Instead of using the 0.73 rate, officials claim the national rate is 2.1, nearly 3 times higher. The rate of 2.1 is from a study using data from 2004-2006 that estimates the anencephaly rate, andonly uses data from less than 15 states — unlike the CDC report above which is based on the most current data, uses data from all 50 states, and is not an ‘estimate’.

- Redford: Wind is a critical factor that must be considered. The worst case scenario would be if a fire occurs within a breach of a container. The wind could then carry plutonium particles through the atmosphere, traveling considerable distances.

The 3.4-gigawatt Moorside project, a joint venture between Japan’s Toshiba and France‘s GDF Suez, could provide nearly 7 percent of Britain’s projected electricity needs and create up to 21,000 jobs, the companies
say.
“The Guarantee Scheme is another way in which we can help companies to make the huge investment that building new nuclear power involves,” Finance Minister George Osborne said in a statement.
The scheme, which was introduced in 2012, is set to help the Moorside developers gain external project finance to cover the upfront costs of building a nuclear plant.
NuGen, the name of the Toshiba/GDF Suez joint venture, welcomed the agreement. he Moorside plant will be powered by three nuclear reactors by the end of 2026 to be provided by Toshiba’s Westinghouse unit, with the first reactor expected to start operating by the end of 2024.
NuGen said it plans to make a final investment decision for the Moorside project in 2018.
Britain is counting on replacing its ageing fleet of nuclear reactors with new stations. The government is already providing loan guarantees to France’s EDF for a 16 billion-pound nuclear plant due to be built in southern England.

UNSCEAR not independent, and its April report on atomic radiation is not reliable

A British scientist who studied the health effects of the 1986 Chernobyl disaster panned a United Nations report that virtually dismissed the possibility of higher cancer rates caused by the 2011 Fukushima nuclear crisis.
Keith Baverstock, 73, made the comments during a visit to Tokyo at the invitation of a citizens group related to the Fukushima disaster.
In response to questions from The Asahi Shimbun, Baverstock said a report released in April by the U.N. Scientific Committee on the Effects of Atomic Radiation (UNSCEAR) was “not qualified to be called ‘scientific’” because it lacked transparency and independent verification. He added that the committee should be disbanded.
The U.N. report said any increase in overall cancer rates among residents of Fukushima Prefecture due to fallout from the accident was unlikely.
However, Baverstock, former head of the radiation-protection program at the World Health Organization’s Regional Office for Europe, said radiation levels shown in the report were enough to cause a spike in cancer rates.
For example, the report said nearly 10,000 workers at the crippled Fukushima No. 1 nuclear plant were exposed to radiation levels exceeding 10 millisieverts over about 18 months following the outbreak of the crisis in March 2011.
Baverstock said such an exposure level was enough to cause an increase in cancer among about 50 of the workers.
After studying the health effects from the Chernobyl nuclear disaster, Baverstock was the first to point out an increase in thyroid cancer among residents of areas hit by radioactive fallout.
He also questioned UNSCEAR’s neutrality, given that members are nominated by nations that have a vested interest in nuclear power. He noted that such nations provide funds to the committee.
Baverstock also suggested a conflict of interest, as committee members are not required to disclose their history working in the nuclear industry or sign pledges stating that no conflict of interest exists in evaluating radiation risks.
Baverstock said that when he was working for the WHO, he felt constant pressure from the International Atomic Energy Agency, a major promoter of nuclear power. He also questioned why it took more than three years for UNSCEAR to release its Fukushima report.
Referring to what he called inside information, Baverstock raised the possibility that the delay was caused by criticism about the report’s conclusion and the influence of other U.N. agencies, such as the IAEA.
Nuclear power has no place in any ‘Clean Power Plan’

