US military planners pushed for nuclear strikes on mainland China in 1958 to protect Taiwan from an invasion by Communist forces, classified documents posted online by Daniel Ellsberg of The Pentagon Papers television show.

US planners also assumed that the Soviet Union would aid China and retaliate with nuclear weapons – a price they deemed worth paying to protect Taiwan, according to the document, first reported by The New York Times.

Former military analyst Ellsberg posted online the classified portion of a top-secret document on the crisis that had been only partially declassified in 1975.

Ellsberg, now 90, is famous for his 1971 leak to US media of a top-secret Pentagon study on the Vietnam war known as the Pentagon Papers.

llsberg told the Times that he copied the top-secret Taiwan crisis study in the early 1970s, and is releasing it as tensions mount between the United States and China over Taiwan.

Had an invasion taken place, General Nathan Twining, the chairman of the Joint Chiefs of Staff at the time, “made it clear that the United States would have used nuclear weapons against Chinese airbases to prevent a successful air interdiction campaign,” the document’s authors wrote.

If this did not stop an invasion, then there was “no alternative but to conduct nuclear strikes deep into China as far north as Shanghai,” the document said, paraphrasing Twining.

In the event, US president Dwight D Eisenhower decided to rely initially on conventional weapons.

The 1958 crisis ended when Communist forces halted artillery strikes on islands controlled by Taiwan, leaving the area under the control of Nationalist forces under Chiang Kai-shek.

China considers Taiwan to be a rebel province that will one day return to the mainland’s fold, by force if necessary.

Washington has recognised Beijing since 1979, but maintains relations with Taipei and is its most important military ally.

In recent months the Chinese air force has increased incursions into Taiwan’s air defence identification zone.

The 1958 crisis ended when Communist forces halted artillery strikes on islands controlled by Taiwan, leaving the area under the control of Nationalist forces under Chiang Kai-shek.

Early atomic bomb research – the ‘demon core’ that killed physicist Harry Daghlian

Following the end of World War 2 and the devastating impacts of the Hiroshima and Nagasaki nuclear bombings, the Cold War was looming. The immense destruction and power promised by atomic bombs pushed world superpowers into a nuclear research frenzy, with the USA preparing to drop a third on Japan , and the remaining nations creating their own arsenal as a deterrent or defense.  

Enter the ‘demon core’. Sitting at a sizeable 6.2 kilograms (13.7 pounds) and 3.5 inches in diameter, this spherical mass of radioactive plutonium (at the time named ‘Rhufus’) was designed in nuclear research to be a fissile core for early iterations of the atomic bomb. Throughout 1945 and 1946, the demon core was experimented on ……

As expected from its’ ominous title, the demon core was not kind to the nuclear physicists involved. Designed as a bomb core, it had just a tiny margin before it would increase radioactivity and become supercritical (once the fission reaction has begun, it increases in rate). Therefore, any external factors that could increase reactivity, for example, compression of the core (which is how the fission bomb detonates), must be carefully monitored around the demon core.

Despite the danger, researchers used the core as an experimental piece on supercriticality, using neutron reflectors to push it to its’ limits. Neutron reflectors are used to surround the core, and as the nuclear fission reaction occurs, they reflect neutrons back at the nuclear material to increase the amount of fission taking place.

In 1945, alone in his laboratory, physicist Harry Daghlian was performing a neutron reflector experiment on the demon core when he mistakenly dropped a brick of reflective tungsten carbide onto the core, pushing it into supercriticality and releasing a deadly burst of neutron radiation. After a 3-week battle with acute radiation sickness, Daghlian succumbed to his wounds, leading to tighter legislation around nuclear research in the Manhattan Project – although it would not be strict enough.

Despite the danger, researchers used the core as an experimental piece on supercriticality, using neutron reflectors to push it to its’ limits. That burst of radiation would kill Slotin within 9 days of exposure. Stood right beside him during the accident, Alvin Graves would also receive a huge dose of radiation but would survive the ordeal and live for another 20 years before death. Owing to Slotin’s quick thinking and body position, which absorbed most of the radiation, the remaining onlookers were shielded from the blast and survived to tell the tale.  

Following the accidents, the core would finally gain its name as the demon core, before being recycled down into other fissile cores.

Only the Iberian peninsula was still clear, as governments in East and West, having recovered from the initial panic, started to count the medium-term costs.

Changes in wind direction from the epicentre at Kiev created fresh uncertainties throughout the day. The consensus among meteorologists was that the south-east wind which had done its worst earlier in the week in parts of Poland and Scandinavia was now veering towards due east, affecting Greece, Yugoslavia, and south-west Germany.
France reported “a minor increase” in atmospheric radioactivity, while Holland reported yesterday that, for the first time since the disaster, radiation levels were markedly higher than normal. In that country, government plans to air details of a proposed shift to nuclear power in the 1990s were shelved indefinitely.

The brunt of the contamination continued to be borne by the countries closest to the disaster area – notably Poland and East Germany – as well as Sweden, which has been seeking to take remedial measures since the beginning of the week.

The Swedish authorities ordered farmers to keep their cattle indoors – possibly for some weeks – and said people should not drink rainwater or eat wild vegetables or mushrooms. One fear in Stockholm is that the wind could veer back towards Sweden early next week……..

Italy yesterday prohibited the sale of salad greens and barred a variety of imports from northern Europe. Chernobyl disaster and the U.N. response – a global matter

‘Disasters know no borders’ says Guterres, 35 years on from Chernobyl nuclear accident, https://news.un.org/en/story/2021/04/1090602In his message for Chernobyl International Remembrance Day on Monday, the UN chief reminded that “disasters know no borders”. 

