In the meantime, Washington is putting forces in place that, by doing more of the same for the third time in a disintegrating Iraq in the middle of a fracturing region, guarantee more of the same. In that sense, you might say that American forces are partly in place to help promote the investment. If one needed an example of how the military-industrial complex works today, that might be it. The current American war in Iraq is a struggle in search of a goal. It began in August as a humanitarian intervention, morphed into a campaign to protect Americans in-country, became a plan to defend the Kurds, followed by a full-on crusade to defeat the new Islamic State (IS, aka ISIS, aka ISIL), and then… well, something in Syria to be determined at a later date.
At the moment, Iraq War 3.0 simply drones on, part bombing campaign, part mission to train the collapsed army the US military created for Iraq War 2.0, all amid a miasma of incoherent mainstream media coverage. American troops are tiptoeing closer to combat (assuming you don’t count defensive operations, gettingmortared, and flying ground attack helicopters as “combat”), even as they act likearchaeologists of America’s warring past, exploring the ruins of abandoned US bases. Meanwhile, Shia militias are using the conflict for the ethnic cleansing of Sunnis and Iran has become an ever-more significant player in Iraq’s affairs. Key issues of the previous American occupation of the country—corruption,representative government, oil revenue-sharing—remain largely unresolved. The Kurds still keep “winning” against the militants of IS in the city of Kobani on the Turkish border without having “won.”…….
there is one bright side to the situation. If you can’t create Victory in Iraq for future VI Day parades, you can at least make a profit from the disintegrating situation there.
Team America’s Arms Sales Force
In the midst of the December holiday news-dumping zone, the US Defense Security Cooperation Agency (DSCA) quietly notified Congress of several pending arms deals for Iraq. DSCA is the Pentagon office responsible for coordinating arms agreements between American defense contractors and foreign buyers.
Before those thousands of not-boots-on-the-ground troops started hemorrhaging back into Iraq late last year, DSCA personnel made up a significant portion of all US military personnel still there. Its staff members are, in fact, common in US embassies in general. This shouldn’t be surprising, since the sales of weaponry and other kinds of war equipment are big business for a range of American companies, and the US government is more than happy to assist. In fact, there is even ahandbook to guide foreign governments through the buying process.
The DSCA operates under a mission statement which says the “US may sell defense articles and services to foreign countries and international organizations when the President formally finds that to do so will strengthen the security of the US andpromote world peace.” While the Pentagon carries out the heavy lifting, actual recommendations on which countries can buy US gear are made by the secretary of state, and then rubber-stamped by Congress………
Would You Like the Extended Warranty?
Iraqis have a saying: “The rug is never sold.” It means that there’s always more money to be made from any transaction. General Dynamics would agree. Arms sales work remarkably like consumer electronics (and Iraqi carpets). Want the extended warranty for your new smartphone? Extra battery? Accessories? Insurance against loss or damage? Suddenly the cost of your phone doubles.
Same for tanks. The M1 is a complex beast. You’ll need to pay General Dynamics for trainers to teach your guys to operate its systems. You’ll need lots of spare parts, especially operating in the desert. And it won’t be long before you’ll want to do some upgrades—maybe better computers or a faster engine. The US is currently working on “urban warfare” upgrades for the 140 M1s the Iraqis have hung onto. In the defense world, these after-sales are known as the “tail.” And the longer the tail, the bigger the profits.
For example, built into the contract for the new M1 tank sale is the provision that “approximately five US Government and one hundred contractor representatives [will] travel to Iraq for a period of up to five years for delivery, system checkout, program support, and training.” And that isn’t going to come cheap from General Dynamics, though the five government employees may be a bargain financed by American taxpayers.
None of this even touches on the potential for repeat sales. ………..

Call Your Broker
It’s easy enough to toss around terms like “military-industrial complex” and equally easy to slip from there into what some might consider blood-for-oil conspiracy theories or suggestions that Iraq War 2.0 was all about the mega-contractor Halliburton’s bottom line. While oil and Halliburton were certainly part of that past war’s calculus, they can no more account for it than the piles of money General Dynamics is about to make selling tanks can alone account for Iraq War 3.0.
Still, it’s hard to ignore the way defense companies find themselves buried in cash from selling weapons that aren’t needed to people who can’t use them, sales that are, in the end, likely to harm, not help, America’s geopolitical interests. Perhaps it is better to see the immediate profits from such deals as just a part of a muchbigger process, one that demands America have enemies to crusade against to ensure the survival of the national security state.
To such a “wartime” paradigm one just needs to plug in new bad guys from time to time, which is proving an ever-easier venture, since each of our previous wars and conflicts seems to offer a remarkably helpful hand in creating them. In this way, radical Islam has proven, with Washington’s help, a worthy successor to the Soviet Union, itself once a superb money-making venture and a great way to build a monumental national security state.

