Finland’s nuclear power project collapsing – unprofitable and unnecessary

 Doubts about nuclear power plant construction in Finland. The planned Hanhikivi nuclear power plant could be on the verge of collapse.

It is unclear whether there will be any need for the plant’s electricity at all.

The costs are running away, the schedule for the start of construction and commissioning has been revised and postponed several times. The planning documents are so inadequate that the project is not yet ready for approval even after a six-year approval process.

And most of the independent analyzes assume that the project can neither become profitable nor that
there is even a need for what is to be produced here. It recently revealed that there is also a huge funding gap, and now the military is raising concerns about national security.

USA’s $1.2tn bipartisan infrastructure bill provides $6bn to prop up ailing, aging, unprofitable nuclear power plants.

Ailing nuclear power plants propped up by US infrastructure law. A 2018 report from the Union of Concerned Scientists found that more than a third of American nuclear power plants were unprofitable.

The $1.2tn bipartisan infrastructure bill that Biden signed into law on Monday provides $6bn in
grants for struggling reactors.

The president’s “Build Back Better” spending bill under debate in Congress would also establish a nuclear power production tax credit worth billions of dollars. The federal funding follows bailouts in several US states for nuclear generators on the brink of closure.

The company decided it needs the lobbyist’s services after US representative Earl Blumenauer, proposed a tax on space exploration firms. The Democratic lawmaker made his statement on 20 July – the day when Bezos himself went to space in Blue Origin’s first crewed flight.

“Space exploration isn’t a tax-free holiday for the wealthy. Just as normal Americans pay taxes when they buy airline tickets, billionaires who fly into space to produce nothing of scientific value should do the same, and then some”, he said in a statement at the time. “I’m not opposed to this type of space innovation. However, things that are done purely for tourism or entertainment, and that don’t have a scientific purpose, should, in turn, support the public good”.

Bradwell nuclear project is likely to be scrapped, despite the Planning Inspectorate having supported the project.

 The Blackwater Against New Nuclear Group (BANNG) is naturally disappointed
that BRB’s Appeal to the Planning Inspectorate against the refusal by
Maldon District Council of Planning Permission for further land
investigations at Bradwell was successful.

But this does not give a greenlight to a future nuclear power station at Bradwell. BANNG has always made
clear that its objections to land investigations were on the grounds that
they were unnecessary since the site is wholly unsuitable, unsustainable
and unacceptable for the development of a mega nuclear power station and
spent fuel stores.

The Planning Inspector chose to uphold the Appeal on the
narrow grounds that the works would be temporary and would create little
disruption and disturbance to the environment and human welfare. The
Inspector declined to take into account the question of need for new
nuclear, relying on a Government policy from 2011 that deems Bradwell a
‘potentially suitable’ site.

In its latest policy statements the Government is silent on Bradwell and the project seems likely to be dropped altogether on geopolitical grounds.

Regulated Asset Base model may save Hitachi’s Wylfa Newydd nuclear project.

RAB model may have saved Wylfa Newydd nuclear project. Access to the
regulated asset base (RAB) financing model may have helped to save
Hitachi’s plans to build a new nuclear plant in north Wales, an executive
who worked on the project has told MPs. Last year, the Hitachi-backed
Horizon consortium announced it had withdrawn from the Wylfa Newydd project
after ploughing more than £2 billion into its development.

UK’s small nuclear reactor consortium indicates that it will be relying on tax-payer funding if it is to go ahead

State support a fallback option for UK’s mini-nuclear plants rollout.
The head of the consortium, which is developing a £ 30 billion fleet of
mini-nuclear power stations, has indicated that it will have to rely on UK

U.S. govt brings early Christmas to Bill Gates and the nuclear industry – tax-payer funding!

The U.S. Government and Bill Gates Get Behind Nuclear Power, Barrons,  By Avi Salzman, Nov. 17, 2021 Nuclear power got a boost from the infrastructure bill signed into law this week by President Biden that could at the very least forestall the industry’s decline. With government support and the endorsement of major investors like Bill Gates, nuclear power looks as if it has a place in a carbon-free future. [ed. only nuclear is not carbon-free]

The legislation sets aside $6 billion to help fund nuclear plants in danger of closing. Several plants have needed help from the states where they are located in recent years because running nuclear plants has not always been profitable as other sources of electricity have become cheaper. A 2018 report from the Union of Concerned Scientists found that “more than one-third of U.S. nuclear plants are unprofitable or scheduled to close.” Having a federal financing program would ease the pressure on states and make it more likely plants could stay open……..

The new law has other goodies for the industry too, including funding for the Energy Department’s Advanced Reactor Demonstration Program.

One project that will receive funding from the bill is a new advanced reactor in Wyoming being built by TerraPower, which was founded by Bill Gates. The TerraPower reactor is expected to be smaller than most traditional nuclear plants, but to have more highly enriched uranium. Theoretically, these kinds of projects could bring power to more remote areas. The TerraPower plant is expected to open by 2028 and replace a coal plant.

