NORMAN SOLOMON, October 5, 2021 It’s bad enough that mainstream news outlets routinely call the Pentagon budget a “defense” budget. But the fact that progressives in Congress and even many antiwar activists also do the same is an indication of how deeply the mindsets of the nation’s warfare state are embedded in the political culture of the United States.
The misleading first name of the Defense Department doesn’t justify using “defense” as an adjective for its budget. On the contrary, the ubiquitous use of phrases like “defense budget” and “defense spending”—virtually always written with a lower-case “d”—reinforces the false notion that equates the USA’s humongous military operations with defense.
In the real world, the United States spends more money on its military than the next 10 countries all together. And most of those countries are military allies.
What about military bases in foreign countries? The U.S. currently has 750, while Russia has about two dozen and China has one. The author of the landmark book “Base Nation,” American University professor David Vine, just co-wrote a report that points out “the United States has at least three times as many overseas bases as all other countries combined.” Those U.S. bases abroad “cost taxpayers an estimated $55 billion annually.”
As this autumn began, Vine noted that President Biden is “perpetuating the United States’ endless wars” in nations including “Iraq, Syria, Somalia and Yemen” while escalating “war-like tensions with China with a military buildup with Australia and the UK.”
All this is being funded via a “defense” budget?

As Orwell wrote in a 1946 essay, political language “is designed to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind.” In 2021, the hot air blowing at gale force through U.S. mass media is so continuous that we’re apt to scarcely give it a second thought. But the euphemisms would hardly mean anything to those in faraway countries for whom terrifying and lethal drone attacks and other components of U.S. air wars are about life and death rather than political language.
You might consider the Pentagon’s Aug. 29 killing of 10 Afghan civilians including seven children with a drone attack to be a case of “respectable” murder, or negligent homicide, or mere “collateral damage.” Likewise, you could look at numbers like 244,124—a credible low-end estimate of the number of civilians directly killed during the “war on terror” in Afghanistan, Pakistan and Iraq—and consider them to be mere data points or representing individuals whose lives are as precious as yours.
But at any rate, from the vantage point of the United States, it’s farfetched to claim that the billions of dollars expended for ongoing warfare in several countries are in a budget that can be legitimately called “defense.”

Until 1947, the official name of the U.S. government’s central military agency was the War Department. After a two-year interim brand (with the clunky name National Military Establishment), it was renamed the Department of Defense in 1949. As it happened, that was the same year when Orwell’s dystopian novel “1984” appeared, telling of an always-at-war totalitarian regime with doublespeak slogans that included “War Is Peace.”
Today, the Department of Defense remains an appropriately capitalized proper noun. But the department’s official name doesn’t make it true. To call its massive and escalating budget a “defense” budget is nothing less than internalized corruption of language that undermines our capacities to think clearly and talk straight. While such corroded language can’t be blamed for the existence of sloppy thinking and degraded discourse, it regularly facilitates sloppy thinking and degraded discourse.
Let’s blow away the linguistic fog. The Pentagon budget is not a “defense” budget.

Last week, Russian and US diplomats held talks in Geneva to determine controls on conventional weapons. The Defense Post, 6 Oct 21, The US State Department published on Tuesday the number of nuclear warheads the country stockpiles for the first time in four years, after former president Donald Trump placed a blackout on the data.
As of September 30, 2020, the US military maintained 3,750 active and inactive nuclear warheads, down by 55 from a year earlier and by 72 from the same date in 2017.
The figure was also the lowest level since the US nuclear stockpile peaked at the height of the Cold War with Russia in 1967, when the total was 31,255 warheads.
The numbers were released Tuesday amid an effort by the administration of President Joe Biden to restart arms controls talks with Russia after they stalled under Trump………….
Biden, who came in to office on January 20, immediately proposed a five-year extension to New Start, which Russian President Vladimir Putin quickly agreed to.
The deal caps at 1,550 the number of nuclear warheads that can be deployed by Moscow and Washington.
Last week, Russian and US diplomats held talks behind closed doors in Geneva to begin discussions on a successor to New Start and also controls on conventional weapons.
A US official called the talks “productive,” but both sides said the mere fact of holding the talks was positive.
According to a January 2021 tally by the Stockholm International Peace Research Institute, which includes retired warheads — not counted in the State Department’s numbers — the United States had 5,550 warheads, compared to 6,255 in Russia, 350 in China, 225 in Britain, and 290 in France.

