Plan for nuclear-weapon free zone is unlikely to impress Israel
Eliminating Israel’s bomb with a nuclear-weapon-free zone? https://www.aspistrategist.org.au/eliminating-israels-bomb-with-a-nuclear-weapon-free-zone/, 29 Jul 2020 Ramesh Thakur Nuclear-weapon-free zones (NWFZs) deepen and extend the scope of the Nuclear Non-proliferation Treaty and embed the non-nuclear-weapon status of NPT states parties in additional treaty-based arrangements. This is why several NPT review conferences have repeatedly affirmed support for existing NWFZs and encouraged the development of additional zones.
There are currently five zones: in Latin America, the South Pacific, Southeast Asia, Africa and Central Asia. At a minimum, all NWFZs prohibit the acquisition, testing, stationing and use of nuclear weapons within the designated territory of the zone. They also include protocols for pledges by nuclear powers not to use or threaten to use nuclear weapons against members of the zone.
Israel has seemed more interested in implementing a military solution to its security challenges, including the threat of a preventive strike on Iran, than in exploring diplomatic options. But it’s simply not credible that Israel can keep its unacknowledged nuclear arsenal indefinitely, while every other regional state can be stopped from getting the bomb in perpetuity. The alternatives for Israeli security planners are regional denuclearisation or proliferation. The latter would entail the further risks of heightened tension and increased instability. Moreover, a nuclear-weapon capability is of no use to Israel in deterring or managing the threat of terrorism.
Because ‘the logic of using force to secure a nuclear monopoly flies in the face of international norms’, Israel could consider trading its nuclear weapons for a stop to Iran’s development of a nuclear-weapon capability by agreeing to an NWFZ. Conversely, the confidence built among states through an NWFZ process can spill over into other areas of regional interactions. The experience of working together in negotiating a zonal arrangement, and then working together once the zone is operational, generates habits of cooperation and sustains mutual confidence, both of which are necessary conditions for resolving other regional security issues.
Can an NWFZ be used for nuclear disarmament of a non-NPT state?
When the NPT was extended indefinitely in 1995, the package deal included a resolution on the creation of a Middle East zone free of weapons of mass destruction. The resolution required all regional states (including those outside the NPT) to sign, and International Atomic Energy Agency safeguards to be applied to all nuclear facilities in the region. The 2010 NPT review conference—the last one that had an agreed final document—reiterated the importance of the 1995 resolution and requested the UN secretary-general and Russia, the UK and the US—co-sponsors of the 1995 resolution—to convene a conference in 2012 to that end.
Finnish diplomat Jaakko Laajava was appointed as the facilitator and Helsinki was named as the venue for the conference scheduled to begin on 17 December 2012. However, on 23 November Victoria Nuland of the US State Department said there would be no conference ‘because of present conditions in the Middle East and the fact that states in the region have not reached agreement on acceptable conditions for a conference’. The failure contributed to the collapse of the 2015 review conference.
Like the Red Queen in Through the looking-glass, the UN has to run very fast just to stay where it is. The adoption of the Treaty on the Prohibition of Nuclear Weapons might be thought to have made another NWFZ redundant. Yet, by an 88 to 4 vote (75 abstentions), UN General Assembly decision 73/546 of 22 December 2018 called on the secretary-general to convene a conference at UN headquarters in 2019 to elaborate a legally binding treaty for establishing a WMD-free zone in the Middle East. Importantly, however, in paragraph a(iii), the document stipulated that all decisions of the conference ‘shall be taken by consensus by the States of the region’. The conference was held on 18–22 November 2019. Its political declaration affirmed ‘the intent and solemn commitment’ to pursue a treaty-based commitment, just like in 1995.
Not surprisingly, Israel is wary of the proposal’s origins in a document to which it did not subscribe, adopted by a conference to review and extend a treaty that it has not signed, whose core prohibition it has ignored. In a formal letter to the secretary-general (document A/72/340 (Part 1), 16 August 2017), Israel emphasised ‘the need for a direct and sustained dialogue between all regional States to address the broad range of security threats and challenges’. It’s difficult to see how negotiations can begin until all states explicitly accept the existence of Israel. No NWFZ has previously been established among states that refuse to recognise one another and do not engage in diplomatic relations and whose number includes some that are formally at war.
