight D. Eisenhower in the 1950s.

The president authenticates their identity with codes found on a small plastic card carried with them. In case the president is incapacitated or has died, an identical nuclear football is assigned to the vice president.

In the event of a devastating attack on the US, the president – or vice president as backup – would confirm their identity to the National Military Command Center at the Pentagon over a secure phone by reading codes from the Sealed Authenticator System card – also known as the ‘biscuit’ – that they are supposed to carry with them at all times.

Military leaders and White House national security advisors would then brief the president or vice president on the nature of the threat and the options for retaliating. If either person wanted to consult the written options, they could do so.

Then, the president would choose a retaliatory option and the command would be read back to them. Once confirmed, the command center would use the military’s launch authorization codes to release nuclear missiles.

‘In the U.S. protocol you have to rehearse the entire process every four months, so three times a year,’ Cerf said.

However, Cerf said modern presidents rarely run through the drill.

‘The answer is zero times — [Biden] never does it. He always says, “I’m going to send someone else instead. Not a good time for me…” What about Trump? How often do you think Trump did it? And the answer is zero.’

‘The last person to have done it is Carter in the Seventies,’ Cerf said.

Soaring death rates raise concerns about Portsmouth nuclear plant

A low-cancer county has now become a high-cancer county.

Death rates in southern Ohio, especially in Pike County, are rising sharply and are among the highest in the U.S., according to two recent reports, which raises concerns about past, present and future exposures to toxic radiation from the Portsmouth nuclear plant in Piketon.

Beginning in 1954, the Portsmouth plant enriched uranium for fuel, first for nuclear weapons and later for nuclear power reactors. The enrichment process involves the creation of various radioactive chemicals, including americium, neptunium, plutonium, technetium, and several forms of uranium.

Each of these toxins, which are among the most dangerous on the planet, have been detected in the local environment, raising questions about exposures to workers and residents, and whether their health has been affected. And while uranium enrichment at Portsmouth ceased in 2001, various operations proposed for the site by federal officials would create additional radioactive products, and pose new health threats.

Health studies have never been a priority in Portsmouth’s long history. A federal analysis of plant workers only looked at deaths before 1991. Another federal study near U.S. nuclear plants, including Portsmouth, only used data from 1950 to 1984. Both are outdated.

Last year, the Ohio Nuclear Free Network supported a current, updated and detailed evaluation of trends in cancer and other health measures in and around Pike County. Two reports have been issued, using statistics made public by the U.S. Centers for Disease Control and Prevention and the Ohio Cancer Registry.

The first report found the Pike County cancer death rate was below the U.S. rate for decades, but has exceeded the U.S. since the early 1990s, with the greatest excess (33% higher) occurring in the most recent period. Pike County also has the highest rate of cancer incidence (newly-diagnosed cases) of all 88 Ohio counties. A low-cancer county has now become a high-cancer county.

The report also reviewed death rates for all causes combined. Until the mid-1990s, the Pike County rate was slightly higher than the U.S. rate. But ever since the gap has grown, especially for premature deaths (persons dying before age 75); the current rate is a staggering 85% above the U.S. − among the highest of all U.S. counties.

A second report addressed several questions. One question was whether the unexpectedly high disease and death rates stopped at the Pike County border. The answer was a clear “no” − as similar trends occurred in six counties bordering Pike (although none quite as dramatic as Pike). Local death rates for persons are especially high for those in their mid-20s to mid-50s − the prime of life − more than double the U.S. rate.

Another question was whether socioeconomic needs could explain the decline in health, as Pike has high poverty rates, relatively low access to medical care, and higher unemployment rates. But increases in death rates in six equally-needy Ohio counties were much lower; thus, “it’s just Appalachia” could not explain most of the increases.

Pike County and surrounding areas consist of small towns and rural areas. Few large industries which pollute the environment exist locally. The exception is the Portsmouth nuclear plant, which creates the most hazardous chemicals known on earth. Other factors can increase risk of disease and death, but decades-long environmental radioactivity exposures must be regarded as a factor, even a major factor, in the sharp increase in local disease and death rates.

Currently, the U.S. Energy Department has proposed or is considering additional nuclear-related operations at the Portsmouth site. These include reprocessing, modular reactors, molten salt reactors, uranium enrichment and uranium purification.

Knowing a large decline in local health for decades means extra caution should be taken to protect residents from any health hazards. Expanding an industry that may have already harmed many who live near Portsmouth is not the answer. Public officials entrusted with reducing harm to the public should act accordingly, and oppose these new initiatives.

Hacktivists breach U.S. nuclear research lab, steal employee data.