Tragically, under the banner of national security the United States government exposed Americans to radioactive uranium ore and radioactive dust — subjecting them to lung cancer and other respiratory illnesses.
On July 16, we marked the 76th anniversary of the detonation of the first nuclear weapon — code-named Trinity — in the desert of New Mexico’s Tularosa Basin. Three weeks after the Trinity detonation, the United States exploded the Little Boy bomb over Hiroshima and, three days later, the Fat Man bomb over Nagasaki. Six days later, Japan surrendered. In the aftermath of World War II, a nuclear arms race began that reached its zenith with over 60,000 nuclear weapons worldwide in 1986.
Many lives were lost or severely altered by the nuclear weapons program. Thankfully, the world stockpile of nuclear weapons has steadily declined since 1986 and will, hopefully, continue to do so in the future. Yet, the effects of detonating over 1,100 nuclear weapons since the Trinity test in 1945 continue to mar the lives of Americans to this day.
Through atmospheric weapons tests, as well as mining, transporting and milling of uranium ore, many Americans have been slowly killed by radiation exposure. Thousands of Utahns were infected by radiation exposure simply by living “downwind” of the federal government’s nuclear weapons testing sites. Additional Utahn miners were affected as they worked the uranium necessary for these weapons. These “downwinders” and miners and their families friends, and communities often suffered excruciating illness, loss and devastation.
In response to this malfeasance, Congress rightly enacted (and later amended in 2000) the Radiation Exposure Compensation Act (RECA) in 1990. This legislation was a good first step in making recompense to those who mined and hauled uranium ore and those who processed the ore at a mill. The RECA legislation also addresses those exposed to radiation downwind from nuclear test sites.
It has been more than 20 years since any meaningful reform to RECA has been made for those whose lives have been taken or irreversibly altered by our foray into the arms race. Several classifications of workers such as core drillers and ground workers have been denied justice by being excluded completely from the process.
Some diseases that should have been compensable have been excluded. Numerous geographical locations exposed to downwind radiation have been left out. Uranium miners continued to mine after the United States stopped buying uranium for its nuclear weapons programs in 1971. These so-called post-1971 workers were excluded from accessing benefits since the original RECA legislation had an arbitrary cutoff date of Dec. 31, 1971 — even though the federal government continued to regulate uranium mines long after 1971. To make matters worse, RECA is scheduled to sunset in July 2022 — potentially leaving all classifications of exposure victims without redress.
We are honored to represent some of these “downwinders” and their family members and want them to know their suffering — and the sacrifices they made for our nation — are not forgotten.
That is why we are pleased to be the lead Republican members of the House of Representatives on the “RECA Amendments Act of 2021,” legislation that will reauthorize RECA for those still suffering the consequences of nuclear testing.
The tragic consequences of the nuclear arms race cannot be swept under the rug of history. We urge our colleagues in Congress to support the “RECA Amendments Act of 2021.” Our country must act now to address the injustices of those who have been forgotten by their own government.

“No, it was a one-time offer, and it was said so to the U.S. They missed the opportunity,” Russian Deputy Foreign Minister Sergei Ryabkov told the Geneva Center for Security Policy, per state media. “They didn’t want a freeze on all warheads — they wanted an extremely intrusive verification and control at all our nuclear-related facilities.”
Ryabkov aired the withdrawal of that proposal following a meeting with Deputy Secretary of State Wendy Sherman for what both sides described as “intensive and substantive” arms control talks. Technologies could render the ocean transparent by the time Australia’s new submarines are ready, some experts say, Guardian, Tory Shepherd, 5 Oct 21, Australia’s proposed nuclear-powered submarines could be obsolete by the time they hit the water in the 2040s due to new technologies making underwater vessels “visible”, some experts argue.
One of the controversies over the federal government’s decision to ditch the $90bn deal to build conventional submarines in favour of nuclear boats is the timeline for getting them battle-ready.
The navy will have to stretch out the lifespan of the existing Collins-class fleet and possibly hire submarines to fill the gap before the new ones are on the horizon.
But even before the deal to buy 12 submarines from France’s Naval Group was made, military analysts warned that submarines of all types would be rendered obsolete by new technology including submersible drones and new weapons systems.
There are also warnings that different technologies will render the ocean “transparent”, so even the stealthiest submarines could be spotted by an enemy force.
The Australian National University’s National Security College report Transparent Oceans? found that transparency is “likely or “very likely” by the 2050s, a decade after Australia’s new fleet of nuclear-powered subs is due to enter service.
A multidisciplinary team looked at new sensor technology, underwater communications and the possibility of tripwires at choke points. They also examined new ways to detect chemical, biological, acoustic and infra-red signatures, finding that even with improvements in stealth submarines will become visible.
The report found “future technologies will make the oceans broadly transparent and counter-detection technologies will not have the same salience in the decades ahead as they have had previously”.
China has already developed submarine-spotting lasers.
CSIRO is working with a Chinese marine science institute that has separately developed satellite technology that can find submarines at depths of up to 500 metres.
That collaboration is due to end next year. The Australian has reported that Asio warned it could help the Chinese navy to hunt down Australian submarines but CSIRO said making that connection was “alarmist and irresponsible reporting”.
The defence analyst Albert Palazzo, writing for the Lowy Institute, said China’s technology will be advanced enough that “any Australian submarine that attempts to do something in these waters, such as launch a tomahawk missile, will reveal its position and shortly thereafter be destroyed”.

