Two more Japanese nuclear reactors granted 20-year extensions

Japan’s nuclear watchdog has approved extending the operation of two aging nuclear reactors in southwestern Japan for another 20 years.

The operational lifespan of Japanese reactors has been limited to 40 years in principle since the Fukushima Daiichi nuclear plant accident in 2011. But it can be extended by up to 20 years if the reactors pass screening by the Nuclear Regulation Authority.

At a meeting on Wednesday, the NRA granted extension approval to the No.1 and 2 reactors at the Sendai nuclear power plant in Kagoshima Prefecture, which is operated by the Kyushu Electric Power Company.

The No.1 reactor will turn 40 next July and the No.2 will reach that age in November 2025.

Discussed at the meeting were the results of special inspections of the reactors conducted by Kyushu Electric and an assessment that showed the reactors can be used for another 20 years.

The members of the meeting unanimously approved the extensions.

This decision brings the number of Japanese reactors whose operations have been extended beyond 40 years to six. The other four are the No.1 and No.2 reactors at the Takahama nuclear power plant and the No.3 reactor at the Mihama plant — all in Fukui Prefecture — as well as the Tokai No.2 plant’s reactor in Ibaraki Prefecture. #nuclear #antinuclear #nuclearfree #NoNukes

Israel in Search of Its Hiroshima: Massive Bomb Wipes Out 20 Apt. Buildings, Kills, Wounds 400 Civilians

The flaw in the Israeli government stance is that we are not living in 1943. After World War II, the United Nations, the Geneva Conventions and other international instruments were enacted by the nations of the world to prevent the atrocities of WW II from being repeated. It was to this “rules-based international order” that the Biden administration appealed when it tried to rally the world to oppose Russian war crimes in Ukraine. In a gob-smacking act of supreme hypocrisy, the Biden administration has decided to throw the same rules-based international order on the garbage heap of special pleading when it comes to Israel.

Ann Arbor (Informed Comment) – In one of the biggest massacres it has so far committed, the Israeli Air Force on Tuesday bombed the Jabaliyaa refugee camp in Gaza, killing or wounding at least 400 persons and destroying the Block Six residential complex, felling 20 buildings. More victims are believed to be under the rubble.

An Israeli military spokesman said that the strike was directed at Hamas leader Ibrahim Biari, a mastermind of the October 7 attack on Israel. Although Israeli authorities proclaimed that they had succeeded in killing Biari, Hamas announced that he was still very much alive.

Killing and wounding 400 noncombatants and destroying 20 residential buildings to get at one target, even if the target is a wanted terrorist, is strictly forbidden under the post-World War II laws of war and International Humanitarian law. These laws are codified in the Geneva Conventions and the Rome Statute that underpins the International Criminal Court.

For instance, Rome Statute:

Art. 8 (2) (b) (iv) Intentionally launching an attack in the knowledge that such attack will cause incidental loss of life or injury to civilians or damage to civilian objects or widespread, long-term and severe damage to the natural environment which would be clearly excessive in relation to the concrete and direct overall military advantage anticipated. (4th Geneva Convention Art. 85 (3) (b) of AP I.)

Art. 8 (2) (a) (iv) Extensive destruction and appropriation of property, not justified by military necessity and carried out unlawfully and wantonly (mirrored from Geneva Conventions Art. 50/51/147 of GC I, II and IV).

Art. 8 (2) (b) (i) Intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities (4th Geneva Convention Art. 85 (3) (a), plus Art. 51(2) AP I).

Art. 8 (2) (b) (v) Attacking or bombarding, by whatever means, towns, villages, dwellings or buildings which are undefended and which are not military objectives. (4th Geneva Convention, Art. 85 (3) (d) of AP I).

The presence of one senior Hamas commander, or even a platoon of them, among hundreds of noncombatants clearly would not justify recklessly endangering innocent civilians on the scale of Jabaliyaa. This is a war crime pure and simple.

In a CNN interview by Wolf Blitzer of an Israeli military spokesman, Blitzer is clearly astonished that he straightforwardly admitted that the Israelis knew that the strike would kill the refugees in the camp, but did it anyway.