The Idaho National Laboratory (INL) confirms they suffered a cyberattack after ‘SiegedSec’ hacktivists leaked stolen human resources data online.

INL is a nuclear research center run by the U.S. Department of Energy that employs 5,700 specialists in atomic energy, integrated energy, and national security.

The INL complex extends over an 890-square-mile (2,310 km2) area, encompassing 50 experimental nuclear reactors, including the first ones in history to produce usable amounts of electricity and the first power plant designed for nuclear submarines.

Currently, INL is occupied with research on next-gen nuclear plants, light water reactors, control systems cybersecurity, advanced vehicle testing, bioenergy, robotics, nuclear waste processing, and other studies.

Hacktivists claim attack on INL

On Monday, SiegedSec announced it had gained access to INL data, including details on “hundreds of thousands” of employees, system users, and citizens.

As the group has done in previous breaches on NATO and Atlassian, they openly leaked stolen data on hacker forums and a Telegram channel run by the group, not caring to negotiate with the victim or demand ransoms.

Pentagon Publishes Proposal For Ethnic Cleansing and Colonization of Gaza; Destruction of Lebanon

The call for genocide was written on behalf of the Department of Defense and published in the “US Army’s premier multimedia organization.”

The official U.S. military publication Army University Press published an article written on behalf of the Department of Defense calling for the ethnic cleansing of Gaza and destruction of Lebanon in a November 2023 online exclusive.

This outlet is described on its website as “the US Army’s premier multimedia organization”, and an “entry point for cutting-edge thought and discussion on topics important to the Army and national defense”, which “makes timely and relevant information available to leaders in the military, government, and academia.”

While the article notes that “the views expressed in this article are those of the author and do not reflect the views of the U.S. Army, Department of Defense, or any other agency of the U.S. government.” the fact that such a radical proposal was published in the top U.S. Army publication, demonstrates that explicit support for ethnic cleansing and genocide is well accepted in its intellectual and policy-making circles.

The article’s publication comes amid Israel’s unprecedented genocidal assault on the besieged Gaza Strip following the October 7 Hamas attack. Israeli occupation forces have targeted residential buildings, schools, hospitals, ambulances, medical personnel, rescuers and first response teams, journalists, United Nations employees, mosques, churches, infrastructure, and have cut off electricity and of communication services. On November 10, the Gaza Health Ministry announced it had lost the ability to track casualties, with its last official count at 11,078 deaths, including 4,506 children, 27,490 injuries and an additional 2,700 people trapped under the rubble. An estimated 1.7 million people are displaced, including 900,000 in 154 UNRWA shelters, some of which have been bombed by Israel.

The article (archived) was written by Omer Dostri, a former Likud apparatchik who is now a national security strategist at the hawk Jerusalem Institute For Security and Strategy think tank and researcher at the Israel Defense And Security Forum.

Established in 2017 to influence domestic Israeli discourse, and drawing much of its staff from the Likudnik Begin-Sadat Center for Strategic Studies, JISS is funded by the Tikvah Fund, a cutout of the U.S. Republican party which seeks to promote a western-style neoliberal capitalist model. A creation of the late New York billionaire mogul Sanford Bernstein (who later changed his first name to Zalman upon taking Israeli citizenship), it is apparently funded today by his estate, along with contributions from American Zionist oligarchs including Rebecca Sugar, a secretive group of Jerusalem businessmen, and Australian venture capitalist Greg Rosshandler. Tikvah is chaired by neoconservative financier Roger Hertog.

“I am pleased to introduce a study I authored on behalf of the US Department of Defense and the US Army’s Military Review journal. The research delves into the political, strategic, and tactical aspects of the #Hamas attack on #Israel and the war in #Gaza,” Dostri boasted on LinkedIn.

“Well done,” commented Miriam Reichman, former political intern at Israel’s mission to the UN.

While the U.S. army paper describes October 7 as a terrorist attack, repeating the discredited Israeli government claims about beheadings and rapes, it acknowledges the sophisticated nature of the operation.

“This heinous attack was the work of a terrorist organization, yet it displayed an exceptional military and professional approach akin to the methods employed by special forces in regular armies. This underscores the significant military and intelligence capabilities that Hamas had meticulously developed over the years, specifically in preparation for this devastating event,” he wrote.

‘The optimal choice for Israel is to occupy the Gaza Strip’

Dostri explains how Israel’s “deterrence policy” has collapsed as a result of the attack, and why it must formulate a new strategy to maintain its system of supremacy.

He lists four options to accomplish this. The first three serve as window dressing, described in brief, until he arrives as the preferred choice of ethnic cleansing.

