Just a quick note to apologise for a lack of posts this week.

Owing to a perfect storm of personal issues, we have been very busy. Normal service will be resumed with a week update and return to normal postings on Friday 20th June.

Also, Nuclear hotseat has been having some technical problems and the website is being sorted out as we speak. Nuclear power to wind down in France, as renewable energy winds up

sun-championflag-franceFrance to Dim Its Reliance on Nuclear Power Government to Raise Profile of Renewables in National Energy Mix at Expense of the Atom By  G, WSJ, ERALDINE AMIEL June 18, 2014 PARIS—France, one of the world’s biggest proponents and exporters of nuclear power, is losing its appetite for the atom at home.

French energy and environment minister Ségolène Royal on Wednesday presented a bill to boost renewable sources in the national energy mix and limit nuclear power production at current levels.

“We must diversify our energy sources and the share of nuclear will have to drop,” Ms. Royal told a news conference………

The new bill would cut nuclear’s share of France’s energy mix to 50% by 2025 from 75% now, while the share of renewables should increase to 40% from around 15% by 2030. The move confirms Mr. Hollande’s pledge during the presidential campaign of 2012.

France is the world’s second-largest generator of nuclear power, after the U.S., with 58 reactors dotted around the country. They are all owned and operated by state-controlled power giant Electricité de France SA, EDF.FR +0.11% which operates 15 more reactors in the U.K…….

The government is betting that this latest energy legislation that offers credit lines, subsidies and tax rebates will help create around 100,000 jobs over the next three years in the renewable and energy-saving industries, while cutting customers’ electricity bills and helping curb carbon emissions……..

Theodore Holcomb, a former USS Ronald Reagan aviation mechanic during Operation Tomodachi, died of synovial sarcomaon April 26, 2014. Holcomb was a plaintiff in the lawsuit against TEPCO. He began experiencing “breathing difficulty, pain in right shoulder, and excessive heart rate while still in service. He was diagnosed with synovial sarcoma next to his heart, causing lung and heart issues, in late 2011. Holcomb was 38 years old and a father of a five-year-old girl.

Now, Simmons is confined to a wheelchair, with no use of his leg muscles. The 36-year-old blames radiation, but says no one will agree. Today marked his bittersweet retirement from the Navy. […] months after he returned from the humanitarian effort at Fukushima, he blacked out one day while driving. Then, he started experiencing high fevers. His health deteriorated to the point that he his now confined to a wheelchair. He blames radiation exposure at Fukushima. Fukushima ice wall project not working out too well

Tokyo Electric Power (Tepco) has begun digging the trenches for a huge network of pipes under the plant through which it intends to pass refrigerant. This will freeze the soil and form a physical barrier that is intended to prevent clean groundwater flowing down mountainsides from mixing with contaminated water underneath the leaking reactors.

Tepco said on Tuesday that a smaller, inner ice wall whose pipes it sank earlier to contain the already-contaminated water was proving difficult. “We have yet to form the ice stopper because we can’t make the temperature low enough to freeze water,” a Tepco spokesman said.

“We are behind schedule but have already taken additional measures, including putting in more pipes, so that we can remove contaminated water from the trench starting next month.” The coolant being used in the operation is an aqueous solution of calcium chloride, which is cooled to -30C (-22F).

The idea of freezing a section of the ground, which was proposed for Fukushima last year, has previously been used in the construction of tunnels near watercourses.

Kyodo News, June 14, 2014: Tadao Mitome feels a duty to continue capturing images of the area to document the effects of the nuclear disaster […] Mitome, 75, published a photo book titled “3/11 Fukushima: Hibaku no Bokujo” (“Stock Farm Exposed to Radiation”), documenting a farm in the village of Iitate and its dying horses. “People should do whatever they are capable of doing,” Mitome said […] Iitate, about 40 km away from the wrecked power plant, [farmer Tokue Hosokawa] defied the central government’s order to evacuate. […] After nearly two years, horses became weak and died, one by one, from an unknown cause. Some horses in Fukushima were also put to death and sent away for autopsies. Mitome said he felt as though the eyes of the killed animals were trying to tell him that they would never let human beings forget about the nuclear disaster. […] “There are things that I must let people in the world know,” he said.