The complete disregard of Israeli authorities for the laws of war and International Humanitarian Law enacted after World War II — intended to prevent atrocities of the sort committed during that war — was manifest in remarks to the New York Times, reported Monday:

“It became evident to US officials that Israeli leaders believed mass civilian casualties were an acceptable price in the military campaign. In private conversations with American counterparts, Israeli officials referred to how the United States and other allied powers resorted to devastating bombings in Germany and Japan during World War II – including the dropping of the two atomic warheads in Hiroshima and Nagasaki – to try to defeat those countries.”………………………………………………………………………………………………………………………..

this claim, of killing noncombatants in self-defense, which the German officers resorted to, is precisely the claim some Israeli officials are making today, that all Palestinians in Gaza are terrorists, all are dangerous to the survival of Israel, and therefore slaughtering them en masse is permissible. These arguments were rejected by the war crimes tribunal after WW II, and they should be rejected today. Of course, extremist Israelis really mind being compared to Nazis. But there is an easy way to avoid that: don’t act like Nazis.

Unfortunately, the Biden administration is letting the fascist government of Prime Minister Binyamin Netanyahu get away with mass murder. As a result, no one in the global South will ever listen to Biden or Secretary of State Antony Blinken say the words “rules-based international order” again without falling down laughing. On Sunday, SpaceX launched 23 satellites from Cape Canaveral in the morning, and 22 more from Vandenberg Air Force Base in the evening. This brought the total number of operating satellites irradiating the Earth to about 8,800.

SpaceX has been sending up satellite-laden rockets every few days this year, in its haste to satisfy an insatiable demand for bandwidth by the billions of human beings who use cell phones. But SpaceX is not the only one. Hundreds of companies are competing for a share of the global market to supply Internet from the sky to the world’s population.

On January 5, 2022, I sent out a newsletter listing 147 companies and government agencies from 34 countries that were operating, launching, or planning fleets of satellites that, if they were all launched, would total about half a million in our skies, far outnumbering the visible stars. On October 17, 2023, the journal Science, reviewing filings with the International Telecommunication Union, informed the world that the number of filings and the number of planned satellites have again more than doubled. There are more than 90 filings for constellations of over 1,000 satellites each. Twenty-three have over 5,000 satellites, and eight have over 10,000 satellites. As of December 31, 2022, the number of satellites being planned by 300 companies and governments exceeded one million. And in June, 2023, E-Space, a company based in France and founded by Greg Wyler in 2022, filed a plan for a single megaconstellation containing 116,640 satellites. E-Space had previously filed a plan, via the government of Rwanda, for an even larger constellation containing 327,320 satellites. Two days after his new filing with the ITU, Wyler clarified that “Our filing in France is in addition to our filings in Rwanda.”

There are already signs that deep divisions could hamper progress at the
UN’s crucial COP28 climate summit. More than 70 environment ministers and
100 national delegations have been meeting in Abu Dhabi ahead of talks that
begin in Dubai on November 30. Many delegates doubt that a summit hosted by
a petrostate – the United Arab Emirates – can shepherd the world towards a
low carbon future. This year is on track to be the hottest ever recorded
globally. That makes the urgent need for action clearer than ever. In Abu
Dhabi this week Mr Al Jaber was at pains to lay to rest any doubts about
his ambitions for the main talks. He restated that the key goal would be
keeping the world on track to limiting temperature rise to 1.5C above
pre-industrial levels. Scientists say that should provide a good chance of
avoiding the worst impacts of climate change. And Mr Al Jaber accepted that
achieving that will require deep emissions cuts.

U.S. QUIETLY EXPANDS SECRET MILITARY BASE IN ISRAEL

Government documents pointing to construction at a classified U.S. base offer rare hints about a little noted U.S. military presence near Gaza

TWO MONTHS BEFORE Hamas attacked Israel, the Pentagon awarded a multimillion-dollar contract to build U.S. troop facilities for a secret base it maintains deep within Israel’s Negev desert, just 20 miles from Gaza. Code-named “Site 512,” the longstanding U.S. base is a radar facility that monitors the skies for missile attacks on Israel. #nuclear #antinuclear #nuclearfree #NoNukes

On October 7, however, when thousands of Hamas rockets were launched, Site 512 saw nothing — because it is focused on Iran, more than 700 miles away.

The U.S. Army is quietly moving ahead with construction at Site 512, a classified base perched atop Mt. Har Qeren in the Negev, to include what government records describe as a “life support facility”: military speak for barracks-like structures for personnel.

Though President Joe Biden and the White House insist that there are no plans to send U.S. troops to Israel amid its war on Hamas, a secret U.S. military presence in Israel already exists. And the government contracts and budget documents show it is evidently growing. 

The $35.8 million U.S. troop facility, not publicly announced or previously reported, was obliquely referenced in an August 2 contract announcement by the Pentagon. Though the Defense Department has taken pains to obscure the site’s true nature — describing it in other records merely as a “classified worldwide” project — budget documents reviewed by The Intercept reveal that it is part of Site 512. (The Pentagon did not immediately respond to a request for comment.)…………………….