Two and a half decades ago, a green four-car train would make the rounds every few months of Russia’s icy Kola Peninsula to cart nuclear fuel and radioactive waste 3,000 kilometers south to the Ural Mountains.
At the time, that lonely rail artery was the center of a logistical and financial bottleneck that made Northwest Russia – home of the once feared Soviet nuclear fleet – a toxic nuclear dumping ground shrouded in military secrecy.
Nearly 200 rusted out submarines bobbed in icy waters at bases throughout the region, their reactors still loaded with nuclear fuel, vulnerable to sinking or worse. Further from shore and under the waves laid other submarines and nuclear waste intentionally scuttled by the Soviet navy. Still more radioactive spent fuel was piling up in storage tanks and open-air bins on military bases and in shipyards.
One of those places was Andreyeva Bay, a run-down nuclear submarine maintenance yard just 55 kilometers from the Norwegian border.
Since the birth of the nuclear navy in the 1960s, Andreyeva Bay evolved into a dumping ground for 22,000 spent nuclear fuel assemblies offloaded from hundreds of Soviet submarines. Cracks in storage pools made worse by the hard Arctic freeze threatened to contaminate the Barents Sea. At one point, experts even feared the radioactive morgue might spark an uncontrolled nuclear chain reaction.
Infrastructure, technology and the Kremlin were failing to keep up with the mushrooming catastrophe. That green nuclear fuel train could only bear away 588 fuel assemblies at a time three or four times a year – little more than the contents of one nuclear submarine per trip. Even if the train ran on schedule, removing broken or deformed nuclear fuel elements at Andreyeva Bay was still seen as impossible
In the bleak and politically chaotic late 1990s, many feared that the carcinogenic remains of the Cold War would lie neglected at Andreyeva Bay for decades more.
“Now, after more than two decades of international effort spearheaded by Bellona, nearly all of those threats are already – or nearly – the stuff of history,” says Oskar Njaa, Bellona’ general manager for international affairs.
Those efforts have been backed by more than $200 million in funding from Norway, which, in 1996, became the first western government to recognize the new Russia’s emerging crisis over its radioactive legacy.
Norway’s financial foray into northwest Russia paved the way for yet more funding from the West, as numerous other European nations pitched in to help.
Last week, officials from both sides of the border gathered at Andreyeva Bay – now the flagship project between the two nations – to mark the 25th anniversary of the Norwegian-Russian Commission on Nuclear Safety.
“Bellona became the first organization in the world to publish such a name ‘Andreyeva Bay,’ and also told about the facility itself and its condition, ”said Alexander Nikitin, who directs Bellona’s St Petersburg offices, and was the first to sound the alarm.
“It was in 1996. After that, the object drew the close attention of the international community and international projects began.”
The first containers of Andreyeva’s accumulated waste were packed up in 2017 and borne away on a specially outfitted ship called the Rossita – itself a bit of expertise donated by Italy under the Northern Dimensions Environmental Partnership, an enormous Russian nuclear cleanup fund managed by the European Bank of Reconstruction and Development.
To date, the Rossita has made 15 trips, bearing away 10,000 spent nuclear fuel assemblies for reprocessing in the Urals, representing 45% of the total assemblies at the site.
According to Anatoly Grigoriev, who heads up the international projects division of Rosatom, Russia’s state nuclear corporation, the cleanup will continue for another six to seven years.
“Andreyeva Bay has been a daunting task for Norway,” said Per Einar Fiskebek, an advisor to the governor of Tromsø and Finnmark Counties, the Norwegian border region closest to Andreyeva Bay. “It is especially important for us that the work be carried out absolutely safely for the personnel, who have been professionally coping with it even in a pandemic. Norway and Russia are good neighbors with a common border and nature. I can assure you that Norway will remain with Russia until the end, until Andreeva Bay becomes absolutely clean.”
Cracks and contamination
Andreyeva Bay had been piling up spent nuclear submarine fuel for more than two decades when its troubles began in earnest in 1982.
That year, a crack developed in its now-notorious Building 5, a storage pool for thousands of spent fuel assemblies. The ensuing leak threatened to dump a stew of plutonium, uranium and other fission products into Litsa Fjord, fouling the Barents Sea.
The water was drained and the fuel painstakingly moved, but that revealed other problems. The fuel elements from Building 5 needed somewhere to go, so they were rushed into hastily arranged storage facilities that were meant only to be temporary.
Technicians stuffed the fuel elements into three dry storage buildings and cemented them in. The temporary storage solution has now spanned the last 30 years. . Meanwhile the leaking radioactive water contaminated much of the soil around Building 5.
It took the government years to catch up to the problem. In 1995, the Murmansk regional government paid it first visit to the secretive military site and, based on what it saw, shut down its operations. Five years later Moscow finally got involved, taking Andreyeva Bay out of the military’s hands, and giving it to the mainly civilian Ministry of Atomic Energy, now Rosatom.
Rosatom helped create a nuclear waste-handling agency in Murmansk, called SevRAO, to deal with the problem. Yet even in 2000, SevRAO was essentially working from scratch. Rosatom officials noted that there weren’t even documents detailing what waste and fuel was stored where at the site, much less an infrastructure to help safely get rid of it.
Bellona leads the charge
Norway, at Bellona’s urging, led the charge to pitch in.
Finally, in 2001, an enclosure was built over the three storage buildings to prevent further contamination while technicians worked to remove the spent fuel and load it into cases. Roads were built and cranes were brought in. Personnel decontamination posts went up, along with a laboratory complex and power lines.
A host of nations pumped funding into the burgeoning city whose central industry was safely packing up decades of nuclear fuel from Russia’s past nuclear soldiers. Starting in 2003, France, Germany, Japan, Italy, Canada and Great Britain, joined by Finland, Denmark, Sweden, and the European Commission pooled resources for a total contribution of $70 million over several years.
But Norway has led the pack by far, contributing some $220 million over the past 20 years toward safely removing Andreyeva Bay’s spend nuclear fuel – a national movement spawned when Bellona published its first report on Northwest Russia’s nuclear hazards in 1996.
“I hope that the system will take care of the future nuclear legacy without waiting for it to be accumulated,” Nikitin told The Independent Barents Observer. “Nuclear and radioactive waste should be dealt with before it reaches a situation as we had in Soviet times.”
As the project continues, Nikitin said he is pleased to see how the work has progressed.
“Bellona started it, and we have to finish it,” he told the portal.
Taiwan not to get nuclear submarines, calls on Australia for help against China