The bleak security and political environment in the conflict-riven Middle East is particularly inauspicious for the creation of an NWFZ. There is no regional organisation to initiate and guide negotiations, nor is there a regional dialogue process that can form the backdrop to negotiations. An NWFZ in regions of high conflict intensity may have to follow rather than cause the end of conflicts. Syria is convulsed in a civil war. Egypt has yet to sign the IAEA Additional Protocol and the Chemical Weapons Convention, or ratify the Comprehensive Nuclear-Test-Ban Treaty, the Biological Weapons Convention and the African NWFZ. But it does strongly support a WMD-free zone in the Middle East.
Turkey is a NATO member. The possession and deployment of nuclear weapons are integral to NATO doctrine and command structure and US tactical nuclear weapons are based in Turkey. How can this be reconciled with Turkey’s membership of an NWFZ? Alternatively, how meaningful would a Middle Eastern NWFZ be without Turkey?
Most crucially, Israel is already a nuclear-armed state. This immediately raises an obvious but critical question. Is the expectation that Israel will sign a protocol as a nuclear-armed state, or that it must sign the treaty after first eliminating its nuclear weapons? The latter would be without precedent and transform the Middle East NWFZ treaty from a normal non-proliferation treaty into a unique disarmament treaty. An NWFZ is traditionally established as a confidence-building measure among states that have already forsworn the nuclear option. It is unlikely to be established as a disarmament measure, or even to constrain the future potential of states like Iran that retain the nuclear option in their national security calculus.

July 13 marked the fifth anniversary of the nuclear accord between Iran and the major powers, which remains in effect until 2025. At about the same time, Iran experienced explosions and fires at missile sites, power stations, industrial plants and, most significantly, at the uranium enrichment plant in Natanz.
The blasts at several of the Natanz buildings were very powerful, badly damaging the advanced centrifuges. The sabotage has been attributed to a secret operation by Israeli intelligence, perhaps in tandem with American intelligence. Various reports say the damage to the centrifuges will delay their development and set back Iran’s nuclear program by about a year.
If the Mossad and Israeli Military Intelligence are responsible for the explosion as well as for other acts of sabotage and fires that may have originated in operations by underground organizations working with them, it is definitely an accomplishment for Israel. But it is a tactical, not a strategic, accomplishment.
Yet perhaps it’s time to change the concept that Iran aspires to assemble nuclear weapons at all costs. A glance at the history of nuclear weapons manufacture shows that all 11 countries that wished to build bombs did so within three to 10 years. These include the five major powers; Israel (according to foreign reports); India; Pakistan; and North Korea. Two countries, South Africa and Ukraine, voluntarily dismantled their nuclear weapons. It’s hard to work out why Iran, which has extensive scientific knowhow, which surreptitiously obtained nuclear technology and whose scientists and universities are high level, has not been able to build a bomb in 30 years.
Since President Donald Trump withdrew the United States from the accord in May 2018 (the other signatories all still adhere to it) and forcefully renewed the sanctions, Iran has made some measured counter-moves, such as resuming development of advanced centrifuges. These are disturbing violations, but Iran has not withdrawn from the accord and is not “breaking through” and rushing to a bomb.
While the international and economic pressure, as well as the covert campaign, against Iran should continue, we must also acknowledge that Iran wants to become a nuclear threshold state, and for now is still extremely mixed over whether to build a nuclear bomb. ,……..
And this Iranian uncertainty translates into a policy of walking on the brink: Staying a few months to a year away from building a nuclear bomb, but not actually assembling it.

It’s understandable. Stopping the spread of nuclear weapons while allowing countries to pursue civilian nuclear programmes has proven a tough and sometimes unsuccessful balancing act for the global community.
So when atom-splitting initiatives surface in a region with a history of nuclear secrecy and where whacking missiles into one’s enemies is relatively common, it is not just eyebrows that are hoisted, but red flags.