Rare acknowledgment of the U.S. military presence in Israel came in 2017, when the two countries inaugurated a military site that the U.S. government-funded Voice of America deemed “the first American military base on Israeli soil.” Israeli Air Force’s Brig. Gen. Tzvika Haimovitch called it “historic.” He said, “We established an American base in the State of Israel, in the Israel Defense Forces, for the first time.” 

A day later, the U.S. military denied that it was an American base, insisting that it was merely a “living facility” for U.S. service members working at an Israeli base

The U.S. military employs similar euphemistic language to characterize the new facility in Israel, which its procurement records describe as a “life support area.” Such obfuscation is typical of U.S. military sites the Pentagon wants to conceal. Site 512 has previously been referred to as a “cooperative security location”: a designation that is intended to confer a low-cost, light footprint presence but has been applied to bases that, as The Intercept has previously reported, can house as many as 1,000 troops.

Site 512, however, wasn’t established to contend with a threat to Israel from Palestinian militants but the danger posed by Iranian mid-range missiles.

The overwhelming focus on Iran continues to play out in the U.S. government’s response to the Hamas attack. In an attempt to counter Iran — which aids both Hamas and Israel’s rival to the north, Hezbollah, a Lebanese political group with a robust military wing, both of which are considered terror groups by the U.S. — the Pentagon has vastly expanded its presence in the Middle East. US announces deadly new nuclear weapon days after China announced warhead expansion

The United States has proposed plans for a new nuclear weapon 24 times stronger than the ones dropped on Hiroshima and Nagasaki.

The proposed B61-13 nuclear gravity bomb will cost £569 million to produce and could kill a city of one million almost instantly with a 3.5 mile blast radius.

With a range of 6,000 miles and a 360 kiloton blast, the radioactive fallout would be significantly more devastating than that in Hiroshima and Nagasaki.

The bombs dropped in Japan had a yield of only 15 kilotons, and still killed nearly 200,000 people.

The new weapon has yet to be signed by Congress but is expected to have backing from the Republican party.

The Pentagon said: ‘The B61-13 will strengthen deterrence of adversaries and assurance of allies and partners by providing the President with additional options against certain harder and large-area military targets.’

America’s new nuclear bomb would be delivered by the high tech B-21 Raider stealth bomber and could destroy underground targets with higher accuracy.

The announcement came only days after China announced it would double its nuclear arsenal to nearly 1,000 warheads.

Washington currently has about 1,400 nuclear warheads, while Russia has around 1,500 – but China said it plans to double its current stockpile of 500 warheads within a decade.

China also announced it is developing a new intercontinental ballistic missile system that could allow it to strike the continental US……………………………………..

Sizewell C nuclear plant project disputed at Court of Appeal

A group campaigning against the construction of a £20bn nuclear power station in Suffolk has started to have its case heard in the Court of Appeal.

Together Against Sizewell C has argued the government failed to assess the environmental impact of the project when granting planning permission.

The two-day hearing will focus on how a permanent water supply to the site will be provided.

In June, a High Court judge said the planning permission was lawful.

But Together Against Sizewell C successfully overturned the decision in September, triggering the latest hearing at the Court of Appeal in London.

Lady Justice Andrews and Lord Justice Lewis are presiding over the case, but a result is not expected for some time.

Barrister David Wolfe KC, leading Together Against Sizewell C’s legal team, told the judges the central issue related to whether a “development consent order” was lawful “without any assessment” of the environmental impacts of an “essential” fresh water supply.

A Together Against Sizewell C spokesman said in a statement outside court: “It is clear the business secretary needed to guarantee how a permanent water supply of two million litres per day for Sizewell C would be obtained, before giving consent.

Court of Appeal hearing into Sizewell C set to begin

The decision to approve the new Sizewell C nuclear power station will come
under scrutiny tomorrow (Wednesday) when a legal hearing begins at the
Court of Appeal.

Campaigners opposed to the dual reactor development are
appealing against a High Court decision to refuse a judicial review into
then business secretary Kwasi Kwarteng’s decision to give the go-ahead for
the power station in July 2022.

The appeal relates to the issue of whether
a desalination plant will be needed to guarantee a permanent water supply
for the power station. Campaigners Together Against Sizewell C (TASC)
argued that the environmental impact of the plant was not included in the
planning application for the power station and therefore was neither
assessed nor taken into account when approval was given. However, Court of
Appeal Judge Lord Justice Coulson decided that TASC’s arguments for the
desalination plant should be looked at again.