Dozens of aircraft from the People’s Liberation Army (PLA) have flown sorties into Taiwan’s Air Defence Identification Zone (ADIZ) since Friday, prompting the self-ruled island to scramble its own military jets.
Speaking to the ABC’s China Tonight program, Taiwan’s Foreign Minister Joseph Wu declared that if the PLA were to launch an actual strike, his democratic state would be ready to repel it……………
Australia does not formally recognise Taiwan diplomatically, but the federal government regularly calls for a “peaceful resolution” of differences between China and the small independent nation through dialogue and without the threat or use of force or coercion.
A communique issued after last month’s AUSMIN meetings between Australia and the United States declared that “both sides stated their intent to strengthen ties with Taiwan, which is a leading democracy and a critical partner for both countries”.

Taiwan has also welcomed the recent establishment of the AUKUS strategic partnership between Australia, the United Kingdom, and the United States, as well as the growing activity between the Quad allies, the US, India, Australia and Japan.

The numbers rose again on Monday with 56 Chinese aircraft entering Taiwan’s air defence identification zone before Taiwan scrambled fighter jets and deployed missile systems to monitor the Chinese planes.
The latest sortie included 34 J-16 fighters and 12 nuclear-capable H-6 bombers, which all flew in an area in the vicinity of the Pratas Islands, according to a map provided by Taiwan’s Defence Ministry.
Later, four more Chinese J-16s flew toward the southwestern part of Taiwan’s air defence zone — a buffer outside a country’s airspace.
The show of force over four consecutive days is part of a longer-term trend described by many as a campaign of intimidation targeting the self-governing island………………
Wen-Ti Sung, an expert on China’s foreign policy from the Australian National University, said Beijing’s show of force was for international and domestic audiences.
He said it could be a response to the new AUKUS pact between Australia, Britain and the United States. “It (the pact) is a big deal that signals Australia’s greater willingness to be engaged with security [issues] in Taiwan Strait and the South China Sea,” Mr Sung said.
It will be increasing deterrence against China, and China does not look upon [that] very favourably.”
Mr Sung added that Taipei’s talks with the US to change the name of Taiwan’s representative office — its de facto embassy in the US — from Taipei Economic and Cultural Representative Office to Taiwan Representative Office was likely to have also irked China.
Taiwan’s diplomatic offices can only be addressed with “Taipei” rather than “Taiwan” as most countries do not recognise the island as a sovereign country.
“It’s natural that China will want to show some muscle at this point to signal to the other actors internationally, for example the US and Australia, that if they make further moves in this direction, then China may risk serious escalated military tension, potentially conflict,” Mr Sung said……………..
What do China and Taiwan want?
The Chinese Communist Party (CCP) has seen the transformation of China into an economic and geopolitical superpower, while also wielding tight control over every aspect of social, cultural and political life on the mainland.
It views Taiwan as part of its territory and wants to reclaim it as part of the People’s Republic of China.
President Xi Jinping pledged reunification of China and Taiwan during a speech to commemorate the 100th anniversary of the CCP in July………………
Taiwan’s government responded by noting China’s economic success under the CCP, but decrying it as a dictatorship that suppressed human rights. The CCP should abandon its aggressive political claims on Taiwan as well as the diplomatic suppression and military threats towards Taiwan,” a statement said at the time…..
While previously a military dictatorship, Taiwan has evolved into one of the Asia Pacific’s few liberal democracies.

The annual Taiwan National Security Survey showed in late 2020 that only 1 per cent of the population supported reunification with the mainland, while 60 per cent opposed adopting Beijing’s “one country, two systems” framework for Hong Kong……….

Why we need a fundamental reappraisal of nuclear weapons policy, The Hill, BY WARD WILSON, OPIN— 10/03/21 The Deputy Assistant Secretary of Defense for nuclear and missile defense policy, a Biden appointee who apparently was intent on challenging status quo ideas, recently was forced out of the Nuclear Posture Review process in a “reorganization.” The move led some to conclude that new ideas and innovative thinking are being excluded, some to have even sharper reactions, and inspired Sen. Edward Markey (D-Mass.) to fire off a letter to the president asking eight pointed questions and expressing concern that the move “will result in a draft Nuclear Posture Review that reflects the Cold War era’s over-reliance on nuclear weapons.”
