A freedom of information request made by us has turned up documents from 1960 that show nuclear companies pressured the Japan Atomic Energy Commission to make sure they were exempted from all responsibility for a nuclear accident, except in the case of a deliberate act. The Commission was only too happy to agree.

But what if a nuclear company is grossly negligent? It needn’t worry. The Commission’s documents say:

“Dealing in Doubt” – new book exposes the climate scepticism industry

Report offers field guide to the climate change denial industry, Guardian, Graham Readfearn, 13 Sept 13, Greenpeace report documents the who, what, when and how of a long-running campaign to block action on climate change It writes boilerplate legislation, runs extensive PR campaigns, puffs CVs with fake credibility, facilitates or promotes the intimidation of climate scientists and advocates, publishes books, organises speaking tours and conferences, gets on the telly and radio a lot, uses Freedom of Information laws as a surveillance tool, pays scientists to speak and – crucially – it manufactures doubt and confusion among policy makers, politicians and the public about climate change.

To get this work done, it has accepted many millions of dollars from fossil fuel interests or ideologically-driven conservative donors who funnel their cash through anonymous trust funds because they are too cowardly to put their mouths and their money in the same place.

We’re talking about the international climate science denial industry. Now it has a field guide, of sorts, courtesy of researchers at environment group Greenpeace.

Guarino, Global Security Newswire September 11, 2013 WASHINGTON Newly obtained government documents are prompting concern among critics that Environmental Protection Agency officials are seeking to use the organization’s new guide for nuclear-incident response to relax public health standards, but the agency is denying the claim.

The Freedom of Information Act release comes as the agency has yet to finish collecting public comments on the so-called protective-action guide, which it issued in April after years of internal infighting and public controversy. The document is meant to give federal, state and local officials advice on responding to a wide range of radiological incidents, such as “dirty bomb” attacks, nuclear power plant meltdowns and industrial accidents.

The documents obtained by Global Security Newswire show EPA officials have suggested at meetings around the world that the new guide could allow for the use of long-term cleanup standards dramatically less stringent than those the agency has enforced for decades at hundreds of sites throughout the United States, critics say.

In some cases, EPA officials have not only suggested that a drastic event akin to the Fukushima nuclear power plant meltdown in Japan would necessitate more flexible guidelines, but also have made statements that critics say challenge the very science behind the agency’s everyday radiation rules. “Unpardonable corruption in South Korea’s nuclear industry

Despite concern over how the nuclear sector is run, the government has vowed to push ahead with plans to build an additional 16 reactors by 2030.  SEOUL (AFP) – A former deputy minister has been charged with taking bribes as part of a corruption probe into South Korea’s nuclear industry which has already indicted nearly 100 people, prosecutors said Tuesday.

Park Young-June, a former vice minister in charge of energy, stands accused of accepting 50 million won ($45,000) bribes in 2010 in return for favouring a constructor bidding for a nuclear reactor contract.

The 53-year-old is also charged with taking backhanders from Kim Jong-Shin, the one-time chief of Korea Hydro and Nuclear Power, the state-run company which oversees nuclear power plants.

South Korea has 23 reactors which are meant to meet more than 30 percent of electricity needs.
The sector is currently undergoing a crisis of confidence following a series of shutdowns and a scandal involving parts provided with fake safety certificates

Last year, officials said eight suppliers were found to have faked warranties covering thousands of items used in a number of reactors. The scandal further undermined public confidence already shaken by the 2011 Fukushima nuclear disaster in Japan and its ongoing repercussions. The probe by public prosecutors followed an order from President Park Geun-Hye to eradicate what she called “unpardonable” corruption in the industry.

