The Government’s decision to axe Nuclear Management Partners (NMP), comprised of Britain’s Amec, France’s Areva and America’s URS, is expected to be formally announced on Tuesday, six years into a 17-year contract to work on decommissioning the site.

Ministers surprised many by shying away from an opportunity to cancel NMP’s contract at a formal “break point” last year, despite criticism of the consortium by the National Audit Office (NAO) and Public Accounts Committee (PAC) over a series of failings.

The Nuclear Decommissioning Authority (NDA) had said it was considering taking the management of Sellafield back into state hands, an option that would have required ministerial approval.

However, there were doubts about how state management of the nuclear site, the UK’s biggest and most hazardous, would work in practice. It is thought a plan has now been drawn up and the NDA will exercise its right to terminate NMP’s contract “for convenience” with 12 months’ notice.

A spokesman for the Department of Energy and Climate Change confirmed only that the NDA and Government had been working on “alternative options at Sellafield”……..

the costs of the clean-up have since spiralled and annual spending at the site last year was £1.8bn, implying the remaining 11 years of the contract would be worth £20bn.

NMP earns tens of millions of pounds each year for managing the multi-billion pound operations.

Lifetime costs for decommissioning Sellafield, which is likely to take more than 100 years, were last year estimated to have risen to in excess of £79bn, but the NDA warned at the time that the total would rise further.

By Michel Rose PARIS, Jan 13 (Reuters) – France should build a new generation of nuclear reactors to replace the country’s ageing plants, Energy Minister Segolene Royal said on Tuesday, the first time a government member has clearly approved this option.

France, the country most reliant on nuclear power, must decide in the next few years whether to continue down the nuclear route as about half of its 58 reactors will reach their designed 40-year age limit in the 2020s.

Royal’s so-called energy transition bill, which is being reviewed by the Senate after parliament’s lower house passed a first version last year, aims to cut the share of nuclear energy in France’s electricity mix to 50 percent from 75 percent.

But that does not mean France wants to exit atomic energy, as it is part of the country’s history and expertise, Royal told L’Usine Nouvelle magazine in an interview, in contrast with Germany’s decision to phase out nuclear power.

“EDF’s board has adopted part of its big maintenance plan with my agreement,” Royal said.

“We must now also programme the construction of a new generation of reactors, which will replace old plants when these cannot be renovated anymore.”

Shares in EDF rose as much as 5.6 percent, the biggest gainer on France’s CAC 40 index of blue chip stocks. Clarinvest fund manager Ion-Marc Valahu, who owns EDF shares, said Royal’s comments had given the stock a boost.

Traders also mentioned that European utilities had been buoyed by a Morgan Stanleyupgrade to British energy company Centrica, as well as positive comments about the sector from Citigroup.

Mark Lewis, a senior analyst at Kepler Cheuvreux in Paris, said it was a big shift in Royal’s stance.

“The problem in my view is that new nuclear build is just not economic at prices below 100 euros per megawatt-hour, just look at the guarantee the UK government had to give EDF for Hinkley C,” he said.

Britain has guaranteed the price of power from the Hinkley Point C nuclear power station that is to be operated by French utility EDF.

State-owned EDF, which operates all of France’s nuclear reactors, faces a 55 billion euro ($65 billion) upgrade of its existing plants by 2025, including work decided in the light of the Fukushima nuclear meltdown in Japan.

To finance this investment, EDF has advocated an extension of reactor lifespan to 50 or 60 years, arguing that the power stations were modelled on similar reactors in the United States which have been granted 60-year licences.

“I didn’t include a 40-year age limit in the energy transition bill like ecologists wanted. Some nuclear plants can live longer,” Royal said in the interview.

This was also the first time the former partner of President Francois Hollande, and apowerful voice in the cabinet, had approved an extension beyond 40 years.

However, the ultimate decision for a lifespan extension will be for the country’s independent nuclear watchdog, the ASN, which is set to give a preliminary opinion on the question this year and make a final decision in 2018-2019.

2015 – A Critical Year for New Nuclear Power in UK

There is now deep uncertainty in the nuclear industry about EPR reactors and  the complexity of the design. As well as the problems in Finland, the EPR reactor being built by EDF at Flamanville in Northern France is also years late. The concern has spread well beyond the UK.

proposed new reactors at Hinkley Point in Somerset. According to the Department of Energy and Climate Change (DECC) China National Nuclear Corporation (CNNC) and China General Nuclear Power Corporation (CGNPC) could take up to a combined 40% share of the equity; (China Daily most recently said the Chinese are discussing an estimated 35% stake (1)) EDF could take 45-50%, and Areva 10%, and discussions have been ongoing with other interested parties – possibly the Saudis (2) and Qataris (3) – who might take 10-15%.
But BuildingMagazine claimed that reports the Saudis might be interested in investing are untrue. (4) And
Areva’s financial problems make its 10% share look increasingly unlikely. (5) The Company is
struggling to survive the ongoing mess of the Olkiluoto nuclear plant in Finland. The plant is
years behind schedule and billions over budget. Areva’s losses in Finland are currently
estimated at €3.9bn and the excess costs involved are now the subject of a bitter dispute with
the Finnish utility TVO.