This move to force out a proponent of new ideas is disappointing because the need for a fundamental, realistic reappraisal of nuclear weapons policy is unmistakable — not because recent policies were obviously flawed, although they do seem to have failed to avert a second nuclear arms race. The problem goes back to the origins of nuclear weapons policy and the peculiar fact-free nature of the field………
if U.S. nuclear weapons policy is not based on fact, on what is it based? It is based on assumptions. The people who first made policy about nuclear weapons did the best they could using intuition, judgment and what little experience they had. The problem is that it is easy to get assumptions wrong. In the case of nuclear weapons, there is every reason to believe that at least some of the assumptions that underpin thinking about these weapons are mistaken.
It’s likely, for example, that early judgments were skewed by fear. Nuclear weapons policy was first formulated during the Cold War, a time of uniquely intense anxiety, paranoia and continual fear of nuclear war. This is a problem, because people don’t do their best thinking when they are afraid. Strong emotions almost certainly distorted early thinking about nuclear weapons.
Another likely source of error is what happened in Hiroshima, Japan. Over the past 15 years, the meaning of that one real experience has come under scrutiny. There are now credible reasons to doubt that the twin bombings of Hiroshima and Nagasaki played a significant role in Japan’s decision to surrender at the end of World War II. Unknowns about Australia’s proposed nuclear submarines, especially weapons proliferation risks
U.S., UK Pledge Nuclear Submarines for Australia, October 2021 Arms Control Association,
By Julia Masterson, Australia could become the first non-nuclear-weapon state to field a nuclear-powered submarine as part of a new trilateral security partnership with the United States and United Kingdom known as AUKUS. The initiative was unveiled at a joint virtual press conference held Sept. 15.
…………… The United States has shared nuclear submarine propulsion technology only with the UK, a product of a series of Cold War agreements aimed to counter Soviet influence in Europe.
The UK Royal Navy operates three nuclear-powered submarine systems: the Vanguard-class ballistic missile submarine and the Astute- and Trafalgar-class attack submarines. Johnson said the AUKUS partnership will provide “a new opportunity to reinforce Britain’s place at the leading edge of science and technology, strengthening our national expertise.”
Morrison said that Australia will work with Washington and London over the next 18 months “to seek to determine the best way forward to achieve” a conventionally armed nuclear-powered submarine fleet. He also said that the submarines will be constructed “in Australia in close cooperation” with the UK and the United States. The submarines will reportedly be finished in time to be fielded in the 2040s. Early reports suggest Australia may lease U.S. or UK nuclear-powered submarines in the meantime, but the details remain unclear.
At a press conference in Canberra on Sept. 16, Morrison noted that “[n]ext-generation nuclear-powered submarines will use reactors that do not need refueling during the life of the boat. A civil nuclear power capability here in Australia is not required to pursue this new capability.”
A senior Biden administration official appeared to confirm on Sept. 20 that the vessels will be powered with HEU, as UK and U.S. submarines are, when they commented on Australia’s fitness for “stewardship of the HEU.” It remains unclear who would supply Australia with the fissile material necessary to fuel the submarines or whether the nuclear-powered submarines might be provided through a leasing arrangement.
Another unknown is whether the submarine design will be based on existing U.S. or UK attack submarines or an entirely new design. One of the reasons that Australia may lease U.S. or UK vessels in the near term is to “provide opportunities for us to train our sailors, [to] provide the skills and knowledge in terms of how we operate,” Australian Defense Minister Peter Dutton told reporters Sept. 19, suggesting the new submarines may share a similar design.
The AUKUS initiative is not limited to the new submarine project. It will also facilitate the sharing of information in a number of technological areas, including artificial intelligence, underwater systems, and quantum, cyber-, and long-range strike capabilities. Morrison said Australia will also enhance its long-range strike capabilities through the purchase of Tomahawk cruise missiles and extended range Joint Air-to-Surface Standoff Missiles.

