Defense Dept. Calls For Expanded Nuclear Monitoring, Information Week, 22 Jan 14 US must ramp up surveillance and big data analytics tools to meet challenge of global nuclear proliferation monitoring, warns DOD Defense Science Board report. The world’s nuclear future looks a lot different than its past. As access to nuclear knowledge widens, so does the need to monitor nuclear proliferation globally. But that’s not something that the US government is fully equipped to address, according to a report released by the Defense Department’s Defense Science Board this month.
The report, “Assessment of Nuclear Monitoring and Verification Technologies,” argues that the lines between intelligence and traditional monitoring are blurring, therefore technologies for battling terrorism should also be used to address the threat of proliferation.
The report lists two types of proliferation of equal concern: “vertical,” the increase in capabilities of existing nuclear states; and “horizontal,” the increase in the number of states and non-state players owning or attempting to own nuclear weapons.
Future “monitoring will need to be continuous, adaptive, and continuously tested for its effectiveness against an array of differing, creative, and adaptive proliferators,” Dr. Paul Kaminski, chairman of the Defense Science Board, said in a memo included in the report.
The report argues that the standard for monitoring nuclear activity should happen as early in the planning and acquisition process as possible.
“New intelligence, surveillance, and reconnaissance (ISR) technologies, demonstrated in recent conflicts, offer significant promise for monitoring undesirable nuclear activity throughout the world,” the report said. However, the “advances in persistent surveillance, automated tracking, rapid analyses of large and multi-source data sets, and open source analyses to support conventional warfighting and counterterrorism have not yet been exploited by the nuclear monitoring community.”…..

WASHINGTON — The National Security Agency has implanted software in nearly 100,000 computers around the world that allows the United States to conduct surveillance on those machines and can also create a digital highway for launching cyberattacks. While most of the software is inserted by gaining access to computer networks, the N.S.A. has increasingly made use of a secret technology that enables it to enter and alter data in computers even if they are not connected to the Internet, according to N.S.A. documents, computer experts and American officials.
The technology, which the agency has used since at least 2008, relies on a covert channel of radio waves that can be transmitted from tiny circuit boards and USB cards inserted surreptitiously into the computers. In some cases, they are sent to a briefcase-size relay station that intelligence agencies can set up miles away from the target.

Think about it. Anyone with this technology could hack NUCLEAR PLANTS and CHEMICAL PLANTS and cause them to explode entirely remotely.
Both the Chinese and the Americans have the technology so no doubt Russia and Israel also have it.
We think we are so smart with our toys but all we’ve done is feed our most base and anti-social instincts.

