Azerbaijan calls for Armenian nuclear plant’s closure over threat to region, (MENAFN – AzerNews) By Vafa Ismayilova, 28 jan 21, Azerbaijan’s human rights commissioner has urged all relevant international agencies to take serious steps for the immediate closure of Armenia’s nuclear power plant which is a potential threat to the entire region.
Rights commissioner Sabina Babayeva made the remarks in a statement posted on the official website of the Azerbaijani ombudsman office on January 27. “Taking into account all the hazards that the Metsamor nuclear power plant [NPP] may cause, I call on all relevant international organizations to take urgent measures for its immediate closure, ensuring the safe suspension of its operation and realization of all stages of radioactive waste management under strict international control in full compliance with the requirements set up by the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management of the International Atomic Energy Agency, as well as PACE Resolution 1588 (2007), to prevent disasters like Chernobyl or Fukushima,” Babayeva said. She stressed that all regional countries are exposed to the nuclear threat. “The expired Metsamor NPP has become an open threat not only to Armenia itself but also to the entire region. Moreover, it is located in an earthquake-prone area of the South Caucasus, which makes its operation even more dangerous. There are five earthquake tectonic breaks around the NPP, one of the main faults is in only 500 meters from the station,” she said. The rights commissioner expressed serious concern over the recent discussions in the Armenian parliament on the use of radioactive waste from the Metsamor NPP for military purposes. Babayeva recalled that at a meeting of the Armenian parliamentary standing committee on regional affairs and Eurasian integration, Armenia’s Deputy Minister of Territorial Administration and Infrastructure said that the Metsamor NPP generates a significant amount of radioactive waste. She expressed concern over the fact that Armenia radioactively contaminated the Azerbaijani territories, which had been under occupation for about 30 years. She reported, quoting the Geology and Geophysics Institute of the Azerbaijani National Academy of Sciences that the waste from the Metsamor NPP was buried on the territory of Aghdere town, as well as of Kalbajar region. The rights commissioner added that a number of international organizations also stressed their concern about the Metsamor NPP, quoting a statement by European Commission Vice-President Federica Mogherini, in In 2017. “The EU is fully aware of the risks posed by the Metsamor nuclear power plant (MNPP). Therefore, a swift closure and decommissioning of the MNPP remains a key objective for the EU and the European Neighborhood Policy Action Plan, as this power plant cannot be upgraded to meet internationally recognized nuclear safety standards,” Mogherini was quoted as saying. It is all over for Britain’s £20bn Wylfa nuclear project
Wylfa: End for £20bn nuclear plant bid as plans ditched, It is all over for the £20bn project to build a new nuclear power plant on Anglesey, after developers dropped their planning bid.
Horizon Nuclear Power has pulled a request to approve reactor designs at Wylfa, blaming UK government funding options as one reason.
Japanese backers Hitachi pulled out of the development last September.
Another firm has since unveiled plans for a smaller hybrid nuclear and wind plant on a separate site at Wylfa.
The Development Consent Order (DCO) process, which is the name given to planning applications for major UK infrastructure projects such as Wylfa, has been under consideration since June 2018.
A decision was due to be made on the plan by the UK’s business and energy secretary at the end of April, following a series of requests by Horizon to extend the process while it held talks with other interested parties.
But Horizon has now written to the Planning Inspectorate and the Department for Business, Energy and Industrial Strategy, confirming the end of the troubled project.
Its letter said negotiations on the future of Wylfa had been “positive and encouraging”.
However, it added: “They have not, unfortunately, led to any definitive proposal that would have allowed the transfer to some new development entity.
“In light of this and in the absence of a new funding policy from HM Government, Hitachi Ltd., has taken the decision to wind-up Horizon as an active development entity by 31 March 2021.

