Illusion of rational choice, in Czech government’s plans for nuclear power

The Czech Nuclear Illusion  ČEŠTINA  29. Jul. 2015 by Martin Sedlák   In the first week of June the Czech government adopted an action plan that is supposed to lead to the construction of four new reactors in the country—first in Dukovany and then in Temelín. The government’s decision, however, is not the product of a rational political debate; it is the result of the long-term erosion of responsible governing. Therefore, the Czech Republic can serve as a textbook case of how decisions about the future of energy should not be made.

An Open-Ended Nuclear Action Plan

The National Action Plan for the Development of Nuclear Energy was drafted by the Ministry of Industry and Trade (MIT) along with the Ministry of Finance (MF). It is based on this year’s updated State Energy Policy, which is supposed to lead to the Czech Republic increasing its share of nuclear energy to up to 50% by 2040. “In 2040 the fuel mix for electricity generation will comprise 46 to 58% nuclear, 18 to 25% renewables and secondary sources, 5 to 15% natural gas, and 11 to 21% brown and black coal,” claimed Minister of Industry and Trade Jan Mládek (Social Democrat) upon publicly presenting the new energy policy. If the scenario envisioned in the State Energy Policy actually plays out, nuclear energy will become the dominant source of electricity in the Czech Republic for a long time to come. In the decision-making process the Czech government rejected a policy based on renewables or natural gas. Politicians were particularly opposed to renewable energy due to its high price. However, as this paper demonstrates, Czech politicians’ rejection of green energy was not founded on economic data but on ideology, as the high price of nuclear energy seems to pose no problem………..

In the Czech Republic we call the MIT’s methods salami tactics: The current government is having a project drawn up for the construction of new reactors in which billions of Czech crowns will be invested. There is thus a real threat that future politicians will inherit a grim inheritance from which they will have to complicatedly work their way out of. Or they will have to commit themselves to massive subsidies from public sources—which (at least according to available public documents) have not yet been consulted with the European Commission over adherence to business competition rules.

Neutron bomb attack on Yemen, by Israelis, in Saudi plane?

A. Its not a conventional 2k lb bomb. It’s much bigger.

B. Its either a very large MOAB bigger than 4,000 lbs. or; ???? Max weight for an F-15 / 16 is about 2,000 lb payload per bomb rack making the deployment of a MOAB impossible.

C. Its appears to be a small neutron bomb. The size, color, lightning effect and duration of the fire ball being suspended in mid air and the very large mushroom cloud is the main give away. The CCD cameras imaging device was “scintillating” (detecting Neutrons) That is the white pixel flashes in the video. When the photo has white pixel flashes in it, that is because it is being hit by neutrons from the nuclear fireball blast. It overloads the ccd’s electronic circuit producing white flashes.

If the radiation is too high it will burn out the chip. They had big problems with this in Japan with the Fukushima robots cameras failing due to very high radiation counts.

D. Delivery is most likely by an IDF F-16 with a Saudi paint job on the plane. They are not even hiding their use anymore, they just don’t publicly admit it and the IAEA does nothing or says nothing. That is the true war crime. The UN just ignores it unless the US, France or GB complains…….. Russia and China say nothing.

E. This is now the second known use of nukes in Yemen by Saudi Arabia…………..

A. The range of the camera is calculated to be about 4 to 5 miles from ground zero based on shock wave timing.

B.Saudi has no F-16’s. The aircraft reported to be used to droop the bomb in Yemen were F-16’s. Photos and acoustic signature confirms that the jet engines noise is from a single engine jet fighter of the F-16 type.

Labour leadership hopeful Jeremy Corbyn will use the 70th anniversary of the dropping of the atom bomb on the Japanese city of Hiroshima to set out his plan for nuclear disarmament in the UK.

Speaking at a Campaign for Nuclear Disarmament commemorative event in London on Thursday, Corbyn will say that if he were prime minster he would not replace the Trident nuclear weapons system and would transition away from nuclear weapons entirely.

In a document entitled Plan for Defence Diversification, Corbyn sets out a strategy to protect the jobs and skills of those who work on Trident, and in the defence sector more widely, by investing in “socially productive” hi-tech industry and infrastructure projects.

“We are making the case for a defence diversification agency because we have a moral duty, and strategic defence and international commitments, to make Britain and the world a safer place,” the document reads.

“As a signatory to the nuclear non-proliferation treaty, Britain should therefore give a lead in discharging its obligations by not seeking a replacement for Trident, as we are committed to accelerate concrete progress towards nuclear disarmament.

“Senior military figures have described our existing nuclear weapons as ‘militarily useless’ and our possession of them encourages other countries to seek a similar arsenal while undermining the efforts being made to advance the cause of international nuclear disarmament.”