Furthermore, the Fukushima disaster has led to a practical elimination of free speech and free reporting of information from within Japan. Japanese Prime Minister Shinzo Abe’s Designated Secrets Bill was arguably written for and because of the Fukushima disaster after authorities failed to manage the radioactive leaks and news spread around the globe. Since it could not contain the nuclear contamination, the Japanese government instead decided to contain information about it, creating laws that enable punishment of individuals for leaking or reporting information about their disastrous failure. Russia muscles into European nuclear industry, Global Post 23 Jan 14 A new deal with Hungary is set to boost Moscow’s influence as its grip on oil and gas wanes.BERLIN, Germany — A leading Hungarian official has said an agreement last week to give Russia a foothold in his country’s nuclear future is Budapest’s best deal in 40 years.
Hungary granted Russia’s state energy company Rosatom a $14-billion contractto double the capacity of the country’s sole nuclear power plant, a 2000-megawatt reactor in the Danube River city of Paks.
The funds would be offered as a 30-year loan package to be extended at below-market rates.
“These new reactors will surely enhance Hungary’s energy independence and security,” Russian President VladimirPutin told reporters.
But one person’s bargain is another’s Faustian deal — in this case at least. Critics say the sweetheart deal may as well have been written by Mephistopheles, the demon of German folklore.
They say the project was never tendered for competitive bids despite an earlier expression of interest from the French energy company Areva. Skeptics worry it represents an effort by Putin to add nuclear energy to the oil and gas monopoly he’s used so effectively to cement Russia’s influence in Central and Eastern Europe.
“What are Hungarians to make of the fact that Prime Minister Viktor Orban has committed them to invest [billions] building two new nuclear reactors without consulting his own cabinet let alone parliament, industry experts, or the Hungarian people?” asked a pointed editorial in the English-language Budapest Beacon…..
The European Commission’s decision about the agreement’s compliance could have far-reaching implications.
In 2012, allegations of corruption surrounded the Russian bid to expand the Czech Republic’s Temelin nuclear reactor due to the involvement of a Czech firm under investigation for insider trading and breach of trust in connection with previous deals. Now it looks doubtful that project will go forward at all, according to Czech media.
Similarly, a Russian project to build a 2000-MW nuclear plant in Belene, Bulgaria, was excoriated as “a corrupt and completely illegitimate business project, aimed at producing abundant and expensive electricity in a country with excess capacity in a region of declining electricity demand,” in the words of Ognyan Minchev, a research fellow with the German Marshall Fund of the United States’ Balkan Trust for Democracy. The United States of America is fascist by way of one single act: The Price Anderson Nuclear Industries Indemnity Act. There are many more acts and laws that strengthen nuclear fascism in the United States, but The Price Anderson Act seals the deal. Its main purpose is to indemnify the nuclear industry against liability claims arising from nuclear incidents. And other countries have their own nuclear deals which also guarantee that those who profit from the nuclear industry are not held accountable for their work.
The Price Anderson Act illustrates the U.S.A.’s fascist trail, and that nuclear experiment cleared the way for it in the first place. The Act makes it so that nuclear power generation experiments can operate at all, otherwise no insurance corporation would insure them. The insurance companies that deal with nuclear experimentation only do so because the Act limits their responsibility in the event of an accident, such as the Fukushima meltdown. If there is an accident that costs more than the capped amount, insurance companies pay out up to and including their cap, and communities and governments foot the bill for the remaining clean up costs. Put simply”. they profit, you pay. Not to mention the non-financial costs of human and planetary health.
The Price Anderson Act endorses fascism in the United States, and in the bigger picture, nuclear experimentation guarantees fascism no matter what nation is doing the experimenting — whether Israel, China, Iran or the U.S. or Japan. The nuclear power industry could not survive without placing all the risk on the shoulders of taxpayers. And by doing so, the Price Anderson Act enables nuclear oligarchical fascists to make a fortune by endangering everyone and everything on the planet.
Even if nuclear facilities operated to their original design specifications rather than running components on extended operation (by years) and over-crammed fuel pools, as is the case today, the industry is still unworkable. Public broadcasting suppressing film “Nuclear Savgage”

“ Nuclear Savage ” is a recent documentary film that explores American nuclear weapons testing in the Marshall Islands, 1946-1958, and particularly the secret Project 4.1: an American experiment in exposing Pacific Islanders to overdoses of radiation — deliberate human radiation poisoning — just to get better data on this method of maiming and killing people. The public broadcasting establishment has spent more that two years keeping this story off the air.
The preview reel of “Nuclear Savage” includes a clip with a stentorian newsreel announcer reporting on the American treatment of Marshall Islanders in April 1957, and explaining to his predominantly American audience:
“The Marshallese caught by fallout got 175 roentgens of radiation . These are fishing people, savages by our standards, so a cross-section was brought to Chicago for testing. The first was John, the mayor of Rongelap Atoll “. John, as we said, is a savage, but a happy, amenable savage.”
So how serious is 175 roentgens (assuming the measurement is accurate)? In 1950, the International Commission on Radiological Protection (ICRP) recommended that human radiation contact should not exceed 0.3 roentgen per week for whole-body exposure [“roentgen” as a measure of radiation dose has since been replaced by “rem” (for “roentgen equivalent man”)]. It’s not clear how long the Marshallese were exposed to radiation levels of 175 roentgens — or on how many occasions — but that amount was more than 580 times what was then considered a safe weekly exposure.