A 20-second shut down of the Chernobyl nuclear power plant on 26 April 1986, created a surge that led to a chemical explosion, which released nearly 520 dangerous radionuclides into the atmosphere. As a result, large parts of the former Soviet Union were contaminated; territory which now lies within the borders of Belarus, Ukraine and Russia, according to the UN. 

Marking the 35th anniversary of the accident, Secretary-General António Guterres said that together, “we can work to prevent and contain [disasters]… support all those in need, and build a strong recovery”

Never forget 

As one of the most serious nuclear accidents in history, nearly 8.4 million people in the three countries were exposed to radiation, according to the UN. 

Some 350,000 were forced to leave their homes in severely contaminated areas, which left a deeply traumatic and lasting impact on their lives: “Their suffering must not be forgotten”, said the top UN official. 

He also pointed to the anniversary as an occasion to recognize the recovery efforts led by the three governments  as well as the work of “scientists who sifted through the evidence” to provide important analysis that has informed emergency planning and reduced risks. 

A legacy of assistance 

While the Organization had helped the people in the areas surrounding Chernobyl at the onset, four years after the accident the Soviet Government acknowledged the need for international assistance.  

That same year, 1990, the General Assembly adopted a resolution calling for “international cooperation to address and mitigate the consequences at the Chernobyl nuclear power plant”. This began the UN’s participation in the recovery effort. 

And in 2019, a new safety casing over the old shelter was completed and given to the Government of Ukraine. It was achieved with €2.2 billion in donations from over 45 nations.  

The UN said the milestone one of the largest ever seen projects in terms of international cooperation in the field of nuclear safety. 

Working for ‘the common good’ 

UN country teams – working with civil society, international partners and donors – first supported emergency and humanitarian aid, then recovery and finally social and economic development, Mr. Guterres noted, adding that “our joint efforts have enjoyed some success”. 

He cited that the number of small and medium-sized businesses operating in areas directly affected by the disaster has risen from 2,000 in 2002 to 37,000 today.  

And thousands of residents, community leaders and doctors have been trained on health risks and promoting healthy lifestyles. 

The Chernobyl disaster was contained by governments working with academics, civil society and others, “for the common good”, the UN chief said.  

“It holds important lessons for today’s efforts to respond to the COVID-19 pandemic”, he concluded.

The Soviet Union knew the Chernobyl nuclear plant was dangerous and covered up emergencies there before the 1986 disaster, the Ukrainian authorities said as they released documents to mark the 35th anniversary of the accident on Monday.

After a botched safety test in the fourth reactor of the plant, located in what was then Soviet Ukraine, clouds of radioactive material from Chernobyl spread across much of Europe in what remains the world’s worst nuclear disaster.

The archives show there was a radiation release at the plant in 1982 that was covered up using what a KGB report at the time called measures “to prevent panic and provocative rumours”, Ukraine’s security service (SBU) said in a statement on Monday.

There were separate “emergencies” at the plant in 1984, it added.

“In 1983, the Moscow leadership received information that the Chernobyl nuclear power plant was one of the most dangerous nuclear power plants in the USSR due to lack of safety equipment,” the SBU said.

When a French journalist collected water and soil samples from the Chernobyl area after the accident in 1987, the KGB swapped the samples for fake ones in a special operation, the SBU cited another KGB report as saying.

Thirty-one plant workers and firemen died in the immediate aftermath of the 1986 disaster, mostly from acute radiation sickness.

Thousands more later succumbed to radiation-related illnesses such as cancer, although the total death toll and long-term health effects remain a subject of intense debate.

The present day government in Kyiv has highlighted the Soviet authorities’ bungled handling of the accident and attempts to cover up the disaster in the aftermath. The order to evacuate the area came only 36 hours after the accident.

“The 35th anniversary of the Chernobyl tragedy is a reminder of how state-sponsored disinformation, as propagated by the totalitarian Soviet regime, led to the greatest man-made disaster in human history,” the foreign ministry said.

PhD candidate Centre for Aboriginal Economic Policy, Australian National University   On Saturday at the Adelaide Festival there will be a public showing of Australian Atomic Confessions, a documentary I co-directed about the tragic and long-lasting effects of the atomic weapons testing carried out by Britain in South Australia in the 1950s.

Amid works from 20 artists reflecting on nuclear trauma as experienced by Indigenous peoples, the discussion that follows will focus on the ways in which attempts at nuclear colonisation have continued in South Australia, and are continuing right now.

For the fourth time in 23 years South Australia is being targeted for a nuclear waste dump — this time at Napandee, a property near Kimba on the Eyre Peninsula.

The plan is likely to require the use of a port, most probably Whyalla, to receive reprocessed nuclear fuel waste by sea from France, the United Kingdom and the Lucas Heights reactor in NSW via Port Kembla.

The waste will be stored above ground in concrete vaults which will be filled for 100 years and monitored for a further 200-300 years.

Nuclear waste can remain hazardous for thousands of years.

The Barngarla people hold cultural rights and responsibilities for the region but were excluded from a government poll about the proposal because they were not deemed to be local residents.

The 734 locals who took part backed the proposal 61.6%

The Barngarla people are far from the first in South Australia to be excluded from a say about proposals to spread nuclear materials over their land.

It’s not the first such proposal

Australian Atomic Confessions explores the legacy of the nine British atomic bombs dropped on Maralinga and Emu Field in the 1950s, and the “minor trials” that continued into the 1960s.

After failed clean-ups by the British in the 1960s followed by a Royal Commission in the 1980s, the Australian Radiation Protection and Nuclear Safety Agency conducted a cleanup between 1995 and 2000 it assures us was successful to the point where most of the contaminated areas at Maralinga fall well within the clean-up standards applied for unrestricted land use.