Get the Nuclear Weapons Out of Germany
What can this possibly mean? Nuclear weapons may be unpleasant, but what exactly is newly illegal about them, and what do they have to do with Germany?
Since 1970, under the Nuclear Nonproliferation Treaty, most nations have been forbidden to acquire nuclear weapons, and those already possessing them — or at least those party to the treaty, such as the United States — have been obliged to “pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a treaty on general and complete disarmament under strict and effective international control.”……….
Change, including on such practices as slavery and child labor, has always been far more global than one might infer from the typical self-centered U.S. history text. Globally, nuclear weapons possession is becoming thought of as the behavior of a rogue state — well, a rogue state and its collaborators.
Can the German government be brought up to international standards? Belgium has already come very close to evicting its nuclear weapons. Sooner rather than later, a nation with U.S. nukes will become the first to toss them out and to ratify the new treaty on the prohibition of nuclear weapons. Even sooner, some other member of NATO will probably sign onto the new treaty, putting it at odds with NATO’s involvement in the hosting of nuclear weapons in Europe. Eventually Europe as a whole will find its way to the anti-apocalypse position. Does Germany want to lead the way to progress or bring up the rear?
New nuclear weapons that could be deployed in Germany, if Germany allows it, are horrifyingly characterized by U.S. military planners as “more usable,” despite being far more powerful than what destroyed Hiroshima or Nagasaki.
Do the people of Germany support this? Certainly we have never been consulted. Keeping nuclear weapons in Germany is not democratic. It is also not sustainable. It takes funding badly needed for people and environmental protection and puts it into environmentally destructive weaponry that increases the risk of nuclear holocaust. Ho hum – another delay, another cost rise – for the beleaguered Hinkley nuclear power project
expected to rise again, the energy firm behind the plant revealed. EDF said
significant progress has been made on the site in Somerset but the start of
electricity generation is now expected in June 2026, compared with previous
estimates of an opening date at the end of 2025. The cost for the project
is now estimated at between £22 billion and £23 billion, compared with
projected costs of £21.5 billion and £22.5 billion announced in 2019. The
coronavirus crisis led to a number of changes on the Hinkley site,
including reducing the number of workers to enable social distancing, and
concentrating on the most critical areas of construction.

will of the government and EDF, which postponed to 2035 the drop in the
share of atoms in electricity production. The Nuclear Safety Authority
(ASN) launched a consultation in December 2020 to regulate this possible
extension of the reactors . For Bernard Laponche, nuclear physicist, former
member of the Atomic Energy and Alternative Energies Commission and
co-founder of the association of scientists Global Chance, EDF does not
have the capacity to ensure these improvements necessary for safety on
time. He calls for the early closure of some reactors in order to continue
to ensure the proper functioning of others.

