Though the 7-page document is much shorter than U.S. Nuclear Posture Reviews, it plays a similar role as a publicly available statement of the situations under which a country would use its nuclear weapons.
In some ways, this release is unprecedented. Though Russia has released information about its nuclear posture before, this is the longest and most comprehensive public statement of that posture to date. A similar document, signed in 2010, was classified.
Until now, much of what is publicly known about Russia’s nuclear doctrine was drawn from its 2014 Military Doctrine. The new document draws heavily from the sections of the 2014 document that dealt with nuclear weapons, but sheds new light on some issues, particularly having to do with Russia’s weapons developed after its withdrawal from New START.
The document confirms Russia’s adherence to a launch-on-warning posture, as discussed by President Putin in 2018. That means Russia would launch a nuclear strike once it received information that another country had launched missiles at Russia, leaving open the possibility that a technical failure or mistaken intelligence could lead to an unintended first strike.
It also leaves open a broad range of situations in which Russia could respond to an attack with nuclear weapons, including “critical state or military facilities of the Russian Federation, the failure of which will lead to the disruption of the retaliatory action of nuclear forces,” an attack with a nuclear weapon or other weapon of mass destruction, or a conventional attack that threatens “the existence of the state.” Though this largely corresponds with what experts had gathered from previous statements, it leaves open to interpretation the definition of “critical state or military facilities.”
The document’s release must be viewed in context. It articulates a launch-on-warning posture as part of a larger defensive role for nuclear weapons, yet history has shown that nuclear “false alarms” that might compel Russia to launch an inadvertent first-strike are not only possible—they’re relatively common. A global No-First-Use agreement, accompanied by changes to nuclear force structure so that nuclear weapons are not kept ready to launch at a moment’s notice, would eliminate this very real risk.
In recent months, Russia has repeatedly, explicitly conveyed its willingness to extend the New Strategic Arms Reduction Treaty (New START), which expires in 2021 and would leave the world without key limits on the two largest nuclear arsenals. These overtures seem to have fallen on deaf ears in the Trump administration, which has expressed its intention to replace the treaty with a trilateral agreement with China despite China’s persistent rejections of the idea. In light of U.S. withdrawals from the Intermediate-Range Nuclear Forces (INF) Treaty and the Open Skies Treaty, the prospects for a New START renewal look dim.
Despite the lack of U.S. participation in international arms control efforts, however, it’s clear that the rest of the world sees the value in maintaining these hard-won agreements. Other signatories have worked hard to maintain the Iran Deal’s frameworks, even after the U.S. withdrew and in the face of its ongoing attempts to start a conflict with Iran. The Trump administration’s knee-jerk rejection to any international agreement reveals a fundamental inability to understand that an international agreement could be in the interest of all of its signatories.
Russia’s step to increase transparency while remaining clear about its faith in its nuclear deterrent, on the other hand, may be another acknowledgment that both countries stand to win from a return to arms control. The only way to make sure that nuclear weapons are never used is to eliminate them. But extending New START maintains progress made by earlier generations and leaves the door open for more ambitious negotiations in the future. It’s a key next step toward making sure nuclear weapons are never used again.

Although it may seem like an act of national pride, a professor from Johns Hopkins University warns that space expansion may lead to the extinction of humanity, suggesting it should not be attempted at all.
Daniel Deudney recently published a book titled ‘Dark Skies’ that examines space expansionism through geopolitics revealing cosmic habitats could spark totalitarian empires.
The political science professor also notes that if these settlements stretch across the solar system, nuclear weapons will become the gold standard in war, along with using asteroids to destroy enemy planets – but other experts feel these arguments are ‘too pessimistic.’
‘I argue that the consequences of what has actually happened in space are much less positive than space enthusiasts and many others believe,’ reads ‘Dark Skies.’
‘My case for this darker net assessment of actual space activities centers on the role of space activities in making nuclear war more likely.’
‘In sum, this book argues that the large-scale expansion of human activities into space, past and future, should join the lengthening list of catastrophic and existential threats to humanity, and that the ambitious core of space expansionism should be explicitly relinquished.’
The book’s release comes at a time when many countries are muscling up to head into space.
The US announced a new branch of its armed forces called the US Space Force in 2019, which ‘is designed to protect the interests of the United States in space, deter aggression in the final frontier and conduct prompt and sustained space operations.’
