enriched uranium — enough to construct at least a dozen nuclear weapons — from a remote Soviet-era nuclear test site in Kazakhstan that had been overrun by impoverished metal scavengers, according to a report released last week by the Belfer Center for Science and International Affairs at Harvard.
The report sheds light on a mysterious $150 million cleanup operation paid for in large part by the United States, whose nuclear scientists feared that terrorists would discover the fissile material and use it to build a dirty bomb.
Over the years, hints emerged that something extraordinarily dangerous had been left behind in a warren of underground tunnels — like the American aerial drones that circled over the site, looking for intruders, or the steel-reinforced concrete that was poured into tunnels and over stretches of earth.
Among the report’s new revelations is that the Soviet testers left behind components, including high-purity plutonium, that could have been used to build not just a dirty bomb but a “relatively sophisticated nuclear device,” an American official told the report’s authors. Continue reading

For example, under IAEA’s criteria:
> If a radiation-caused cancer is not fatal, it is not counted in the IAEA’s figures
> If a cancer is initiated by another carcenogen, but accelerated or promoted by exposure to radiation, it is not counted.
> If an auto-immune disease or any non-cancer is caused by radiation, it isnot counted.
> Radiation-damaged embryos or foetuses which result in miscarriage or stillbirth do not count
> A congenitally blind, deaf or malformed child whose illnesses are are radiation-related are not included in the figures because this is not genetic damage, but rather is teratogenic, and will not be passed on later to the child’s offspring.
> Causing the genetic predisposition to breast cancer or heart disease does not count since it is not a “serious genetic disease” in the Mendelian sense.
> Even if radiation causes a fatal cancer or serious genetic disease in a live born infant, it is discounted if the estimated radiation dose is below 100 mSv [mSv= millisievert, a measurement of radiation exposure. One hundred millsievert is the equivalent in radiation of about 100 X-Rays].
> Even if radiation causes a lung cancer, it does not count if the person smokes — in fact whenever there is a possibility of another cause, radiation cannot be blamed.
> If all else fails, it is possible to claim that radiation below some designated dose does not cause cancer, and then average over the whole body the radiation dose which has actually been received by one part of the body or even organ, as for instance when radio-iodine concentrates in the thyroid. This arbitrary dilution of the dose will ensure that the 100 mSv cut-off point is nowhere near reached. It is a technique used to dismiss the sickness of Gulf War veterans who inhaled small particles of ceramic uranium which stayed in their lungs for more than two years, and in their bodies for more than eight years, irradiating and damaging cells in a particular part of the body.

Taiwanese Government Alters Search Results to Favor Nuclear Energy Policy Global Voices Advocacy, by Oiwan Lam 14 August 2013 For several months, activists in Taiwan fighting to prevent the launch of operations at a nuclear plant they argue would be hazardous for public health and the natural environment. Alongside mobilizing public support and lobbying government officials, they are now facing a new challenge: search engine censorship. Over the last few days, searches run on Yahoo! Kimo for the names of various anti-nuclear activists have yielded links to Nuclear Safety, Taiwan Energy [zh], a website run by the Bureau of Energy and Ministry of Economic Affairs, as their top result.
Yesterday, the Ministry of Economic Affairs admitted to Taiwan Apple Daily [zh] that the government had spent 100,000 Taiwanese Yuan (equivalent to USD3500) to alter the search results for 92 keywords on Google and Yahoo! Kimo, the country’s most popular search engine. Among the 92 keywords, 63 are related to nuclear energy and 29 are the names of individuals, many of whom are anti-nuclear activists.

International Atomic Energy Agency (IAEA) moves from deception to self-deception
It is notable that Mr. Amano made comments that mostly reflect the responsibility of the IAEA to promote nuclear power, but not the responsibility to guarantee safety. Many regulatory bodies have been captured by the industries they are supposed to oversee, but the IAEA doesn’t even have to pretend that it operates at arm’s length from industry. It is the founding mission of the IAEA to promote nuclear power
We could ask what scenario, if any, would prompt the IAEA to give up promotion of nuclear energy and lead the world toward alternatives?
What about ……..the destruction of a spent fuel pool near a large metropolis?
you can bet that the director general of the IAEA, and every other representative of the nuclear industry, would be feeding the media with statements about how lessons have been learned and nuclear is still a feasible alternative to fossil fuels.

