Arctic Nations May Confront U.S. on Climate Change Leaders of the Arctic Council could rebuff U.S. position, Scientific American, By Margaret Kriz Hobson, ClimateWire on May 10, 2017, FAIRBANKS, Alaska—Diplomats from eight Arctic nations are facing a standoff today over the Trump administration’s efforts to downplay the importance of climate change in an Arctic Council ministerial statement marking the end of the United States’ two-year council chairmanship.
U.S. Secretary of State Rex Tillerson and the top foreign ministers from the world’s seven other Arctic nations are due to arrive in Fairbanks today for tomorrow’s Arctic Council ministerial meeting.
During that meeting, the top government officials are scheduled to sign a final statement highlighting the accomplishments of the U.S. chairmanship, as well as Finland’s plans for its upcoming term as head of the council.
But foreign policy staff arriving in Fairbanks early this week said they have not yet signed off on the wording of the ministerial statement proposed by the White House in advance of the meeting. They disagree with Trump administration efforts to weaken the references to climate change and the Paris climate accord.
The officials are meeting with U.S. officials this morning to hammer out the final language of the ministerial statement. Like all Arctic Council actions, that statement must be reached on a consensus basis. Along with the United States, the council is made up of Canada, Denmark, Finland, Iceland, Norway, Russia and Sweden.
At issue is the abrupt change in the U.S. position on the Paris Agreement since the November election. Former President Obama made climate change the top issue when the United States took the lead of the Arctic Council in 2015.
President Trump, however, has sidelined Arctic policy issues and largely ignored the Arctic Council climate priorities of his predecessor. Trump has dismissed the science backing climate change and proposed to open the American Arctic to oil and gas drilling. His White House is currently embroiled in debate over whether the United States should continue to participate in the Paris Agreement.
Meanwhile, most of the other members of the Arctic Council have been emphasizing their commitment to reducing greenhouse gases under the Paris agreement.
The five Nordic countries recently issued a statement strongly affirming the Paris accord and vowing to take the lead on climate and energy policies. As that conflict continues with no end in sight, in yet another direct contradiction to his campaign promises to avoid involvement in Middle East conflicts, Trump is now on the brink of plunging the US deeper into the morass of blood, destruction and suffering across the Middle East and beyond.
Several former intelligence officials spoke with Truthout about the Trump administration’s military escalations, and what his mistakes could mean for the world’s future.
Syria as a Distraction The former officials pointed to Trump’s escalation of US attacks on Syria as a distraction from investigations into his administration.
I think it’s clear that Donald Trump found it expedient to fire the 59 Tomahawk missiles at the Syrian air base on April 7 as a way to quell the media frenzy surrounding ‘Russiagate’ that was causing his approval ratings to tank,” Elizabeth Murray, who was formerly the deputy national intelligence officer for the Near East in the National Intelligence Council, told Truthout. Murray retired in 2010 after a 27-year career with the Central Intelligence Agency (CIA), where she served as a media and political analyst on Middle Eastern issues.
Murray believes Trump seized the opportunity to blame the Syrian government for the April 4 chemical weapon incident so that he could use it as a pretext to bomb.
“By giving his generals the green light to launch the missiles, he was able to silence media criticism, appease pro-war neoconservative elements and shore up his flagging image,” Murray explained……….
From Bad to Worse
According to Murray, in terms of the trajectory of developments in Syria and Iraq, it’s very difficult to be optimistic in the near term.
“What’s really disturbing is that US citizens are being prevented from knowing what is really going on with regard to US involvement in those countries,” she said. “The Trump administration has announced that the public will no longer be informed of new troop deployments to Iraq and Syria, while this was routinely disclosed under the previous administration.”
She sees that as an indication that US military activity in both countries is being ramped up in a clandestine manner; and since deploying ground troops to these countries is wildly unpopular, the Trump administration has decided to keep the American people in the dark………
Given that the US military does not report numbers of civilian casualties in Iraq, Syria and Afghanistan, it is impossible for Americans to hold their so-called leaders accountable when they are prevented from knowing what is even occurring.
“These kinds of policies will leave us dependent on journalists and whistleblowers willing to risk their lives and livelihoods to tell the truth,” Murray added. “Meanwhile, weapons manufacturers and Washington, DC-based ‘beltway bandits’ [the cottage industry of think tanks and contractors servicing the Defense Department and intelligence agencies] will continue to thrive under a foreign policy of endless wars.”………