However, Deudney’s concludes that these countries’ efforts will come with serious consequences.
The professor used geopolitics for this work, which studies ‘the practice of states controlling and competing for territory’ – and in this case, space.
Deudeny also explains that he is not opposed to using space in ways that will benefit Earth and is not on a mission to ‘defund space’ by eliminating the many robots and satellites that currently patrol the area.
He is looked at ‘the political and military potential of a system-spanning human civilization only increases the chances of totalitarianism and the deliberate or accidental extinction of human society,’……..

NASA is working on a method that would send a nuclear bomb into space aboard a rocket to destroy an asteroid heading towards Earth.
Earlier this year, the US raised concerns that China or Russia may soon detonate a nuclear weapon in space ‘to fry the electronics’ of spacecraft and ‘indiscriminately’ take out satellite.

Hope for nuclear arms control with Russia? Brookings Steven Pifer, Monday, October 26, 2020 Editor’s Note: The U.S.-Russia nuclear arms treaty, New START, is set to expire in February 2021. Little progress was made during the summer and it was unclear if the two countries would reach an agreement. However, a breakthrough has given the arms control treaty a new lease on life, albeit with a lot of questions, writes Steven Pifer. While concern had grown over the past several weeks about a breakdown in U.S.-Russian arms control, it appears the 2010 New Strategic Arms Reduction Treaty and nuclear arms control more broadly may have a new lease on life, albeit with lots of questions. Washington’s negotiation with Moscow on New START hit a roadblock on October 16. President Putin said Russia would agree to a one-year extension, which U.S. negotiators had proposed instead of five years, but without the conditions sought by the American side. National Security Advisor O’Brien summarily rejected the Russian position because it ignored the U.S. demand for a freeze on all nuclear warhead numbers.
Things changed recently. The Russians announced that they would agree to a one-year extension of New START and said they are “ready to assume a political obligation together with the United States to freeze the sides’ existing arsenals of nuclear warheads during this period.” The Russian statement added that this presumed no additional U.S. conditions. The Department of State spokesperson quickly and positively reacted, saying U.S. negotiators are “prepared to meet immediately to finalize a verifiable agreement.” New START constrains U.S. and Russian strategic nuclear forces to their lowest levels since the 1960s. However, when it comes to nuclear warheads as opposed to delivery systems, the treaty limits only “deployed” strategic warheads—that is, warheads on deployed intercontinental ballistic missiles (ICBMs) or submarine-launched ballistic missiles (SLBMs). The treaty does not cover reserve strategic warheads or any non-strategic (tactical) nuclear weapons. If Russian acceptance of a one-year freeze means that the Trump administration has succeeded in persuading Moscow to negotiate a treaty limiting all U.S. and Russian nuclear weapons, that is a commendable breakthrough. Indeed, a treaty covering all the two sides’ nuclear arms has long seemed the logical next step after New START (President Obama proposed such a negotiation in 2010). Questions remain, however. The Russian statement indicates that Moscow is ready to undertake, as a political obligation, a one-year freeze on nuclear warhead numbers. It remains unclear whether Russian officials, beyond that freeze, are prepared to negotiate a legally-binding and verifiable treaty constraining all nuclear warheads that would be in effect for a number of years (New START is in force for 10 years, with the possibility of its extension for an additional five years). ……
it appears that U.S. and Russian negotiators still have issues to resolve. Irrespective of the freeze, New START is worth saving and extending to 2026 (the treaty’s terms provide that there could be multiple extensions). Extension to 2026 would mean five more years of limits on Russian strategic nuclear forces. It would mean five more years of information about those forces provided by the treaty’s verification measures, including data exchanges, notifications and on-site inspections. And extending the treaty would require no change in U.S. strategic modernization plans, as those plans were designed to fit within the treaty’s limits. One last observation: New START requires that, if a side wishes to withdraw from the treaty, it must give the other three months’ notice before doing so. It is now October 21, which means that, if negotiations with the Russians do not go well and the Trump administration were to give notice, the United States could not actually withdraw from the treaty until after January 20, 2021—when Donald Trump will be starting his second term or Joe Biden will have become the 46th U.S. president. LEDERER, October 22, 2020, UNITED NATIONS (AP) — The United States is urging countries that have ratified a U.N. treaty to ban nuclear weapons to withdraw their support as the pact nears the 50 ratifications needed to trigger its entry into force, which supporters say could happen this week.The U.S. letter to signatories, obtained by The Associated Press, says the five original nuclear powers — the U.S., Russia, China, Britain and France — and America’s NATO allies “stand unified in our opposition to the potential repercussions” of the treaty……..