Several utility companies could benefit from support for nuclear plants, including Exelon (ticker: EXC) and NextEra Energy (NEE).

Nuclear power could get an even bigger boost from the Build Back Better bill now being debated, including from special tax credits.

X-energy, NuScale, Terra Power overselling their small nuclear reactors, which face big challenges.

X-energy, along with Bellevue-based TerraPower, founded by Bill Gates, and Portland-based NuScale, proposes reactors that can ramp up and down their electrical output much more rapidly than the large reactors now operating.

TerraPower plans to build its project at the site of a Wyoming coal plant in a partnership with a subsidiary of PacifiCorp, a
private utility.

NuScale is proposing a project in Idaho and has considered eventually locating a unit in Washington state. The nuclear industry, in the Pacific Northwest and elsewhere in the nation, has a history of pitching, and sometimes starting, projects that fail to come to pass.

Skeptics say these next-generation projects are being oversold and face big challenges in producing competitively priced power without compromising safety and security, and in a time frame soon enough to help reduce carbon emissions by midcentury.

Kenya Delays $5 Billion Nuclear Power Dream by Decade on Demand, Bloomberg, By David Herbling 17 November 2021  Kenya will delay by a decade plans to build its first-ever nuclear power plant, a $5 billion facility, to ensure a match between power supply and demand, according to the Nuclear Power and Energy Agency.

The initial 1,000-megawatt plant is now projected to be connected to the grid in 2036, said Erick Ohaga, the state-owned agency’s director of nuclear energy infrastructure development. An earlier plan was to have the plant supply home and industries by 2026.

Rolls Royce asks to govt begin 5 year process to get regulatory approval for its small modular nuclear reactor.

 Rolls-Royce (RR.L) has asked Britain’s government for clearance to begin
the 4-5 year long process of seeking regulatory approval for its small
modular nuclear reactor, it said on Wednesday, the first step towards
commercializing the technology.

Britain earlier this month backed a $546
million funding round at the company to develop the country’s first small
modular nuclear reactor (SMR), in a drive to reach net zero carbon
emissions and promote new technology with export potential. “This is an
important moment for the nuclear industry, as a UK SMR reactor design
enters the initial process for regulatory approval for the first time,” Helena Perry, Regulatory and Safety Affairs Director at Rolls-Royce said ina statement.

All new nuclear power projects need approval from Britain’s
Office for Nuclear Regulation (ONR) through its Generic Design Assessment
which is expected to take 4-5 years to complete. Britain’s government must
first give companies clearance to submit their designs to the regulator, a
process that is expected to take up to four months before the formal review
process can begin.

In a 15-minute meeting in Tokyo with Izumi Nakamitsu, U.N. undersecretary general and high representative for disarmament affairs, the two agreed on the importance of meaningful results at the review conference on the Nuclear Non-Proliferation Treaty, to be held in New York from Jan. 4 to 28, according to the Foreign Ministry.

As the leader of the only country to have suffered atomic bombings, in Hiroshima and Nagasaki in 1945, Kishida voiced his “determination to lead international efforts to realize a world without nuclear weapons” during the meeting, the ministry said. The prime minister’s family hails from Hiroshima Prefecture and he represents a constituency in the prefecture.

Nakamitsu expressed hope Japan will play a proactive role as a bridge between nations with differing stances.

Nakamitsu also met with Foreign Minister Yoshimasa Hayashi later in the day and invited him to attend the NPT review conference. Hayashi told her that “as the only country in the world to have suffered wartime atomic bombings, Japan has a very important responsibility” to push forward nuclear disarmament.

UK’s Regulated Asset Base (RAB) “a very bad deal for consumers” – like the USA’s disastrous system in South Carolina


 Reaction to the Bill from stakeholders has been mixed. Some environmental bodies have questioned whether the RAB model set out in the Bill offers value for money for consumers and whether it transfers the risk of cost overruns to consumers. Tom Burke, the co-founder of E3G, a climate think-tank, told the Financial Times that the model risked being “a very bad deal for consumers” on the grounds that electricity generated from nuclear power would be more expensive than that from ‘homegrown’ renewables and would simultaneously “inhibit the market in wind, [an] area where we have the opportunity to create a global competitive industry in the UK”.145

The same article included comment from Steve Thomas, Professor of Energy Policy at the University of Greenwich, who questioned whether people would want their pension funds exposed to construction risk cost and whether that meant the consumer would take on all the risk. In an article in the i on the day the legislation was published, Doug Parr, Chief
Scientist at Greenpeace, noted that the RAB model had already been used to finance nuclear power in the United States, adding that the “results were disastrous”: “It transfers huge financial risk from the builders to bill payers. In South Carolina, 18 per cent of residents’ energy bills went to pay for a half-built reactor which has been abandoned and will
never produce electricity.”