Most nonproliferation experts, however, say the concern is not necessarily with Australia’s intentions but the precedent that the nuclear-powered submarine-sharing scheme would set. Although Australia’s new submarines would be conventionally armed, they clearly would be deployed for military use and will reportedly utilize HEU, which can also be used for nuclear weapons………
In a Sept. 21 letter to the editor published in The New York Times, Rose Gottemoeller, former U.S. undersecretary of state for arms control and international security, criticized the proposal to share HEU-fueled submarines with Australia. The proposal, she wrote, “has blown apart 60 years of U.S. policy” designed to minimize HEU use. “Such uranium makes nuclear bombs, and we never wanted it in the hands of nonnuclear-weapon states, no matter how squeaky clean,” she said.
As recently as May 2021, the UK and United States declared that they wanted to “reinvigorate” efforts to minimize the use of HEU, according to the official statement laying out the goals for the G7 Global Partnership Against the Spread of Weapons of Mass Destruction. (See ACT, June 2021.) Reducing the production and use of HEU “enjoys broad support but requires more solid political support,” the statement said.
Senior Biden administration officials have called the decision concerning Australia “a one-off,” implying that similar arrangements would not be made with other U.S. allies.
Despite support for the new initiative among the three capitals, the AUKUS partnership risks undermining U.S. and UK relations with allies, particularly France……………

Currently the United States, Russia, Britain, France and China operate such submarines.

“This is a great challenge to the international nuclear non-proliferation regime.”
China’s Foreign Minister Wang Yi said earlier in the week that the security pact brings a hidden danger to regional peace, stability and international order.
Foreign ministry spokesman Hua Chunying also questioned whether Australia really cared about improving relations with China.

Andrey Zolotkov with ANO Bellona Murmansk says there are problems in the sphere of nuclear safety that Russia can’t deal with alone.
“This is to raise the sunken nuclear submarines,” he says.
On the seafloor of the Barents Sea, the old November class K-159 that sank in August 2003 has two reactors with spent nuclear fuel on board. The submarine lays in an area of high importance for the fisheries of both Russia, Norway and the European Union. Further east, in the Kara Sea, the submarine K-27 was dumped on purpose, along with several other submarine reactors and thousands of containers with radioactive waste.
Zolotkov fears the submarines may corrode to the worse if nothing is done.
If we constantly postpone this for later, then something may happen. The lifting operation will sooner or later become impossible because supporting structures will be destroyed as a result of corrosion.”
A key question is how eager potential donor nations would be to cash out even more money to assist in reducing the environmental risks caused by the past nuclear legacy, like the dumped reactors in the Kara Sea, as long as Russia itself gives priority to creating nuclear weapons systems beyond what the world ever has seen before.
Rearmament of the north
Russia’s rearmament of the north includes a new generation of both multi-purpose submarines and ballistic missile submarines. Currently, some 12-13 reactor-powered subs are under construction at the Sevmash yard in Severodvinsk. The new vessels will sail for both the Northern Fleet and the Pacific Fleet. Little is known about 4th generation Russian navy reactors and uranium fuel enrichment.
Maybe more frightening than the new submarines are two other reactor-powered weapons systems currently under testing and development in northern Russia: the Poseidon underwater drone and the Burevestnik cruise missile. Both are said to carry nukes and have a nearly unlimited range.