  The Trans-Pacific Partnership and Its Critics: An introduction and a petition –  The TPP agreement affects not only trade issues, but also non trade matters that immensely impact lives of citizens in all participating countries.5  The areas at stake include, for example:
  • domestic court decisions and international legal standards (e.g., overriding domestic laws on both trade and nontrade matters, foreign investors’ right to sue governments in international tribunals that would overrule the national sovereignty)
  • environmental regulations (e.g., nuclear energy, pollution, sustainability)
  • financial deregulation  (e.g., more power and privileges to the bankers and financiers)
  • food safety (e.g., lowering food self-sufficiency, prohibition of mandatory labeling of genetically modified products, or bovine spongiform encephalopathy (BSE) or mad cow disease)
  • Government procurement (e.g., no more buy locally produced/grown)

Although the TPP negotiations have been held in the name of the people, the draft texts have been shrouded in secrecy  from the public, thereby precluding public scrutiny and public input.  Reportedly, the countries have signed up not to reveal the contents of the agreement for four years after the signing of the agreement. 6  All public information comes from leaked texts.

Bizarrely, the TPP makes a special exception to “a group of some 600 trade ‘advisers,’ dominated by representatives of big businesses.”7 The TPP is a Trojan horse, branded as a “free trade” agreement, but having nothing to do with “fair and equitable treatment.  In reality, it is precisely “a wish list of the 1% ―a worldwide corporate power.”8  “Only 5 of its 29 chapters cover traditional trade matters, like tariffs or quotas.”9  “The other chapters enshrine new rights and privileges for major corporations while weakening the power of nation states to oppose them.”1 – See more at: http://japanfocus.org/-Sachie-MIZOHATA/3996#sthash.Q1auk4dC.dpuf

The secretive Trans Pacific Partnership Agreement (TPP): what is it?

texy-TPPTrans Pacific Partnership Agreement What is the Trans-Pacific Partnership Agreement (TPP)? Electronic Frontier Foundation The Trans-Pacific Partnership (TPP) is a secretive, multi-national trade agreement that threatens to extend restrictive intellectual property (IP) laws across the globe and rewrite international rules on its enforcement. The main problems are two-fold:

(1) IP chapter: Leaked draft texts of the agreement show that the IP chapter would have extensive negative ramifications for users’ freedom of speech, right to privacy and due process, and hinder peoples’ abilities to innovate.

(2) Lack of transparency: The entire process has shut out multi-stakeholder participation and is shrouded in secrecy.

The twelve nations currently negotiating the TPP are the US, Japan, Australia, Peru, Malaysia, Vietnam, New Zealand, Chile, Singapore, Canada, Mexico, and Brunei Darussalam. The TPP contains a chapter on intellectual property covering copyright, trademarks, patents and perhaps, geographical indications. Since the draft text of the agreement has never been offically released to the public, we know from leaked documents, such as the February 2011 draft US TPP IP Rights Chapter [PDF], that US negotiators are pushing for the adoption of copyright measures far more restrictive than currently required by international treaties, including the controversial Anti-Counterfeiting Trade Agreement(ACTA).

All signatory countries will be required to conform their domestic laws and policies to the provisions of the Agreement. In the US, this is likely to further entrench controversial aspects of US copyright law (such as the Digital Millennium Copyright Act[DMCA]) and restrict the ability of Congress to engage in domestic law reform to meet the evolving IP needs of American citizens and the innovative technology sector.   • From more than 606 expense documents it emerged £236,781 of claims were requested without a proper description, £30,557 worth were purely for personal expenditure and £42,711 should not have been claimed at all.

Britain’s Olympic chairman shows a sly way to subsidise nuclear power

secret-dealsOlympian effort for nuclear build World Nuclear News 09 September 2013 The chairman of Britain’s Olympic Delivery Authority has suggested that a similar body could be set up to construct nuclear power plants before selling them to the private sector. The proposal for a new way to finance nuclear power plants as well as other kinds of key national infrastructure came from Sir John Armitt in an interview with Construction News. His ideas relate to his UK infrastructure experience, but would be equally applicable in other markets…….

an alternative approach would be to create a body rather like the Olympic Delivery Authority (ODA), which would be responsible for getting the first, maybe second, maybe third nuclear power plants built.”