France’s EDF has again revised up the expected cost of Hinkley Point C, the nuclear power station under construction in south-west England, warning that delays arising from the pandemic will add about £500m and push back the station’s estimated start-up date to 2026.
The group, which is financing the construction of the plant along with its junior partner CGN of China, said it expected the project in Somerset to cost up to £23bn compared with a 2019 estimate of a maximum of £22.5bn. On January 5 Joe Biden quietly announced the nomination of Victoria (“Fuck the EU!”) Nuland as Deputy Secretary of State for Political Affairs. This announcement may signal the inception of the confrontation with Russia placed on hold during the Trump presidency.
For four years the Democrats have pilloried Trump for “coddling” Putin, although in fact Trump has heaped sanctions on Russia bringing relations to their lowest point since the early Cold War. Now they want some more serious anti-Russian measures. They want their president, Commander-in-Chief of the Exceptional Nation and Leader of the Free World against its adversaries, return us to Clinton-Obama normalcy. That means “getting tougher” with Russia. But what does tougher mean?
Nuland is eminently qualified for the task of making things much worse, even provoking war with the other superpower that while lacking foreign bases, and spending a fraction of what NATO spends on military defense, has over 6000 nuclear weapons. (Remember? The U.S. developed and used nuclear weapons in 1945, the only country to ever do so. The Soviets followed by developing their own bomb in 1949, in self-defense. That’s when Truman established NATO as an anti-Soviet, anti-communist military alliance.)
Moscow feels a mounting resentment over the expansion of a hostile military alliance, formed during the Cold War under conditions no longer pertinent, to surround it. Is this hard to fathom? How would Congress view a gradual expansion of a Russian-led military alliance committed to spending 2% of its members’ GDPs on military spending to embrace Mexico, Cuba, Nicaragua, Venezuela, Panama and maybe Canada next year?
Nuland is a career official, serving under multiple administrations, representing bipartisan imperialism. She was deputy director for “affairs in the former Soviet republics” in the Bill Clinton administration. Her task was to exploit the pain and suffering caused by the implosion of the Soviet Union to assert greater U.S. hegemony over Eurasia, using the traditional mix of covert operations, National Endowment for Democracy meddling, “color revolutions,” aid promises, etc.
During this period Clinton reneged on the U.S. promise to Moscow in 1989 that NATO would not advance “one inch” east after the Soviets accepted German reunification. Instead he drew Poland, Hungary and Czechoslovakia, long members of the dissolved Warsaw Pact, into the anti-Russian military alliance in 1999. It was an extraordinary repudiation of the Bush-Gorbachev agreement, an egregious provocation of a now-friendly country (then headed by the buffoonish Boris Yeltsin), unremarked on by the U.S. press at the time as anything controversial. Since then the expansion of NATO has been treated as no more remarkable than the expansion of UNESCO. Thank Nuland in part for making you think relentless NATO growth is normal, and that it makes sense for North Macedonia and Montenegro to have joined most recently (during the Trump term).
Thank Nuland too, in part, for the “color revolutions” in Serbia (2000), Georgia (2003), Ukraine (2004) and Kyrgyzstan (2005). The (fake) concept of the popular uprising against (Russian-backed) tyranny, backed by an altruistic America that stands for Freedom and Democracy—that’s Nuland’s baby. She surely has plans for Belarus. And she must be deeply alarmed that the State Department did not try to interfere in the last flare-up of violence in Nagarno-Karabakh leaving Russian diplomacy to resolve the situation. (Just because Russia itself extends into the Caucasus and borders Georgia and Azerbaijan doesn’t mean that it should “interfere” in countries that ought by rights to be ruled by the U.S.A.—due to Exceptionalism and all.)
The extremely reactionary chauvinistic Nuland was deputy foreign advisor to Dick Cheney during the Bush-Cheney administration (2003-2005) and then U.S. ambassador to NATO (2005-2008). Under Obama she was Under Secretary of State for Europe and Eurasia, handpicked by Hillary Clinton. She is married to noted neocon warmonger-scholar Robert Kagan. Both were deeply complicit in spreading the Big Lies leading to the Iraq War in 2003. Nuland supported Hillary Clinton’s terroristic regime change efforts in Libya and Syria. But her main mission in life is to expand NATO. Joe Biden shares her passion for this project.
Nuland is perhaps best known for her pithy ejaculation: “Fuck the EU!” in a telephone call with the U.S. ambassador to Ukraine in 2014.
In that year, while Nuland built support for the coup in Kiev (Feb. 18 to 21), she boasted openly that the U.S. had invested $5 billion in supporting “the Ukrainian people’s European aspirations.” (This referred to the support of some Ukrainians for the violent overthrow of the democratically elected president, Viktor Yanukovych, on the basis of his alleged pro-Russian policies and his opposition to European Union affiliation under the conditions the EU was then offering.) To state the matter honestly: the U.S. spent $5 billion to install a government in Kiev that would request NATO membership (ostensibly to protect it from always-aggressive, always expanding Russia) and bind it forever to the U.S. military-industrial complex and “Free World.”
Since NATO membership since the end of the Cold War has invariably been followed by EU membership, it was easy for Nuland to pose as the champion of Ukraine’s EU membership versus the evil Russians (supposedly) opposing that membership. Yanukovych himself had negotiated seriously with the EU but rejected a plan for association due to its austerity provisions. Meanwhile Moscow offered an attractive aid package. This in the world of U.S. propaganda was a choice between Europe and Russia, with Yanukovych siding with America’s adversary.
The Maidan coup occurred just a month after Nuland was recorded discussing the upcoming event with U.S. ambassador to Ukraine, Geoffrey Pyatt. Nuland, who had joined Sen. John McCain and other U.S. politicians in offering cookies to the Maidan protestors, discussed with Pyatt who should serve as prime minister after the coup. Pyatt noted that the EU favored Vitali Klitschko, the ex-boxer.
“Fuck the EU!” replied Nuland, who wanted banker and NATO supporter Arseniy Yatsenyuk to lead the new government. She soon got her way.
Nuland worked with Oleh Tyahnybok, head of the neo-Nazi Svoboda Party (and one of the three leaders Nuland ordered Pyatt to keep in touch with) and the Right Sector militia. Both glorify Stephan Bandera, the Ukrainian fascist leader who aided the Nazis in rounding up Ukrainian Jews during the war. Tyahnybok publicly inveighs against the “Moscow-Jewish mafia ruling Ukraine.”
When Congressman Dana Rohrbacher Nuland in a hearing was asked soon after the coup whether there had been any neo-fascists on the Maidan she refused to answer the question, stating there were “mothers, grandmothers, and veterans…all colors of Ukraine, including ugly colors” on the Maidan. In other words, a diverse anti-Russian crowd. (Notice how she ignored the existence of the 30% of Ukrainians who are ethnic Russians and were a support base for the president targeted for toppling. Just the sort of sensitivity to ethnicity you’d expect from a top U.S. State Department official who’d been comfortable with the slaughter of Iraqis.) Continue reading
Bradwell: UK’s ill-conceived nuclear project, with cronyism and vested interests, will damage environment.