Beatrice Fihn, executive director of the International Campaign to Abolish Nuclear Weapons, the 2017 Nobel Peace Prize-winning coalition whose work helped spearhead the nuclear ban treaty, told The Associated Press Tuesday that several diplomatic sources confirmed that they and other states that ratified the TPNW had been sent letters by the U.S. requesting their withdrawal.
She said the “increasing nervousness, and maybe straightforward panic, with some of the nuclear-armed states and particularly the Trump administration” shows that they “really seem to understand that this is a reality: Nuclear weapons are going to be banned under international law soon.”
Fihn dismissed the nuclear powers’ claim that the treaty interferes with the Nuclear Nonproliferation Treaty as “straightforward lies, to be frank.”
“They have no actual argument to back that up,” she said. “The Nonproliferation Treaty is about preventing the spread of nuclear weapons and eliminating nuclear weapons, and this treaty implements that. There’s no way you can undermine the Nonproliferation Treaty by banning nuclear weapons. It’s the end goal of the Nonproliferation Treaty.”
The NPT sought to prevent the spread of nuclear arms beyond the five original weapons powers. It requires non-nuclear signatory nations to not pursue atomic weapons in exchange for a commitment by the five powers to move toward nuclear disarmament and to guarantee non-nuclear states’ access to peaceful nuclear technology for producing energy………
“That the Trump administration is pressuring countries to withdraw from a United Nations-backed disarmament treaty is an unprecedented action in international relations,” Fihn said. “That the U.S. goes so far as insisting countries violate their treaty obligations by not promoting the TPNW to other states shows how fearful they are of the treaty’s impact and growing support.”
The treaty was approved by the 193-member U.N. General Assembly on July 7, 2017 by a vote of 122 in favor, the Netherlands opposed, and Singapore abstaining. Among countries voting in favor was Iran. Precarious Multilateralism Seizes CTBTO Nuclear-Test-Ban Organization, By Stephanie Liechtenstein*, Passblue25 Oct 20, VIENNA (IDN) – For the first time in its 24-year history, state parties to the Comprehensive Test Ban Treaty, a multilateral agreement that bans all nuclear testing worldwide, have taken a controversial decision by a two-thirds majority. Decisions in the treaty’s body are usually taken by consensus. The majority decision on October 19 was focused on whether countries with unpaid dues could vote in the election of the next executive secretary of the Preparatory Commission to the Comprehensive Test Ban Treaty Organization. (The body is not part of the United Nations but has a cooperative agreement with it.) The decision occurred after several months of negotiations failed to produce agreement on the matter. The election is scheduled to take place at the Vienna-based organization from November 25 to 27. The lack of consensus reflects the hardening attitudes in international relations, where multilateralism has become more precarious amid intensifying competition among the world’s great powers, worsened in the pandemic. The disunity also shows that multilateral bodies like the CTBTO, as it is known, have become highly politicized, with decisions on such basics as voting methods taking longer to be finalized because of global squabbling. The executive secretary oversees a secretariat in Vienna with 260 staff members and an annual budget of around $130 million. It leads efforts on the treaty’s verification system by installing monitoring stations worldwide. The position also ensures that all member states of the organization receive the data from the monitoring system, particularly when a nuclear test or even a tsunami is detected. Lassina Zerbo of Burkina Faso has held the post for seven years. Besides, decisions on who can vote for the executive secretary position, there are also tensions about Zerbo’s plan to run for a third term. The Comprehensive Test Ban Treaty has 184 signatories but has not been entered into force, as numerous countries, including China, Egypt, Iran, Israel and the United States, have not ratified it. The Preparatory Commission originated in 1996 as an interim body to build the treaty’s verification regime. In the controversial vote on October 19, member states restored the voting rights of just nine countries out of a total of 25 countries that applied for reinstatement. Diplomats in Vienna say that the list of nine countries was presented by Canada and supported by numerous other Western nations, such as the US and Britain. (The organization’s meetings on the matter were held behind closed doors.) Two other proposals on restoring voting rights did not meet the necessary two-thirds majority. One proposal suggested reinstating the rights of all 25 countries; the other one, submitted by Russia, offered to restore the rights of 15 countries. On October 24, 2020, the UN Treaty on the Prohibition of Nuclear Weapons reached the required 50 states parties for its entry into force, after Honduras ratified just one day after Jamaica and Nauru submitted their ratifications. In 90 days, the treaty will enter into force, cementing a categorical ban on nuclear weapons, 75 years after their first use.