The ODA is a government body not affiliated to any department. It coordinated with several other large public bodies to manage the construction of the facilities for the London 2012 Olympic Games. This was seen as a success, and the ODA continues to manage the conversion and development of the Olympic sites for the long term. In the power sector a similar organisation could use a mix of public funds and business taxes to build a power plant, bring it to operation and then sell to a private company for profit………

The suggestion follows a trend across the global nuclear sector to find new ways to raise the funds for construction and share construction risk. Russia’s state corporation Rosatom is constructing a nuclear power plant at Akkuyu in Turkey on a build-own-operate basis and plans to do the same in Vietnam. We don’t need hoaxes about ionising radiation: the truth is bad enough

I was very grateful to “Hoax-Slayer” for this article. Arclight alerted me to the photo of these ‘fatally radioactive’ whales, and  at the group of people so close to them , and none wearing protective clothing.  And I puzzled as to how these whales got so close to highly radioactive matter at the Fukushima Daiichi nuclear power plants?

It is important for us, who oppose nuclear [power, and warn about ionising radiation, to scrutinuse extreme stories like this.  We don’t need fantasies for evidence. The true facts are bad enough. And – the nuclear lobby will use sories such as this one, against us!

 

No, Radiation from Fukushima has NOT Killed Hundreds of Whales Outline, Hoax Slayer 10 Sept 13  Circulating message couched as a news report claims that hundreds of whales have been killed by radiation from the stricken Fukushima nuclear plant in Japan. The report features a photograph showing dead whales on a beach.

Brief Analysis  The claims in the story are outright lies. There are no credible reports of large numbers of whales dying from Fukushima radiation. The image used in the articles shows pilot whales stranded on a New Zealand beach in 2010 and has no connection whatsoever with the 2011 Fukushima meltdown. While the potential effects of the Fukushima disaster are of significant concern, spreading lies and misinformation about the issue is counterproductive and irresponsible…….

 While there is a great deal of information about the Fukushima disaster and its potential effects on the environment, there are no credible reports at all that support the claim that hundreds of whales have died due to radiation from the plant. 

And the image depicting dead whales – which comprises the only evidence of the alleged event presented in the report – has no connection with Fukushima whatsoever.

In fact, the image shows pilot whales stranded on a beach in New Zealand. And the event occurred in August 2010, months before the March 2011 Fukushima meltdown. ….. The Fukushima disaster and the possible long-term effects on the environment are certainly of concern, not only to Japan, but to the world as a whole. The decision in Buenos Aires to award Tokyo as host city of the 2020 Games did not arise from a lack of choices between Istanbul and Madrid, but was a knowing decision that is incomprehensible except for the factor of bribery. To risk the lives of young people and their supporters is more than an ethical lapse, it is a crime of manslaughter to the cruelest degree.

The bidding for the Games were rigged from the start by a quintet of disreputable character and dubious association, including former capital governor Shintaro Ishihara, Prime Minister Shinzo Abe, Education Minister Hakubun Shimomura and Japan Olympic Chairman Tsunekazu Takeda, scion and successor to a heinous war criminal. Their industrial partner, is Fujio Cho, honorary chairman of Toyota Motor Company and chief of the Japan Sports Association

TEPCO continues to put out unreliable data on Fukushima radiation

[Tepco], the operator of the stricken Fukushima nuclear plant, is still putting out questionable data on radiation leaks, causing confusion and a heightened sense of crisis, according to Japan’s nuclear regulator.

Japan-Olympics-fearThe stakes have been raised as Japan makes a final pitch for Tokyo to host the 2020 Olympic Games, while a steady stream of bad news from Fukushima, the site of the worst atomic disaster in a quarter of a century, leaves officials frustrated by Tepco’s missteps and miscalculations.

“As I’ve said before, Tokyo Electric has not been properly disclosing the situation about the contamination and the levels of contamination,” said Shunichi Tanaka, chairman of the Nuclear Regulation Authority [NRA]. “This has caused confusion domestically and internationally. Because of that, the Japanese government has a sense of crisis  and I, personally, feel a little angry about it.”