Against all reason, Republican hawks still trying to sabotage Iran nuclear agreement
Opponents of Iran Nuclear Deal Just Won’t Quit http://www.huffingtonpost.com/alan-elsner/opponents-of-iran-nuclear_b_8962566.html?ir=Australia Opponents of the Joint Comprehensive Plan of Action (JCPOA) between Iran and six world powers to deal with Iran’s nuclear program mounted a massive campaign last summer, spending tens of millions of dollars to sabotage the agreement.They failed — but they have not quit.
Days after reports that Iran has dismantled one of the most dangerous parts of its program by removing the core of its heavy-water reactor in Arak and filling it with cement, Republicans in the House of Representatives are mounting a new attempt to kill the agreement that has already made the world much safer.
The “Iran Terror Finance Transparency Act” would prevent the President from lifting sanctions imposed on Iranian individuals and entities unless the Administration can “certify the entity is not a terror financier, human rights abuser or involved in the proliferation of weapons of mass destruction.”
President Obama has already vowed to veto the bill, should it reach his desk, for the simple reason that it tangles up an agreement on Iran’s nuclear program with other issues that have nothing to do with it. The new bill is simply a poison pill, designed to kill the nuclear deal.
The deal was designed to do one very important thing — make the world safe from the threat of a nuclear-armed Iran. It does not aim to tackle Iran’s role in regional conflicts, or its sponsorship of terrorist groups or its domestic human rights abuses.
There are separate sanctions imposed on Iran to confront those issues, all of which will remain in place. And the United States and its partners should remain vigilant and take appropriate action when faced with Iranian provocations — like the ballistic missile test they conducted last October which violated UN Security Council resolutions. But none of these factors have anything to do with the nuclear deal.
If the latest bill passed, the White House warned, the legislation “could result in the collapse of a comprehensive diplomatic arrangement that peacefully and verifiably prevents Iran from acquiring a nuclear weapon.”
That would lead to the end of international inspections and monitoring of Iranian nuclear facilities and leave Iran free to restart its program. It would “lead to the unraveling of the international sanctions regime against Iran, and deal a devastating blow to America’s credibility as a leader of international diplomacy,” the White House said.
Republicans have the votes to pass this bill in the House. It will be more interesting to see how it fares in the Senate, where prominent Republicans expected to face strong Democratic challengers this year, like Mark Kirk of Illinois and Ron Johnson of Wisconsin, have been strong backers of previous efforts to sabotage the agreement.
What opponents don’t get is that the nuclear deal is already proving itself. The Iranians have moved faster than most experts believed would happen to fulfill their part of the agreement. Notably, they shipped 25,000 pounds of low-enriched uranium to Russia, leaving them without enough material for a bomb.
“This step is vital because it is irreversible, since the low-enriched uranium is never coming back and would instead need to be produced again,” said Ilan Goldenberg, who directs the Middle East security program at the Center for a New American Security, writing in The National Interest.
The Iranians have also removed centrifuges as required and allowed intrusive inspections of its facilities, as laid down by the JCPOA. And now they are rendering the Arak plant harmless.
It will soon be time for the United States and its partners to live up to their side of the agreement. Once the designated international authorities confirm that Iran has met its obligations, the international community must begin to lift sanctions originally imposed because of Iran’s nuclear program.
Opponents can be expected to continue their campaign to kill the agreement one way or another. That’s why supporters, and all those who believe in diplomatic solutions to tough international problems, must remain vigilant, ready to take political action whenever needed to preserve this important breakthrough.

The fate of the reactor in central Iran was one of the toughest sticking points in the long nuclear negotiations that led to an agreement in July between Iran and six world powers, known as the Joint Comprehensive Plan of Action (JCPOA).
Under the deal’s terms, Iran accepted that the Arak reactor would be reconfigured so it could not yield fissile plutonium usable in a nuclear bomb.

The West creating conditions to inflame Middle East and lead to wider war

here are many disturbing signs that the West is creating conditions in the Middle East and Asia that could produce a wider war, most likely a new Cold War, containing, as well, menacing risks of World War III. The reckless confrontation with Russia along its borders, reinforced by provocative weapons deployments in several NATO countries and the promotion of governing regimes hostile to Russia in such countries as Ukraine and Georgia seems to exhibit Cold War nostalgia, and is certainly not the way to preserve peace.
Add to this the increasingly belligerent approach recently taken by the United States naval officers and defense officials to China with respect to island disputes and navigational rights in the South China Seas. Such posturing has all the ingredients needed for intensifying international conflict, giving a militarist signature to Obama’s ‘pivot to Asia.’
These developments are happening during the supposedly conflict averse Obama presidency. Looking ahead to new leadership, even the most optimistic scenario that brings Hillary Clinton to the White House is sure to make these pre-war drum beats even louder.
From a more detached perspective it is fair to observe that Obama seems rather peace-oriented only because American political leaders and the Beltway/media mainstream have become so accustomed to relying on military solutions whether successful or not, whether dangerous and wasteful or not, that is, only by comparison with more hawkish alternatives.
The current paranoid political atmosphere in the United States is a further relevant concern, calling for police state governmental authority at home, increased weapons budgets, and the continuing militarization of policing and law enforcement.
Such moves encourage an even more militaristic approach to foreign challenges that seem aimed at American and Israeli interests by ISIS, Iran, and China. Where this kind of war-mongering will lead is unknowable, but what is frighteningly clear is that this dangerous geopolitical bravado is likely to become even more strident as the 2016 campaign unfolds to choose the next American president.
Already Donald Trump, the clear Republican frontrunner, has seemed to commit the United States to a struggle against all of Islam by his foolish effort to insist that every Muslim is a terrorist suspect Islam as a potential terrorist who should be so treated. Even Samuel Huntington were he still alive might not welcome such an advocate of ‘the clash of civilizations’!