At the recent International Atomic Energy Agency (IAEA) Ministerial Conference in St. Petersburg (June 2013), director general Yukiya Amano repeated the familiar platitudes about Fukushima that deflect and deny the heavy responsibility of the IAEA and the Japanese nuclear establishment for having failed to prevent the catastrophe – one that every anti-nuclear group in Japan had been warning about for years. In a report on the conference published by The Hindu, Mr. Amano refers to Fukushima as not a disaster, accident or catastrophe, but as a “tragedy,” a word that suggests it was caused by cruel gods rather than human failings. He went on to repeat the familiar trope about “lessons learned” and the effective steps taken to make nuclear power plants safer.
Such statements from the head of the global nuclear establishment are emblematic of what is argued below: in trying to sustain itself against mounting evidence that points to its unacceptable dangers and costs, the nuclear industry has resorted to deceit and self-deception. My own worry is that the web of scientists, bureaucrats, corporate media. universities, local and central governments in japan – Japan’s “Nuclear Village” will quietly spread around the world. Tepco got away with its negligence for years because of the cozy ties between power companies and the regulators, bureaucrats and researchers that champion the industry — the “nuclear village.” Backed by its connections, money and control of the media, Tepco has brazenly continued to cook its radiation data for the last two and a half years. It matters little that the government is finally commandeering Tepco’s cleanup: The government is Tepco.
Dollar Signs Abe’s Liberal Democratic Party is blinded by dollar signs. In May, Abe visited Turkey to help close a $22 billion deal for Japan to build nuclear power plants in that seismically active nation. That kind of cash makes power companies virtually untouchable.

Forget Abenomics. Ignore Shinzo Abe’s efforts to rejuvenate Japan’s diplomatic and military clout. Look past the quest to rewrite the constitution. History will judge this prime minister by one thing alone: what he did, or didn’t do, to end the worst nuclear crisis since Chernobyl.
It’s mind-boggling how disengaged Japan’s leaders have been since their “BP moment” — the March 2011 near-meltdown at the Fukushima Dai-Ichi nuclear plant. Abe’s predecessorsNaoto Kan and Yoshihiko Noda virtually ignored the radiation leaks and spent fuel rods sitting 135 miles (217 kilometers) from Tokyo. In December, Abe became the third prime minister to pretend all was well at Fukushima after a devastating earthquake and tsunami that flooded the plant.
The official line on Fukushima is depressingly familiar: The folks at Greenpeace International are trouble makers bent on scaring Japanese; the alarmists at theWorld Health Organization should mind their own business; the international news media needs to discover decaffeinated coffee. Nuclear power is clean, safe and — most important, now that a weakened yen has driven up energy bills — cheap.
Reality made an inconvenient reappearance last week. Mounting evidence that radioactive groundwater is gushing into the Pacific Ocean forced Abe to admit that plant owner Tokyo Electric Power Co. Inc. isn’t up to the task of containing the disaster. Under international pressure, he pledged the government would “make sure there is a swift and multifaceted approach in place” to stop the leak.
Abe’s Seriousness
Pardon me for doubting Abe’s seriousness. It’s not just the sketchiness of the suggested remedy: freezing the ground around Fukushima, a tactic scientists fear will prove inadequate. Mystery memos fuel battle between Nevada, DOE over nuclear waste Fox News,By Barnini Chakraborty August 12, 2013 WASHINGTON – U.S. Energy Secretary Ernest Moniz plans to meet with Nevada’s governor on Tuesday to discuss an escalating dispute between the state and the federal government over where to dump hundreds of canisters of radioactive waste, FoxNews.com has learned.
Tensions have risen in recent weeks over who should be forced to keep the nuclear material. The federal government says Nevada signed off on a series of memos agreeing to take it, but Nevada Gov. Brian Sandoval says those talks never happened — and says his state shouldn’t have to shoulder the burden of burying toxic waste in its backyard.
“The state of Nevada is not aware of any signed memos between the state and DOE regarding the approval of the material in question,” Mac Bybee, the governor’s communication director, told FoxNews.com.
Both Sandoval’s office and the Department of Energy confirmed that Moniz and the governor will meet on Tuesday.
Bybee says his office hasn’t located any memo from any state-level agency that has had contact with the Energy Department regarding the security, transportation or disposal of nuclear material.
That’s a problem because Moniz testified under oath during a July 30 Senate hearing to their existence. Continue reading