Right now, warning banners are waving above the Arabian Peninsula, where the United Arab Emirates has loaded fuel rods into the first of four reactors at Barakah – the Arab world’s first nuclear power plant.
Roughly 388 miles west, Saudi Arabia is constructing its first research reactor at the King Abdulaziz City for Science and Technology.
The UAE has agreed not to enrich uranium or reprocess spent fuel. It has also signed up to enhanced non-proliferation protocols and even secured a coveted 123 Agreement with the United States that allows for the bilateral sharing of civilian nuclear components, materials and know-how.
But that has not placated some nuclear energy veterans who question why the Emirates has pushed ahead with nuclear fission to generate electricity when there are far safer, far cheaper renewable options more befitting its sunny climate.
Like the UAE, Saudi Arabia insists its nuclear ambitions extend no further than civilian energy projects. But unlike its neighbour and regional ally, Riyadh has not officially sworn off developing nuclear weapons.
The kingdom’s de facto leader, Crown Prince Mohammed bin Salman (MBS), has publicly declared his intention to pursue nuclear weapons if Iran gets them first.
The spectre of the Saudi-Iran Cold War escalating into a nuclear arms race is not beyond the realm of possibility. There are growing concerns over the nuclearisation of the Arabian Peninsula and where it could lead the Gulf and the Middle East – a volatile region that experts warn could be opening itself up to superpower proxy fights on a nuclear scale.
The economic case against nuclear
Saudi Arabia’s nuclear ambitions date back to at least 2006, when the kingdom started exploring nuclear power options as part of a joint programme with other members of the Gulf Cooperation Council.
More recently, the kingdom laced its nuclear plans into MBS’s “Vision 2030” blueprint to diversify the country’s economy away from oil.
Nuclear energy, the kingdom argues, would allow it to export crude it currently consumes for domestic energy needs, generating more income for state coffers while developing a new high-tech industry to create jobs for its youthful workforce.
But if a bountiful economic harvest is the goal, nuclear energy is a poor industry to seed compared to renewables like solar and wind.
“Every state has the right to determine its energy mix. The problem is this: nuclear costs are enormous,” Paul Dorfman, Honorary Senior Research Fellow at the Energy Institute, University College London and founder and chair of the Nuclear Consulting Group, told Al Jazeera. “Renewables are maybe between one-fifth and one-seventh the cost of nuclear.”
Utility-scale, average unsubsidised lifetime costs for solar photovoltaic were around $40 per megawatt hour (MWh) in 2019, compared to $155 per MWh for nuclear energy, according to an analysis by financial advisory and asset manager Lazard.
“There are no economic or energy policy or industrial reasons to build a nuclear power plant,” Mycle Schneider, convening lead author and the publisher of the World Nuclear Industry Status Report, told Al Jazeera. “If countries decide to build a nuclear power plant anyway, then we have to discuss other issues that are actually the drivers for those projects.”
Saudi Arabia’s King Abdullah City for Atomic and Renewable Energy did not respond to Al Jazeera’s request for an interview.
The Saudis have invited companies to bid on building two power reactors, but to date have not awarded a contract. While those plans remain on the drawing board, the kingdom is pressing ahead with construction on its first research reactor.
And there are troubling signs surrounding the project.
No IAEA monitoring
The Saudis announced in early 2018 that they had broken ground on a small research reactor that would be operational by the end of 2019.
Like most nuclear projects, Riyadh’s has fallen behind schedule. But there is strong evidence that the Saudis are pressing ahead with renewed vigor.
Bloomberg news reported that satellite photos taken in March and May of this year revealed that the Saudis have built a roof over the reactor – a development that is alarming nuclear experts because the Saudis have not yet invited the International Atomic Energy Agency (IAEA) to monitor the site and inspect the reactor’s design.
“What it does tend to infer is problematic,” said Dorfman. “Key to IAEA surveillance and regulations is signing up to non-proliferation treaties. In other words, questions of enrichment and how you deal with substances that flow out of nuclear reactors in terms of future weaponisation.”