But experts remain sceptical, given the near-surface burial of plutonium and contamination remaining across a wide area.

The Tjarutja people are allowed to move through and hunt at the Maralinga site with their radiation levels monitored but are not permitted to camp there permanently.

We are told that what happened in the 1950s wouldn’t happen today, in relation to the proposed nuclear waste dump. But it wasn’t our enemies who bombed us at Maralinga and Emu Field, it was an ally.

In exchange for allowing 12 British atomic bombs tests (including those at the Monte Bello Islands off the northern coast of Western Australia), the Australian government got access to nuclear technology which it used to build the Lucas Heights reactor.

It is primarily the nuclear waste produced from six decades of operations at Lucas Heights that would be dumped onto Barngarla country in South Australia, closing the links in this nuclear trauma chain.


Nuclear bombs and nuclear waste disproportionately impact Indigenous peoples, yet Australia still has not signed up to the United Nations Declaration on the Rights of Indigenous Peoples. The declaration requires states to ensure there is no storage or disposal of hazardous materials on the lands of Indigenous peoples without their free, prior and informed consent.

Nor has Australia shown any willingness to sign up to the Treaty on the Prohibition of Nuclear Weapons which came into force on January 22 this year after a lobbying campaign that began in Australia and was endorsed by Indigenous leaders worldwide.

Aboriginal people have long known the dangers of uranium on their country.

Water from the Great Artesian Basin has been extracted by the Olympic Dam copper-uranium mine for decades. Fragile mound springs of spiritual significance to the Arabunna People are disappearing, posing questions for the mining giant BHP to answer.

Australian uranium from BHP Olympic Dam and the now-closed Rio Tinto Ranger mine fuelled the 2011 Fukushima nuclear disaster.

Senior traditional custodian of the Mirrar people, Yvonne Margarula, wrote to the United Nations in 2013 saying her people feel responsible for what happened.

It is likely that the radiation problems at Fukushima are, at least in part, fuelled by uranium derived from our traditional lands. This makes us feel very sad.

The Irati Wanti (The Poison, Leave It!) campaign led by a council of senior Aboriginal women helped defeat earlier proposals for nuclear waste dumps between 1998 and 2004.

There remains strong Indigenous opposition to the current nuclear waste proposal.

Over the past five years, farmers have joined with the Barngarla People to protect their communities and the health of the land.

In 2020 the government introduced into the Senate a bill that would do away with traditional owners’ and farmers’ rights to judicial reviews and procedural fairness in regard to the use of land for the facility.

Resources Minister Keith Pitt is deciding how to proceed.

How the world came close to nuclear war catastrophe

No one wants to be the cause of a nuclear apocalypse. It is our responsibility to avoid one at all costs. But what happens when we don’t have a choice?

There have been numerous times throughout history where we have, by some stroke of luck and fortune, avoided catastrophe. Each of these instances tells a story, an insightful tale of human folly that culminates in one important lesson: We cannot trust ourselves with the most dangerous weapon ever invented.

There is one story which is bittersweet—in the end, everything is okay, yet it leaves everyone with a feeling of unease and urgency. Nonetheless, this story must be told, because we absolutely should learn from it.

The story began on Sept. 26, 1983 and took place deep inside the former Soviet Union. Operations were normal at Serpukhov-15, a military outpost just outside Moscow. The hero of the story was Stanislav Petrov, the officer on duty at the military installation. He and a group of other officers were monitoring Oko, the Soviet Union’s nuclear alert system.

Suddenly, the computer flashed a bright red warning: “Launch.” Alarms wailed. The officers were in shock. The United States had launched an intercontinental ballistic missile (ICBM). Oko detected no doubt.

The officers stood there, frozen, despite being trained for such a harrowing event. They could not believe what was happening.

Two, three, four, five—Oko had detected more missiles. In total, five ICBMs were reported to have been launched towards the Soviet Union on a path of destruction. Petrov had to make a decision soon: inform his higher-ups or wait.

In those crucial moments, Petrov decided not to do anything at all, despite the possibility of catastrophe looming over him. He did not even notify those higher in the chain of command. He waited.

Minutes passed, but no strike ever occurred. Relief. The warning was just a false alarm. No need to worry anymore.

Investigations concluded that the false alarm was triggered by the reflection of sunlight off the tops of clouds. Though this seems like a small mistake, it was not an isolated incident. There have been many other times where the world came close to nuclear war. One false alarm was caused by a computer playing a military training tape, and another by a faulty computer chip—tiny errors that could have bore serious consequences.

But simple mistakes are only one element that makes nuclear weapons so unfathomably dangerous and risky.

Just as concerning is the gross negligence of nuclear missile launch officers. A two-star general responsible for America’s nuclear arsenal was caught on a drunken bender while on a visit to Russia in 2013. Two launch officers were investigated as part of a narcotics scandal, where they reportedly used drugs and other illegal substances. Around 100 officers were implicated in cheating on their proficiency exams; only nine of the officers were duly dismissed.

There are also threats from outside the U.S.

Andrew Futter, associate professor at the University of Leicester, suggested that America’s nuclear weapons system could be hacked to gather information, shut down the system and even launch missiles. In fact, the National Nuclear Security Administration, which controls and maintains the nuclear weapons system, was hacked in December by Russian intelligence services, exposing the country’s most sensitive information regarding nuclear weapons.

Nuclear weapons are risky, dangerous and destructive. In total, there are 14,525 nukes across the world, with the U.S. and Russia possessing the vast majority—over 6,000 each. That is enough explosive power to end the world multiple times over. Humanity would cease to exist in the event of a nuclear war.