Evacuee from Iitate: “University of Tohoku dissected the dead horses […] there were apparent abnormal results from the analysis of the blood […] 3 more horses have died here this summer. Hosokawa must be in shock […] I have demanded the Ministry of Environment to inform us of the results. But they keep saying, ‘we don’t know anything yet’ […] why can’t they at least publish the results so far? Surely there must be something wrong if they can’t publish.”

World Network For Saving Children From Radiation: “There is something seriously wrong going on” -Hosokawa […] According to him, horses have fallen ill one by one within these short weeks […] a white miniature horse, had the worst condition. Its skin was badly damaged. The veterinarian doctor who accompanied us saw it and indicated the symptoms of damaged liver […] It had jaundiced eyes. The doctor was wondering why its knees were so wobbly. […]  15 foals have been born since the beginning of this year, but 14 of them died within a month, sometimes within a week. “I have lived with horses since I was a kid, but I have never seen anything like this. It’s not normal. I think radiation is responsible for this”. Hosokawa stresses the effect of radiation as a cause. […] we asked a public health control centre to check the blood of the miniature horse. The results were negative for transmitted diseases or nutrient deficiency. […] We were overwhelmed by Hosokawa’s ghastly expression on his face and stunned with a shock by the grave situation, which was beyond our imagination. “This country is going mad, I‘m sure something grave is going to happen”.

Probably (the waste at sites around the country) is going to have to stay where it is in containers that can hold up for a long period of time while we sort this out. I’m afraid that’s the reality.”

I haven’t done the analysis on that myself […] I was just talking it over today with one of my colleagues, who’s very esteemed in waste handling and waste processing — we’ll call him Barney for now. He said, “Is that what they did? They put organic material [in the drums with plutonium salts] — that’s a hydrogen explosion.”

Australian government’s plan for nuclear waste dump on Aboriginal land is scrapped!

flag-AustraliaNatalie Wasley, Beyond Nuclear Initiative, 19 June 14 Some fantastic news today- the Commonwealth Government has committed not to pursue plans for a national radioactive waste dump at Muckaty, 120km north of Tennant Creek in the Northern Territory!

Lawyers from Maurice Blackburn Social Justice Practice have just announced the exciting development in Melbourne and a delegation of Muckaty Traditional Owners travelled to Alice Springs for a press conference that has just concluded.

The announcement comes mid-way through the Federal Court trial examining the process under which the nomination of Muckaty was made by the Northern Land Council and accepted by the Commonwealth Government in 2007.

Two weeks of the trial were completed with hearings in Melbourne, Tennant Creek and on country at Muckaty outstation. The Northern Land Council and Commonwealth Government have agreed to settle with the Applicants by committing not to act on the proposal or nomination, so the hearings scheduled for Darwin (June 23-July 4) have been cancelled.

This campaign has followed the successful campaign by the Kupi Piti Kungka Tjuta to stop a nuclear dump in SA and been built from the ground up in Tennant Creek with help from supporters across the NT. Over the last 7 years, the community has marched in Tennant Creek every year, hosted trade union delegations, written songs and poems, made films and toured photo exhibitions. People have travelled tirelessly around the country to build awareness and support, having conversations over cups of tea in regional areas and walking the corridors of Canberra Parliament House to lobby Ministers.

The community used the May 25 rally and media attention on the federal court proceedings to reiterate they would continue campaigning until the dump was stopped- including blocking the road if needed.

So the deadly news is now public – please tell everyone that together we dumped the Muckaty plan! Traditional Owners and the broader community in Tennant Creek are very excited and relieved and looking forward to a big celebration in the coming few weeks.

We will then set about collating photos, footage and other materials from the campaign, so stay tuned for the call out to copy and/or send these to the Arid Lands Environment Centre for archiving.

There is a lot more to say but we are still all a bit shocked and processing the news so will send more updates and reflections in the coming week.