In 2016, parliament is expected to vote on the £100bn renewal of the Trident programme, a set of four submarines armed with Trident II D-5 ballistic missiles, which are able to deliver thermonuclear warheads.

Corbyn, MP for Islington North since 1983, attends the CND commemorative event in Tavistock Square garden in central London every year.

Also attending the event is the Green party’s Lady Jones, who will say: “It is amazing that we haven’t learned more from the nuclear bombing of Japan, that nuclear weapons are indiscriminate, their impact incalculable and their cost insupportable.

“Britain should accept that such weapons are impossible to use with any guarantee of safety and we should scrap plans for renewing the Trident nuclear defence system, freeing up £100bn to spend on our national wellbeing.”

With ties between Moscow and the West at Cold War lows, Russia has fallen back on its nuclear threat, boosting its arsenal and increasing flights by strategic bombers, in what NATO has described as “dangerous nuclear sabre-rattling”.

Nuclear weapons are seen in Moscow as “ultimate proof that Russia is a great power” despite its struggling economy and poor international image, said Pavel Baev, a Russian military expert at the Peace Research Institute Oslo.

He warned that Putin and his top brass had not “gone to the school of nuclear deterrence” and did not understand the “extraordinarily dangerous game” they were playing.

Bruno Tertrais, an expert at the Paris-based Foundation for Strategic Research, said the fear of mutual devastation still made “large-scale military conflict between Russia and NATO unthinkable”.

But as weapons spread to more volatile parts of the world, the threat of nuclear war grows.

Nine nations – the United States, Russia, Britain, France, China, India, Pakistan, Israel and North Korea – possess some 16,300 nuclear weapons between them, according to the Stockholm International Peace Research Institute.

Fitzpatrick said the most likely confrontation would be between longstanding foes India and Pakistan, which could be enough to create a so-called nuclear winter. In such a scenario, the sun would be blocked out by smoke, causing a devastating cooling of the Earth.

Fennovoima the last hurrah for nuclear industry in Finland

Prime Minister Juha Sipilä says it’s unlikely that his government will approve any new nuclear power plants after the Fennovoima project, reports the regional daily Keskisuomalainen. In an interview with Keskisuomalainen, Prime Minister Juha Sipilä stated that the Fennovoima project could be Finland’s last nuclear power plant. However Sipilä stressed that no firm decisions had been made on the issue.

Sipilä said that it seemed unlikely that any new proposals for nuclear power plants would come up for consideration during the current government’s term in office.

Sipilä added that during government formation talks he had conducted a straw poll among prospective coalition partners. It was on this basis that he said it was “very unlikely that anything further would happen on this front.”

“There are no applications or any discussions ongoing about nuclear power permits,” Sipilä remarked.

Almost universally, the mass media downplayed the nuclear disaster. Little or no investigative reporting has been done around this mega nuclear disaster. This entitles them to a special monthly medical allowance of about ¥140,000, which is provided by the government apart from medical costs.

However, there are certain requirements for receiving the allowance, such as how far they were from Ground Zero when they were exposed. There were a total of 183,519 holders of special hibakusha health-care certificates for the bombings in Hiroshima and Nagasaki as of the end of March, but only 4.8 percent of them, or 8,749, were recognized as having radiation sickness………..

“Just as I expected.” So thought a 72-year-old woman in Kure, Hiroshima Prefecture, when she was diagnosed with malignant lymphoma at a hospital nine years ago.

Her older brother and sister, both hibakusha, died from cancer after the war. The woman was the youngest of seven siblings, a boy and six girls. She experienced the bombing when she was 2 years old, in Ushita-Honmachi, now Higashi Ward, in the city of Hiroshima, about 2.5 kilometers from the blast center.

Looking for her brother and sisters, she entered the central area of the city while being carried by her mother for several days.

Her mother died eight months later, probably as a result of that exposure, while her father also died from a disease. The woman was adopted by another family, but three years later, her brother, who was also exposed to the Hiroshima bombing and had reached the age of 17, took her back……..

The woman was recognized as having radiation sickness in 2009. However, a neighbor told her, “You’re lucky to be a recipient” of the special monthly medical allowance. These words were very painful and in May this year, she refused to accept the money.

She wants people to know about her suffering but does not want them to know that she is hibakusha. This spring, a shadow was also found in her pancreas.

Nuclear Bomb Survivors Speak Out Against Nuclear Power in Japan FUKUSHIMA CITY, Japan (Reuters) 5 Aug 15  – When Atsushi Hoshino set out to revive a group representing atomic bomb survivors in the rural northeast Japanese prefecture of Fukushima 30 years ago, one topic was taboo—criticizing the nuclear power industry upon which many relied for jobs.

That changed dramatically after March 11, 2011, when a massive tsunami devastated the Fukushima Daiichi nuclear plant, triggering meltdowns, spewing radiation and forcing tens of thousands of residents to flee their homes.