This is precisely why the exceptional judgment of Stanislav Petrov is heroic. Most people don’t know him, yet he secretly saved the entire world from a disastrous future. Despite his commendable behavior, we should not rely on one person to protect us.

We are left with no other option than to confront the truth.

Those entrusted with the authority to deploy and launch these missiles at a moment’s notice cannot be trusted. The systems designed to monitor attacks cannot be trusted. Foreign nations in possession of this same deadly tool cannot be trusted. While we may think we can handle nuclear weapons, reality shows the opposite. In truth, no one can be trusted with nuclear weapons. If we do not realize this, we may not have any more stories to tell.

Our inability to trust anyone with these weapons demands that we abolish them. The sooner we accomplish this goal, the safer the world becomes. Getting rid of these weapons is the only way to avoid a nuclear apocalypse.

By Hart Rapaport, Ivana Nikolić Hughes | March 9, 2021,   Due to their remote location in the Northern Marshall Islands, the people of Bikini Atoll were spared the worst of the mid-Pacific fighting between the American and Japanese armies in the final years of World War II. Their millennia-old culture and sustainable way of life ended abruptly when, in early 1946, Commodore Ben Wyatt, a representative of the occupying United States Navy, informed King Juda and other Bikini residents that the US would begin to test nuclear weapons near their homes. Wyatt asked the Bikinians to move elsewhere, stating that the temporary move was for “the good of mankind and to end all wars.” Though Wyatt may have believed his words to be true, the show of might by the US that followed neither ended all conflict, nor was the exodus short-lived. Seventy-five years later, Bikinians have yet to return.

Nuclear testing in Bikini and other Marshall Islands, which lasted from 1946 to 1958, received international attention at the time. In those early Cold War days, America demonstrated its nuclear prowess through images of mushroom cloud blasts towering over the Pacific on the cover of Time magazine and other prominent publications. The word Bikini infiltrated popular culture via the name of a two-piece swimsuit (named by a French designer to be “explosive”) and SpongeBob’s home, without simultaneously suffusing our conscience with an awareness of the injustices and suffering those blasts caused the Marshallese people.

It is time, finally, to recognize and right the wrongs perpetrated by the US government in the Marshall Islands. The US forced a new and dangerous technology on the native lands and peoples, without fully comprehending the short- and long-term consequences. The Marshall Islands–and Bikini specifically–ended up the site of most of the tests of US hydrogen bombs, weapons up to a thousand times more powerful than atomic bombs used in attacks on Japan in 1945. Later, when the refugees were briefly returned to Bikini after testing ended, they were exposed to harmful radiation amounts with devastating health effects.

To be sure, the US government has taken steps to monitor and address the contamination that resulted from these nuclear detonations. However, the status quo—studies by the Energy Department for the sake of scientific publications and reports, while Bikinians continue to live on other islands—is not only inadequate, but morally repugnant. Bikini is a native land and water that, over thousands of years, was critical to the people’s sustenance and the bedrock of their culture. While some of those who survived the decades of relocations are still alive, their children and grandchildren, including the descendants of King Juda, have yet to resettle their ancestral home. Without an immediate US-government-funded plan to resettle the living refugees, the millennia-long culture and history tied to the atoll may be lost forever. Also, as one of the highest lying islands in the region, Bikini could be the solution to challenges the Marshallese face from global warming and corresponding rise of sea levels.

But it’s not as simple as saying: “Let’s move the Bikinians back.” A permanent return to the atoll by a multi-generational community would risk serious health effects unless sources of remaining radiological contamination in Bikini’s fruit, soil, and lagoon are addressed and removed, according to our research at Columbia University’s K=1 Project, Center for Nuclear Studies. We have found radioactive materials throughout Bikini Atoll, resulting in background gamma radiation above the limit agreed upon by the Republic of the Marshall Islands and US and levels of cesium-137 in various fruits that violate most relevant international and domestic safety standards. Even the waters surrounding Bikini, a formerly plentiful source of food, are riddled with radioisotopes from the detonations. The cleanup may require a novel scientific approach on par with that used after the Chernobyl and Fukushima nuclear accidents. That said, a modern nuclear testing cleanup protocol may prove useful in the event of future nuclear incidents in the United States or elsewhere.

The Biden administration has promised to lead in domestic and international spheres with morals and compassion. To do so, it must engage in a truthful, comprehensive accounting of past missteps in the Marshall Islands, regardless of whether the cost of reparations and resettlement exceeds its current pledge of roughly $110 million to Bikini. Commodore Wyatt’s allegedly “temporary” displacement of Bikinians from their native land has lasted 75 years and counting. Will the Biden administration act with morals to clean remaining radioactive material from US detonations? Will it act with compassion to help Bikinians find their way home?

Cooper | March 4, 2021 n January, the French historian Benjamin Stora filed a report commissioned by the French President Emmanuel Macron aimed at “reconciliation of memories between France and Algeria,” which France ruled as the jewel of its colonial empire for more than 130 years.

The Stora Report addressed several scars from the Algerian War for Independence (1954–62), a bloody struggle for decolonization that met savage repression by French troops. One of these controversies stems from French use of the Algerian Sahara for nuclear weapons development.

France proved its bomb in the atmosphere above this desert, naming the inaugural blast , or Blue Jerboa, after the local rodent. Between 1960 and 1966, France detonated 17 nuclear devices in the Algerian Sahara: four atmospheric explosions during the Algerian War, and another 13 underground, most of these after Algerian Independence.