This is a historic milestone for this landmark treaty. Prior to the TPNW’s adoption, nuclear weapons were the only weapons of mass destruction not banned under international law, despite their catastrophic humanitarian consequences. Now, with the treaty’s entry into force, we can call nuclear weapons what they are: prohibited weapons of mass destruction, just like chemical weapons and biological weapons.
ICAN’s Executive Director Beatrice Fihn welcomed the historic moment. “This is a new chapter for nuclear disarmament. Decades of activism have achieved what many said was impossible: nuclear weapons are banned,” she said.
Setsuko Thurlow, survivor of the atomic bombing of Hiroshima, said “I have committed my life to the abolition of nuclear weapons. I have nothing but gratitude for all who have worked for the success of our treaty.” As a long-time and iconic ICAN activist who has spent decades sharing the story of the horrors she faced to raise awareness on the humanitarian consequences of nuclear weapons this moment held particular significance: “This is the first time in international law that we have been so recognized. We share this recognition with other hibakusha across the world, those who have suffered radioactive harm from nuclear testing, from uranium mining, from secret experimentation.” Survivors of atomic use and testing all over the world have joined Setsuko in celebrating this milestone.
The three latest states to ratify were proud to be part of such a historic moment. All 50 states have shown true leadership to achieve a world without nuclear weapons, all while facing unprecedented levels of pressure from the nuclear armed states not to do so. A recent letter, obtained by AP only days before the ceremony, demonstrates that the Trump administration has been directly pressuring states that have ratified the treaty to withdraw from it and abstain from encouraging others to join it, in direct contradiction to their obligations under the treaty. Beatrice Fihn said: “Real leadership has been shown by the countries that have joined this historical instrument to bring it to full legal effect. Desperate attempts to weaken these leaders’ commitment to nuclear disarmament demonstrate only the fear of nuclear armed states of the change this treaty will bring.”
This is just the beginning. Once the treaty is in force, all states parties will need to implement all of their positive obligations under the treaty and abide by its prohibitions. States that haven’t joined the treaty will feel its power too – we can expect companies to stop producing nuclear weapons and financial institutions to stop investing in nuclear weapon producing companies.
How do we know? Because we have nearly 600 partner organisations in over 100 countries committed to advancing this treaty and the norm against nuclear weapons. People, companies, universities and governments everywhere will know this weapon has been prohibited and that now is the moment for them to stand on the right side of history.
European Commission commits to retainng Iran nuclear deal
European Commission reassures Iran of commitment to nuclear deal https://www.world-nuclear-news.org/Articles/European-Commission-reassures-Iran-of-commitment-t23 October 2020 The lifting of economic sanctions against Iran remains an essential part of the Joint Comprehensive Plan of Action (JCPoA) and its signatories are committed to expanding the special purpose vehicle that enables European businesses to maintain trade with the country, according to the European Commission’s foreign affairs spokesperson Peter Stano.
In an interview with the Tehran Times published on 20 October, Stano referred to remarks Josep Borrell, the EU’s high representative for foreign affairs and security policy, had made to the European Parliament on 7 October. Borrell said Iran had “legitimate expectations that the nuclear deal would result in more concrete economic benefits”.
The E3 – France, Germany and the UK – triggered the JCPoA’s dispute resolution mechanism in January, following Iran’s further steps away from its commitments. In June, the International Atomic Energy Agency (IAEA) adopted a resolution calling on Iran to cooperate fully in implementing its NPT Safeguards Agreement and Additional Protocol.
In August, IAEA Director General Rafael Mariano Grossi held talks with Iranian officials on access for IAEA inspectors to the country’s nuclear sites. His visit to Tehran followed the US Administration’s request to the UN Security Council to initiate the ‘snapback’ mechanism of the Iran nuclear deal. This mechanism allows a party to the agreement to seek the re-imposition against Iran of the multilateral sanctions lifted in 2015 in accordance with resolution 2231. The USA withdrew from the JCPoA in May 2018.