The US says Iran has taken a “significant step” towards meeting its nuclear commitments, by sending a large quantity of uranium abroad. Secretary of State John Kerry spoke after Iran dispatched a shipment of more than 11 tonnes of low-enriched uranium to Russia.
Iran signed a deal in July with six international powers. It is designed to demonstrate that Iran is not on the threshold of being able to make an atomic bomb.
Under the deal, Iran agreed to reduce its holdings of low-enriched uranium; sharply reduce its quantity of centrifuges – used to enrich uranium – and cut its output of plutonium by re-engineering a power plant.
Mr Kerry said Monday’s shipment of low-enriched uranium to Russia had tripled the amount of time it would take to produce enough fuel for a bomb – from two or three months to nine months. “I am pleased to report that we have seen important indications of significant progress towards Iran completing its key nuclear commitments under the deal,” Mr Kerry said.
Under July’s agreement, the International Atomic Energy Agency will decide when Tehran has complied with its obligations.
After this, the US and other world powers will begin to dismantle their programme of economic sanctions against Iran.
Key areas of the nuclear deal:

IAEA concludes its probe in Iran’s history of nuclear weapons research
The IAEA concluded that Iran conducted nuclear weapons-related research until 2003 and to a lesser extent until 2009, but found no evidence of this since.
The lifting of sanctions, agreed in a July deal with world powers, hinged on the IAEA’s findings on the issue.

President Abdel Fattah al-Sisi signed a nuclear power plant deal with Russia Thursday, just days after the Kremlin’s unilateral announcement that the Russian charter flight which blew up over Sinai late October was downed by an act of terrorism…….
The deal, which has been under negotiation for months, was signed days after Russia vowed to avenge the terrorist bombing of a Russian airliner killing all 224 passengers and crew on board, the majority of whom were Russian holidaymakers visiting the resort city of Sharm el-Sheikh and heading to St. Petersburg.
Since the crash, Egypt has made no conclusive statements on the results of the Egypt-led international investigation, agreeing only that the jet broke up midair after abruptly disappearing from the radar 23 minutes from takeoff.
Egyptian officials said on separate occasions that it is too early to jump to conclusions and that no criminal evidence can be established so far.
Russia, on the other hand, announced days before signing the nuclear deal with Egypt that the crash was a terrorist act. Days after the crash, Russia had halted all flights to Egypt and banned the national carrier EgyptAir from flying to Russia, apparently based on information passed on by the UK which was not shared with Egypt, according to Egyptian officials…….

Iran starts dismantling nuclear equipment, SMH November 19, 2015 – Vienna: Iran has disconnected almost a quarter of its uranium-enriching centrifuges in less than a month, the UN nuclear watchdog said on Wednesday, suggesting the nation is racing to implement an agreement restricting its nuclear activities.
- Under the July deal, sanctions against Iran will be lifted in exchange for measures including slashing the number of centrifuges in operation and reducing its stockpile of uranium.
- Officials have been speculating about the speed at which Iran can dismantle the centrifuges, sensitive machines that spin at supersonic speeds to purify uranium to levels at which it can be used as fuel in power stations or, potentially, weapons.
- Disconnecting and moving the machines is a time-consuming process if it is to be done without damaging the equipment, making it one of the steps most likely to delay implementation of the deal, and therefore the lifting of sanctions.
- “They have been dismantling centrifuges that did not contain hexafluoride,” the senior diplomat said, referring to uranium hexafluoride, the feedstock for centrifuges. “Dismantling centrifuges that have or have had hexafluoride is a much more complicated thing than the clean ones.”
- A confidential report by the International Atomic Energy Agency to its Board of Governors said Iran had moved around 4500 centrifuges from their positions at the Fordow and Natanz enrichment sites between October 18 and November 15.
- The speed at which Iran dismantles the centrifuges is central to the question of whether Tehran can implement the deal reached in July with the US, Russia, France, Britain, Germany and China before parliamentary elections in February…….