distortions and serious omissions that favour the technology. In this open letter to EPA Administrator Gina McCarthy, he and co-signatories call on her to ditch the ‘false and irrational assumptions’ used to justify both new and existing nuclear power. “………..Unfortunately, the treatment of nuclear energy in the draft rule is unsupported by meaningful analysis, and would make it possible for states to implement the rule in ways that are counterproductive to the Clean Power Plan’s purpose of reducing emissions.
The role of nuclear power must be re-evaluated
We are, additionally, very concerned about industry proposals to expand provisions to encourage nuclear. We urge the EPA to conduct a thorough and fact-based analysis of nuclear, and to do the following:
- Remove the preservation of existing nuclear reactors from the BSER.
- Do not force Georgia, South Carolina, and Tennessee to finish building new reactors.
- Conduct a thorough and accurate analysis of the environmental impacts of nuclear power, from radioactive waste and uranium mining to reactor accidents and water use.
- Recognize and incorporate the much greater role renewable energy and efficiency can, will, and must play in reducing carbon emissions and replacing both fossil fuels and nuclear………
- False and irrational assumptions
Unfortunately, the Clean Power Plan’s treatment of nuclear incentivizes the preservation and expansion of a technology that is and has always been the most expensive, inflexible, and dangerous complement to fossil fuels.
The Clean Power Plan incorporates nuclear into the BSER in two ways:
- Assumes five new reactors will be completed and brought online in the states of Georgia, South Carolina, and Tennessee, and irrationally estimates the cost of doing so as $0. In fact, billions more remain to be spent on these reactors and there is a great deal of uncertainty about when, if ever, they will be completed, facing years of delays and billions in cost overruns. The cost assumption would force states to complete the reactors no matter the cost, rather than enabling them to choose better ways to meet their emissions goals. Even though renewables and efficiency could be deployed at lower cost than nuclear, the draft rule would make it look like they are much more expensive because of the zero-cost assumption about completing the reactors.
- Encourages states to ‘preserve’ reactors economically at-risk of being closed, equivalent to 6% of each state’s existing nuclear generation. While it is true that about 6% of the nation’s operating reactors may close for economic reasons, this provision encourages every state to subsidize existing reactors, greatly underestimates the cost of doing so, and overestimates their role in reducing emissions. Uneconomical reactors have high and rising operating costs, and cannot compete with renewables and efficiency. If anything, EPA should simply recommend that low-carbon energy sources be replaced with other low-carbon resources, but singling out nuclear for ‘preservation’ suggests it is better for states to lock themselves into obsolete and increasingly uneconomical nuclear.
The rule also says states may utilize two other ways of adding nuclear capacity as options for achieving the goals, even though they are not incorporated in the BSER:
- New reactors other than those currently in construction. EPA recognizes that new nuclear is too expensive to be included in the BSER, so it should not suggest states consider it as a way of meeting their emissions goals.
- Power uprate modifications to increase the generation capacity of existing reactors. Power uprates are capital-intensive and expensive, and several recent projects have been cancelled or suffered major cost overruns, in the case of Minnesota’s Monticello reactor, at a total cost greater than most new reactors ($10 million/megawatt). Rather than suggesting states waste resources on nuclear generation too expensive and infeasible to be included in the BSER, EPA should include an analysis of these problems so that states can better evaluate their options and select lower-cost, more reliable means for reducing emissions, such as renewables and efficiency.
- Serious nuclear concerns ignored
The Clean Power Plan also considers some non-air quality impacts of nuclear generation, as it is required to do under the Clean Air Act. However, the EPA’s evaluation is both woefully incomplete and alarmingly inadequate. EPA dismisses concerns about radioactive waste and nuclear power’s impact on water resources, simply characterizing them as equivalent to problems with fossil fuel generation.
In fact, radioactive waste is an intractable problem that threatens the environment for potentially hundreds of thousands of years. In addition, nuclear reactors’ use of water is more intensive than fossil fuel technologies, and a majority of existing reactors utilize the most water-intensive once-through cooling systems.
Regardless, however, rather than only comparing them to fossil fuels, EPA should have compared these impacts to the full range of alternatives, including renewables and efficiency, which do not have such problems.
EPA leaves out a host of other environmental impacts unique to nuclear, including uranium mining and nuclear accidents.
There are over 10,000 abandoned uranium mines throughout the US, which are subject to lax environmental standards, pose major groundwater and public health risks, present serious environmental justice concerns, and could entail billions in site cleanup and remediation costs.
The failure to consider the impacts of a nuclear accident is a glaring oversight, in the wake of the Fukushima disaster. EPA must consider both the environmental and economic impact of nuclear accidents.
Renewables can do the job!
In general, the Clean Power Plan’s consideration of nuclear appears to be based on a dangerous fallacy: that closed reactors must be replaced with fossil fuel generation, presumably because other low- / zero-carbon resources could not make up the difference.
In fact, renewable energy growth has surpassed all other forms of new generation for going on three years, making up 48% of all new electricity generation brought online from 2011 to July 2014. [2]
- The growth rate of wind energy alone (up to 12,000 MW per year) would be sufficient to replace all of the ‘at-risk’ nuclear capacity within two years, at lower cost than the market price of electricity, [3] let alone at the subsidized rate for nuclear the draft rule suggests.
Assuming that closed reactors will be replaced with fossil fuel generation both encourages states to waste resources trying to ‘preserve’ (or even build) uneconomical reactors rather than on more cost-effective and productive investments in renewables and efficiency.
While states are free to develop their implementation plans without using the specific energy sources included in the BSER, the rule should not promote such foolishness.
No amount of spending or subsidies for nuclear has been effective at reducing the technology’s costs nor overcoming lengthy construction times and delays, whereas spending on renewables and efficiency has had the effect of lowering their costs and increasing their rate of deployment.
The economic problems facing currently operating reactors merely underscore the point that nuclear is not a cost-effective way of reducing emissions.
We are hopeful that the Clean Power Plan will be a watershed in setting the country on a path to emissions reductions and climate action, and we are grateful to the EPA for taking this step.