French nuclear ambitions became inextricable from the process of Algerian decolonization. The Saharan blasts drew international outrage, stalled ceasefire negotiations, and later threatened an uneasy peace across the Mediterranean.

The Stora Report signaled that radioactive fallout from the Algerian War has remained a thorn between the two nations. But the document comes up short of a clear path toward nuclear reconciliation.

A United Nations dispute. The French bomb collided with the Algerian War before the first mushroom cloud rose above the Sahara. In November 1959, Algerian allies representing independent states in Africa and Asia contested French plans for the desert in the First Committee on Disarmament at the United Nations.

Part of the French strategy at the United Nations was to drive a wedge between the nuclear issue and what French diplomats euphemistically termed the “Question of Algeria.” French obfuscation continued for decades.

France would not, until 1999, call the bloodshed a war, preferring the line that what happened in Algeria, as part of France, amounted to a domestic dispute, rather than UN business. Macron became, in 2018, the first French president to acknowledge “systemic torture” by French troops in Algeria.

The Afro-Asian challenge to Saharan explosions hurdled France’s diplomatic barricades at the United Nations. The French delegation tried to strike references to the Algerian War as irrelevant. But their African and Asian counterparts painted the desert blasts as a violation of African sovereignty.

The concern was not only for contested territory in Algeria, but also for independent states bordering the desert, whose leaders warned that nuclear fallout could cross their national borders. Radiation measurements taken in the wake of Gerboise bleue proved many of them right.

Nuclear weapons represented another piece of French imperialism on the continent.

Secret negotiations resumed in September 1961, with US Ambassador to Tunisia Walter N. Walmsley serving as France’s backchannel. The US State Department worried that French attachment to the test sites might thwart the decolonization process.

Lead Algerian negotiator Krim Belkacem asked Walmsley if prospects for a ceasefire still hinged on France retaining control of the test sites. Krim got his answer when Franco-Algerian talks resumed the following month, at the end of October 1961.

France did not abandon its goal to continue nuclear explosions in the Sahara. But the Algerian position appeared to have softened. So long as further blasts did not impinge on Algeria’s “eventual sovereignty” over the desert, as one archival document put it, a deal looked possible.

The Evian Accords marked a nuclear compromise. Finally signed in March 1962, the landmark treaty granted France a five-year lease to the Saharan test sites but did not specify terms of use.

Going underground. Advice from the French Foreign Ministry played a key role in pushing France’s weapons program beneath Saharan mountains. French diplomats suggested that underground explosions would present, according to one archival document, “significantly less serious” challenges than atmospheric ones for future relations with Algeria and its African neighbors.

This did not stop Algeria’s first president, Ahmed Ben Bella, from winning political capital with the nuclear issue. In public, Ben Bella cast Saharan blasts as an intolerable violation of Algerian sovereignty, as had his allies at the United Nations. In private, however, Ben Bella acquiesced to the Evian terms and reportedly tried to squeeze French financial aid out of the deal.

The Hoggar Massif shook 13 times before France handed over its two Saharan test sites to Algeria in 1967. An accident occurred during one of these underground blasts, dubbed Béryl, when containment measures failed. Several French soldiers and two high-ranking French officials suffered the highest radiation exposures, but roughly 240 members of “nomadic populations” in the region received lower doses.

Meanwhile, France began construction on its Pacific test range in French Polynesia, the site of nearly 200 nuclear explosions between 1966 and 1996. Most took place underground, but France also conducted atmospheric detonations in Polynesia, and these continued into the 1970s. Even though the Limited Test Ban Treaty had gone into effect in 1963—prohibiting nuclear blasts in the atmosphere, underwater, and in outer space—France refused to sign it.

Contamination and compensation. As part of its reconciliation proposal, the Stora Report encouraged Franco-Algerian cooperation on environmental remediation of the Saharan test sites. An expert report from the International Atomic Energy Agency, however, concluded in 2005 that environmental interventions were “not required” unless human traffic near the sites should increase.

The Stora Report briefly mentioned compensation linked to radiation exposure from French nuclear weapons development, but this deserves a closer look. In 2010, the French Parliament passed a law recognizing these victims and establishing funds and procedures to provide compensation for illness and injury. So far, France has earmarked 26 million euros for this purpose, but almost none of that has gone to Algerians.

Decades earlier, France’s nuclear allies turned to compensation programs in an attempt to reconcile with marginalized groups affected by weapons development without disclosure or consent. In 1993, for example, the United Kingdom settled with Australia as redress for indigenous people and personnel involved in UK explosions conducted in the former colony.

Facing similar lawsuits, the United States provided monetary compensation and health benefits to the indigenous people of the Marshall Islands, where US nuclear planners “offshored” their most powerful blasts during the Cold War arms race. Other US programs have made compensation available to communities “downwind” of the Nevada Test Site and surrounded by the uranium mines fueling the US nuclear arsenal, including Tribal Nations in the Four Corners region.

Compensation programs map a global history of colonial empire, racial discrimination, and dispossession of indigenous land, but postcolonial inequalities look particularly stark from the Sahara. Including appeals, France has granted 545 of 1,739 total requests filed by French soldiers and civilian participants in the nuclear detonations, as well as exposed populations in Algeria and Polynesia. Only 1 of 52 Algerian dossiers has proven successful.

French officials responsible for evaluating these files report that the ones from Algeria often arrive incomplete or in a shoddy state, and pin the blame on the Algerian government’s inability or unwillingness to provide the geographical, historical, and biomedical evidence that French assessment procedures demand. Claims must demonstrate that an individual worked or lived in a fixed area surrounding one of the two Saharan test sites, between February 1960 and December 1967, and suffered at least one of 21 types of cancer recognized as radiation-linked by French statute.