Future of fossil fuels leaves nations at odds ahead of UN climate summit

The world’s nations remained at odds over any agreement for an end to new
oil and gas projects ahead of the upcoming UN climate summit, with France,
Spain, Ireland, Kenya and 11 other countries calling for the phasing out of
fossil fuel production at preliminary talks this week.

After discussions
over the past two days in Abu Dhabi in preparation for the COP28 summit
that kicks off in the United Arab Emirates on November 30, the group of 15
nations known as the High Ambition Coalition joined a cohort of countries
pushing for a global accord to dump oil and gas.

“Fossil fuels are at the
root of this crisis. We must work together to develop a comprehensive
global clean energy access approach to accelerate the transition away from
fossil fuels,” said a statement signed by 15 ministers, including some
from poorer countries such as Ethiopia, Vanuatu and Samoa.

like they posed proudly in front of burnt bodies after lynchings in the south.

In Australia they stole the brown children and gave them to pale families
and watched their ancient civilization disappear into the toxic fumes of industry
like a sailboat into the mist.

In Israel teenagers play with buttons that cause explosions on screens
and look forward to the end of the Gaza operation
so they can leave and go play better video games.

In Gaza mothers clutch tattered pieces of flesh and clothing to their chests
and scream names that will never again be answered
and call out questions to the heavens that will also go unanswered.

And the ghosts of the buffalo roam through the ruins 
looking for their heads
while the people of Gaza comb through the rubble 
looking for their dead,
and the rest of us stare at screens and cry like babies
and ask our own unanswered questions 
of heavens clouded by the fumes of industry,
vanishing stars above a dying world
as the lights go out in Gaza

China agrees to nuclear arms-control talks with US -WSJ

China and the United States will discuss nuclear arms control next week, the first such talks since the Obama administration, the Wall Street Journal reported on Wednesday.

China’s Foreign Ministry said on Monday after a visit by Foreign Minister Wang Yi to Washington that the two countries would hold “consultations on arms control and non-proliferation” in the coming days, as well as separate talks on maritime affairs and other issues.

Those arms talks would be led on Monday by Mallory Stewart, a senior State Department official, and Sun Xiaobo, the head of the arms-control department at China’s Foreign Ministry, the Wall Street Journal report said.

The U.S. State Department and China’s embassy in Washington did not immediately respond to requests by Reuters for comment on the timing or format of the talks.

U.S. National Security Advisor Jake Sullivan said in 2021 that the Chinese and U.S. presidents had agreed to “look to begin to carry forward discussion on strategic stability”, a reference to Washington’s concerns about Beijing’s nuclear weapons build-up.

But the White House was quick to say at the time that the discussions would not resemble formal arms reduction talks, like those the U.S. has had with Russia.

Since then, U.S. officials had expressed frustration that China showed little interest in discussing steps to reduce nuclear weapons risks.

China has more than 500 operational nuclear warheads in its arsenal and will probably have over 1,000 warheads by 2030, the Pentagon said in October. But Beijing has long argued that the U.S. already has a much larger arsenal. Macron pursues nuclear deals in Russia’s back yard

French president hopes to secure uranium supply in Kazakhstan and Uzbekistan.

PARIS — French President Emmanuel Macron travels on Wednesday to Kazakhstan and Uzbekistan, where he hopes to secure uranium for his country’s nuclear plants.

The trip comes as geopolitical tensions grow with the EU’s current major suppliers, Niger and Russia.

Macron’s visit to the two countries aims to expand French influence in an area which has strong ties with Russia and is now also growing closer to China, an Elysée official said………………….

Last summer a military junta took over Niger, which supplies 15 percent of France’s uranium needs, sparking questions as to whether the African country can continue to be a reliable source. Uncertainty has also surrounded imports of Russian uranium since Moscow’s invasion of Ukraine.

“Niger raises questions, Russia could raise questions in the long term [if] the EU imposes sanctions on the nuclear sector.

An Elysée official said that new contracts and business partnerships will be announced during the trip, including in the energy sector. ………………………………………………………………………..

EDF has also positioned itself to become a supplier of nuclear reactors for Kazakhstan’s first nuclear plant.

The visit comes as Brussels competes with China for influence in the region via investment programs focused on infrastructure. 

Both Kazakhstan and Uzbekistan are benefitting from Chinese investment under Beijing’s Belt and Road Initiative, with their presidents attending a high-level meeting on the subject in Beijing in October. It’s a dangerous time all right. US meddling in the Far East, Europe and now Middle East, all risk wider warfare, possibly even nuclear. Meanwhile, millions are dying, injured, suffering debilitated health, starving or being ethnically cleansed, all enabled by US involvement.