Murray thinks face-to-face talks with North Korean leadership are required to de-escalate tensions, which Trump has gone out of his way to ratchet up. Additionally, she says Washington should scale back the ongoing hostile rhetoric and major military maneuvers it has been conducting in the region.
“If one reads the terrible history of US military intervention in North Korea, it’s easy to understand why Pyongyang is jittery and testing its ballistic missiles,” Murray said. Tests conducted April 26 and May 3 from Vandenberg Air Force Base launched modernized Minuteman-3 ballistic missiles, and the US Air Force said in a statement that such tests ensure “the United States’ ability to maintain a strong, credible nuclear deterrent as a key element of US national security…”
In late March, US Ambassador to the United Nations Nikki Haley explained why the US would boycott the “treaty ban” negotiations that began March 27 at the UN in New York City. Haley said about nuclear weapons, “[W]e can’t honestly say that we can protect our people by allowing the bad actors to have them, and those of us that are good, trying to keep peace and safety not to have them.” North Korean president Kim Jong-un could have said the same thing about his seven nuclear warheads, especially in view of US bombs and missiles currently falling on seven countries — Iraq, Afghanistan, Syria, Pakistan, Yemen, Somalia, and Libya — and engagement in massive war games off the Korean peninsula.
Ambassador Haley managed to avoid being two-faced on one level. Joining the ban treaty talks would have been openly hypocritical while her colleagues in the war department were preparing both new nuclear weapons production and a series of test launches. Another April test, at the Tonopah bombing range in Nevada, dropped a so-called “B61-12” the newest US H-bomb now in development and scheduled to go into production after 2022.
Jackie Cabasso, of the Western States Legal Foundation, explained April 20, “In 1997… President Bill Clinton signed Presidential Directive-60, reaffirming the threatened first use of nuclear weapons as the ‘cornerstone’ of US national security.… President Obama left office with the US poised to spend $1 trillion over the next 30 years to maintain and modernize its nuclear bombs and warheads…. Over the past couple of years, the US has conducted a series of drop tests of the newly modified B61-12 gravity bomb…. Each new bomb will cost more than twice its weight in solid gold.” Of the 480 B61s slated to become B61-12s, about 180 are scheduled to be placed at six NATO bases in Europe.
US military: “We are prepared to use nuclear weapons” As it did Feb. 21 and Feb. 25, 2016, the Air Force regularly tests Minuteman-3s. Deputy Pentagon Chief Robert Work explained before the Feb. 25 launch that the US had tested “at least” 15 since January 2011, “And that is a signal … that we are prepared to use nuclear weapons in defense of our country if necessary.” This is a Big Lie. To “use” nuclear weapons produces only massacres, and massacres are never defensive.
Jason Ditz put the rocket tests in context for Antiwar.com: “Everywhere and (mostly) without exception, the test of an intercontinental ballistic missile (ICBM) would be angrily condemned by the United States as a dangerous provocation, and the firing of a nuclear-capable rocket would be treated as tantamount to an act of war. Not today [April 26], of course, when the missile in question was test-fired from California by the United States flying some 4,000 miles before hitting a test target near the Marshall Islands. The missile was identified as a Minuteman III, a nuclear-capable weapon of which the US has 450 in service.”
The two times Haley flubbed her March 27 “peace and safety” speech were alarming. Haley stumbled once saying, “We would love to have a ban on nuclear treat… nuclear weapons.” A ban on nuclear treaties is clearly what Haley’s bosses do want. So she didn’t correct herself when she said, “One day we will hope that we are standing here saying, ‘We no longer need nuclear weapons.’” Translation: today the US does not even hope to get rid of nuclear weapons.
Instead, the United States is simultaneously bombing and rocketing across the Middle East, hitting civilians with drones, Cruise missiles, depleted uranium, and even a 21,600-pound “Massive Ordnance Air Blast” or MOAB bomb, also tested April 13, destroying caves in Afghanistan. This giant “thermobaric” or “fuel-air” explosive (FAE) has the mass of five Lincoln Continentals, and reportedly killed 95 people including a teacher and his son. Such is the peace and safety delivered by “those of us that are good.”
One Defense Intelligence Agency report uncovered by Human Rights Watch said that because “shock and pressure waves cause minimal damage to brain tissue…it is possible that victims of FAEs are not rendered unconscious by the blast, but instead suffer for several seconds or minutes while they suffocate.”
On March 29, two days after her UN speech Haley spoke to the Council on Foreign Relations and cleared up any confusion the Pentagon’s bombing spree might cause. Haley declared, “The United States is the moral conscience of the world.” Well, “And I,” Dorothy Parker said, “am Marie of Romania.”