A step toward reconciliation. If Macron really wants to tackle France’s nuclear history in Algeria—and its aftermath—his government should start here. The French Parliament opened the door to Algerian compensation in 2010, and important revisions to the evaluation procedures took place in 2017, but there has never been a level playing field. Macron could, for example, require that French diplomats posted in Algeria help Algerians build their cases and locate supporting documents.

Another option: Macron could declassify archival materials documenting the intensity and scope of radioactive fallout generated by French nuclear blasts. Draconian interpretations of French statutes on the reach of military secrecy continue to block access to the vast majority of military, civil, and diplomatic collections on France’s nuclear weapons program—including radiation effects. Foreign archives have provided useful information, but official documentation from the French government would help exposed populations—like those in the Sahara—understand what happened, evaluate the risks, bolster their claims, and likely find these more successful.

The Stora Report did well to acknowledge nuclear fallout from the Algerian War. Giving Algerians a fair shot at compensation should mark France’s first step toward reconciliation.

Newly declassified documents reveal that in November 1983, at the height of Cold War tensions, the United States and the Soviet Union came closer to nuclear war than historians—and even many officials at the time—have known until now.

The revelations aren’t mere details of history; they also hold relevant lessons for how leaders should think and act in ongoing crises in hot spots around the world today.

The documents, released this week by the State Department historian’s office, focus on a massive military training exercise known as Able Archer, in which NATO simulated the transition from conventional to nuclear conflict in the event of a war in Europe.

It turned out, top Soviet leaders thought that the war game was real—that the U.S. and NATO really were about to launch a nuclear first strike against the USSR—and top Soviet military commanders took steps to retaliate.

In one of those steps, the new documents reveal, the commander of the Soviet 4th Army Air Forces in Eastern Europe ordered all of his units to make “preparations for the immediate use of nuclear weapons.” As part of that order, crewmen loaded actual nuclear bombs onto several combat planes.

Much about the Able Archer war game was first made public just six years ago, when, after more than a decade of legal battles, the National Security Archive, a private research organization, obtained a lengthy, extremely classified U.S. intelligence report detailing exactly what NATO forces did, and how Soviet commanders responded, during the exercise.

But the fact that the Soviets armed their aircraft with nuclear bombs—a discovery based on U.S. and British intelligence intercepts of Soviet communications at the time—has not been declassified until now. The new fact elevates to a higher level the danger that the world briefly faced, even though—unlike with other nuclear near misses, such as the Cuban missile crisis—almost nobody knew it at the time.

The Able Archer crisis might not have been a near miss—it might easily have escalated to a shooting war—had it not been for a single American officer, Lt. Gen. Leonard Perroots, the intelligence chief for U.S. Air Forces in Europe, who saw the Soviet moves, interpreted them correctly, and stopped what might otherwise have been a deadly escalation.

Most U.S. officers viewed Able Archer as a typical war game, nothing that would throw Soviet officers into a panic. But Perroots saw that, in fact, it was something different. It was a lot bigger than most of these games, involving a fleet of cargo transport planes flying 19,000 soldiers in 170 sorties from the United States to bases in Europe. And it was more realistic as well. The cargo planes maintained radio silence. B-52 bomber crews taxied their planes to their runways and loaded them with dummy bombs that looked remarkably real. The Strategic Air Command raised its nuclear alert levels to the highest level. The Soviets were monitoring all of this, of course, as they generally did and as the U.S. commanders knew they would. But they reacted in ways that they never had before—in ways similar to how they might have acted if the U.S. were gearing up for a real attack—including, as we now know, loading nuclear bombs on aircraft in Eastern Europe.

Ordinarily, when the Soviets took such actions, U.S. intelligence agencies would notify senior military officers, either on the scene or back in Washington, who would respond with similar actions, if just to let the Soviets know that we were watching what they were doing and were ready to repel an attack.

And indeed, after Able Archer ended a few days later and the thousands of American troops flew home and SAC lowered its nuclear alert, the Soviets unloaded their bombs and canceled their nuclear alert as well.

One of the newly declassified documents is a memo that Perroots wrote in 1989, as he was retiring from his final career post as director of the Defense Intelligence Agency, detailing what he’d seen and done during Able Archer six years earlier. The National Security Archive has long been trying to obtain the Perroots memo; DIA officials have told the archive’s lawyers that the memo was lost. On their own initiative, State Department historians found it in a file at the CIA.

The Able Archer near miss did come to have consequences—in a good way. While the war game was unfolding, Oleg Gordievsky, a London-based KGB officer who had turned double agent, was providing his British handlers in MI6 with documents revealing that Soviet officials were viewing the exercise as a prelude to an attack by the United States and NATO. The British, as was customary, shared the intelligence with their American cousins. At first, and for more than a year after, the CIA’s top officials were skeptical, dismissing the Soviets’ “war scare” as “propaganda,” designed to inflame anti-American sentiment in Western Europe.

But President Ronald Reagan took the war scare seriously. Just days after the wrap-up of Able Archer, his national security adviser, Robert “Bud” McFarlane, showed him Gordievsky’s reports, which Reagan read with—as McFarlane recalled years later—“genuine anxiety.”

Reagan had been pushing hard against the Kremlin, hoping the pressure might bring down the Soviet system. In 1981, his first year in office, an armada of 83 U.S., British, Canadian, and Norwegian ships sailed near Soviet waters, undetected. In April 1983, seven months before Able Archer, 40 U.S. warships, including three aircraft carriers, approached Kamchatka Peninsula, off the USSR’s eastern coast, maintaining radio silence and jamming Soviet radar. As part of the operation, Navy combat planes simulated a bombing run over a military site 20 miles inside Soviet territory. An internal NSA history noted, “These actions were calculated to induce paranoia, and they did.”