Finding records in ADAMS is wicked easy.
Finding records one actually wants in ADAMS is often just wicked.
One can search by key word or phrase or date or docket and literally get up to 1,000 hits (ADAMS will only return 1,000 hits even when 1,000,000 records match the search criterion. This makes it easier for you to find the record of interest among the 1,000 hits – unless, of course, that record is among the hits not returned.)
To make finding stuff even “easier,” records can be viewed in ADAMS by folders for the day they were added to the electronic library. The very descriptive information provided for each record make it extremely easy to zero right in on stuff of particular interest.,,,,,,,
the absolute easiest way to find a record in ADAMS is to have a hard copy in your hand before you start searching. If so, read the hard copy and save yourself the wasted time and undue agony trying to find it in ADAMS even when equipped with its date, subject, addressee, etc.
Even for immortals, life is just too short to become an ADAMS aficionado.
There are times when the federal government should not award contracts to the lowest bidder. Like when it seeks an online document library that is not “electronic keep away.”

Sixty-eight years ago, August 6, 1945, the United States dropped the first atomic bomb to ever be used in warfare on the civilian population of Hiroshima, Japan. Three days later a second atomic bomb was dropped on the civilian population of Nagasaki, Japan. All toll, nearly a quarter of a million civilian men, woman, children, and babies lost their lives in those blasts. Of those who survived the blasts, many were maimed for life and many more would later die slow, painful deaths due to radiation poisoning and various forms of cancer.
In Hiroshima, a city with a population of 290,000, the initial death count by the end of August 1945 was estimated at 100,000. By the end of 1950 the estimated death toll had risen, according to some estimates, to 200,000. In Nagasaki, a city with a population of 240,000, including 400 prisoners of war, it’s estimated that some 70,000 were killed by the initial blast, with 140,000 dead within the next five years.
The official story at the time was that Hiroshima and Nagasaki were military targets whose destruction was necessary to bring the war to an end. This was a lie. The American public was also told that leaflets were dropped warning the inhabitants of these cities of the impending destruction and that they should leave. This, too, was a lie. The official story tells of President Truman’s decision to go nuclear on Japan as a necessary last resort designed to hasten a Japanese surrender, thereby saving American soldiers the horrors of a ground invasion of the Japanese mainland. As we will see, this, too, was a lie.

How they began: the lies about Hiroshima atomic bombing

Hiroshima did contain an important military base, used as a staging area for Southeast Asia, where perhaps 25,000 troops might be quartered. Even before he was found guilty, Manning has been punished harshly. The United Nations special rapporteur on torture complained that Manning—held for months in solitary confinement, often naked, and deprived of sleep—had been subjected to “cruel, inhuman and degrading treatment in violation of Article 16 of the Convention Against Torture.”
Like Manning, Edward Snowden gave away a public secret, revealing that the National Security Agency does not just spy on foreigners, but in violation of the legal framework established after the Vietnam War, also harvests vast quantities of information on the communications of American citizens, including email messages, browsing histories, postal records, and telephone metadata. When public rather than military secrets are given away, the state always insists that military security has been damaged, so it should not surprise us that the Obama administration claims Snowden gave away military secrets that will help those bent on attacking the United States. ….. British Queen has profitable investments in depleted uranium trade
UK Queen in depleted uranium trade? The video apparently created by anti-monarchy activists and published on YouTube says the British monarch has managed to increase her wealth from £300 million early in her 60-year reign to £17 billion at present thanks to investments in arms firms that produce uranium used in depleted uranium (DU) shells, including Rio Tinto Zinc
DU shells are notorious for their ability to pierce armor and kill targets due to their deadly radioactive features.
The video cites the American nuclear radiation expert Jay M. Gould as saying in his 1996 book titled “The Enemy Within: the High Cost of Living Near Nuclear Reactors” that the British royal family, especially the Queen herself, privately own investments in uranium holding worth some £4 billion through Rio Tinto Zinc.
The mining company, originally named Rio Tinto Mines, was allegedly created for the British Royal family in the late 1950’s by Ronald Walter Rowland, the Queen’s “buccaneer”.
The video argues that the Queen and other royals have been investing in the death trade of depleted uranium globally with little ethical concerns for the consequences of their profiteering.
DU weapons were first used by the US military during the first Persian Gulf War against Iraq in 1991.
The US Defense Ministry estimated that between 315 and 350 tons of DU bombs, shells and bullets were fired during the conflict There are allegations that American and British troops used more than five times as many such weapons as the total number used in the 1991 war in Iraq.
The US has confirmed the use of depleted uranium in both wars but refuses to disclose the scale of the use.
Iraq has seen a sharp rise in the number of children with leukemia and genetic malformation in the decades after the First Persian Gulf War that are attributed to the use of DU weapons.