State owned CGN are planning to build and operate. The site, at Bradwell on Sea, Essex is also within 30km range of large urban populations to the North, West and South. Despite UK security services raising concerns over the plans, consecutive Conservative governments have chosen to ignore the threats and allow CGN to pursue this ill-conceived project.

The French group is engaged in a vast reorganization project, contested by the company’s unions. EDF is the largest nuclear operator in Europe and one of the main electricity producers in the world, but a few lines were enough to make its value skid on the stock market on Monday January 25.
In an article published on the BFM Business website on Monday morning, the channel said that negotiations between Paris and Brussels on one of the key points of the French nuclear reform are failing. In a few minutes, the group’s action collapsed and lost up to 18% in the afternoon to close at -15%.
A day of tumbling stopped at the last minute by an intervention from Bercy, who did everything to deny the failure of the negotiations. To understand this dark day for the company, we must return to the very subject of negotiations. For months, France has been pleading with the
European Commission for a reform of the complex system which requires EDF to resell part of its production to its competitors. Set up in 2011, this mechanism called “regulated access to historic nuclear electricity” (Arenh) forces the energy company to resell a quarter of its nuclear
production at a fixed price – this tariff is set at 42 euros per megawatt hour.

Times 21st Jan 2021. Apparently the Centre for Policy Studies is “Britain’s leading centre-right think tank”. But who knew it was changing its name to the Centre for the Promotion of Sizewell C? Its latest missive comes with a press release headed: “Net zero target at risk without investment in new nuclear”.
And given the report’s general drift, you’d think all 58 pages had been penned by France’s EDF: the cost-overrun and late-delivery specialists behind the consumer-fleecing £22.5 billion Hinkley Point C.
Actually, you’d be wrong. EDF merely “supported” the report. Ask the CPS what that means and it admits it paid for it — or at least “contributed funding”.
True, Britain needs an energy mix…. But Sizewell C? That also brings flood risk and money from the Hong Kong crackdown experts of Beijing.
And the National Infrastructure Commission reckons a “highly renewable power system” plus “flexible technologies”, including hydrogen, “could besubstantially cheaper” than relying on a “fleet of nuclear power plants”. A fake independent report from the CPS hardly improves their

Despite Covid regulations, 22 nuclear bombs delivered to Scotland
As many as 22 nuclear warheads were transported from England to Scotland in eight road convoys during 2020 despite coronavirus restrictions, according to a new report by campaigners.
Another bomb convoy arrived at the Royal Naval Armaments Depot at Coulport in Argyll on 15 January and set off south to the nuclear weapons factory at Burghfield in Berkshire on 20 January during a ban on non-essential travel.
Nukewatch, which monitors the convoys, accused the UK Ministry of Defence (MoD) of taking “disregard for public safety to a new low”. Critics and politicians questioned whether the convoys were essential…..

Jane Tallents from Nukewatch criticised the MoD for ignoring lockdown travel bans. “We call on the MoD to suspend these non-essential movements at least while the Covid restrictions are at this high level,” she told The Ferret.
“The emergency plans for dealing with a serious accident while transporting nuclear weapons always looked inadequate to us. But travelling while all our hospitals are near to being overwhelmed by the pandemic is taking the MoDs disregard for public safety to a new low.
“The resources are just not available to organise an evacuation and tell people to take shelter near to the site of a radiation leak from a damaged warhead in transit especially in any of the high population areas they travel through.”
Tallents pointed to evidence that the warhead convoy often broke down. “We are told to trust their safety record with nuclear weapons but it appears they can’t even manage to keep their vehicles roadworthy,” she said.
The Nuclear Information Service, which researches nuclear weapons, also urged the MoD to stop bomb convoys during Covid restrictions. “I can’t see any reason for the convoys to happen during lockdown,” said the group’s director, David Cullen.
“I’m sure there’s enough leeway in the programme to work around the restrictions if they wanted to. There’s no way drivers and security staff can maintain safe distances within the convoy vehicles.”
He added: “The government owes Scotland an explanation, and I’d like to see them release the risk assessment they used to justify this.”
The Scottish Greens also disputed whether the bomb convoys were essential. “It is deeply irresponsible to have weapons of mass destruction on our roads, especially at the moment,” said Green MSP, Mark Ruskell.