Stano told the Tehran Times that the EU considers the extraterritorial application of unilateral restrictive measures to be contrary to international law.
“The lifting of sanctions is an essential part of the JCPoA agreement,” he said. “In this regard, the EU fulfilled its commitments and lifted all its economic and financial sanctions in connection with the Iranian nuclear programme. Furthermore, the EU member states sitting in the UN Security Council prevented the US efforts to use the so-called ‘snapback’ and re-introduce UN sanctions that were lifted as a result of the JCPoA.”
The EU had taken “a series of concrete actions”, he said, including updating its Blocking Statute in August 2018 and, the following year, setting up INSTEX (Instrument in Support of Trade Exchanges). In addition, the European Commission recently launched two online platforms to support European economic operators “to engage in legitimate trade with Iran”.
“This underscores the continued EU commitment to the full and effective implementation of the JCPoA,” Stano said, adding that the first transactions under INSTEX are being processed. “The number of participants of INSTEX is not shrinking; quite to the contrary, there are more European countries joining, with more to follow.”

Events in the US are being watched closely as Iran’s presidential election looms in early 2021, Guardian, Patrick Wintour Diplomatic editor, Wed 21 Oct 2020 Even if Joe Biden triumphs at the polls, Iran’s weakened government may only have a few months to negotiate a revived nuclear deal before facing its own electoral challenge by hardliners who oppose any engagement with the west.
The narrow window has prompted calls for Biden to offer a phased approach to rejoining the Iran nuclear deal abandoned by Donald Trump in 2018, in order to show progress before the Iranian presidential election.
Iran’s reformists and centrists remain severely damaged by the failure of the original agreement to deliver economic benefits to ordinary Iranians.
Once Trump left the deal, he imposed maximum economic pressure on Tehran, blocking Iran’s oil exports, and leaving advocates of engagement with the US struggling to defend their strategy. In a recent interview in Kar Va Kargar the foreign minister Javad Zarif insisted the foreign ministry had not been naive to negotiate with the Americans, but said Trump had “blown up the entire negotiating room”.
Iran’s current president, Hassan Rouhani, was also an advocate of the deal, known as the Joint Comprehensive Plan of Action, but is standing down after two four-year terms. A range of conservatives, including members of the powerful Iranian Revolutionary Guards Corps, are preparing to stand, advocating either closer ties with China or a stronger self-reliant economic policy.
The reformist movement has not yet decided whether to put up a candidate or instead back a technocratic figure such as Ali Larijani, the former Speaker who is currently assisting Rouhani in framing a 25-year strategic partnership with China.
Reformists were trounced in spring parliamentary elections marked by a record low turn-out. The chances of persuading the disillusioned middle class to vote in the presidential election may in part depend on finding a credible candidate who can raise hopes of a resumption of talks with the west.
Biden has so far promised that “if Iran returns to strict compliance with the nuclear deal, the US would rejoin the agreement as a starting point for follow-on negotiations”.
But even if he does win, Biden would not take office until 20 January, leaving only a short time for reformists to convince Iranians that the path of engagement is worth trying again.

Taiwan furthers its departure from nuclear power, with more unused fuel rods sent back to USA

Five or six trucks carrying an unknown number of unused fuel rods from the Fourth Nuclear Power Plant arrived at Keelung Port in the early hours and were then loaded into several containers that departed for the U.S. at around noon.
However, the authorities in charge did not disclose whether this is the last batch of fuel rods being sent back to America.
A Legislative Yuan resolution that was passed in 2018 demands that state-run Taiwan Power Co. (Taipower) must send back all 1,744 unused fuel rods from the plant to America by the end of this year.
Taipower has said the task will cost NT$700 million (US$24.1 million).
In July 2018, the first batch of 160 rods was transported back to its U.S. supplier — Global Nuclear Fuel Americas, LLC — which was followed by three more similar operations as of August 2019, the Taipei-based China Times reported on Tuesday.
On Oct. 15, Atomic Energy Council Minister Hsieh Shou-shing (謝曉星) said 240 fuel rods at the power plant were still waiting to be transported to the U.S. — a delay caused by travel restrictions triggered by the COVID-19 pandemic.
According to the Ministry of Economic Affairs, disposing of the 1,744 fuel rods from the plant could save about NT$100 million in maintenance costs per year.
The government has spent NT$283.8 billion on building the plant in New Taipei’s Gongliao District, but it has been mothballed since 2014 due to public concern over the use of nuclear power.