“Until then …I felt somewhat uncomfortable about nuclear power, but not enough to oppose it. Rather, I was in a situation where it wasn’t possible to oppose it,” Hoshino, 87, told Reuters at his home in Fukushima City, about 60 km (37 miles) from the wrecked Fukushima Daiichi plant, the country’s first commercial nuclear plant when it went online in 1971.

Now, Hoshino, a survivor of the Aug. 6, 1945, U.S. atomic bombing of Hiroshima, is among the majority of Japanese who oppose Prime Minister Shinzo Abe’s plan to reboot reactors taken offline after the Fukushima disaster. Kyushu Electric Power Co’s Sendai plant in southwestern Japan is expected to resume operations on Aug. 10, the first to do so in nearly two years.

“I think that since the risk of nuclear power and the fact that human beings cannot control it has become clear, none of the reactors should be restarted,” Hoshino said…..

Obama props up a failing nuclear industry, with nuclear energy a centerpiece of his climate push!

Although nuclear fission is itself a low-carbon process, the lifecycle carbon cost of nuclear energy production is anything but, with greenhouse gas emissions stemming from uranium mining, milling, processing, enrichment, and transportation, not to mention the years-long—sometimes decades-long—process of actually constructing nuclear reactors.

Rather than prop-up a struggling industry, the Obama administration, and whichever administration follows, should eliminate nuclear from its all-of-the-above energy arsenal, relegating it to the category of dirty energies that, if we don’t curtail now, will leave future generations cleaning up our environmental mess.

Mark Jacobson – the head of Stanford University’s Atmosphere and Energy Program, who has written numerous books and hundreds of scientific papers on climate and energy, and testified before Congress numerous times on those issues – notes that nuclear puts out much more pollution (including much more CO2) than windpower, and 1.5% of all the nuclear plants built have melted down.  Jacobson alsopoints out that it takes at least 11 years to permit and build a nuclear plant, whereas it takes less than half that time to fire up a wind or solar farm. Between the application for a nuclear plant and flipping the switch, power is provided by conventional energy sources … currently 55-65% coal.

No wonder a former Commissioner for the U.S. Nuclear Regulatory Commission says that building nuclear plants to fight global warming is like trying to fight global hunger by serving everyone caviar. More information herehere and here.

The EPA’s proposed power-plant regulation provides a carbon credit to states for maintaining nuclear energy production at current levels: in other words, a carbon subsidy for maintaining the nuclear status quo. Following the release of the draft rules, EPA administrator Gina McCarthy made clear that the credit is meant, in part, to help the struggling nuclear industry. “There are a handful of nuclear facilities that, because they are having trouble remaining competitive, they haven’t yet looked at re-licensing,” she said at a roundtable discussion with business leaders in Chicago. If nuclear energy plants begin closing, she warned, “It’s a lot of carbon reduction that needs to be made up for a long period of time.”

Maintaining nuclear power production at current levels isn’t the EPA’s only goal. “Nuclear power is part of an all-of-the-above, diverse energy mix and provides reliable baseload power without contributing to carbon pollution,” the EPA said in a emailed statement. “Nuclear power from current and future plants can help the U.S. meet its goals.”

Why is this worrying? In the fight against climate change, anything is better than dirty coal, right?

For starters, nuclear energy isn’t clean. Although nuclear fission is itself a low-carbon process, the lifecycle carbon cost of nuclear energy production is anything but, with greenhouse gas emissions stemming from uranium mining, milling, processing, enrichment, and transportation, not to mention the years-long—sometimes decades-long—process of actually constructing nuclear reactors. “From our perspective, the longstanding problems with nuclear waste, nuclear nonproliferation [and] safety really set nuclear apart from other low carbon energy sources,” says Matthew McKinzie, director of the Natural Resources Defense Council’s Nuclear Program.

Rather than prop-up a struggling industry, the Obama administration, and whichever administration follows, should eliminate nuclear from its all-of-the-above energy arsenal, relegating it to the category of dirty energies that, if we don’t curtail now, will leave future generations cleaning up our environmental mess.

The odds of a melt-down at a U.S. nuclear power plant are higher than you might assume.

Nuclear bombing of Japanese cities the”opening salvo of the Cold War”

Hiroshima survivor Keiko Ogura wants people to come and see for themselves.

 “Some people in the world still do not understand the cruelty of nuclear weapons, and that they are absolute evil. This surprises me. I want them to come to Hiroshima and Nagasaki,” she said.

The Americans said they took the drastic step to put an early end to World War II and save the lives of hundreds of thousands of US soldiers, but this official narrative is now being overturned.

On August 6, 1945 the world’s first atomic bomb exploded over Hiroshima, wiping out the city centre and killing about 140,000 people by the years’ end.