AUDIO: Australia shamed as court hears how Government tried to impose nuclear waste dump on Aboriginal land

The court is now adjourned. The last sitting was on Saturday. The judge travelled again out to Muckaty.  Aboriginal people thanked the court judge for coming to Muckaty out-station coming to country to hear from the elders directly and other Aboriginal people who are opposing nuclear waste dumping on their land. The  case will now move to Darwin to take evidence from Northern Land Council

justiceCrucial day of evidence, we  heard from –  a very senior man,  Dick Foster known as reliable authority on who owns this land. NLC was relying on  this man, Dick Foster.   In their early nomination they actually used Mr Foster’s name.  Whereas Dick has been crystal clear since 2007 that the NLC is wrong  The NLC are relying on the wrong idea that a small piece of Muckaty belongs to just on e family group. Not alright for this family to sell one piece of the and  made it clear that this was wrong.  The anthropology used was not correct. They needed to slow the process down. NLC should have heard from all of the groups on how decisions would be made for that small piece of land. NLC forged ahead in 2007  far too quickly according to Mr Foster. Sold Muckaty out without the consent of Aboriginal owners.  Far too much pressure.

His evidence crucial. Process was far too rushed.

He made it clear that there was a lot of pressure on senior people like himself.  with a number of government people on senior Aborigines,

That evidence was very significant. No one in this case is questioning the cultural knowledge of Mr Foster, though not  a traditional owner himself. No question that he is not an authentic witness on Aboriginal culture, and the land around Muckaty

handsoffThe NLC and government should back off now. They really should listen to these people. People have been saying – “You’ve got it wrong. You’re rushing us”

The other point about the evidence that came out on the country –  people have not been told the real story, right back to 2007.  Even the individuals who nominated the land were never told. had no idea of the true nature of what was planned. No one was ever told that there could be accidents.  Those sorts of question are in the legislation, but this was never explained to the people.  People were not told of possibility of drastic accident. People were never properly informed that they may lose their land forever.

The government  is trying to say that it’s only for 200 years.  But there are provisions sin the legislation, that the government could hold that land forever. Never explained to any traditional owners in the consultation process. That is clear from the evidence which has come out. They’re trying to say that this will be  at temporary facility.

Relying on faulty flawed anthropology. Enormous amount of pressure was put on the traditional owners. They were relying on faulty, flawed anthropology. Iy was rushed through inn order to do a deal. Rights systematically stripped away from the traditional owners.   Very strong case coming out now from the  people who are opposed to the nuclear waste dump.. Quite shocking to learn how the government and NLC have treated these people, through this process.

Evidence is now wound up in Tennant Creek and Muckaty

Next is a trip to Darwin.  The focus now will be on the NLC and the Commonwealth. They will be subject to the same cross examination that the Aboriginal people had to go through.

The Aboriginal people are happy and proud with what they have achieved.  They have been so strong, so articulate.-  that they have stood up to these non indigenous very highly paid, highly educated barristers for the Land Council and government attacking them in the witness stand.  Some of the Aboriginal witnesses were cross examined for 3 hours – with lawyers for the government and NLC trying to trick them trap them  The truth has come out on how this nomination came about back in 2007.  Evidence is now wound up

We’ve had to go through 7 years of heartache, pain, stress sickness, and many people have died. A lot of people not alive now to give evidence on how they were treated. A very sad stressful thing that has happened to this community. In Darwin the pressure will be on the NLC and Government.

Canada’s Federal Court agrees on poor environmental assessment by Darlington New Nuclear project

Greenpeace v. Canada: Symbolic Blow to the Nuclear Industry, Game-Changer for Everyone Else?, the energy collective, Martin Olszynski June 18, 2014 In a rather lengthy (431 paragraphs) decision, the Federal Court of Canada agreed with Greenpeace and other environmental groups that portions of the Joint Review Panel report for the Darlington New Nuclear project proposed by Ontario Power Generation were inadequate. See Greenpeace Canada v. Canada (Attorney General)2014 FC 463 (CanLII). Justice Russell held that the environmental assessment conducted by the Panel failed to comply with the Canadian Environmental Assessment Act, SC 1992 c 37 (essentially Canada’s version of the United States National Environmental Policy Act). Specifically and as further discussed below, there were gaps in the treatment of hazardous substances emissions and spent nuclear fuel, and a failure to consider the effects of a severe “common cause” accident such as the combined earthquake and tsunami that caused the Fukushima nuclear disaster.