While 97 percent of climate scientists are in agreement that climate change is occurring and is driven by human activity, several new members of the 114th Congress assert the opposite. Just this week, Sen. Mark Kirk (R-IL) rejected the premise that greenhouse gas emissions are driving climate change, remarking instead that “political correctness took over climate science,” E&E Daily reported Thursday……..

One of the loudest congressional climate deniers is Sen. James Inhofe (R-OK) — the likely new chair of the Environment and Public Works Committee — who was swiftly repudiated in a hearing last year for claiming the earth had experienced “no warming for the last 15 years.” In addition to Inhofe, 10 out of 11, or 91 percent, of Republicans on EPW have said climate change is not happening or that humans do not cause it.

The members of the 114th Congress who have publicly misrepresented the science behind global warming have accepted their fair share of contributions from the fossil fuel industry. The 39 climate deniers in the Senate have taken $28,152,466 in donations from the coal, oil and gas industries, while the 61 Senators who haven’t denied the science have taken $11,033,447 in career contributions, according to the CAP Action analysis. On average, Senate deniers took $721,858 from fossil fuel interests while other Senators took $180,876.

On the House side, the 131 climate science deniers have taken $35,702,245 in fossil fuel industry contributions while the remaining voting members who haven’t denied the science have only taken $24,268,787 in career contributions. On average, House deniers took $272,536 from coal, oil and gas interests while other members took $80,095.

Looking ahead, the new Republican-controlled Congress has been clear that it has no intention of prioritizing action to help combat climate change. In fact, incoming Senate Majority Leader Mitch McConnell (R-KY) has vowed to stop the Environmental Protection Agency’s attempt to curb carbon pollution from power plants andapprove the controversial Keystone XL pipeline.

WP By Ben Terris January 8“…….The senator cemented his status as public enemy No. 1 for environmentalists long ago, topping it off with his 2012 book on climate change, “The Greatest Hoax.” This year he takes over the Senate Environment and Public Works Committee — the panel most associated with climate policy oversight — and says he plans to continue his role as a “one-man truth squad” on the issue……..

Climate change is certain to be a major issue for Congress in the next couple of years. Tom Steyer, the billionaire Democratic environmentalist, topped the list of campaign donors in the past election cycle; there’s still the Keystone XL pipeline to figure out; and a number of new rules from the Environmental Protection Agency are set to take effect this year. On all this, Inhofe aims to take center stage.

“Expect huge and enormous fireworks in the committee,” said Sen. Barbara Boxer (Calif.), the senior Democrat on the committee. “[Inhofe’s] going to go after everything, and I’m going to stop him dead on the floor of the Senate. . . . The biggest denier of all is the chairman of the environment committee — that’s a cruel joke.”

In 2003, Inhofe became the chairman of the Environment and Public Works Committee for the first time, after nine years in the Senate. He put his mark on the post with a floor speech in which he said catastrophic global warming is a hoax.

In his speech and his subsequent writing, Inhofe argued that the debate over global warming was “predicated on fear rather than science.”……..as he writes in his book, “God is still up there, and He promised to maintain the seasons and that cold and heat would never cease as long as the earth remains.”…….

It’s an ambitious agenda, but it’s not just the goal of a lone crusading climate-change denier. Citing information made available by unidentified intelligence sources,Spiegel said the plant was in an inaccessible mountain region in the westof the war-ravaged country, two kilometers (1.2 miles) from the Lebanese border.

It is deep underground, near the town of Qusayr and has access to electricity and water supplies, the magazine said in a pre-released version of the story released ahead of Saturday’s publication.

It said it had had access to “exclusive documents”, satellite photographsand intercepted conversations thanks to intelligence sources.

Western experts suspect, based on the documents, that a reactor or an enrichment plant could be the aim of the project, whose codename is “Zamzam”, Spiegel said.

The Syrian regime has transferred 8,000 fuel rods to the plant that had been planned for a facility at Al-Kibar, it added.

In 2007, a bombing raid on an undeclared Syrian nuclear facility at Al-Kibar was widely understood to have been an Israeli strike, but it was never acknowledged by the Jewish state.