Nenoksa accident
In August 2019, five employees from Rosatom were killed when a nuclear object was about to be raised from the seabed outside Nenoksa in the White Sea, only a few kilometers west of Severodvinsk. What exactly happened remains secret, but radiation monitors in Severodvinsk saw a spike, and locals took photos of ambulances where both the interior and the drivers were wearing protective dressed against radiation.
As reported by the Barents Observer, the explosion was most likely involving the reactor from a Burevestnik test. This autumn, Russia’s top-secret testing of the Burevestnik nuclear-powered missile is moved to Novaya Zemlya in the Arctic, an archipelago under full military control and formerly used for real nuclear weapons tests in the atmosphere and underground.
This week, a large area both on land at Novaya Zemlya and in the waters along the west coast on the Barents Sea side is closed off with NOTAM-warnings (Notice to Airmen). Hindered from on-site meetings due to the pandemic, today’s 25-years anniversary meeting in Andreeva Bay is long overdue. However, the meeting comes in pole position as the two countries are trying to improve bilateral relations in times of more complex geopolitics and higher tensions between NATO and Russia up north.
……. ensuring nuclear safety is another topic for good bilateral cooperation.
For the Soviet nuclear navy, the Coastal Technical Base in Andreeva Bay became the main storage site for both spent fuel assemblies from submarine reactors, as well as a site to store containers with solid radioactive waste. Focus was not on safety and after years of exposure to Arctic climate, the site became contaminated and the infrastructure started to fall apart. With Russia being broke after the collapse of the Soviet Union, the call for international action was precarious. Norwegian money, and will to solve the problem, was most welcomed……………
Success story
More than 2 billion kroner (nearly €200 million) of Norwegian taxpayers money are spent on helping Russia secure its nuclear legacy since the mid-1990ties. The ground-breaking nuclear safety work initiated on the Kola Peninsula, only some 60 km from the border to Norway, has since been followed by many other countries and international financial grant programs.
For projects in Andreeva Bay, Norway has paid more than €30 million on things like fixing electricity, water pipelines, roads, fences, constructing a new sanitary building and improving the old pier in port with a new lifting crane. About half of the 21,000 spent uranium fuel elements originally stored in three rundown concrete tanks is so far lifted out, repacked and shipped out of Andreeva Bay. First to Atomflot in Murmansk, then by train further to Russia’s reprocessing plant at Mayak in the South Urals. Some 10,000 cubic meters of solid radioactive waste that previously was stored outdoor and exposed to snow and frost is now under roof in a new building erected at the site. Soon, also that will be transported away.
Present at the celebrations in Andreeva Bay is also representatives from the environmental NGO Bellona. It was this organization, with offices both in Murmansk and Oslo, that before the official country-to-country cooperation started, was first to uncover security breaches and the urgency to act before the entire storage site turned out to be a Chernobyl in slow-motion.
“Time has come”
Bellona’s Aleksandr Nikitin says to the Barents Observer that the time has come for Russia to solve its own nuclear challenges, not the international community. “But first we have to complete already started international projects, like the nuclear legacy,” Nikitin says and points to the ongoing work in Andreeva Bay………….
Meanwhile, and unlike the 1990ties, Russia is now investing huge money in building new nuclear-powered submarines and other military nuclear installations. A key question is whether Moscow now is arming the country again into a nuclear age that later could cause similar radiological waste challenges as the legacy from the last Cold War created.
…….. It is a task for Russia and Rosatom. We cannot hire anymore for a rich uncle from the west to come and help again. It was a time when it was necessary, not anymore.”
Meanwhile, Aleksandr Nikitin is glad to see the solution-oriented results of the work in Andreeva Bay.

A Norwegian intelligence official has previously expressed fears for more accidents with the reactor-powered weapons systems now under testing and development in Norway’s neighboring areas up north.
For Norway, a challenge is to balance the aid-support to nuclear safety with making sure no funding ends up in Russia’s new crazy nuclear weapons programs…………..
The “Serebryanka” dilemma
A review made by the Barents Observer of the publicly available documents on financial aid from Norway and Sweden to equip modern communication and positioning systems on board “Serebryanka” shows that about 9 million kroner (€900,000) were spent on the project in 2013 and 2014. That was shortly before the Burevestnik testing program started.
The Swedish Radiation Safety Authority, in charge of the project, says in its annual overview of Non-Proliferation cooperation for 2013 that the “Serebryanka” was the largest project initiated in the Murmansk region.
Stockholm spent 4,1 million Swedish kroner (SEK) on equipment for “Serebryanka” in 2013 and an additional 217,000 SEK in 2014.
Describing the project, the Radiation Safety Authority writes: “This project is co-financed with Norway and the purpose is to equip the vessel “Serebryanka” with a physical protection system, as well as communications and positioning systems, in order to increase security when transporting nuclear materials and radioactive substances.”
The Norwegian share of the project was 3 million Norwegian kroner, paid as part of the Nuclear Action Plan financed by the Ministry of Foreign Affairs.
Conflict-of-interests