Worlwide governments in denial over nuclear meltdowns at Fukushima
Fukushima Meltdowns: A Global Conspiracy of Denial By William Boardman Global Research, Reader Supported News January 05, 2014 Does anyone in authority anywhere tell the truth about Fukushima? If there is any government or non-government authority in the world that is addressing the disaster at Fukushima openly, directly, honestly, and effectively, it’s not apparent to the outside observer what entity that might be.
There is instead an apparent global conspiracy of authorities of all sorts to deny to the public reliably accurate, comprehensible, independently verifiable (where possible), and comprehensive information about not only the condition of the Fukushima power plant itself and its surrounding communities, but about the unceasing, uncontrolled release of radioactive debris into the air and water, creating a constantly increasing risk of growing harm to the global community.
While the risk may still be miniscule in most places, the range of risk rises to lethal in Fukushima itself. With the radioactive waste of four nuclear reactors (three of them in meltdown) under uncertain control for almost three years now, the risk of lethal exposure is very real for plant workers, and may decrease with distance from the plant, but may be calculable for anyone on the planet. No one seems to know. No one seems to have done the calculation. No one with access to the necessary information (assuming it exists) seems to want to do the calculation.
Japanese authorities may be the worst current offenders against the truth, as well as the health and safety of their people. Now the Japanese government has passed a harsh state secrets law that threatens to reduce or eliminate reliable information about Fukushima. The U.S. government officially applauded this heightened secrecy, while continuing its own tight control on nuclear information. Japanese authorities are already attacking their own people in defense of nuclear power: not only under-measuring and ignoring varieties of radioactive threat, but even withholding the iodine pills in 2011 that might have mitigated the growing epidemic of thyroid issues today. Failing to confront Fukushima honestly, the Japanese are laying the basis for what could amount to a radiological sneak attack on the rest of the world.
Just because no one seems to know what to do about Fukushima is no excuse to go on lying about and/or denying the dimensions of reality, whatever they might be.
There are hundreds, probably thousands of people with little or no authority who have long struggled to create a realistic, rational perspective on nuclear threats. ongoing suspicion about the openness and honesty of what has been ongoing in Japan. Tokyo Shimbun has confirmed that these government entities did sign a secrecy agreement with the IAEA. The Fukushima Medical University has been the main source of all public data on exposure and had been dictating what medical care many in the region were allowed to receive related to radiation issues.

I have many friends there and it deeply concerns me that the failure of the government to seal that site like the Russians did is threatening the world and Japan itself.
The reports of radiation hitting the West Coast of the USA are alarming and the debris that has been floating toward the USA is another issue unreported. However, the great concern is the secrecy laws imposed in Japan. Governments do not imprison people for criticizing officials unless there is really something they are trying to suppress. This in itself seems to be confirmation of our worst fears.

On Wednesday, the High Court of Justice discussed the seventh petition to be filed by Vanunu against the court order prohibiting his exit from Israel, even to the occupied territories. Vanunu is also forbidden to talk to foreigners, even in Israel, without receiving advance permission…..
Vanunu was convicted in March 1988 of treason and espionage, and sentenced to 18 years in jail. He served 11 and a half years in isolation for fear that he would disclose information to unauthorized sources. In April 2004, he was released but forbidden to leave the country…..

“The state is presenting us,” Feldman continued, “with the fact that Mordechai Vanunu writes online that he is willing to speak to any foreigner who will talk to him, referring to the other restriction – namely the fact that Mordechai Vanunu is not permitted to speak on any subject in the world, not necessarily about nuclear weapons, with foreigners. This is Vanunu’s way of fighting against this prohibition. Perhaps this way is not acceptable to us, and in effect constitutes a violation, but it’s his way of fighting back.”
Feldman added that although Vanunu is being provocative, “he doesn’t cross the red line.
“There isn’t a single case in the course of all the years of his release where it was claimed that he revealed some secret, or that he harmed state security,” Feldman told the court. “It’s true that he’s a provocateur and he behaves cynically. But he is still committed to his promise not to harm state security.
“….. If he violated the court orders, why isn’t he put on trial?
“He says he’s willing to be tried, but they aren’t doing that. I don’t know why. Maybe there’s a negative impact if he’s returned to prison again.
“You should be aware that interest in him in Israel is very limited. There’s an organized group that thinks he’s a serious person, that he’s a person who should be hea..rd. They see him as someone who expresses opposition to the proliferation of nuclear weapons, and the State of Israel also supports that position.”….

Russian experts say that Arafat was not poisoned by radiation

‘We have completed all the studies,’ Vladimir Uiba, the head of Russia’s Federal Medical-Biological Agency, said on Thursday. ‘The person died a natural death and not from radiation,’ Uiba was quoted as saying by the state RIA Novosti news agency.
Arafat’s exhumed remains have been studied by Swiss, French and Russian experts. The French also ruled out poisoning, but the Swiss report said high levels of radioactive polonium indicated third-party involvement in Arafat’s 2004 death.