The causes of this disastrous position
  • Nuclear power has become too risky and too expensive, civil nuclear is no longer sold on the world market: AREVA has not delivered a reactor for 7 years.
  • The sites of two EPR reactors in Finland and France drag on, their cost has tripled, now reaching 9 billion euro.But the Finns will not pay the additional costs and now require penalties. It’s a total  financial fiasco.
  • The delivery of nuclear fuel in Japan remains suspended because the reactors have remained closed there since the accident in Fukushima. This fuel export shortfall adds to the worsening finances of AREVA.
  • After Fukushima, Siemens left AREVA to convert to renewable energy. They held a 20% stake in the group.
  • The Uramin case in 2007: the acquisition of uranium mining in Niger, Central African Republic and Namibia, which soon proved unworkable. Between the purchase, retro-commissions and the unsuccessful operation, AREVA has accumulated € 3bn loss. The proposed remedies: the taxpayer on the front line
The state has 86% of the capital of AREVA is forced to intervene because the group provides the fuel and spare parts to our plants.

 – It could bring 2 billion by selling its shares in subsidiaries
– It plans to restructure the group by removing the CEA and by mounting a rescue company that would host the loss-making activities. This is what was done with Crédit Lyonnais: privatizing profits and nationalizing losses!
– Taxpayers will save shareholders.
– The new construction of EPR would be abandoned
Deficits, debts, dismantling and waste, that’s the legacy that nuclear leave to our children. If AREVA were a private company, it would have already filed for bankruptcy and EPR under construction would never be finished.
But AREVA is unsinkable.
The state is there to bail out this mess; we will pay our taxes, to the detriment of the development of renewable energy that could help us

Many Japanese municipalities near offline nuclear plants are not happy with the nuclear restart plan

Poll shows local governments split on how to restart nuclear reactors, Japan Times, KYODO JAN 4, 2015 Only about 20 percent of 160 prefectural and municipal governments that host or are located near nuclear plants support how a utility company in Kagoshima Prefecture went about getting the go-ahead for restarting its nuclear reactors, a Kyodo News poll showed Sunday……..

In November, Kyushu Electric Power Co. won consent from the Kagoshima Prefectural Government and the city of Satsumasendai for the restart of two nuclear reactors at its Sendai plant in the prefecture, which means the two reactors will become the first of the country’s 48 offline commercial reactors to resume operation.

In a survey conducted on 21 prefectures and 139 municipalities that are located within a 30-km radius of nuclear reactors, only 35 said the procedure adopted by Kyushu Electric — seeking the consent only of the host prefecture and host municipality — was appropriate.

While 55 municipalities or about 30 percent said the method taken by Kyushu Electric at the Sendai plant was not appropriate, 70 avoided clear-cut answers, including those that said they do not know.

None of the 55 municipalities host nuclear reactors.

Japan: move to end compensation for Fukushima businesses

Ministry, TEPCO seek to end compensation for Fukushima businesses in Feb. 2016 Mainichi, 29 Dec 14 The government and Tokyo Electric Power Co. (TEPCO) have proposed to Fukushima Prefecture’s commerce and industry federation a plan to end nuclear disaster compensation for businesses in February 2016, it has been learned.

The Ministry of Economy, Trade and Industry and TEPCO presented the plan to the Fukushima Federation of Societies of Commerce and Industry on Dec. 25. The ministry and the utility told the federation that they plan to end compensation payments to all businesses, except for those in the agricultural, forestry and fisheries sectors, in February 2016. Ministry and utility officials explained that they would map out future policies after hearing claims from business owners.

The federation’s secretary-general, Hideki Endo, however, criticized the proposal.

“Fukushima business owners face different situations depending on their evacuation statuses and their business categories,” he said. “While we understand the need to draw the line somewhere, we cannot accept the end of compensation payments within a year and a few months from now when the nuclear disaster has still not been brought to a conclusion and there are no prospects that harmful rumors will end in the foreseeable future.”…….http://mainichi.jp/english/english/newsselect/news/20141227p2a00m0na007000c.html

Renewable energy has now gained political clout, in USA States

Renewable energy companies use new clout in statehouses, Phys Org,  Dec 24, 2014 by Jeffrey Stinson, Stateline.org “……..Green  industries have become mainstream businesses with the political clout to match the fossil fuel industry and big electric utilities in many statehouses, and they are using that influence to defend the renewable energy standards in place in 31 states and the District of Columbia.

Green industry is creating jobs, providing lease payments to landowners and taxes for local government in many states. Companies like Siemens and GE are highly invested in . And many state lawmakers don’t want to see the economic benefits shrink or disappear.

Wind represents about $118 billion in private investment in the U.S. economy and sustains about 73,000 jobs, according to the American Wind Energy Association. About $17.3 billion a year is invested in new wind farms.