Saudi has signed the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which obligates it to have a Comprehensive Safeguards Agreement with the IAEA. But those agreements do not allow IAEA inspectors to come sniffing around whenever they like on short notice.
That level of access is only granted when a country signs an Additional Protocol with the IAEA – something the UAE has done, but which the Saudis have not.
Nor is Riyadh obligated to make this move, because the Saudis are currently operating under a Small Quantities Protocol (SQP) that exempts states with nuclear ambitions from IAEA inspections.
The presumption is that the countries operating under the SQP do not have enough nuclear material to warrant that level of intrusiveness. But experts say the Saudis will not be able to hide behind the small quantities’ fig leaf once they switch on the reactor.
“It will have more than a small quantity of material, maybe not a large one, but more than the limit under this [SQP] agreement,” Henry Sokolski, executive director of the Nonproliferation Policy Education Center, told Al Jazeera. “Instead of owning up that they need to change the agreement and reaching an understanding with the people in Vienna [where the IAEA is based], they’re playing this out to the last second. That’s not a great look.”
Procrastination is not without its downsides. Riyadh does not have a 123 Agreement with the US that allows for bilateral civilian nuclear cooperation, despite efforts to negotiate one.
A 123 Agreement would give Riyadh a seal of approval from Washington, while it would open the door for US companies to throw their hats into the ring to reap profits from building reactors for the kingdom.
While US lawmakers in Congress have not been willing to turn a blind eye to Saudi Arabia’s bad behaviour, the administration of US President Donald Trump has not let it get in the way of fostering closer ties with the kingdom.
Trump, for example, has vigorously supported conventional weapons sales to the Saudis despite Riyadh’s abysmal record on human rights, while his son-in-law Jared Kushner has forged a close relationship with MBS.
This disconnect between Congress and the White House on Saudi policy was noted in a recent report by the Government Accountability Office (GAO) – a non-partisan Congressional watchdog – that found that the Trump administration may not have been as transparent as it should be with Congress over nuclear negotiations with the Saudis.
According to the GAO, the sticking points holding up a 123 Agreement between the US and Saudi include Riyadh’s failure to agree to refrain from enriching uranium or reprocessing plutonium – key ingredients in nuclear weapons – or to sign an Additional Protocol with the IAEA.
They don’t want to sign up to that. And you’ve got to ask the question: ‘Well, why? what’s the problem?'” said Sokolski.
“We know that looking at other military acquisitions, particularly in the missile arena, that the Saudis have a bad habit of doing things in secret if they think it’s controversial,” Sokolski added. “Would nuclear be treated the same way as missile acquisitions? If so, this is another lack of transparency you’ve got to be concerned about.”

An Iranian lawmaker said Wednesday that a recent blast and fire at the Natanz nuclear site was caused by a “security breach.”
MP Javad Karimi Qoddousi, a member of the Iranian parliament’s National Security Committee, ruled out “a strike on the complex by an external object” as the cause of the blast, appearing to deny the possibility of a missile attack or airstrike.
“If it was from the outside, we should have seen shrapnel, but there are absolutely no remnants left on the site,” he said, according to Radio Farda.
Qoddousi did not elaborate on what he meant by a “security breach.” Radio Farda noted the Persian term he used can also be translated as an infiltration of security, suggesting the blast came from inside the building.
The blast, which US media reports have attributed to Israel, damaged an advanced centrifuge development and assembly plant.
According to a New York Times report earlier this month, the blast was most likely the result of a bomb planted at the facility, potentially at a strategic gas line, but that it was not out of the question that a cyberattack was used to cause a malfunction that led to the explosion.
The July 2 Natanz explosion was one of a series of mysterious blasts at Iranian strategic sites in recent weeks, which have once again been largely attributed to either Washington, Jerusalem, or both.

Intelligence officials who assessed the damage to the Netanz centrifuge facility told The Times they believed it may have set back the Iranian nuclear program by as much as two years.
A spokesman for Iran’s foreign ministry has said that the cause of the Natanz explosion was not yet known, but warned that the country would retaliate severely if it emerges that a foreign entity was involved.