Why this is important to me
When elected in 2007, Saskatchewan Premier Brad Wall (his Saskatchewan Party is ideologically tied to Harper’s federal Conservatives) created the Uranium Development Partnership (UDP), chaired by one of the U of S vice-presidents. With industry support from Bruce Power (nuclear reactors) and its majority shareholders, Cameco (uranium mining) and TransCanada Corporation (the Keystone pipeline), the UDP pushed to establish a nuclear program at the University.
Public consultations in 2009 gave a resounding 88% “NO” to this nuclear agenda , but the government/corporate/university consortium have used the U of S to bypass this overwhelming expression of public opinion. The Canadian Centre for Nuclear Innovation (CCNI) was announced in March 2011 with $30 million of Government funding over 7 years. Its first goal is to build a prototype small nuclear reactor on campus. In August 2011 the Government and Hitachi-GE Nuclear Energy Ltd announced another $10 million towards that objective.
Current U of S President MacKinnon and Board of Governors Chair Nancy Hopkins have been deeply involved in this project. Hopkins owns nearly $2 million in Cameco investments and is a paid Cameco director ($175,872 in 2009). MacKinnon accepted an all-expenses-paid trip to Cameco’s northern operations and exclusive lodge in 2009, at the peak of the public debate about the UDP report.
But MacKinnon retires from the U of S on June 30. We must send a clear message to his successor, Ilene Busch-Vishniac, to step off this destructive path.
Brad Wall’s government has starved the University of essential funding – U of S has an accumulated $90 million debt. Existing infrastructure is crumbling. New buildings on campus can’t open. And the $40 million for the CCNI and related nuclear projects won’t help U of S out of this crisis.
The University of Saskatchewan, founded in 1907, was once proudly called “the people’s university” – set in the heartland of the Canadian cooperative movement, home to Tommy Douglas, the greatest Canadian, the father of Medicare. Today the University has become an easy target for corporate takeover and a tool for the nuclear and petroleum industries. But right now we have a chance to stop this from happening.

Members of a Swedish civic organisation collected and delivered more than 20,000 signatures from individuals protesting the proposed construction of a nuclear power plant in northwest Finland by the power consortium Fennovoima.
The delegation from the Swedish NGO Nuclear-free Gulf of Bothnia (Kärnkraftsfritt Bottenviken) visited the Finnish parliament Tuesday morning to hand over the petition on behalf of more than 170,000 residents of seven municipalities that lie close to the proposed construction site of the Pyhäjoki nuclear power plant. The site in northwest Finland lies just 155 kilometres from the Swedish coast.
“Because of the natural environment Hanhikivi is an extremely poor choice to locate a nuclear power plant,” activist Kristina Berg told lawmakers in Helsinki.
Earlier this year, demonstrators gathered in the centre of the Swedish coastal city of Luleå ahead of a public hearing on the proposed plant in Pyhäjoki, near Raahe.
Environmental impact on Sweden?
The protesters have long been worried about the potential environmental impact of the nuclear facility on the Swedish side of the Gulf of Bothnia. Many have demanded a fundamental re-think of the project and have also called for a system of sustainable energy that is not based on continuous growth.
Residents of the Swedish communities have also pointed to the strong role of the Russian state-owned nuclear contractor Rosatom in the proposed project, even charging that Finland is outsourcing its energy needs to Russia.
The petition was delivered as Finland’s largest power producer Fortum announced plans to buy a stake in the Fennovoima nuclear power plant, taking it one step closer to reality.
The cabinet had previously dictated that the plant should be at least 60 percent domestic or European-owned as a prerequisite for a final go-ahead. Fortum’s investment would take Finnish ownership to 66 percent, helping the project meet the government’s criterion.
Murky labor conditions at crippled Fukuhsima nuclear facility
Fukushima workers still in murky labor contracts: Tepco survey, Chicago Tribune, 27 Nov 14 The number of workers at Japan’s Fukushima nuclear plant on false contracts has increased in the last year, the station operator said, highlighting murky labor conditions at the site despite a pledge to improve the work environment. The survey results released by Tokyo Electric Power Co <9501.T> (Tepco) late on Thursday showed that around 30 percent of plant workers polled said that they were paid by a different company from the contractor that normally directs them at the worksite, which is illegal under Japan’s labor laws.
Many workers asked Tepco in the survey forms whether they were supposed to receive an equivalent of about $180 a day in hazard pay, the company said, adding that it did not mean each worker would necessarily see a pay increase of that amount.