Considering the future of the Iran nuclear deal
deal alive.The deal, which imposes limitations on Iran’s civilian nuclear enrichment program, was agreed in July 2015 between the Iranians and the P5+1 group — China, Britain, France, Germany, Russia and the United States — and implemented six months later. The deal was struck when the Obama administration was in the White House following years of negotiations. The JCPOA gave Iran relief from international economic sanctions in return for dismantling major parts of its nuclear program and giving access to its facilities for inspection.
Yet ever since Donald Trump was elected president of the United States in November 2016, the future of the JCPOA has hung in the balance. Trump made it a campaign promise to pull out of the Iran deal. He kept his word and officially withdrew the United States from the JCPOA in May 2018, saying the deal is “defective” and did not address Iran’s ballistic missile program or its interference in the affairs of other countries in the Middle East.
Washington has since reinstated US sanctions on Iran and sought to penalize any nation doing trade with the Iranians, which has led to widespread criticism. In response, Iran has resumed its uranium enrichment at the Fordow nuclear plant, which is banned under the JCPOA.
The events surrounding the Iran deal have seen their ups and downs, but one thing is for sure: The collapse of the JCPOA is in no one’s best interest………….
Considering that US–Iran diplomatic relations are a nonstarter under the Trump administration, the result of the US presidential election on November 3 will be critical. President Trump has promised to reach a new deal with Iran “within four weeks” if he is reelected. If he wins, his administration would have to reshape its approach toward Iran in a constructive way to meet the timeline he has set. On the other hand, if Democratic nominee Joe Biden wins, his administration would likely rejoin the JCPOA, as well as seek additional concessions from Tehran. In a recent op-ed for CNN, Biden stated, “If Iran returns to strict compliance with the nuclear deal, the United States would rejoin the agreement as a starting point for follow-on negotiations.”
Biden served as the vice president under the previous Obama administration, which, together with the P5+1 group, negotiated the JCPOA back in 2015. Therefore, it is safe to say that the future of the nuclear deal might just rest on the outcome of the US election.
A Regional Arms Race
For now, however, the US withdrawal from the JCPOA has weakened the impact of the accord. More importantly, the near-collapse of the deal could have a direct impact on the next Non-Proliferation of Nuclear Weapons Review Conference in 2021, potentially drawing criticism from non-nuclear-weapon states that may wish to pursue civilian programs of their own.
The JCPOA is not only important for global nonproliferation efforts, but also for stability in the Middle East. The complete failure of the deal would have severe implications. ………
Sanctions on Iran
On August 20, France, Germany and the UK issued a joint statement saying they do not support the US request for the UN Security Council to initiate the “snapback mechanism” of the JCPOA, which would reimpose the international sanctions against Iran that were lifted in 2015. As the US is no longer a party to the JCPOA, it has limited influence over its enforcement. Therefore, the Security Council rejected the US move.
The Iranian economy was already fragile before President Trump withdrew from the JCPOA, and US-enforced sanctions are further complicating the situation. High living costs, a deep recession and plummeting oil exports are just the tip of the iceberg………..
Nuclear Nonproliferation
With all of this in mind, it is vital that the remaining parties to the JCPOA continue with constructive dialogue to try to uphold the agreement. Everyone benefits from the deal, and its success depends on each side’s fulfillment of their responsibilities and commitments, particularly Iran’s full compliance.
Most importantly, the Joint Comprehensive Plan of Action is necessary for the future of nuclear nonproliferation. USA spends taxpayers’ money on weapons, endless wars, not health – coronavirus chaos is the result
The US Chose Endless War Over Pandemic Preparedness. Now We See the Effects. C.J. Polychroniou, Truthout, October 18, 2020 United States has the longest record of war-fighting in modern history. Why that is the case is not a question that has an easy answer; suffice to say, however, that militarism and violence run like a red thread throughout U.S. political history, with enormous costs both for the domestic economy and the world at large, as a recently published book by David Vine makes plainly clear. In fact, the militarist mentality is strongly reinforced by the Trump administration in spite of the fact that the current president claims to have an aversion to “endless wars.” In this exclusive Truthout interview, Vine, a professor of anthropology at American University in Washington, D.C., addresses critical questions about U.S. war culture and Trump’s own contribution to the violence that has always been foundational to U.S. culture. C.J. Polychroniou: Your latest book, The United States of War: A Global History of America’s Endless Conflicts, from Columbus to the Islamic State, is a detailed survey of the U.S.’s obsession with militarism and war. Have you come to a definite conclusion or explanation as to why the United States has been at war for about 225 of the 243 years since its independence?