Iran has also called for action against Israel following the damage to the Natanz facility. “This method Israel is using is dangerous, and it could spread to anywhere in the world,” government spokesman Ali Rabiei said, during a press conference on July 7.
American-Israeli strategy developing for clandestine not-quite-war strikes on Iran?
Long-Planned and Bigger Than Thought: Strike on Iran’s Nuclear Program
Some officials say that a joint American-Israeli strategy is evolving — some might argue regressing — to a series of short-of-war clandestine strikes. NYT, By David E. Sanger, Eric Schmitt and Ronen Bergman, 12 July 20 As Iran’s center for advanced nuclear centrifuges lies in charred ruins after an explosion, apparently engineered by Israel, the long-simmering conflict between the United States and Tehran appears to be escalating into a potentially dangerous phase likely to play out during the American presidential election campaign.
New satellite photographs over the stricken facility at Natanz show far more extensive damage than was clear last week. Two intelligence officials, updated with the damage assessment for the Natanz site recently compiled by the United States and Israel, said it could take the Iranians up to two years to return their nuclear program to the place it was just before the explosion. An authoritative public study estimates it will be a year or more until Iran’s centrifuge production capacity recovers.
Another major explosion hit the country early Friday morning, lighting up the sky in a wealthy area of Tehran. It was still unexplained — but appeared to come from the direction of a missile base. If it proves to have been another attack, it will further shake the Iranians by demonstrating, yet again, that even their best-guarded nuclear and missile facilities have been infiltrated.
Although Iran has said little of substance about the explosions, Western officials anticipate some type of retaliation, perhaps against American or allied forces in Iraq, perhaps a renewal of cyberattacks. In the past, those have been directed against American financial institutions, a major Las Vegas casino and a dam in the New York suburbs or, more recently, the water supply system in Israel, which its government considers “critical infrastructure.”
Officials familiar with the explosion at Natanz compared its complexity to the sophisticated Stuxnet cyberattack on Iranian nuclear facilities a decade ago, which had been planned for more than a year. In the case of last week’s episode, the primary theory is that an explosive device was planted in the heavily-guarded facility, perhaps near a gas line. But some experts have also floated the possibility that a cyberattack was used to trigger the gas supply.

Explosion at Iran’s nuclear facility probably caused by Israel
What caused the explosion at a nuclear facility in central Iran?, The Strategist 10 Jul 2020|, Connor Dilleen It seems increasingly likely that the 2 July explosion at the Iran Centrifuge Assembly Centre, located near the Natanz Pilot Fuel Enrichment Plant, was the result of sabotage. And, despite initial speculation that it was the result of a cyberattack against critical operational control systems—and thus of a similar vein to the Stuxnet attack that took down multiple centrifuge cascades at Natanz in 2010—the simpler and more plausible explanation is that the explosion was caused by a bomb.
Despite claims of responsibility by a previously unknown group calling itself the Homeland Cheetahs that supposedly comprises disgruntled Iranian former military and security services personnel, it now appears widely accepted that Israel was behind the attack. There has been further speculation that Israel was also behind other curious incidents that have occurred at Iranian facilities in recent weeks—including explosions at the gas storage area near the Khojir missile facility at Parchin, at a medical facility in Tehran, and at a factory south of Tehran—although there is as yet no evidence of foul play in these events.
Multiple media outlets—including the New York Times and the Washington Post—have referenced intelligence officials attributing the Natanz attack to Israel. And while Tehran was slow in apportioning blame, on 7 July it accused Israel of being behind the attack, saying it was ‘a “wake-up call” meant to deter Iran amid advancements in its nuclear program, and … [that] those who planted the explosives had significant insight into the country’s nuclear program’.
Israel has form in using lethal force against high-value nuclear targets in the Middle East. Between 2010 and 2012, Israeli agents murdered four Iranian nuclear scientists. Earlier, Israel launched military strikes that destroyed the Iraqi nuclear reactor at Osirak in 1981 and the Syrian Al Kibar reactor in 2007, the two most obvious manifestations of the Begin doctrine, which stipulates that Israel cannot allow any of its regional adversaries to develop a nuclear weapons capability.