Corporate power, and its religious belief in nuclear power

Tony Abbott says he has ‘no theological objection’ to nuclear power. That’s fair – only blind faith could justify his belief in a power source that’s so costly and risky “I have no theological objection” to nuclear power, Tony Abbott said on 1 December, responding to Julie Bishop’s relaunch of the right’s preferred “solution” to global warming this week.
Abbott’s choice of words is fascinating. On the face of it he’s suggesting that opposing nuclear power is a faith-based, rather than rational, view. But it is the right’s consistent promotion of a technology that has been shown repeatedly to be too slow, too costly and too risky (see, for instance, here and here) that is underpinned by several right wing articles of faith. It’s worth unpacking this credo, because it reveals what’s really going on when nuclear power is raised……….
the “dominion mandate” dovetails so neatly with the modern industrial idea that humanity is separate from and dominant over nature that it has become a powerful aspect of the western materialist creation story.
Nuclear power fits perfectly within a world view that sees splitting the atom as the apogee of human dominance over nature. Given its enormous and persistent waste problem, nuclear power is only acceptable if you believe that it is our right to pollute as we please.

While it is reasonable to reject climate science, and acceptable to deny declining reef health, it is heresy to question whether handing ever more power to corporate interests will benefit the rest of us.
The privatisation of profit and socialisation of risk inherent in nuclear power only makes economic sense if you believe in the divine right of corporations. With multi-billion dollar cost blowouts in construction and decommissioning, the refusal of private insurance companies to cover risk, and a waste stream that will need to be managed for many times longer than our civilisation has so far existed, it’s basically a complex wealth transfer from citizens to corporations.
Nuclear power’s great attraction for those who subscribe to this particular faith is that it would maintain the corporate grip on energy infrastructure at a time when diversified and distributed renewable energy systems threaten to democratise energy supply……..
Support for nuclear power is based on a world-view, but it doesn’t have the benefit of also being backed by rational arguments. “..….While limited dietary sources of vitamin D are available, exposure to ultraviolet radiation (UVR) is the most effective source of vitamin D for the majority of the world’s population.
Vitamin D deficiency is unquestionably linked to compromised bone health. While levels of evidence vary, it is also associated with a wide range of other potential health problems.
On the other hand, excess UVR exposure is strongly linked to increasing risk of skin cancer.
To confuse the issue further, a recently published papersuggested sun exposure might help reduce blood pressure and influence heart disease risk. But not through vitamin D. This research is still in its early days, but it may be that some of the benefits previously ascribed to vitamin D occur through other mechanisms related to sun exposure…………
What should we do?
So what does make sense when it comes to sun exposure, skin cancer and vitamin D? The trick is, of course, getting the balance right and avoiding extremes, in one direction or the other.
Adjusting sun exposure according to the time of year and time of day is important. The UV Index will be in the extreme range in the middle of the day through most, if not all, of summer. So avoiding exposure for the few hours in the in the middle of summer days is smart. The World Health Organization recommends sun protection once the UV Index reaches or exceeds three……..
Depending on where you live, five minutes of mid-morning or mid-afternoon sun two to three times a week – and certainly avoiding any sun burning – is a helpful rule. But it’s best to keep the head, face and neck protected as they get lots of sun and are at highest skin cancer risk.