Keiko Ogura was eight-years-old at the time and only 2.4 kilometres from the hypocentre.

She remembers being engulfed in flames.

“A flash of light and the blast slammed me to the ground and I lost consciousness,” she said.

“I woke up, it was dark and everyone was crying.”

Keiko said the atomic bombing of Hiroshima and another at Nagasaki three days later, which killed 70,000 more, were war crimes.

Many historians say the bombings did not lead to the Japanese surrender, and the Soviet declaration of war on Japan two days later was a bigger shock.

It put an end to any hope the Soviets would negotiate a favourable surrender for Japan. Continue reading

Scientists warn that extreme weather will get worse and huge swaths of coastal cities will be submerged by ever-more-Climate kills nuclearacidic oceans. All of which raises a question: If climate change continues at this pace, is anywhere going to be safe?

“Switzerland would be a good guess,” said James Hansen, the director of climate science at Columbia University’s Earth Institute. Hansen’s latest climate study warns that climate change is actually happening faster than computer models previously predicted. He and more than a dozen co-authors found that sea levels could rise at least 10 feet in the next 50 years. Slate points out that although the study isn’t yet peer-reviewed, Hansen is “known for being alarmist and also right.”…..

The real nuclear danger – weaponry of USA and Russia, not Iran, or even North Korea

atomic-bomb-lClinging to these obsolete weapons is a vestige of Cold War thinking propped up by contracts and the desire of those with nuclear bases to keep the few thousand jobs they provide. Pandering to these parochial motives and flawed strategies risks catastrophes whose financial and human costs dwarf any conceivable benefits.

Pope Francis told a conference on nuclear threats in Vienna this year that “spending on nuclear weapons squanders the wealth of nations.” He questioned the morality of maintaining these huge arsenals for any purpose. These horrific weapons, he said, must be “banned once and for all.”

Seventy years after it was born on the sands of Alamogordo, there is a growing global sense that it is time to retire the Bomb.

Seventy years after the first atomic explosion lit up the New Mexican desert and nearly 25 years after the collapse of the Soviet Union, both Russia and the United States retain nuclear postures from the darkest days of their rivalry. There are almost 16,000 nuclear weapons still in the world today, and the U.S. and Russia possess 94 percent of them. Worse, 1,800 of these Russian and American weapons sit atop missiles on hair-trigger alert, ready to launch on a few minutes notice.

Few people are even aware of these dangers. Most have forgotten about the weapons. They think the only nuclear threat is the chance that Iran might get a bomb. Or that plans are in place that effectively prevent or contain nuclear threats. They are wrong. The nuclear lobby’s hype about ‘safe ionising radiation’ exposed

Were it not for half a century of “nuclear medicine,” “radiotherapy,” “electronic pasteurization,” and related oxymoronic “humanitarian” and “therapeutic” applications of weapons and fuel sources of mass destruction, or the concerted effort to cover-up the human and planetary harms caused by the wartime use of depleted uranium, nuclear accidents and intentional industry emissions, we might not be so resistant to understanding just how serious the Fukushima reactor meltdown is, and will continue to be. Can anything be more serious than Plutonium-239 having a half-life of 24,100 years and Uranium-238 having a half-life of 4.4 BILLION years?
The widespread ignorance over the true dangers associated with “internal radiation exposures” make it possible for CNN’s Sanja Gupta and similar “experts” to (mis)inform the public with all earnestness that radiation associated with the Fukushima meltdown and atmospheric release are of no concern, and is why those who wish to exercise the precautionary principle are often labeled “fear mongers” or “radiophobes.”

Radford, Physician and Epidemiologist While a highly coordinated effort is underway by the nuclear industry, mainstream media, medical establishment and world governments to define, justify and reinforce a “safe level of radioactivity” pertaining to the air, the water, the food, and our bodies, the unspoken truth contained within the precautionary principle that there is no safe dose of radiation, nor a safe level of exposure to the 200+ radioisotopes released by the Fukushima reactor complex meltdown, is but an inaudible whisper in the cacophony of a world dominated by universal deception.

Regardless of whether we chose to pay attention or not, over the past month a massive number of radiotoxic and genotoxic particles have been released into the atmosphere, oceans and biosphere, and due to the continuous westerly circular flow of the Jet stream no one in the Northern latitudes will be spared some degree of exposure as time proceeds.

The question of exposure should not be “if” but “when,” and “how” we deal with it once it happens. Cesium-137 for instance, has a half-life of 30 years (90 years later 12.5% of its radioactivity remains), and due to its similarity to potassium will make its way up the food chain bioaccumulating and distributing broadly in the tissues of both plants and animals as it goes. Eventually all such radioisotopes must meet mankind who is perched precariously on top of an unsustainable, highly toxic food pyramid of his own making, and from which he has an exceedingly difficult time escaping and/or detoxifying.