However, two key issues remain unresolved. First, it’s not clear that the explosion at the centrifuge assembly centre will be a significant a setback for Iran’s enrichment capabilities. Second, if it is accepted that Israel was behind the incident, it’s difficult to assess whether the Natanz attack was merely a warning to Tehran or represents a new stage in Israeli efforts to curtail Tehran’s nuclear program. Israeli TV reports, without naming sources, have said the blast destroyed the laboratory in which Iran developed faster centrifuges and set back the Iranian nuclear program by one or two years. Nour News, seen as a mouthpiece of Iran’s Supreme Council of National Security, claimed that the blast at the Natanz facility, which came amid a series of mysterious disasters that struck sensitive Iranian sites in recent days, bore similarity to other strikes against the country’s security infrastructure. While asserting that “an airstrike on the Natanz plant is almost impossible” due to its strong air defenses, an article on the site said that “the combination of intelligence, logistics, action and the volume of destruction” prove that the incident was deliberate. The Washington Post and New York Times quoted Middle Eastern officials earlier this week as saying the blast at Natanz was caused by a large bomb planted by Israeli operatives…….. A member of the Revolutionary Guard confirmed to the Times on Sunday that an explosive was used, but didn’t specify who was responsible. ….. The building at Natanz was constructed in 2013 for the development of advanced centrifuges, though work was halted there in 2015 under the nuclear deal with world powers, Iran’s atomic agency spokesman Behrouz Kamalvandi said earlier this week. When the United States withdrew from the nuclear deal, work there was renewed, Kamalvandi said. He claimed the fire had damaged “precision and measuring instruments,” and that the center had not been operating at full capacity due to restrictions imposed by the nuclear deal. Three Iranian officials who spoke to Reuters on condition of anonymity said they believed the fire was the result of a cyber attack, but did not cite any evidence. One of the officials said the attack had targeted the centrifuge assembly building, referring to the delicate cylindrical machines that enrich uranium, and said Iran’s enemies had carried out similar acts in the past. Two of the officials said Israel could have been behind the Natanz incident but offered no evidence. A fire has reportedly damaged a building at a nuclear facility in Iran.
Atomic Energy Organisation of Iran (AEOI) spokesman Behruz Kamalvandi said there was an incident in “one of the industrial sheds under construction” at the Natanz uranium enrichment plant.
There were no fatalities or concerns about contamination, he added.
The AEOI later published a photo showing a partly burned building, which US-based analysts identified as a new centrifuge assembly workshop. Centrifuges are needed to produce enriched uranium, which can be used to make reactor fuel but also nuclear weapons.
Meanwhile, in a statement sent to BBC Persian journalists before the AEOI’s announcement, an unknown group calling itself “Cheetahs of the Homeland” claimed it had attacked the building. The group said its members were part of “underground opposition with Iran’s security apparatus”.
The claim could not immediately be verified by the BBC.
The International Atomic Energy Agency (IAEA), which monitors Iran’s compliance with a 2015 nuclear deal struck with world powers, said it was aware of the reports from Natanz and currently anticipated no impact on its verification activities.
The incident comes six days after an explosion near the Parchin military complex.

In a new resolution, the international body has insisted Iran provide access to two sites where nuclear activity may have taken place in the last two-decades.
The resolution, which was put forward by France, Germany, and Britain with support by the United States, was passed by 25 votes in favour.
China and Russia voted against while seven other countries abstained
The UN is calling on the Iranians to satisfy the Agency’s requests without any further delay. It wants access to two sites in order to clarify whether undeclared nuclear activity took place there in the past.
However, Iran has been blocking access to the sites since early 2020, a move which has fuelled a diplomatic dispute. It is reported that the sites in question are not directly relevant to Iran’s current nuclear programme.
Speaking after the vote, Kazem Gharib Abadi, the Iranian ambassador to the IAEA, said he strongly rejected the resolution and would respond appropriately in due course.
For its part, the IAEA said it still has the access it needs to inspect Iran’s declared nuclear facilities according to its mandate under the nuclear deal reached in 2015.