David Vine: There is, of course, no simple answer to this incredibly important question. According to my research, the U.S. military has been at war or engaged in other combat in all but 11 years of U.S. history — 95 percent of the years the United States has existed. My book shows how the huge collection of U.S. military bases abroad provides a key — or a kind of lens — to help understand why the United States has been fighting almost without pause since 1776. . Bases abroad, bases beyond U.S. borders show how U.S. political, economic and military leaders — shaped by the forces of history, capitalism, racism, patriarchy, nationalism and religion — have used taxpayer money to build a self-perpetuating system of permanent, imperialist war revolving around an often-expanding collection of extraterritorial military bases. These bases have expanded the boundaries of the United States, while keeping the country locked in a state of nearly continuous war that has largely served the economic and political interests of elites and left tens of millions dead, wounded and displaced. To be clear, my argument is not that U.S. bases abroad are the singular cause of this near-endless fighting. Indeed, my book shows how the answer to why the U.S. government has fought so constantly lies in the capitalist profit-making desires of businesses and elites, in the electoral interests of politicians, and in the forces of racism, militarized masculinity, nationalism and missionary Christianity, among other dynamics. U.S. bases abroad, however, have played a key and long overlooked role in the pattern of near-constant U.S. fighting: that is, since independence, bases that U.S. leaders have built beyond the borders of the United States not only have enabled wars but also have made offensive imperialist wars more likely. While U.S. leaders often portray bases abroad as defensive in nature, the opposite is generally the case: bases built on the territory of other peoples have tended to be offensive in nature, providing a launchpad for yet more wars. This has tended to create a pattern in which bases abroad have led to wars that have led to the construction of new bases abroad that have led to new wars that have led to new bases and so on. Can you offer us a quick assessment of the overall costs of the “global war on terror?” It’s impossible to capture the immensity of the catastrophe that the so-called “global war on terror” has inflicted……….. Alongside the human damage, the financial costs of the so-called war on terror are so large, they’re nearly incomprehensible. As of October 2020, the U.S. government has spent or obligated a minimum of $6.4 trillion on the post-2001 wars, including the costs of future veterans’ benefits and interest payments on the money borrowed to pay for the wars. The actual costs are likely to run hundreds of billions or trillions more, depending on when we force our politicians to bring these seemingly endless wars to an end. While it’s incredibly hard to fathom $6.4 trillion in taxpayer funds vanished, the catastrophe is compounded when we consider how else the U.S. government could have spent such incredible sums of money. What could these trillions have done to provide universal health care, to rebuild public schools, to build affordable housing, to end homelessness and hunger, to rebuild crumbling civilian infrastructure, to prepare for pandemics? In addition to the 3-4 million who have likely died in the wars the U.S. government has fought since 2001, how many more have died because of the investments the U.S. government did not make? These are questions that, I have to say, should make us weep……….. Clearly there is a deep connection between the war machine and the U.S. government’s failure to protect the country against COVID. ………….. Putin’s proposal for 12 month renewal of NewSTART arms control treaty is rejected by USA
US rejects Putin’s proposal on nuclear disarmament treaty as ‘nonstarter’ American Military News, 18 Oct 20, The United States says Russian President Vladimir Putin’s proposal to extend the New START nuclear disarmament treaty without freezing nuclear warheads is a “nonstarter.”
Putin proposed extending the bilateral treaty for one year without preconditions to keep it from expiring and to allow talks to revive it to continue.
Putin also instructed Foreign Minister Sergei Lavrov at a meeting with permanent members of Russia’s Security Council on October 16 to work out Russia’s position on New START and inform the United States of developments.
The issue of the New START treaty comes less than three weeks before the U.S. presidential election.
Democratic challenger Joe Biden supports extending New START “to use that as a foundation for new arms-control arrangements.” If Biden wins, the treaty will expire just weeks after he is inaugurated.
Biden calls the treaty — which was negotiated when he was vice president under President Barack Obama — an “anchor of strategic stability between the United States and Russia.”……..
On October 13, more than 75 lawmakers across Europe called on the United States to extend New START before its expiration.