Yukiya Amano made the statement in a message to the participants of the first session of the Preparatory Committee for the 2020 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, which started on Tuesday, Press TV reported. Amano noted that IAEA inspectors have once again confirmed that Iran has been carrying out its obligations under the accord, formally known as the Joint Comprehensive Plan of Action.
“Since the implementation of JCPOA began in January 2016, we have been verifying and monitoring Iran’s implementation of its nuclear-related commitments under the agreement,” he said. “Our inspectors have expanded access to sites and have more information about Iran’s nuclear program. That program is smaller than it was before JCPOA came into effect. Iran is provisionally implementing the additional protocol to its safeguards agreement with the agency.” Under the agreement, time-bound limits have been placed on Iran’s nuclear activities in exchange for sanctions relief.

On April 20 at the United Nations, the USA ambassador to the UN, Nikki Haley, added to the Trump administration’s barrage of criticism of Iran, calling Tehran the “chief culprit” in conflicts in the Middle East and urging the UN to make dealing with Iran a “priority”.

China hopes all parties could ensure the nuclear deal was implemented, appropriately handle disagreements and make positive contributions to nuclear non-proliferation and peace and stability in the Middle East, Lu added. “But if they try to constrain investment on Iran, that goes against the agreement”. The hardliners are already emboldened. Iran has been extremely isolated internationally due to these sanctions.

Tillerson’s letter follows an assessment by the International Atomic Energy Agency in February that Iran has so far complied with restrictions on its uranium enrichment and is not pursuing construction on its heavy-water research reactor.

Talk or risk reaching nuclear tipping point, Chinese diplomat warns US and North Korea
Kim Jong-un has stabilised his regime and it is unrealistic to expect it to collapse under the weight of sanctions, former deputy foreign minister says, 03 May, 2017, South China Morning Post, Laura Zhou, North Korea’s missile and nuclear technology might reach a tipping point if Washington and Pyongyang refuse to negotiate, a senior Chinese diplomat has warned.
In an analysis piece published on Sunday by US think tank the Brookings Institution, Fu Ying, chairwoman of the National People’s Congress’ Foreign Affairs Committee, said it was unrealistic to expect the regime of North Korean leader Kim Jong-un to succumb to pressure of sanctions or collapse.
“Sanctions may exert huge pressure, but the country can hold up and will not give up nuclear development because of them,” wrote Fu, who is also a former deputy foreign minister.
“It is not hard to see that this situation could make the issue drag on into a spiral of intensified sanctions and continued nuclear testing until [North] Korean nuclear and missile technologies reach a tipping point.”
She said that once that point was reached, the countries opposing Pyongyang’s possession of nuclear weapons would be “faced with the hard choice of taking extreme action with unknown consequences, or tolerating it”……..
She also repeated Beijing’s call for a “double suspension” – that Pyongyang suspend its nuclear and missile tests in exchange for a halt of large scale US-South Korean military exercises.
Fu said China did not have leverage over North Korea because Pyongyang’s security concerns in the face of US military threats had not been addressed.
Trump said on Monday that he would consider meeting Kim “under the right circumstances”.
Lu Chao, from the Liaoning Academy of Social Sciences, said Trump’s offer could be “positive” to the Korean crisis.
“As Fu Ying said, the key has never been owned by China,” Lu said. “The problem can only be solved by the two sides [the US and North Korea].