“I wouldn’t go as far as to say Japan’s reputation has been made worse, but releasing incorrect information about the radiated water problem has created trouble around the world,” said Tanaka…… Officials have been keen to assure the world that Tokyo will be safe during the Olympics in seven years, if chosen. Prime Minister Shinzo Abe flies to Buenos Aires later on Thursday from a Group of 20 meeting in St. Petersburg to lead Tokyo’s final pitch before the Olympic committee. Madrid and Istanbul are the other contenders.

Nuclear Academic Capture in Canadian University

secret-dealsThe university administration is complicit, the faculty and staff are largely acquiescent, and the vast majority of students appear to be oblivious to the dangers of encroaching corporate influence. It has been left to a few faculty and students and a minority of university senators to raise the alarm about the murky undercurrents. 

In light of these alarming trends, it is essential that opposition to the university’s role in nuclear development extend to the wider community.

One might conclude, after reading to this point, that there is an aura of inevitability about it. But in fact, the foundations for university support have been carefully built over several years.

The uranium industry, and particularly Cameco – its chief manifestation here in Saskatchewan – have assiduously wooed the University of Saskatchewan and given millions of dollars in endowments to chairs, scholarships, and infrastructure over the past two decades. Cameco Plaza, next to the Administration Building, and Cameco Skywalk at Royal University Hospital, are among the most visible physical signs of this corporate impact.

Several of the faculty, directors, and department heads who wrote glowing letters of support for the establishment of CCNI have at one time or another seen their programs benefit from Cameco’s largesse. Continue reading

Acting on instructions from its clients, the big law firm last month was threatening a farmer who had the hide to express his opinion on electricity prices.  This month it has been instructed to threaten a 75-year old pensioner who has spoken out against the alleged exploitation of African workers by an Australian uranium miner.

Noel Christina Macpherson Wauchope, who runs the website www.antinuclear.net under the name Christina Macpherson, told BusinessDay she was not in a position to hire lawyers.

“I think they must have thought AntiNuclear Australia was a big organisation, but it is just me,” she said. She was particularly worried that the letter of demand said “STRICTLY CONFIDENTIAL NOT TO BE PUBLISHED” until we explained that there was no legal basis for expecting confidentiality from somebody who simply bobbed out of the blue with a bunch of threats and told you to keep quiet about it.

If you already had some kind of confidential or contractual arrangement with the other party, it might be different…… The price of Noel Wauchope’s concern for the people Karonga was a long and intimidating letter of demand from Ashurst on behalf of the uranium company Paladin Energy and its general manager of international affairs, Greg Walker. If she did not comply with these demands, warned Ashurst, she would face court action.
Curiously, big companies with more than 10 employees are not permitted to sue for defamation yet the concerns notice sent to Noel Wauchope complains about defamation of Paladin.
The Ashurst defamation partner responsible for the letter was unavailable for comment. and did not respond to questions. Neither did Ashurst’s public relations department. Paladin chief executive John Borshoff said he was unaware of the
letter. “I’m not aware about a 75-year old lady,” said Borshoff, “All I know is that these NGOs (Non-Government Organisations) and they are
absolutely maligning us, and we sent them legal letters”.
Neither was Borshoff aware that Paladin was unable to sue for defamation……

In any case, these kinds of threats to muzzle free speech are on the rise. Dear Ms Wauchope

Thank you for giving me ths opportunity to respond to the article which you have posted on your websites. I trust that you will post this letter with equal prominence. Fairfax is no longer publishing it, has accepted that I and Ashurst acted ethically and competently at all times, and has withdrawn and apologised for the suggestions in the article to the contrary.

Your article contains  a number of errors and says  anumber of false and damaging things about me. In particular, when I sent you the letter on 10th December 2012, I had no way of knowing who you were, as we were sending it to you as a domain name registrant. Your site appeared to be published by an organisation. Further, I at all times acted in accordance wit proper legal practise, and my professional obligations to my client.

I hope that you will rethink your decision to continue to publish incorrect and harmful allegations about me.

Editor’s note:  I don’t understand why Fairfax  withdrew the article from their online publication, as I thought that the article was true.  I understand that the journalist who wrote that article stands by the story and has not accepted the claims made by Ashurst.  I am posting below , the article in question, published earlier on this website.