The ideal option, and that which Dostri believes will re-establish “deterrence” and provide “security”, and achieve victory, is for Israel to re-occupy Gaza for the long term, ethnically cleanse hundreds of thousands of its Palestinian residents, exponentially expand the size of the kill zone, and establish Israeli settlements inside Gaza.

“From a security perspective, the optimal choice for Israel is to occupy the Gaza Strip and establish a lasting military presence,” he writes.

Dostri cites public support for establishing settlements in Gaza from “some members of the Knesset, public figures, journalists, and nongovernmental organizations” who maintain the long-standing Zionist belief that stealing land and establishing colonies is the proper response, rather than one that engenders violent reaction from Palestinians.

While Dostri presents confiscation of land and creation of settlements as an innovative concept, this has always been the basis of Zionism, ideologically and practically.

In his bookEthnocracy: Land and Identity Politics in Israel/Palestine, Israeli scholar Ofer Yiftachel describes the process of Judaization, in which Zionist authorities expropriate land from Palestinians, transfer it to Jews, restrict Palestinian development while promoting Jewish-only colonies, and Hebraization of Palestinian place names, and redrawing boundaries to ensure Zionist dominance. This has been put into practice in the Galilee and Negev, which are part of modern-day Israel, as well as the occupied territory of the West Bank.

This method has been a constant since the creation of the State of Israel until today.

………………………………………………………………………………………… Dostri is even more explicit in opinion pieces published in Israeli media outlets. In a November 19 article in the Jerusalem Post, he calls for Israeli settlements to be established in Gaza – essentially using Israeli civilians as human shields – in order to provide security…………………..

Dostri reiterates his call for ethnic cleansing of Palestinians from Gaza, writing that ” Israel should resist the return of the hundreds of thousands of Gaza residents who evacuated to the southern Gaza Strip,” and calls to make agreements with regional countries to expel Palestinian refugees into the Sinai.

He hails the war on Gaza as a “historic and unparalleled opportunity to reshape the threat landscape and “alter the demographic balance in the region.”

Finally, he concludes that Israel should deceive the world about its true intentions, writing that “The country’s leaders should not let this opportunity slip away, and certainly, they should avoid loudly announcing their renunciation of it to the entire world in advance.”

Strategy for war on Gaza

To accomplish these goals, Dostri’s Pentagon paper proposes a “a comprehensive and synchronized military operation with the aim of occupying the Gaza Strip” consisting of an aerial bombardment campaign followed by a ground operation. His plan largely follows what the Israeli military is currently implementing, and calls for the ground operation to last two to three months.…………………………………………………………………………………………………………………….

The destruction of Lebanon’s national and critical infrastructure’

The paper recognizes that the war in Gaza can easily escalate into a regional war. He calls for Israel to create “the perception that Israel is behaving unpredictably in Gaza” to deter Hezbollah and argues that the more Israel intensifies its attacks on Hamas, with greater and more lethal force, the more likely it is that Hezbollah will be deterred.” He believes that Israel’s deterrence vis-a-vis Hezbollah is understood “particularly when the United States deploys its most formidable forces to the region and openly and resolutely supports Israel, coupled with explicit U.S threats against Israel’s adversaries considering involvement in the conflict.”


…………………………….. Dostri argues that Israel must also maintain the possibility of an all-out war on Lebanon, involving a massive air campaign and ground invasion into the southern part of the country. This option would mean the “complete annihilation of Hezbollah, and the destruction of Lebanon’s national and critical infrastructures, which will eventually lead to the country’s collapse.”

Xcel’s Prairie Island nuclear plant will be out of commission until January

An equipment issue at the Prairie Island plant near Red Wing hasn’t impacted electric service, but it could lead to higher fuel costs that are passed down to Xcel’s customers on their monthly bills.

An equipment problem at Xcel Energy’s nuclear power plant near Red Wing has shut down the facility likely until January, causing a three-month outage for one of the utility’s biggest power sources.

The issue at the Prairie Island plant hasn’t affected electric service, but it could lead to higher fuel costs that are passed down to Xcel’s customers on their monthly bills.

On Oct. 19, one of two units at the plant shut itself down after an issue between the turbine and the electric grid, said Xcel spokesman Kevin Coss. The company said repairs are underway as it replaces cabling between the unit and the substation at the plant.

…………………………………Dave Lochbaum, a nuclear safety engineer formerly with the Union of Concerned Scientists, said the issue sounded like “an aging problem.” Other plants down for that long have had issues with their electric distribution systems, he said, and often with the generator itself.