Still, as Reagan read the Gordievsky report, “it did bother him,” McFarlane later recalled, that the Soviets would seriously entertain “the very idea” that he would launch a nuclear first strike. On Nov. 18, 1983, one week after Able Archer was over, he wrote in his diary, “I feel the Soviets are so defense minded, so paranoid about being attacked that without being in any way soft on them we ought to tell them no one here has any intention of doing anything like that.”

The same day, Reagan met with his secretary of state, George Shultz (who died this month at the age of 100), to discuss setting up a back channel of communication with Moscow. The next morning, 12 senior officials met for breakfast in Shultz’s dining room at the State Department to discuss reopening long-moribund talks with Moscow—a topic so sensitive at the time that Shultz told them not to tell anybody that the meeting had even taken place. Two months later, on Jan. 16, 1984, Reagan gave a televised speech. The key line—a dramatic departure from previous pronouncements on the Soviet Union as an “evil empire”—was this: “If the Soviet government wants peace, then there will be peace. … Let us begin now.”

He had to wait a little while. Two Soviet leaders, Yuri Andropov and Konstantin Chernenko, died while Reagan’s diplomats tried to arrange meetings. But then came Mikhail Gorbachev, a genuine reformer, looking for peace with the West so he could finance his politico-economic perestroika, and, soon enough, the Iron Curtain shattered and the Cold War ended.

This might not have happened if Reagan hadn’t realized, in the wake of Able Archer, that his belligerent rhetoric and aggressive actions had gone too far—that he had to dial things back and see if the two countries might get along, before their myriad causes for mutual distrust unleashed catastrophe.

In some ways, the world today is less fraught with ultimate danger than it was 38 years ago. There is no cause for fear of a massive nuclear attack by or against the United States, Russia, or, really, any other country. But at the same time, the world is more densely laced with hot spots that could erupt into war, and war zones that could spread like lethal firestorms, and there are fewer power blocs—no real “superpowers,” in the sense that the term once meant—that might contain the conflagration. Intelligence is scanty or ambiguous about many of these potential crisis areas. Assumptions about an adversary’s ambitions or odd actions can more easily harden into dogma.

CHAMOLI: While experts are yet to pinpoint the cause of Chamoli flash floods and many are warning about climate change, the floods brought back fears of old tales related to a lost radioactive material in the Nanda Devi glaciers.

As per local residents in and around village Raini, a ‘machine’ was installed on Nanda Devi mountains in 1965 which had a nuclear device within.

Kartik Singh (92), a resident of Raini village claims that he was part of the 1965 expedition to install the ‘machine’, says, “I used to work as a porter then. Some people asked me to carry a packed, concealed load. I agreed. We went to a place called ‘Camp IV’. Later, a blizzard hit us and we decided to leave the device and return to safety.”

A mix of myths and rumours have filled Raini and adjacent villages after the flash floods. Many believe that the nuclear device caused the flash floods which wreaked havoc washing away two hydropower projects and killing many. Total 32 bodies have been found to date while 174 are missing.

“The device is dangerous and may be the cause of these floods meting the snow,” added Singh.

In the year 2010, responding to an RTI query of an activist Gurvinder Singh Chadha which had total 7 questions related to the radioactive device in question, the Bhabha Atomic Research Center had replied, “This center has no information on the above. Hence, we are unable to provide any information under the RTI Act 2005.”

Interestingly, one of the questions by Chadha included if American senator Richard Autier warned India about the nuclear device in 1965 and famous Russian scientist Arthur Compeleene also warned India saying that lakhs of people may be affected due to the radiation.

Chadha died last year. Dushyant Mainali, a practicing advocate in Uttarakhand Hugh Court and friend of the activist recalls, “He had filed RTI queries related to the device two times. He used to talk about this story often and had logical reasons to make us believe.”

Many books have been written on the issue including one by Stephen Alter. The Mussoorie-based author has written about a secret operation in which a device was to be installed to monitor China which had conducted a nuclear test in 1962 in Xinjiang province.

Weighing around 56kg, including an 8-10ft-high antenna, two transceiver sets system, the remote sensing device which was supposed to keep track of any further nuclear tests by China after 1964 is believed to be installed by the Central Intelligence Agency of the United States of America and Intelligence Bureau of India to spy on China.

Mary Olson pays tribute to Rosalie Bertell, the great explainer of radiation impacts on health.

It was Rosalie who most let me know that I am able to contribute original work towards the day that People, to decide not to split atoms any more. Human beings began splitting atoms in Chicago, in 1942. Rosalie, a PhD in mathematics and member of the Order of Gray Nuns, knew more than anyone else I have worked with, that all of it—every last nuclear license, and radioactive emission, all the waste and all the bombs and all the money congress gives to nuclear activities are choices. People made, and continue to make these decisions…and we can change our mind.

Rosalie studied radiation impacts and was committed to service on behalf of future generations. She won the Right Livelihood award for her work with communities impacted by nuclear industry. Often called the “alternative Peace Prize” – she was one of the first women to be honored. As a laureate, she was encouraged to find and mentor students. Rosalie hoped that I, and my coworker Diane D’Arrigo would go to graduate school and she could be our mentor. We decided since we were already in our 50’s to simply study with her, informally. We traveled, 5 or 6 times to the Mother House where she resided and she generously met with us in the last two years of her life. She was always small in stature, but at that point her back was bent and she barely came up to my chest, but still had the intensity of a wolverine!