The solar industry, meanwhile, employs about 143,000 people and pumps nearly $20 billion a year into the economy, according to the Solar Energy Industries Association.

The economic impact of the fossil fuel industry is much larger, but Tom Plant of the Center for the New Energy Economy at Colorado State University noted that green energy has “become mainstream … and a pretty significant component of economies of the states.”………

In addition to states with mandatory standards, seven – Alaska, Indiana, North Dakota, Oklahoma, South Dakota, Utah and Virginia – have voluntary goals.

Combined with federal and state green energy tax breaks, state renewable portfolios have been instrumental in building the renewable sector. They “drive demand,” said Susan Sloan, vice president for state policy at the American Wind Energy Association.

Technological advancement is making green energy more economically competitive compared to fossil fuel, especially coal………..

Wind, solar and other alternative sources are increasingly popular with the public compared to fossil fuels, polls indicate. And many companies want to demonstrate they’re in favor of environmentally friendly policies……….

Wind has become “a big cash crop” for Kansas farmers, she said, with wind farms providing about $16 million a year in lease payments to landowners. Unacceptable for Japan’s government to now go for nuclear power development

The move appears to signify the government’s clear declaration that it is not pursuing a zero nuclear power policy.

After the Dec. 14 House of Representatives election, the Nuclear Regulation Authority (NRA) gave a de-facto stamp of approval to reactivation of the Takahama Nuclear Power Plant’s No. 3 and No. 4 reactors in a safety screening. This is one of a series of moves leading to dependence on nuclear power. We cannot tolerate any moves that would promote a U-turn to nuclear power without any debate or seeking of public opinion.

The expert panel — the Nuclear Energy Subcommittee under the ministry’s Advisory Committee for Natural Resources and Energy — is planning to include acceptance of nuclear plant reconstruction in its interim file by underscoring the need to ensure “the supply capacity to make up for the decommissioning of reactors.”

It will be the first time for the government to spell out the need to rebuild nuclear plants since the outbreak of the Fukushima No. 1 Nuclear Power Plant disaster. Reconstruction of a nuclear power complex — in which a new plant will be built while dilapidated reactors are decommissioned — is essentially the same as building a new nuclear plant………. Burns, to serve as its chairman.

The five-member commission oversees the safety of the nation’s 62 nuclear power plants, and the chairman serves as the group’s official spokesman.

Burns replaces Allison Macfarlane, who is stepping down to take a position at George Washington University.

Burns served as the NRC’s general counsel from 2009-2012, and prior to that served in a variety of roles at the agency. He is the second general counsel to later become the agency’s chairman.

He has also served a stint as head of legal affairs for the Organization for Economic Cooperation and Development’s Nuclear Energy Agency

Global Research, December 20, 2014 A Japanese government official has reported, “I was overwhelmed by the amount of contaminated water coming from the reactors, we must dump it in the ocean.” This isn’t such great news for the US since President Obama and the Environmental Protection Agency (EPA) recently gave their approval for “dramatically raising permissible radioactive levels in drinking water and soil following “radiological incidents,” such as nuclear power-plant accidents and dirty bombs.”

The Nuclear Industry calls this their “new normal,” according to Public Employees for Environmental Responsibility (PEER).

The EPA has issued radiation guides called Protective Action Guides or PAGs which allows more radiation than any American has ever been exposed to. Within the guides, are instructions for evacuations, shelter-in-place orders, food restrictions and other actions following a wide range of “radiological emergencies.”

Wouldn’t the massive break down of reactor number one at Fukushima be considered a ‘radiological emergency?”

Shunichi Tanaka, the chairman of the Nuclear Regulation Authority, made the comment Dec. 12 about dumping radioactive waste into the ocean.

The US governments PAGs allow long-term public exposure to radiation in amounts as high as 2,000 millirems. This would, in effect, increase a longstanding 1 in 10,000 person cancer rate to a rate of 1 in 23 persons exposed over a 30-year period. Many experts are expecting elevated cancer rates due to these “allowable” levels of radiation exposure.

The PAGs are the work of Gina McCarthy, the assistant administrator for air and radiation whose nomination to serve as EPA Administrator was only approved by the Senate a few months ago.

It is suggested that these PAGs have been in the works for over two years and are just recently available for public view.

PEER Executive Director Jeff Ruch said:

“This is a public health policy only Dr. Strangelove could embrace. If this typifies the environmental leadership we can expect from Ms. McCarthy, then [the] EPA is in for a long, dirty slog.”

“No compelling justification is offered for increasing the cancer deaths of Americans innocently exposed to corporate miscalculations several hundred-fold.”