Even while Australian Prime Minister Scott Morrison was in Washington his government was attempting to persuade the Australian States to adopt a “Coalkeeper” policy that seemingly would continue to protect the fossil fuel industry and constrain new renewable energy projects

Is Australia’s nuclear submarine deal a distraction from international climate action? The Hill, BY DAVID SHEARMAN, — 09/28/21 Climate warming and environmental degradation are damaging humanity each and every day and all the decisions we make must be questioned for their human health and survival implications.
The fundamental issue at the UN climate conference COP26 is not the distant target of zero emissions by 2050 but the need to focus on the huge task of delivering emission reductions of 45 percent or more by 2030 to limit a temperature rise to 1.5 degrees Celsius. Currently, the contribution of nations in the Paris Agreement will lead to an emissions rise of 16 percent and a 2.7 degree Celsius rise.
Australia and indeed some other countries must ask themselves if nuclear submarines will be relevant to their likely plight in 2050 or whether the $90 billion (AUD) should be a small down payment on the huge ongoing costs of survival from the predicted climatic ravages which have already commenced worldwide.
One positive has arisen from Australia’s shameful diplomatic treatment of France, whose earlier defense deal with Australia was abruptly canceled and replaced with AUKUS. There will now be much greater scrutiny of the proposed Australia-EU trade deal to ensure Australia complies with climate and environmental needs, as well as with means to assess compliance. Such pressure on Australia’s trading future is already having an impact on policy.
Impact on Australia’s Pacific policy
Trust and cooperation between Australia and France are essential for the needs of the Pacific Island nations. It had been expected that the French through their Pacific territories and commitment to climate change would encourage Australia to recognize its responsibilities.
Over many years, Australia has continued to dismiss the pleas of the islands for a climate policy that would help them avoid inundation. At the time of the 2019 Pacific Island Forum in low-lying Tuvalu, Australia’s Deputy Prime Minister Michael McCormack infamously said that Pacific island nations affected by the climate crisis will continue to survive “because many of their workers come here to pick our fruit.”…………
Even more shaming is Australian indifference to the needs of the Torres Strait Islanders who are the Indigenous peoples of this Australian territory. They have claimed before the UN Human Rights Committee that Australian inaction infringes their human rights. Australia has opposed their claim………
In 2050, conflicts will likely be within countries and between close neighbours over resources such as water and productive land — not based on nuclear threat. Defense services including those of the United States and China will be engulfed in saving lives and infrastructure from fire, flood, storm and drought.
Such conflicts are already with us and U.S. Secretary of State Antony Blinken has cited war in Syria, Mali, Yemen, South Sudan and Ethiopia due to water shortages.
Currently, Australia spends $45 billion (AUD) or 2.1 percent of GDP on defense. It has spent $130 billion on the economic recovery from COVID-19 much by increasing gas mining for export, but less than 2 percent of which has been spent on solutions to reduce emissions and even less on climate adaptation. Indeed, Australia does not have a national coordinated national adaptation policy.
The relevant questions are whether the defesnse agreement between the U.S., UK and Australia to provide nuclear submarines, dubbed AUKUS, has encouraged or coerced Australia to accept and deliver even a 2050 emission target —and how Australia can now cooperate on emission reduction within the Asian Pacific region and particularly the Pacific Island States.
Impact on Australian climate policy
The AUKUS agreement has already resulted in the re-examination of climate policy but discussion has been distracted by worries about AUKUS compromising our sovereignty in the event of armed conflict — and by the diplomatic failure to discuss the issue with Pacific neighbours. There are also concerns about the weakness of U.S. democracy and the possible irrationalities of any future president that could lead to Australian involvement in unnecessary conflict.

No wonder many Australian eyebrows were raised when U.S. House Speaker Nancy Pelosi (D-Calif.) hailed Australia as a global leader on climate change.
Currently, Australia is ranked 15 highest of 90 countries for domestic emissions and fifth or sixth if exports of fossil fuels are included. Clearly, Australia is the world’s laggard when the country has the wealth and expertise to take action.