It was Rosalie Bertell who helped me tackle one of the biggest challenges I have faced. After a public talk on radioactive waste policy that I gave during this time, a woman asked me if radiation was more harmful to women, to her, compared to a man. Even though I had studied and known many of the top independent radiation researchers, including Bertell, I had never heard that biological sex could be a factor for harm—other than in reproduction (pregnancy)—but that is more about the embryo and fetus than the woman. I told her that I was sorry, I did not know and would get back to her. In fact, I forgot.

Two years later, when nuclear reactors exploded in Japan at a site called Fukushima Daiichi, I remembered that question and knew it urgently needed an answer. I was unaware that Dr Arjun Makhijani and a team had written on sex differences in radiation harm in 2006 (see www.ieer.org ) and also did not turn that up as I searched for any information on differences between males and females. My findings, five years later are an independent confirmation of the IEER work.

Since I found nothing on a basic google dive, I called Rosalie, who was at that point nearing the end of her life, to ask if she had studied biological sex. She had not, and the one report she pointed me to was out of print. It was my second call, a week later, that prompted her to tell me that I would have to look at the data myself.

I had no idea that the National Academy of Science (NAS) had published tables with 60 years of data on cancers and cancer deaths among the survivors of Hiroshima and Nagasaki. Rosalie told me to find out for myself. I was shocked. I had stopped any formal study of math in the 6th grade…she was a mathematician—I asked her to do it, and she reminded me that she was dying. I protested again. It was her next words that pushed me. Rosalie said, “The data is divided by males and females so you can look at this question—and if there is a difference, it will be a simple pattern. It is good you do not have more math because if there is a difference, you will find it and not make it more complicated than it is.” She said to get a few pencils, a sharpener, an eraser and lots of paper, and go to it. I did.

The result was my first paper on the topic, “Atomic Radiation is More Harmful to Women,” (October 2011) published to the web in time for Rosalie to congratulate me. Three years later the paper was the basis for my invitation to speak at the global Vienna Conference on the Humanitarian Consequences of Nuclear Weapons. Three years later as the new Treaty on the Prohibition of Nuclear Weapons was in the work, I founded the Gender and Radiation Impact Project. Rosalie is the one who put rocket fuel in my determination to help. If the world decides to base radiation protection on Refence Little Girl—make every regulation in terms of protecting females who are infants—five years old, future generations have a chance. How the USA and Soviet Union planned to use nuclear radiation as a weapon.

 This was initially seen as a great idea –  you could kill all the people while leaving the omfrastructure intact for your own use.

For decades, the thought of radiological weapons has conjured terrifying images of cities covered in “death dust.” Classified as a weapon of mass destruction — alongside chemical, biological, and nuclear weapons — it has remained a point of mystery as to why these devastatingly indiscriminate weapons were not pursued in earnest by more state and non-state actors alike.

What did early radiological weapons (RW) programs look like? How and why did they arise, and what accounts for their ultimate demise? Aside from a handful of known cases, why have RW programs not proliferated with the same alacrity as other weapons programs?

Thanks to the rigorous and rich historical work of Samuel Meyer, Sarah Bidgood, and William Potter of the Middlebury Institute of International Studies at Monterey, we now have more answers. Focusing on the United States and Soviet Union in the 1940s and 1950s, the authors, in a recent study published in the journal International Security, trace the unique origins of these RW programs, as well as explain why they were subsequently abandoned. Their study, “Death Dust: The Little-Known Story of U.S. and Soviet Pursuit of Radiological Weapons,” reveals a fascinating web of causes, including organizational and bureaucratic politics, international competition, economic and technological constraints, and even the powerful initiatives of well-placed individuals.

While the authors’ work examines the past, it speaks directly to the present and future trajectory of RW programs. Morgan Kaplan: First things first, what are radiological weapons? Do any countries or non-state actors have them today?

Samuel Meyer, Sarah Bidgood, and William C. Potter: We define a radiological weapon as one intended to disperse radioactive material in the absence of a nuclear detonation. ……..

……….. May 1941 — the first reference to RW appeared in a U.S. government document: the Report of the Uranium Committee. The report identified three possible military aspects of atomic fission, the first of which was “production of violently radioactive materials … carried by airplanes to be scattered as bombs over enemy territory.” (The other two possible applications noted in the report were “a power source on submarines and other ships” and “violently explosive bombs.”) ………

Technological advances were among the major drivers of RW programs in both the U.S. and the Soviet Union, and RW were initially pursued in tandem with nuclear weapons and chemical weapons (CW) programs. The anticipated promise of RW as a weapons innovation, however, never materialized in either country due to a combination of factors, including technical difficulties in the production and maintenance of the weapons, diminution in the perceived military utility of RW relative to both CW and nuclear weapons, and low threat perceptions about adversary RW capabilities. ……..

the parallelism in many respects between the rise and demise of the U.S. and Soviet RW programs; and (5) the serious but ultimately unsuccessful effort by the United States and the Soviet Union to secure a draft convention at the Conference on Disarmament prohibiting radiological weapons.

MK: Are radiological weapons a thing of the past or do they remain an attractive option for some countries and non-state actors today?

The authors: We are encouraged that no country has either used RW in war or has incorporated them into a national military arsenal. We are concerned, however, that the Russian Federation, despite its own unsuccessful history with RW, has shown renewed interest in advanced nuclear weapons that seek to maximize radioactive contamination. We also worry that some countries may conclude that RW serve their perceived national interests, especially in the absence of international legal restraints. It therefore is important, we believe, to revive U.S.-Russian cooperation to ban radiological weapons and strengthen the norm against their use.