Earth’s hottest May on record

Earth Has Its Warmest May on Record Globally, Spring Could Be Warmest Andrew Freedman, Mashable 19 June 14 Two of the leading centers that track global surface temperatures have reported their data for May, and they both found it to be the warmest such month on record for the planet. NASA foundthat May had an average global temperature that was 1.38 degrees Fahrenheit above average, which would make it the warmest such month, coming out far ahead of May 2012. The Japanese Meteorological Agency’s separate analysis also found both May and the meteorological spring months of March through May to be the warmest on record.

These results are preliminary, with the data from both agencies subject to revision. NASA posted a note on its surface-temperature data website Tuesday that said “missing data” from China has not yet arrived, and that their data is not “directly comparable” to previous records.

Later this week, the National Oceanic and Atmospheric Administration (NOAA) will release their global numbers, which typically closely match the other centers, but sometimes differ slightly in rankings. According to the World Meteorological Agency, all but one of the 10 warmest years on record have occurred in the 21st century…..

Studies show that heat waves are already becoming more intense and long-lasting globally, as average temperatures warm in response to increasing amounts of greenhouse gases in the air.

Insurance companies manouver around the threats of climate change- consumers will pay

How the insurance industry sees climate change, LA Times, EUGENE LINDEN 16 June 14 Twenty years ago, I interviewed Frank Nutter, then and now president of the Reinsurance Assn. of America, on the threat climate change posed to the $2-trillion-plus global property and casualty insurance industry.

“It is clear,” he said back then, “that global warming could bankrupt the industry.”

But in the two decades since, the industry mostly limited itself to talk, sponsoring innumerable reports on the threat. Now a major insurance company has moved to protect itself, and it may be the most important milestone yet in the struggle to contend with global warming. FOR THE RECORD

It is clear that global warming could bankrupt the industry.- Frank Nutter, president of the Reinsurance Assn. of America   Climate change: A June 17 Op-Ed article accurately reported on nine class-action lawsuits filed by insurance company Illinois Farmers against cities and counties for failing to take steps to prevent losses related to climate change. Farmers has withdrawn the lawsuits, saying it believes that its “policyholders’ interests will be protected in the future” and that it hopes to continue “constructive” conversations with the cities and counties.

The Op-Ed said Farmers is owned by Zurich Group. It is not; Zurich Group owns Farmers Management Co., which provides administrative oversight to Farmers……….

While Floridians wait for the next big storm, sea levels — the most obvious worldwide signal of global warming — continue their inexorable rise. Rising waters have already created Venice-like conditions in the Miami area.

All the nation’s taxpayers have assumed this risk as insurers routinely exclude flood and storm surge damage from policies. This forces homeowners to seek coverage with the National Flood Insurance Program, a tax-dollar backed program also forced by political pressure to under-price its coverage.

Between the state program and federal flood insurance, the American middle class has been given the burden of insuring and subsidizing the affluent. Let’s call it climate change socialism for the rich.

After news of the Farmers’ lawsuit broke, I spoke again with Nutter. He said he too was surprised at how long it has taken for the risk of climate change to percolate through the insurance community. He also pointed out that Farmers is owned by the Zurich Group, which is noteworthy because European insurers, with global reach and exposure, tend to be more attentive to the risks of climate change than domestic insurers.

Is it possible that U.S. insurers are also affected by climate-change deniers? A number of recent studies by the Insurance Information Institute have singled out Florida as having the most exposure to the combined impacts of climate change, but its governor, Rick Scott, and Sen. Marco Rubio are on record dismissing the threat.

And yet everyone can see that sea levels are rising. Miami Beach Mayor Philip Levine told the New York Times last month, “We are past the point of debating climate change.”

Now, as insurers begin to shift the costs of that reality through rate increases, exclusions, lawsuits and market retreat, consumers can ask such politicians, “Why, if climate change is a hoax, are we paying for it?”http://www.latimes.com/opinion/op-ed/la-oe-linden-insurance-climate-change-20140617-story.html

The CRA has accused Cameco of dodging as much as $850 million in taxes through a deal with a Swiss subsidiary. Cameco argues the deal was an above-board way to lower its tax hit. The CRA contends the agreement violated rules requiring Canadian firms to treat subsidiaries the same as third parties.

As the agency re-assesses Cameco’s tax bill for each year between 2003 and 2013, the law requires the company to pay half of any disputed amounts up front.

With two years’ worth of re-assessments submitted so far, Chief Financial officer Grant Isaac detailed the bill:
